"L'unité a apporté ses armes d'infanterie et lance-roquettes. Les militaires sont équipés de 25.000 cartouches et de 100 roquettes", a précisé l'état-major.
L'Inde mettra à la disposition des militaires russes 30 chars et blindés de transport de troupes. Au total, près de 500 militaires seront engagés aux exercices conjoints russo-indiens Indra 2013 qui se tiendront du 20 au 29 octobre.
La Russie et l'Inde organisent les manœuvres antiterroristes baptisés Indra depuis 2003. En 2012, la sixième édition des exercices s'est déroulée dans la république russe de Bouriatie.

Second phase work on INS Vikrant to get under way in Cochin shipyard
Two months after it was floated out at a ceremony at Cochin Shipyard India’s first indigenous aircraft carrier INS Vikrant has now been taken to the bigger, repair dock of the yard for the second phase of construction.
Launched at 17,500 tonnes with the ski-jump in place, the carrier will displace 40,000 tonnes once it is fully built and fitted out. Structural work on the fleet’s air defence platform — including entire hull work, angle deck and island structure, all using about 4,000 tonnes of steel — is slated to be over by May next, when it will be undocked for integration of the crucial aviation complex, complete with hangars, hydraulics, command-control and the like.
Basin trials of the carrier will happen in the last phase, set to commence in 2017.
While the Cabinet Committee on Security (CCS) sanctioned Rs. 3,261 crore for the first phase of carrier construction, it is reliably learnt that the CCS is contemplating sanction of nearly Rs. 2,600 crore by way of cost to Cochin Shipyard for the crucial second phase.
The work-share arrangement for Vikrant construction under the Navy’s Project 71 is such that the Navy sources and supplies all equipment and material, with the yard’s role largely limited to formulating the detailed plan and putting it in place, under the Navy’s supervision.
Weapon integration
“It will be a real challenge for the yard once the hull construction gets over. The Navy will do some hand-holding when it comes to weapon integration. But the yard has to also set up fully integrated command-control networks like platform management and communication systems, which will be a real test of its capability, skill and adaptability,” said a defence official on condition of anonymity. Being a large vessel, the Vikrant will have some 2,500 km of cabling and nearly 70 km of pipe-network.
While work is apace to lay out cables and wires, obsolescence of equipment already delivered and kept in store for a few years is troubling the yard.
Some of the equipment, including the huge gas turbines, will have outlived their guarantee period by the time they go into the vessel and will be ready for trials.
“It will be a phase fraught with teething troubles. That the equipment on trial would be past their guarantee date is a little worrisome,” said an official.

NEW DELHI: Faced with a depleting fleet of submarines, India is expected to acquire on lease a nuclear submarine from Russia, a deal for which may be finalised during Prime Minister Manmohan Singh's visit there starting today. The move to acquire the second nuclear submarine from Russia comes two months after the Navy's frontline Russian- origin Kilo Class INS Sindhurakshak submarine sank at the Mumbai harbour after an explosion suspected to have occurred in its torpedo section.
A proposal in this regard was approved by the Cabinet Committee on Security headed by the Prime Minister in its recent meeting. The deal is expected to cost India more than Rs 6,000 crore, highly-placed government sources told PTI. The Indian Navy is already operating one Akula II Class nuclear submarine--Nerpa. The over 8,000-tonne warship was inducted in April last year at the Visakhapatnam-based Eastern Naval Command and renamed 'INS Chakra'. Under the project, India is planning to finance the construction of an old Akula Class submarine 'Irbis' in Russia, which could not be completed during the 1990s due to the lack of funds after the break up of the erstwhile USSR. The two countries have been holding negotiations in this regard for quite some time and they were concluded recently. The construction of the submarine is expected to take at least three to four years. India's submarine fleet, which is getting old, suffered a huge blow after the sinking of the INS Sindhurakshak at the Mumbai harbour, killing all the 18 people on-board.

BANGALORE: The naval variant of India's Light Combat Aircraft (LCA) is gearing up for carrier compatibility tests at the shore-based INS Hansa in Goa, according to sources in the Aeronautical Development Authority (ADA) which is developing the aircraft. The first prototype completed its maiden flight on April 27, 2012. The ADA has floated tenders inviting expression of interest (EoI) for the design, development, procurement, testing, integration, installation, commissioning and operation of shore-based telemetry facility, an essential component to test LCA-Navy. "The last date to receive EoIs is October 24," a source said.
LCA-Navy is the second Ski Take-Off But Arrested Recovery (STOBAR ) carrier-borne aircraft in the world, after the Russian deck-based aircraft. However, it'll be the only carrier-borne fighter aircraft in the light category. A senior ADA official said a US Navy Carrier Suitability Test Team will audit the test findings and its experience in developing and maintaining carrier-borne aircraft will be useful. The ship can now carry on board 30 aircraft, including MiG-29K and Ka-27 and Ka-31. The total number of crew - about 2 million people. The hull is equipped with modern equipment, systems and mechanisms. The aircraft carrier has received new navigation and radar systems, complex communication and control aircraft. As a result, according to the Sevmash was actually created an entirely new ship.

NEW DELHI: Not happy with its share of work in the multi-billion dollar Fifth Generation Fighter Aircraft (FGFA) project with Russia, India is expected to flag the issue with that country during Defence Minister AK Antony's visit there next month.
Though India is investing 50 per cent of the cost of the multi-billion dollar programme, its work share in the research and development and other aspects of the programme at the moment is only around 15 per cent, IAF officials said here.
The Defence Minister is expected to flag this issue during his Russia visit beginning November 15 as this will have an impact on India's indigenous capabilities to develop such an advanced fighter aircraft, they said.
The IAF expressed its objection over the issue at a CII event on energising aerospace sector in India.
"We have a major opportunity in the FGFA programme. At the moment it is not very much in favour of Indian development. We are flagging it through the Government. It should be much more focused towards indigenous development capability," IAF Deputy Chief Air Marshal S Sukumar said here.
The senior IAF officer was commenting on the programme and the opportunities that it could provide for the Indian defence sector.
The FGFA is a joint venture programme between India and Russia and its preliminary design phase was completed recently.
The programme is expected to cost over 1.5 lakh crore to the Government. The two sides are now in discussion over the main Research and Development part of the programme, which is expected to take another year to be concluded.

India's Ministry of Defence (MoD) on 21 October served AgustaWestland with a final 'show-cause' notice ahead of terminating the EUR750 million (USD772 million) deal for 12 of its AW101 helicopters on the grounds of alleged corruption and wrongdoing. The Anglo-Italian helicopter manufacturer, a subsidiary of Finmeccanica, was given 21 days to respond to the notice which has the approval of India's federal law ministry and the Attorney General. The notice, which states "why all or any action, including cancellation of the contract should not be undertaken", accuses AgustaWestland of violating the Integrity Pact all materiel vendors are mandated to sign at the time of inking any deal with the MoD.

LONG BEACH, Californie, Boeing vient de livrer le quatrième C-17 «Globemaster III» à l’Indian Air Force (IAF). Un cinquième avion sera encore livré avant la fin de l’année.
Depuis son premier vol en 1991, le C-17 a accumulé plus de 2,6 millions d'heures de vol en transport aérien de troupes et cargo, livrer des fournitures humanitaires par largage de précision, et la réalisation missions sanitaires de sauvetage.
L’avion à l’origine dessiné par MC-Donnell-Douglas (avant son rachat par Boeing) dispose d’un train d’atterrissage composé de quatorze roues, son fuselage fait appel à bon nombre de matériaux composite et pour permettre une utilisation facilitée et ceci malgré sa taille, le pilote dispose d’une assistance numérique qui facilite tant le pilotage que son déplacement au sol.
L’avion est optimisé pour des missions à la fois tactiques et stratégiques. Sa soute est d’une longueur de 26.52 m et large de 5,49 m. La hauteur est de 4,11 m. Dotée de rails au sol la manutention en est grandement facilitée. En matière de transport de véhicule, le C-17 peut emporter par exemple un char d’assaut de 55 tonnes ou quatre hélicoptères UH-60 Black-Hawk, par exemple.
Boeing a livré 258 C-17, dont 223 à l'US Air Force et un total de 35 pour l'Australie, le Canada, l'Inde, le Qatar, les Émirats arabes unis, le Royaume-Uni et l'initiative de capacité de transport aérien stratégique de 12 membres de l'OTAN et du Partenariat pour les nations de la paix.

India develops new tactical missile 'Pragati'
New Delhi: India has developed a new tactical surface-to-surface missile 'Pragati' with a range between 60-170 km and will offer it to friendly countries.
The new missile, now on display at a defence exhibition in South Korea, is based on the Prahaar missile developed by the DRDO for the Army and can be termed as its export variant with minor differences, a DRDO official said today.
The government has approved that it may be offered to friendly countries if anyone shows interest in it, he said.
The missile is the main exhibit of the DRDO which is showcasing an array of indigenous weapons at the Seoul International Aerospace and Defense Exhibition (ADEX 2013).
This is the first time ever that an array of latest defence equipment developed by the DRDO, will be unveiled internationally at such a scale. DRDO chief Avinash Chander is leading the Indian delegation at the show.
"DRDO is showcasing 'Pragati' tactical missile, 'Akash' missile system and 'Tejas' LCA and its variants. Explosive Detection Kit developed by the DRDO and recently launched in the US will be yet another key exhibit," a release by the Indian embassy in South Korea said.
The LCA is a long-delayed project of the DRDO which is yet to be completed and the aircraft not been inducted by the IAF so far.
ADEX 2013 is expected to host more than 300 companies from 33 countries. DRDO's participation also commemorates the 40th anniversary of the establishment of diplomatic relations between India and South Korea.

Selon des informations publiées par La Tribune, le 11 octobre dernier, le contrat devrait a priori ne pas être conclu avant 2015. "Il reste entre 12 et 18 mois de travail" pour signer un contrat en bonne et due forme, expliquait alors une source proche du dossier.

Le ministère de la Défense français parie toujours sur 2014
Le ministre indien a précisé qu'il ne pouvait pas s'immiscer dans le travail du Comité de négociation de contrat (CNC) en charge du dossier. Après le passage devant le CNC, le contrat devra encore passer "quatre ou cinq mécanismes" de filtre avant d'être étudié par les ministres de la Défense et des Finances et d'être enfin validé par le cabinet du gouvernement.
Les élections législatives qui auront lieu dans le pays en 2014 vont encore paralyser les négociations. Pourtant, le ministre français de la Défense s'était dit optimiste, début octobre, sur la signature d'un contrat en 2014, reconnaissant alors pour la première fois qu'il ne serait pas signé cette année.

Dassault Aviation compte toujours finaliser la vente de Rafale à l'Inde avant le printemps. Son PDG l'a redit le 4 novembre sur BFM Business. "Avec nos partenaires indiens, qu'ils soient le ministère de la Défense ou les industriels, nous faisons tout pour que le contrat soit prêt avant les élections", a-t-il déclaré sur la radio économique. "Ensuite, il reviendra au gouvernement indien de décider s'il souhaite signer avant les élections ou ne pas en faire un problème électoral et le signer après". Eric Trappier se dit "optimiste" sur une finalisation rapide du document, même si le processus est lourd et complexe.
Dassault Aviation est entré en négociations exclusives en 2012 avec l'Inde pour la vente de 126 Rafale, dont 108 à faire assembler par des industriels locaux. Le Qatar fait aussi partie des pays intéressés par l'appareil.

L'Inde avait signé avec la Russie en 2004 un contrat de modernisation de ce navire. Mais sa livraison, prévue au départ à l'été 2008, avait été repoussée de plusieurs années en raison de plusieurs différends financiers, de retards dans la livraison d'équipements ainsi que de problèmes apparus lors de tests. La facture de l'Admiral Gorchkov a depuis plus que doublé à 2,3 milliards de dollars. With the Kilo class submarine lying nose-down at South Breakwater, several ships, including INS Virat, that used to be anchored here have been berthed in the inner anchorage, one nautical mile from the coast.
Two-and-a-half months after a series of explosions sank submarine Sindhurakshak at its Mumbai anchorage, the Indian Navy's worst peace-time mishap continues to impact operations at its Western Command headquarters.
With the Kilo class submarine still lying nose-down in eight-metre deep water at the South Breakwater bay, several ships that used to be anchored here have been berthed in the inner anchorage, nearly one nautical mile from the coast.
Since these ships include such important assets like aircraft carrier INS Virat, fleet tanker INS Deepak, some frigates, and at least three submarines, having them berthed deep at sea creates logistical problems. "For nearly 3,000 men , it's a torture to be at their home base and yet be away from home. Also, if these ships were anchored at South Breakwater bay, they could make do with much less personnel," said a senior officer.
There is no hope of Sindhurakshak being cleared from South Breakwater in the near future. The Navy has not even been able to appoint a salver. The Navy's insistence that they would be paid only if they managed to extricate the submarine saw companies backing off. Normally, salvers charge on hourly basis. None salver has experience in pulling out a submarine that's been through such horrific damage.
That the Naval divers, after over 1,500 hours of operations, managed to extricate only 11 of 18 bodies gives some idea of the complications involved in pulling the submarine out. Only nine of these 11 bodies could be identified through DNA testing.
One of the biggest obstacles in salvaging the vessel is the ammunition on board. The sub was loaded with a dozen surface-to-air missiles and torpedoes when it sank. Initial estimates show two torpedoes exploded when the sub sank. While it is unlikely that the rest of the missiles and torpedoes are still active, they are a risk. And that's the reason that South Breakwater has been cleared of all other ships.
A Naval spokesperson in Delhi denied the warships were berthed in the inner anchorage because South Breakwater has been isolated. He said they could remain in inner anchorage for some exercises, but refused to specify what they were.
Meanwhile, an inquiry ordered by the Navy into the mishap that killed 18 men remains inconclusive because the inquiry committee wants to physically inspect the submarine. A senior officer at the Naval Headquarters in Delhi revealed that a preliminary report filed by the committee headed by Commodore Deepak Bist said that 'vital evidence related to this incident lies beneath the sea'. Vice-Admiral Shekhar Sinha, who heads the Western Naval Command, did not take calls from this newspaper on Wednesday, while defence spokesperson Narendra Vispute refused to comment.

Le missile Agni-I a décollé depuis une rampe mobile située sur le polygone de l'île de Wheeler, dans le golfe du Bengale, au large de l'Etat indien d'Orissa.
Le missile testé "a été pris au hasard dans l'arsenal" indien, selon une source militaire citée par le journal New Indian Express.
Agni I ("feu" en sanscrit) est un missile balistique à un étage capable de porter différents types d'ogives, notamment une ogive nucléaire. L'Inde a lancé la conception de l'Agni-I en 1999 et a commencé sa production en série en 2004. Des changements importants ont été apportés à la construction du missile Agni-I depuis son premier essai en 2002.
L'Inde a effectué en septembre dernier le deuxième test réussi de son missile balistique Agni-V d'une portée de 5.000 km. En octobre, les forces armées indiennes ont tiré avec succès un missile balistique Prithvi-II d'une portée d'environ 350 km.
Les forces armées indiennes disposent actuellement des missiles sol-air (de type Agni et Prithvi) et d'avions Dassault Mirage-2000 et SEPECAT Jaguar capables de porter une charge nucléaire. New Delhi espère en outre acquérir la troisième composante de la triade nucléaire – posséder des sous-marins lanceurs d'engins. En août dernier, le réacteur du sous-marin Arihant, le premier à avoir été construit en Inde, a été mis en service.

A MiG-29 aircraft of the Indian Air Force (IAF) crashed near Jamnagar minutes after it took off from an airbase for a routine flying training sortie on Friday morning. The pilot escaped safely, sources said.
The plane KB739 took off from IAF airbase near Naghedi village, some 8 km west of Jamnagar city. But minutes into the flight, the aircraft reportedly developed a technical snag and crashed in an agricultural field of Amra village, some 25 km from Jamnagar at around 11.29 am.
"The pilot, who was airborne on a routine flying training sortie, ejected safely. There is no reported damage on the ground to any civil life or property. A Court of Inquiry has been ordered to investigate into the cause of the accident," an official release said.
Police said that the debris of the plane fell in cotton field of one Pravin Kanzariya of Amra and caught fire. The crash site is near Sarmat firing range of the IAF, sources said.
"Soon, two fire fighters reached the spot and doused flame. The pilot landed near the crash site with help of a parachute and he was taken away in a helicopter by IAF," Jamnagar Superintendent of Police Niraj Badgujar said.
The IAF had set up a check-post at the crash site to remove the debris and that black box or flight data recorder (FDR) of the plane had been recovered.
This is the second MiG crash in Jamnagar this year. The IAF had lost a MiG 29 in a similar incident in June this year. In August 2012, nine IAF personnel on board two MI-17 helicopters were killed when they collided mid-air shortly after they had taken off on a training sortie.

Karwar to host aircraft carrier The ship will take a month to reach India
The country’s second aircraft carrier INS Vikramaditya, being commissioned in Russia on November 16, will be stationed at the Karwar Naval base in Karnataka, a top Navy officer today said.
The 44,570-tonne warship, formerly known as Admiral Gorskhov, is being commissioned into Navy by Defence Minister A K Antony after which it would be brought to Karwar, Vice-Admiral Shekhar Sinha, Flag Officer Commanding in Chief of Western Naval Command, said. The ship will take a month to reach India.
With the commissioning of Vikramaditya, Navy’s reach and ability to respond in real time to developing situations in our area of responsibility would see a quantum leap, Sinha told reporters in a brief interaction after commissioning the first ALH (Dhruv) squadron here.
There has been huge cost overalls and delay in the delivery of the ship, whose repair and refitting work began in April 2004. The ALH will be used for coastal security and maritime patrolling besides search and rescue, he said.
India had launched its first indigenous aircraft carrier INS Vikrant in August, thus joining the elite club of nations with the capability of designing and building a warship of this size and capability. The ship is expected to be ready for trials in 2016 and is likely to be inducted into Navy by 2018.
Meanwhile, Vice Admiral Sinha, Flag Officer Commanding in Chief Western Naval Command commissioned the first ALH (Dhruv) squadron at INS Garuda, at the Southern Naval Command.
Dhruv is the first indigenously-designed and manufactured helicopter at the Hindustan Aeronautics Limited (HAL). The squadron would have the name Indian Naval Air Squadron (INAS) 322. Addressing the commissioning ceremony parade, Vice Admiral Sinha said that in the Navy, Dhruv helicopters have transformed into an advanced search and rescue (SAR) helicopter which is also used for missions like heli-borne operations and armed patrol with night vision devices.
Such machines have become imperative for the Navy given the scenario of low intensity maritime operations (LIMO) and coastal security construct. With the commissioning of the Vikramaditya, Navy’s reach and ability to respond in real time to developing situations would see a quantum jump. Aerial assets like UAVs, MiG-29 K fighters, P-8I and Dhruv have added punch to the quiver, he added.
Vice-Admiral Satish Soni, Flag Officer Commanding in Chief Southern Naval Command under whose administrative control INAS 322 would function, said that the versatile aircraft would soon be cleared for night SAR role, one of the few helicopters in the world to have that capability over sea. He also expressed satisfaction that the ALH would beef up the coast security architecture.
Earlier, Mona Sinha, wife of vice-admiral Shekhar Sinha, named the squadron as INAS 322 and unveiled the commissioning plaque. Commander Ravi Sivasankar, the first Commanding Officer of the Squadron recited the invocation and read out the commissioning warrant. The squadron will call themselves “Guardians” with the credo ‘Search Fearlessly, Rescue Valiantly’ signifying their primary role of SAR.

India again delays purchase of Spike ATGWs, Barak missiles
India's Ministry of Defence (MoD) on 11 November again deferred the purchase of two Israeli missile systems. Officials said the Defence Acquisition Council (DAC) postponed the INR150 billion (USD2.3 billion) procurement of Rafael Spike Extended Range (ER) anti-tank guided missiles (ATGMs) for the Indian Army's 359 infantry battalions and the acquisition of 262 missiles to arm the Rafael-Israel Aerospace Industries (IAI) Barak 1 point defence systems fitted on 12 Indian Navy (IN) warships. The DAC also delayed a decision on the Spike procurement in April. However, the DAC did approve acquisitions worth INR70 billion (USD1.12 billion) for the Indian Army, including night sights for 5.56 mm carbines, rockets, simulators, and assorted munitions and vehicles.
INS Sindhurakshak tragedy: Navy chief says it will take 2-3 months to bring up submarine wreckage
It is the Indian Navy's biggest peace time disaster till date. It is also the biggest mystery so far. What caused the disaster on board INS Sindhurakshak, navy's frontline Kilo class submarine that had just returned from a multi million dollar refit from Russia.
The navy is desperate to find out, also because 18 precious lives of sailors on board were lost. Last week technical bids were opened. "All the five companies that had participated in the bid met the technical requirements. Now the commercial bids are being processed to identify the lowest bidder,'' Admiral DK Joshi, chief of naval staff told Headlines Today in an exclusive interview. In an unprecedented move to cut down months of 'negotiation time' and files moving up and down between naval headquarters and ministry of defence (MoD) and defence finance an empowered committee has been formed and stationed in Mumbai to identify the lowest bidder and cut down decision taking time. "The files move between several offices for requisite clearances. At times that takes months. We have sought and got government clearance to cut down that time and quickly settle for the lowest bidder with all parameters being met,'' he added.
The empowered committee is headed by the navy and has officers of both MoD and competent financial authority to clear paperwork for defence minister AK Antony's final approval. "For us this is important for two reasons. The navy wants to know what caused the loss of lives of 18 service personnel. While they have been declared as 'battle casualties' since the submarine was about to leave for a patrolling mission, the families are keen to know what caused the incident. The navy has a fair idea but once the submarine is salvaged, an effort will be made to find out which ordnance blew up and which is intact,'' sources said.
"While within five minutes of the incident (on August 13) submarines in the adjoining berths sailed out, we had a safety stand down immediately. We went through all our standard operating procedures and did a detailed internal audit. Once that was done the remaining submarines are doing their task,'' Admiral DK Joshi said. But was it, as many in the navy describe it as - 'a freak accident?' "We should be able to know once she is salvaged,'' he added. The navy is hopeful by early next year the operations to salvage INS Sindhurakshak will commence.
The salvage firms, include the one that was engaged in the operations to retrieve the ill fated Russian navy Oscar II class nuclear powered cruise missile submarine Kursk that sank in the Barents sea on August 12, 2000 killing all 118 sailors on board. "It appears that one of the torpedoes on board Kursk exploded leading to a chain reaction and a bigger disaster. Salvage operations are extremely dangerous and critical. Efforts are made to ensure existing ordnance on board do not go off with any sudden movement,'' sources said.
Once the salvage operations start it is expected to take between two to three months to be completed, sources added.

L’INS Vikramaditya bénéficie de l’architecture STOBAR (Short Take-Off But Arrested Recovery) et va pouvoir embarquer des MiG-29K, ainsi que des hélicoptères Ka-28 et 31, des Sea King, des ALH et des Chetak. Long de 284 mètres et possédant un déplacement de 44 500 tonnes en charge, le porte-avions embarque environ 1 600 personnels.
