In yet another accident involving the Navy, one civilian worker was killed and two were injured in an accident at the under-construction nuclear submarine at the shipbuilding centre of Eastern Naval Command (ENC) in Visakhapatnam on Saturday night.

The incident took place when the pressure of the hydraulic tank of the Arihant class submarine was being tested and the tank's lid fell on the workers of L & at Building-5 of the shipbuilding cente, Defence Research Development Organization (DRDO) chief Avinash Chander said.
He said one worker "unfortunately lost his life" in the incident.
Police sources said 24-year-old Amar was killed on the spot while Amzad Khan and Vishnu were seriously injured and admitted to a private hospital in the city.
The under-construction nuclear submarine was a follow-up of the Navy's warship INS Arihant.
Chander said an inquiry has been ordered into the incident and maintained there was no setback to the programme for development of Arihant class submarines.
Today's incident came a day after leakage of a deadly gas in an under-construction warship in Mumbai's Mazagon dock claimed the life of a Navy Commander.
This is the 12th incident involving naval assets in service in the recent past or which are expected to join the Navy in near future.
Around 10 days ago, warship INS Sindhuratna had suffered a mishap under water when smoke and fire killed two officers and the incident led to the exit of former Navy Chief Admiral DK Joshi who resigned taking moral responsibility over the spate of incidents.
The biggest mishap had occurred when the INS Sindhurakshak sank in Mumbai harbour, killing all the 18 personnel on board on August 14.
Last month, INS Airavat, an amphibious warfare vessel, had run aground after which the commanding officer was stripped of his command duties.
After the sinking of the INS Sindhurakshak, one of the mishaps involved INS Betwa which was damaged apparently after hitting an underwater object.
India's leading minesweeper INS Konkan, that was undergoing repairs in Visakhapatnam, had caught fire and suffered major damage to its interiors. The Pondicherry-class minesweeper was getting a refit at a dry dock when the incident occurred.
Under the Arihant class submarine development programme, India is building around three submarines which have not yet been named so far.
The first vessel of the class INS Arihant is expected to be launched for sea trials within a month or two and these are expected to be completed within this year.
Recently, Navy officials had said that after the trials of INS Arihant are completed, it would be ready for induction into operational service.
The ATV project is directly under the DRDO and the Navy plays a significant role it it.

NEW DELHI — The Indian Army will upgrade more than 600 Russian-built T-90 tanks by adding new features and replacing their thermal imaging sights, navigation systems and fire control systems at a cost of more than $250 million.
The Indian Ministry of Defence formally approved the Army’s three-year-old proposal for the T-90 upgrade Feb. 24, and the tender for the upgrade will be sent only to domestic defense companies, an MoD source said.
The upgraded T-90 tanks will have air-conditioning systems, which will be developed by India’s Defence Research and Development Organisation (DRDO). The tanks’ existing armor protection systems, navigation gear, thermal imaging sights and fire control systems will be replaced.
India contracted to acquire 310 T-90s from Russia in 2001, 190 of which were license-produced at the Avadi-based, state-owned ordnance factory. Another contract was signed in 2007 for the licensed production of 330 tanks. The lack of an air conditioning system in these tanks caused damage to their thermal imaging systems when operating in hot climates, an Army official said.
The Army plans to procure a total of 1,657 T-90s by 2020, which will include 1,000 tanks produced indigenously under full transfer of technology from Russia, with all parts made in India.
“DRDO had earlier attempted to mount air conditioning systems on the tanks, but were stopped by Russia, citing intellectual property rights,” said Arun Sehgal, a retired Army brigadier general and defense analyst.
“The Russians were then asked to fit the air conditioning systems in the T-90 tanks, but the attempt was unsuccessful,” Sehgal said. The intellectual property rights issue has since been resolved between India and Russia.
Another Army official said, “The thermal imaging system of the T-90 tanks were faulty from the initial stage.”
Rahul Bhonsle, another retired Indian Army brigadier general and defense analyst, said, “A major part of the proposed upgrade will include providing an enhanced fire control potential because in the comparative trials between the Arjun and T-90 tanks last year, the Arjun had demonstrated a superior sighting system than the Russian tank.”
The Army carried out comparative trials between the heavier homemade Arjun and the lighter Russian-built T-90 in the deserts of Rajasthan last year, with the aim of assessing the Arjun’s combat worthiness.
Both the Arjun and T-90 are being produced at the Avadi factory. Production of the Mark-1 model of the Arjun has begun with 124 tanks ordered. The first Mark-2 models, of which 124 also are ordered, are expected by early 2016.
The indigenous production of about 1,000 additional T-90s has been contracted, but production has not yet begun.
“The Russians have not provided full-scale [intellectual property rights] and are withholding some critical designs; thus, full-scale indigenization has been held up in Avadi,” Bhonsle said.
A Russian diplomat, however, said Russia is supplying all necessary technology, and that the responsibility for production delays rests with the Avadi factory.
An official of the Ordnance Factory Board, which administers the Avadi factory, said the Russians have supplied only 40 percent of the technology and nearly none since 2008.

Speaking on the occasion, VAdm Anil Chopra said “the timely delivery of Sumedha is truly testimony to the Navy’s twin pronged commitment to indigenous design and ship construction”.

Congratulating Goa Shipyard for meeting the timelines of the ship’s delivery to the Indian Navy, as well as for the quality of work, VAdm Chopra said “the warship-building process is recognized the world over as one of the most challenging feats of engineering, from design through hull construction, outfitting, integration of diverse equipment, setting to work and finally, the delivery acceptance trials. INS Sumedha, is a fine example of this complex process”.

This 105 meter Vessel is the third in the series of four New class of NOPVs designed and built by Goa Shipyard Ltd for the Indian Navy. INS ‘SUMEDHA’ is the 200th Vessel built by GSL and marks yet another significant milestone in the nation’s journey towards indigenisation and self reliance.

RAdm (Retd) Shekhar Mital, NM, CMD GSL in his address said “even before delivery of ongoing four NOPVs, we have improved upon our own design and CG OPVs with higher head space, larger beam, higher stability, better ship handling capability, higher fuel efficiency (at cruising speed 15% less powering requirement than NOPVs) are under construction. I strongly feel that Indian Navy may like to gain from this advance design by a ‘repeat’ order. Further as per Naval requirement, we can add on anymore weapons / modules in this improved design. Repeat order will optimize cost for Navy, as we will not include any R&D charges on the project and will pass benefit of available improved design to Navy”.

INS ‘SUMEDHA’ will help meet the increasing requirement of the Indian Navy for undertaking ocean surveillance and surface warfare operations in order to prevent infiltration and transgression of maritime sovereignty. This Vessel is suitable for monitoring sea lanes of communication, defence of offshore oil installations and other critical offshore national assets. Besides, the Vessel can be deployed for escorting high value ships and fleet support operations.

CMD GSL further said “keeping into view Maritime Capability Perspective Plan of Navy and Coast Guard, GSL has embarked upon a massive modernisation program aimed at creating new facilities and infrastructure, while augmenting existing ones. We have spent Rs. 300 crore from our own reserves on account of anticipated MCMV project. further modernization Phase III, at cost of Rs. 400 crore is progressing rapidly and is expected to be completed by Jul 2015. This will enable us to deliver quality
ships/MCMV project at a competitive cost, with shorter construction periods and will increase our production capacity and product mix”.

“It is intriguing to me that against 45 naval ships under construction in the country at various shipyards, GSL has only one vessel in hand. I am sure it is our turn to get the attention of Navy and MoD. I am certain that policy makers at MoD and Navy will leverage these strategic assets / ship building capabilities built over the years at GSL”, CMD GSL added.

In accordance with maritime traditions, the Commanding Officer of the Ship
Cdr. Anand E. Kulkarni read the ‘Commissioning Warrant’ after which the National Flag and the Commissioning pennant was hoisted for the first time. The ship was dressed overall with various flags making the event more colourful.

Former Chiefs of Naval Staff, Admiral Arun Prakash and Admiral Sureesh Mehta, VAdm K. R. Nair AVSM CWP&A, RAdm B. S. Parhar NM Flag Officer Commanding Goa area and Naval Aviation, RAdm (Retd) Shekhar Mital, NM, CMD GSL and Senior Officers from the Indian Navy, Coast Guard and GSL were present during the Commissioning Ceremony.

c'est un jugement hatif...ce que dit l'article est que le problème est localisé au niveau du HUD....pour rappel il n'est pas russe mais israelien si mes souvenirs sont bons !!

Selon les médias indiens, Dassault et HAL auraient terminé leurs négociations concernant le transfert de technologies lié à la vente des 126 Rafale à l'armée indienne. La part française de la charge industrielle sur l’ensemble du contrat reculerait de 50 à 40%. La signature finale du contrat devra attendre la tenue des élections législatives en mai prochain.
Selon le site d'information de la chaîne indienne NDTV, le contrat des 126 Rafale en Inde aurait franchi ces derniers jours une étape décisive. Dassault Aviation et l'entreprise publique locale HAL (Hindustan Aeronautics Limited ) se seraient mis d'accord sur le partage industriel concernant les 108 appareils à construire et assembler sur place, sachant que les 18 premiers exemplaires doivent être directement livrés par la chaîne d'assemblage de l'avionneur français située à Mérignac, en Gironde.
L'accord prévoirait que 70 % de la charge industrielle liée à la production des 108 appareils, incomberait à des entreprises indiennes. Si les chiffres sont exacts, le volume de production qui reviendrait aux fabricants français serait de 40% et non plus 50% comme prévu à l'ouverture des négociations. "Le curseur a pu bouger au cours des deux ans de négociations", reconnaît une source française proche du dossier.

Encore plusieurs mois avant la signature
Reste que cet accord est une étape indispensable pour Dassault Aviation pour signer ce premier contrat à l'exportation estimé entre 12 et 15 milliards de dollars. La signature pourrait toutefois prendre encore plusieurs mois. Le ministre de la Défense indien a en effet précisé le 6 février dernier qu'il avait consommé son budget d'équipement militaire pour l'exercice en cours, et qu'il fallait désormais attendre le prochain qui démarrera après les élections législatives prévues en mai prochain.
La conclusion du volet industriel de l'accord concorde avec les propos tenus par le Délégué général pour armement Laurent Collet-Billon, qui a précisé mi-février que les sous-traitants indiens participant au programme Rafale avaient été identifiés.
Eric Trappier, PDG de Dassault Aviation, devrait apporter plus de précisions sur l'avancée des négociations jeudi 13 mars, à l'occasion des la présentation des résultats de son groupe.

NAGPUR: The Indian Air Force (IAF) has been able to gain independence in maintenance of Russian-made Mi-17 1V choppers — second in the Mi-17 series of helicopters deployed with it. This is important because even though India has a sizeable number of aircraft of this make, with the latest Mi-17 V5 series too being inducted recently, the original equipment manufacturer (OEM) has not parted with the technology in the 1V series.

Without transfer of technology (ToT) for the Mi-17 1V version, IAF was entirely dependent on the OEM. Over the last some months, however, the base repair depots (BRD) under IAF's maintenance command have been able to largely manage the overhaul on their own. So far three helicopters have been overhauled with the fourth on its way out, said a senior officer involved in the affair.

Even though there was no ToT, it was found that the systems in Mi-17 1V are almost similar to those in the basic Mi-17s, in which the IAF is already well-versed. All the major components of Mi-17 1V, except four that are not mainline spares, have been now developed by the maintenance command itself. It has also geared up for overhaul of the fleet on a regular basis, said the source.

At the same time, IAF is already fully assembling the latest V5 version at its BRD in Chandigarh.

The Mi-17 is a medium lift helicopter used for transport, especially in high altitude areas, and to a certain extent even in anti-Naxal operations.

The maintenance command has recently floated request for proposal (RFP) seeking participation of private players in the overhaul of AN-32 transport and MiG-29 fighter aircraft. The technical bids will be opened by March-end. "Currently a series of pre-bid meetings are being held with the prospective parties and so far the response has been encouraging," a source said. As far as AN-32 is concerned, private players will be also involved in development of spares.

The Indian Army is set to award the upgrade of its T-90S Bhishma main battle tanks by adding several new equipment including thermal imaging sights, navigation package, fire control system and climate control suite.

The plan to improve the vehicle was earlier planned but it was since postponed. India also originally scheduled to upgrade the vehicle with automatic transmission, mine-plough system, auxiliary power unit and active protection system.

The tanks were originally acquired from Russia’s original equipment manufacturer OJSC “Research and Production Corporation “UralVagonZavod”, and several of them were assembled in India by the Ordnance Factories Board (OFB).

The 46.5 tonnes tank is armed with a 125 mm smoothbore gun and is able to fire anti-tank guided missiles and standard ammunition.

India has chosen Russia’s Sevmash shipyard for post-warranty servicing of the INS Vikramaditya aircraft carrier. The relevant protocol was signed at the 23rd meeting of the naval subgroup of the Indo-Russian Inter Governmental Commission on Military Technical Cooperation (IRIGC-MTC) in Goa on Wednesday, March 12.
An additional agreement will be signed in May, Sevmash officials told Itar-Tass.

Russia handed over the Vikramaditya aircraft carrier to the Indian Navy on November 16, 2013.

After a complete overhaul of what was called the Admiral Gorhskov, the ship got a new flight deck and a ski-jump ramp for MiG-29K jet fighters, navigation, radar, communication and flight control systems, other equipment and units. Russia also trained an Indian crew of about 1,500 personnel and will build infrastructure for the aircraft carrier in the Indian Ocean. The ship is expected to operate for 25-30 years.

Its full water displacement is 45,000 tonnes, maximum length is 283.5 metres and maximum width is 59.8 metres (increased by 8.8 metres from the original ship). The ship can carry 30 aircraft, including MiG-29K het fighters and Ka-27 and Ka-31 helicopters. Its crew is about 2,000 members.

Russia's Severodvinsk-based defence shipyard Sevmash in the northern Arkhangelsk region, which upgraded the Vikramaditya aircraft carrier, will also provide post-warranty services for the ship for the next 20 years.

After the transfer of the ship to the Indian Navy, Sevmash engineers and specialists will provide warranty maintenance services for the aircraft carrier for one year.

During the three-month sea trials the ship demonstrated excellent seaworthiness, speed of 27.9 knots (about 52 kilometres per hour) and manoeuvrability. MiG specialists praised the ski-jump ramp.

All in all, the ship sailed for 19,500 miles during two seasons of sea trials, with 778 flights performed from its deck by aircraft and helicopters.

Russia's Northern Fleet aviation was involved in the sea trials: aircraft and helicopters flew around and over the ship in order to check its radar, air defence, communication and control systems.

During the first stage of the trials in the White Sea, the ship's physical fields were measured, and the crew practiced fuelling and fresh water replenishing operations.

The ship was initially scheduled to be commissioned on December 4, 2012. However its transfer to India was postponed until the end of 2013 after the problems during the sea trials.

Under a package inter-governmental agreement signed in New Delhi in January 2004, the body of the Russian aircraft carrier Admiral Gorshkov, later renamed to Vikramaditya, was transferred to India for free subject to its upgrading at Sevmash and armament with Russian aircraft.

The overall cost of the contract was estimated at $1.5 billion of which about $974 million was intended for the conversion of the ship into a full-scale aircraft carrier. All work was supposed to be completed in 2008. However the completion date has been postponed. According to unofficial data, the final cost of the aircraft carrier is $2.3 billion.

The Admiral Gorshkov was built in Nikolayev under the name of Baku and put to service in the Northern Fleet in 1987.

ROME AND NEW DELHI — An Italian court has rejected a bid by the Indian government to obtain €278 million (US $386 million) held as bank guarantees for Finmeccanica’s canceled sale of AW101 helicopters to India. India plans to appeal the ruling.
India canceled the contract in January after Italy put Finmeccanica’s former CEO on trial. Giuseppe Orsi is accused of taking part in a bid to offer bribes to Indian officials to win the contract for 12 AgustaWestland helicopters, worth €560 million. He was CEO of AgustaWestland at the time of the alleged wrongdoing, and has denied the charges.
India then sought to obtain the €306 million payment that Finmeccanica made to a group of banks at the outset of the contract, as a form of returnable guarantee to the Indian government.
In January, the Indian government was able to obtain a portion of the money — €27 million euros — which was held by an Indian bank.
But an Italian court initially blocked India from obtaining the rest of the money, which is held by European banks, and upheld that decision on Monday, Finmeccanica said in a statement.
“The Milan court has confirmed the ruling made last January, prohibiting ... the payment of collateral of more than €278 million deposited in relation to the contract,” Finmeccanica said in a statement.
On Tuesday, India’s Defence Ministry issued a statement saying it plans to appeal. “Simultaneously, the government will vigorously pursue all options for encashment of the bank guarantees,” it said.
An MoD official said even diplomatic pressure can be used to recover the money held in bank guarantees.
India is also carrying out its own criminal probe into the matter. India’s anti-fraud agency, Central Bureau of Investigation (CBI), is probing charges of corruption on grounds of breach of the Pre-contract Integrity Pact. Finmeccanica has sought arbitration in India.

India’s defence ministry has issued a request for information for the procurement of an additional 106 Swiss [url=http://www.flightglobal.com/landingpage/Pilatus PC-7.html]Pilatus PC-7[/url] MK II Basic Trainer Aircraft (BTA).
The trainers will be acquired under the ‘Buy & Make (Indian)’ category as per India’s defence procurement policy, says the RFI.
Stating that the trainers “are required to be inducted urgently into the IAF”, the RFI calls for delivery of aircraft and equipment to begin by 2015-16, with all 106 PC-7 MK II’s to be delivered by 2020-21.
The last date for receipt of responses for the RFI is 21 April, following which an RFP would be issued to all the short-listed vendors.
The RFI calls for an Indian vendor to “supply certain number of PC-7 Mk II aircraft in flyaway condition as the ‘buy’ portion followed by licensed production/indigenous manufacture in India under the ‘make’ portion.”
Also included are three fixed based full mission simulators (FBFMS), two cockpit procedure trainers and three avionics part task Trainers. The aircraft and associated equipment are to be in the same configuration as PC-7 MK II’s already in service with the Indian air force.
The decision to acquire the additional 106 PC-7 MK II’s under ‘Buy & Make (Indian)’ category, means that Pilatus will have to form a joint venture or establish a production arrangement with an Indian company to execute the contract.
Since the aircraft is to be license produced in India, it must have a minimum of 50% indigenous content on cost basis (for a specified list of items). A minimum of 30% indigenous Indian content for applicable items is also required. However, no minimum indigenous content is needed for the ‘buy’ portion of the contract.
If India does go ahead with the order for 106 PC-7 MK II’s, it could severely impact HAL’s plans for its Hindustan Turbo Trainer 40 (HTT-40).
The state owned airframer had said that development of the type was expected to be completed next year. Deliveries were expected to commence from 2017, with all 106 trainers being delivered by 2024, as per HAL estimates.
Last month also saw the Indian air force releasing an RFI for a new intermediate jet trainer (IJT), on the back of repeated delays with HAL’s indigenously developed HJT-36 ‘Sitara’ IJT.

NEW DELHI: India has test-fired a submarine-launched ballistic missile (SLBM) with a "longer range" than that of the existing one of 750-km in the quest towards building a credible nuclear weapons triad.

The new SLBM with a range over 2,000 km, tentatively dubbed K-4, was tested from a submersible pontoon in the Bay of Bengal on Monday. The test came up for discussion in the annual DRDO directors' conference, attended by defence minister A K Antony and national security advisor Shivshankar Menon here on Tuesday, said sources.

The new missile, part of the "K" series of underwater missiles being developed by DRDO, will have to be tested several times, first from pontoons and then finally from submarines, before it can become operational.

While India for long has had land-based Agni missiles and fighters jury-rigged to carry nuclear weapons for deterrence, constituting the land and air legs of the triad, the lack of an operational SLBM has been a big operational gap.

The 750-km range K-15 SLBM, which has undergone around a dozen tests from pontoons, is yet to be tested from a submarine. That will happen only after the first indigenous nuclear submarine INS Arihant goes for sea trials later this year.

Though the miniature 83 MW pressurized light-water reactor on board the 6,000-tonne INS Arihant went "critical" on August 10 last year, it is yet to attain the full power needed for the submarine to head for sea trials.

During these 18-month-long extensive "sea-acceptance trials", the 10-tonne K-15 missile -- which can carry a one-tonne nuclear payload - will be fired from the four silos on the submarine's hump. Two more nuclear submarines are being built to follow INS Arihant under the secretive ATV (advanced technology vessel) project at the ship building centre in the naval dockyard at Vizag.

In a major setback to the Air Force, a newly acquired US-made C-130J transport aircraft on Friday crashed near Gwalior after taking off from Agra air base, killing five crew members, including four officers.

Two Wing Commanders, two Squadron Leaders and another crew member were killed in the Super Hercules Special Operations plane crash, Defence PRO told PTI in Jaipur.

“One C-130J aircraft crashed 72 miles (115 km) west of Gwalior air base. The aircraft was airborne from Agra at 1000 hours for a routine flying training mission. A Court of Inquiry has been ordered to investigate into the cause of the accident,” an IAF spokesperson said in New Delhi.

Senior officials, including Superintendent of Police, Karauli, have rushed to the spot of the crash along Rajasthan
and Madhya Pradesh border.

India had recently inducted six C-130J Super Hercules aircraft, which were bought from the US at the cost of around Rs 6000 crore (USD 1.1 billion) three years ago. The per unit cost of the aircraft comes to around Rs 1,000 crore.

The home base of the 77 squadron ‘Veiled Vipers’ operating the aircraft is Hindon in Ghaziabad near here. The aircraft can carry upto 20 tonnes of load and can land and take-off from short runways.

IAF had recently landed the aircraft at the high-altitude Daulat Beg Oldie air field near China border. The planes have augmented IAF’s capability to airlift troops closer to the borders in times of emergency, Air Force officials said.

They said Air Force Chief Arup Raha has briefed Defence Minister A K Antony about the crash. Senior officers from the Air Headquarters have been dispatched to the crash site, they said.

Local IAF units have also rushed officers and men in choppers to the accident area, they said.

The multi-role special operations aircraft had been used recently in the search operation for the missing Malaysian airliner MH 370.

The Defence Ministry had recently signed a contract with the US government for procurement of six additional C-130J planes which are to be deployed in Panagarh in West Bengal.

Cette armée Indienne c'est vraiment une catastrophe ambulante , si c'est pas les sous marins c'est les avions  Rolling Eyes un nouveau C-130 en plus . Ils ont clairement un grave problème dans la qualité de leur formation militaire tout court, un pays géant mais avec une armée complètement dépassée . 
Les Pakis peuvent dormir sur leurs 2 oreilles  Smile

Bhubaneswar : India Friday successfully test-fired its nuclear-capable Prithvi-II surface-to-surface missile from a military base in Odisha, a senior official said.

The indigenously-developed ballistic missile with a maximum range of 350 km was fired from the Integrated Test Range at Chandipur in Balasore district, about 230 km from Bhubaneswar.

"It was a perfect launch. It met all mission objectives," test range Director M.V.K.V. Prasad told IANS.

The Strategic Forces Command (SFC) of the Indian Army conducted the test as part of a regular training exercise, he said.

Prithvi is India's first indigenously-built ballistic missile. It is one of the five missiles being developed under the country's Integrated Guided Missile Development Programme.

The battlefield missile, with flight duration of 483 seconds and a peak altitude of 43.5 km, can carry a 500-kg warhead.

The missile has features to deceive anti-ballistic missiles and uses an advanced inertial guidance system with manoeuvring capabilities and reaches its target within a few metres of accuracy.

It has a higher lethal effect compared to equivalent missiles in the world. Scientists say the accuracy has already been demonstrated in the past in the development flight trials.

PUNE: The naval variant of light combat aircraft (LCA) 'Tejas' will soon undergo carrier compatibility tests at the newly commissioned shore-based test facility at the Indian naval base INS Hansa in Goa, the LCA's programme director Kota Harinarayana told TOI on Friday.

"Before we go to the ship, we have to do something on the ground that is similar to the ship," Harinarayana said, while pointing out that the shore-based test facility is primarily a ramp - similar to the ones on aircraft carriers - which facilitates ski-jump take-off and arrested landing of a naval aircraft. "The aircraft will go to the test facility in a month's time," he added.

"Apart from enabling carrier compatibility, the new facility will aid certification of the LCA naval variant, which is critical to the LCA's future induction in the Indian Navy," he said.

The LCA (Navy) is India's first indigenous effort to build a carrier-borne naval fighter aircraft, a vital ingredient in the Navy's expansion plans. It is designed to operate from future indigenous aircraft carriers that the Indian Navy plans to acquire.

Harinarayana is regarded as the chief architect of the LCA programme, which was launched in 1980 as part of the plan to replace the Indian Air Force's (IAF) ageing fleet of MIG-21 aircraft. He spoke to TOI on the sidelines of a talk on 'Aircraft designing in India', jointly organised by the Centre for Advanced Strategic Studies and the Aeronautical Society of India. Former vice-chief of air staff Air Marshal (Retd) Bhushan Gokhale chaired the event.

In December 2013, the IAF gave its operational clearance to the LCA Air Force variant and also cleared the same for full-scale production at the Hindustan Aeronautical Limited facility in Bangalore, Harinarayana said. "We expect the aircraft to be rolled out for induction into the Air Force later this year and hopefully the IAF will raise an independent squadron for the LCA," he said.

He said, "The IAF has placed an initial order of 40 LCAs which are to be delivered over the next four to five years. We have their (IAF's) commitment for another 80 to 90 LCAs in future. The Air Force and Navy collectively require 200 LCAs."

Harinarayana added that the LCA had also evinced keen interest from foreign countries. "However, our immediate focus is on meeting the Air Force and Navy's requirement for the next three years. Supply to foreign countries remains a part-commercial, part-diplomatic matter, and may still take some time to come through. The priority for now is to enhance the production capacity and to continue working on the LCA Mk-II variant, which is expected to go operational in four to five years following flight and other tests."

He conceded that both LCA variants will work on the imported GE-404 engines as it will take some more years for the indigenously developed Kaveri engine to be ready for use in these aircraft. "We still have to fully achieve the reliability and performance of the Kaveri engine. We have tested for 50 hours' flying in a transport carrier, but we still have to improve," he said.

Apart from enabling carrier compatibility, the new shore-based test facility will aid certification of the LCA naval variant, which is critical to the LCA's future induction in the Indian Navy.

First upgraded IAF base commissioned



The Sukhoi-30MKI fighter swept low and fast over the Punjab landscape, heading for the Indian Air Force (IAF) base at Bhatinda. It had completed a simulated combat mission, in which fighter controllers had directed it from an Airborne Warning and Control System (AWACS) - a flying command centre inside a giant IL-78 aircraft that controls air operations from 33,000 feet. Now the Bhatinda air base had been ordered to "recover" the fighter, i.e., guide it back to base and facilitate its landing.

This unfolded during the validation on March 25 of a new, state-of-the-art airfield system set up at Bhatinda under the "Modernisation of Airfield Infrastructure" (MAFI) project. This involves modernising 67 military airfields, to let the IAF operate in weather and visibility conditions far more restrictive than what is possible today.

As the AWACS directed the Su-30MKI to head for Bhatinda, an alert was flashed to the airfield in secure digital code. With the fighter 300 kilometres away, Bhatinda switched on a Doppler Very High Frequency Omni-directional Radio Range (DVOR) a powerful radio beacon to guide the fighter home. Ten minutes later, with the Su-30MKI now just 30 kilometres away, Bhatinda switched on its new Category II Instrument Landing System (ILS). When fog or smoke obscures the runway, a "localiser" generated by the ILS lets the pilot electronically aligns his aircraft with the runway centre. Simultaneously, a "glide path" is generated, an electronic highway that the pilot can ride down at a steady rate of descent, until he can see the runway.

The Su-30MKI descended till its wheels touched the Bhatinda runway. Mission accomplished; the MAFI instrumentation worked perfectly. Without slowing down, the fighter lifted off and headed back to its real base.

Bhatinda is MAFI's pilot project. By the end of 2016, 30 IAF and navy air bases, including eight along the Sino-Indian border, will have been modernised to a level where aircraft can take off and land in visibility as low as 300 metres. This could generate crucial air support for ground forces battling in bad weather conditions.

The Rs 2,500 crore MAFI project was globally tendered, but won by an Indian company, Tata Power (strategic electronics division).

Only Delhi provides better facilities than this - a single runway has Cat III ILS that guides aircraft in to land in zero visibility. The MAFI upgrade will be good news also for commercial air operations - almost 30 IAF and navy air bases are used by commercial fights, including Chandigarh, Goa, Leh and Srinagar.

"MAFI would substantially improve all-weather capability, aid the civil aircraft that operate from the joint-user aerodromes, enhance aerospace safety and in the process aid growth of the aviation sector in the country," said IAF Vice-Chief, Air Marshal R K Sharma, while commissioning the refurbished Bhatinda base.

The IAF's ability to conduct air operations safely in bad weather and visibility would be enhanced further by end-2019, when 37 more air bases (including two owned by the ministry of home affairs) would have been upgraded to MAFI standards.

The pace of work is hindered, since only five-six operational air force bases can be out of action at any give time. When work on those is completed, it begins on a fresh batch.

The IAF's and navy's newer aircraft - C-130J Super Hercules, C-17 Globemaster III, Sukhoi-30MKI, MiG-29K and the Rafale (when it enters service) would utilise the full potential of MAFI. Older aircraft like the MiG-21s don't have on-board electronics needed for utilising MAFI instrumentation.

Yet, this is a vital force multiplier for the IAF. Air Marshal Sharma said, "By fulfiling the need to match ground infrastructure with capability of the modern aircraft, MAFI will enhance the overall capability of India's air power."

Electronic security is greatly improved with MAFI. A high degree of automation over digital networks reduces insecure voice transmissions. All electronics are activated only when launching or recovering aircraft, and can be switched off thereafter at the push of a button.

As a backup for when navigational aids fail, MAFI caters for a Category II airfield lighting system. This deploys runway lighting in a particular pattern that guides aircraft to the touchdown point. MAFI also provides two 750 KVA generators that can take on the entire load of the electrical and electronic equipment in the event of a power failure.

While much of the airfield instrumentation is commercial, MAFI provides military air bases with a tactical air navigation (TACAN) system that is compatible only with military aircraft.
