BANGALORE, Jan. 25 -- The Indian Army will be handed over the first two weapon system integrated (WSI) version of Advanced Light Helicopter (ALH-Mk-IV) Rudra, during Aero India 2013.
Hindustan Aeronautics Ltd (HAL) chairman R K Tyagi told Express that Rudra will also be available for customer demonstration flights during the show. "Rudra will definitely add more teeth to Indian Army and we will roll out more production units to the squadron," he said.
Express had earlier reported that around 70 Rudras will fly out of HAL to meet Army's initial requirements.
"In addition to the redundant flight critical systems, IR suppressor, armour panels, crashworthy features and self-sealing fuel tanks enhance the survivability of the helicopter in the battlefield environment," Tyagi said.
Rudra can carry a mix of weapons providing it with capability to search and destroy any target. Systems like electro-optic pod, helmet-mounted sight and fixed sight facilitating firing of the onboard weapons (20 mm turret gun, 70mm rockets and Air-to-Air missiles), makes it an unforgiving machine.
He said Rudra's rigid rotors have extremely high agility and manoeuvrability. With its high-powered engine, the chopper can undertake missions up to altitudes of six km. "With such capabilities, Rudra is unmatched in the world, in its class," claims Tyagi.
He confirmed that HAL has plans to integrate additional new systems on Rudra, including infra-red jammer, data link, obstacle avoidance system (for Army), wire cutter (for IAF) and NBC (Nuclear Biological and Chemical) sensors.
When asked about ALH Dhruv's (earlier version of Rudra) export status, Tyagi said three more countries have shown interest in these choppers.
Over 130 Dhruv helicopters are in operation now, with Indian Army flying 110 and 12 with Indian civil operators.

Navy plans to issue bid for over 120 multirole choppers
In could be the world's biggest tender for helicopters, the Indian Navy is planning to issue a bid for procuring more than 120 multirole choppers expected to be worth around Rs 35,000 crore.
The navy had recently issued a global request for information in this regard and has plans of acquiring more than 120 Naval Multirole Helicopters (NMRH), navy sources said here.
The navy had recently asked global helicopter vendors to provide details about their choppers in this category and is planning to issue a global request for proposal in this regard in near future, they said.
The navy is planning to procure these new NMRH for carrying out anti-submarine warfare, special forces' operations and anti-submarine and anti-surface warfare.
The companies expected to take part in the tender include all major chopper manufacturers like European Eurocopter and Agusta Westland and American Sikorsky and Lockheed Martin.
"We are planning to offer our EC725 helicopter once the Indian Navy issues a tender for these NMRH," Eurocopter's Vice President for South Asia region Rainner Farid said here.
The Indian Navy is already holding a competition for procuring 16 multirole helicopters in which European NH-90 and American Sikorsky S-70 Bravo are in the race.
The navy at present relies on its fleet of Sea King helicopters which were inducted in two different phases in the 80s.
The navy would require these multirole choppers in view of its expanding fleet size and expansion in its area of responsibility with the government stating that country's strategic interest ranges from the Gulf of Aden to the Malacca Straits.

Pilatus could eventually supply 183 basic trainers
The Indian Air Force (IAF) will order 37 additional the Pilatus trainer aircraft from Swiss manufacturer, Pilatus Aircraft Company, over and above the 75 trainers the IAF has already contracted for Rs 2,900 crore. That will take to 112 the number of Pilatus PC-7 Mark II trainers on order from the IAF.
A top IAF official told Business Standard, “The contract for 75 Pilatus trainers, which was signed last year, includes an options clause that allows India to order an extra 50 per cent of the contracted number of aircraft (i.e. 37 trainers) at the same price as the first 75 trainers. We will exercise this options clause this month.”
The first 75 Pilatus trainers were purchased at Rs 30 crore per aircraft. At that price, the additional order will be worth about Rs 1,250 crore to Pilatus Aircraft Company.
The first three PC-7 Mark II aircraft have already been delivered by Pilatus. The IAF official who spoke to Business Standard said 14 trainers, nearly a full squadron, would be delivered to the IAF by June. The IAF pilots course that begins initial training in June will learn to fly on the PC-7 Mark II.
This is an enormous relief to the IAF. Its longstanding basic trainer aircraft, the indigenous HPT-32 Deepak, has been grounded since a crash in July 2009. A total of 19 pilots have died while flying this aircraft. Since then, IAF rookie pilots have undergone a greatly curtailed Stage-1 training (as basic training is called) on the Kiran Mark-I trainer, a complex aircraft normally flown by pilots who have already learned basic flying on a simpler machine. This compressed training has placed a question mark over the flying ability of recent IAF batches.
But the course that begins training in June will fly a full training syllabus of 65-70 hours on the PC-7 Mark II in Stage-1 training before they commence 65-70 hours of Stage-2 training on the Kiran trainer. After that, they graduate to Stage-3 training — 65-70 hours on the Hawk Advanced Jet Trainer (AJT) -— before joining a frontline combat fighter squadron.
Even after exercising the option for 37 more PC-7 Mark II aircraft, the IAF will need 71 more trainers to meet its overall requirement of 183 basic trainer aircraft. Earlier, Bangalore-headquartered Hindustan Aeronautics Ltd (HAL) was to design and build 108 aircraft, dubbed the Hindustan Turbo Trainer – 40 (HTT-40). But, as Business Standard first reported (December 19, 2012, “MoD rejects HAL’s proposal to build basic trainer”), the MoD scrapped HAL’s proposal last September since its trainers would cost significantly more than those on offer from Pilatus.
The Pilatus PC-7 Mark II offers far more safety and training features than the vintage HPT-32, which did not even have an ejection system; in emergencies, pilots ejected manually. The HPT-32’s obsolete instrumentation and avionics restricted training to good weather. Its cockpit had no recording equipment that could monitor trainee pilots while they were flying solo. Unlike the older aircraft, the PC-7 Mark II can perform aerobatics, and train the rookie pilots on instrument and night flying and basic tactical operations.
The PC-7 Mark II is a hybrid aircraft, in which a PC-9 airframe has been mated with a smaller PC-7 engine to lower procurement, flying and maintenance costs. The trainer is in service with several air forces, including South Africa and Malaysia.

Indian Army orders CBRN training simulators from Argon 6 February 2013 The Indian Army has placed orders with Argon to supply a range of chemical detector simulators, intended to meet current and future training capability requirements.
Under the first major contract from an Indian customer, Argon will deliver CAMSIM, ChemPro100-SIM and GID-3-SIM to the army.
The systems will be delivered for the army's chemical, biological, radiological, and nuclear (CBRN) training establishment, the Faculty of Nuclear, Biological and Chemical Protection at the College of Military Engineering, located in Pune, Maharashtra, India.
The requested products form part of a range of chemical warfare agent (CWA) detectors, which are currently operational with the Indian Army.
Argon India sales manager Patrick Hickmott said: "Argon looks forward to further developing its commitment to offering state-of-the-art simulation training solutions that meet the dedicated needs of our clients in facing the global CBRN challenge."
The company has also recently received contracts for the armed forces in the UK, Ireland, Canada and Sweden.
Designed as a training simulator for the Smiths Detection GID-3 CW detector, GID-3-SIM replicates all functions of the real detector, CW alarms and detector faults, as well as Mode 16 output data from RS232 port.
The ChemPro100-SIM has been designed as an interactive simulator for the Environics ChemPro 100/Chempro 100i detector.
Capable of simulating a chemical attack, the training system allows first responders and CBRN troops to correctly respond to threats.
Available in various versions, the CAMSIM simulator can be installed easily and used for CBRN/HazMat exercises and training.

MiG-27 aircraft crashes in Rajasthan's Barmer district, pilot ejects safely A MiG-27 aircraft of the Indian Air Force crashed in Rajasthan's Barmer district on Tuesday. Pilot Wing Commander Nishikant Singh ejected on time and was rushed to the Jodhpur's Military Hospital where his condition was said to be stable and out of danger.
The aircraft was on a routine sortie when it crashed near a hamlet, Allawani- Ki- Dhani, 30 km from Barmer, in the Western sector, said defence spokesman Colonel S D Goswami.
The MiG-27 took off at 3.55 pm from Uttarlai air base and crashed immediately after taking off at 3.57 pm at distance of about 3 km from the base.
A Court of Inquiry was ordered into the crash, Goswami said.
The impact of the crash was such that while its debris scattered over a radius of 300 meters and a house near the site was damaged. A young boy reportedly sustained minor injuries, according to eye witnesses.
Villagers, who saw the MiG loosing attitude, informed local administration. Two fire brigades rushed to the spot to douse the fire at the site.

NEW DELHI: The Rs 3,546 [color:91b5=#0000FF !important]crore deal for 12 AgustaWestland AW-101 helicopters is going to be scrapped. The defence ministry (MoD) on Friday initiated action for cancellation of the contract inked in February 2010. It issued [color:91b5=#0000FF !important]a formal show-cause notice to the UK-based subsidiary of Finmeccanica to explain within a week why the contract should not be cancelled.
The Times of India had reported on Thursday that the government was fast veering around to cancelling the VVIP helicopter deal after it first put on hold all further payments to [color:91b5=#0000FF !important]AgustaWestland since the deal was fast emerging as a test-case for defence minister AK Antony, who has built his entire political career on probity, with fingers being raised about the year-long delay in ordering [color:91b5=#0000FF !important]a CBI probe despite allegations of huge kickbacks in the deal consistently emanating for almost an year.
"If the contracts for the Bofors howitzers and the HDW submarines in the mid-1980s could be terminated midway, even if they hit the operational readiness and modernization of the armed forces in a major way, these are just choppers meant for [color:91b5=#0000FF !important]VVIP travel," said a top government source had said on Thursday.
Despite having inducted only three of the AW-101 helicopters till now, with the remaining nine slated for delivery in batches of three each in March, May and July, the defence ministry has earlier this week put on hold all further payments to AgustaWestland. India so far has paid a little over 50% of the total amount to this UK-based subsidiary of Italian military giant Finmeccanica.
With the budget session of Parliament fast approaching on February 21, there were indications that the MoD would not even wait for the CBI to submit a formal report. The MoD has also written to the chief executive officer of AgustaWestland to "categorically" state the "clear position" in view of the current developments, asking him to specifically indicate if any financial transaction has taken place with any Indian individual or entity.
Both the contract and integrity pact inked with AgustaWestland contain specific provisions by which "strict action including the cancellation of contract, recovery of payment, blacklisting and penal action" can be unleashed against the vendor.
Article 22 of the inked contract, for instance, deals with the penalty for the "use of undue influence". It entitles the "buyer" to cancel the contract with the "seller" and recover from him the amount of any loss arising from such cancellation.

Indian Light Helicopter Requirements Still Clouded

Indian light helicopter requirements remain subject to abureaucratic procurement process. The program to acquire 197 reconnaissance and surveillance helicopters (RSH) is close to being scrapped, but Hindustan Aeronautics (HAL) has inked a contract for 187 light utility helicopters (LUH). HAL is also proposing the LUH for a new Indian Navy requirement. Meanwhile, HAL continues to develop its light combat helicopter The RSH program was supposed to replace 230 aging Chetaks (Aerospatiale SA316 Alouette III) and Cheetahs (SE316B Alouette II). The single-engine Eurocopter AS550C3 and twin-engine Kamov Ka-226T were finalists. But their bids are said to be non-compliant on such issues as the climb rate of the Kamov and the lack of dual-pilot provision in the Eurocopter (moved to make way for the evacuation stretcher). Indian air force chief of staff ACM N.A.K. Browne recently told AIN, “[The decision] will take time.” But the delay will serve the interest of government-owned HAL, which has now frozen the design of the twin-engine LUH that it is developing from its advanced light helicopter (ALH).
Last November, HAL opened commercial bids for 240 engines (plus 240 for offsets) for the LUH. The Turbomeca Ardiden 1H1, offered in the form of the 1U variant already certified in India as the Shakti, was the lowest-cost engine. LHTEC, the joint venture between Honeywell and Rolls-Royce, offered the CTS800 for one-third more. But the engine contract has not yet been awarded.
HAL has already bid its LUH for the Indian Navy’s requirement for 56 four-seat twin-engine helicopters to replace its fleet of HAL Chetak license-built AlouetteIIIs. The bid requires anti-submarine warfare (ASW) capability, including a light torpedo or depth charge, and external mounts for 12.7-mm machine guns or two rocket launchers. Missions to be undertaken by the new LUH fleet would include search-and-rescue; casualty evacuation; sling loads; limited observation and surveillance; and anti-terrorism/anti-piracy missions with small arms. The bid states that the helicopter should be able to operate in adverse weather by day and night from small decks, as well as from the larger decks of aircraft carriers.
The two technology demonstrators of HAL’s twin-engine LCH were on display at Aero India. These light combat helicopters have now logged 170 flights. They have Shakti engines with Fadec, an electronic warfare suite from Saab and armaments that include a 20-mm turret twin-barrel gun, MBDA air-to-air missiles, Helina anti-tank missiles, cluster bombs and rocket pods. The LCH was developed to meet the requirements of the Indian Air Force and the Indian Army, which have ordered 62 and 114, respectively. “We are targeting September 2014 for the [initial operating capability],” said HAL chairman R.K. Tyagi.

NEW DELHI: India will proceed with extreme caution while finalizing its biggest-ever defence deal till now, the almost $20 billion MMRCA (medium multi-role combat aircraft) project to acquire 126 fighter jets.
It can live with the midway scrapping of the Rs 3,546 crore contract to get 12 [color:64c0=#0000FF !important]VVIP helicopters, with no operational military value. But after spending several years to bring the critical MMRCA project to the verge of finalization, India can ill-afford for it to be derailed at a later stage when the actual project is being executed.
The long-drawn process to select French aviation [color:64c0=#0000FF !important]major Dassault's Rafale fighter for the final commercial negotiations, which began 12 months ago, has seen its share of controversies, from "missing files'' to "dissent'' over the calculation of "life-cycle costs''.
Incidentally, the by now [color:64c0=#0000FF !important]infamous Christian [color:64c0=#0000FF !important]Michel, the London-based middleman who allegedly got 30 million euros out of the total 51 million euros paid as bribes in the AW-101 helicopter contract, also had an agreement with Dassault in the 1990s. But Michel and Dassault had parted ways after litigation over payment of commissions.
" Yes, we have to be careful with the MMRCA project, which should be inked towards the end of this year. We have to check and re-check everything,'' admitted a senior defence ministry official on Sunday.
Joint secretary (air acquisitions) in the defence ministry, Arun Kumar Bal, who is going to Italy to gather evidence in the VVIP helicopter contract, also heads the contract negotiation committee (CNC) in the long-delayed MMRCA project, under which the first 18 jets will come in "fly-away condition'', while the remaining 108 fighters will be manufactured under licence by Hindustan Aeronautics over six years.
The committee had run into some trouble in December 2011-January 2012 after two defence finance officials registered their dissent at the way the life-cycle costs - of operating the fighters over a 40-year period, with 6,000 hours of flying - were being calculated.
At that stage, only [color:64c0=#0000FF !important]the Rafale and [color:64c0=#0000FF !important]Eurofighter Typhoon, which was backed by UK, Germany, Spain and Italy, were still in the race. The American F/A-18 'Super Hornet' and F-16 'Super Viper', the Russian MiG-35 and Swedish Gripen had earlier been eliminated after extensive field trials.
On January 31 last year, Rafale was selected as the "lowest bidder" (L-1), beating the Typhoon both in terms of life cycle costs and direct acquisition costs. "The L-1 determination process by the committee was fair and square, with the observations of the two defence finance officials being recorded in the minutes," said an official.
As per defence minister A K Antony, there will be "eight stages of scrutiny at different levels" after the CNC is concluded. But the rejected fighters are waiting in the wings, hoping to fly back into competition. British PM David Cameron, who arrives in India on Monday, for instance, has vowed to "encourage'' India to reconsider its decision of eliminating the Typhoon from the project.

L'Inde pourrait acheter un lot d'hélicoptères russes Mi-17V-5 au lieu des hélicoptères italiens AgustaWestland AW-101 suite à un scandale de corruption, a rapporté lundi le journal Hindustan Times se référant à des sources au sein de l'armée de l'air indienne.
"L'Armée de l'air ne peut pas se permettre d'attendre encore sept ans (le temps d'organiser un autre appel d'offres-ndlr). Nous n'avons pas d'autre choix que de nous adresser aux Russes, si nous souhaitons maintenir en état notre parc d'hélicoptères destinés à transporter des personnes importantes (VIP). Les Mi-17V-5 peuvent être modernisés en Inde à cette fin", a indiqué la source citée par le journal.
L'Inde devait acheter douze hélicoptères de la société AgustaWestland, une filiale du groupe italien Finmeccanica, conformément à un contrat de 556 millions d'euros signé en février 2010. Trois hélicoptères sont déjà arrivés en Inde. Le 12 février dernier, le patron de Finmeccanica Giuseppe Orsi a été arrêté en Italie pour corruption dans une affaire de pots-de-vin présumés versés au gouvernement indien pour la vente d'hélicoptères. Vendredi dernier, le ministère indien de la Défense a informé Finmeccanica de son intention d'annuler le contrat.
A présent, l'armée de l'air indienne souhaite acheter un lot supplémentaire d'hélicoptères Mi-17V-5 dans le cadre d'un contrat signé en décembre 2012, lors d'une visite du président russe Vladimir Poutine en Inde. Ce contrat de 1,3 milliard de dollars porte sur la livraison de 71 hélicoptères Mi-17V-5.
Le Bureau central d'enquête (CBI) d'Inde dépêchera lundi une équipe de juges d'instruction en Italie. Mais les médias rapportent que la justice italienne a refusé de fournir des informations aux Indiens.

INFOS REUTERS Le ministère indien de la Défense a annoncé le 15 février avoir ouvert une procédure visant à annuler le contrat après l'arrestation de Giuseppe Orsi, le PDG démissionnaire de Finmeccanica, soupçonné d'avoir versé des pots-de-vin.
Le groupe italien de défense et d'aéronautique Finmeccanica a démenti le 16 février l'annulation par l'Inde d'un contrat de 750 millions de dollars (560 millions d'euros) portant sur la livraison de 12 hélicoptères.
La filiale d'AgustaWestland a précisé que New Delhi lui avait donné une semaine pour apporter des "clarifications" sur les conditions d'obtention du contrat, soupçonné d'avoir été entâché de corruption.
"Le ministère de la Défense n'a pas annulé le contrat mais nous a notifié qu'il souhaitait obtenir des informations dans les sept jours", lit-on dans un communiqué d'AgustaWestland, qui dit "préparer sa réponse".
Après avoir décidé le 14 février de suspendre "tout paiement à venir" à Finmeccanica, le ministère indien de la Défense a pourtant bien annoncé le lendemain avoir "entamé des mesures pour annuler le contrat d'acquisition" des 12 hélicoptères AW101. Il a donné 7 jours à la société italienne pour lui fournir une raison de renoncer à sa procédure. L'Inde a déjà réceptionné 3 appareils, et devait recevoir les 9 restants d'ici à 2014.

Le Bureau central d'enquête (CBI) d'Inde dépêchera lundi une équipe de juges d'instruction en Italie. Mais les médias rapportent que la justice italienne a refusé de fournir des informations aux Indiens.
ah les occidentaux quand ca les interesse ils envoient leurs enqueteurs sans demander d´autorisation,et la ils refusent aux indiens la cooperation. si vous avez remarqué,les affaires avec les italiens deviennent tres suspects dernierement(algerie,inde..)

Si les Indiens ne sont pas bétes ,ils choisiront le Rafale qui est a mille années lumiéres du Typhoon.....

JAISALMER: A Sukhoi 30 MKI aircraft of the Indian Air Force crashed at Chandhan field firing range in Pokhran on Tuesday. The two pilots ejected safely though one of them suffered serious injuries.
The incident took place at 7.20 pm when the fighter aircraft was on a night-flying mission. There was no loss of life or damage to property on the ground, defence spokesman Colonel S D Goswami said.
"A court of inquiry has been ordered into the incident," Goswami added.
The aircraft was to participate in IAF's day-night exercise 'Iron Fist' on February 22 in which [color:bfc3=#0000FF !important]many dignitaries including President Pranab Mukherjee, defence minister A K Antony and service chiefs are expected to participate.
It was learnt that the aircraft was doing full rehearsal of [color:bfc3=#0000FF !important]the fire-power demonstration when the accident took place.
"Both the pilots escaped safely but the condition of one of the pilots is serious and he is currently undergoing treatment at a military hospital," said an official.
According to sources, the full dress rehearsal of 'Iron Fist' exercise started at 4 pm and at 7.20pm, during [color:bfc3=#0000FF !important]the final stage, one Sukhoi developed technical snag, exploded and fell down.
The accident took place just two kilometres from [color:bfc3=#0000FF !important]the audience gallery.
Superintendent of police, Jaisalmer, Mamta Vishnoi and district collector Shuchi Tyagi too confirmed the accident.
On February 12, [color:bfc3=#0000FF !important]a MiG 27 met with an accident while taking part in [color:bfc3=#0000FF !important]the rehearsal of Iron Fist'.

le principal atout du rafale est que aucune piece est construite en israel et que tout est entierement construit en france
c'est deux chose aurai pu transformer le rafale en best seller dans le monde arabe un monde arabe qui achete beaucoup d'arme
mais le marketing français est complétement null il faudrait revoir les stratégie de comunication et comerciale deja que le rafi a été refuser au égyptien c'est du grand n'importe quoi sa aurait rebattu les cartes en faveur de la france au moyen orient...
pour le typhoon il a déja une balle dans le pied a cause du deal avec augusta qui anglo italien qui tourne mal avec l'histoire de corruption

Il me semble qu'il y a quelque composant Americains dans le Rafale........ Il y a eu des bisbilles entre eux et nous il y a quelques années a ce sujet a cause de vente eventuelle(non non ce n'est pas une blague..... ). Une histoire de chips electronique............ Si quelqu'un a des infos

A new version of the missile is to be fitted on the frontline aircraft of Air Force including Su-30MKI, [color:6da7=#0000FF !important]Mirage 2000 and the future inductions such as the 126 multirole combat aircraft, [color:6da7=#0000FF !important]BrahMos officials said today.
For the first time, the Indo-Russian joint venture showcased the model of the new missile at the 15th anniversary celebrations of the tie-up between the two countries.
"Dr A S Pillai (of the venture) has assured us that BrahMos will be developing a miniaturised version of the missile for our other aircraft and the future inductions," IAF chief Air Chief Marshal N A K Browne said.
BrahMos officials said the range of the missile would be 290-kms and it would be smaller by around three metres as compared to the present missile.
At the moment, IAF and [color:6da7=#0000FF !important]BrahMos are working on a Rs 6,000 crore project for integrating an air-launched BrahMos on [color:6da7=#0000FF !important]the SU-30 MKI aircraft to allow the warplane to carry one missile under its belly.
After the new missile is developed, the SU-30MKI would be able to carry three missiles while other combat jets of [color:6da7=#0000FF !important]the IAF would be able to carry one each, they said.
BrahMos Aerospace is also planning to carry out the underwater testfiring of the missile in near future which is expected to pave way for its induction into the Indian submarine arm.
