L’Ukraine s’impatiente au sujet de son adhésion à l’Otan

« L’Otan se félicite des aspirations euro-atlantiques de l’Ukraine et de la Géorgie, qui souhaitent adhérer à l’Alliance. Aujourd’hui, nous avons décidé que ces pays deviendraient membres de l’Otan. Ils ont l’un et l’autre apporté de précieuses contributions aux opérations de l’Alliance. » Telle était la promesse faite à Kiev et à Tbilissi à l’issue du sommet de Bucarest, en avril 2008.

Seulement, quelques semaines plus tard, une guerre entre la Russie et la Géorgie éclata, avec pour enjeu le sort de l’Ossétie du Sud et de l’Abkhazie, deux régions géorgiennes séparatistes. Depuis, ces dernières sont entrées dans le giron de Moscou…

L’Ukraine se trouve actuellement dans une situation identique. Après avoir perdu la Crimée, annexée par la Russie, Kiev est aux prises avec des séparatistes pro-russes dans le Donbass [sud-ouest du pays]… D’où la réserve de certains membres de l’Otan à accueillir ses deux pays parmi eux, d’autant plus que leur éventuelle adhésion serait vue d’un très mauvais oeil à Moscou.

Pour autant, régulièrement, le secrétaire général de l’Otan, Jens Stoltenberg, réitère la promesse qui leur avait été faite en 2008. Comme encore en avril dernier, lors d’une réunion de la commission Otan-Ukraine. « Les Alliés maintiennent les décisions prises au sommet de Bucarest et aux sommets suivants », a-t-il répété.

Et cela, alors que la Russie venait d’effectuer d’importants mouvements de troupes aux frontières de l’Ukraine. Ce qui avait alors poussé le président ukrainien, Volodymyr Zelensky à demander l’accélération du processus d’adhésion de son pays à l’Otan. C’est « la seule voie vers la fin de la guerre dans Donbass », avait-il plaidé.

Reste que, avant de pouvoir intégrer l’Otan, il faut d’abord passer par le « Plan d’actions à l’adhésion » [MAP]. Mais cela ne constitue en rien une garantie : la Bosnie-Herzégovine participe au MAP depuis 2010… Et elle n’a toujours pas rejoint l’Alliance.

Quoi qu’il en soit, et même s’ils peuvent compter sur le soutien politique de l’Otan [notamment sur celui des membres les plus en vue, comme les États-Unis, qui fournissent une aide matérielle aux forces urkrainiennes, ndlr], les dirigeants ukrainiens ne cachent pas leur impatience, comme l’a fait Dmytro Kouleba, lors d’une conférence de presse donnée à Kiev au côté de Helga Schmid, la secrétaire générale de l’Organisation pour la sécurité et la coopération en Europe [OSCE].

Ainsi, s’il a fait part de la reconnaissance de son pays à l’égard de l’Otan, le chef de la diplomatie ukrainienne a toutefois déploré que « pas une seule mesure n’a été prise » pour permettre à Kiev de rejoindre l’Alliance depuis 2008.


En outre, M. Kouleba également dénoncé la décision de l’Otan de ne pas inviter l’Ukraine au sommet qui doit se tenir le 14 juin prochain, à Bruxelles, en présence du président américain Joe Biden.

« Nous ne comprenons pas comment il est possible de ne pas inviter l’Ukraine et pourquoi il n’est pas possible de trouver un format adapté à la participation de l’Ukraine au sommet de cette année », s’est étonné le ministre ukrainien.

L’Ukraine va-t-elle pouvoir rejoindre le Plan d’actions à l’adhésion dès cette année? M. Kouleba dit s’attendre à en recevoir prochainement l’invitation… Mais rien n’est moins sûr. Lors d’un déplacement à Kiev, le 6 mai, le chef de la diplomatie américaine, Antony Blinken, a réaffirmé le soutien de son pays à Kiev… mais fait aussi une mise en garde.

« L’Ukraine fait face à deux défis : des forces externes comme la Russie, mais aussi des forces internes, comme des oligarques et d’autres individus puissants qui poursuivent leurs propres intérêts par des moyens illégitimes au détriment des intérêts du peuple ukrainien », a en effet déclaré M. Blinken, appelant ainsi Kiev à s’impliquer davantage contre la corruption.

Ukrainian Coast Guard to get 5 first FPB 98 patrol boats built by Nibulon and ОCЕА

According to Militarnyi, Nibulon and ОCЕА entered into an agreement on the construction of five FPB 98 patrol boats for the Ukrainian Border Guard Service.

The Ukrainian Ministry of Industry (MoI) announced that, on November 30, a contract was signed between Ukrainian Nibulon and French OCEA shipbuilding companies for the construction of five FPB 98 boats for the State Border Guard Service of Ukraine. The agreement was signed by Bohdan Muzyka, Director of the Nibulon shipbuilding and repair plant and on the French side Gonzak Delanoy, OCEA Procurement Director. The production of the patrol boats will be located in Mykolaiv.

OCEA won the international consultation launched in spring 2018 by the Ukrainian Ministry of Interior for the reinforcement of the State Border Guard Service of Ukraine. The acquisition contract was for 20 patrol vessels of 32 m type OCEA FPB 98 MKI to ensure the country's sovereignty in the Sea of Azov and the Black Sea. Fifteen of these boats will be built in France and the remaining five in Ukraine.

The implementation of this project became possible due to the signing of a framework intergovernmental agreement between Ukraine and France on the 19th of November 2019 in Paris. It provides loans from the French government and European banks for the construction of French patrol boats for the amount of 136.5 million euros. Part of the fleet will be built in Ukraine in Mykolaiv. The fleet will be accompanied by a set of services including crew training, ship maintenance and technical assistance to the customer during the warranty phase.

LLC Shipbuilding and ship repairing plant Nibulon is the most modern in Ukraine. The shipyard successfully continues to implement a rich production and ship repair program. It is constantly mastering advanced solutions and new achievements of the industry and, thanks to the new project, the enterprise will also master modern technologies for working with aluminum alloy, which will significantly expand the range of ship production. Along with the construction of complete vessels of various classes from steel, the plant will also build aluminum vessels for various purposes, including special ones, which will significantly expand the export potential of the Ukrainian shipbuilding industry and bring the enterprise to a new level both in the domestic and international markets of small and medium-sized shipbuilding and ship repair.

The Ukrainian Ministry of Internal Affairs reported that the transfer of the first boat, the construction of which began last December, will take place in Odesa. It is planned that it will be launched on December 9. In January 2022, the ship’s crew will undergo special refresh training with French specialists.

The FPB 98 MKI is a maneuverable patrol boat over 30 meters long made of lightweight aluminum, and develops speeds of up to 30 knots, with a range of 1,200 nautical miles with a low draft for sailing in shallow water.

Each boat will be equipped with modern optoelectronic surveillance systems, RIB-boats for reconnaissance groups of border guards, modern weapons. The OCEA FPB 98 patrol boats for the Coast Guard will be equipped with rigid hull inflatable boats by the Ukrainian Brig company.

Ukrainian Army receives 44 new Kozak-2M1 armored vehicles

The Armed Forces of Ukraine on Monday received 44 new Kozak-2M1 armored vehicles developed by the Practika company.

According to the Presidential Office of Ukraine, the delivery ceremony was held as part of ceremonial events on the occasion of the 30th anniversary of the Armed Forces of Ukraine.


The Ukrainian military characterized the Kozak-2M1 as a light tactical wheeled vehicle intended to provide protected, sustained, networked mobility for personnel and payloads. It has a monocoque structure with an integrated special V-shaped hull that provides greater protection against roadside bombs. V-shaped hull helps deflect blasts out and away from the crew and its armoring can be customized to meet any mission requirement.


Produced by scientific and production association “Practika”, the Kozak-2M1 offers protection equivalent to the NATO STANAG 4569 Level 2 sufficient to protect those insides from 7.62×51 mm ball ammunition fired at a range of 30 m, as well as hand grenades and anti-personnel explosives.


The nearly 14 ton Kozak-2M1 is operated by a crew of two and be capable of transporting at least six troops in full combat gear, depending on the requirement. Powered by a diesel engine capable of generating more than 280 h/p, the all-wheel-drive platform, which will feature an independent suspension system, is expected to reach a top speed of more than 110 km/h.

OCEA launches first FPB 98 MKI for Ukrainian Guard Borders

In November 2019, an intergovernmental agreement between France and Ukraine has been signed to support the reinforcement of maritime safety and security in Ukraine.

His Excellency, Mr. Vadym OMELCHENKO, Ambassador of Ukraine in France, and representative of the French Government were present at the ceremony.

Five of the twenty FPB 98 MKI vessels ordered will be built by Nibulon Shipyard, in Ukraine in Mykolaiv. The fleet is accompanied by a set of services including crew training, ship maintenance, and technical assistance to the customer during the warranty phase.

The first vessel is to arrive from France to Odessa in Ukraine next spring. The OCEA FPB 98 MKI are planned to be deployed in the Black Sea and the Sea of Azov.

The FPB 98 MKI is a 32-m multirole fast patrol boat developed by the France-based OCEA company. It is designed for maritime safety, law enforcement, smuggling and illegal immigration control, blue economy protection in the Exclusive Economic Zone.

Ukrainian Army will receive former Afghan helicopters

According to defence-blog.com the US administration intends to provide Ukraine with some of the equipment previously owned by the former Afghan Air Force (AAF).

As part of the AMA (American Military Assistance) programme, the armed forces of Ukraine should receive an unknown number of Mi-8 and Mi-17 transport helicopters. At this moment, six Mi-17V-5 and one Mi-8MTV are stored at the 309th Aerospace Maintenance and Regeneration Group (AMARG) at Davis-Monthan AFB, near Tucson (AZ), also known as the Boneyard.

On 5 January 2022, Scramble Magazine reported on these helicopters and it is well possible that the Mi-17V-5s might find their way to Ukraine in the near future.

The serials of the Mi-17V-5s at 309th AMARG are: 703, 716, 735, 739, 754 and 760.

All these helicopters have managed to leave Afghanistan, carrying Afghan government leaders and military personnel to Termez in Uzbekistan. Later the American authorities have taken custody of at least some of the ex-Afghan military aircraft now scattered outside Aghanistan, the vast majority of which were originally purchased by the US government. The seven Hips have been silently flown to AMARG aboard the Antonov An-124 cargo plane belonging to UAE-based Maximus Air back in November 2021.

In addition to that, at least two other Mi-17V-5 helicopters, serials 708 and 710, have been spotted in Ukraine for overhaul in late August 2021. Their current status is unknown, but these two are most probably still in Ukraine and may also find their way to the Ukraine Army. It is reported that at least five Mi-17s are in Ukraine for overhaul and that these will be handed over first.

Time will tell how many former AAF helicopters will be transferred to Ukraine ...

Les Russes dans Mykolaiv où a été sabordé le navire amiral de la flotte ukrainienne

Le vaisseau amiral de la marine ukrainienne, la frégate Hetman Sahaidachny (U130) a bien été sabordé, jeudi, à Mykolaiv (sud), sur ordre de l'état-major ukrainien.

L’armée ukrainienne l’a coulé pour empêcher sa capture par les Russes qui ont capturé cette ville portuaire et industrielle d'un demi-million d'habitants; ils tentaient de l'investir depuis deux jours

Le bâtiment était en période maintenance dans l'un des trois chantiers navals locaux (probablement le chantier Tchernomorsky). 

La perte de cette frégate réduit de manière significative la petite marine ukrainienne qui a été renforcée avant le conflit par des livraisons de patrouilleurs. Deux de ces patrouilleurs attendent aux Sables d'Olonne (Vendée) leur éventuelle livraison. Ces deux bâtiments ont été construit par le chantier Ocea.

Donc, peu de moyens navals ukrainiens disponibles pour s'opposer à cette éventuelle opération amphibie russe qui viserait la ville d'Odessa. Des images de huit bâtiments russes, au large de la côte de Crimée, circulent:

- April 22, 2022: new aid of military equipment for a value of $800 million including 72 155 mm howitzers, 144,000 artillery rounds, 121 Phoenix Ghost unmanned aerial systems, and vehicles with which to tow the howitzers.

40 artilleurs ukrainiens en France à partir de ce week-end pour être formés sur Caesar

La livraison de Caesar aux Ukrainiens est "en cours" et la capacité sera opérationnelle "début mai", selon l’Élysée qui n’a pas voulu préciser combien de pièces (6 + 6?, prélevées sur les stocks français ou sur les canons en cours de livraisons au Maroc ou à la République tchèque?) et combien de milliers d’obus seront livrés.

En revanche, des précisions ont été fournies sur le volet formation. Demain samedi, une quarantaine de militaires ukrainiens arriveront en France pour y être formés. Ils pourraient rejoindre le camp de Canjuers, site habituel d’entraînement des artilleurs français.

Emmanuel Macron a dévoilé lors d'un entretien avec Ouest-France cette livraison de pièces d'artillerie aux Ukrainiens qui réclament des appuis pour faire face aux attaques de l'infanterie et des blindés russes.
