- Lithuania begins round-the-clock SAR operation of AS365 helos

14 January 2016

Lithuania has begun round-the-clock search-and-rescue (SAR) operations with its newly received Airbus Helicopters AS365 N3+ Dauphin platforms, the company announced on 15 January.
Operations officially began on 11 January, following the handover in December 2015 of the last of three helicopters Lithuania ordered in 2013. The two other platforms were delivered in June and September of last year.
"The acquisition of the AS365 N3+ contributes to the modernisation of our fleet. We have already flown the aircraft for more than 200 hours in pilot-training operations including specific SAR missions, and we are sure that the up-to-date capabilities of this helicopter will allow us to perform all the different types of search-and-rescue missions that we must be able to execute," said Colonel Audronis Navickas, Lithuanian Air Force commander.
As noted by Airbus Helicopters, the three AS365 N3+ SAR helicopters are equipped with a 'glass' cockpit, a 4-axis autopilot, forward-looking infrared (FLIR), radar, search lights, hailer, hoist, and stretchers. When announced in 2013, the deal was valued at LTL180 million (USD71.9 million in 2013 dollars), which included the three helicopters plus associated equipment, pilot and staff training, and three years of warranty service.
With the introduction of the AS365 N3+, the Lithuanian armed forces will now retire its ageing Mil Mi-8 'Hip' helicopters. | |

- 340 UNIMOG trucks are planned to be acquired for Lithuanian Armed Forces
Jan 18, 2016
The Lithuanian Armed Forces launched a procurement project for new tactical 5-tonne trucks in 2015 to upgrade its truck fleet and confine to the same type of vehicle. 340 UNIMOG trucks are planned to be acquired by 2021 from Daimler AG through meditation of the NATO Support and Procurement Agency (NSPA).
The estimated cost of the project is approx. EUR 60 million. The NSPA drew on its previous experience of buying this specific type of trucks and completed the procurement procedure relatively faster and saving EUR 18 million.
“The NSPA consolidates requirements from NATO customers and procurement in larger quantities enables obtaining lower prices per unit,” Head of the Procurement Department of the Ministry of National Defence Regina Zasienė said.
The Lithuanian Armed Forces and the NSPA signed the procurement contract for the trucks in the end of last year. According to the contract, Daimler AG, the manufacturer, is planned to deliver 21 trucks to the Lithuanian Armed Forces until September. The remaining 319 trucks will be delivered between 2016 and 2021.
The new trucks are intended for the Lithuanian Land Force and will supplement the motor fleet of the technical base our soldiers are well familiar with.
The requirement of vehicles and trucks in the Lithuanian Armed Forces has significantly increased with the establishment of another infantry brigade in the Lithuanian Land Force and as a result of the process of manning military units. The amount of trucks in possession is not sufficient, moreover, a part of it is worn-out beyond repair. The new acquisition will both, supplement the motor fleet and strengthen the capabilities of the Lithuanian Armed Forces.
The demand for trucks, one of the most often used type of vehicles in the armed forces, is large. This particular type serves multiple purposes, such as soldiers’ assignments, logistical provision or personnel transportation.
The Lithuanian Armed Forces will also supplement its vehicle fleet by procuring from the Netherlands Armed Forces several hundreds of used military vehicles on a bilateral basis. Late last year twenty vehicles from the Netherlands were transported to Lithuania, while the rest of the equipment (ATVs, tug-trucks) will be delivered within several years.

- Lithuania approves new military strategy
23 March 2016
The Lithuanian Ministry of Defence (MoD) has approved a new strategy to strengthen the military capabilities of the Lithuanian Armed Forces.
The move is believed to be in response to security challenges facing the European country, including emerging threats from Russia's growing military power.
The strategy provides new military objectives and requirements for the armed forces.
Lithuanian Minister of National Defence Juozas Olekas said: "The military strategy of 2012 was no longer relevant in terms of security issues and the consequent new tasks for the Lithuanian Armed Forces.
"As the experiences of Georgia and Ukraine show, the Lithuanian Armed Forces have to be ready to respond promptly either individually or together with the allies, to both conventional and non-conventional threats."
The new strategy emphasises the military's capacity to implement peacetime operations in response to local armed incidents and illegal immigration.
It is the Lithuania's fourth military strategy since the re-establishment of independence, and aims to secure the nation permanent membership in Nato.
The strategy will also provide assistance to security sector reforms and development of local defence capabilities.
The armed forces will be required to develop a structure for rapidly moving personnel from peace to war zones, maintaining high-readiness units, and swiftly responding to threats.
In addition, the strategy calls for readiness in cooperating with civilian institutions, the provision of host nation support, and the development of cyber defence for command and control structures.

- Lithuania looking to buy missile defence systems NASAMS from Norway
May 29, 2016
Lithuania’s Ministry of National Defence has decided to open talks with the Norwegian government on acquisition of medium-range missile defence systems NASAMS, reported by delfi.lt.
“We have decided to open negotiations with the Norwegian government on possible purchase of the NASAMS systems,” Lithuania’s Defense Minister Juozas Olekas told BNS after a meeting of the Defense Resource Council on Friday.
In his words, the price of the systems remains unclear.
Lithuania’s Armed Forces currently have short-range aircraft defense systems only.
“This could simply defend our airspace in the medium range. We had short-rage aircraft defense systems that can reach three to five kilometres, and this will be the medium range where missiles fly dozens of kilometres and can take down targets at an altitude of 15 kilometres,” Olekas said.
According to earlier reports, the medium-range aircraft defense project may be developed jointly by the three Baltic States.
Lithuania had long lagged behind its NATO allies in terms of military expenditure, but it has started boosting defense funding in recent years in response to Russia’s actions in Ukraine and its military activity in the Baltic Sea region.
This year’s budget stipulates 575 million euros for defense, which makes up 1.48 per cent of the gross domestic product (GDP), with plans to raise defense spending by 150 million euros next year.
NASAMS (Norwegian Advanced Surface to Air Missile System) is a distributed and networked medium to long range air-defence system.
NASAMS was the first surface-based application for the AIM-120 AMRAAM (Advanced Medium Range Air-to-Air Missile). The missile itself is named SL-AMRAAM (Surfaced Launched AMRAAM)

- LITPOLUKRBRIG begins its participation in ANAKONDA 16 Exercise
Jun 7, 2016
LITPOLUKRBRIG begins its participation in ANAKONDA 16 Exercise oriented on training and coordination Crisis-response Operations in Nowa Dęba training ground, scheduled to take place between 6th and 17th of June.
The exercise opening ceremony was held by Brigadier General Adam Joks, the Multinational Brigade Commander today, on 6th of June, and involved participants from Poland, Lithuania, Ukraine, Hungary and the USA.
During welcoming speech Brigadier General Adam Joks expressed his belief in the significance of this event. According to the LITPOLUKRBRIG Commander’s words, ANAKONDA 16 Exercise creates a wide spectrum of opportunities to cooperate with military partners from participating nations. During next 10 days the soldiers will work, train and live together shoulder to shoulder to achieve all desired training objectives and develop military capabilities. Hence, participation in this operation will allow raising the level of training, establishing mutual trust and understanding between the involved armies.
For Lithuanian-Polish-Ukrainian Brigade this is the first significant training event since opening its Command on 26th of January this year. The unit deploys a command post which will issue orders to the subordinated and affiliated elements and run them during simulated operation.
“ANAKONDA 16 provides us, the LITPOLUKRBRIG Command and certain affiliated units, with a possibility to verify the capacities of interoperability within the Brigade, as well as cooperation with the potential and current partners of the unit. We are brothers in arms and we will show that during this training event. At the end of the day we will be more proficient, more interoperable and better prepared to meet the NATO standards and international cooperation military requirements,” Brigadier General Adam Joks commented.
In particular, a Ukrainian airborne platoon with 80th Airborne Brigade has been attached to a Polish battalion. It opens an opportunity to exercise interoperability on tactical level and explore successfulness of combined tactical units.
It shall be recalled that the ANAKONDA 16 exercise, taking place at the largest Polish military ranges all around the country, will involve 31 thousand soldiers, hailing from 23 countries.
At the end of the ceremony Brigadier General Adam Joks wished all participants the successful and safe training and good working atmosphere.

- First Two PzH2000 Howitzers Procured from the Bundeswehr Are On the Way to Lithuania
(Source: Lithuania Ministry of National Defence; issued June 23, 2016)
Today, June 23, the first two of the 155 mm self-propelled PzH2000 (Panzerhaubitze 2000) howitzers the Lithuanian Armed Forces have acquired from the Bundeswehr will be brought to Lithuania. Under a contract signed last September the Lithuanian Armed Forces bought from the German Armed Forces 16 155mm self-propelled howitzers for combat purposes, and 5 for training and spare parts.
By the same contract the Lithuanian Armed Forces also acquired 26 M577 V2 armoured command vehicles and 6 BPZ2 recovery tanks -- 53 pieces of materiel in total. The contract also s includes training for the Lithuanian soldiers and support for technical maintenance arrangements.
The rest of the equipment is planned to arrive in Lithuania by 2019.
Lithuanian soldiers will soon start training to master the newly received advanced and particularly capable equipment and the first shots are expected to be fired within several months at Exercise Flaming Thunder.
Efficient fire support is one of the key priorities of the Lithuanian Armed Forces, and it is exactly what the procurement of one of the world’s most advanced artillery equipment for maneuver units enables. Acquisition of self-propelled howitzers is a quality leap in fire support in the Lithuanian Armed Forces. The equipment will give a substantial boost to the capability of the Lithuanian Armed Forces and open up new opportunities of operational planning and execution
The new purchase of the Lithuanian Armed Forces will be used by General Romualdas Giedraitis Artillery Battalion of the Mechanised Infantry Brigade Iron Wolf based in Rukla. The Battalion currently operates 105mm howitzers with effective range of 11 kilometres, while the new PzH2000 self-propelled howitzers will enable it to destroy targets at the range of 40 km.
German representatives have already finished training Lithuanians who will responsible for the maintenance and servicing of the equipment, as well as crews serving the artillery system and the personnel planning operations. After the training in Germany, the Lithuanian troops will transfer the experience of employing the PzH2000 to Lithuanian colleagues.
The two PzH 2000 artillery systems will be brought from Germany via Klaipėda Seaport in the evening of June 23 and will be transported to the permanent base in Rukla by roads during the night.

- Lithuanian troops to live-fire German howitzers for first time
Aug 3, 2016
The Lithuanian Armed Forces will fire the first shots from the self-propelled PzH 2000 howitzers acquired from Germany at home in a military exercise on Tuesday.
On August 2 the Lithuanian Armed Forces will fire the first shots from the self-propelled PzH 2000 howitzers at home, in the Brigadier General Povilas Plechavičius Training Area (Klaipėda distr.).
Over a thousand of participants will carry out indirect fire tasks at Exercise Flaming thunder 2016 from 1 to 12 August I three locations: BG Silvestras Žukauskas Training Area in Pabradė, BG Povilas Plechavičius Training Area in Kairiai, and in the Gaižiūnai Training Area.
The exercise will train roughly 1.1 thousand soldiers from 5 NATO allies (Germany, Latvia, Lithuania, Portugal, and the United States) and mortar operators from Ukraine. This is going to be the first time German, Latvian and Ukrainian troops will participate in Exercise Flaming Thunder Lithuania organises for the fourth year in a row.
The PzH 2000 (Panzerhaubitze 2000) is the 155mm self-propelled howitzer developed by Krauss-Maffei Wegmann (KMW) together with the main subcontractor Rheinmetall Landsysteme for the German Army.
KMW received a contract in 1996 for production of 185 units. The first system was delivered in July 1998 and deliveries for this batch are complete. Rheinmetall (formerly MaK) delivers the complete chassis for all series vehicles.
In May 2001, during test firings for the Hellenic Army, the PzH 2000 fired 20 rounds all to ranges exceeding 40km (41.8km maximum). The ranges were achieved using M2000BB Assegai shells from Naschem / Denel of South Africa, in combination with the Rheinmetall DM 72 modular charge system. In November 2002, in live firings in Sweden, a similar range was achieved with Rheinmetall’s new long-range RH 40 BB ammunition, also fired with the modular charge system.
A PzH 2000 howitzer turret has been mounted on the deck of German Navy F124 frigate, Hamburg, as a demonstration of the feasibility of the system for naval applications. The concept is called MONARC and requires a flexible elastic mounting.
