Le groupe naval français a décidé de se positionner sur le vaste programme de renouvellement des moyens de l'US Coast Guard. DCNS ciblerait plus particulièrement le projet Maritime Security Cutter Medium (MSCM), auparavant connu sous le nom d'Offshore Patrol Cutter (OPC). Afin de remplacer les cotres de moyenne autonomie du type Reliance, en service depuis les années 60, puis les unités du type Bear, construits dans les années 80, les garde-côtes américains souhaitent commander 25 nouveaux bâtiments. Long d'un peu plus de 100 mètres pour un déplacement d'environ 3700 tonnes en charge, les MSCM entreraient en service à partir de 2019. Fin juin, à l'occasion du salon MAST Americas, qui s'est tenu à Washington DC, DCNS a présenté ses dernières innovations en matière de sécurité et de sûreté maritime, dont un design de cotre appelé justement OPC. Dérivé des frégates réalisées jusqu'ici par le groupe français, ce bâtiment se veut à la fois robuste et endurant, avec une importante autonomie. Il dispose d'une mâture unique, regroupant les différents senseurs, une plateforme et un hangar pour hélicoptère ou drones, ainsi qu'une tourelle de 57mm. Pour DCNS, il n'est probablement pas question de vendre directement ce concept à l'US Coast Guard et d'en assurer la réalisation en France. A l'instar de ce que son concurrent italien Fincantieri a fait avec Lockheed-Martin, le groupe tricolore cherche certainement à s'allier à un industriel américain afin d'avoir ses chances dans la compétition.
Le programme Deepwater
Le projet MSCM fait partie d'un vaste programme de renouvellement des garde-côtes américains. Deux importants volets ont déjà été lancés. Le premier porte sur le remplacement des 12 grands cotres de ma classe Hamilton par 8 Maritime Security Cutter Large (MSCL). Longs de 127.4 mètres pour un déplacement de 4300 tonnes en charge, ces bâtiments peuvent franchir 12.000 nautiques à 9 noeuds. Armés d'un canon de 57mm, quatre mitrailleuses de 12.7mm et un système Phalanx, ils peuvent embarquer deux hélicoptères. Le premier de la série, le Bertholf, est entré en service en 2008 et le second (Waesche) cette année. Ces bâtiments sont construits par Northrop Grumman à Pescagoula. L'autre programme déjà lancé est celui des Fast Response Cutters (FRC). L'US Coast Guard a retenu le type Stan Patrol 4708 du néerlandais Damen. 34 unités de 46.8 mètres et 353 tonnes ont été commandées en septembre 2008, une option étant ouverte pour 24 navires supplémentaires. Ces bâtiments (classe Sentinel), réalisés sous licence par les chantiers américains Bollinger, vont remplacer les 41 patrouilleurs du type Island. Le premier FRC, baptisé Bernard C. Webber, a été mis sur cale au printemps dernier et doit être livré en 2011. Enfin, on notera que l'US Coast Guard modernise également ses moyens aéronautiques. Pas moins de 36 avions de surveillance maritime CN 235 Persuader d'Airbus Military (appelés HC-144 Ocean Sentry aux USA) ont, notamment, été commandés.

Ingalls Shipbuilding Delivers National Security Cutter Hamilton to U.S. Coast Guard One month ago, Ingalls' test and trials team successfully completed acceptance trials on the ship by conducting extensive testing of the propulsion, anchor handling, steering and combat systems for the Board of Inspection and Survey. Today, the Coast Guard crew of Hamilton officially takes possession of the ship.
"I'd like to thank Huntington Ingalls Industries and the craftsmen here at Ingalls for building a fantastic ship," said Rear Adm. Bruce D. Baffer, the Coast Guard's assistant commandant for acquisition and chief acquisition officer. "I agree that this is the best National Security Cutter yet. It is an awesome ship, and it's going to serve us for decades to come."
Ingalls has delivered three NSCs, and three more are currently under construction. A seventh NSC, Kimball (WMSL 756), is scheduled to begin construction in early 2015. Hamilton will sail away from Ingalls on Nov. 1 en route to Charleston.
"After three years of fabrication and expert craftsmanship, Ingalls Shipbuilding has delivered a great ship to the Coast Guard," said Capt. Douglas Fears, prospective commanding officer of Hamilton. "The Coast Guard's Project Resident Office has fastidiously overseen the production of Hamilton through all key acquisition milestones. Finally, Hamilton's crew has prepared over six months for this day, and we are both honored and humbled to be entrusted with the task of bringing this great ship to life and readying her for decades of service to our nation."
Legend-class NSCs are the flagships of the Coast Guard's cutter fleet. Designed to replace the 378-foot Hamilton-class High-Endurance Cutters that entered service during the 1960s, they are 418 feet long with a 54-foot beam and displace 4,500 tons with a full load. They have a top speed of 28 knots, a range of 12,000 miles, an endurance of 60 days and a crew of 120.
NSCs are capable of meeting all maritime security mission needs required of the High-Endurance Cutter. They include an aft launch and recovery area for two rigid hull inflatable boats and a flight deck to accommodate a range of manned and unmanned rotary-wing aircraft. The Legend class is the largest and most technologically advanced class of cutter in the Coast Guard, with robust capabilities for maritime homeland security, law enforcement, marine safety, environmental protection and national defense missions. NSCs play an important role enhancing the Coast Guard's operational readiness, capacity and effectiveness at a time when the demand for their services has never been greater.

Composante des forces armées américaines, l’US Coast Guard (USCG) assure des missions relevant de l’action de l’État en mer sous la direction du département américain de la Sécurité intérieure. En temps de guerre, cette unité est susceptible de passer sous le commandement de l’US Navy.
Pour ses missions, l’USCG dispose bien évidemment de moyens aériens pour la surveillance maritime et les opérations de sauvetage. Dans les années 1970, trois avionneurs – Cessna, Rockwell et Dassault – répondirent à un appel d’offres visant à remplacer ses vieux Grumman HU-16 Albatross.
Parmi les propositions reçues, deux sortirent du lot : le Mystère XX de Dassault et le Sabreliner de Rockwell. Étant donné que le second était déjà en service au sein de l’US Navy, tout laisser supposer qu’il allait être retenu par l’USCG. Erreur! En 1979, l’appareil français fut sélectionné sous la dénomination HU-25 « Guardian ».
Selon les termes du contrat portant sur une quarantaine d’appareils conclu entre Paris et Washington, les futurs HU-25 Guardian devaient être assemblés aux États-Unis. Ce qui fut fait par l’entreprise Falcon Jet Corp, filiale américaine de Dassault Aviation implantée à Little Rock (Arkansas). Les premiers avions entrèrent en service à partir de février 1982. Tous furent livrés en décembre 1983.
Au fil du temps, les HU-25 « Guardian » ont été progressivement modernisés avec l’intégration de nouveaux capteurs (radar à visée latérale, radar doppler APG-66, radar à ouverture synthétique, etc…). Et, pendant 32 ans, ils ont assuré des missions de recherche de sauvetage, de lutte contre les trafics et de protection de l’environnement. Ils ont même été engagés en 1991 au Koweït, alors que les puits de pétrole de l’émirat avaient été incendiés par les forces irakiennes lors de leur retrait.
La vitesse du HU-25 « Guardian » aura été un élément déterminant : quand il s’agit de porter secours, il n’y a en effet pas de temps à perdre : chaque minute gagnée peut sauver des vies. En outre, cet appareil a fait l’unanimité auprès de ceux qui ont eu à le piloter.
Il faut désormais en parler au passé car le dernier exemplaire a été retiré du service le 23 septembre dernier, sur la base de Corpus Christi, au Texas. Les 41 HU-25 « Guardian » sont remplacés par des HC-144A « Ocean Sentry », dérivés du CN-235 d’Airbus Defense & Space, ainsi que par 14 HC-27 Spartans (version modifiée du C-27 d’Alenia), c’est à dire par des appareils à hélices (turbopropulseurs).
Ces derniers sont bien évidemment moins rapides que les Guardian mais ils ont une capacité d’emport nettement plus élevée et peuvent rester plus longtemps sur une zone de recherche. Cela étant, le retrait des avions de Dassault marque la fin d’une époque au sein de l’USCG, qui ne dispose plus de « jets », hormis 2 Gulfstream 5s/VC-37s et 1 Challenger 604/VC-143.
En France, la Marine nationale utilise encore des dérivés du Mystère/Falcon 20, avec le Falcon 200 Gardian (conçu sur la base du HU-25). Ces appareils sont mis en oeuvre par la Flottille 25F et ne sont utilisés qu’outre-Mer. Un autre est (ou était?) en service à l’École du personnal navigant d’essai et de réception (EPNER) de la Direction générale de l’armement (DGA).

Airbus Defense and Space, Inc. has delivered the 18th HC-144A Ocean Sentry maritime patrol aircraft to the U.S. Coast Guard. The Ocean Sentry is based on the Airbus CN235 tactical airlifter with more than 235 currently in operation by 29 countries.
The latest HC-144A will join a fleet of Ocean Sentries operating from Coast Guard Air Stations in Cape Cod, Mass.; Mobile, Ala.; Miami and most recently Corpus Christi, Texas. This month Air Station Corpus Christi turned over the maritime patrol mission to the HC-144 after the retirement of the last HU-25 Guardian aircraft.
“Airbus Defense and Space is dedicated to supporting the U.S. Coast Guard’s HC-144A fleet and will provide technical engineering services and spare parts for decades to come,” said Mike Cosentino president of Airbus Defense and Space, Inc. “The ease of maintenance and low operating costs have allowed the Coast Guard to achieve exceptional operational effectiveness and reliability with the HC-144A.”
The Coast Guard competitively selected and acquired the HC-144A. The aircraft is effective and efficient in a broad range of demanding maritime patrol missions, including search and rescue, homeland security and disaster response.
The Department of Homeland Security recognized the Coast Guard’s HC-144A program as its 2013 DHS Project of the Year. Airbus Defense and Space has worked to deliver to the Coast Guard this capability consistently on or ahead of schedule and on cost. The HC-144A achieved initial operational capability with the Coast Guard in 2008.
The U.S. Coast Guard’s Ocean Sentry fleet recently completed its first 50,000 hours of flight. The demonstrated maintainability of the HC-144A aircraft allows the Coast Guard to fly more hours per airframe in a year with the Ocean Sentry than any other aircraft in its fleet.

Coast Guard Receives First C-27J for Modification

ARLINGTON, Va. — The Coast Guard has taken delivery of its first C-27J Spartan transport aircraft, which will go through modification to a maritime patrol/transport aircraft for the service.
The Coast Guard is acquiring 14 C-27Js from the Air Force, which retired the aircraft as a cost-cutting move. In acquiring the Spartans, the Coast Guard is able to truncate acquisition of the Airbus-built HC-144A Ocean Sentry maritime patrol aircraft at 18 aircraft, the last of which recently has been delivered, at half of the planned procurement of 36.
The twin-turboprop C-27J has been delivered to the Coast Guard Aviation Logistics Center at Elizabeth City, N.C., where it will go through modification with mission systems to become an HC-27A.
U.S. Special Operations command will receive the remaining seven of the 21 Alenia-built C-27Js on strength. The C-27Js are relatively new aircraft, with the first delivery to the Air Force taking place in September 2008.
As part of the deal with the Air Force, the Coast Guard will give up seven of its 23 HC-130H Hercules aircraft, which will be converted for fighting forest fires.

Lockheed Martin Delivers Additional HC-130J Super Hercules Aircraft to U.S. Coast Guard
A Crew from the U.S. Coast Guard recently ferried an HC-130J from the Lockheed Martin facility in Marietta, Georgia to New Mexico to be painted. It will then be flown to Coast Guard Air Station Elizabeth City, North Carolina.
The USCG has been flying HC-130J aircraft since the first aircraft was delivered in 2003 and went into initial operational capability in 2008. There are currently six HC-130J aircraft in the USCG inventory with an additional three on order through the manufacturer. All operational aircraft are based at the air station in Elizabeth City, NC, and operate primarily off the eastern seaboard. The HC-130J aircraft are worldwide deployable and can often be found supporting counter-narcotics operations in the Eastern Pacific, long range Search and Rescue in the Atlantic, or marine safety missions operating International Ice Patrol from Newfoundland, Canada.
The HC-130J aircraft has a unique mission system suite installed on the aircraft. The mission system suite includes a two operator workstation on the flight deck, a nose-mounted EO/IR pod, a belly-mounted surface search radar, as well as other communication and surveillance sensors.
The HC-130J is a major upgrade from the legacy C-130’s employed by the USCG since 1959. The cockpit avionics upgrades, coupled with more efficient engine and propeller designs, allow the aircraft to fly higher, get on scene faster, stay on scene longer and fly safer than any other fixed wing aircraft in the USCG inventory. This allows for significant savings in terms of operational and logistical costs.
The USCG plans to replace all older model HC-130H aircraft with HC-130J aircraft by 2027.

U.S Marines from MARSOC and U.S. Coast Guard Demonstrated Small UAS Capabilities
The U.S. Coast Guard and Marines from MARSOC joined forces to demonstrate the ability to launch and recover several small size unmanned aircraft systems (UAS) from the Coast Guard’s smallest boats. MARSOC is the United States Marine Corps Forces Special Operations Command.
Three UAS were tested: - The AeroVironment RQ-20 Puma which primary mission is surveillance and intelligence gathering using an electro-optical and infrared video camera. It maximum takeoff weight is 13 lb (5.9 kg). - The AeroVironment RQ-12A Wasp IV which provides a means for Marine Corps units to see the battle space beyond the restrictions of line-of-sight, fulfilling the need for real-time reconnaissance, surveillance, and target acquisition (RSTA) and battle damage assessment (BDA). It weights 2.75 lbs (1.2 kg). - The Physical Sciences InstantEye which is a low-cost aerial system that can be hand launched/recovered by a single person in any weather. The vehicle weighs less than one pound.
These battery-powered, hand-launched systems provide real-time, day and night reconnaissance, surveillance and target acquisition.
The UAS were tested from USCG 25-Foot Defender Class Boat and 32 foot Transportable Port Security Boat.

Le 2 décembre 2015, la frégate de surveillance Ventôse de la Marine nationale a reçu, via la Joint Interagency Task Force South de Key West en Floride, une demande d’assistance d’un bâtiment des US Coast Guard en avarie électrique totale au Nord-Est de Panama. Le Ventôse avait appareillé quelques heures plus tôt de Carthagène. Il a donc été dérouté pour porter assistance à ce bâtiment.
La frégate de surveillance Ventôse a envoyé sur le bâtiment américain, par l’intermédiaire de son hélicoptère Panther, deux de ses experts afin d’identifier le soutien à apporter et réaliser une étude technique en cas de nécessité de remorquage. Deux officiers américains sont montés à bord du Ventôse pour prendre contact avec leurs services de soutien technique, leurs moyens de communication avec l’extérieur étant limités par l’avarie électrique. Durant la nuit, le Ventôse a assuré la sécurité nautique autour du bâtiment tandis que l’équipage américain retrouvait peu à peu la disponibilité de ses installations. Au milieu de la nuit, la combinaison des actions franco-américaines a permis au bâtiment américain de retrouver la pleine disponibilité de ses installations de production électrique, puis de redémarrer sa propulsion avant de faire route pour une expertise avancée.
Le Ventôse a ensuite repris la mer en direction de la République dominicaine après avoir conduit, durant près de trois semaines, une opération conjointe franco-colombienne de lutte contre le trafic de stupéfiants en mer, au large de la Colombie.

In 2016 marks the 100th year of U.S. Coast Guard aviation, and much like the Navy did in 2011, this monumental anniversary will be marked by a series of retro paint schemes applied to some of their aircraft.
The first in that series is this MH-60T Jayhawk painted just like HH-34 Seahorse, R-5 Dragonfly and HH-19 Chickasaw helicopters during the ‘40s, ‘50s and ‘60s.

When it comes to tracking and stopping illegal activity like narcotics smuggling, the Coast Guard's surveillance capacity is so limited that it must rely on aircraft and drones from U.S. Customs and Border Protection. Most of these requests go unfilled, says a lawmaker who argues it's time the Coast Guard got its own drone fleet.
In a letter sent to CBP on Monday, Rep. Duncan Hunter, R-Calif., requested numbers on how many times they've denied the Coast Guard's request for unmanned aerial surveillance assistance, to illustrate the service's need for an unmanned system of its own.
"This is by no means complicated," Joe Kasper, Hunter's chief of staff, told Navy Times on Tuesday. "We can do this with two UASs, maybe more."
Currently, the Coast Guard and CBP work together for maritime interdictions. The Coast Guard calls on CBP drones, including the MQ-9 Reaper, to be its eyes in the sky when it needs coverage.
When a drone spots a suspicious vessel, the Coast Guard follows up with its own aircraft and boats, as in a recent drug submarine bust off the coast of South America.

L'histoire de l'aviation au sein de l'US Coast Guard (USCG) a débuté en avril 1916 avec le début de la formation au pilotage d'un premier officier. Depuis la branche aérienne de l'USCG s'est bien développées. Elle joue aujourd'hui un rôle primordial dans les missions de ce service du "US Department of Homeland Security".
L'aviation de l'USCG participe quotidiennement aux missions de surveillance maritime et de sauvetage en mer avec des aéronefs à voilure fixe et des hélicoptères. L'USCG a la particularité d'employer plusieurs équipements d'origine européenne.
Les appareils les plus massifs de l'USCG sont les HC-130J Super Hercules et HC-130H Hercules. Les Gardes-côtes américains ont commencé à opérer l'Hercules dés la fin des années 1950 en raison de son autonomie et de sa capacité à patrouiller sur des vastes étendues maritimes. Les C-130 est aussi une bonne plateforme pour le largage de kits de secoue en mer. Le C-130J est opérationnel depuis 2008 au sein de l'USCG. L'appareil est équipé d'un système electro optique et d'un radar ainsi que d'un système de mission opéré par deux spécialistes. Comme la génération précédente d'Hercules, le C-130J est chargé des missions de recherche et de sauvetage en mer à longue distance. Les Super Hercules effectuent aussi des missions de patrouilles dites "glacières" au dessus de la zone arctique.
Pour la surveillance maritime, l'USCG s'appuie sur le H-144A (CN235). L'appareil d'Airbus a remplacé les HU-25 Guardian (Dassault Falcon-20)qui ont été définitivement retirés du service en 2014. Les HC-144A "Ocean Sentry" ont été commandés dans le cadre du programme "Deepwater" de modernisation de l'ensemble des capacités de l'USCG. Le H-144A peut effectuer des missions de surveillance et de sauvetage en mer classiques mais il est aussi équipé d'un système de commandement et de contrôle, ainsi que de différents systèmes de communication lui permettant d'être employé comme appareil de commandement en cas par exemple d'opération contre des trafiquants de drogue.
Pour le transport de personnalité l'USCG emploie aussi un nombre limité de C-37A Gulstream V.
La composante "hélicoptères" emploie deux types de machines, les MH-60J/T Jayhawk et les MH-65 Dolphin (Airbus helicopters Dauphin). Une centaine de Dolphin sont en service et font l'objet d'une modernisation progressive. L'USCG est actuellement au standard MH-65D et passera au standard MH-65E d'ici 2017. Les Dolphin seront alors équipés d'un cockpit "tout écran" et d'un nouveau système de navigation. Le MH-60J/T est d'un standard proche des MH-60S de l'US Navy. La flotte est progressivement passée au standard T depuis 2008. Ce nouveau standard est équipé d'un cockpit "tout écran", d'un capteur electro optique et de nouveaux systèmes de communication. Les hélicoptères peuvent opérer depuis des bases à terre mais aussi à bord des cotres de l'USCG. Des bâtiments dont les capacités et la taille sont proches de celles de nombreuses frégates de marine militaire.
La prochaine étape pour l'aviation de l'USCG pourrait être la mise en oeuvre de drones. Un parlementaire américain a récemment réclamer l'acquisition de drones pour l'USCG. Cela ne serait pas une première pour le "US Department of Homeland Security" qui emploie déjà des drones MALE Predator B au sein du service des douanes. The Coast Guard is in the very early stages of building a second heavy icebreaker, but it's still about 10 years away and a California congressman is calling for the Navy to help its sister service out with design acumen and money.
For now, the heavy icebreaker Polar Sea is the Coast Guard's only option, but it's into its fifth decade of service, and doesn't have a backup if it breaks down.
In a May 17 letter to Assistant Navy Secretary Sean Stackley, who's in charge of research, development and acquisitions, Republican Rep. Duncan Hunter asked the Department of the Navy to provide some insight on the service's Arctic capabilities and outlook.
The goal, Hunter's chief of staff told Navy Times, is to start a conversation about whether the Navy should put some of its money into the Coast Guard's acquisition program, or help pay to lease a heavy icebreaker until the Coast Guard finishes its own. While the Coast Guard has taken the lead in operating in the Arctic, it's really the Navy that will benefit from the cleared ice, Hunter's chief of staff, Joe Kasper, told Navy Times.
"The Navy’s going to have to put some skin in the game," he said. "The Navy’s going to have to support efforts to enhance ice-breaking capability in the Arctic if the Navy truly believes that capability is necessary."
Hunter is concerned that the Coast Guard's acquisition process, which puts a new icebreaker in the water by 2025, is going to leave the U.S. too far behind.
Russia, a competitor for operating space in the Arctic, has 41 heavy icebreakers and 14 under contract, according to Coast Guard Commandant Adm. Paul Zukunft.
"Every time we blink, Russia puts more icebreakers in the water in the Arctic," Kasper said. "We are seriously behind the curve."
The Navy has received Hunter's letter and "will respond through appropriate channels," said Capt. Thurraya Kent, Stackley's spokeswoman.
The Navy and Coast Guard are working closely on the Arctic, she said, as Chief of Naval Operations Adm. John Richardson mentioned in congressional testimony earlier this year.
"With respect to icebreakers, we're working very closely with our partners in the Coast Guard," Richardson said. "That part of the mission will remain theirs. The security part will remain ours, and we've had a steady presence."

Throughout its history, there as only been one — full admiral, that is — in the Coast Guard. But that changed Wednesday, when Commandant Adm. Paul Zukunft welcomed his vice commandant into the ranks.
Adm. Charles Michel, who has held the job since August, pinned on a fourth star in a ceremony at Coast Guard Headquarters in Washington, D.C., bringing the service in line with the other armed forces, whose chiefs and vice chiefs are all four-star officers.
“I am humbled to be the first Coast Guard vice commandant promoted to the rank of four-star admiral,” Michel said in a Coast Guard release. “This promotion will enable me and future vice commandants to better represent the Coast Guard and the commandant.”
The move to get the service a second admiral came courtesy of the 2015 National Defense Authorization Act, which required the Coast Guard to promote its three-star vice chief, mirroring the other services' leadership structure.

It would take the Coast Guard more than a decade to build a new polar icebreaker. To try to cut that time in half, it's joining forces with the Navy's well-oiled acquisition machine.
The two services are standing up a joint program office after months of prodding by a California congressman who has called for the Coast Guard to put an icebreaker in the water as soon as possible, whether newly built or leased from another country.
"What I got out of this and the last hearing too — the Coast Guard doesn’t get it," Rep. Duncan Hunter, R-Calif., told Navy Times on Wednesday, following a hearing of the House Transportation Committee's Coast Guard and maritime transportation subcommittee. "This is going to take massive pushes and changes, even more from Congress. It’s going to take the Navy kind of taking this over."

Hunter, who chairs the subcommittee, envisions bolstering the United States' arctic presence via a new U.S.-built icebreaker acquired through a Navy program and leasing icebreakers from other countries in the meantime. However, the service is adamant that there isn't an icebreaker for rent in the world that would be up to the Coast Guard's military specifications.
The subcommittee and the vice commandant of the Coast Guard have gone back and forth in recent hearings over what the U.S. needs to have a minimum icebreaking capability in the Arctic versus what the Coast Guard needs from a ship in general.
"The Coast Guard operates Coast Guard vessels," Adm. Charles Michel said in a hearing Tuesday, where he spoke alongside Navy acquisition and shipbuilding experts. "This is not a pick-up game for the Coast Guard."

FARNBOROUGH, England — The introduction into service of the C-27J by the US Coast Guard is giving a handy boost to the aircraft ahead of Canada’s selection of a new search and rescue aircraft, according to a source at Italian manufacturer Leonardo-Finmeccanica said on Thursday.
After receiving four of 14 C-27s, the Coast Guard flew one of the aircraft to the Farnborough International Airshow this week for static display. The four aircraft are now operational in Sacramento, replacing older C-130H aircraft, while up to six will be deployed to Florida with others used for training.
Later this year, Canada is expected to choose between the C-27J and the Airbus C-295 as its new search and rescue aircraft, following a long, drawn-out selection process.

The value of this contract for 26 cutters is approximately $160 million over a nine-year period.
“L-3 is excited to serve as the C4ISR integrator and provide our comprehensive suite of best-in-class systems on this important platform,” said John Mega, president of L-3 Communication Systems. “The FRC is the newest generation of patrol cutter and plays a vital role in the USCG’s mission to protect our homeland. This award expands on L-3’s legacy of ISR integration and leverages our leadership in maritime communications for a wide range of vessels around the globe.”
Under this contract, L-3 will provide initial design upgrades to the FRC, including the antenna arrangement and analysis, exterior communications and other situational awareness enhancements. In addition, L-3 will deliver, install and support the integrated bridge, interior and exterior communications systems, and distributed navigation equipment. The company will also conduct training of the FRC crews at its site in Camden, New Jersey, and will provide postdelivery warranty support at each cutter’s homeport.
Work on this contract, which is for Phase II production of the FRC, will be done by L-3 Communication Systems-East (L-3 CS-East) in Camden, and L-3 Henschel in Ayer, Massachusetts. L-3 CS-East specializes in the design, development and production of integrated command, control, communications and computing (C4) and cyber systems supporting space, ground, air and maritime operations for next-generation requirements.
Headquartered in New York City, L-3 employs approximately 38,000 people worldwide and is a leading provider of a broad range of communication and electronic systems and products used on military and commercial platforms. L-3 is also a prime contractor in aerospace systems. The company reported 2015 sales of $10.5 billion.

Airbus Helicopters Inc. a salué la garde côtière des États-Unis pour avoir atteint le cap des 1,5 millions d'heures de vol avec sa flotte d’hélicoptères de patrouilles MH-65 « Dolphin » de recherche et de sauvetage. De la patrouille sur le lac Michigan à la réalisation de sauvetages dans le golfe du Mexique, le MH-65 « Dolphin » des garde-côtes américain est devenu un aéronef très apprécié.
Rappel :
En 1979, les garde-côtes américain ont choisi le Dauphin, basé sur la famille des produits Airbus AS365 Dauphin, en tant que nouvel hélicoptère de sauvetage aérien et maritime à courte portée qui devait remplacer le HH-52A « Sea Guard ». L'aéronef est certifié pour fonctionner dans toutes les conditions météorologiques et les opérations de nuit, à l'exception des conditions de givrage.
Airbus a livré le premier « Dauphin » en 1984. La flotte de 100 hélicoptères a jou un rôle essentiel pour la Garde côtière, depuis des missions de sauvetage après l'ouragan Katrina et d'autres catastrophes naturelles jusqu'à l'exécution de sauvetages réussis en mer et en haute montagne.
En plus de desservir les Etats-Unis, Porto Rico et la République Dominicaine, le MH-65 est devenu le principal appareil de sauvetage à bord des navires. L'escadron tactique d'interception d'hélicoptères de la Garde côtière en Floride utilise également le MH-65 pour des missions de lutte contre les stupéfiants dans des zones de trafic de drogue à forte menace.
La flotte MH-65 devrait rester en service jusqu'en 2035. De nouveaux moteurs ont été installés sur la flotte Dolphin en 2007, ce qui a considérablement amélioré les capacités de puissance et de mission.

The U.S. Coast Guard has seised self-propelled semi-submersible suspected drug smuggling vessel on June 19, 2019, in international waters of the Eastern Pacific Ocean.
U.S. Coast Guard Cutter Munro (WMSL 755) crew members seized more than 39,000 pounds of cocaine and 933 pounds of marijuana, worth a combined estimated $569 million, through 14 separate suspected drug smuggling interdictions and disruptions off the coasts of Mexico, Central and South America by three Coast Guard cutters between May and July 2019.
Numerous U.S. agencies from the Departments of Defense, Justice and Homeland Security cooperated in the effort to combat transnational organized crime. The Coast Guard, Navy, Customs and Border Protection, FBI, Drug Enforcement Administration, and Immigration and Customs Enforcement, along with allied and international partner agencies, play a role in counter-drug operations. The fight against drug cartels in the Eastern Pacific requires unity of effort in all phases from detection, monitoring and interdictions, to criminal prosecutions by U.S. Attorneys in districts across the nation.
The Coast Guard increased U.S. and allied presence in the Eastern Pacific Ocean and Caribbean Basin, which are known drug transit zones off of Central and South America, as part of its Western Hemisphere Strategy. During at-sea interdictions, a suspect vessel is initially detected and monitored by allied, military or law enforcement personnel coordinated by Joint Interagency Task Force-South based in Key West, Florida. The law enforcement phase of counter-smuggling operations in the Eastern Pacific is conducted under the authority of the 11th Coast Guard District, headquartered in Alameda, California. The interdictions, including the actual boarding, are led and conducted by members of the U.S. Coast Guard.

Pentagon’s No.1 weapons supplier Lockheed Martin Corp announced on Monday that it will deliver 50 C-130J Super Hercules tactical airlifts to the U.S. government through a C-130J Multiyear III award, which was finalized by the U.S. government on Dec. 27, 2019.
The award comes as a delivery order under an existing Indefinite Delivery Indefinite Quantity contract awarded inAugust 2016.
The Department of Defense awarded more than$1.5 billionin funding for the first 21 C-130J aircraft on the multiyear award. The overall award, worth more than$3 billion, provides Super Hercules aircraft to the U.S. Air Force (24 HC/MC-130Js), Marine Corps (20 KC-130Js) and Coast Guard (options for six HC-130Js). Aircraft purchased through the C-130J Multiyear III award will deliver between 2021-2025, and will be built at Lockheed Martin’sMarietta, Georgia, facility.
“The C-130J Multiyear III award represents a joint commitment between Lockheed Martin and the U.S. government in delivering proven capability that meets our operators’ mission and affordability requirements,” saidRod McLean, vice president and general manager, Air Mobility & Maritime Missions at Lockheed Martin. “Our partnership with the U.S. government provides significant savings through multiyear procurement as compared to annual buys, and provides the best tactical airlifter to crews who fly and support the world’s largest Super Hercules fleet.”
