The FA-50s will be the first fighter jets to be operated by the Philippine air force since it retired the last of its US-designed F-5 fighters in 2005, said President Benigno Aquino's spokesman Edwin Lacierda.
"We don't have any existing jets right now that are in use, therefore it is necessary for us to upgrade. This is part of the ongoing process of modernising our military hardware," he told reporters.
Lacierda said the jets would be used for "training, interdiction and disaster response" and would use their aerial cameras to survey areas.
He stressed that the planned purchase was "not aimed at any particular country" despite the new tensions with China over conflicting maritime territorial claims in the South China Sea.
Defence department spokesman Peter Galvez said the FA-50 was chosen because it fitted all the country's requirements and because of its cost, adding that 18.9 billion pesos ($309 million) had been budgeted for their acquisition.
Manila will now begin negotiations for the aircraft, he said, adding that the government will seek to have two planes delivered as soon as possible so Filipino pilots can begin training on them.
In recent months the cash-strapped Philippines has stepped up efforts to modernise its military in the face of increasing Chinese assertiveness in pressing its claims to most of the South China Sea.
Although the Philippines has long relied on its defence ties with the United States for most of its arms, it has recently been seeking more weaponry from other countries like Poland, Spain, Italy, Canada and France.

A ranking Department of National Defense (DND) official has said the option to acquire second-hand frigates to boost the numbers and capabilities of the Philippine Navy (PN) has been waived.
Fernando Manalo, DND undersecretary for finance, munitions,installation and materiel, said this because evaluation studies found out that acquiring these vessels will be more costly in the long run.

MANILA — The Philippine Navy's (PN) second frigate, the BRP Ramon Alcaraz (PF-16), is slated to arrive in August, not April as earlier stated. The extra five months can be attributed to the commissioning requirement of more intensive training for its crew before the vessel can be taken out of its North Charleston, South Carolina naval facility. "Latest estimate is August of this year as the crews' training more requirement is more intensive now," PN spokesperson Lt. Cmdr. Gregory Fabic said. The BRP Ramon Alcaraz has more sophisticated weapons and sensors that its sister ship, the BRP Gregorio Del Pilar (PF-15). She was also fitted with Mark 38 Model 2 "Bushmaster" auto-cannon and a new main engine, making her more capable than her sister ship. Around USD5 million was spent by the PN for the upgrade. The former USS Dallas (BRP Ramon Alcaraz) was a high endurance cutter commissioned in 1967 at the Avondale Shipyard in New Orleans. She was the sixth ship or boat to bear the name of Alexander J. Dallas, the Secretary of the Treasury under President James Madison (1814–1816). The ship is one of twelve Hamilton-class cutters built for the US Coast Guard. It weighs 3,250 tons, has a length of 378 feet, beam of 43 feet, and draft of 15 feet. Its propulsion systems consist of two diesel engines and two gas turbine engines, giving it a top speed of 29 knots. The ship has cruising range of 14,000 miles and has a sea and loiter time of 45 days. It has a complement of 167 officers and men. The ship was originally equipped with an AN/SPS-40 air-search radar Mark 92 Fire Control System and armed with one Oto Melara Mark-75 76-mm gun, Two Mark K-38 25-mm machine gun system, two Mark 36 SRBOC systems, one Phalanx CIWS missile defense gun, along with multiple mounted M2HB .50-caliber machine guns and M240 7.62-mm machine guns. MANILA — The Philippines is now on track to operate again supersonic jet aircraft as the "term of reference" (TOR) for the F/A-50 "Golden Eagle" is now in the works. "Procurement for the F/A-50 will be on a government-to-government basis," the Department of National Defense (DND) observer stressed. He also said the go-ahead signal for the TOR only came last week. The order came from the Government Procurement Policy Board (GPPB), an attached agency of the Department of Budget and Management. The DND observer declined to comment on when the TOR will be completed but stressed that it will be done within the year. But he expressed confidence that the Philippine Air Force (PAF) will be flying the F/A-50 within two years time. The last supersonic planes operated by the country was the Northrop F-5 "Freedom Fighter" which was decommissioned due to lack of parts and air frame aging sometime in 2005. The TOR describes the purpose and structure of a project, committee, meeting and negotiation. It also defines the vision, objectives, scope and deliverables (i.e. what has to be achieved); stakeholders, roles and responsibilities (i.e. who will take part in it); resource, financial and quality plans (i.e. how it will be achieved); work breakdown structure and schedule (i.e. when it will be achieved) and includes success factors/risks and restraints. The Philippines is in the market for 12 supersonic trainer aircraft which can double as interim fighter and attack planes for the PAF. It has allocated P18 billion for this program. The GPPB earlier gave the DND the "green-light" to start pre-negotiations with the South Korean government for 12 F/A 50 aircraft last January. The plane is manufactured by the Korea Aerospace Industries (KAI). The F/A-50 is also known as the TA-50. The F/A-50 design is largely derived from the F-16 "Fighting Falcon", and they have many similarities: use of a single engine, speed, size, cost, and the range of weapons. KAI's previous engineering experience in license-producing the KF-16 was a starting point for the development of the F/A-50. The aircraft can carry two pilots in tandem seating. The high-mounted canopy developed by Hankuk Fiber is applied with stretched acrylic, providing the pilots with good visibility and has been tested to offer the canopy with ballistic protection against four-pound objects impacting at 400 knots. The altitude limit is 14,600 meters (48,000 feet), and airframe is designed to last 8,000 hours of service. There are seven internal fuel tanks with capacity of 2,655 liters (701 US gallons), five in the fuselage and two in the wings. An additional 1,710 liters (452 US gallons) of fuel can be carried in the three external fuel tanks. Trainer variants have a paint scheme of white and red, and aerobatic variants white, black, and yellow. The F/A-50 "Golden Eagle" uses a single General Electric F404-102 turbofan engine license-produced by Samsung Techwin, upgraded with a full authority digital engine control system jointly developed by General Electric and KAI. The engine consists of three-staged fans, seven axial stage arrangement, and an afterburner. The aircraft has a maximum speed of Mach 1.4-1.5. The Philippine Air Force (PAF) has readied two C-130 transport planes for the possible repatriation of Filipinos from South Korea in the event of a war against North Korea.
Air Force spokesman Col. Miguel Ernesto Okol said the planes, which can carry a maximum of 120 passengers each, will ferry home the Filipinos if ordered by President Aquino, the commander-in-chief of the Armed Forces.
“The commanding general directed the preparations. There is still no escalation (yet). We are just making sure that we are ready” explained Okol, who said the contingency measure was ordered activated by Air Force chief Lt. Gen. Lauro Catalino dela Cruz.
In 2003, the Philippine Air Force used a C-130 plane to repatriate Filipinos from Myanmar, marred then by violence.
“The Philippine Air Force have contingency plans in place for the repatriation and evacuation of our countrymen in foreign lands. We just finalize details like the air route, ground handling, other support systems, plus DFA (Department of Foreign Affairs) efforts to secure diplomatic clearance. The government has allocated P18 billion for the purchase of two brand new frigates as the Department of the National Defense (DND) has opted to ditch its original plan of purchasing second-hand war ships. Fernando Manalo, DND Undersecretary for Finance, Munitions, Installations and Materiel, said the original allocation for the second-hand frigate is P6 billion each to maximize what the budget that the government has. “We realized that it will be expensive in the long run if we are going to buy second hand,” said Manalo. Manalo did not discuss the specifications of the frigate but said the two planned procurement war ships would be of big help in guarding the territorial waters of the country. Unlike second-hand frigates wherein spare parts and efficiency are usually the problems, Manalo said the brand new ones assures good running condition for some 20 to 30 years. The DND is planning to bid out the procurement of two frigates, with Spain, Singapore and South Korea reportedly planning to join. The government earlier revealed that it may also buy fighter jets from South Korea. He said they are now expediting the procurement process to make sure that all the procedures would be completed within the second quarter of this year. Aside from fighter jets and frigates, the second Hamilton-class war ship that the Philippines bought from the United States is expected to arrive in July this year. The Philippines has embarked on a modernization program for its Armed Forces after it was locked in a territorial dispute with China over the South China Sea which is locally referred to as West Philippine Sea.

FORT SAN FELIPE, Cavite City - The Navy is expected to receive this December three new helicopters that are seen to boost its maritime security capabilities. Navy chief Vice Adm. Jose Luis Alano said the three helicopters would constitute the first batch of air assets to be delivered by the supplier AugustaWestland S.P.A. The government is acquiring a total five AW 109 Power helicopters from the Anglo-Italian firm for P1.3 billion. “We are looking at the acquisition of naval helicopters. The initial batch will be arriving by December this year,” Alano said on the sidelines of the Navy’s anniversary celebration here. “The helicopters (were acquired through) the proper procurement process,” he added. In its website, AugustaWestland described the AW 109 as “a versatile aircraft that offers the highest level of benefits for government and military markets, combining optimum performance with cost-effectiveness.”
The helicopters can be used for maritime security, search and rescue and surface surveillance, among other operations. The government and AugustaWestland signed the contract for the acquisition of the helicopters last December. In a recent statement, Vincenzo Alaimo, AgustaWestland’s head of regional sales for Southeast Asia, said the AW 109 would “provide the Philippine Navy with an enhanced maritime operational capability.” Meanwhile, Alano said they are looking forward to the arrival of a warship they acquired from United States (US) this August. Alano said the acquisition of the BRP Ramon Alcaraz would provide them with the added capability to enforce Philippine maritime laws. Officials previously expected the ship to arrive last January but the schedule was pushed back due to the need for repairs and personnel training. The government spent more than P600 million to acquire the vessel. BRP Alcaraz was acquired from the US Coast Guard and was largely used for law enforcement, drug and migrant interdiction and search and rescue. BRP Alcaraz can accommodate up to 180 personnel and was named after Commodore Ramon Alcaraz, a Navy officer who commanded a patrol boat during World War II. It is the second vessel acquired by the Philippines from the US, the first one being BRP Gregorio del Pilar, which was commissioned in December 2011

According to rumors that emerged recently in the Spanish press, the Philippines as well as several Arab countries have expressed interest in purchasing the former Spanish Navy Aircraft Carrier Principe de Asturias. In case of a sale, the contract would include refit and upgrading of the vessel by Spanish shipyard Navantia. It is reported that Indonesia already expressed interest in the vessel earlier this year. Following an official visit by TNI AL (Indonesian Navy) delegation to the El Ferrol naval base however, Indonesia decided not to purchase the aircraft carrier.
Principe de Asturias was officially decommissioned in February 2013, with the initial intention to dismantle it for scrap. However this initial plan changed when Spanish Ministry of Defense reportedly received several requests for the aircraft carrier from several countries. MANILA — The Philippine Air Force (PAF) on Friday said that all of the country's eight W-3A "Sokol" combat utility helicopters are operational and mission capable.
"They are all operational," said PAF spokesperson Col. Miguel Ernesto Okol.
Okol said that six of the helicopters are now being used for various missions from search-and-rescue, to administration lift duties.
"While two are for transition training. All are with the 505th Search and Rescue Group," the PAF spokesperson said.
The last batch of four W-3A "Sokol" arrived in pairs last Nov. 26, 2012 and Feb. 17 this year.
This is the last batch of four out of the eight ordered from Augusta PZL Swidnik of Poland sometime in 2010.
The four earlier delivered was commissioned and put in service on March 9, 2012.
The PAF's W3-A "Sokols" or "Falcon" combat utility helicopters are equipped with the latest navigation and avionics systems including a night vision goggle compatible cockpit, allowing it to operate day and night in all weather conditions.
This six-ton class helicopter can transport up to 11 troops in the cabin or can lift up to 2,100 kilograms using its external cargo hook.
This helicopter can also be fitted with a M-60D machine gun on each side of the cabin.
PZL-Swidnik is Poland’s the biggest aerospace manufacturer with the capability to design, develop and manufacture its own helicopters.

THE Philippine Army is planning to purchase a number of self-propelled 155mm artillery to bolster the country’s territorial defense capability, defense and military sources told Manila Standard Today.
The sources did not disclose how many guns are being considered, but Army chief Lt. Gen. Noel Coballes is pushing for the acquisition of a computerized autonomous truck-mounted 155mm artillery system produced by the Israeli defense contractor Soltam Systems.
The military already has 14 Soltam M-71 155mm towed howitzers, 12 M114A1 155mm towed howitzers and hundreds of 105mm howitzers, including 12 that were recently donated by the Italian government.
One source said the delivery of 12 more 155mm howitzers of unspecified make has been delayed and Coballes wants to junk the order and replace it with advanced wheeled howitzers made by Soltam.
The system is called Autonomous Truck Mounted System (ATMOS) 2000, a long range, fast moving, truck mounted howitzer with high firepower and mobility, rapid deployment, short response time, operable in all kinds of terrain.
The system is integrated with a fully computerized system, providing an automatic control, accurate navigation and target acquisition, the system is offered with various gun calibers, but the military is interested in the 39 calibre, or 155mm.
However, the source said the ATMOS 2000 will likely need the approval of the Department of National Defense because the cost of the system may surpass the P50-million cap given to the Armed Forces chief of staff.
Moreover, the source said the project may pose a “little problem” because the prime movers, or artillery tractors, of the 12 155mm guns that the defense department ordered three years ago from an unidentified overseas supplier gas already been delivered.
“I think there are at least 12 prime movers – those big military trucks you saw during one of the presentations made by the AFP – have already been delivered,” the source said.
“If are they going to scrap the purchase and delivery of the 12 cannons, what will they do with the prime movers that are already with the AFP?” he asked.
A second source confirmed said that six of the prime movers are with the Army while the other six are with the Marines.
When aslked to confirm the planned artillery purchase, Armed Forces spokesman Brig. Gen. Domingo Tutaan Jr. declined to confirm or deny the proposal.
“I am not at liberty to discuss the specifics of the AFP Modernization program much more the details and types of armaments to be acquired,” he said.
But a third source said Department of National Defense Assistant Secretary Patrick Velez left for Istael last week along with representatives from the different armed services to shop and possibly initiate purchase agreement with suppliers.
Among the items in the agenda is the possible acquisition of surface-to-air missiles (SAMs) or multiple launch rocket system (MLRS) from Israel Military Industries Ltd. or Rafael Advance Defense Systems, the source said.

MANILA - The Philippines is set to buy two Maestrale-class frigates from Italy, a defense official said Wednesday, as the Asian nation races to upgrade its military amid mounting territorial disputes with China.
The frigates, along with 12 FA-50 fighter aircraft, are the most significant items on the government's 75-billion-peso ($1.7-billion) military modernization budget over the next five years, Defense Undersecretary Fernando Manalo said.
"We are modernizing not because we want to go to war with China," he told a news conference.
He said the government had a sworn obligation to defend the "West Philippine Sea," using the government's preferred term for Philippine-claimed areas in the South China Sea.
"We are not saying that this is part of our preparations to assert our sovereignty in the West Philippine Sea. What we are saying is that we cannot just give them up."
The frigates would add to two refurbished Hamilton-class cutters formerly used by the US Coast Guard that the Philippines acquired from its US ally to upgrade its ageing navy fleet, which includes some vessels that first saw action in World War II.
Manalo said the navy had already decided to acquire two new Maestrale-class frigates instead of buying used ones from the Italian navy, and had budgeted 18 billion pesos for them.
The Philippines could be ready to tender by the end of the year, he added.
Meanwhile, the government had alloted 18.9 billion pesos to acquire the fighter aircraft, which are built by South Korea, he added.
The modernization budget also provides for building or improving facilities to berth and provide maintenance to the vessels on the military's shopping list, Manalo said.
President Benigno Aquino vowed Monday to rebuild the air force by 2016.
The Philippines, which has one of the weakest military forces in the region, retired the last of its US-designed F-5 fighters in 2005.

MANILA, Philippines - Eight brand new attack helicopters capable of navigating safely in bad weather will be acquired for P3.4 billion for the Air Force.
A bid bulletin of the Department of National Defense (DND) shows that the project would involve the purchase of eight helicopters with full night operation capability, complete weapons system and integrated logistics support package.
“These helicopters shall be capable of performing close air support during day and night,” read the bulletin.
The deadline for the submission of bids has been slated tentatively on July 24, but it can be moved if prospective bidders request for an extension.
The DND said: “The guiding principles for this project shall be based on affordability and sustainability while conforming to the requirements of our Air Force in furtherance of accomplishing its mission.”
A prospective bidder, to be qualified, must have completed within 10 years from the date of submission of bids a contract similar to the project.
Bids that are higher than the approved budget contract of P3.4 billion will be rejected at the outset.
The helicopters must be delivered within 540 calendar days from the opening of the letter of credit, which serves as an assurance that the government would pay the winning bidder.
The Air Force’s inventory has been depleted due to recent accidents that killed some of its pilots.

The Philippine Coast Guard is set to acquire a former French Navy vessel worth €6 million to boost its off-shore patrol capabilities in the West Philippine Sea.
Coast Guard commandant Rear Admiral Rodolfo Isorena said the procurement of 54.8-meter French Navy vessel La Tapageuse has already been approved by Transportation and Communications Secretary Joseph Emilio Abaya.
Isorena said the PCG is looking forward to this new acquisition that is expected to boost its capability for maritime search and rescue operations, maritime law enforcement, maritime safety, maritime environmental protection and maritime security.
"This French vessel is multi-functional and it would be a major contribution to our fleet. Unlike other vessels that are more appropriate for (Search and Rescue) operations, this soon-to-be latest addition was made for sovereignty patrol and law enforcement", Isorena said.
He added the vessel will be deployed to places like the West Philippine Sea, Northern Luzon, and Southern Mindanao.
The Tapaguese has a built-in 40-millimeter anti-aircraft gun, a 20-millimeter anti-aircraft cannon, and two 7.62-millimeter machine guns.
The PCG will be buying the ship at a reasonable price of €399,000 but the refurbishing of the ship would entail additional cost. The Philippine government will be spending a total of €6.295 million or an equivalent of Php 354,754,000 million.
Tapaguese, until recently stationed in Papeete, French Polynesia, is expected to arrive in the country in April next year.
The Coast Guard chief explained that while the vessel is already 26 years old, it was thoroughly inspected last year and it was assessed to have another 20 years of usage yet.

The Philippine government is also in talks with French government for four brand new 24-meter and one 82-meter multipurpose vessels.
Meanwhile, Isorena also mentioned the construction of 10 multi-role patrol boats with Japan and noted the PCG and the Japan International Cooperation Agency (JICA) is in the last phase of the agreement resolving the issue that five of the boats would be made in Japan and five boats by shipbuilders in the Philippines.
“One of the agenda in Japanese Prime Minister Shinzo Abe scheduled visit to our country next month is to finalize the details of the agreement in the construction of the multi-role vessels. We anticipate the arrival of these ships in year 2016”, the PCG commandant said.
The country’s maritime law enforcement agency is also anticipating the arrival of at least 25 out of a total 300 aluminium-hull boats this coming September. The remaining 275 boats, manufactured in Subic, will come in a staggered schedule until April next year.
The boats, which can seat 10, will be deployed for interisland, coastline and harbor-type patrols.
“There have been instances wherein our Coast Guard personnel had to hire the services of a fishing boat in order to respond to a situation and this takes time," Isorena said. He said the deployment of the aluminum-hull boats will improve the PCG's response time.
