The contract also covers a number of items to meet Israel’s unique operational requirements. The Israeli Air Force’s new Super Hercules are the longer fuselage or "stretched" variant of the C-130J. “We are providing Israel with the most flexible and capable airlifter in the world as that country continues to expand its advanced airlift fleet. The proven multi-role and multi-mission capability and performance of the C-130J are ideally suited to the unique requirements of the Israeli Air Force,” said Jim Grant, Lockheed Martin vice president of Business Development for Air Mobility. Israel’s aircraft are being modified during production with non-developmental items, which include an Enhanced Service Life center wing, two embedded Global Positioning Systems and a Universal Aerial Refueling Receptacle Slipway Installation aerial refueling system. Headquartered in Bethesda, Md., Lockheed Martin is a global security company that employs about 126,000 people worldwide and is principally engaged in the research, design, development, manufacture, integration and sustainment of advanced technology systems, products and services. The Corporation’s 2010 sales from continuing operations were $45.8 billion.

Israel urged to buy U.S. rocket defenses
TEL AVIV, Israel, April 29 (UPI) -- Amid Israeli concerns of a new war with Hezbollah and other foes, there are doubts the anti-missile systems Israel's defense industry has produced or is developing will be adequate to defend the nation against sustained missile and rocket attack. One of the country's leading missile-defense experts, Nathan Farber, says that the cost of developing, deploying and operating these systems is prohibitive. He also said that it will take years to provide enough anti-missile batteries to cover the country, time that Israel may not have as things stand in the region. "This is a plan based on fantasy that has no practical justification," said Farber, a former ballistic missile specialist at Israel Military Industries and now a lecturer at the aerodynamics faculty of the Israel Institute of Technology in Haifa. He urged the government to buy U.S. laser weapons, such as the Skyguard system built by Northrop Grumman, or a variant of the U.S. Vulcan-Phalanx rapid-fire gun system. That has been proven in combat in Iraq and Afghanistan. After lengthy deliberation, Defense Minister Ehud Barak decided in April 2009 to acquire Vulcan-Phalanx but the plan was dropped, apparently for political reasons, to rely on Israeli systems. Farber argued that the U.S. systems would greatly extend the capabilities of Israel's anti-missile defenses to most of the country within 18 months of signing a contract, instead of 2-3 years if the military depends on indigenous weapons. The Vulcan-Phalanx is a close-in weapons system initially designed by the General Dynamics Corp, now part of the Raytheon Corp., for the U.S. Navy to shoot down anti-ship missiles. The land-based variant is known a the Centurion C-RAM, a radar-guided 20mm M61A1 Gatling Gun with a firing rate of 4,500 rounds per minute. It costs $25 million per unit. Each battery of the Iron Dome anti-rocket system developed and built by Rafael Advanced Defense Systems now being deployed costs $80 million. A parliamentary committee headed by former Defense Minister Amir Peretz says Israel needs at least 13 Iron Dome batteries to defend population centers in the north on the Lebanese border and in the south facing the Hamas-held Gaza Strip. Israel has deployed two batteries and four more are scheduled to be built with $205 million in special U.S. aid. But using indigenous systems is expected to cost Israel several billion dollars at a time when the defense budget is strained to the limit. As it is, the cost of operating Iron Dome, which fired interceptor missiles at the short-range rockets used by Lebanon's Hezbollah and Hamas' Palestinian militants, is prohibitive. Every Iron Dome interceptor costs around $50,000 while the projectiles it shoots down cost a fraction of that. Critics argue that Israel's foes could bankrupt the country by firing huge numbers of these low-cost rockets. That's something of an exaggeration. Iron Dome's computer is capable of determining from the trajectory of an incoming rocket whether it is going to hit a populated area and the system could ignore those that aren't. In Iron Dome's limited debut in southern Israel in March it shot down nine missiles heading toward the cities of Beersheba and Ashkelon but hasn't been fully tested in protecting towns closer to the border, where the rockets' flight time is much shorter, or against mortar rounds. The C-RAM downed mortar shells in Iraq. Farber noted that in Israel's 34-day war against Hezbollah in the summer of 2006, the Iranian-backed guerrillas fired some 1,000 short-range Katyusha-type rockets at Kiryat Shmona a few miles from the northern border. That was about one-quarter of the barrage of rockets Hezbollah unleashed against northern Israel during the conflict, against which the Israelis had no defense. "Five hundred hit targets," Farber observed. "According to the scenario for the next war, Kiryat Shmona can expect 4,000 rockets. An Iron Dome battery … would be able to deal with just a small fraction of them." That sort of battering would take place in other northern cities and towns, including the port of Haifa, which was hit during the 2006 war. In 2006, Hezbollah possessed an estimated 12,000 rockets, mostly short-range weapons. These days, Israel estimates Hezbollah has more than 42,000. These include hundreds of long-range missiles that can hit anywhere in the Jewish state in a sustained bombardment of unprecedented proportions.

Israel will purchase its sixth Dolphin submarine from Germany at the expense of $1 billion, officials announced Thursday, despite constant objections by the IDF echelon.
A special ministerial committee decided to accept the recommendations of Defense Minister Ehud Barak, who promoted its purchase. Israel already operates three Dolphins and bought two more from Germany in 2006.
Dedicated to the security of the Jewish state founded in the wake of the Holocaust, Germany had sold those submarines at deep discounts. But Berlin, beset by budgetary constraints, balked in talks last year at similarly underwriting the sixth Dolphin.
Foreign reports said Thursday that the two vessels, expected to arrive this year, have the ability to carry nuclear warheads and are to be used in a possible counterattack against Iran, in the event that the latter launches an assault that paralyzes population centers in Israel.
Prime Minister Benjamin Netanyahu also promoted the deal as per Barak's recommendations, but military officials were wary – both the former and current IDF chiefs said during official hearings that there was no pressing need to acquire such an expensive piece of equipment.
The objections, however, were based solely on the high price – which is to be paid out of the defense budget – and not on the benefits a sixth submarine could afford the state.
Gabi Ashkenazi and Benny Gantz were not the only military officials opposed to the purchase of additional submarines. Former IDF Chief of Staff Dan Halutz claimed back in 2006 that one submarine – rather than the two eventually purchased – was enough to carry out the missions allotted to the vessels.
The decision to buy the vessels was made initially by former Prime Minister Ariel Sharon, and his successor, Ehud Olmert, decided to carry out the purchase.

Israel bought around 20 of the radar-evading Lockheed Martin Corp F-35s, along with ancillary equipment, for $2.75 billion last year, saying delivery would start in 2016 or 2017. Scheduling and budget glitches may have postponed that by a year, Haaretz said. It quoted Ehud Shani, director-general of Israel's Defence Ministry, as playing down the hold-up. "I am not nervous about it," Shani said, adding that he saw a boon for Israel's bid to incorporate products from its own electronic warfare, communications and other high-tech systems in the F-35, which is also known as the Joint Strike Fighter. "This may actually serve our interests. I favour an aircraft with as many Israeli-made systems as possible," he said. U.S. officials had generally opposed the proposed changes as overly costly and potentially counter-productive. "In the original timetable, it was argued that there was no time" to incorporate such systems into the Israeli F-35s, Shani said. "We will hear their conclusions and I expect a dialogue with the Americans over the new timetable and the changes." Israel's current warplanes are mainly Lockheed F-16s and F-15s produced by Boeing , another U.S. manufacturer. Boeing had lobbied Israel to buy more F-15s but Shani dismissed as "not relevant" the possibility that such jets would stand in for the lagging F-35s. Haaretz said the Jewish state expected a faster pace of delivery once the first F-35s arrived, and could eventually order up to 10 more of them. Israel was the first F-35 buyer outside the aircraft's co-development group comprising the United States, Britain, Italy, the Netherlands, Turkey, Canada, Australia, Denmark and Norway. (IAI) (TASE: ARSP.B1) Missile Systems and Space Group Division will unveil the naval version of its Jumper autonomous artillery missile system, which has a range of up to 50 kilometers, at the Singapore International Maritime Defense Exhibition and Conference IMDEX Asia 2011 on Wednesday. The naval platform of the system will enable navies to provide support for land forces. The missiles have GPS/INS and optional laser guidance system for precision targeting in all weather and visibility conditions. At IMDEX, IAI will also present an unmanned helicopter for both land and naval operations, which is still under development. The naval rotary UAV system can carry a payload of intelligence and imaging systems, and can operate in difficult climate conditions.

Elbit Systems has won a contract to develop a cargo unmanned air system for the Israeli defence forces. Dubbed "Flying Elephant", the project is aimed at performing resupply missions to the front line.
Sources said on 15 May that the Elbit design is based on a wheeled cargo pallet that can be loaded with 1t of ammunition, food or water. The pallet is attached to a special parafoil with servo systems that will ensure its aerodynamic shape.
The "Flying Elephant" will be able to fly for a "number of kilometres" and will have a GPS system for navigation to the desired supply point.
The Israeli defence ministry is paying for the development, with test flights due to be conducted next year.
The problem of resupplying Israeli combat units became acute during the second war in Lebanon, in 2006.
Elbit's proposal was selected because of its simplicity and the projected time that will be needed to deploy the system, sources said.

The competition to sell trainer aircraft to the Israel Air Force is heating up as the Defense Ministry gets ready to issue an official request for proposals from Korea Aerospace Industries (KAI) and Italy’s Alenia Aermacchi.
The IAF plans to choose either KAI’s T-50 Golden Eagle or Aermacchi’s M-346 Master to replace its fleet of A-4 Skyhawks for advanced cadet training.
Due to budget constraints, the aircraft will be bought by a joint venture set up by Elbit Systems and Israel Aerospace Industries (IAI) called Tor Ltd. that will then lease them to the IAF.
Delegations from Italy and Korea were recently in Israel and met with senior management at IAI and Elbit to discuss industrial cooperation in the framework of the sale of the trainer aircraft.
Defense officials said IAI was in talks with both companies about the possibility that the winner of the contract would open an assembly line in Israel to manufacture parts of the aircraft. Elbit is also in talks about integrating some of its equipment into the planes.
Known in Israel as the Ayit (Hawk), the Skyhawk initially arrived in Israel after the Six Day War and was Israel’s first American fighter jet.
It served prominently in the Yom Kippur War in 1973 and in the First Lebanon War in 1982. After that war, the IAF decided to phase it out from operational service and used it mostly as an advanced trainer for pilot cadets who had completed their primary and basic flight training on Fouga Magisters, which were recently replaced by the Beechcraft T6 turboprop.
In addition to the performance of the new advanced trainer, another consideration the Defense Ministry will consider in awarding the contract is the effect it will have on diplomatic relations with Italy and South Korea.
In South Korea, for example, Israeli defense companies are seeking hundreds of millions of dollars in contracts that could be endangered if the IAF chooses the M-346 over the T-50.
On the other hand, Italian Prime Minister Silvio Berlusconi has lobbied Israel heavily on behalf of the plane’s manufacturer and the jet is seen as a leading candidate within diplomatic corridors due to the close ties Prime Minister Binyamin Netanyahu has with his Italian counterpart.

Slated to replace the Hawk is David’s Sling, a missile defense system currently under development by Rafael in Israel and Raytheon in the US. David’s Sling would defend against Iranian missiles such as the M600, the Zelzal, Fajr and Fateh 110 deployed heavily in Hezbollah hands in Lebanon as well as other missiles with a range between 70 and 300 kilometers.
The IAF is planning on establishing the battalion that will operate David’s Sling in the near future so it will be ready to receive the missile defense system in 2012 when it is expected to become operational.
David’s Sling uses an interceptor called Stunner, fitted into a launcher that can hold 16 missiles. It works together with an advanced phased-array radar made by Israel Aerospace Industries.
A senior IAF officer said that even once David’s Sling is declared operational it will still take some time before it is formatted to also defend Israel’s skies against enemy aircraft.
The country’s main concerns with regards to air defense are Iranian-made drones – such as the Ababil – which are known to be in Hezbollah hands, and protecting commercial airlines from being hijacked by terrorists.
During the Second Lebanon War in 2006, Hezbollah flew a drone into Israel but it was intercepted by an IAF F-16 fighter jet.

Israel's leading arms makers, Elbit Systems and Israel Aerospace Industries, are taking an unusual procurement concept and giving it an ambitious new twist in a deal that will see the Israeli air force lease advanced jet fighter trainers from a joint venture set up by the two rivals.
Through their Tor joint venture, privately-held Elbit and state-owned IAI will purchase either Alenia Aermacchi M-346s or Korea Aerospace Industries/Lockheed Martin T-50s in exchange for a 20-year IAF contract to maintain the selected trainer and supply flight hours.
Elbit already has some experience with such a private finance initiative contract, having purchased Grob G120AI "Snunit" basic trainers in which it sells flight hours to the IAF. But the Tor deal is thought to be the first time any air force has gone down a PFI procurement route for an aircraft as close to the front line as an advanced jet trainer. And, according to CEO Ilan Harel, Tor may also break new ground in its financing of the venture, with a bond issue.
Tor is not yet being specific about the details of its planning, but estimates of the cost to replace about 34 ageing Douglas A-4 Skyhawks with about 30 T-50s or M-346s range between $750 million and $1 billion, and Tor could be looking to raise some $300 million from a bond issue.
Central to the concept is aircraft final assembly in Israel, to which both KAI and Alenia have committed themselves. Harel says Elbit and IAI have yet to agree how they'll split maintenance work on the aircraft, but "IAI will focus on the final assembly line that will be built in its facilities while Elbit Systems will supply avionics and also build and operate the simulator for the selected trainer".
The programme is moving towards issuance of a request for proposals in July, to allow the IAF to make a final selection in early 2012. The budget for operating the new trainer will be part of the multi-year Israeli defence forces plan set to be approved this summer.
"The IAF wants to have a replacement for its aging A-4s by 2015 and that, in many ways, dictates the timetable of the process," Harel says.
Harel is confident the business plan is a sound one. "Based on the experience gained in [the Snunit] contract I can say that the maintenance of an aircraft by civilian companies results in meaningful savings," he says, adding that a study of the IAF's Lockheed Martin F-16s showed that building sections of the aircraft domestically has saved "many dozens of millions of dollars during the last 30 years.
"We think that building a final assembly line for something around 30 aircraft is logical as this line will ensure that the know-how is kept in Israel for the lifecycle of the aircraft."
Success is crucial to the IAF's plans to introduce Lockheed Martin F-35s during the latter half of this decade, as its A-4s are too out of date to serve as a step into such a fifth-generation fighter; the IAF already has to do its fighter training in its F-16s.
Much clearly depends on Tor's ability to raise the finance it needs to purchase the aircraft and build an assembly line. A joint venture between IAI and the USA's Aviation Technology Group (ATG) to develop a trainer based on ATG's Javelin very light jet collapsed in 2007, when ATG halted operations after failing to raise $200 million in development funds.
The plan had been to develop three versions of Javelin to meet civil and military requirements, with IAI hoping to sell a variant as a replacement for the Israeli air force's CM-170 Zukit and A-4 trainers. Instead, Israel replaced its Zukits with the T-6s now maintained by Elbit.
Since the M-346 and T-50 emerged as leading candidates two years ago, both Elbit and IAI have been angling for a way to participate. However, the two companies are rivals with a history of competing very hard against one another, and the creation of Tor had to be approved by Israel's antitrust commissioner, which strictly restricted the venture to the trainer contract.
Thus, some industry watchers in Israel see the very existence of an Elbit-IAI deal as indication that the world of Israeli defence procurement is changing.

Israeli manufacturer Aeronautics Defense Systems is developing a jet-powered unmanned air system with a maximum take-off weight of 5,000kg (11,000lb).
Aeronautics president Avi Leumi confirmed that the programme is under way. To be powered by one engine, the system is intended "to get as fast as possible to where it is needed," he said.
Leumi said that it will take at least five years to develop the new UAS, with his company also developing new avionics equipment for the design. "The effort is to develop level-A avionics that will allow these UAS to get the permission to fly freely in civil airspace," he said.
Meanwhile, Aeronautics is continuing to expand its international presence. After opening a plant in Azerbaijan, a new site in Spain will begin operations in two months, initially manufacturing the company's Orbiter 2 and Orbiter 3 systems.

The Pentagon is planning to help Israel buy four more Iron Dome short-range anti-rocket batteries, the head of the Pentagon's Missile Defense Agency said on Wednesday. "In our budget, we have a proposal to assist with procurement of four more batteries," Army Lieutenant General Patrick O'Reilly, the agency's director, told the U.S. Senate Appropriations Defense subcommittee. The batteries consist of a mobile air defense system with a radar-guided interceptor missile launched from a truck-sized firing platform. O'Reilly was referring to fiscal 2011 funding of $203.8 million added last June at the request of President Barack Obama, agency spokesman Richard Lehner said in an email. The goal was to spur production and deployment of the system, the first direct U.S. investment in the project. Israel began deploying $50-million Iron Dome units two months ago to counter Katyusha-style rockets fired at population centers from Palestinian territory. The first was set up near Beersheba, a southern city twice hit by rockets during a March flare-up of cross-border violence. A second was deployed last month to the coastal city of Ashkelon, north of the Gaza Strip ruled by the Palestinian Islamist movement Hamas. On April 7, the system successfully intercepted a rocket from Gaza for the first time, followed by at least seven other intercepts, the Israeli military said. Its development was spurred by the 2006 conflict with Hezbollah in Lebanon and the Gaza Strip war against Hamas in 2008 and 2009. O'Reilly said he considered Iron Dome to have been "highly effective" in combat. But Israel faced a "daunting task" because of the volume of short-range rockets and missiles it faces, he said. "This is one which the United States benefits from understanding and studying exactly how they've been successful with the Iron Dome system," he said. U.S. troops could face similar threats from a combat zone, O'Reilly added. Obama in his 2012 budget request asked the U.S. Congress for $106.1 million for U.S.-Israeli joint missile defense programs, including improvements to the Arrow ballistic missile shield and David's Sling. Unlike these two programs, the development of Iron Dome was a unilateral Israeli project. The Iron Dome's radar-guided interceptor missile is built by state-owned Rafael Advanced Defense Systems Ltd. It is designed to destroy in mid-air rockets and mortar bombs that have ranges of 5 km (3 miles) to 70 km (45 miles). Declassified video of two Iron Dome intercepts was screened in Washington this week at the annual policy conference of the American Israel Public Affairs Committe, a pro-Israeli lobby group. The Israeli air force is planning to issue a request for proposals for the upgrade of three of its Lockheed Martin C-130H transport aircraft.
This will include new avionics and "additional systems", some of which are classified.
Israel Aerospace Industries' Bedek division is already replacing the centre wing box on a number of older C-130s for the air force.
Although the air force recently signed a contract to purchase three C-130Js, pressure on the Israeli defense budget has spurred the C-130 upgrade, which is aimed at keeping the aircraft in service for the next 15 years.

In an effort to obtain initial operational capability of the F-35 Joint Strike Fighter as soon as possible, the Israel Air Force is in talks with the Pentagon regarding the possibility that Israeli pilots will begin training on the plane in the United States.
Last year, Israel signed a $2.75 billion deal to purchase 20 fifth-generation stealth JSFs. Under the original deal, Israel was to begin receiving the planes in 2015 but due to development delays, delivery will likely now begin in 2017.
As a result, the IAF is hoping to obtain Pentagon approval for IAF pilots to begin training in the US as early as 2016, around the time that American pilots will begin training on the advanced fighter jet.
The F-35’s uniqueness stems not only from its stealth capabilities but also due to its integrated sensor suite which provides pilots with unprecedented situational awareness and enables the sharing of information between the various aircraft.
If approved, IAF pilots will train for around a year in the US and then return to Israel with the aircraft delivery, which is expected to commence in 2017 and be completed by 2018. Israel has received Pentagon approval to purchase an additional 55 aircraft.
On Wednesday, IAF commander Maj.-Gen. Ido Nehushtan said that while there were delays in the development of the F-35, Israel required the jet, which would provide it with new and unprecedented capabilities.
“The plane will provide the air force with new capabilities like in the past when the F-15 and F-16 arrived and pulled the IAF after them in terms of doctrine and operations,” Nehushtan said at a conference at the Fischer Institute for Air and Space Strategic Studies in Herzliya Nehushtan’s remarks came after the Senate Armed Services Committee questioned top Pentagon officials last week on the aircraft’s rising development costs, expected to now reach $1 trillion.
Arizona Sen. John McCain, the top Republican on the committee, referred to the program as “incredibly troubled” and a “train wreck.”
He said Lockheed has done an “abysmal job” at containing cost overruns and urged that the company absorb at least some of them. He also suggested that the Defense Department mull possible alternatives to the F-35 if the rising costs cannot be contained.

TEL AVIV, Israel, June 7 (UPI) -- The Israeli air force is sending a team to the United States this month to evaluate the controversial V-22 Osprey tilt-rotor aircraft that it's eyeing for search-and-rescue and covert special operations. The successful March rescue of a downed U.S. Air Force F-15 pilot in Libya by an Osprey crew has doubtless enhanced the prospects of the multi-mission aircraft built by Bell Helicopter and Boeing Rotorcraft Systems. "The (Israeli air force) has had its eye on the V-22 for a number of years and senior officers, including Chief of Staff Lt. Gen. Benny Gantz have flown in it and were impressed with its capabilities," The Jerusalem Post reported Tuesday. The air force had initially looked at the Osprey as a replacement for its aging fleet of Sikorsky CH-53 Sea Stallion transport helicopters. But these days, the Post added, "due to the V-22's smaller size it is being looked at a complementary platform to assist in (Israeli air force) search-and-rescue operations and dropping Special Forces behind enemy lines." Once the air force team has fully examined the V-22 in the United States, the service's helicopter directorate will submit a recommendation to the air force commander, Gen. Ido Nehushtan. The V-22 can carry 24 fully equipped combat troops seated -- 32 floor loaded -- or more than 19,800 pounds of internal or external cargo. It has a range of 2,500 miles with a single in-flight refueling. The Osprey is unique because it has vertical takeoff and landing capability like a helicopter, with the rotors of its two end-of-wing Rolls-Royce AE 1107C engines in the upright position. It can shift the three-bladed rotors 45 degrees so they operate as propellers pushing the aircraft forward, with short-takeoff and landing capability. It can reach speeds of 350 miles per hour, about double that of a traditional helicopter. The Osprey was first designed in the 1950s but the first V-22 wasn't rolled out until May 1988. Since then its development has taken years because of the complexity and difficulties of being the first tilt-rotor designed for military service. It has had to overcome a series of political, funding and technical battles that threatened to scrap the project before it was certified for operational deployment. Despite a series of high-profile fatal accidents involving the V-22, the Pentagon approved full-rate production in September 2005. The U.S. Marine Corps deployed the MV-22 in 2007 and has been steadily replacing its CH-46 Sea Knights on a squadron-by-squadron basis. The switch is due to be completed by 2019. The U.S. Army deployed Ospreys in 2009 and it has seen combat in Iraq, Afghanistan and Libya. It made its combat debut in Iraq's turbulent Anbar province, an insurgent hotbed, in November 2007. The Israeli air force team that will evaluate with V-22 will note that the U.S. Marines in Afghanistan, where the Osprey was deployed in November 2009, found that the V-22's speed and range made it a good operational match for fast combat jets. The Marines thus split Marine Expeditionary Unit operations into two groups, one with fixed-wing jets and V-22s, the other with slower helicopters. The U.S. Air Force's first operational CV-22 was delivered to the 58th Special Operations Wing at Kirtland Air Force Base, N.M., in March 2006. The aircraft is currently deployed with three Special Operations Squadrons. There are 112 V-22s operational with U.S. forces. The Marine Corps has ordered 360 of the aircraft, each costing $110 million. The U.S. Air Force Special Operations Command wants 50 and the U.S. Navy is expected to acquire 48.

The MicroFalcon is a high performance, small UAS which is designed to be activated by one operator under the most demanding conditions, and in extreme weather. The 6kg (13lb) type operates at an altitude of 15,000ft (4,570m) and can stay airborne for 2h.
With boxed-type wings, the MicroFalcon can land upside down using a parachute, thereby increasing survivability and cutting down on the redeployment time cycle, according to Innocon.
