Boeing has delivered 239 C-17s featuring F117 engines worldwide, including 25 with international customers. Bangalore: Sukhois (Su-30 MKI) don't have shelters. India's frontline fighters are suffering from possible sunstroke. This came to light after Express launched an investigation following the fighter's crash near Pune recently.

Along with a list of suspects - Hindustan Aeronautics Limited (blamed for serious quality issues), the Russians (whose design flaws are under scanner) - the Indian Air Force (IAF) will have to do some answering for "exposing" the fighters.

Express consulted several serving and retired Sukhoi pilots, engineers in Hindustan Aeronautics Limited, current and former Indian Air Force officials and even experts with military airworthiness to verify the findings: If Sukhois are exposed to the sun for a long period, malfunctions will occur.

When contacted for a response, all that an email reply from Indian Air Force's media managers said was: "Maintenance shelters have been procured at our airbases solely on the Indian Air Force's initiative and more of these are being procured to cater to the varied environmental conditions of our country."

Hindustan Aeronautics Limited says it had communicated to the Indian Air Force the need for shelters. The matter was also taken up during quality assurance meets and Commanders' Conference.

Hindustan Aeronautics Limited claims that all Sukhois at their Nashik Division are kept under shelters, while the IAF uses canvas to protect them from Ultraviolet rays, rain and dust.

"Ultraviolet rays will have faster ageing and hardening effect on rubber and non-metallic parts, which can lead to premature failure in the long run. Canvas bars Ultraviolet rays but not heat, which can harm avionics parts," sources said.

A Sukhoi pilot said dust particles will get deposited on engine blades if they are exposed to heat and dust.

La Russie est prête à transférer le sous-marin nucléaire Nerpa à l'Inde d'ici la fin de cette année, tous les essais de l'appareil étant achevés, a annoncé à RIA Novosti un représentant haut placé des chantiers navals de l'Amour (Extrême-Orient russe).

"A l'heure actuelle, tous les tests sont achevés. Le submersible est complètement prêt à accomplir sa mission en mer. Nous sommes prêts à transférer l'engin à l'Inde d'ici la fin de l'année", a expliqué l'interlocuteur de l'agence.

La Russie transfère à l'Inde son sous-marin nucléaire Nerpa pour dix ans, pour un montant s'élevant à 920 millions de dollars.

Le Nerpa devait initialement être remis à l'Inde en 2008, la livraison ayant toutefois été reportée suite à une série de problèmes techniques. Lors des premiers essais en mer en novembre 2008, le déclenchement involontaire du système anti-incendie à base de fréon, un gaz extrêmement toxique, a tué, à bord du Nerpa, vingt personnes, dont des militaires. Après les réparations nécessaires, le submersible a passé tous les tests avec succès, selon le ministère russe de la Défense.

The Indian Air Force (IAF) is looking to overhaul the engines of the ageing Kiran-mk1/ 1A, the mainstay of its basic flying training programme.

Rookie pilots take their first flying lessons on these aircraft powered by Viper 22-8 engines that came out of the Rolls Royce stable. The IAF has sought global vendors who can overhaul 25 such engines.

After the grounding of HPT-32, a piston aircraft, in 2009, the IAF's training academy in Hyderabad is training young pilots straight on Kiran-mk1 jets. The IAF has close to 100 Kirans at its academy. Because of the shortage of aircraft, the plane flown by the IAF and navy's aerobatic teams Suryakiran and Sagar Pawans respectively, are being utilised for training.

Not only are the numbers inadequate, the fleet is ageing. The engine overhaul is carried out according to the recommendation of the original equipment manufacturer.

The training of pilots has been a cause of worry for the IAF for some time now. Senior officials agree that putting rookie pilots straight on aircraft powered by jet engines is not the ideal situation. But at the moment that is the only option available.

The HPT-32 basic trainers are beyond revival because of serious technical defects. But its replacement is still not in sight. The IAF has selected Swiss Pilatus PC-7 as its choice for the basic trainer after a global bidding but the proposal is awaiting the nod of the cabinet committee on security.

The IAF hopes that the contract for the new trainer would be finalised soon. Even if the deal is signed by the next month, it will take at least three more years for the delivery of the aircraft.

Moscou a annoncé vendredi le transfert à la marine indienne du Nerpa. New Delhi dispose, ainsi, de son premier sous-marin d'attaque à propulsion nucléaire. Du type Akula, le bâtiment a été mis sur cale en 1993 et lancé en 2006. Lors de ses essais, en octobre 2008, 20 personnes avaient trouvé la mort suite au déclenchement du système d'extinction d'incendie. Cet accident avait de nouveau retardé le transfert du sous-marin à l'Inde, qui aura finalement eu deux ans de retard. Long de 114 mètres et affichant un déplacement de 9100 tonnes en plongée, le Nerpa, qui devrait être renommé Chakra, peut atteindre la vitesse de 30 noeuds. Il pourra mettre en oeuvre 40 torpilles et missiles antinavire, ainsi que 8 missiles antiaériens.
Ce sous-marin nucléaire d'attaque est loué par la Russie à l'Inde pour une période de 10 ans, en vertu d'un accord conclu en 2007. Un autre SNA russe pourrait, ultérieurement, rejoindre la marine indienne.

En février prochain, le premier sous-marin nucléaire lanceur d’engins indien, l’INS Arihant, officiellement de conception entièrement indienne, commencera ses essais à la mer au large de Visakhapatnam (côte est).



Des sources ajut placées indiquent que les “essais d’acceptation à la mer” de l’INS Arihant doivent commencer « vers la fin février », après la fin des essais d’acceptation à quai, actuellement en cours. « Il va falloir au moins 6 mois pour effectuer des essais complets à la mer, et des essais de lancement de missiles, avant que le sous-marin ne soit prêt pour son admission au service actif, » a indiqué une source.

Chacun des systèmes du sous-marin a été vérifié et revérifié. Des essais de vapeur à haute pression ont été effectués sur tous les tuyaux, avant que le réacteur miniature de 83 MW, à eau légère pressurisée, installé dans une enceinte de confinement à bord du sous-marin de 6.000 t, ne devienne “critique” l’an dernier, indiquent les sources.

« Les essais à quai se poursuivent depuis. Actuellement, le calendrier prévoit que les essais à la mer commencent à la fin février, » précise la source. Simultanément, la construction des 3 SNLE suivants — actuellement identifiés comme les S-2, S-3 et S-4 — se poursuit à un rythme accéléré. Le 2è SNLE, après l’INS Arihant, devrait être baptisé l’INS Aridhaman. Ces 2 noms signifient en gros la même chose : “puissant destructeur d’ennemis”. Ils doivent être équipés du missile K-15, d’une portée de 750 km, puis ensuite du missile K-4, d’une portée de 3.500 km, dont le développement est actuellement en cours. L’INS Arihant dispose de 4 tubes lance-missiles, pouvant accueillir soit 12 missiles K-15, soit 4 K-4.

La marine indienne veut avoir, à long terme, 3 SNLE et 6 SNA. Elle fait dace à une force sous-marine classique en forte diminution, avec seulement 14 sous-marins classiques vieillissants.

L’Inde a une doctrine nucléaire claire de “non-utilisation en premier”. Elle a donc besoin d’une force de riposte survivable, reposant sur des SNLE pour assurer une dissuasion crédible.

Navy floats out first Indigenous Aircraft Carrier


Once back at building bay, ship will be launched at a 20,000-tonne displacement: naval source

The first Indigenous Aircraft Carrier (IAC) of the Navy was floated out at the Cochin Shipyard Limited (CSL), at a low-key event attended by senior shipping and naval officers on Thursday.

Among those present were Union Shipping Secretary K. Mohandas; Rear Admiral K.N. Vaidyanathan, Director General, Naval Design; and Commodore K. Subramaniam, Chairman and Managing Director of CSL.

The floating ceremony was followed by a meeting to review the progress in the work being done on the aircraft carrier, a 40,000-tonne fleet air defence platform of the Navy, which will be named after the legendary INS Vikrant. The Union Shipping Secretary told The Hindu that the work on the carrier was progressing, albeit not as per schedule, as so many variables were being factored into the extremely complex construction process.

The official added that the commissioning of the carrier, the keel of which was laid in February 2009, was likely to overshoot its original timeline.

According to a senior naval functionary, the carrier was ‘technically floated out' as the shipyard needed the dry-dock for ‘some other commercial work.' “The carrier has taken on about 14,000 tonnes. She would now undergo interior outfitting, including the laying of pipes before being dry-docked again in the latter half of next year for integration of the propulsion gear-box, generators and the like,” he told The Hindu.

As earlier reported by The Hindu, a delay in the delivery of gear boxes and associated systems had considerably slowed down the construction of the prestigious carrier. Naval officers, however, put on a brave face saying that the phase in which teething trouble was encountered was over. “The gear box is ready and undergoing trials, at last. The underwater package is all lined up but the rest of the equipment has to be identified and tested,” said a naval source.

After facing initial hiccups due to paucity of supply of steel, the carrier project got the much-required thrust with the Defence Metallurgical Research Laboratory (DMRL) and the Steel Authority of India (SAIL) fashioning carrier-grade steel indigenously.

After the steel supply stabilised, problems pertaining to quality gearbox put the brakes on the project. Elecon Engineering Company Limited, a Gujarat-based firm which had earlier manufactured CODOG marine gear boxes for the Navy's Shivalik-class stealth frigates, found itself in the red attempting to make the carrier's huge main gearboxes. “They have been able to overcome the difficulties with support from a German firm,” said a Navy officer.

Indian defense forces will purchase around 1,000 helicopters under multibillion dollar deals by the end of this decade. India wants to buy around 450 Light Utility helicopters to replace the the French-origin Chetak and Cheetah helicopters from the Indian air force, Indian army and Indian navy.


India will purchase Contract for this will be signed by the end of this year. Earlier deal with Eurocopter for Light Utility Helicopters (LUHs) was terminated in December 2007 by the Indian Defence Ministry.


Indian Army will get 135 Light Utility Helicopters from total of 197 Light Utility Helicopters and rest will be purchased for the Indian Air Force. Indian aircraft manufacture Hindustan Aeronautics Limited is also developing a similar helicopter and it is likely to get order for the remaining requirement of Light Utility Helicopters.



Indian Navy also wants to purchase Light Utility Helicopters (LUHs) to replace its Chetak helicopters which were inducted three decades ago.


Indian Navy is looking for Twin Engine Helicopters which can provide added survivability to the crew in maritime zone. Indian Navy will use these Helicopters both for shore-based and offshore operations.


India also hopes to purchase 12 helicopters for the VVIP use to transport head of state and ministers.


On the anti armor and close support front India is looking to purchase 22 heavy gunship helicopters to be used along with the Russian Mi-35 and Mi-25 gunship helicopters. For this deal US is offering latest version of its AH-64D Apache frontline attack helicopter and Russians have offered their latest Mi-28 gunship helicopter.


Hindustan Aeronautics Limited is also developing Light Combat Helicopter (LCH) for the lower tier requirement of gunship helicopter. It is estimated that India will purchase around 200 of these LCH once the development is complete to meet the requirements of the Indian air force and Indian army.


Indian will soon start the induction of 139 Mi-17 military transport helicopters and process will complete within two to three years. First 80 Mi-17 military transport helicopters will be used to expand the current fleet and remaining will be used as a replacements for the aged helicopters which needs to be phased out in the near future.


India is also looking to replace its Russian produce Mi-26 Heavy military Transport Helicopters by purchasing 15 Heavy military Transport Helicopters. For this tender Russians are offering the new version of the world’s most capable and proven Mi-26 Heavy Military Transport Helicopters and US is offering its Twin Rotor Chinook CH-47D Heavy Military Transport Helicopter.


In next couple of months, Indian Navy will start the competition to purchase 16 Multirole Helicopters (MRF). USA is offering its Sikorsky-70B helicopters to the Indian navy and it will compete with the European NH-90 helicopters for the contract.

NEW DELHI: India has cleared the Rs 6,600-crore acquisition of 490 French advanced missile systems to arm the Mirage-2000 fighter jets, which are being upgraded under a separate Rs 10,947 crore programme finalized in July, 2010.

The Cabinet Committee on Security (CCS), chaired by Prime Minister Manmohan Singh, cleared the contract for the fire-and-forget MICA (interception and aerial combat missiles) with French armament major MBDA on Wednesday.

Sources say another major defence deal, the acquisition of 75 Swiss turbo-prop aircraft to train IAF rookie pilots for over Rs 3,000 crore, is likely to be cleared next week. IAF wants to induct the 75 Pilatus PC-7 basic trainers by 2013-14 since its 114 piston-engine HPT-32 aircraft have been grounded since August, 2009, due to repeated engine failures, leading to training of pilots being truncated.

TOI had earlier reported that all decks had been cleared for the MICA and Pilatus deals, even as the final calculations are underway to select the ``lowest bidder'' between French Rafale and Eurofighter Typhoon for the mega MMRCA (medium multi-role combat aircraft) project to acquire 126 top-notch fighters at a cost likely to touch $20 billion.

The MICA systems will be fitted on IAF's 51 Mirage-2000s, which are to be progressively upgraded with the help of French companies Dassault Aviation (aircraft manufacturer) and Thales (weapons systems integrator).

While the first two fighters have been sent to France for the upgrade, the rest 49 will later be retrofitted with new avionics, radars, mission computers, glass cockpits, helmet-mounted displays, electronic warfare suites, weapon delivery and precision-targeting systems in India by Hindustan Aeronautics Ltd.

The overall Mirage upgrade project cost will cross Rs 20,000 crore, and it will take over a decade to be completed. This has led to some criticism that it would probably have been better to go in for new fighters. IAF, however, swears by the Mirage-2000 fighters, which have had an excellent track record with the force.

Down to just 33-34 fighter squadrons (each has 16 to 18 jets) from a `sanctioned strength' of 39.5, IAF is going for a mix of new inductions and upgrades to retain its operational readiness even as it phases out older MiG variants.

For instance, 63 MiG-29s are being upgraded under a $964-million deal inked with Russia in March, 2008. Then, apart from the 126 MMRCA, IAF is also inducting 272 Sukhoi-30MKIs contracted from Russia for around $12 billion. Moreover, the first lot of the around 120 indigenous Tejas Light Combat Aircraft will join IAF from end-2013 onwards.

Besides, India plans to induct 250-300 stealth fifth-generation fighter aircraft (FGFA) co-developed with Russia from 2020 onwards, in what will be its biggest-ever defence project at around $ 35 billion.

L'Inde a approuvé un contrat de 1,2 milliard de dollars (932,2 M EUR) au groupe européen MBDA portant sur l'achat de 500 missiles air-air de moyenne portée, dans le cadre du programme de modernisation de ses forces armées, a annoncé jeudi un responsable au ministère de la Défense.

Cette décision a été prise mercredi par le Comité ministériel sur la sécurité, présidé par le Premier ministre Manmohan Singh, a précisé cette source à l'AFP.

L'acquisition de ces missiles était prévue dans le cadre du contrat de modernisation de 51 Mirage 2000, attribué en juillet par New Delhi à Thales et à Dassault Aviation pour un montant total de 2,4 milliards de dollars et qui doit s'étaler sur dix ans, ajouté cette source.

Deux Mirage ont déjà été fait le voyage en France pour y être modernisés tandis que le reste de la flotte doit être rénovée en Inde.

MBDA, un des principaux fabricants internationaux d'armes de précision guidées, est codétenu par le britannique BAE Systems (37,5% du capital), l'européen EADS (37,5%) et l'italien Finmeccanica (25%).

Le gouvernement indien doit par ailleurs bientôt choisir entre Dassault et le consortium européen Eurofighter pour la fourniture de 126 avions de chasse pour un montant de 12 milliards de dollars.

Le contrat stipule que l'Inde, qui cherche à moderniser son armée, achètera 18 avions d'ici à 2012 tandis que les 108 autres seront construits en Inde.

je crois que ca contient une clause de ToT comme tout les delas indiens,ils cherchent la tech francaise pour leurs missiles

Pour mon pays ce n'est pas chére donner pour garder son indépendance,demande aux anglais ce qu'ils pensent de leur Amraam Question
D'ailleurs, le Méteor ,cofinancé en Europe par plusieurs pays est la réponse ,trés bonne,de cette derniére contre les USA et leur missiles degradés.

Les britanniques ne disent rien de particulier du missile américain AMRAAM. Si tu voulais dire ASRAAM, dans ce cas, on ne parle pas du même type de missile, ni des mêmes capacités. Ma remarque concernait le coût d'acquisition indien, puisque celui-ci est censé être minoré à l'export des coûts de recherche et développement financés par la France.

NEW DELHI, Jan. 6 (UPI) -- India's air force has completed more trials of an EADS Airbus 330 and an Ilyushin 78 air-to-air refueling aircraft as part of its latest attempt to purchase six planes, likely for around $2 billion.

The capability assessment at Gwalior Air Base in north central India followed trials in Spain and Russia in July, a report by the Indian news Web site Rediff.com said.

The latest tender for a Multi-role Tanker Transport was reissued in September 2010, nine months after a similar MRTT contract featuring the same two tankers for around $1.06 billion was stopped.

India's finance ministry questioned the value for money offered during the previous tender issued in 2006. A major issue was the fact that the air force already operates six of the four-engine IL-78 tankers bought in 2004.

The Finance Ministry argued that buying more Ilyushins would be cheaper.

Despite this, the air force chose the Airbus 330 over the Il-78 in 2009. But the Finance Ministry quashed the deal in early 2010, saying a re-tender was needed using better procurement processes and assessment methods.

The Gwalior trials had the planes refueling Su-30MKI, Mirage 2000H and MiG-29 aircraft operated by the Indian air force, the Rediff report said.

Sealed bids from Airbus and Ilyushin will be opened later this year.

Last month, Russia and India signed a preliminary deal for Russia to sell 42 more Su-30 MKI fighter jets in kit form and provide technical assistance during their production.

The jets will be assembled in India by Hindustan Aeronautics. The aircraft's integrated electronic warfare system has a Tarang radar warning system made by the Indian government's Defense Research and Development Organization.

The Airbus A330 tanker is operated by Australia, Saudi Arabia, United Arab Emirates and the United Kingdom.

In November, Australia took delivery of its third A330 MRTT as part of a five-aircraft order. It was converted from an Airbus A330 jetliner airframe by Qantas Defense Services in Brisbane, Australia, Airbus said at the time.

Australia's fourth and fifth MRTT aircraft are scheduled for delivery this year.

Airbus's attempt to break into the U.S. defense market has suffered so far a similar fate to that its Indian experience.

The U.S. Air Force issued a request for proposal for 100 air-to-air tanker in 2006 and Airbus went head to head with Boeing and its 767.

Airbus, with its partner Northrop Grumman won the U.S. Air Force contract in mid 2008 but a complaint by Boeing over the lease agreement meant the tender was reissued in 2009.

Boeing won the $35 billion contract in February 2011.

Israel Aerospace Industries Ltd. (IAI) (TASE: ARSP.B1) has signed one of its largest arms deals, for the sale of $1.1 billion worth of missiles, anti-missile systems, unmanned aerial vehicles (UAV), intelligence and other systems.

In a brief notice to the Tel Aviv Stock Exchange (TASE), IAI announced that it has signed a four-year $1.1 billion arms deal with an Asian country. It did not name the customer or the systems that would be sold, but said that advances would be paid in exchange for guarantees in the same amount.

Sources inform ''Globes'' that IAI has been in intensive talks with Indian defense procurement officials. Other Israeli defense companies have simultaneously been offering India their wares in an attempt to win the huge contract. IAI CEO Yitzhak Nissan personally led the negotiations for the company, which has already signed large arms deals with India, including for the sale of Barak ground-based and ship defense missiles, accelerated its negotiations.
A source close to the deal told "Globes" that it would greatly boost IAI's orders backlog, and is a major personal achievement for Nissan at a time when the global defense market is in crisis following the US departure from Iraq and other countries slash defense spending. "A deal of this size should not be taken for granted at a time when many countries are cutting their defense spending because of uncertainty in global markets. Nissan succeeded in reaching a mega-deal that will give IAI financial and job security for years," the source said.

US offers famous 'Stinger' missiles to India


New Delhi: The United States has offered the air-to-air version of its famous Stinger missile to India as part of the weapons package proposed for the 22 attack helicopter deal of the Indian Air Force (IAF).

The surface-to-air version of the Stinger missile is widely credited for the collapse of Russian helicopter fleet in Afghan war in 1980s and was also used by Pakistani troops to bring down an IAF Mi-17 helicopter during the Kargil war in 1999.

"We have offered the Stinger missile as part of weapons package with the Apache-64D offered by the US Government to the IAF's tender for 22 attack helicopters," Brad Barnard, Raytheon's Business Development Manager for missile systems, told reporters here.

The missiles are offered directly by the US Government to India through the Foreign Military Sales (FMS) route, he said.

The IAF is in final stages of the contract and is soon expected to award the contract.

Barnard said Raytheon was also planning to offer the missiles for being equipped on India's indigenous helicopters, which include the HAL developed Light Combat Helicopter and
Advanced Light Helicopter.

"We are yet to get clearance from the US Government for this but we have plans to offer the Stinger for being equipped on Indian helicopters," he said.

Raytheon India Head William Blair said the company has developed a vehicle-launched version of the Javelin anti-tank guided missile and is in discussion with local major Tata for developing it for Indian requirements.

India is planning to indigenously develop a Futuristic Infantry Combat Vehicle (FICV) for the requirements of its Army and paramilitary personnel and Tata is expected to be one
of the contenders for the contract.
