The Canadian Armed Forces (CAF) personnel are conducting a joint training exercise with members of the Polish Army in Tomaszow Maz, Poland. Code-named Lancer Strike, the exercise involves participation from approximately 35 soldiers from 3rd Battalion, the Royal Canadian Regiment, as well as soldiers from the Polish 25th Air Cavalry Brigade. The exercise forms part of Operation Reassurance, a military campaign being undertaken by the CAF to support Nato assurance measures for Central and Eastern Europe, following Russia's aggressive actions in eastern Ukraine and its illegal and illegitimate annexation of Crimea.
Canadian Defence Minister Jason Kenney said: "Operation Reassurance Land Task Force's participation in Polish Army training exercises demonstrates Canada's ability and willingness to work closely with our Nato allies and security partners in response to international crises in the region. "These exercises also help the Canadian Army maintain a state of high-readiness to respond quickly and effectively across the full spectrum of operations." Exercise Lancer Strike aims to boost interoperability of the Canadian and Polish forces, while also helping them to develop skills for operations in mountainous terrain for the Canadian Army and air mobility skills for the Polish Army. During the exercise, Canadian Land Task Force members would participate in live fire ranges, tactical training, as well as aircraft mounting/dismounting and safety drills. The exercise is scheduled to conclude on 29 June. Besides enabling the country to strengthen operational readiness and interoperability with its Nato allies and security partners, joint training exercises such as Lancer Strike also strengthen Nato's collective capability to respond in a timely and effective manner to an array operational contingencies in Central and Eastern Europe and worldwide. As part of Operation Reassurance, the Canadian Government is providing military capabilities for training, exercises, demonstrations and assigned Nato tasks based on the principles of defence, deterrence and de-escalation.

PZL-Świdnik has launched a legal action in an attempt to overturn the nation’s recent selection of rival Airbus Helicopters for a 50-rotorcraft deal.
Poland’s defence ministry in April picked the H225M Caracal ahead of the Polish AgustaWestland subsidiary’s offer of the AW149 and Sikorsky’s S-70i Black Hawk/S-70B Seahawk for the tri-service requirement.
It claims that the criteria used for the contest were “questionable” and is now seeking to have the award annulled without any bidder being selected.
In its lawsuit, filed to the Warsaw district court, PZL-Świdnik claims that the country’s defence ministry committed “serious violations” during the tender process, including last-minute rule changes and “violations of laws relating to offset”.

The helicopter manufacturer claims that it warned the authorities in writing of potential rule breaches during the contest.
“Unfortunately, in this case we have not received any answer and the infringements are now the subject of a complex lawsuit,” it says.
The rule breaches have led to a decision which is “not in the best interests of the Polish armed forces, Polish aviation sector, and the Polish taxpayers”, it says.
In addition, its workforce is “threatened” by the loss of the contract, it adds.
Airbus Helicopters has promised to set up a production facility for the 11t H225Ms in Lodz, and wants the facility to become the “fifth pillar” of the company.

- First Korean Chassis for Polish Krab 155 mm self-propelled howitzer sent to Poland
According to South Korean newspaper Chosun, Korean Defense Acquisition Program Administration (DAPA) and Samsung Techwin announced, on June 25, that first K-9 chassis for Polish Krab 155 mm self-propelled howitzer has been shipped to Poland. The chassis should arrive In Poland on July and the integration by Huta Stalowa Wola, the Polish public defense company, of the already manufactured turret should immediately begin.
Samsung Techwin signed a contract on December 2014 with Poland’s state-funded defense manufacturer HSW. The contract is valued at roughly US $320 million, according to the officials.
It is the second export of the K-9 Thunder self-propelled 155mm howitzer after a deal with Turkey in 2001. Under the $1 billion license agreement, the first eight K-9s were produced in South Korea, while the remaining batch of more than 300 units was built in Turkey. The Turkish variant is called the T-155 Firtina.
Samsung Techwin signed the same type of license agreement with Poland, according to a DAPA spokesman. “Samsung Techwin will produce the first 24 units here before 2018, and after that, HSW is to build the remaining 96 units,” the spokesman said.
The K-9 was developed in 1998 as a replacement for the K55 self-propelled howitzer, a variant of the M109. Fitted with an automatic fire-control system, the artillery has a maximum rate of fire of 6 rounds per minute and is capable of multiple-round simultaneous-impact firing. It has a firing range of 40 kilometers.
The vehicle is powered by a German MTU MT 881 Ka-500 diesel engine, developing 1,000 horsepower and is fitted with a AS-90M Braveheart turret with 155 mm/52-calibre gun and WB Electronics "Topaz" artillery fire control system.
In the future, HSW plans to use South Korean chassis to develop on their basis not only carriers for artillery system, but also other specialized vehicles, such as bridgelayers.
Krab self-propelled howitzer is to be presented at the MSPO International Defence Industry Fair in Kielce in early September 2015.

Thales UK and Poland's WB Electronics have agreed to jointly develop and offer the WK450 Watchkeeper unmanned aerial vehicle (UAV) for the Polish Armed Forces Gryf (Gryphon) programme.
Poland is looking to buy 12 Gryf unmanned aerial systems (UASs), with each system including four to five medium-range tactical UAVs, and is expecting first deliveries in 2017.
Under the agreement Thales UK will be responsible for the manufacture of the aircraft, system integration, flight management, engineering development and supply chain management, while WB Electronics will deliver the datalink, mission computer, encryption hardware and software, as well as C4ISR integration and some aerial reconnaissance and surveillance systems.
As well as the Watchkeeper bid Poland is considering government-to-government offers from the US (General Atomics Aeronautical Systems Inc) and Israel (IAI/Elbit).

Safehaven Marine Will Display its Barracuda Low RCS Interceptor at DSEI 2015 Irish company Safehave Marine will be present at DSEI 2015 and showcase its new Barracuda stealth interceptor. ‘Barracuda’ is a new high speed Interceptor / Patrol craft for military and law enforcement applications, designed and built by Safehaven Marine who also manufacture a range of highly successful pilot boats, patrol vessels, S.A.R. craft and research catamarans from their factory in Co Cork, Ireland. The company recently delivered four vessels to the Polish Navy.
Barracuda, which has been under development for 2 years can be produced at lengths of between 11 – 13m. Typical operational roles for Barracuda include patrol, surveillance and protection of harbour installations and offshore assets and anchorages, covert insertion, as well as high speed pursuit and apprehend of those engaged in illegal and threatening waterborne activities. An array of both lethal and non lethal weapons can be carried concealed below decks in a separate compartment in the forward cabin, and raised when required. The vessel can be deployed by helicopter utilizing its in-built lifting points on deck and at its 11m length, transported easily by ship or road.
The innovative design of the vessel utilizes various ‘stealth’ technology’s to produce a low RCS (radar cross section), allowing it to operate with a very significantly reduced degree of visibility to an adversary’s radar. The superstructure and hull design of Barracuda utilises flat plane principles to its surfaces, especially so in its f/wd projections, to deflect radar beams away from source, which together with specialized construction and outfitting (RAM), and the adoption of minimal metallic fittings exposed above decks, all of which combine to produce a vessel with a very significantly lower than normal RCS.
The design uses an innovative solution to weapon deployment. Various different types of both lethal and non-lethal weapons, including a remote control gyroscopically stabilised 12.7mm machine gun / 40mm grenade launcher can be fitted to Barracuda. In Barracuda the weapons are cleverly concealed below decks in the f/wd section of the superstructure, and are raised up to above deck level only for deployment through large watertight carbon fibre hatches built into the superstructure. In this way when the vessel is in engaged in surveillance or patrol, the weapons are concealed and the vessels RCS signature is greatly reduced. When the vessel is engaged in pursuit or apprehend modes, the weapons are raised for deployment. Another advantage being that the weapons are hidden when not in use for security, durability and covert reasons, as well as greatly reducing the vessels VCG , extremely beneficial to the vessels seakeeping in heavy weather.
In addition a range of operator-defined weapons can be installed on her aft deck. Two removable, universal pedestal-mounts can accept systems up to and including the GAU 19/B and in combination with f/wd main machine gun, enable 360-degree weapons coverage including interlocking fields of fire forward, off the beam and aft.
From a naval and military perspective its possible deployment scenarios are far reaching, launched from an ‘over the horizon’ mothership or base station, covert surveillance can be undertaken for far longer durations, and in much rougher weather than would be possible with conventional RIB’s. Covert ‘insertion’ can be undertaken with a greatly reduced risk of detection, thereby maximising the missions chances of success. Operator and crew safety is enhanced with reduced levels of risk to combatants. The design however does not compromise on practicality or usability and provides for a high level of crew safety (wide sidedecks) for offshore boarding capabilities.
Propulsion on the 11m version featured here is by conventional stern gear chosen for its weight carrying capabilities and durability, alternatively water jets can be fitted for higher speeds and low draft allowing Littoral / Riverine operations. Barracuda is capable of maximum speeds over 40kts+ depending on the propulsion system and equipment installed.

Poland’s defence ministry has reacted angrily to suggestions in the national media that it broke procurement rules when it selected the Airbus Helicopters H225M for a recent 50-unit tender of multi-role rotorcraft.
It is already facing a legal challenge from one of the losing bidders – AgustaWestland subsidiary PZL Swidnik – over the way the contest was handled, and the latest allegations will only add to the outcry over its decision.
But in a lengthy statement posted on the its website, Col Mariusz Tomaszewski, the ministry’s legal director, defends the acquisition process and says the report in the Wprost weekly contains “inaccurate and false information”.
Wprost says that four months on from the selection of the H225M in April for the tri-service deal, the contract is no closer to being finalised – particularly around industrial offsets.
With national elections due in the autumn, it suggests that officials from both the defence and economic affairs ministries are anxious to leave any decision to the next government.

In addition, it says that the H225M Caracal failed to satisfy a number of criteria in Warsaw’s tender specification, therefore rendering its selection invalid.
These include the lack of a folding tail boom, issues with the infrared target designator and the speed with which the cabin can be reconfigured.
Given these issues, Wprost questions how the Caracal could have been picked over the competing AgustaWestland AW149 and Sikorsky S-70i Black Hawk and S-70B Seahawk.
However, Tomaszewski says that the acquisition process was entirely legal and above board, and it insists that that the competing offers “did not meet the formal requirements” of the tender.
During verification trials in May the Caracal satisfied all of the 32 “critical parameters” tested, he says, and notes that Airbus Helicopters has promised to deliver the required specification – including items like the folding tail boom for the 14-15 examples destined for the Polish navy.
Negotiations with the France-headquartered manufacturer to determine the final contract value are ongoing, he says.
Previous reports suggested the acquisition was worth up to Zl13 billion ($3.5 billion), but Tomaszewski says the final figure will not be known until it concludes negotiations covering the provision of “a training package, simulator, and the construction of a logistics centre”.
Airbus Helicopters will localise production of the Caracal as part of the deal, in partnership with Lodz-based WZL-1. AgustaWestland and Sikorsky both already have local manufacturing capabilities through their respective PZL Swidnik and PZL Milec subsidiaries.

The Polish arms manufacturer Fabryka Broni „Lucznik”-Radom Sp. z o.o. (Lucznik Radom Arms Factory) has recently signed a contract with the Polish Defense Ministry Armament Inspectorate for the delivery of nearly 8,000 Beryl Mod. 96 5.56 mm assault rifles and Mod. 96 Mini Beryl rifles. Value of the order reaches an amount of PLN 42.5 million (US$11.3M).
By 2016, Lucznik Radom Arms Factory will deliver a total of 5,498 Beryl and 2,400 Mini Beryl rifles to the Polish Armed Forces.
The order is being realized as a single source procurement procedure. The Armament Inspectorate justifies the above mode with the fact that the Lucznik-Radom facility carried out the research and development works, financed by the Ministry of Defence, the aim of which was to implement the Beryl carbines utilizing the 5.56x45 mm NATO round. The deliveries are scheduled to be executed between 2015 and 2016.
These modern weapons will replace outdated AK rifles and their upgraded versions AKM. "We recently signed a contract with the [Polish] police. Now the recipient of our products will be Polish soldiers. We are very glad that our products are popular among domestic authorities, so will be serving the defense and security of country's citizens," said Edward Migal, CEO of Lucznik Radom Arms Factory.
The 5.56 mm Mod. 96 Beryl Assault Rifle is an individual selective fire automatic weapon for infantry, airborne and other troops. It is a reliable, accurate, enduring and robustly built rifle, resistant to the environmental challenges. Sights are open, U-notch type, fitted with integrated tritium-lit night sights, enabling accurate fire both during the day and after dark. For enhanced handling a new, ergonomic pistol grip and optional front grip (fixed to the handguard or detachable using the integrated RIS interface) were fitted.
Beryl has a rifle grenade capability with bullet-trap grenades, enabling live rounds to be used for launching. The stock is rigid, telescoping with optional side-folding stock available. The upper and lower handguard integrated Picatinny rails (MIL-STD-1913 compatible) enable mounting of the different optoelectronic sights.
Beryl assault rifle is already in use with the Polish Army, as well as in the Lithuanian special forces. Nigeria also ordered the assault rifle, and received a batch of 500 Beryl carbines last week.

Surfant sur cette vague, l’Allemagne et la Pologne viennent récemment d’annoncer le lancement d’un nouveau programme transfrontière majeur. Connue pour son projet de char futuriste PL-01 (conçu avec le soutien de BAE Systems, In varietate concordia oblige), la société polonaise Obrum et le consortium Polish Armaments Group (PGZ) s’allieront avec le géant allemand Rheinmetall MAN Military Vehicles GmbH (Rheinmetall) pour doter la Pologne d’un nouveau véhicule blindé.
Signé dans le cadre du programme LOTR (Light Armoured Reconnaissance Carrier – littéralement « véhicule blindé léger de transport et de reconnaissance »), ce projet accouchera dans les années futures d’un nouveau véhicule 6×6 de transport de troupe à capacité amphibie. D’un poids inférieur à 20 tonnes, le futur blindé sera capable d’emporter une charge totale de 3,5 tonnes.
Le ministère polonais de la Défense entend en effet remplacer l’entièreté de sa flotte de vénérables véhicules 4×4 BRDM-2, datant de l’ère Soviétique. D’après le journal allemand Handelsblatt, la Pologne envisage d’acheter 200 nouveaux véhicules pour un montant total évalué à 300 millions d’euros.
Ce projet permettra donc à la Pologne de tourner le dos à l’armement russe et de se rapprocher davantage de ses partenaires Occidentaux, dans une dynamique d’acquisition renforcée, voire accélérée, par un contexte géopolitique régional tendu.
« La signature de ce contrat avec [Rheinmetall] fait de [PGZ] le partenaire égal d’un leader mondial de la défense. Propulsés par le succès du véhicule de transport blindé Rosomak, nous avons lancé ce projet ambitieux, qui aboutira à la création d’un nouveau véhicule blindé, » a déclaré Wojciech Dabrowski, directeur exécutif du groupement polonais.
Rheinmetall, PGZ et Obrum envisage d’ores et déjà la création d’une joint venture commerciale afin de proposer leur futur nouveau-né et ses éventuelles variantes au marché mondial.

e M-346 pourrait bien remplacer les vieillissants Sukhoi Su-22 polonais, figurant au nombre de 48 appareils au sein de l'inventaire de l'armée de l'air polonaise. C'est en tous cas ce que Finmeccanica a laissé entrevoir au salon de Radom en Pologne, ou le groupe italien a exposé une maquette de son appareil, en version armée. Le jet italien pourrait également être utilisé en qualité d'intercepteur, dans le cadre de missions contre des appareils tels qu'avions de tourisme, hélicoptères ou encore drones.
Ce qui s'appelle le M-346 LCA, exposé sous forme de maquette, était présenté équipé de missiles Brimstone et selon l'avionneur, ce ne serait pas le seul type de charge utile que l'appareil pourrait emporter. D'ailleurs cette année, le jet a été photographié avec des missiles IRIS-T, bien que la société ait ensuite précisé que les pilotes auraient été dans l'incapacité de les tirer. Les IRIS-T n'étaient montés qu'à titre d'entraînement.
Finmeccanica présente donc son M-346 comme un intercepteur à bas coût, capable de tirer du Sidewinder, dans le cadre de missions ne nécessitant pas de moyens plus onéreux comme par exemple un F-16 et pour des missions de police aérienne.
Le M-346 a été sélectionné pour devenir le nouvel appareil d'entrainement de l'armée de l'air polonaise. La Pologne a commandé huit avions, avec une option pour quatre autres appareils. Les livraisons devraient débuter en 2016. Pour Finmeccanica, l'école de l'air de Debin en Pologne pourrait devenir un des centres d'entraînement et de formation figurant parmi les plus importants en Europe.
Cette base aérienne pourrait en effet être utilisée par les forces aériennes de nombreux pays d'Europe, ce qui pourrait entraîner la création d'un centre de formation commun, exploitant une flotte commune de M-346.

La Pologne est définitivement une terre de conquête pour Airbus Helicopters. Varsovie, qui négocie déjà pour l'acquisition de 48 à 70 H225M Caracal, cherche également un nouvel hélicoptère de combat. Airbus Helicopters espère ainsi pouvoir placer le Tigre en europe de l'Est.
L'hélicoptériste européen a annoncé l'envoi en Pologne d'un hélicoptère d'attaque Tigre HAD de l'armée de terre française pour une série de démonstrations. Ces vols auront lieu notamment dans le cadre du salon MSPO qui se tiendra à Kielce du 1er au 4 septembre 2015.
Airbus Helicopters rappelle que plus de 120 hélicoptères Tigre ont déjà été livrés à la France, l'Allemagne, l'Espagne et l'Australie. Ces appareils ont effectué au total plus de 68 000 heures de vol.
En avril 2015, la Pologne avait annoncé la sélection du Caracal au détriment des offres de Sikorsky et AgustaWestland pour renouveler sa flotte d'hélicoptères de manoeuvre. Airbus avait notamment proposé que la Varsovie devienne l'un des pays partenaires majeurs d'Airbus Helicopters, au même titre que la France ou l'Allemagne. L'industriel européen avait également proposer des investissements en Pologne, dans un centre de R&D à Lodz, par exemple. Une ligne d'assemblage pourrait aussi voir le jour en Pologne.

Pit Radwar (formerly Bumar Elektronika) has been selected by the Armament's Inspectorate of the Polish Ministry of National Defence (MND) to engage in exclusive negotiations for the acquisition of its Poprad short-range air defence (SHORAD) system for the Polish Army.
MND spokesperson Colonel Jacek Sota on 26 August said that a contract for about 77 Poprad systems - in addition to two earlier Poprad tests systems acquired in 2014 - is expected to be signed this year, in accordance with the Armed Forces Technical Modernization Plan 2013-22.
Based entirely on Polish technology, the Poprad is a self-propelled anti-aircraft missile system designed to engage low- to medium-altitude air threats.

Le 28 août, 4 avions de supériorité aérienne F-22 Raptor du 95th Fighter Squadron de Tyndall (Floride) sont arrivés en Allemagne pour un déploiement inédit en Europe pour ce type d’appareil.
Deux d’entre eux ne seront pas restés longtemps sur la base aérienne de Spangdahlem puisque, selon des images retransmises par la télévision publique TVP Info, ils viennent d’être déployés sur la base aérienne de Lask, dans le centre de la Pologne. Cette dernière abrite des F-16 de l’aviation polonaise.
Pour rappel, le F-22, entré en service en 2005, est un avion furtif capable de détruire simultanément plusieurs cibles au-delà de la portée visuelle (Beyond Visual Range) sans être repéré par l’adversaire. Ces appareils doivent participer à des exercices impliquant l’aviation polonaise.
L’envoi de F-22 Raptor avait été annoncé la semaine dernière par l’US Air Force, afin de satisfaire les demandes du commandement militaire américain en Europe, dans le cadre des mesures de réassurances décidées par l’Otan au profit des pays baltes et de la Pologne après l’annexion de la Crimée par la Russie.
Par ailleurs, l’Otan a confirmé la réduction du format de la mission Air Baltic Policing à compter du 1er septembre. En mars 2014, il avait été décidé de porter à 12, voire à 16 le nombre d’avions engagés. Désormais, il n’y en aura plus que 8, fournis par la Hongrie et l’Allemagne et basés en Lituanie et en Estonie.
« Notre engagement à renforcer notre défense collective est on ne peut plus solide (…) Nous allons continuer à patrouiller dans les airs au-dessus de la Baltique, car c’est nécessaire. Nous y resterons tant qu’il le faudra et les moyens militaires aériens nécessaires pour faire le job sont en place », a fait valoir Carmen Romero, porte-parole de l’Otan.

- MSPO 2015: Ursus offers its Storm-3 4x4 troop carrier for Polish Army's Modernization Program
At the 23rd International Defence Industry exhibition, the Poland-based vehicle manufacturer Ursus is introducing its new Storm-3M 243 4x4 troop carrier. The Storm-3M tactical vehicle has been designed to perform multipurpose military missions, which require high power, speed, excellent off-road capabilities, and high reliability, alongside several protection configurations.
Ursus may bid for delivering light armored trucks to the Polish Army in the coming tender. Last year, the company added the Storm-3 light armored truck to its catalog, which is manufactured by the Israeli firm Automotive Industries Limited (AIL). The Polish army wants to buy 882 new multipurpose armored and non-armored trucks. The new vehicle, dubbed "Mustang", is to be delivered in the years 2016-2022 in unarmored and armored versions. These vehicles will gradually replace the currently ageing Honkers. New car should have a 4x4 chassis, chassis designed to carry eight passengers and the driver in unarmored version, and four plus the driver in the armored version. They must be powered by a diesel engine.
The Ursus Storm-3M - 243 is a 4x4 tactical troop carrier, capable of carrying up to 10 soldiers with their equipment in a 2 + 8configuration. The vehicle also has a maximum payload capacity of 1,200 kg.
It is powered with a VM 2.8L 4-cylinder diesel engine (2766 cc) with a max power of 194 hp, allowing a maximum speed of 140 km/h. The Storm-3M is fitted with a 5-speed automatic gearbox and a 85L fuel tank.
Ursus also offers several optional equipments, including hard/soft top, right hand drive, run flat, and special military communication and electronic systems.
During MSPO, Ursus has also introduced a heavier variant of the Storm-3M. This version has been equipped with additional STANAG 4569 Level 1 armor on the cabin crew. The Storm-3M can be offered in several variant, including reconnaissance and commanding vehicle.
