La cérémonie de signature aura lieu mercredi, en présence de l’ancien ambassadeur d’Israël en Allemagne, Yoram Ben Zeev, qui a travaillé intensément pendant 3 ans pour parvenir à cet accord.

Selon la presse étrangère, les sous-marins israéliens sont équipés de missiles de croisière, d’une portée de 1.500 km, pouvant emporter des têtes nucléaires.

La construction des 4è et 5è sous-marins, à Kiel, est pratiquement terminée. Ils doivent être livrés à la marine israélienne en 2013 et 2014. Les 2 sous-marins sont équipés de systèmes modernes qui leur permettent de rester plus longtemps en plongée.

Le 6è sous-marin, qui être livré dans 4 ans, sera encore plus moderne.

The Institute for National Security Studies asserted that Israel’s Iron Dome intercepted about 80 percent of missiles and rockets fired from the Gaza Strip earlier this month. The report by Mark Heller said the percentagewas not sufficient to deter Palestinian gunners.

“Unless active defense is 100 percent effective, it will not eliminate the need for passive defense or prevent massive disruption of normal life inside the envelope of the rockets,” the report, titled “The Last Round in Gaza — and the Next,” said. “Nor will it spare the government the need to take weighty strategic decisions that it would prefer to avoid.”
It was not clear how the report computed the 80 percent interception rate. Israeli military sources, who at various points asserted interception rates of between 85 and 90 percent, reported that Palestinian gunners fired some 320 missiles and rockets into Israel, with close to 50 interceptions. They said most of the projectiles were not targeted and fell in open areas.
Heller said Iron Dome, with three batteries in southern Israel, underwent its first operational test during the mini-war with the Gaza Strip. He said the system, developed by the state-owned Rafael Advanced Defense Systems, succeeded in identifying rockets that threatened Israeli
communities.
“As a result, many Israeli fatalities and injuries were undoubtedly prevented and extensive property damage was avoided,” the report, dated
March 18, said. “That result validates the economic rationale of the project, despite the huge cost imbalance between cheap rockets and missiles
coming out of Gaza and expensive interceptors sent up to destroy them.”
But the report said the 80 percent interception rate fell short of making Iron Dome into what was termed a “strategic game-changer.” The report
said the prospect of 20 percent success would spur Palestinian gunners to keep firing missiles and rockets into Israel.
“Palestinian rocket attacks were ended this time — and will perhaps be deterred next time — only by offensive operations that kill or threaten to
kill those directly involved and constitute a threat of unacceptable disruption or damage to the lives of their relevant constituents: the Palestinian public,” the report said. “In other words, coercion/deterrence by punishment remains the dominant motif in this discourse.”

The Armoured D9R Dozer of the Israel Defence Forces (IDF) is the latest variation in the series of Caterpillar D9 armoured bulldozers. The vehicles are deployed by the Engineer Corps of the IDF.

The D9 Dozer vehicles were first introduced in to the IDF in the 1950s. The vehicle was deployed in the Sinai War (1956), Yom Kippur War (1973), Operation Peace for Galilee (1982), Second Lebanon War (2006) and Operation Cast Lead (2008-2009).

In June 2004, Israel Aerospace Industries, Ramta Division began deliveries of the D9R variants under a contract option exerted in 2003. IDF installed slat armour on many of these vehicles in 2006.

D9T, a remote-controlled version of the D9R, is also in operation with the IDF.

Caterpillar design and D9R features
D9R Dozer is an armoured variation of the Caterpillar D9 track-type tractor, designed and manufactured by Caterpillar. The base vehicle comes with a detachable large blade and a rear ripper attachment. The standard equipment includes weapon mounts, storage compartments, lighting and communication systems.
The base vehicles are armoured by Israel Aerospace Industries, Israel Military Industries and IDF to provide optimum armour protection. The cabin can accommodate two men, including a driver and a commander.
Armoured glass panels on the cabin provide maximum ballistic protection, allowing views of all vehicle components in all directions. The cabin is also fitted with communications, fire-suppression and personal weapon holding systems.
The blade and rear ripper serve as primary working tools of the vehicle. The blade fitted at the front is controlled by four hydraulic arms.
The D9R Dozer has a length of 8.1m, width of 4.5m and a height of 4m. An unarmoured dozer weighs 48t while an armoured one weighs 62t. Modified vehicles can be equipped with crew-operated machine guns, smoke grenade launchers or grenade launchers. The vehicle has provisions to be fitted with customer-specific communication equipment.

The vehicle can shove sand, dirt and rubble with a blade. The vehicle can also push heavy objects such as large quantities of soil and main battle tanks. The rear ripper is used to loosen densely-compacted materials and rip out larger stones and frozen ground.
The D9 Dozer is used by the IDF as a front-line vehicle for anti-terrorism operations. The armoured D9R is deployed to support the IDF engineering units performing battlefield demolition /construction, route clearance and explosive ordnance disposal (EOD). The vehicle can also be used to detonate IEDs and explosives, as well as create access and egress routes for combat troops.
The vehicle is used in non-combat military operations such as humanitarian demining, peacekeeping support, engineering tasks and disaster relief operations as well.

The Armoured D9 Dozer provides high level of ballistic protection to match customer-defined threat levels.
The components of the vehicle, including crew cabin, the hydraulic and electrical systems engine, fuel and oil tanks, are covered by customer-specified ballistic armour.
The vehicle can protect the crew from bomb explosions, machine-gun fire and sniper fire. The slat armour installed by IDF provides additional protection against rocket-propelled grenade (RPG) rounds.
Add-on armour kits increase the production-line weight of the D9 by about 15t. The armour has proven effective in thwarting attacks by hostile weapons.

The D9R Dozer is powered by Cat 3408C engine coupled to a Cat planetary power shift transmission (three forward and three reverse). The engine delivers a net power of 405hp and drawbar pull of about 725kN.
Vehicle speed and direction is controlled through a single lever control. The torque divider protects the drive-train from sudden torque impacts and vibration.
The suspended undercarriage design cuts down the shock loads shifted to the undercarriage. The bogie suspension provides more ground contact, while operating on uneven surfaces.

Key leaders of the U.S. Congress want U.S. President Barack Obama to provide funds to help Israel, should it request it, to produce more batteries of the Iron Dome counter-rocket system.

Israel's air force has three batteries deployed to protect cities in the southern Negev Desert against rockets fired by Palestinian militants in the Hamas-ruled Gaza Strip but budget problems mean it can't fund more batteries needed to shield the rest of the country.

Iron Dome, which racked up a 90 percent kill rate against Palestinian Qassam and Grad rockets in recent weeks, was developed by Rafael Advanced Defense Systems and built with the help of a one-time $205 million U.S. grant in fiscal 2011.

The Iron Dome Support Act was introduced Wednesday by U.S. Rep. Howard Berman, D-Calif., ranking member of the House Foreign Affairs Committee, and co-sponsored by Foreign Affairs Committee Chairwoman Ileana Ros-Lehtinen, R-Fla.

The legislation would permit Obama to authorize further funds for the "procurement, maintenance and sustainment" of the Iron Dome system as requested by the Israeli government of Prime Minister Binyamin Netanyahu.

Reps. Gary Ackerman, D-N.Y., the ranking member of the Middle East and South Asia subcommittee; Steve Chabot, R-Ohio, chairman of that subcommittee; David Cicilline, D-R.I.; Ann Marie Buerkle, R-N.Y., signed on as co-sponsors.

Berman observed in a statement that during the latest Palestinian barrage earlier this month Iron Dome "saved innocent lives and prevented an escalation of hostilities and a full-blown crisis.

"Israel must have the ability to defend itself from rocket and missile attacks and the United States will continue to stand by our strong ally if called upon in times of need," he said.

Israeli Defense Minister Ehud Barak says a fourth Iron Dome battery will be deployed within the next few weeks in the south, where 1 million Israelis live within reach of extended-range rockets fired from Gaza.

However, military commanders say they'll need up to 20 batteries to afford effective protection across Israel, not just from short-range rockets fired from Gaza, but larger numbers, possibly 200 a day, from Hezbollah in Lebanon, Israel's northern neighbor.

Some Israeli politicians say Iron Dome is under-funded. Former Brig. Gen. Meir Elran of the Institute for National Security Studies says the offense-oriented air force is reluctant to cut spending on attack squadrons to buy missile-defense systems.

Iron Dome has the capability of assessing which incoming rockets and missiles will hit populated areas, and concentrates on them. Rockets that will land in open spaces aren't engaged.

The Palestinians have fired rockets in relatively small salvos, which Iron Dome clearly can counter to a large extent. But Israeli commanders say that if broadsides are fired in large numbers, Iron Dome won't be anywhere near as effective as it's been so far.

Hezbollah alone has, by Israeli count, more than 43,000 missiles and rockets, with large numbers capable of hitting anywhere in Israel.

This danger cannot be countered by Iron Dome, designed to intercept rockets with a maximum range of 43 miles.

So other systems are needed for the four-tier shield Israel plans, including combating longer range missiles such as Iran's Shehab-3b and Sejjil-2 ballistic weapons.

Rafael is developing a system named David's Sling to counter medium-range missiles.

Arrow-2, currently operational, and the developing Arrow-3 systems built by state-owned Israel Aerospace Industries, working with the Boeing Co., will take care of Iranian and Syrian ballistic weapons.

The United States has been the main funder of Arrow, first deployed in 2000 but remains untested in combat. So far costs exceed $1 billion.

Given Israel's military budgetary restrictions, the government likely will be looking increasingly toward the United States for help in financing David's Sling and Arrow-2 and with Obama facing re-election, he may have little choice but to provide Israel with hefty funding.

Arrow in particular is extremely expensive to operate. Arrow-2 has a shoot-down rate of around 90 percent in trials. But each interception costs $1 million-$2 million, compared to $25,000-$80,000 for Iron Dome.

Military planners fear Israel faces a sustained rocket and missile bombardment, possibly lasting several weeks, by Iran, Syria, Hezbollah and the Palestinians.

The cost of countering this unprecedented attack focused on the civilian population would be immense. U.S. funds would be essential.

Tel Aviv - Israel Aerospace Industries has unveiled the prototype of its "Butterfly" unmanned air system, as part of an effort to develop covert miniature equipment for use by special forces personnel.

Shown for the first time on the opening day of the Association for Unmanned Vehicle Systems International (AUVSI) conference in Tel Aviv on 20 March, the innovative design imitates the movements of a butterfly's wings.

Weighing only 12g and with an overall length of 20cm (8in), the mini UAS flies by flapping its four lightweight wings. An IAI source says the prototype vehicle has already been test flown carrying a camera weighing less than 1g.

IAI plans to offer a line of miniature UAS equipped with different payloads. It has also previously unveiled its development activity on vertical take-off and landing unmanned systems named the Ghost and Mini Panther.

Reason for concern? According to figures published by the Stockholm International Peace Research Institute (SIPRI), Israel has lost its place as one of the top ten global weapons exporters. SIPRI follows global weapons deals, and its figures are considered reliable.

According to the report, India is currently the largest weapons importer in the world, a status that the country has maintained for five consecutive years. The second largest importer comes as a surprise – Australia takes the lead over Pakistan who comes in at third.

The report provides a troubling figure for Israel – one of the largest suppliers of weapons in the world – as it has lost its place among the top ten weapons exporters. According to the report, the US and Russia were placed at the top of the list, while Israel is ranked as eleventh. This is a dramatic drop from 2009, when Israel was ranked in ninth place.

Israel received the report with concern. Defense establishment sources say that with the closure of the Chinese market to Israel, so as not to cause a conflict with the US, Israel has found itself amidst growing competition in South America and the Far East. The competition in those regions exists in nearly every field, including those in which Israel previously possessed a near-total dominance, such as in the field of UAVs.

En août dernier, des terroristes qui s’étaient infiltrés en Israël via le Sinaï ouvrent le feu sur un autobus israélien. L’attaque fait huit morts et des dizaines de blessés. Parmi ces blessés, il y a Anastasia, elle-aussi soldate et urgentiste dans l’armée, qui parvient à sauver plusieurs passagers d’une mort certaine.

L’infirmière Anastasia Begdlov a fait preuve de courage et de persévérance en soignant les voyageurs du bus blessés dans l’attaque terroriste d’août dernier à quelques kilomètres d’Eilat. Une décoration militaire a été décernée à cette soldate aujourd’hui (1er avril) alors qu’elle est sur le point de terminer le cours d’officier de l’armée israélienne Cette décoration lui a été remise par le chef du département des ressources humaines de l’armée de l’air, le Général Ilan Boger, dans la base aérienne d’Ovda.

Le Commandant de l’armée de l’air, Ido Nehushtan, était également présent

Anastasia Begdlov a reçu cette décoration pour le courage dont elle a fait preuve durant la triple attaque terroriste d’août 2011. Des terroristes s’étaient infiltrés en Israël via le Sinaï et avaient ouvert le feu sur un autobus israélien qui voyageait sur la route 12 près de la frontière israélo-égyptienne. L’attaque avait fait huit morts et beaucoup de blessés. Au moment de l’attaque, Anastasia Begdlov se trouvait également dans l’autobus, et est parvenue à administrer les premiers soins aux plus blessés, déterminée et sans équipement. Elle a sauvé la vie d’un passager sérieusement blessé en faisant un garrot artériel au niveau de son genou à l’aide de son soutien-gorge, alors qu’elle avait elle-même été blessée aux deux bras et aux deux jambes par les terroristes.

Les officiers présents ce matin ont déclaré que c’était un honneur de pouvoir remercier Anastasia et saluer son courage au nom de Tsahal.

Citation :: Remplacer progressivement l’aviation sur le champ de bataille. A l’heure des drones, l’objectif parait incompatible avec les doctrines de la guerre moderne. L’armée israélienne veut pourtant en faire son adage. Elle vient d’annoncer la mise en place d’un nouveau bataillon d’artillerie formée aux tirs de roquettes de précision sur des zones urbaines, une mission réservée jusqu’ici aux avions d’attaques au sol.

Cette révolution tactique sera progressive. Dans un premier temps, le bataillon utilisera des munitions de moyenne portée (30 à 40 kilomètres), avant de se positionner plus en recul de la ligne de front et d’utiliser des roquettes de longue portée. A terme, le plan est susceptible de modifier le modus operandi de l’armée israélienne.

Tsahal s’est adressé à IMI (Israel Militaries Industries) qui vient de mettre au point Accular, un missile de 60 mm à guidage GPS d’une portée de 40 km, conçu initialement pour l’attaque de radars, de positions d’artillerie, de postes de commandement et de bases militaires.

Accular est déployé depuis un lanceur Lynx, un système de pointe développé par IMI dont la particularité est qu’il peut tirer simultanément plusieurs types de missiles tactiques (Grad, Lar, Extra), ainsi que des missiles de précision (Delilah). En outre, il n’a besoin que de quelques minutes pour recharger.

D’après les résultats de tests effectués dans le sud du pays, Accular serait doté d’une précision de 10 mètres qui correspond aux caractéristiques d’une arme de saturation et paralyse les mouvements ennemis. En zone urbaine, ce type de roquette est néanmoins susceptible de provoquer des dommages collatéraux. Aussi, l’armée israélienne devra s’assurer que le secteur concerné par une frappe a été vidé de ses habitants.

Aujourd’hui, la plupart des armées occidentales opèrent avec des roquettes pour soutenir leurs forces terrestres. « L’armée israélienne s’est abstenue de le faire jusqu’à présent en raison des roquettes imprécision, confie un officier du corps d’artillerie. Nous sommes totalement dépendants de l’armée de l’air, comme pendant l’Opération Plomb Durci (Ndlr : à Gaza, en Décembre 2008) et la seconde guerre du Liban. Nous souhaitons que les forces terrestres soient plus autonomes. Avec ce dispositif, qui est une sorte de mini-bombe, nous pouvons contrôler l’étendue des dégâts. »

En plus d’offrir une profondeur stratégique à l’armée israélienne, l’usage de roquettes de précision s’avère aussi bien moins coûteux qu’un missile.

Israel is seeking $700 million from the United States to fund additional batteries of the Iron Dome counter-rocket system and other air-defense weapons.

The Israeli military says the systems are needed to protect the country from massive missile bombardment until 2015.

The move comes amid growing concerns in Israel, fueled to a large extent by strident warnings from generals and more recently Prime Minister Binyamin Netanyahu, that the Jewish state is increasingly vulnerable to bombardment by tens of thousands of missiles and rockets held by Iran, Syria, Hezbollah in Lebanon and Palestinian militants in the Gaza Strip.

All this has emerged as Netanyahu has been forced to reduce Israeli the military budget to boost social spending after months of protests in 2011.

At the same time, the U.S. administration has made major cuts in the Pentagon's budget because of economic woes.

U.S. President Barack Obama has pledged that Washington won't jeopardize Israel's defense capabilities but at the same time he's been leaning on Netanyahu to hold off any unilateral Israeli attack on Iran's nuclear program, which Netanyahu claims is an existential threat to the Jewish state.

The feeling in Israel, and quite a few people in Washington as well, is that Netanyahu's seeking to squeeze extra funds out of Obama by exploiting U.S. concerns the Americans will be dragged into another Middle East war if Israel does strike.

Israel's Ynet Web site, the online service of the Yediot Ahronot daily, quoted Israeli sources "privy to the deal" as saying the two sides are discussing the proposed aid package.

Indeed, Ynet acknowledged that "the U.S. Congress and administration's apparent willingness to allocate the funds may be seen as an attempt to incentivize Israel to delay its decision vis-a-vis a military strike on Iranian nuclear facilities."

If approved, the requested U.S. funding would allow Israel to build four additional batteries of the Iron Dome system developed by state-owned Rafael Advanced Defense Systems and speed up work on another air-defense weapon, David's Sling, also being developed by Rafael.

The United States provided $205 million fiscal 2011 to help fund Iron Dome.

In March, a bipartisan group introduced the Iron Dome Support Act in Congress authorizing the administration to provide more funds for the system as required by Israel.

Obama has said he'll provide "an appropriate level of funding," and that presumably will cover whatever sum the administration decides on in the coming days.

Iron Dome, which got its baptism of fire against Palestinian Qassam and Grad rockets in 2011, is designed to intercept short-range rockets and missiles. It's able to down 76 percent of the projectiles it engages.

But there are only four batteries, each costing in excess of $50 million, deployed. Military planners say at least 20 are needed to cover all of Israel against short-range missile fire from Lebanon and the Gaza Strip.

Three are in the southern Negev Desert facing Palestinian rockets fired from Gaza. The fourth was deployed two weeks ago near Tel Aviv, Israel's largest urban area.

Rafael said in March the government has ordered seven units.

There have been reports Rafael is seeking to extend the range of Iron Dome's rocket interceptors to 155 miles on the premise that fewer batteries would be needed.

David's Sling is intended to counter missiles with a range of up to 70 miles as well as cruise missiles.

These two systems comprise the lower tiers of a planned four-level missile defense shield.

The two top layers will be high-altitude Arrow-2 and Arrow-3 systems developed by state-owned Israel Aerospace Industries to counter ballistic missiles such as Iran's Shehab-3b and Sejjil-2 and Syria's Soviet-designed Scud-C and M600 weapons.

Arrow-3, under development by IAI and Boeing, is designed to intercept such missiles at long-range beyond Earth's atmosphere.

The entire Arrow program has been largely funded by the Americans since the 1990s.

For now, the primary concern is to rush as many batteries of Iron Dome into operational deployment as fast as possible.

The firing of three Grad rockets at the southern resort city of Eilat on the Gulf of Aqaba from the Sinai Peninsula at late Wednesday opened up a new threat.

It wasn't clear who unleashed the rockets but Palestinian fire has until now come from the Gaza Strip further north on the Mediterranean.
