ABOARD FNS MONTCALM (MORMUGAO, GOA): After hitting rough waters for several years with bribery allegations, the first of the six Scorpene submarines, ordered by the Indian Navy as part of technology transfer from France, is to be delivered in 2014, French ambassador Francois Richier said on Saturday. The rest five submarines are to be delivered every year.

"The first submarine would be ready by 2014, heralding an important and strategic tie-up between both the nations on the defence front", said Richier told mediapersons on board French naval destroyer FNS Montcalm, anchored at Goa's Mormugao harbour for a naval exercise. 'Project-75' is under way at Mazagon Docks Ltd (MDL) in cooperation with French company DCNS.

"It is a full transfer of technology, something we don't do with everybody. Defence component of India-French relations is very important to us," said Richier.

The Scorpene deal has been under a cloud of controversy with the government conducting an inquiry into financial irregularities committed by a former director in-charge of the whopping Rs 23,562-crore project, which has been dogged by huge time and cost overruns. Defence minister AK Antony told the Lok Sabha last month that a complaint was received alleging financial irregularities against the then director in-charge of the Scorpene submarine project in a defence shipyard (MDL) and the complaint is under inquiry.

The French envoy met Goa chief minister Manohar Parrikar to discuss areas of cooperation between France and Goa, including higher education and urban development.

Russia ready to negotiate with India on MiG-35 fighters

New Delhi: Russia is keen that India buys its MiG-35 fighter aircraft, a top Russian official said.

The Russian Aircraft Corporation MiG (RAC MiG) has proposed to India to consider the possibility of concluding a contract on the supply of the MiG-35 multipurpose fighter jet, RAC MiG Director General Sergei Korotkov told Itar-Tass in an interview.

"Despite the fact that we lost the tender for the supply of 126 multipurpose fighters to the Indian Air Force, the RAC MiG fulfilled all the requirements set the tender committee," Korotkov said. "The aircraft has demonstrated good results, sometimes even exceeding expectations."

According to him, the corporation hopes that "India will consider the possibility of concluding a contract on the supply of the MiG-35 fighters."

"And we will have the opportunity to implement it," he said. "Within this bundle of knowledge that India received during this tender, I would like the MiG-35 issue to be continued against the background of our common history and 50 years of partnership."

According to preliminary information, the winner of the tender for the supply of fighter aircraft to the Indian Air Force was the French Dassault Rafale. However, neither party has announced the official timeframe of the contract conclusion.

"This year the next batch of four aircraft will be delivered," said the head of the MiG Aircraft Corporation.

He also took part in the celebrations to mark the 50th anniversary of the start of the Soviet MiG-21 fighters' deliveries to the Indian Air Force.

The agreement on the supply of the MiG-21 planes to India was signed in 1962, and the deliveries began a year later. In 1967, the Indian company Hindustan Aeronautics Limited (HAL) handed over to the Indian Air Force the first MiG-21 fighter that was built here under the USSR license.

Missile misses target again

In a joint exercise by Indian Air Force (IAF) and DRDO, a Russian short range surface-to-air missile was test fired from a defence base off the Odisha coast on Wednesday. The OSA-AK missile reportedly failed to hit a tow body suspended from a pilot less target aircraft (PTA) as it fell down before reaching the target.

Sources said air force personnel conducted the test, a part of target simulation exercise in the Integrated Test Range (ITR) at Chandipur on sea during noon.

The missile was fired from the launching complex - III and the PTA was flown from the launching -II of the ITR.

While three rounds of the missile were fired at 11.25 am, 11.45 am and 12.45 pm, the missile was to hit the tow body during the third attempt.

“The missile fell down immediately after take off. Though in initial two attempts the 10-km range missile travelled a certain distance, but during the target simulation exercise it failed to reach the target,” said a source.

It was the third attempt in last three days which also proved futile.

While on Monday the pilot less target aircraft fell down before releasing the tow body and flying for a stipulated period due to technical snags, a similar attempt on Tuesday also failed as the missile could not be fired.

A defence official said the aim and objective of the exercise was to gauge the effectiveness of the missile and killing capabilities mid air.

The Russia-manufactured missile has already been procured by India for the IAF fighter air-crafts.

OSA-AK missile has been developed to be used against aircrafts, surface-to-air missiles and air-to-air missiles.

The missile has already been inducted in the army and it was first user trial by the IAF.

Sources added that if all the preparations go according to the plan, another exercise will be conducted within a day or two.

Thereafter, the missile would be fired from the fighter air crafts targeting the PTA.

MUMBAI, May 3 (UPI) -- India's Russian-built submarine the INS Sindhurakshak arrived at its home port Mumbai after an overhaul including structural hull upgrades at the Zvezdochka shipyard.

The Sindhurakshak -- a Russian Type 877EKM submarine, Sindhughosh class for the Indian navy -- was constructed in Admiralteiskie Verfi shipyard in St. Petersburg in 1997.

It's one of 10 Kilo class submarines constructed in Russia's shipyards for the Indian navy from 1985-2000, a report by TV-Novosti said in January.

Zvezdochka shipyard, in Severodvinsk, near Archangel on Russia's western Arctic Ocean coast, signed the retrofit deal in June 2010 and the submarine arrived the following August.

The overhaul and retrofit for the 2,300-ton vessel reportedly cost around $80 million, TV-Novosti said.

Work included overhaul of hull structures, installation of upgraded electronic warfare and weapons control systems, the mounting of Indian-made sonar USHUS and installation of CCS-MK radio communication systems.

The submarine was handed over to the Indian navy in Severodvinsk Jan. 26 -- India's Republic Day -- and immediately left for Mumbai, a report by Russia and Indian Report said.

The Sindhurakshak is armed with the latest export variant of the Russian-made submarine-specific Club-S multi-role cruise missile system capable of hitting targets more than 150 miles away, the RIR report said.

The Club-S, which has an 880-pound warhead, has improved effectiveness because of its active radar seeker system, the Args 14e designed by Radar MMS of St. Petersburg, a technical report by Defense Update said in 2006.

The Args system radar system kicks in around 12 miles from the missile's target to improve accuracy.

A Club-S can be launched from standard torpedo tubes at a depth of up to 130 feet, Defense Update said. It cruises towards the target initially at 70 feet above seal level and drops down to around 25 feet on final approach.

The Kilo class vessels can travel at around a maximum 20 mph at a depth of around 900 feet.

Zvezdochka also has modernized India's Kilo class submarines Sinduvir, Sindhuratna, Sindugosh and Sinduvijay submarines since 1997.

The shipyard expects to receive its next retrofit contract from India in 2014 or 2015, RIR said. It also will repair and upgrade the Sindukirti Kilo class submarine at the vessel's base in Visakhapatnam in the Indian state of Andhra Pradesh.

Meanwhile, India's Scorpene submarine project could face an 18-month delivery delay after the pullout of consultants from Spanish shipbuilding partner Navantia.

Mazagon Dock Ltd., the government shipbuilder in Mumbai where the vessels are being made, informed the navy that the project would be delayed by another 18 months to the end of 2016, a report by India's Times News Network said last month.

Delivery was expected sometime in 2015.

The Scorpene is a diesel-electric attack submarine with additional air-independent propulsion jointly developed by the French shipbuilder DCN -- now DCNS -- and Spain's Navantia.

NEW DELHI---le ministre de la défense A K Antony a dit lundi qu'il n'était pas possible de fixer un délai pour la signature de l'accord tant attendu pour le milieu Multi rôle Combat Aircraft (MMRCA) avec la société française Dassault Aviation.

Le contrat, a dit à une valeur de près de Rs 1 lakh crore, est encore au stade de la négociation, un an-et-demi après que la firme française est apparue comme le moins-disant dans l'appel d'offres qui a été introduite en août 2007.

« Compte tenu de la complexité de la proposition, aucune durée déterminée armature peut être fixée à ce stade (pour la signature de l'accord), » Antony a déclaré dans une réponse écrite au Parlement.

« La proposition pour l'achat de la 126 avions de Combat Support Multi rôle est actuellement au stade des discussions commerciales avec le fournisseur de la L1, Dassault Aviation, et donc les conditions d'achètent y compris le calendrier de livraison ne sont pas encore finalisées, » dit-il.

Toutefois, le ministre de la défense a souligné que la demande de Proposal–defence langage pour une offre commerciale – stipulait que la livraison de l'avion flyaway 18 devrait avoir lieu entre les troisième et quatrième années après la signature du contrat. La fabrication des 108 combattants restants sous licence de Dassault aura lieu ici de la 4e à la 11e année après la signature du contrat.

Dassault a offert ses Rafale combat avions en Inde sous la demande de propositions et il avait battu le consortium européen EADS Cassidian, qui avait offert son avion Eurofighter Typhoon, dans la dernière étape du processus d'appel d'offres en janvier 2012. Les deux entreprises avaient été sélectionnés par l'Indian Air Force vers le bas après vol intense et des essais d'armes dans lequel l'avion américain – F-16 de Lockheed Martin et Boeing F/A-18 – MiG-35 de russes United Aircraft Corporation et le Gripen du suédois Saab ont été éliminées de la compétition en avril 2011.

Pendant ce temps, l'armée a l'intention d'acquérir 100 obusiers automoteurs d'artillerie et trois fournisseurs Indiens, y compris deux compagnies privées, ont été sélectionnés pour le procès de leur équipement, Antony K A dit Lok Sabha lundi.

Dans une réponse écrite à la chambre basse du Parlement, le ministère de la défense a également déclaré que le récent amendement à la défense des achats procédure-2011 vise à donner préférence supérieure aux capacités autochtones dans le secteur de la défense

The Indian Army will upgrade its entire Boyevaya Mashina Pekhoty-2 (BMP-2)/2K infantry combat vehicle (ICV) fleet in an effort to enhance their capability to address operational requirements, the country's defence minister AK Antony has announced.

In a written response to the Lok Sabha, Antony said the estimated Rs8bn ($0.14bn) project involved armament upgrade of BMP-2/2K infantry fighting vehicle (IFV) to BMP-2M standard, and acquisition of a new powerpack for the IFV.

Upgrades include integration of latest generation fire control system, twin missile launchers and commander's thermal imaging panoramic sights, anti- tank guided missiles, as well as automatic grenade launchers.

Speaking about the long-pending procurement of 100 155mm/52 calibre tracked self-propelled howitzers, Antony said three domestic vendors, including two private companies, have been selected for trial of their equipment.

Without disclosing the vendors' identity, the defence minister noted that the selection forms part of the government's efforts to 'give higher preference to indigenous capacity in the defence sector'.

The army is seeking a powerpack with a minimum 380hp to replace the BMP-2 ICV fleet's existing UTD-20 powerplant, and eventually its performance in cross-country mobility, as reported earlier by The Times of India.

A second-generation amphibious IFV, the BMP-2 is also called Sarath in the Indian Army's service, and is manufactured by Ordnance Factory Medak under license from Russia.

More than 1500 BMP-2s are currently operational with the army in various roles, such as armoured ambulance, armoured vehicle tracked light repair, armoured amphibious dozer (AAD), armoured engineer reconnaissance vehicle (AERV), NBC reconnaissance vehicle (NBCRV), carrier mortar tracked, and unmanned reconnaissance vehicle.

The vehicle's chassis is also modified and developed into versions such as the Nag anti-tank missile carrier (NAMICA) and the Akash air-defence missile system.

Inshore Patrol Vessel (IPV) “Rani Avantibai,” the second in a series of five IPVs, will be commissioned into Indian Coast Guard here on Thursday by the Union Minister of State for Defence Jitendra Singh.

The 50-metre IPV, built by Hindustan Shipyard Limited, had been launched in 2009.

“Rani Avantibai” is equipped with the most advanced and sophisticated navigational and communication sensors and equipment, a defence release said on Wednesday. The ship is propelled by three MTU-4000 series diesel engines of 2720 KW capacity coupled with three 71S2 Rolls Royce Kamewa Jets, the release said.

“Rani Avantibai,” designed to carry one rigid inflatable boat and two Geminis, is mainly assigned with the task of search and rescue, besides maritime patrol and law enforcement.

It can achieve the speed of 14 knots and has an endurance of 1,500 nautical miles.
The special features of the ship include an Integrated Bridge System (IBS), Machinery Control System (IMCS) and an indigenously built Gun Mount with Fire Control System, the release added.

NEW DELHI: India on Saturday will commission its first-ever squadron of naval supersonic fighters, the MiG-29K "air superiority" jets, which will eventually operate from the decks of aircraft carrier INS Vikramaditya ( Admiral Gorshkov) as well as the indigenous aircraft carrier (IAC).

Defence minister AK Antony will do the honours at the ceremony at the naval airbase INS Hansa in Goa, which will also mark the diamond jubilee celebrations of the fleet's "air arm" of the force. While celebrations are certainly in order, it also underlines the lack of long-term strategic planning and timely decision-making in the country.

The MiG-29Ks — the first 16 of the 45 fighters ordered from Russia for over $2 billion will constitute the INSAS 303 "Black Panthers" squadron — began arriving in India a couple of years ago but the 44,570-tonne Gorshkov will be ready for delivery only by end-2013 after being refurbished in Russia for $2.33 billion.

Similarly, the 40,000-tonne IAC being built at Cochin Shipyard will not be handed over to the Navy anytime before 2018, derailing the force's long-standing ambition to operate two full-fledged carrier battle groups (CBGs) by 2015. The 65,000-tonne IAC-II, in turn, remains merely on the drawing board as of now.

As earlier reported by TOI, India's only solitary carrier, the 54-year-old INS Viraat, is currently out of action while undergoing yet another life-extension refit. Moreover, it has only 11 Sea Harrier jump-jets left to operate from its deck, with no replacement of the fighters possible.

All this when the recent Pentagon report on China's growing military might holds Beijing is pursuing a robust carrier building programme after inducting its first carrier, the, the 65,000-tonne Liaoning, in September last year. "China is likely to build multiple aircraft carriers over the next decade," it said.

IAF flight training to suffer with Kiran's retirement

Notwithstanding the recent inclusion of the Pilatus basic trainer, flight training of Indian Air Force will continue to suffer as it is set to lose its Kiran intermediate jet trainer with no replacement in sight.

Rookie pilots in the Air Force have been trained on Kiran Mk 1/1A aircraft since 2009 after the grounding of HPT-32 basic trainer fleet. Before the switch, Kiran was used for stage-II training at the IAF academy, Dundigal. Now, IAF has a brand new basic trainer.

But it is in no position to go back to its old training schedule of Stage-I and II flying in the absence of an intermediate jet trainer (IJT), which is being built by the Hindustan Aeronautics Limited (HAL) for the last 14 years.

As Kirans are slated to be phased out in 2014 with IJT nowhere on the horizon, the Defence Ministry and IAF recently informed a Parliamentary panel they did not have a contingency plan in place for intermediate training. This raises the possibility of having a void in intermediate jet training in the same manner as was seen in the basic training.

HAL now claims it will receive the initial operational clearance (IOC) for IJT by December 2013. But there is no clarity on how long the aviaton major would take to get the subsequent final operational clearance as only the second prototype of IJT is now being produced in a limited series production assembly.

Moreover, HAL is still in consultation with BAE system – manufacturer of Hawk advanced jet trainer – to resolve the design issues.The first squadron of 14 Pilatus will be inducted in the IAF by May end. The first batch of pilots will receive their flying training in Pilatus from July. The second squadron of Pilatus will go to Flying Instructor’s School in Ambala.
The IAF will receive the entire fleet of 75 Pilatus basic trainer aircraft by 2015.

Previously, IAF pilots used to receive 75 hours of stage-I flying training in basic aircraft and similar hours of stage-II training in intermediate trainer Kiran. They could fly advanced trainers like Hawks and operational platforms only after commissioning.

Shortage of aircraft, however, compelled the IAF to recalibrate its training schedule. Now the stage-I training lasts for only 30 hours and stage-II by around 80 hours. Kiran remains the only platform for both stages, though it is nearing its scheduled life.

The newcomers get more flying experience in Hawks now.

First Indian Naval P-8I LRMRASW aircraft arrives at INS Rajali on east coast

Indian Naval Aviation received a major fillip with the arrival of the first of eight Boeing P-8I Long Range Maritime Reconnaissance and Anti Submarine Warfare (LRMRASW) aircraft at Naval Air Station Rajali (Arakkonam) today.

The remaining seven aircraft would be delivered over the next two years.

The P-8I aircraft, based on the Boeing 737-800(NG) airframe, is the Indian Naval variant of the P-8A Poseidon that Boeing has developed for the US Navy. The aircraft is equipped with foreign and indigenous sensors for Maritime Reconnaissance, Anti Submarine operations and Electronic Intelligence missions. The aircraft is fully integrated with state of the art sensors and highly potent Anti Surface and Anti Submarine weapons.

These LRMRASW aircraft have been procured under the contract signed in 2009. The Indian Navy is in process of procuring an additional four P-8I aircraft under the option clause. The P-8I aircraft would greatly enhance India's maritime surveillance capability in the Indian Ocean Region.

Vice Admiral Bimal Kumar Verma, Chief of Staff (Eastern Naval Command), received the aircraft in a function organized at INS Rajali.

BrahMos supersonic missile successfully test fired off Goa coast

Panaji: India today successfully test fired the 290-km range BrahMos supersonic cruise missile from the Navy's latest guided missile frigate INS Tarkash off the coast of Goa.

The missile performed the high-level 'C' manoeuvre in the pre-determined flight path and successfully hit the target.

The missile was launched from the Russian-built warship at 11:00 am, BrahMos Aerospace chief A Sivathanu Pillai said.

"The launch was carried out by the Navy as part of Acceptance Test Firing (ATF) of the ship," he said.

INS Tarkash, which is an advanced Talwar Class frigate, was commissioned on November 9, last year.

The warship, along with two other frigates of the class INS Teg and INS Trikand, have been built as part of an over Rs. 8,000-crore contract signed between India and Russia in July 2006.

INS Teg was commissioned on April 27, 2012 and the commissioning of INS Trikand is expected soon.

The weapons suite of INS Tarkash includes surface-to-air and surface-to-surface missile systems, 100 mm medium-range gun, close-in weapon system, torpedo tubes and anti-submarine rockets.

All the three ships will be equipped with 8 vertical- launched BrahMos missile systems as the prime strike weapon.

The new missile frigates are designed to accomplish a wide range of maritime missions, primarily hunting down and destroying large surface ships and submarines.

BrahMos officials said the vertical launch configuration of the supersonic missile enhances the stealth capabilities of the ship as the missiles are under the deck and not exposed.

Jointly developed by India and Russia, the BrahMos is capable of carrying a conventional warhead of 300 kg. The missile can cruise at a maximum speed of 2.8 Mach (or 2.8 times the speed of sound).

India is readying several different versions of the missile which includes land attack, anti-ship and submarine-launched versions.

Afghan president Hamid Karzai said a list of military equipment has been provided to India during his two-day state visit.

Karzai met with the Indian president Pranab Mukherjee and prime minister Manmohan Singh on Tuesday in New Delhi to discuss issues of mutual interest and India’s enhanced military cooperation to Afghanistan.

Presidential palace spokesman Aimal Faizi on Tuesday said president Hamid Karzai had exclusive and specific discussions regarding the equipment of Afghan security forces with the Indian officials.

India plays a key role in reconstruction of Afghanistan and is providing training for a number of Afghan military officers.

President Karzai on Tuesday told reporters, “We have a list of military equipments and we have handed over the list to the government of India. The provision of military equipments relates to the decision of India.”

According to reports the list includes heavy artillery, transportation vehicles and other equipment.

In the meantime presidential palace spokesman Aimal Faizi said Kabul and New Delhi have agreed not disclose the details of the list of the military equipment.

The military equipment request by Afghanistan from India comes amid growing tension between Kabul and Islamabad due to recent border clashes.

Afghan border police forces insisted that heavy artillery including tanks were needed after complaining for being out-gunned during the clashes in Goshta district with the Pakistani security forces.

Japan, India to Discuss Military Plane Sales


Japan is close to signing an agreement to supply amphibious planes to India, a report said Monday, in what would be the first sale of hardware used by the military since a weapons export ban was imposed.

During a four-day visit to Tokyo by Indian Prime Minister Manmohan Singh, starting later Monday, the two sides are set firm up plans for Delhi to purchase the U.S.-2, a domestically-developed aircraft used by Japan's armed forces.

The sale, reported by the Nikkei business daily, would be the first of a finished product made by Japan's homegrown defense industry since rules were imposed restricting the export of weapons systems and other equipment.

It would also mark a strengthening of the alliance between Japan and India, which both see rising China as a threat to regional stability.

Experts say the aircraft must be classed as for civilian use if it is to comply with Japan's 1967 self-imposed ban on arms exports, part of the post-World War II anti-militarist drive.

The U.S.-2, which was developed by ShinMaywa Industries and has been sold to the Japanese navy at a price tag of roughly 10 billion yen ($99 million), has a range of 4,700 kilometers (2,900 miles) and can land in seas with waves of up to three meters (nine feet).

"If the U.S.-2 is exported to India for civilian use, that would be the first case of exports of Japanese-developed weaponry used by the defense ministry for civilian use," a trade ministry official in charge of arms sales told Agence France Presse.

ShinMaywa opened a sales office in New Delhi last year and has been promoting the plane there, a spokesman for the company said.

"We hear there is some demand from the Indian government but decline to comment further as we have yet to reach a contract," he added. The Nikkei said India is looking to acquire at least 15 of the aircraft.

Japan has sought to expand the market for its defense industry. It has previously exported technology or parts of military hardware, but has not sold any finished products.

The plane could be deemed to have a non-military -- for example, search and rescue -- purpose if "friend-or-foe" identification systems were disabled, officials said, making it eligible for export.

In 2011 Tokyo eased the decades-old ban on arms exports, paving the way for Japanese firms to take part in multinational weapons projects.

The reported talks on sales "are based on policy decisions made a few years ago that Japan has to support its defense industry by diverting military technology to civilian use for export", said Takehiko Yamamoto, professor of international relations at Waseda University.

Otherwise, major Japanese firms such as Mitsubishi Heavy Industries and Kawasaki Heavy Industries "will not able to maintain their pool of engineers to develop military technology that is essential for the defense of Japan", he said.

Boosting exports from Japan's manufacturing behemoths is a key part of Prime Minister Shinzo Abe's plan to revive the economy.

Abe and Singh are scheduled to meet on Wednesday for a summit expected to concentrate on trade and investment.

The Sindhurakshak, a Russian Kilo Class submarine built in 1997 at Admiralteiskie Verfi shipyard in St Petersburg, underwent mid-life up-gradation.

The Egyptian Navy towed the submarine to Port Said along the coast of the Mediterranean Sea in March, sources said.

Welcoming the gesture, Indian ambassador to Egypt Navdeep Suri praised the professional handling by the Egyptian Navy.

In thank you cable to Egypt's Defence and Military Production Minister Gen Abdel-Fattah el-Sisi, Suri said, "(Egyptian) Naval troops towed the submarine in a professional way to a safe Egyptian port", the official MENA news agency reported.

Japan is close to signing an agreement to supply amphibious planes to India, a report said yesterday, in what would be the first sale of hardware used by the military since a weapons export ban was imposed.

During a four-day visit to Tokyo by Indian Prime Minister Dr Manmohan Singh, scheduled to start later yesterday, the two sides are set to firm up plans for Delhi to purchase the US-2, a domestically developed aircraft used by Japan's armed forces.

The sale, reported by the Nikkei business daily, would be the first of a finished product made by Japan's home-grown defence industry since rules were imposed restricting the export of weapons systems and other equipment. It would also mark a strengthening of the alliance between Japan and India, which both see China's rise as a threat to regional stability.

"If Japan and India sign the deal, it would be the first deal of its kind," said Zhou Yongsheng , a professor at the China Foreign Affairs University in Beijing. "The region fears being dominated by a rising China, and the Japanese government has wooed the Indians and other Asian countries with military and economic enticements to get them to co-operate with the Japanese to contain China's rise."

Experts say the aircraft must be classified for civilian use if it is to comply with Japan's 1967 ban on arms exports, part of the post-war anti-militarist drive.

The US-2, developed by ShinMaywa Industries, has been sold to the Japanese navy at a price of roughly 10 billion yen (HK$766 million). It has a range of 4,700 kilometres and can land in seas with waves of up to three metres.

"If the US-2 is exported to India for civilian use, that would be the first case of exports of Japanese-developed weaponry used by the defence ministry for civilian use," a trade ministry official in charge of arms sales said.

ShinMaywa opened a sales office in New Delhi last year and has been promoting the plane there, a spokesman for the company said. The Nikkei said India was looking to acquire at least 15 of the aircraft.

Japan has sought to expand the market for its defence industry. It has exported technology or parts of military hardware but not finished products.

"The Japanese government started to realise India is an important growing market and they share a broad common interest to contain China," Chinese Association for South Asian Studies president Sun Shihai said. "The sale of the planes is one of the strategies of the Japanese government to build up a better relationship with India. However, it will not affect India's policy on China."

The plane could be deemed to have a non-military - for example, search and rescue - purpose if "friend-or-foe" identification systems were disabled, officials said, making it eligible for export.

In 2011 Tokyo eased the ban on arms exports, paving the way for Japanese firms to take part in multinational weapons projects.

The reported talks on sales "are based on policy decisions made a few years ago that Japan has to support its defence industry by diverting military technology to civilian use for export", said Takehiko Yamamoto, professor of international relations at Waseda University. Otherwise, major Japanese firms "will not be able to maintain their pool of engineers to develop military technology that is essential for the defence of Japan", he said.

Air Force Academy de Dundigal en Inde, L’Indian Air Force vient officiellement de réceptionner ses 12 premiers avions d’entrainement Pilatus PC-7MkII, lors d’une cérémonie ce vendredi.

S'adressant aux médias, le chef de la Force aérienne, le maréchal de l'air Nak Browne a décrit cette introduction du nouvel appareil comme un événement important dans l'histoire de l'IAF.

Ces 12 premiers Pilatus PC-7MKII ont été remis à l’IAF en respect avec le calendrier prévu. Le premier lot de 75 PC-7MKII sera entièrement livré d’ici 2015. Selon les premières informations, l’IAF pourrait commander une seconde tranche de 37 PC-7MKII d’ici le mois de novembre de cette année déjà.

L'avion école du constructeur Pilatus réunit toutes les fonctions de formation de base pour les pilotes ab initio, y compris voltige et permet de préparer celui-ci au vol tactique , l’instrumentation de nuit. De plus, le constructeur de Stans à adapté les PC-7 pour correspondre aux besoins spécifiques de l’IAF.

Rappel sur la commande indienne :


En date du 15 mai 2012, Pilatus Aircraft a décroché le plus gros contrat jamais réalisé avec la livraison d'un premier lot de 75 appareils d’entrainement pour l’Indian Air Force (IAF), soit, un contrat estimé à près de 1 milliard de dollars ! Au total avec la seconde série d’avions de 106 appareils, c’est un total de 181 aéronefs qui seront livrés, un record !

Grande concurrence :

Equiper l’IAF en avions écoles de base, revêt un intérêt tout particulier de part le nombre d’appareils en besoin, et de fait, s’avère être un juteux contrat. Plusieurs constructeurs se sont alors présentés pour répondre à l’appel d’offre soit : Embraer avec le «Super Tucano», l’Aermacchi 311, l’EADS PZL Orlik Turbo 130, le Grob G-120TP, le Hawker Beechraft T-6C, le KAI KT-1B et le Pilatus PC-7 MKII.

Les essais en vol ont eu lieu durant cinq jours sur la base aérienne de Jamnagar, les pilotes d’essais indiens, ainsi que des instructeurs de l’école de l’IAF ont pu se familiariser avec les différents prétendants.

Les avantages du PC-7MKII :

Si la concurrence était très forte et certains avions assez proche techniquement, la firme suisse a su faire la différence sur plusieurs éléments, d’abord elle est en mesure de pouvoir livrer rapidement la Force aérienne indienne qui se retrouvait aujourd’hui sans appareils écoles de base. Le rapport qualité prix était également très important, le PC-7 MkII est un appareil mûr, qui évolue déjà dans de nombreuses Forces aériennes avec succès et fiabilité. Le dernier point concerne la possibilité de pouvoir équiper l’avionique de l’appareil avec un très grand choix de systèmes, selon les souhaits du futur opérateur et ceci en adéquation avec les appareils de combat en ligne et futurs comme le Rafale qui vient d’être choisit par l’Inde.

De fait, les PC-7 MkII prépareront les élèves pilotes indiens à transiter sur Bae " Hawk "ou sur le HAL "Kiran" avant de pouvoir passer sur un des nombreux appareils qui équipent l’IAF (SU-27, Mirage 2000, HAL Tejas et le futur Rafale).

The Indian Navy is set to receive the first four of its order of 17 Hawk Advanced Jet Trainer (AJT) aircraft in next month.

The aircraft, manufactured under license by Hindustan Aeronautics Limited (HAL) will be delivered to INS Dega at Visakhapatnam and will eventually take over the role of the eight Kiran Mk II training aircraft operated by the Indian Navy at INS Hansa at Goa.

These aircraft are part of a batch of 57 Hawks ordered jointly by the Indian Navy and Indian Air Force (IAF) for around 700 million pounds.

The second of eight Boeing P-8I Long Range Maritime Reconnaissance (LRMR) aircraft will also be delivered to the Indian Navy’s base INS Rajali next month. The first aircraft was delivered last month.

The IAF also plans to acquire an additional 20 aircraft for their Surya Kiran aerobatic team.

The delivery of a 2004 IAF order of 66 Hawk aircraft to the IAF was completed last year, with 42 being license-produced by HAL.

A Kiran Mk II of the Indian Navy’s Sagar Pawan aerobatic team crashed at Hyderabad during the Indian Aviation 2010 air show on in March, 2010, killing both crew members.

The first ten of the IAF order for 75 Pilatus PC-7 Mk II aircraft in an order worth around USD 600 million, were delivered last month, which will replace the indigenous HAL HPT-32 basic trainer aircraft, grounded last year following a number of crashes.
