NEW DELHI, December 30 (RIA Novosti) - The second of three stealth frigates that Russia builds for India at the Yantar Shipyard in Russia’s Baltic exclave of Kaliningrad arrived at the port of Mumbai, an Indian Defense Ministry source said on Sunday.
The source did not specify whether an official ceremony of the frigate’s reception would be held.
Russia and India signed a $1.6 billion contract on construction of three modified Krivak III class (also known as Talwar class) guided missile frigates for India in 2006. The first frigate, INS Teg, joined the Indian Navy on April 27.
The second frigate, The Tarkash, was commissioned on November 9 and sailed from Baltiysk to India on November 17.
The last in the series of three frigates, The Trikand, currently undergoes dock trials and after it completes sea trials in the Baltic Sea will join the Indian Navy in the summer of 2013.
The new frigates are each armed with eight BrahMos supersonic cruise missiles.
They are also equipped with a 100-mm gun, a Shtil surface-to-air missile system, two Kashtan air-defense gun/missile systems, two twin 533-mm torpedo launchers, and an antisubmarine warfare (ASW) helicopter.
Russia previously built three Talwar class frigates for India - INS Talwar (Sword), INS Trishul (Trident), and INS Tabar (Axe).

Indian Military starts search for Tatra truck alternatives 2 January 2013 India's Armed Forces are seeking alternative vehicles to install missile systems in the wake of an impending ban on the acquisition of Tatra all-terrain trucks.
Unidentified defence sources were quoted by Press Trust of India as saying that the military officials were currently analysing trucks proposed by Russian and Belarusian companies, including Volat trucks manufactured by MZKT.
A meeting was held recently with all stakeholders under director general (acquisition) of the Ministry of Defence (MoD) to discuss the proposals, the sources added.
Upon approval, the trucks will undergo comprehensive field trials and are also expected to be equipped with missiles systems in order to test their efficacy.
The procurement of Tatra trucks, which make up approximately 4% of the total vehicles approved for the Indian Army's use, has been put on hold by the MoD amid bribery allegations former army chief general VK Singh made in March 2012.
The ban has led to a delay in several key missile projects, including delivery of Pinaka missile regiments to ground forces, and the acquisition of land-based variant of BrahMos supersonic cruise missile by the Indian Air Force (IAF).
Although more than 7,000 Tatra trucks are currently operational with the armed forces, there are problems regarding their maintenance and repair.
Manufactured by Tatra and supplied in India by Bharat Earth Movers Limited (BEML), the Tatra heavy duty all-terrain vehicles are designed for transport of troops, tanks and missiles systems in the battlefield.

Dassault deal heading for bumpy ride?
India has snubbed French firm Dassault Aviation, the winner of its ` 1 lakh-crore combat planes deal, over the plea to let it decide on the Indian partner’s work share in the contract.
The Ministry of Defence (MoD) has not only rejected Dassault’s demand to decide on the quantum of work of the government-owned Hindustan Aeronautics Limited (HAL) in the Medium Multi Role Combat Aircraft (MMRCA) contract, but also waved the tender document at the French firm to make known that it did not provide the winning foreign firm such powers. The tender, also called the Request for Proposals or RfP in Defence parlance, had clearly laid down the parametres under which the contract for the 126 aircraft would be awarded to the winning firm.
New Delhi has now told Dassault, in response to its earlier demand, that the RfP would be strictly followed in the deal. “The Dassault request has been rejected and they have been told to refer to the tender documents where it has been clearly mentioned about the domestic systems integrator,” MoD sources said here on Thursday.
India chose in January 2011, Dassault’s Rafale planes as the winner of the MMRCA tender, described as the ‘mother of all deals’ by the Indian media.
However, the contract is yet to be signed with both sides still negotiating the deal. Indications are that the contract may be inked only by the second half of 2013 now that India is facing funds crunch, resulting in Defence budget cuts in the 2012-13 fiscal.
Late last year, Dassault wrote to the MoD seeking the right to decide the quantum of work that HAL would do as the Indian primary partner for the plane’s systems integration.
Rafale was preferred over European consortium EADS Cassidian’s Eurofighter Typhoon, which was the other plane that was down-selected for the MMRCA tender in April 2011.
The other competitors rejected by India are American firms Boeing’s F/A-18 and Lockheed Martin’s F-16, Russian United Aircraft Corporation’s MiG-35 and Swedish Saab’s Gripen.
After bagging the MMRCA deal, Dassault signed an MOU with Reliance Industries Limited to jointly work in the Indian security and defence sectors.
The French firm also launched a wholly-owned subsidiary, Dassault Aircraft Services India Private Limited (DASIPL), to execute the MMRCA project.

A noter, que cet appel d'offres avait été annulé une première fois -des soupçons ayant entaché son déroulé -, puis relancé. Boeing loin devant Reste désormais à conclure la négociation, désormais exclusive. Les six A330 seront fabriqués à Toulouse, mais, fidèles à leurs habitudes, les autorités indiennes ont dû exiger qu'une partie de la charge de travail revienne à des entreprises locales. A ce stade, Airbus a placé 28 A330 ravitailleurs auprès de l'Australie (5, tous livrés), des Emirats Arabes Unis (3), de l'Arabie Saoudite (6), et de la Grande Bretagne (14, au travers d'un très complexe contrat de partenariat public privé à la sauce britannique). La France doit elle aussi renouveler sa flotte vieillissante, et Jean-Yves Le Drian, le ministre de la Défense, a promis qu'il signerait un contrat cette année. Malgré ces succès, la carrière internationale de l'appareil européen souffre d' avoir dû s'incliner début 2011 face à une version modernisée du B767 de Boeing quand, après bien des rebondissements, le Pentagone a finalement décidé d'en acheter 179 exemplaires. Si l'on rajoute les contrats italien et japonais, l'avionneur américain fait donc la course très largement en tête devant son rival du vieux continent.

India today successfully test-fired a highly manoeuvrable version of the 290-km range supersonic cruise missile BrahMos from a naval warship off the coast of Vishakhapatnam in Bay of Bengal.
“At 9.30 a.m., the missile blasted off in a pre-designated war scenario taking a ‘double-manoeuvre in S-form’ hitting the designated target ship just one metre above water line. The sheer velocity and power of hit made the missile rip through the ship’s hull,” BrahMos Aerospace CEO A. Sivathanu Pillai said here.
This is the 34th launch of BrahMos after the successful October launch from INS Teg in the Arabian Sea.
The BrahMos missile system was inducted into the Indian Navy in 2005 when it began arming the Rajput-class guided missile destroyers and inducted subsequently in many warships.
BrahMos is capable of acquiring data not only from the American GPS but also from Russian GLONASS satellite systems also, which ensures double redundancy.
In the last stage, the seeker takes over and the target is located with accuracy of few metres which ensures no chances of survival for the target.
“This has been proved once again today and with bulls eye accuracy,” officials said.
Defence Minister A.K. Antony congratulated the warship commander and Indian Navy and BrahMos team for the demonstration of capabilities, they said.

Indian Navy gets its most sophisticated system yet in P8-I maritime aircraft

New Delhi : The Boeing P8-I long-range maritime reconnaissance aircraft (LRMRA) which the Indian Navy got lat month is the most sophisticated weapon system in its inventory yet.
The aircraft, which is now being used for training by Indian naval personnel in coordination with the US Navy in the US, has the latest radars, electronic warfare systems, and weapons to kill hostile submarines, several of which lurk underwater in the Arabian Sea and Bay of Bengal around the Indian coast.
Built on the body of a civilian Boeing 737-800 jetliner with the wings of a 737-900, the P8-I is actually an attack aircraft, capable of discriminating between friendly and hostile vessels far away and then hit them with desired priority and lethality.
Its key capability though is to detect and delete hostile submarines, as also small boats in shallow waters which pose the most serious threat to Indian naval assets.
India has purchased eight P8-Is from the US Navy under the US government's Foreign Military Sales (FMS) programme and the government has cleared four more for which there was an option. Another 12 P8-Is, or similar aircraft, should be acquired later.
The $2.1 billion-plus deal for aircraft covers onboard offensive and defensive systems and training. Weapons like the Boeing Harpoon Block II missiles, sonobuoys, Raytheon's Mk 54 torpedoes, some freefall weapons cost additional.
The P8-I is a derivative of the US Navy's P8-A multi-mission maritime aircraft (MMA) developed at the cost of billions of dollars. The first P8-A was delivered to it in March 2012, and so far, it has received five of the 117 ordered aircraft.
The Indian Navy is the first foreign customer and not much apart in time.
Understandably though, the P8-Is would not have the same range and features as the P8-As, but then the Indian requirements are met appropriately. In any case, there cannot be 100 per cent commonality as neither would the US share its latest technologies nor is India looking for interoperability with US assets.
Mission computers form the heart of the P8-I, integrating various sensors, radars and weapons on board, directing their power, reach and the required urgency in neutralizing hostile targets.
There are five to seven consoles for the operators, who can command the system to initiate and execute real-time action and attack.
Although the P8-I is not an AWACS (airborne warning and control systems) aircraft, it can operate as one in a limited way, and coordinate with the Indian Navy or Indian Air Force (IAF) combat jets to shower hell on an enemy.
The Indian P8-Is will be integrated with the Indian Navy and IAF assets, including fighters, AWACS and ground stations, thanks to net-centricity. Both the Navy and IAF fly Mig 29s for instance, and in the recent years, all the three services are approaching war-fighting with an emphasis on jointness.
The three services periodically hold joint exercises, and one such is due between the Indian Navy and IAF around March. Once the P8-I start arriving from mid-2013 onwards, there would be more exercises.
Meanwhile, the infrastructure to operate the P8-Is is being built at INS Rajali at Arakkonam Naval Air Station in Tamil Nadu, from where the aircraft can easily fly towards the Bay of Bengal or the Arabian Sea. All the 12 aircraft will be based there.
Notably, unlike the earlier aircraft used for maritime reconnaissance and attack role, the four-engined Il-38 and Tu 142 which the Indian Navy has, or the Orion P3C which the US Navy has been flying so far, the P8-I is a jet with jet speed. Its two CFM 56 engines have, however, been tweaked to allow it to fly slow, and low above water.
The acquisition of the P8-I has brought to the Indian Navy some of the most sophisticated radar and other systems, particularly Raytheon's AN/APY-10 multi-mission surface search radar with a range of 200-400 km. This forward-looking Synthetic Aperture Radar (SAR) with 240 degree coverage is built on the technology of the famed AESA (Active Electronically Scanned Array) radar that the (IAF) wants on all its combat aircraft, beginning with the Multi Role Combat Aircraft (MRCA) being negotiated now.
To ensure 360 degree scanning however, the Indian Navy has got an aft radar from US Telephonics for rear coverage.
The US Navy aircraft do not need aft radars as there are several US surveillance assets, including aircraft and satellites, in the sky at any time. The P-8A however is primarily meant to function in alignment with the unmanned Broad Area Maritime Surveillance (BAMS) aircraft (designated MQ-4C Triton), which is still under development by Northrop Grumman.
The P8-I has some systems supplied by Indian companies to make its communications secure and compatible with Indian naval and air assets.
They include Data Link II (communication system) from Bharat Electronics, IFF (Identify Friend or Foe system) transponder from HAL (Hindustan Aeronautics Ltd), speech secrecy system from ECIL (Electronics Corporation of India Ltd) and mobile SATCOM (satellite communication system) from Avantel. All the P8-Is, as well as other navy aircraft now have net-centric capabilities and interoperability with IAF aircraft and ground stations.
India received the first P8-I when Cmde Alok Bhatnagar, naval attache at the Indian embassy in Washington and other Indian Navy officers received it on-site in Seattle in accordance with the contract awarded in 2009.
Indian naval pilots, systems operators and technicians, some of whom have been stationed there to monitor the progress of the project and some others, will now conduct test and training flights with US Navy assistance before this aircraft is brought home.
India will receive two more fully-equipped P-8Is within 2013, and all the eight by 2015.
A Boeing statement said that the manufacturing programme is progressing on schedule, and that Boeing is already assembling the fourth and fifth P-8Is.

Rudra attack version for Aero India 2013
BANGALORE, India, Jan. 17 (UPI) -- Hindustan Aeronautics Ltd. said it will unveil the long-awaited weaponized version of its Rudra advanced light helicopter at Aero India 2013 next month.
The army will get its first indigenously built Rudra choppers, powered by twin Shakti engines, before the end of the government's fiscal year March 31, HAL Chairman R.K. Tyagi told The Times of India newspaper.
"The combat capability of ALH is enhanced with an electronic warfare suite and counter-measure devices such as flares and chaffs dispensers," Tyagi said.
"Sighting systems such as electro-optical pod and helmet-pointing systems have been integrated to augment target aiming capabilities."
The Rudra uses an integrated architecture display system with multifunction displays for the pilot and has weapons such as a 20mm turreted gun, 70mm rockets and air-to-air missiles.
The Rudra -- one of the names of Lord Shiva considered by Hindus as destroyer of enemies -- will be used for airborne assault, logistics support, reconnaissance, casualty evacuation and, thanks to thermal imaging functions, antitank warfare.
The helicopter is based on the utility helicopter Dhruv, also built by HAL in Bangalore.
The Dhruv entered service in 2002 and around 160 are believed to have been ordered by the army and navy, a Press Trust of India report in 2011.
The Dhruv project was announced in 1984 when HAL began designing the aircraft with assistance from the German aerospace company Messerschmitt-Bolkow-Blohm.
The Dhruv helicopter carries up to 12 passenger and two pilots sitting side by side, with a maximum takeoff weight of 12,125 pounds. Maximum speed of 180 mph is from two Shakti turboshaft engines or two Turbomeca TM 333-2B2 turboshaft engines. Service ceiling is around 27,500 feet.
Also to be shown at Aero India 201, and to the public for the first time, will be the Pilatus IAF PC-7 MkII basic trainer, Pilatus Aircraft officials told the Daily News and Analysis website.
"Deliveries and handover of the first aircraft to the air force will commence in Q1 2013," the official is quoted as saying. "Instructor pilots have already completed their aircraft conversion course in Switzerland (where the aircraft are built) with technician training to be carried out in early 2013."
The Pilatus is a direct replacement for the turboprop HPT-32. India has ordered 75 Swiss Pilatus PC-7 MK II aircraft for around $520 million, a report by NDTV television station said.
Until 2009, every pilot -- fighter, transport and helicopter -- started training in the Hindustan Piston Trainer but the HPT-32 was grounded in 2009 after a series of crashes.
Cadets now start straight into operating the Kiran Mk-1, an intermediate jet trainer.
But the two-seat Kiran, which was introduced in 1968, will complete its lifespan by 2015 and will have to be decommissioned, the NDTV report said.
Aero India 2013 will be at Yelahanka Air Force Station, near Bangalore Feb. 6-10.
The last Aero India exhibition, in 2011, had 675 exhibiting companies, of which 380 were from 29 countries.

IAF chief visits Israel
New Delhi, Jan 20, 2013, DHNS : Indian Air Force chief NAK Browne on Sunday has embarked on a four-day tour to Israel, which is India's biggest supplier of military wares.
During his four-day stay at Tel Aviv, IAF chief would not only meet the top brass in Israel military hierarchy but would also review progresses made in the medium range surface to air missile, which India and Israel are jointly developing.
A team comprising Indian Air Force and defence research and development organisation officials are working with Israeli scientists to develop the missiles for Indian Navy.
Discussions may also be held on a possible IAF follow-on order of Phalcon airborne early warning and control system (AWACS) and the new iron-dome anti-missile system on which India evinced interests.
India currently operates three Israeli Phalcon AWACS – fitted on Russian made IL-76 – and want to buy three more.
The first three were purchased in a $ 1.1 billion deal with tacit support from the USA, which ignored objections from Pakistan.

Three years after being entrusted with the responsibility of securing the coast, the Navy is all set to get its first offshore patrol vessel (OPV), dedicated to coastal surveillance and protecting high value assets in the sea.
The INS Saryu, the Rs 620-crore indigenous naval OPV, will be commissioned on Monday in Goa. After commissioning, it will be handed over to the Andaman and Nicobar command, where smaller sized OPVs are preferred rather than big destroyers and frigates for want of berthing space.
Made by Goa Shipyard, the first naval OPV will be followed by three similar ships within the next one and a half years, completing the Navy’s first set of coastal surveillance ships, an official said.
The ship has the capability of anti-submarine warfare and can switch from benign to offensive role as and when the situation demands. Following the 26/11 terror attacks, the Navy was given additional responsibility of coastal security apart from its blue water engagements.
While the Coast Guard traditionally does the surveillance and patrolling job closer to the shore, the Navy, too, is getting its share of brown water tasks.
The induction of the INS Saryu is aimed at meeting the increasing need for ocean surveillance and patrolling. The primary role of the ship is to undertake surveillance of the exclusive economic zones, anti-piracy patrols, fleet support operations, providing security to offshore assets and carry out escort duties for high value assets.
Weighing around 2,200 tonnes, the OPV has a complement of eight officers and 105 sailors and can carry a helicopter, which could either be a “Chetak” or an advanced light weight helicopter.
The 195-metre long ship will also be having heavy duty guns, electronic warfare system and early warning radars.

Les cinq premiers C-17 indiens doivent être livrés en 2013. Boeing se félicite aujourd'hui d'avoir transféré aux équipes d'essais en vol le premier C-17 Globemaster III destiné à la force aérienne indienne. L'avion, qui a été construit à l'usine Boeing de Long Beach, en Californie, est le premier de dix appareils commandés en juin 2012. Il a fait son premier vol le 11 janvier dernier.
Le constructeur américain précise que ce premier C-17 aux couleurs indiennes sera maintenant testé en vol depuis la base aérienne d'Edwards AFB, probablement par des équipes mixtes mélangeant aviateurs américains et indiens, ces derniers devant se "faire la main" sur leur nouvel appareil. L'objectif de l'industriel est de livrer cinq avions à New Delhi en 2013,et les cinq suivants en 2014. Le montant de ce contrat, signé par l'intermédiaire de la procédure FMS, avait été estimé à environ 4 Md$ par l'administration indienne en 2011.
Ces appareils vont permettre d'accroître significativement les performances de la force aérienne indienne en matière de projection de puissance, par rapport aux Il-76 "Candid" actuellement en service. Le C-17 américain permettra d'emmener une charge utile d'environ 75 tonnes, contre 50 pour le quadriréacteur soviétique.
Avec cette commande de dix appareils, l'Inde devient le plus gros utilisateur de C-17 en dehors des Etats-Unis. A plusieurs reprises, la presse indienne a par ailleurs rapporté que New Delhi considèrerait d'ores et déjà l'achat d'un lot supplémentaire, ce qui permettrait à Boeing de faire durer un peu plus encore sa chaîne d'assemblage de Long Beach, à défaut de pouvoir convaincre l'US Air Force d'acheter des cellules supplémentaires. air Cosmos
