- 34 MiGs met with accidents in five years
New Delhi, March 13 (IANS) Thirty-four MiG fighter jets of the Indian Air Force were involved in accidents in the last five years and six pilots and five civilians were killed in these crashes, parliament was informed Wednesday. Technical defects and human error were the two main causes of the accidents, Defence Minister A. K. Antony said in a written reply in the Rajya Sabha. "During the last five years (2007-08 to 2011-12) and current year 2012-13 (up to March 7, 2013), 34 MiG fighter aircraft of the Indian Air Force have been involved in accidents/crashes In these accidents, six pilots and five civilians were killed," Antony said. He said every IAF aircraft accident is thoroughly investigated by a Court of Inquiry (CoI) to ascertain the cause of accident and remedial measures are taken accordingly to check their recurrence. "The IAF has taken various measures relating to invigoration of aviation safety organisation, analytical studies and quality audits of the aircraft fleets to identify vulnerable areas and institute remedial measures to reduce aircraft accidents, including establishment of an Ornithology cell for bird surveys at flying bases," the minister said. He said that all flying bases have been visited by senior aerospace safety personnel of the IAF to apprise the operating units suitably and get views for enhancing aviation safety. "Accident prevention programmes have been revitalised, including steps to train pilots to prevent accidents due to human error which includes increased use of simulators," he said. http://www.newstrackindia.com

- India, Russia in talks over another nuclear submarine
March 14, 2013 RIA Novosti After the Nerpa or INS Chakra, the partly-completed Project 971 vessel would be the Indian Navy’s second nuclear submarine from Russia.
India is in talks with Russia to finance the completion of a nuclear submarine for the Indian Navy, a senior Russian military official told RIA Novosti on Tuesday. After the Nerpa, which is being leased by India, the partly-completed Project 971 (Class Schuka-B) vessel would be the Indian Navy’s second nuclear submarine. In 2012, Russia leased out the Nerpa (now called the INS Chakra) to India for a 10-year period for $930 million. Thanks to India's financial support, the submarine was completed at the Amur shipyard and then leased to the national navy. “India has expressed interest in completing the next vessel. The robust hull of the second sub is ready and waiting on the stocks of the Amur plant. It is being well looked after,” said the military spokesman. At the same time, he stressed that the completion of the second nuclear submarine requires an inter-governmental agreement between India and Russia. “The issue is being worked out. As in the first case, it might be leased out, not sold,” said the source for RIA Novosti. India has yet to comment on the matter publicly. The Nerpa belongs to the third generation of submarines. It was berthed at the Amur shipyard in Komsomolsk-na-Amure in 1991. However, in the mid 1990s, funding was frozen and the vessel could only be completed with India's assistance. The submarine has a displacement of 8140/12770 metric tonnes, a top speed of 30 knots, a maximum depth of 600 metres, an endurance of 100 days, a crew of 73 people, and is armed with four 533-mm torpedo launchers. With the lease of the Nerpa, India became the sixth operator of nuclear submarines in the world, after the United States, Russia, France, Britain and China. India’s domestically-designed INS Arihant nuclear submarine is expected to be ready for operational deployment this year after final sea trials. http://indrus.in

- Russian Frigate Built for India Completes Sea Trials
MOSCOW, March 15 (RIA Novosti) - The last in a series of three frigates that Russia is building for India at the Yantar Shipyard in the Baltic exclave of Kaliningrad has completed contractor sea trials, a spokesman for the shipyard said on Friday.
Sergei Mikhailov said the trials of The Trikand frigate in the Baltic Sea began on February 5 and were completed on March 14.
“Within this period, the vessel carried out five voyages in the Baltic Sea, each lasting several days,” Mikhailov said.
The Trikand is currently at the Baltiisk port, preparing for state sea trials. It is scheduled to join the Indian Navy in the summer of 2013.
Russia and India signed a $1.6 billion contract on the construction of three modified Krivak III class (also known as Talwar class) guided missile frigates for India in 2006.
The first frigate, INS Teg, joined the Indian Navy on April 27, 2012, and the second, The Tarkash, arrived at the port of Mumbai in India on December 30, 2012.
The frigates are each armed with eight BrahMos supersonic cruise missiles.
They are also equipped with a 100-mm gun, a Shtil surface-to-air missile system, two Kashtan air-defense gun/missile systems, two twin 533-mm torpedo launchers and an antisubmarine warfare (ASW) helicopter.

- IAF, not Army, will get Apache attack helicopters: Govt
NEW DELHI: The defence ministry has rejected the Army's case for "ownership" of the 22 heavy-duty Apache helicopters, armed with deadly Hellfire and Stinger missiles, which India is all set to acquire from the US in a $1.4 billion contract.
The MoD, citing defence minister A K Antony's approval, has held the 22 AH-64D Apache Longbow gunships will "remain" with the IAF because the procurement deal was an "ongoing" one, which did not fall into category of "future" acquisitions, said officials.
The Army has been eyeing the Apache helicopters, that earlier defeated Russian Mil Moscow Helicopter Plant's Mi-28 Havoc choppers in the field trials conducted by IAF, for which the final commercial negotiations are now underway between MoD and Boeing.
Antony last year was compelled to step into the bitter turf war raging between Army and IAF for years, which publically erupted even during the 1999 Kargil conflict, over the ownership of attack helicopters.
The minister had then decided that "future" procurements of attack helicopters would be for the Army since the force contended it desperately needed the gunships to target enemy infantry and tanks on the ground.
But IAF argued it should be allowed to retain all the attack and medium-lift helicopters because it would be "very expensive" if the Army duplicated efforts and resources by getting its own "little air force". The "command and control" over IAF's two existing squadrons of Mi-25/35 attack helicopters was in any case in the hands of Army.
After MoD said the Army would also get its own attack helicopters to resolve the imbroglio, the force had laid claim to the "ownership" of the 22 Apache helicopters as well. "But the procurement process for the 22 Apache helicopters began much before the decision about giving Army ownership of future such inductions was taken," said a MoD official.
An undeterred Army, however, chalked out plans to have its own "mini" air force in the years ahead. Apart from creating a permanent cadre for the Army Aviation Corps, the force is raising "aviation brigades" for each of its three "strike" and 10 "pivot" corps.
The Army currently operates 195 Chetak/Chetak light observation helicopters as well as 70 Dhruv advanced light helicopters. Its long-term plans include three helicopter squadrons (10-12 choppers each) — armed or attack, reconnaissance and tactical lift — each for all its 13 corps as well as "a flight" of five fixed-wing aircraft each for its six regional or operational commands. http://timesofindia.indiatimes.com

- IAF gears up for US air combat exercises
NEW DELHI: Top-gun Indian pilots are now quietly honing their combat skills on frontline Sukhoi-30MKI "air dominance" fighters to take on the best in the world. They know it will be the closest they will come to realistic air combat without actually going to war.
The IAF is getting all set to dispatch eight Sukhoi-30MKIs, two C-130J "Super Hercules" tactical airlift planes, two IL-78 mid-air refuelling tankers and one IL-76 heavy-lift aircraft, along with over 150 personnel, for the "mother" of all air combat exercises: the world-famous "Red Flag" exercise held at the Nellis US Air Force (USAF) base in Nevada, northwest of Las Vegas.
The high-voltage, "network-centric" exercise will not only provide an opportunity for IAF pilots to match their combat skills with the USAF and its allies, but also serve to establish the force's capability to "project air power" by deploying "a trans-continental task force" across the globe.
"Red Flag is undoubtedly the most demanding air exercise. Our boys will have to demonstrate their professional capabilities as well as achieve high mission accomplishment and serviceability rates," said an officer.
With 1,900 possible targets, realistic threat systems and an opposing enemy force that "cannot be replicated anywhere else in the world", the USAF itself tom-toms the Red Flag exercise as the best platform "to train to fight together, survive together and win together".
Though the actual Red Flag exercise will be conducted from July 14 to 26, it will involve first flying to the US and then undertaking the "work-up" phases and exercises to familiarise with "the new high-tech flying environment". Overall, the entire endeavour will involve flying close to 20,000-km, with well over 300 sorties. It will also be costly, with the price tag being pegged around Rs 100 crore.
This will be the second time IAF will take part in the complex air combat manoeuvres of the Red Flag. It was blooded the first time in mid-2008, which proved "an eye-opener" for many. IAF was then still not fully familiar with operating in an AWACS (airborne warning and control systems) environment.
That is no longer the case. The force now has its own Israeli Phalcon AWACs, which are tremendous force-multipliers in modern day air combat. IAF chief Air Chief Marshal N A K Browne, in fact, himself flew in a Phalcon AWACS during the ongoing "Live-Wire" exercise being conducted in phases throughout the country.
IAF fighter pilots have managed to hold their own, many a time outgunning their rivals, in the series of bilateral exercises with the US, the UK and France, among others, over the years. They are now all gung-ho about doing the same in Red Flag. http://timesofindia.indiatimes.com - Citation :
- Ready to induct MiG squadron in may, India awaits carrier
With the first squadron of carrier-based fly-by-wire MiG-29 K fighters to be formally inducted into the navy next month, India is now keeping its fingers crossed on Russia delivering the 45,000-tonne INS Vikramaditya aircraft carrier by 2013 end, after a delay of over five years.
The Admiral Gorshkov warship will be put on trial on Barents Sea between May and July and commissioned by Sevmash shipyard on White Sea in November 2013.
Government sources said the 2012 “boiler furnace brickwork” problem, encountered in seven of the eight boilers, had been rectified and the Naval Headquarters believes that the ship — modification and refitting of which would cost around $2.3 billion — will be on India’s western seaboard by November-December this year.
With India’s sole aircraft carrier — the 54-year-old INS Viraat — undergoing an overhaul and scheduled to join active duty by mid-2013, there is urgency in the acquisition of Vikramaditya as the Chinese PLA Navy will put its aircraft carrier Liaoning on high sea trial this year.
Acquired as junk named Varyag from Ukraine, Liaoning— refurbished at the Dalian shipyard — is expected to acquire combat capability within two years.
As a first step towards formally acquiring Vikramaditya, 16 aircraft of Russian MiG-29 K fighters will be commissioned into the Indian Navy in Goa on May 11.
While this squadron of multi-role fighters will be christened 303 squadron, the navy will acquire another 29 aircraft for its second squadron.
The new aircraft carrier will be based at Karwar in Karnataka under the Western Naval Command and will give India the much needed long legs in the Indian Ocean region.
“The delivery of INS Vikramaditya figured in summit meeting between Prime Minister Manmohan Singh and Russian President Vladimir Putin in Delhi on December 24, 2012. We hope that high sea aviation and speed trials of INS Vikramaditya would be smooth,” said a defence ministry official. http://www.hindustantimes.com

- Bribe Charges In Another Indian Copter Deal
The ongoing VVIP helicopter contract scandal has sent the separate impending procurement of 197 light utility helicopters into a tailspin, with the Army now asking the government to conduct a fresh probe into the role played by a brigadier who allegedly demanded money from AgustaWestland to swing the latter deal as well. Army chief General Bikram Singh told defence minister A K Antony that the Defence Acquisitions Council (DAC), which met here on Tuesday, should keep the over Rs 3,000 crore project for the 197 helicopters on hold till the inquiry against the brigadier is completed to avoid any blowback later. Though AgustaWestland no longer figures in the sweepstakes for the 197-helicopter project, where Russian Kamov Ka-226T and Eurocopter AS 550 C3 Fennec choppers are locked in the final competition, the controversy has virtually pushed this critical acquisition into cold storage, as was earlier reported by TOI. The name of the brigadier, V S Saini, had cropped up in the ongoing Italian probe into the bribery allegations in the Rs 3,546-crore contract for the 12 VVIP helicopters inked with AgustaWestland, the UK-based subsidiary of Italian conglomerate Finmeccanica, in February, 2010. Brig Saini, now posted at the Officers’ Training Academy at Chennai, was the officer-in-charge of the field trials for the light helicopters as the “Brig-Aviation” at the Northern Command based in Udhampur. A document seized by the Italian investigators, probing the 51 million euro bribes paid to swing the 556 million euro VVIP chopper contract in AgustaWestland’s favour, showed “Brig Saini” had demanded over $5 million to favour the company in the 197-helicopter deal as well. The document found at the house in Italy of the mother of Guido Haschke, one of key middleman in the VVIP helicopter deal, mentions Brig Saini in January 2010 had offered “help to eliminate the competition” just before the field trials in the 197-helicopter project. But as it later turned out, the AgustaWestland helicopter was ejected out of the race without any money apparently changing hands. The Army has questioned Brig Saini but is yet lay hands on “any tangible evidence” against him. “The Army alone cannot investigate the charges…it will need cooperation from the Italian investigators,” said a senior officer. But with the Italian investigators yet to even share their evidence with India on the VVIP helicopter deal, the fate of the 197-helicopter project looks every uncertain now. The procurement of 197 light choppers – to replace the ageing Cheetah/Chetak fleets that undertake patrol, reconnaissance and casualty evacuation missions in forward locations and high-altitude areas – has also been dogged by technical deviation complaints. The DAC was to consider the report of the special technical oversight committee (STOC), headed by Lt-General Gurdeep Singh, but it has been pushed to the backburner now. Incidentally, the STOC report has cleared the “minor deviations” in the trials conducted between the twin-engine Kamov and single-engine Eurocopter, holding both met the operational requirements. The entire 197-helicopter acquisition process has already been scrapped once in December 2007 after being finalized. Consequently, the armed forces continue to battle age and obsolescence when they urgently need as many as 440 new light-utility helicopters to replace the Cheetah/Chetak fleets.

- India's plans to finalise the procurement of 126 Dassault Rafale combat fighters by the middle of 2013 could be postponed further following serious differences over the role of Hindustan Aeronautics Limited (HAL) in licence building 108 of the aircraft.
Official sources said negotiations between the Ministry of Defence (MoD) and Dassault over the Medium Multi-Role Combat Aircraft (MMRCA) purchase stalled in late March after the latter demanded the signing of two agreements: one for 18 Rafales to be acquired in fly-away condition and the second with HAL to construct 108 of them in Bangalore.
Dassault reportedly told the MoD that it wanted merely to provide HAL the tooling, kits, and associated equipment to build the 108 Rafales, but that it would take no further responsibility for them.
Senior Indian Air Force (IAF) sources told IHS Jane's that the MoD's Contract Negotiation Committee (CNC) told Dassault that it would sign just one contract, in accordance with the August 2007 MMRCA request for proposals (RfP). http://www.janes.com/products/janes/defence-security-report.aspx?ID=1065977880

Five Indian UN troops killed in South Sudan
Five Indian peacekeepers escorting a UN convoy in South Sudan have been killed in an ambush by rebels, the office for the UN secretary-general has said.
The peacekeepers were serving with the UN Mission in the Republic of South Sudan (Unmiss).
Two Unmiss national staff and five civilian staff contractors were also killed in the attack. Nine others were injured, some seriously.
The violence happened in Jonglei state, a haven for armed groups.
Unmiss has been in South Sudan since the country's creation in 2011, with a remit to preserve peace and security.
In a statement, UN Secretary-General Ban Ki-moon said he was "appalled" by the attack in Gumuruk, and called on "the government of South Sudan to bring the perpetrators of this crime to justice".
The Indian foreign ministry said arrangements were being made to repatriate the bodies of the Indian nationals.
Correspondents say that Jonglei has been hit by widespread ethnic violence since South Sudan became independent from Sudan in July 2011 - with much of it taking place in Pibor county, where the UN peacekeeping force is based.
South Sudan's military spokesman, Col Philip Aguer, blamed Tuesday's attack on militants led David Yau Yau, who South Sudan says is being armed by Sudan.
Unmiss chief Hilde Johnson said last month that the government was expected soon to launch an offensive against fighters loyal to Mr Yau Yau in Jonglei.
On Monday Ms Johnson urged authorities and communities in Jonglei state "to take all necessary steps to prevent inter-communal violence and attacks by armed groups which are threatening civilians and spurring a deadly cycle of violence".
"The destabilisation of Jonglei must stop," she said.
Insecurity in the state has been exacerbated by a cattle-raiding feud between rival ethnic groups, which has left hundreds of people dead and some 100,000 displaced since independence.
India is a major contributor to UN peacekeeping forces around the world and has suffered losses in the past. http://www.bbc.co.uk/news/world-asia-22080224

- India to spend $3 billion for 3 more Talwar-class frigates
A formal contract is likely to be signed after Russia delivers to India the third and final Talwar-class stealth frigate INS Trikand. Russia is going to get a fresh order of building three more Talwar-class stealth frigates for India later this year which is likely to be worth $3 billion. The frigates have substantially enhanced Indian Navy’s firepower in the region mainly because of their stealth capabilities. Knowledgeable sources told RIR that the Indians have already orally conveyed their in-principle decision to Russia to construct three more Talwar-class frigates. A formal contract is likely to be signed after Russia delivers to India the third and final Talwar-class stealth frigate INS Trikand, being built at the Yantar shipyard in Russia. The delivery is expected in June 2013. The game-changer aspect of the Talwar class frigates is its stealth technology and a special hull design. These features enable the Talwar class frigates to be extremely useful in a wide range of missions like finding and eliminating enemy submarines and large surface ships. The Talwar-class frigates are the first Indian Navy warships to have stealth features. What the Fresh Deal May Entail Sources in the Indian defence establishment said the mood is quite upbeat about the successful Talwar-class frigates experiment and once the current cycle gets completed after the delivery of INS Trikand, the Indian Navy will take a call on issuing a formal order to Russia.
The new set of frigates will be more technologically advanced and each of the next three Talwar-class frigates will be equipped with BrahMos missiles. The existing Talwar-class boats and the upcoming INS Trikand are not BrahMos-equipped because they were designed before the BrahMos naval variant could be developed. Therefore the greatest USP of the upcoming order for three more Talwar-class frigates would be that for the first time these frigates will be fitted with BrahMos. “This is the single most important reason why the Russians don’t really have to worry whether they are going to get this order or not,” a source said on condition of anonymity. Likely irritants It is a question of when, not if, Russia would be getting the fresh order for the Talwar-class frigates. The Indians would pitch for inclusion of a financial penalties clause for Russian failure to meet delivery deadlines. The Indians are unhappy that the Russians invariably fail to meet the delivery deadlines and eventually jack up the prices too.
The same problem has been witnessed in the Talwar-class frigates episode. Though the boats are doing well, the delivery deadline was pushed back by one year or so for all the vessels. Even INS Trikand was scheduled to be delivered to India by April 2012. Russia will have to streamline its procedures and remove recurring problems of delays and price hikes. In December 2010, Russian shipbuilding plant Yantar had asked Russia's state arms exporter, Rosoboronexport, for an additional $100 million to complete construction of the three frigates for the Indian Navy. However, in this case it was an internal problem relating to VAT refund and the Russians this time did not jack up the already negotiated price. Staggered Payment Another good thing from the Russian point of view is that it would be a government-to-government dealing wherein floating of global tender will not be required. Stung by the Agusta Westland VVIP helicopters scandal, the Indian Ministry of Defence is likely to stipulate a stringent and transparent payment schedule. In the case of Agusta Westland deal, the MoD was flustered when it realized that only India stood to lose if it were to scrap the chopper deal because the Italian company had been paid more than fifty percent of the total amount though just about 33 percent of the work had been done. Therefore, the contract for the new deal would focus on staggered payments after a mutually agreeable advance payment is made. India had awarded a $1.6 billion contract to the Yantar shipyard in 2006 to build three modified Talwar class for the Indian Navy. The final trials of INS Trikand have already started in the Baltic Sea. Yantar shipyard spokesman Sergei Mikhailov has been quoted in a recent RIA Novosti report as saying that INS Trikand was cleared for final state trials on April 4, 2013 which should be completed by this month end.
The Indian Navy got a major fillip to its firepower with the arrival of its latest acquisition INS Tarkash at Mumbai on December 27, 2012. Built by the Yantar Shipyard, Kaliningrad, Russia, INS Tarkash was second of three project 1135.6 (follow-on Talwar class) ships ordered by Indian Navy, the first being INS Teg which joined the fleet in June 2012. What Makes Talwar Class Frigates Formidable These ships, a modification of Krivak III class Russian frigates, are designed to carry and operate one heavy duty early warning helicopter which can provide over-the-horizon targeting. The Talwar-class frigates can also have the indigenously built Dhruv light combat helicopter. The frigate’s efficacy in anti-submarine warfare can be gauged by the fact that its RPK-8 rocket system has a firing range from 600 to 4300 metres and the depth of engagement of up to 1000 metres. Its combat data system independently generates combat missions based on situation analysis, determines optimal number of missile firings, displays information on the state of ship-borne weaponry and transmits data to protection systems. The Talwar-class frigate is armed with a new 3M-54 Klub attack anti-ship system with a vertical missile launcher. This anti-ship system is an 8.22 meters (27 ft) long missile using active radar guidance with a range of 220 kilometres. It is a three-stage missile in which the terminal stage reaches supersonic velocity (Mach 2.9) when it is approximately 20 km (12 miles) from its target. http://indrus.in/economics/2013/04/13/india_to_spend_3_billion_for_3_more_talwar-class_frigates_23773.html _________________
