Les équipages des futurs sous-marins espagnols de la classe S-80 pourront bientôt commencer à s’entraîner. La base sous-marine de Carthagène a reçu le simulateur de navigation qui permettra d’entraîner l’équipage à la maitrise de ce sous-marin dans toutes les situations et conditions de navigation.
Le simulateur permet de simuler des avaries et défaillances des différents équipements et systèmes du sous-marin, ainsi que des situations d’urgence qui exigent une réaction immédiate de l’équipage.
Les nouveaux sous-marins S-80 seront équipés d’un système de contrôle de la plateforme et d’un système de barres, qui intègrent les dernières avancées technologiques. Le sous-marin pourra ainsi naviguer avec un équipage réduit.
L’équipage devra parvenir à un niveau d’entraînement exceptionnel. Ce niveau ne pourra être atteint qu’au travers d’exercices sur le simulateur, où se reproduisent de la façon la plus proche de la réalité, le fonctionnement du sous-marin et les incidents qui peuvent survenir pendant sa navigation.

“Today the [NATO] security partnership takes a major step in the right direction,” Panetta told reports at the briefing.
“With four Aegis ships at Rota,” he added, “the alliance is significantly boosting combined naval capabilities in the Mediterranean and enhancing our ability to ensure the security of this vital region.”
The relocation of assets is part of an ongoing U.S. effort to better position forces and defensive capabilities in coordination with European allies and partners, the secretary added.
In 2009, President Barack Obama announced that the United States would adopt a new approach to ballistic missile defense in Europe called the European Phased Adaptive Approach. The architecture would be more comprehensive than a previous program, Obama said in a statement at the time, and would deploy proven, cost-effective capabilities and ultimately protect the United States and its NATO allies against short-, medium- and intermediate-range missile threats.
The program is being implemented in four phases, beginning this year and ending in 2020. So far, Romania, Poland, Turkey and now Spain have agreed to participate by hosting land-based radars or missile sites or porting Aegis ballistic-missile-defense-capable ships carrying interceptor missiles.
“These ships will support NATO’s critical efforts to build an effective missile defense alongside important agreements that were recently concluded with Romania, Poland and Turkey,” Panetta said.
Spain’s decision represents a critical step in implementing the European phased-adaptive approach, as the alliance’s leaders agreed to at the 2010 NATO summit in Lisbon, Portugal, he added.
Beyond missile defense, the secretary said, the Aegis destroyers will perform other missions, including participating in standing NATO maritime groups and joining in naval exercises, port visits and maritime security cooperation activities.
“Following on the commitments of several other nations,” Rasmussen said, “this agreement takes us one step closer to our goal of operational capability and reinforces the ties of mutual commitment, mutual cooperation and mutual trust that bind our alliance.”
Such cooperation, he added, “is cooperation in action and smart defense at its best -- nations working together and sharing together to provide something that benefits us all.”
Zapatero said that by 2013, Spain would “decisively support a large part of the naval portion” of the system. The system, the Spanish president added, will have a positive economic impact on Rota, requiring the presence of 1,100 military staff and their families, representing 1,000 jobs.
Participating in the effort will give the Spanish armed forces access to cutting-edge technology, he said, and increase the amount of cooperative training for U.S. and Spanish service members.
“I would like to thank NATO and the United States for having thought about Spain [for participation in the effort],” Zapatero added, calling it “a gesture of trust for our armed forces.”
Panetta said U.S. investment in the NATO missile defense system “should send a very strong signal that the United States is continuing to invest in this alliance and that we are committed to our defense relationship with Europe, even as we face growing budget constraints at home.”
“In this challenging fiscal environment, partnerships like NATO are even more essential to protecting our common interests,” the secretary said, adding that NATO’s naval presence in such a critical region will increase the safety and security of all member states.

A week ago, the Spanish government of Socialist Prime Minister José Luis Rodríguez Zapatero agreed to Spain’s participation in NATO’s European missile defense system by allowing four U.S. Navy Aegis guided-missile destroyers of the Arleigh Burke class to be stationed at the naval base of Rota, in southwestern Spain.
These destroyers are armed with the Standard SM-3 surface-to-air missile (SAM) designed to intercept short- and medium-range ballistic missiles. The U.S. Navy destroyers will be based in Rota beginning in 2013, along with 1,100 servicemen and 100 civilian employees. Together with their families, it is expected that 3,400 Americans will live in Rota.
The basing of the destroyers at Naval Station Rota will create job opportunities for the Spanish through new construction projects and new jobs expected to be created in the economically depressed Bay of Cadiz area.
The four Navy destroyers will be based permanently in Naval Station Rota, regarded as “the Gateway of the Mediterranean,” to provide Europe with missile defense in the Mediterranean region and in the eastern Atlantic. Such a role by the U.S. Navy warships could be complemented by the fifth Aegis frigate of the Spanish Álvaro de Bazán class (Project F-100), scheduled to enter service in 2012.
The new F-105 Cristóbal Colón will be equipped with the Aegis Weapon System Baseline 7.1, the advanced Aegis Open Architecture version capable of performing ballistic missile defense that includes Cooperative Engagement Capability (CEC), a program that links the ships of a task force so that they share radar tracks for fire-control purposes to engage enemy aircraft, cruise missiles, or ballistic missiles. It could also link ships to E-2D Advanced Hawkeye airborne early warning and control aircraft and land-based SAM batteries.
The Cristóbal Colón will have the SPY-1D(V) phased array radar, designed to operate also in the littorals. Thus, the new frigate could join the four Arleigh Burke–class destroyers to be stationed in Rota to defend Europe from a future attack by Iranian and North Korean-made medium-range and intermediate-range ballistic missiles.
Spain could also contribute to Europe’s missile defense if it upgrades its first four Aegis frigates—named Álvaro de Bazán (F-101), Almirante Juan de Borbón (F-102), Blas de Lezo (F-103), and Méndez Núñez (F-104)—to have CEC and be capable of firing the SM-3 missile. Through these improvements, NATO could have a naval force of up to nine ships to defend Europe’s southern Mediterranean flank from a ballistic missile attack coming from the Levant.
Spain’s current serious economic problems may prevent the modernization of its first four F-100 frigates to the Aegis Baseline 7.1 standard in the near future. An improvement of Spain’s economic situation later in the decade, coupled with U.S. assistance through the program of Foreign Military Sales and through the Foreign Military Financing Program, could make those upgrades possible.
Additionally, the Spanish army has one battery of Patriot Advanced Capability-3 (PAC-3) and an unknown number of these SAMs in its No. 74 regiment of anti-aircraft artillery. The PAC-3 SAM system can intercept aircraft, cruise missiles, and tactical ballistic missiles. Through CEC, the Spanish PAC-3 battery could be linked to the Navy’s four Aegis destroyers armed with the SM-3 missile and to the fifth Spanish Aegis frigate once it becomes operational, in support of the missile defense mission.
Moreover, Spain’s PAC-3 air and missile defense system could be upgraded with the more capable PAC-3 Missile Segment Enhancement missile, which, incidentally, has been chosen for the Medium Extended Air Defense System program, of which Spain is not a participant.

Defense Ministry forced to renegotiate terms of 25-billion-euro debt
Government cannot meet repayments for purchases of new tanks, military aircraft and ships
Spain's Defense Ministry has been forced to restructure the terms of payment on a 25-billion-euro debt it owes for new equipment including tanks, military aircraft and ships. The repayment will be extended five additional years until 2030.
Having embarked on an unprecedented modernization plan over the last decade, the Spanish military now boasts some of the most advanced hardware in the world, including the Eurofighter Typhoon, Leopard tanks and F-100 combat system-equipped air-defense frigates. The problem is that now it can't pay for them.
The combined price tag for the 19 new high-tech armament programs was over 30 billion euros, or roughly three percent of Spain's GDP. So far, the defense ministry has repaid just five billion of this.
The remainder was supposed to be paid in annual installments up to 2025, but the Ministry has said that this is now impossible without a vastly increased budget, an unlikely scenario given Spain's intention to reduce its deficit to six percent by the end of this year, and to three percent by 2013.
Unfortunately, the situation is not likely to improve. The terms of repayment were set up so that installments were lowest during the first few years, a period that coincided with Spain's most recent boom years.

Navantia on October 26, at the Rota Naval Base, delivered the Maritime Action Ship (BAM) "Lightning", the second of the four Maritime Action Ship orders by the Spanish Armada.

The ‘Rayo,’ which was launched on 18 May 2010, is a ship of moderate size, high performance, and great versatility in terms of missions. It also benefits from a high level of commonality with other Spanish navy ships and reduced acquisition cost.
Its main missions are to protect and escort other ships; maritime traffic control; control and neutralization of terrorist activities and piracy; operations against drug trafficking and human trafficking; maritime search and rescue; crisis support and humanitarian assistance; and monitoring and enforcing legislation on fisheries, environment and anti-pollution.
The main features of the BAM are: - Length Overall: 93.90 m - Maximum Beam: 14.20 m - Depth to Flight Deck: 7.2 m - Full load displacement: 2575 t - Draft: 4.4 m - Maximum speed: 20.5 kts - Autonomy (15 knots): 8000 miles - Staff: 35 officers and ratings - Additional capacity: 35 passengers

Elbit Systems to Supply Mortars to the Spanish Army

Haifa, Israel | Elbit Systems Ltd. ("Elbit Systems") announced today that it has won contract to supply mortars to the Spanish Army. The project, valued at $8.5 million, will be implemented over a 12-month period.
The Spanish Army's decision to equip its forces with mortars provided by Elbit Systems was made after a series of successful tests in both Spain and in Israel.
Elbit Systems will be the lead contractor for the project, which will include the installation of CARDOM autonomous recoil 81mm mortars mounted on the back of VAMTAC 4x4 vehicles produced in Spain by UROVESA. The Spanish companies GMV and Spain's General Dynamics Santa Barbara, will also participate in the project.
Bezhalel (Butzi) Machlis, Elbit Systems Land and C4I General Manager, noted: "We are very proud of the Spanish Army's decision to acquire our mortars, following advanced armies like the Israel Defense Forces, the U.S. Army and others." Machlis added:"The selection attests to Elbit Systems' leadership in the field of advanced mortars and we hope, in light of Spain's important role in Europe and within NATO, that other armies will also acquire mortars produced by Elbit Systems."

La presencia de este aparato biplaza turbohélice en España es un signo más del interés que tendría la División de Planes por tener el más completo estudio de cuál sería el sistema más adecuado para dotar con él al Ejército del Aire.

La présence de cette unité de turbopropulseurs bi-place en Espagne est un signe supplémentaire de l'intérêt qui aurait la Division de la planification pour avoir l'étude la plus complète de ce que serait le systém le plus adécuat pour doter l'armée de l'air.
