Boeing, AAR Aircraft Component Services to Collaborate on Royal Netherlands Air Force Rotorcraft Support
Published September 19, 2011 | By Marcel van Leeuwen
Alliance builds on Boeing and Logistic Center Woensdrecht partnership
Will help increase RNLAF Chinook and Apache readiness rates, develop opportunities for Dutch industry
The Boeing Company and AAR Aircraft Component Services — Amsterdam have signed a letter of intent to cooperate on component maintenance, repair and overhaul (MRO) capabilities to support Royal Netherlands Air Force (RNLAF) rotorcraft operations.
“Boeing is working with Dutch industry to develop the most effective ways to increase the readiness rates of Royal Netherlands Air Force CH-47 Chinook and AH-64D Apache helicopters through its partnership with the Netherlands Ministry of Defence Logistic Center Woensdrecht,” said Peri Widener, Boeing Global Services & Support director of Rotorcraft Support. “Boeing also is focused on building relationships with suppliers that can help the company continue to deliver affordable, reliable logistics, sustainment and MRO solutions that maximize global readiness for our customers here and elsewhere.”
“AAR has extensive experience servicing aircraft components for air forces in Europe, the United States and other countries around the world including on a number of platforms for which Boeing is the original [color:679e=#7da7d9 !important][color:679e=#7da7d9 !important]equipment manufacturer,” said Mat van Vugt, vice president and general manager, AAR Aircraft Component Services — Amsterdam. “We look forward to building on that experience and working with Boeing and the Logistic Center Woensdrecht to help ensure that Dutch Chinooks and Apaches are ready when the Royal Netherlands Air Force needs them.”
Boeing has a long record of working closely and successfully with Dutch defense customers and industry. Most recently, Boeing has been working in partnership with the Logistic Center Woensdrecht (LCW) to expand MRO capabilities in-country and develop opportunities for Dutch industry. That alliance strives to increase readiness rates of the Boeing-built CH-47 Chinook and AH-64D Apache helicopters operated by the RNLAF, and aims to eventually broaden regional MRO activities through support opportunities on additional military and civilian aircraft.
The letter of intent with AAR is the first industry collaboration to grow out of the November 2010 framework agreement between Boeing and the LCW. Boeing’s collaboration with the LCW and AAR advances the “Maintenance Valley” initiative supported by the Dutch government to bolster the Netherlands’ position as a regional hub for military and civilian aircraft MRO activities and will grow the volume of MRO work in the Netherlands.
AAR Aircraft Component Services specializes in overhaul, repair and maintenance of components for aircraft including RNLAF CH-47 Chinooks and KDC-10s, F-16s, C-130s and NATO Airborne Warning and Control System (AWACS) 707 aircraft. Third OPV for Royal Netherlands Navy starts Sea Acceptance Trials in the Black Sea
On Tuesday, September 27th the third Oceangoing Patrol Vessel (OPV), FRIESLAND, left the Damen Shipyard from Galati, Romania for her Sea Acceptance Trials. After a journey of 150 kilometres along the Danube, the ship has arrived at the Black Sea where it will be conducting tests for the next 10 days.
During this so-called platform trial run, the entire ship will be subjected to extensive testing. The tests will be conducted by staff of Damen Shipyards Galati and Damen Schelde Naval Shipbuilding Vlissingen. The Defence Material Organisation and the Navy Command will be acting as a critical customer and the shipyard needs to demonstrate that all systems meet the requirements.
The FRIESLAND is the third ship in the Holland class, a series of four Oceangoing Patrol Vessels (OPV) for the Royal Netherlands Navy. These 108-meter long, flexibly deployable patrol ships, with a crew of 50, will make a significant contribution to international law enforcement and security (Maritime Security Operations). To this end, they will be deployed for, among other things, anti-piracy missions, counterdrug operations and coastal guard tasks in The Netherlands as well as the Caribbean. The FRIESLAND was christened by the chairperson of the Lower House, Mrs. Gerdi Verbeet. In February of 2012 Damen Schelde will transfer the FRIESLAND to the Defence Material Organisation.

Transfer of the Second Holland Class Patrol Vessel “Zeeland” for the Royal Netherlands Navy
On Thursday 20 October, the second of four Holland Class Oceangoing Patrol Vessels, “Zeeland” built by Damen Schelde Naval Shipbuilding for the Royal Netherlands Navy, was transferred to the Defence Materiel Organization of the Ministry of Defence of the Netherlands.
Immediately after delivery, the “Zeeland” departed the Damen Schelde Naval Shipbuilding facilities to arrive in Den Helder 21 October. In the near future the ship is scheduled to conduct a work-up period from Den Helder. On completion of the second Integrated Mast Module by Thales NL the ship will return to Vlissingen for installation of the Thales Integrated Mast Module (IMM)
Ocean-going patrol vessel
The four vessels of the Holland Class OPV’s measure 108 metres in length and 18 metres in width with a displacement of approximately 3,750 tons. They offer hangar space and landing facilities for one NH-90 helicopter or equivalent types. Their armament consists of one 76 mm Oto-Melara gun, one rapid-fire 30 mm gun and two 12.7 mm Hitrole machine guns. The weapons all have full remote control. Thanks to the state-of-the-art sensor and communication technology in the Integrated Mast Module (IMM), detection and tracking of high- and low-altitude air targets, fast boats, periscopes, mines and even swimmers will be possible.
The first two patrol vessels, “Holland” and “’Zeeland”, are built at the shipyard of Damen Schelde Naval Shipbuilding in Vlissingen, with a number of sections being supplied by the Damen shipyard in Galati. The “Holland” was handed over to the Royal Netherlands Navy earlier this year in May.
The third and fourth vessels, “Friesland” and “Groningen” are built at the Damen shipyard in Galati under the supervision of Damen Schelde Naval Shipbuilding. Partial SAT for the “Friesland” have been successfully completed last September. Presently she will sail to the Damen Schelde Naval Shipbuilding yard for final outfitting of certain systems and components.
The Damen Shipyards Group offers a complete range of naval and patrol vessels ranging from 7 to over 200 meters. Parts of this portfolio are the Damen Schelde Naval Shipbuilding (DSNS) naval combatants and auxiliaries, embodied by the SIGMA and ENFORCER series. At present DSNS also has under construction for the Royal Netherlands Navy: a Joint Logistic Support Ship (JSS), the largest military vessel built by DSNS so far. For the Royal Moroccan Navy, DSNS has a series of three SIGMA frigates under construction, the first SIGMA frigate, Tarik ben Zayid was transferred to the Royal Moroccan Navy last month.

Dutch Navy endorse the Analox Sub Aspida 31st October 2011 A year after the Royal Netherlands Navy began using portable gas analysis equipment from Analox Military Systems, it reports that crew are ‘enthusiastic’ about the units.
In summer 2010, the Royal Netherlands Navy took delivery of a number of Analox Sub Aspida portable gas analysers, capable of detecting both carbon dioxide (CO2) and oxygen (O2) in the submarine atmosphere.
Lt Jos Bogaert of the Royal Netherlands Navy reported that the Analox Sub Aspidas have been in use for more than a year on three Walrus class submarines. He commented: “The crew is very enthusiastic about the analysers, finding them easy to use and reliable. Despite 12 months use on submarines, no unit has suffered any damage.
“After a year, the units were removed for recalibration, a process so straightforward that an apprentice completed this for us. We’re pleased to say that the units are now back on board for another year.”
Vicky Brown, Sales and Marketing Director – Analox Military Systems, said: “The Dutch Navy came to us looking for reliable gas monitoring equipment which was portable and robust enough to withstand operations on board a submarine. The Sub Aspida is ideal, easy to operate and simple to recalibrate ensuring safe operating conditions for the submariners at all times.
“This is innovative technology and we’re delighted that the Royal Netherlands Navy have found it ideal for their purpose."
For use within Submarines
By combining the pressure sensor, the Analox Sub Aspida is the only monitor which automatically corrects O2 and CO2 readings in relation to changes in atmospheric pressure, resulting in a more accurate and trusted reading. This prevents spurious alarms caused by pressure variations typically found on board submarines.
For use within decompression chambers
The Analox Sub Aspida is also ideal for use with portable decompression chambers, where it can be mounted on the control panel and provided with a pressure reduced sample line from inside the chamber. An oxygen-only monitor is available, suitable for use with Air Diving systems.
The Sub Aspida offers audible, visual and vibrate alarms. Where silence is vital, the audible alarm can be disabled. To ensure its practicality the unit is easy to use, rugged in design and comfortable to wear. It offers 12 hours of battery life from one charge and can also be powered by a 9 volt DC supply . The software enables easy configuration, calibration and downloading of data and also ensures optimum performance of the unit by informing what maintenance is required and when.

Rotorsim inaugurates Joint NH90 Training Program for NH90 customers
(Photo: AgustaWestland)
Rotorsim, the consortium owned equally by CAE and AgustaWestland, a Finmeccanica company, today announced its continued expansion into the military training market by officially inaugurating the launch of the Joint NH90 Training Program (JNTP) for the Netherlands Ministry of Defence.
The JNTP was inaugurated Nov. 14 during a ribbon cutting ceremony attended by Colonel Jan Verhulst, NH90 Programme Manager, Netherlands Ministry of Defence; Daniele Romiti, Chief Operating Officer, AgustaWestland; and Ulrich Aderhold, Managing Director, CAE Europe. “This is a major milestone and reinforces Rotorsim’s commitment to offering world-class helicopter training to customers in both the civil and military markets,” said Craig Zysk, General Manager, Rotorsim.
Rotorsim, which serves as the prime contractor for the JNTP, has taken delivery of an NH90 full-mission flight trainer (FMFT) that can be reconfigured between the NH90 Tactical Transport (TTH) variant as well as the NH90 NATO Frigate Helicopter (NFH) variant. The Netherlands Ministry of Defence and Netherlands Militaire Luchtvaart Autoriteit (Military Aviation Authority) have recently qualified the NH90 TTH simulator variant to Level C. The NH90 NFH simulator cockpit, which will begin training in early 2012, is expected to be later qualified to Level D, the highest qualification for flight simulators. The NH90 FMFT will be used to train both the Netherlands military as well as third party customers, which include the Royal Norwegian Air Force and the Royal New Zealand Air Force.
Rotorsim also has a multi-year responsibility for operation and maintenance services of the NH90 training systems. The NH90 FMFT features CAE’s revolutionary roll-on/roll-off cockpit design, and the cockpit can be reconfigured between the NFH and TTH variants of the NH90 helicopter. In addition, the NH90 simulator features night vision capabilities, both an on-board and off-board instructor operator stations, and the CAE STRIVE computer-generated forces software. A six degree-of-freedom (DOF) motion system combined with high-performance vibration platform replicates the vibration cues critical to helicopter pilots. The immersive visual solution includes a five-channel CAE Tropos-6000 image generator and a 220-degree by 60-degree field-of-view display system.

Integrated Mast passes Factory Acceptance Test with Flying Colours
24 November 2011 The first Integrated Mast IM400 has successfully passed the Factory Acceptance Test. The FAT was attended by a delegation from the Netherland’s Defence Materiel Organisation and the Royal Netherlands Navy.
Since the IM400 consists of various subsystems, the actual FAT comprised several tests. After the successful tests the contract partner accepted the first Integrated Mast.
Thales Nederland’s CEO Gerben Edelijn says: “this FAT proves that we are capable of designing, engineering and building a completely new concept in naval sensor and communication technology in a relatively very short time, which once more demonstrates our leading position in this field.”
Following the FAT, the IM400 was shipped to Damen Schelde Naval Shipbuilding and successfully installed on the first patrol vessel “Holland”.
The second IM400 is presently being built by Thales in Hengelo. It will be installed on the second Patrol Ship “Zeeland” early 2013.
About the Integrated Mast
The integrated mast is a completely different design approach from the traditional sensor layout on board of naval vessels. One central mast structure houses the radar, optronic, and communication sensors and antennas as well as all cabinets and peripherals. The advantages of this sensor concept are huge: better operational performance, higher operational availability, reduced ship-building time, reduced maintenance requirements and enormous savings in below-deck space.
About the sensors
SeaMaster 400 is a non-rotating S-band radar with four faces for air and surface surveillance. It is derived from the proven SMART and APAR radar systems. SM400’s unique concept of multibeam volume search with four active scanning faces ensures the simultaneous performance of all operational tasks at a high update rate and very low false alarm rate. SM400 also provides helicopter direction and approach capabilities and has three fire control channels. The system’s high number of parallel transmit and receive channels provide a high degree of redundancy.
Seawatcher is a four face non-rotating active phased array X-band radar for naval surface surveillance. The high resolution system automatically detects and tracks asymmetric threats and very small objects such as mines, periscopes. Seawatcher can also be used for helicopter guidance.
Gatekeeper is a 360° panoramic electro-optical surveillance and alerter system based on IR/TV technology. Designed to counter emerging asymmetric threats down to small boats and swimmers, Gatekeeper increases short-range situational awareness in littoral environments.
ICAS, the Integrated Communication Antenna System facilitates the use of standard VHF/UHF communications equipment, is fitted with Link 16 integration, provides excellent transmit/receive isolation, offers estate for auxiliary antennas such as GSM/GPS and is designed for future growth.
NR IFF, the non-rotating Identification Friend or Foe, uses a cylindrical array fitted to the top of the structure. It is designed to operate with standard interrogator/transponder systems. It is optimized for operation with a non-rotating primary radar and offers accuracy commensurate with Mode 5/S.

Upgrading of submarines a step closer
7 December 2011, 9.28 hrs
This week, the Ministry of Defence signed a contract for the refurbishment of the control rooms of the four Walrus-class submarines. A contract was also signed for the delivery of four Super High Frequency (SHF) satellite communication systems. The contracts form part of the sustainment programme for the Walrus-class submarines designed to assure the deployability of the Dutch submarines up to at least 2025.
The present workstations, that date from the 1970s, no longer meet today’s ergonomic and technological requirements. The new consoles receive and collate the diverse information streams incoming on the workstations of the operatives. The necessary refurbishment was made possible through collaboration between four industrial partners, TNO and the Defence organisation. They brought together the user requirements, technological capabilities and modern ergonomic principles.
Mast
The SHF satellite communication system meets a growing need for sharing globally collected information with national and international partners. Thanks to the new system, the submarines can make contact with the Defence networks and in this way the submarine crews will have the same communication facilities as the crews of other navy vessels. The replacement of the satellite communication system means that the existing communication mast on the port side of the ship will be replaced by a new upgraded mast.
Sustainment programme
The Walrus-class sustainment programme includes improvements to the Combat Management System, by which the sensors and weapons are controlled, as well as to the sonar systems, the communication systems and the so-called platform systems needed for the vessel's operation. In addition, one of the periscopes will be replaced by a modern ‘optronic mast’ in which all the optical functions are digitised and an infrared night-vision system is incorporated. The implementation of the programme will start in 2013.

Dutch defence minister in Texas to discuss Joint Strike Fighter
Defence Minister Hans Hillen says he did not avoid thorny issues during his recent visit to the JSF factory in Texas. “Lockheed Martin knows it will have to work hard to keep us on board,” he said afterwards. The Netherlands is still divided on the purchase of the F-35 which is to replace the country’s ageing fleet of F-16 fighter jets.
Minister Hillen said he was greatly impressed by the gigantic factory in Fort Worth where the F-35’s are being produced: “It’s a kilometre-and-a-half walk from one end to the other. You have no idea how big it is.”
The minister was allowed to put his signature on the first Dutch test plane which is currently under construction. He also had his picture taken with the plane in the background, but the photograph will only be released until after Lockheed Martin has ascertained that nothing classified as secret was accidentally included. The factory has extremely strict security regulations. Even taking out a mobile phone was banned because most of them can be used to take photographs.
Price Minister Hillen said he informed his hosts of the thorny issues regarding the purchase of the Joint Strike Fighter that are causing political headaches in The Hague: “The price, the rumours about technical shortcomings. Are they true, and if they are not: why is it that they keep doing the rounds?”
In turn, the Dutch minister’s hosts clearly stated the thorny issue facing them: the Netherlands still has not taken a decision on a definitive order. “They do accept it; they are quite well informed about our political balance of power and public opinion,” the minister said. “However, I had to explain it to them once again because it is even more complicated than they thought.”
Delays However, Mr. Hillen said the Americans are “extremely pleased” with the quality of the F-35 parts produced in the Netherlands. He is not much concerned about the delays to the JSF project. “It does not really affect us all that much, because we have postponed our final decision. It is much more of an issue to the Americans and others who have already placed their orders. It’s not my biggest headache.”
Mr Hillen said his biggest challenge was “to see whether we can convince a majority of the Dutch people and of parliament to choose this excellent plane as the successor to the F-16.”
Order At present, such a majority does not exist. Geert Wilders’ Freedom Party, on which Prime Minister Rutte’s minority cabinet depends for parliamentary support, is opposed to the multi-billion euro investment in the F-35. Under the terms of the coalition agreement, the next cabinet will take the final decision on a definitive order. In Fort Worth, Minister Hillen reiterated his argument that “the Netherlands could well make more money from this project than it would ever cost. It creates great opportunities for Dutch industry: for employment, but also for innovation.”
Obama Defence Minister Hillen is on a working visit to the United States. He will meet his colleague Leon Panetta in Washington. US President Barack Obama last week announced a new defence strategy for his country, in which the main focus changes from Europe and the NATO alliance to Asia and the Pacific.
“If that is the case, Europe has only itself to blame. We do rely on the Americans to resolve rather a large number of our problems. Are they maybe testing us to some extent, yes. But I don’t believe they are trying to shove Europe aside. On the contrary. They regard the joint values we created as too important to dump by the wayside.”

VideoRay Completes Delivery of Mini-ROV Fleet to Dutch Navy
VideoRay ROV Systems for the Dutch Navy used Advanced Technology Developed for United States Coast Guard
On January 10, 2012 VideoRay LLC of Phoenixville, PA, along with Dutch partner Nautikaris BV of Ijmuiden, Netherlands, completed the site acceptance test of four VideoRay Pro 4 submersible systems with spare parts, accessories, and custom modifications. Training for operators and repair personnel will be completed during January.
The highly competitive contract was awarded to VideoRay in mid-2011, with a mandatory rapid turnaround. The specification showed the kind of advanced, innovative, efficient, and well-developed solutions that the Dutch Navy prides itself in fielding.
The missions required by the winning system were:
• Ship hull inspections • Harbor wall & wharf piling inspections • Bottom surveys in confined and very shallow areas • Inspection of potentially dangerous objects, while maintaining a safe stand-off distance between the object and the operator • Conducting quick look inspections / assessments prior to diver deployment • Shipwreck inspections • Small object recovery
Objects of interest are primarily small objects such as limpet mines, sea mines, ammunition, as well as contraband and drowning victims. These are all areas where VideoRay dominates the market worldwide. VideoRay has recently won contracts or sold multiple units to the US Coast Guard, US Navy, New York Police Department, Saudi Border Guard, Norwegian Navy, and several other governments and agencies.
A critical advantage was VideoRay’s superior hull crawling system, which was also a critical factor in the decision by the US Coast Guard to standardize on VideoRays for these types of missions. This goes beyond the first generation of crawlers offered by competitors, who typically add terrestrial powered crawlers to underwater vehicles. The latest improvements to this advanced crawler were funded with over 2 million US dollars by the US Department of Defense Combating Terrorism Technical Support Office, which summarized the project in their 2011 Annual Review :
Enhanced Remotely Operated Underwater Vehicle
“Securing ports and harbors remains a key mission in defending against terrorist acts. The U.S. Coast Guard (USCG) requires the capability to conduct timely and effective hull searches/inspections of vessels, piers, the seafloor and/or anomalous events (parasitic attachments, drifting or moored mines, and improvised explosive devices). The Coast Guard currently maintains Remotely Operated Vehicle (ROV) systems devoted to the port security mission. Current system performance is limited in certain capacities. This project aims to enhance the USCG’s current ROV systems with an improved sonar, manipulator, image enhancement system, hull crawler, and an improved non-acoustic navigation system. These upgraded ROVs will provide better search capabilities in all water clarities and in very strong currents, keeping divers out of dangerous waters while searching for hazardous devices.”
Most aspects of the mini-ROV systems consisted of off-the-shelf components delivered with VideoRay’s Pro 4 Port Security configuration. However, for this contract Tritech Altimeters, and Desert Star Systems Long Baseline transponders were integrated, along with VideoRay lateral thrusters. This involved software additions to the VideoRay Cockpit software through the use of its Software Development Kit SDK. In completing the integration of these accessories, VideoRay’s Protocol Adapter and Multiplexor (PAM) module, which allows several accessories to share the same 485 bus used to control the submersible, played a critical role.
The underwater technical capabilities of the Royal Netherlands Navy are now greatly enhanced with the delivery of Pro 4 systems. The ROVs complement the capabilities of tools like the Remus 100 AUV from Hydroid, SeeByte SeeTrack, and the Diver Hand Held Multibeam Sonar. VideoRay will be further enhancing operational effectiveness through development partnerships with equally innovative companies such as SeeByte.
“This was a difficult task given the extremely short timeframe in which we had to deliver custom hardware, software, and physical integration” said Scott Bentley, President of VideoRay. “I’m very proud of our development and production teams, and we could not have done it without Nautikaris. They are clearly the premier underwater technology company in their area.”
The customized VideoRay Pro 4 was fully integrated and delivered with an Altimeter, Long Base-Line Positioning System, Ship Hull Crawler, Multi-Beam Sonar, Fan Lasers, Manipulator, a Lateral Thruster, and Customized Training along with the standard ROV features that have made the VideoRay the best-selling ROV in the world.
