ANDRÉS TORRES Une diète très cher va être appliquer pour résoudre les problèmes de surcharge pondérale qui ont émergé dans la construction de nouveaux sous-marins S-80 dans le chantier naval de Carthagène Navantia. C'est pour le pont , vous aurez besoin jusqu'à 800 millions d'euros pour le résultat de submersibles, l' imprévues des échecs du navire design. Le journal El Pais a publié que ni la marine ni Navantia ne nier cela. Ainsi, le coût du sous-marin sera de 35 % de plus que prévu initialement. Les militaires et la société publique font valoir qu'il est prépare une étude sur le sujet dont les résultats sont attendus pour le mois prochain milieu de juillet.

Et, précisément, cette étude est une autre grosse pincée de budgets de défense. La marine espagnole a confié la solution à la société américaine des bateaux électriques, reliée directement à l'US Navy. Et cette collaboration est élevés à 14 millions €, près de la moitié de ce qui est nécessaire pour l'approbation de la marine d'entreprendre la grande coque de la ´Tramontana´ du sous-marin.

Pire que tout ce n'est pas les presque 100 tonnes du nouveau sous-marin ni les deux années retard prévu pour faire flotter des premiers des quatre unités qui sont en cours de construction, mais l'image qui est pris à l'extérieur les étrangers armés doivent acheter le S-80 et autres navires pour assurer l'avenir de Navantia comme une puissance mondiale de construction Naval.

L’hélicoptère de combat destiné à l’Armée de terre espagnole a réalisé avec succès son vol inaugural, lundi 29 juillet. Le directeur du programme Tigre en Espagne, Juan Luis Cordero, s’en est félicité soulignant que « c’est une étape importante validée à la fois pour le programme Tigre et Eurocopter ».

Conçu à Albacete dans le sud-ouest de l’Espagne, le Tigre HAD/E-5002 sera le premier appareil de ce type à entrer en service d’ici la fin de l’année au sein des Forces aéromobiles espagnoles (FAMET) basées à Almagro, au sud de Madrid.

Au total, 24 HAD/E ont été commandés par l’Espagne. Ils viendront compléter un parc de six Tigre HAP/E-5002 déjà en service au sein de l’armée espagnole.


Pour l’heure, Eurocopter a livré 93 hélicoptères Tigre sur un total de 206 commandés. Les appareils livrés cumulaient ainsi 44 430 heures de vol en mai 2013. In fine, 80 Tigre UHT sont destinés à la Bundeswehr, tandis que la France a commandé 40 HAD et 40 HAP

PARIS/MADRID, Aug 2 (Reuters) - Spain has moved to halve its planned fleet of Airbus A400M military transport planes by offering the rest for export, casting a fresh shadow over Europe's largest defence project as the long-awaited plane goes into service.

The move is the latest sign of pressure on crisis-hit European nations that bought the delayed troop carrier, which itself had to be rescued in 2010 because of a cost blowout blamed on technical, management and political errors.

After a four-year delivery delay, the first A400M flew to its new operating base in Orleans, south of Paris, on Friday.

The aircraft was designed to meet a looming shortfall in military transport capacity among seven European NATO nations: Belgium, Britain, France, Germany, Luxembourg, Spain and Turkey.

But the 20 billion euro ($26 billion) project went more than 5 billion over budget, forcing buyers to agree a price hike and a cash injection to be repaid from future export royalties.

After reviewing its needs, Spain has reduced its requirement to 14 aircraft instead of 27, a defence official told Reuters.

It has told Airbus Military that the 13 remaining A400M aircraft it has ordered would be available for export. European buyers have ordered a total of 170 A400Ms, reduced from 180.

Although the 2010 rescue package prevents buyers from cancelling further orders outright, the largest customer, Germany, is expected to release 13 of its 53 aircraft for export as a condition of parliamentary approval for the purchase.

Others including France are studying whether they can do the same, defence sources said. But doing so raises thorny issues over export royalties and would require all partners to agree.

FRANCE UNDECIDED

Airbus Military is seen as keen to avoid a premature stampede towards export markets as it seeks to keep factories running to support exports after securing domestic production.

So far Malaysia is the only foreign buyer with 4 on order.

After writing off a total of 4.2 billion euros for its share of losses on the domestic part of the programme, Airbus aims to kickstart a fresh export campaign now that the A400M is in use.

"Export of the A400M is key for the profitability of the programme," spokeswoman Maggie Bergsma said.

"We estimate a market of around 400 aircraft over the next 30 years on top of the current 174 orders."

The prospect of some nations jumping in front of others to export will fuel a debate about when the first royalties would be paid and whether the market would be damaged for others.

But experts say it is unlikely to cause a repeat of the politically explosive discussions of several years ago.

"The economic situation is such that this is the best face-saving opportunity for the nations concerned and I think the programme is now so far down the line that I don't see how it can unravel," said UK-based consultant Alexandra Ashbourne-Walmsley.

"It is just another bump in the road and will take effort to smooth out, but the history of European programmes suggests ... it is the most elegant solution for short-term difficulties."

The Spanish official said no changes would be made until "there's an agreement with all of the partners".

Spain's economy has teetered in and out of recession since 2008, and while financing conditions have improved since it moved away from the brink of a full European bailout, it remains under pressure to cut public spending and a big budget deficit.

France unveiled a six-year defence spending plan on Friday that includes 15 A400M aircraft between 2014 and 2019 but failed to remove uncertainty over the remaining 35 it has on order.

Defence minister Jean-Yves Le Drian said France would still need 50 military transporters of all types in 2025, but left the door open to keeping some older planes longer than expected.

"I haven't yet decided what will happen after 2019. The number of A400M aircraft within the total requirement has not yet been fixed," he told a news conference.

Combien d’exemplaires de l’avion de transport tactique A-400M “Atlas” les forces aériennes espagnoles vont-elles pouvoir mettre en oeuvre? Pour le moment, Madrid a commandé 27 appareils. Seulement, d’après Reuters, le gouvernement espagnol compte revoir ce chiffre à la baisse étant que les besoins ont été finalement évalués à seulement 14 unités.

Aussi, l’idée qui circule est que l’Espagne pourrait revendre une partie des appareils devenus superflus à un autre pays. Et, selon des “sources proches du dossier”, cette option serait aussi envisagée chez d’autres clients de l’A400M dont l’Allemagne et… la France, qui vient de recevoir son premier exemplaire.

Initialement, Paris a commandé 50 A400M, ce qui couvre exactement les besoins définis par le dernier Livre blanc sur la défense et la sécurité nationale (LBDSN). D’après la Loi de programmation militaire (LPM), qui traduit ce document en termes budgétaires, 15 appareils seront livrés d’ici 2019.

“Je n’ai pas fait mes arbitrages pour savoir ce qu’il y aura après 2019″, a déclaré, le 2 août, Jean-Yves Le Drian, le ministre français de la Défense. “Le nombre d’A400M sur le total d’avions de transport dont nous aurons besoin n’est pas fixé”, a-t-il ajouté. Interrogé en juin dernier à ce sujet sur le plateau de BFM TV, le locataire de l’Hôtel de Brienne était resté vague, en laissant entendre, toutefois, qu’il n’y aurait pas de réduction d’appareils commandés.

Quant à l’Allemagne, la revente de 13 avions sur les 53 attendus par la Luftwaffe est déjà actée étant donné que le Parlement en avait fait une condition pour approuver la commande initiale.

Reste que ces arrangements vont inévitablement créer de nouvelles difficultés, notamment pour ce qui concerne la gestion des redevances sur les exportations, sur lesquelles ont été gagées des aides publiques destinées au constructeur quand il s’était agi de renégocier le contrat qui permit, en novembre 2010, de sauver le programme A400M.

Pour le moment, la Malaisie est le seul client à l’export de l’avion européen, avec 4 exemplaires commandés. Le patron d’Airbus Military, Domingo Urena, a récemment estimé que 400 appareils pouvaient être vendus à l’étranger dans sur 30 ans
