Plasan Sasa has won a contract worth PLN24.75 million (USD6.56 million) to provide modified SandCat 4x4 armoured vehicles for the Polish Military Police Special Unit.

The new vehicles will be known as Szop (Racoon) in Polish service, with the SandCat beating the Germaz vehicle proposal for the light armoured intervention vehicle programme (Samochod Interwencyjny Lekko Opancerzony - SILO).

The Israeli SandCat vehicle, based on a shortened Ford F350 chassis, is powered by a 6-litre diesel engine with a 4x4 transmission.

The SILO requirement had called for a 5-door vehicle capable of transporting 6-8 fully equipped soldiers and additional equipment with a gross vehicle weight under 10 tonnes, powered by at least a 280 hp engine, and capable of mounting add-on Super Multi-Hit Armour Technology (SMART) composite armour.

The 14 Szop vehicles will be supplied by the Polish firm Zeszuta, as a representative of Plasan Sasa, by the end of 2015. The Szop vehicles will be delivered in several variants, all painted black: seven armoured intervention vehicles, two vehicles with an assault ramp, three medical evacuation vehicles, one VIP emergency evacuation vehicle, and one command vehicle, which will be equipped with a sensor mast.

WB Electronics and Thales have unveiled their tactical unmanned aircraft system for the Polish Gryf requirement at Poland's MSPO exhibition.
The new solution, which is based on an unarmed Watchkeeper system delivered to the British Army, incorporates its surveillance capability with a strike capability of the Thales freefall lightweight multi-role missile (FFLMM).
Thales Defence Mission Systems executive vice-president Pierre Eric Pommellet said: "Thales is committed to delivering the right solution for Poland's Gryf requirement.
"Of course, the solution is not just about meeting the capability needs but delivering the solution through collaboration with Polish industry."
The system's intelligence, surveillance, target acquisition and reconnaissance (ISTAR) capability will allow commanders to fully understand and exploit their environment, Thales stated.
In addition, it will be able to dynamically re-task to an effects-based capability in order to help making faster, better informed decisions during critical target engagement.

According to Thales, the system will be delivered through a full partnership with the wider Polish industry.
The partnership, which was announced in July, is expected to establish a sovereign capability for the Polish Armed Forces.
WB Electronics vice-president Adam Bartosiewicz said: "Cooperation with Thales on project Gryf for the Polish Army is the best demonstration that Polish companies have the capacity and expertise to offer the most technologically advanced military systems on a global level.
"We also expect that as a result of the established close cooperation, our British partners can also expand their trade portfolio on systems designed and developed in the WB Group."

WARSAW (Sputnik) – Poland plans to invest the equivalent of $3.4 billion over the next 10 years to modernize its naval forces, Prime Minister Ewa Kopacz said Friday.
"Over the next decade to modernize the Navy (for the operational program ‘Combating threats at sea,’ we will allocate 13.2 billion zlotys," Kopacz said, as quoted by the prime minister’s official website.
Speaking at a ceremony at a shipyard in the northern city of Gdansk, Kopacz said $420 million of the earmarked sum would be spent this year.
The investment is part of Warsaw’s commitment to increase military spending on defense to 2 percent of GDP, as prescribed by the North Atlantic Treaty Organization (NATO).
The Polish leader expressed confidence that the Kormoran II mine hunting vessel, whose christening was on Friday, "will increase the security of shipping routes and marine training grounds."
According to local media, sea trials of the Kormoran II are expected next March and its entry into service with the Polish Navy in November 2016. The prime minister's website said two more Cormorant-class mine hunters are expected by 2022.

Thales Alenia Space has received a contract from the Italian Ministry of Defence's General Directorate of IT and Advanced Technologies (Teledife) to supply Cosmo-SkyMed ground segment to the Polish Ministry of Defence (MoD).
The €30m contract forms part of a 2012 agreement signed by the Italian and Polish defence ministries concerning collaboration on Earth observation.
Under the agreement, Poland may take a significant role in the second-generation Cosmo-SkyMed programme, and could also domestically build the associated user segment.
The ground segment allows for the reception and processing of data and data products generated by Italy's first and second-generation Cosmo-SkyMed satellites.
The Polish Defence User Ground Segment (P-DUGS) will be able to request images, receive satellite data and generate and store different types of products.
It will serve as an integral part of the overall Cosmo-SkyMed ground segment.
Thales Alenia Space Italia Observation Programmes senior vice-president Massimo Di Lazzaro said: "This contract confirms Thales Alenia Space Italia's ability to develop complex space systems, as well as state-of-the-art satellites."


The P-DUGS, which will guarantee access to the first-generation Cosmo-SkyMed satellites, is scheduled to be implemented in two phases, the first of which is planned for late 2016 or early 2017.
Slated to run between the end of 2017 and early 2019, the second phase would extend access to the second-generation satellites.
Representing the first concrete collaboration between the Italian and Polish defence ministries on space programmes, the contract enables Telespazio and Thales to strengthen their presence in Poland. Thales has established a new office in the capital Warsaw in June this year.
Designed to meet both defence and civil requirements, the Cosmo-SkyMed is wholly built by the Italian industry, including innovative small businesses, and was financed by the Italian space agency, Ministry of Defence and the Ministry of Instruction, University and Scientific Research.

The Polish government is considering procuring its submarine replacement in collaboration with another NATO country, such as the Netherlands or Norway, Deputy Defence Minister Czeslaw Mroczek told Polish media.

Speaking to the PAP press agency on 6 September, Mroczek said that such a teaming would aim at reducing costs.

Both Norway and the Netherlands confirmed to Reuters that their respective governments were open to the possibility of partnering to buy submarines with Poland.

So far, DCNS, Saab Kockums, and ThyssenKrupp Marine Systems are understood to have shown interest in a tender for building the submarines.

A tender for the submarines was expected at the end of 2014 or the beginning of 2015, with a contract signing taking place in 2016 or 2017.

ANKARA, Turkey — Turkey's state-controlled missile producer Roketsan signed a deal with the Polish company WZL1 to make its debut in Poland.

Roketsan said the deal with WZL1 aims to have two of its products, the Cirit and the UMTAS, integrated into Polish armed forces platforms.

"Roketsan and WZL1 have agreed to cooperate in order to offer solutions [to the Polish military] based on Roketsan's Cirit and UMTAS systems," the company said.

Roketsan won a $196.2 million contract from the United Arab Emirates for its Cirit laser-guided rocket system in 2014. Cirit is one of several programs launched by Turkey to equip the Turkish Army's T-129, AH-1P Cobra and AH-1W Super Cobra attack helicopters with low-cost precision strike capabilities. The 70mm rocket has a range of eight kilometers.

Airbus Helicopters, formerly Eurocopter, selected the Cirit for a test and integration program to equip the company's EC635.

Roketsan also developed an anti-tank missile, the UMTAS, later renamed Mizrak-U. The missile, which hasn't been delivered yet to Turkey's procurement office, has had several successful field tests. A parallel program dubbed Mizrak-O — the medium-range version of Mizrak-U — also awaits a government go-ahead for serial production.

The Mizrak-U, with its infrared imaging and laser-seeker options, is an anti-tank missile with a range of eight kilometers that can be used in air-to-ground and ground-to-ground operations. Roketsan officials said the system is going through further technical tests and tests for compatibility with environmental conditions.

The Mizrak-U is considered the official anti-tank system for the T-129 and the Anka, Turkey's first locally developed unmanned aircraft. Armored land vehicles and naval vessels are other potential Mizrak-U platforms.

At MSPO 2015, the International Defence Industry Exhibition in Poland which took place in Kielce from the 1 to 4 September 2015, Polish shipyard Remontowa Shipbuilding was showcasing several ongoing projects it is currently developing in order to answer future Polish navy needs such as the Batlyk, Supply or Magneto programs.




The first and largest project unveiled by Remontowa at MSPO 2015 is the OWL Baltyk. It is developed to answer a future Polish Navy need for ocean going support vessel(s). The main characteristics of the vessel are the following: Length over all 139.6 meters; Maximum Breadth 24 meters; Displacement of 14,000 tons.

Talking to Navy Recognition, Remontowa Shipbuilding Director of Navy Projects stressed that the vessel was still at project phase (with two designs being studied as seen above) and the images conceptual, but based on the computer generated images (CGI), OWL "Baltyk" is fitted with a Rheinmetall Millennium 35mm CIWS as main gun at the bow, 4x Rheinmetall MASS decoy systems (2 on top of the bridge, 2 on top of the helicopter hangar), 4x 12.7mm machine gun mounts (same location), 1x Phalanx CIWS on top of the helicopter hangar. The project features a large helicopter deck and hangar, a large crane and space to store close to 12 standard iso containers. One of the designs features an additional davit to store and deploy a large Solas life boat with capacity for over 100 people (in addition to the two present for RHIBs).



Remontowa's second largest project unveiled at MSPO 2015 is a replenishment tanker (Zbiornikowiec codename "Supply"). This project has a length overall of 106 meters, a breadth of 18 meters for a displacement of 5,700 tons.

This design could be pitched by Remontowa Shipbuilding to answer a future Polish Ministry of National Defence need to replace the existing ORP Baltyk, a 2,900 tons fleet tanker which was launched in 1988.

As for the Logistic Support Ship project above, the fleet tanker is still at project phase and the images conceptual, but based on the CGI, this replenishment tanker is fitted with: a Rheinmetall Millennium 35mm CIWS as main gun at the bow, 2x Rheinmetall MASS decoy systems on top of the bridge, 4x machine gun mounts, a helicopter deck, a large crane, space to store 8 standard iso containers and 2 RHIBs.

Another project unveiled by Remontowa at MSPO 2015 is the Degaussing Ship codename "Magneto". It should be based on the same hull of the Kormoran II mine counter measure vessel which was very recently launched by Remontowa. According to Remontowa, Magneto could be used for minesweeping.

Based on the image, the Magneto project vessel is fitted with the same turret as the Kormoran II vessel (a ), 2x machine gun mounts, 2x RHIBs stored behind the bridge and a third one on ramp at the stern. There is a small platform for VERTREP (vertical replenishment) and maybe deploying and recovering VTOL UAVs.

Magneto has a length of 59 meters, breadth of 11.3 meters for a displacement of 930 tons.


Remontowa was also showcasing a scale model of an existing (civilian) vessel: The THV Galatea. THV Galatea is a lighthouse tender operated by Trinity House, the body responsible for the operation of lighthouses and marine navigation aids around the coasts of England, Wales and the Channel Islands. It was launched in July 2006.

Remontowa plans to use the same base to answer the future "Ratownik" (Polish word for "Rescuer") program which calls for two multi-function rescue vessels capable of supporting and rescuing not just surface ships but submarines as well. The Polish Navy launched a tender for two diesel electric submarines (Orka program) and these "Ratownik" vessels should be procured when construction of the future Polish Navy submarines have started.

THV Galatea has a length of 84 meters for a displacement of 3569 tons. It is fitted with a forward helicopter flight deck on top of the bow.

German firm Rheinmetall MAN Military Vehicles (RMMV) recently unveiled a variant of the company’s AMPV 4×4 high-mobility multi-purpose protected vehicle specially configured to meet the needs of the Polish Army, with an eye to the particular requirements of the country’s special operations forces, but also a wide variety of other units. The AMPV vehicle is the result of a partnership with Krauss-Maffei Wegmann (KMW). This configuration for special forces units was seen armed with ZSMU-1276 remote controlled weapon system of Polish firm Zakłady Mechaniczne Tarnów (ZMT). ZMT is part of Polis Arms Group PGZ (Polska Grupa Zbrojeniowa). Weighing in at 7.8 tonnes when empty, the AMPV can carry a payload of over 2 tonnes. The AMPV can be airlifted by C-160 Transall, C-130 Hercules /Super Hercules, A400 Atlas, CH-47 Chinook and CH-53 Sea Stallion aircraft. The AMPV attains a maximum speed of 110 km/h and range of 700 km. Equipments include self-contained armoured fighting compartment that can be augmented with add-on armour modules, diesel engine, automatic transmission, automatic differential lock management system, independent suspension, double wishbones, a central tyre inflation system, bullet-resistant glass, heating and cooling system, NBC filtration unit, and battlefield management system. Les ministres polonais et suédois de la Défense ont signé lundi à Varsovie un accord cadre de coopération militaire, qu'ils ont placé dans le contexte du conflit en Ukraine et de l'annexion de la Crimée par la Russie.

Le ministre polonais Tomasz Siemoniak a déploré que "de la mer de la paix, la Baltique est devenue une mer des dangers", et souligné que la Pologne est favorable au renforcement de la coopération entre l'Otan et la Suède, qui n'est pas membre de l'Alliance.

Le ministre suédois de la Défense Peter Hultqvist a pour sa part relevé que "l'activité russe dans la Baltique" - où les passages de navires de guerre russes sont devenus fréquents ces derniers temps - avait conduit son pays à prendre "deux décisions stratégiques": augmenter le budget de la Défense de 11% sur cinq ans, et renforcer la coopération avec l'Otan et celle, bilatérale, avec des membres de l'Alliance.

Le renforcement de la coopération entre la Suède et l'Otan a été récemment dénoncé par Moscou, qui a menacé Stockholm de "mesures de représailles" en cas d'adhésion à l'Otan.

La Suède a convoqué vendredi l'ambassadeur de Russie à la suite des déclarations de Moscou.

Les deux ministres ont évoqué en termes généraux leur "dialogue stratégique" et des initiatives de coopération et notamment des exercices communs que les forces armées de leurs pays doivent lancer dans les prochains mois, sans entrer dans les détails.

The AGM-158 JASSM (Joint Air-to-Surface Standoff Missile) is a low observable standoff air-launched cruise missile developed in the United States. It is a large, semi-stealthy long-range weapon of the 2,000 pounds (910 kg) class.

Armed with a penetrating blast-fragmentation warhead, JASSM is a stealthy, precision-guided cruise missile. JASSM employs an infrared seeker and enhanced digital anti-jam Global Positioning System, and is integrated on the U.S. Air Force’s B-1, B-2, B-52, F-16 and F-15E. Internationally, JASSM is carried on the F/A-18A/B and the F-18C/D aircraft.

Produced at the company’s award-winning manufacturing facility in Alabama, more than 1,700 JASSM cruise missiles have been delivered.

Poland has launched its first Project 258 Kormoran II mine warfare vessel.

The ship entered the water on 4 September. To be named ORP Kormoran (601), commissioning for the ship is planned for 30 November 2016. Upon commissioning, the vessel will be stationed in Gdynia, Poland, with the 13th Minesweeper Division, part of the 8th Coastal Defence Flotilla.

Poland's search for a new mine warfare vessel began in 1999 with initial work on the Project 257 Kormoran programme; however, the project was cancelled in 2002.

L'Armée de l'Air polonaise a reçu ses deux premiers avions Sukhoi Su-22M4 modernisés. La Pologne dispose actuellement de 26 Su-22M4 monoplace et 6 biplaces Su-22UM3K qui sont exploités, depuis la base aérienne de Swidwin.

Au final la Pologne a décidé de moderniser 12 Su-22M4 six Su-22UM3K. Chaque avion pourra encore voler environ 800 heures après la mise à niveau. Cette solution transitoire, doit permettre de tenir jusqu’au choix d’un nouvel avion de combat, dont l’entrée en service est planifiée au plus tard pour 2025.

Les Su-22 modernisés sont dotés de nouvelles radios sécurisées, d’une amélioration du système d’éjection du pilote. La cellule est entièrement révisée et repeinte avec une nouvelle peinture.


Coordonner le remplacement :

Le remplacement à terme de la flotte de Sukhoi Su-22M se fera en parallèle avec les 31 MiG-29 encore en service. Durant un certain temps, les Etats-Unis avait envisagés de placer le F-35 en Pologne qui est également dotée de Lockheed-Martin F-16C/D. Mais la Pologne ne peut en aucun cas se payer le F-35.

Trois avionneurs sont déjà présagés pour le futur achat polonais, Lockheed-Martin avec une seconde tranche de F-16, le suédois Saab avec le Gripen E et Airbus avec l’Eurofighter.

The Polish air force has received its first pair of modernised Sukhoi Su-22M4 strike aircraft from the WZL-2 depot in Bydgoszcz.

Following a decision early last year to keep the Soviet-era type in service for another decade, the aircraft are being equipped with new VHF/UHF radios, as well as having their cockpit instruments labelled with imperial units.

A first Su-22M4 to undergo the modifications was delivered to Bydgoszcz in February 2015, and after the verification of the airframe's technical condition and the installation of new equipment, it underwent maintenance and overhaul.

Test flights involving modernised aircraft were performed in late August and early September, and the first two have been returned to the Świdwin air base. Another four will be delivered by the end of this year, and eventually the air force will have 12 Su-22M4 strike aircraft and six Su-22UM3K. Each aircraft will have an approved remaining service life of 800 flight hours, or 10 years.

Another aspect of the modernisation is a new, two-tone grey camouflage on the upper wing surfaces and fuselage, with light grey underneath. The air force selected the scheme – which replaces a more colourful prior livery (below) – to match that used on its Lockheed Martin F-16C/Ds.

Selon la presse polonaise, Airbus Helicopters propose 50 Caracal H225M pour un prix de 3,1 milliards d'euros. Le ministère de l'Economie polonais va ouvrir le 30 septembre les négociations sur les offsets.

On en sait un peu plus sur le montant précis de la proposition d'Airbus Helicopters à base de Caracal H225M en Pologne: 13,3 milliards de zlotys (soit 3,1 milliards d'euros). C'est la presse polonaise, et plus précisément le magazine spécialisé Defence24, qui a révélé ce montant sur la base d'un compte rendu d'une réunion d'une commission parlementaire en charge de l'économie, à laquelle étaient conviés des représentants des ministères de la Défense et de l'Economie, des députés et les trois constructeurs qui étaient en compétition (Airbus Helicopters, Sikorsky et AgustaWestland).

Ouverture des négociations sur les offsets

Le journal polonais a également indiqué que le ministère de l'Économie allait commencer le 30 septembre les négociations sur les compensations (offsets) avec le constructeur de Marignane, qui propose de produire plus de 90% du contrat en Pologne, selon Defence24. Produire surplace était la condition sine qua non pour espérer gagner cet appel d'offres. Dans le cadre de cette campagne stratégique, le constructeur franco-allemand a signé en 2013 un accord industriel avec le polonais WZL-1. Cette entreprise, basée à Lodz et spécialisée dans la maintenance aéronautique, assemblera le Caracal si Airbus Helicopters gagne la compétition.

De son côté, le motoriste et partenaire d'Airbus Helicopters dans cet appel d'offres, Turbomeca (groupe Safran), installera également une chaîne d'assemblage pour les turbines du H225M. WZL-1 devrait acquérir les capacités de fabriquer et d'entretenir les turbines. Safran a pour sa part une usine implantée à Sedziszow Malopolski dans le sud-est de la Pologne (Hispano-Suiza) et qui emploie plus de 500 personnes. Elle produit des pignons et des carters pour les transmissions de puissance et fait le montage. Elle produit des composants pour moteurs d'avions, d'hélicoptères et de nacelles. Enfin, WZL-2 doit accéder à des compétences dans l'avionique. Enfin, Airbus Group va installer un centre de recherches à Lodz.

Des polémiques sur le choix du ministère de Défense

Defence24 fait état de polémiques récurrentes sur le choix du ministère de la Défense en faveur d'Airbus Helicopters. Pour autant, le général Adam Duda, chef de l'Inspection des armements, a rappelé que les trois offres présentées en décembre 2014 avaient toutes largement dépassés le budget alloué à l'achat de ces hélicoptères. D'où notamment la baisse de la cible qui est passé de 70 à 50 hélicoptères.
Au final, le ministère de la Défense, selon le général Duda, avait dû rejeter les deux offres de Sikorsky et d'AgustaWestland "pour des raisons formelles" car elles "ne pouvaient pas être acceptées en raison des règles du jeu" de l'appel d'offres, a écrit Defence24.

En avril, dans le cadre de la modernisation de ses forces armées, Varsovie annonçait avoir retenu l’hélicoptère H225M Caracal d’Airbus Helicopters aux dépens du S-70 Black Hawk de Sirkorsky et de l’AW-149 de l’italo-britannique AgustaWestland.

Pour autant, il était alors prématuré de sabrer le champagne chez Airbus Helicopters car selon la procédure polonaise, il fallait encore faire subir une évaluation de l’appareil sélectionné avant de commencer les négociations exclusives portant sur une commande de 50 hélicoptères pour un montant de 3,2 milliards d’euros.

Depuis, le premier obstacle a été franchi étant donné que le Caracal a pleinement donné satisfaction lors de la phase d’évaluation. « Je peux annoncer aujourd’hui avec certitude que cet hélicoptère a rempli toutes les exigences des forces armées, en conformité avec l’offre d’Airbus », a en effet affirmé, le 27 mai dernier, le général Miroslaw Rozanski, du ministère polonais de la Défense.

Reste maintenant à passer le second obstacle. « Je pense qu’avec le peu de choses qui restent à faire et le niveau d’importance que cette acquisition représente pour la Pologne, on va avancer », avait estimé, au début de ce mois, Guillaume Faury, le Pdg d’Airbus Helicopters.

Seulement, les choses ne seront pas aussi simple, sauf si, mais c’est peu probable, le contrat est signé avant le 25 octobre prochain, c’est à dire avant les prochaines élections législatives en Pologne.

« De mon point de vue, il est impossible que ce contrat (…) soit préparé dans le mois qui nous sépare des élections », a d’ailleurs confié le ministre polonais de l’Économie, Janusz Piechocinski, auprès de l’agence Reuters, le 28 septembre.

Aussi, ce marché promis à Airbus Helicopters pourrait bien être remis en cause. Déjà, alors qu’il venait d’être élu à la présidence de la République, Andrzej Duda, issu du parti conservateur Droit et justice (PiS), avait critiqué le choix en faveur du Caracal. Et sa formation politique semble bien placer pour remporter les prochaines élections législatives.

Or, le vice-président du PiS, Antoni Macierewicz, pressenti pour être le prochain ministre de la Défense en cas de victoire de son parti, a annoncé la couleur lors d’un entretien accordé à la presse.

« Que nous soyons dans l’opposition ou que le PiS soit responsable des décisions gouvernementales après les élections, nous n’accepterons pas cet achat, désavantageux pour la Pologne », a-t-il ainsi prévenu. Selon, le gouvernement libéral conduit par Ewa Kopacz a pris une « décision politique » en faisant le choix du Caracal. C’est une « transaction avantageuse pour la France mais préjudiciable pour la Pologne », a-t-il fait valoir.

Pour le PiS, le choix d’Airbus Helicopters risque de faire de l’ombre aux usines déjà installées en Pologne par Sikorsky (en phase de rachat par Lockheed-Martin) et AgustaWestland, dont le groupe polonais PZL-Swidnik est une filiale.

Tout dépendra des résultats qui tomberont le 25 octobre prochain. Pour le moment, le PiS est le favori des sondages. Mais il arrive que ces derniers se trompent.

Pourtant, Airbus Helicopters entend investir d’une manière significative en Pologne. En février, le constructeur a en effet inauguré un centre de recherche et de développement à Lodz.

« Nous sommes convaincus de la capacité d’Airbus Group de proposer des produits mais aussi d’offrir l’opportunité pour l’industrie polonaise de prendre part à un rôle plus important, de participer à l’avenir à des programmes d’envergure, que ce soit des programmes militaires ou civils, que le groupe Airbus lance et développe par nature », avait affirmé, à l’époque, M. Faury.

En outre, en cas de signature du contrat concernant les Caracal, Airbus Helicopters s’est engagé à installer une ligne d’assemblage en Pologne. Voire même deux s’il remporter l’appel d’offres polonais concernant les hélicoptères d’attaque.

During MSPO 2015 and DSEI 2015 BAE Systems presented the capabilities of its Bofors Mk3  57 mm Naval Gun. Defence24.pl has conducted an interview with Stefan Löfström, Head of Regional Sales - Europe at BAE Systems Bofors. The interview covers the aspects of BAE Systems Mk 3 naval guns offer for the Polish Miecznik coast defence vessels and Czapla patrol vessels.


Maksymilian Dura: What are the features of 57 mm guns when compared to 76 mm guns?

Stefan Löfström, Head of Regional Sales - Europe at BAE Systems Bofors: A 76 mm gun has only got an advantage when it is used for support the land forces activities. However, as I understand, the main role of the guns on the Polish vessels will be sea targets (vessels and asymmetric threats) and air targets (aircraft and anti-ship missiles). However, fighting targets on the ground will be of secondary importance.

When fighting surface and air targets (including approaching missiles), the capabilities of the 57 mm gun as the same compared to the 76 mm, if not better, with additional benefits related to the weight and size of the system and ammunition. The bigger capabilities are due to two reasons: they result from faster shooting (up to 220 rounds per minute), secondly, we have done much more to increase the result in the target (by increasing the amount of explosive in every shell, and constructing programmable ammunition in the right way)

Therefore, the amount of the explosive material that is sent on the target in a second is bigger for Mk3 57 than a 76 mm calibre. Therefore, we get more results in the target, at the same time increasing the precision of the fired rounds. Bofors is better in this area. In the first half a minute our gun is capable of sending more explosive material to the target than most other medium calibre artillery systems in the world.

What is the role of the artillery fire control radar in this respect?

In this respect the situation is the same for the 57 mm and 76 mm. Both solutions are dependent on the capabilities of the fire control system. The better the system, the greater the capabilities of the artillery set. In both cases neither Bofors nor Oto Melara are the suppliers of that equipment, and in both cases the success is up to the right integration of the fire control system with the gun. Therefore good integration is a key. We have managed to marry the Mk3 57 mm gun with many systems, developed by well-known companies such as: Saab, Thales, Terma or Navantia.

Is it only about the fire control radar?

No, because the Bofors Mk3 57 can equally well co-operate with an optoelectonical fire control system. Such combination have already been made (e.g. with Thales Mirador system) and work well also at night thanks to the use of thermal cameras. Anyway, the majority of radiolocation fire control systems have their own optoelectonic heads. To give an example, the Ceros 200 radar from Saab has been proven with the 57 mm gun on the Visby Swedish corvettes.

What is the Bofors Mk3 57 mm artillery system composed of?

Obviously, besides the gun, above it there is a radar measuring the speed of each round, allowing the calibration of the system, especially in the case of the 3P ammunition (setting the flight time, for instance). Each shell is programmed individually before firing. In this way the result on target is being increased.

A TV camera is an additional equipment. This is not an optoelectical fire control system, though. This is only a TV camera, which is the ultimate reserve. If the on-board fire control system goes down, then one can use it, but only for line-of-sight targeting. So it has a very limited capability, which could be useful in certain cases, e.g. when fighting asymmetrical threats.

You have mentioned 3P ammunition. Are there any new solutions in this area?

This is an already developed product, being offered with the gun. What was recently achieved is a quick change by the gun from fighting air targets to sea targets, with an automatic re-programming of the 3P ammunition. This possible immediately, without stopping the fire basically. The ammunition programming system, which works in the fraction of a second, allows this. This is a big advantage.

When it comes to new technologies, we are obviously looking for new solutions, but they haven’t been thoroughly checked yet, so cannot be offered to potential customers such as Poland. Yet, we stand ready to talk and co-operate with the Polish industry – also in the area of development of new programmable ammunition. We are open to proposals, but they have yet not come up on the Polish side. We continue to be open to talk about it.

What do you think about the so-called ‘telescoped ammunition’?

Obviously, we are conducting analytical work on the ‘telescoped ammunition’ but it is not on our priority list yet. We are monitoring what has been done in this area so far, but for the time being we do not plan to use the solution, especially for naval systems.

How could the numbers of ammunition to be taken on-board with the 57 mm and 76 mm guns, be compared?

The weight of the 57 mm ammunition is much less compared to the 76 mm ammunition. So, for instance, if we take 1000 rounds, which should somehow be stored on the ship, the system of storing this amount including the 57 mm gun weighs about 14 tons. As a comparison, the ammunition storage including the 76 mm gun weighs about 21 tons. This already has some influence on the stability of the vessel and the location of the centre of gravity, especially in the case of smaller ships.

Obviously, this depends on the construction of a vessel, but the majority of navies prefer the ammunition to be stored just below the gun. With a bigger calibre this becomes a serious problem, because it will have to be placed very deep into the platform (6 to 8 metres),  due to the level of the on-board of the artillery system. This complicates the organization of the ammunition supply system.

What is also important is the amount of the ammunition, which is immediately available in the turret. In the case of the Mk3 57 mm, there are 120 rounds set in two feeders of the same-size on both sides of the gun, two handy parks set located on the sides of the turret, and two cassettes at the bottom of the gun.

Do you plan a new version of the 57 mm gun?

The 57 mm gun has been developed in stages and everyone can see the changes looking at the differences between the Mark 1 and Mark 2 systems, the Mark 2 and Mark 3 systems and looking at the solutions used on the Visby corvettes. We don’t have a detailed plan yet, not to mention a timescales to move to the Mark4/5 version.

The work on the modernization of the existing solutions is ongoing, though. Recently we completed the modernization of a complete computer system for the Mk3 gun (new generation computers have been used). But we also replace some components of the whole artillery system, when this increases the capabilities of the gun.

WARSAW --- The Polish Council of Ministers has approved the 2016 budget bill, which allocates PLN 35.9 billion ($9.45 billion) to the defense budget. Defense expenditure thus increases to 2% of GDP, in line with previous government decisions in increased defense spending.

Capital expenses are set at PLN 10.59 billion, equivalent to 29.5% of the total envelope for national defense, according to Polish Ministry of Defence spokesman Col. Jacek Sońta. Of this total, PLN 9.689 billion is allocated to modernization, of which PLN 5.647 billion will be used to finance the highest-priority programs, and especially operational programs.

This year’s budget, according to the act on the modernization, reconstruction and funding of the Armed Forces, was to be limited to PLN 33.024 billion. The outlays within the framework of the Act are actually going to be PLN 3 billion higher, because of the increase due to the GDP indexation and inflation.

More than PLN 38 billion was spent on defense this year, of which over PLN 5 billion to pay the instalments related to the F-16C/D Block 52+ fighters. That amount was not in line with the Act related to reconstruction, modernization and financing of the Polish Armed Forces.

Personnel expenditures in 2016 will reach PLN 8.241 billion, with and additional PLN 6.958 billion to cover pensions, according to MoD spokesman Col. Jacek Sońta. Purchases related to repair, health and remaining services, acquisition of materials, equipment, energy and food products are going to be funded with an allocated amount of PLN 6.959 billion. Miscellaneous items include benefits for persons (PLN 0.810 billion), remaining ongoing expenditure (PLN 1.483 billion), and defense-related subsidies (PLN 1.083 billion.)

Defense research and development will be funded at 2.5% of the budget (899 million zlotys), in line with the provisions of the amended budgetary act. In other parts of budget, the national defense section was covered with PLN 236 million, including 175 million for the research initiatives within the area of defense; PLN 37 million to cover the program of the defensive preparations outside the military and 24 million zlotys for the Economy Mobilization Program.

In 2016, the “basic” defense budget will increased in comparison to 2015, but the total load imposed on public finances by the defense function will actually be lower than in the current year.

Considering the worsening overall situation of national security, an increase of the defense spending above the level of 2% of GDP would be desirable in order to reverse the cuts implemented between 2008 and 2013, and to reconstruct the reserves and the paramilitary forces.

At the same time, in 2015, total expenditure at the level of 2.2% of GDP did not overload the public financial system excessively, so a similar situation is not likely over the coming years.

The Armaments Directory of the MoD intends to acquire 150 rifles, in the .338 Lapua Magnum calibre. A total of 50,000 rounds of this calibre will accompany the rifles for training and operational use. The aim is for the snipers to be able to engage infantry or other personnel targets at distances up to 1,500 metres. In addition to that, they should be able to neutralize light armoured equipment at distances up to 1,200 metres.

The Polish MoD also seeks to procure the necessary day and night-vision optics that would allow the users to detect human-sized targets at a range of 2,000 metres. This distance would be at 1,500m. with a thermal vision optic device or 1,200m. with a night-vision one. In this case, recognition capability will be lower. More specifically, according to the MoD’s specifications, this capability would be at 1,500m., 500m. and 500m. respectively and for reassured target identification at 1,200m, 250m. and 200m. for each of the aforementioned devices.

The bidders’ offers will be judged based on the price, which counts for 55% of the bid. Technical and operational characteristics of the rifle will weigh 15%. The same percentage, 15%, will weigh for the technical characteristics of the optic system in the rifle’s overall bid. The MoD intends to have the contract fulfilled until the end of September 2017.
