Today, the Dutch armed forces are saying farewell to of all their 60 Leopard tanks, four mine sweepers and 14 Cougar helicopters. The cabinet has decided to make a structural one-billion-euro cut to the defence budget. The surplus hardware will be sold off and 12,000 jobs scrapped. Speaking to RNW, defence expert and retired major general Kees Homan said scornfully: "We are known as one of the world’s biggest arms exporters, but that’s mainly because we are selling off all kinds of materiel." General Homan said that the radical slimming down of the army will undermine the Netherlands’ international standing. Export policies The former general argues that the sales of surplus materiel can also lead to embarrassing situations. For instance in Egypt and Bahrain, where Dutch armoured personnel carriers and other arms were used against their own population. “Of course the cabinet has an arms policy in place, which requires that certain criteria are met before deliveries can be made to other countries. When a country is stable at the moment that the arms are being supplied but unrest brakes out afterward in which these weapons are used, that’s a highly embarrassing situation.” Rich country In the early 1990s, it was decided that the Netherlands had to be able to simultaneously take part in four international missions, but the current round of budget cuts has effectively halved that number. According to Mr Homan, there is really no justification for this change of heart: “The Netherlands has a vested interest in international stability. We are an open society which depends on trade and such. We are also a rich country, which ranks 16th on the list of the world’s richest nations, and ninth on the list of the biggest trading nations. I believe this entails obligations regarding peace and security.” Grassroots Soldiers and other Defence personnel are still trying to turn the tide and reverse some of the radical cuts. The army is scheduled to hold a protest on 26 May, but Mr Homan believes it will have little effect: “The problem with the military is that we lack grassroots support. Development cooperation, education, agriculture, they all have organised support groups which will lobby to prevent painful measures. The only support groups we have are the military unions. And people will immediately say the’re only trying to save their own skins." In a marked difference with other countries, the Dutch population has no emotional ties with its armed forces.

The Royal Netherlands Navy (RNLN) has taken delivery of a Mission Planning & Analysis System (MPAS) for its fleet of NH90 NFH medium twin naval helicopters. The delivery of the MPAS to the RNLN was completed after a thorough verification of the system by the RNLN, initially at the AgustaWestland Helicopter Support Systems facility in Sesto Calende and then at the De Kooy Naval Base in the Netherlands, after successful completion of the installation and Site Acceptance Tests. The system will be fully operational by the end of 2012. The RNLN MPAS is based on the state of the art AgustaWestland designed Skyflight Planning System, a multi-helicopter flight and mission planning solution that all variants of AgustaWestland’s mission planning stations rely upon. In particular, Skyflight technology is currently being used for the development of the UK Ministry of Defence’s AW159 and Apache Mission Planning Systems. It is also the core element for the Flight Planning System of the AW101 VVIP helicopter and will be delivered to the Royal New Zealand Air Force in support of mission planning for their AW109 LUH helicopters. The delivered system will now support the RNLN’s operations as well as training activities by providing the users with enhanced situation awareness, flight & mission planning functionality and a complete aircraft data upload/download capability.
The Royal Netherlands Navy has ordered a total of 20 NH90 NFHs and was the first customer to receive the NFH variant aircraft in April 2010. The NH90 is the most successful European helicopter programme ever. A total of 529 firm orders have been placed by 19 armed forces in 14 countries including The Netherlands, France, Germany, Italy, Portugal , Sweden, Finland, Norway, Greece, Spain and Belgium in Europe, as well as Australia, New Zealand and Oman. The NH90 programme is managed by NAHEMA (NATO Helicopter Management Agency) representing France, Germany, Italy, The Netherlands and Portugal, and by the NH Industries industrial consortium comprising AgustaWestland (32%), Eurocopter (62.5%) and Fokker Aerostructures (5.5%). In the framework of the NH90 programme, AgustaWestland is responsible for the production of the main transmission, tail drive shafts, hydraulic system, automatic flight control system, rear ramp, rear fuselage, the T700/6E1 engine solution installation and on-board computers. Dutch defence organisation shapes its future
Dutch Minister of Defence Hans Hillen presented on 19th of may the Strategy, Knowledge and Innovation Agenda (SKIA) to the House of Representatives today. With the SKIA, the Defence organisation will enhance its innovative strength and its ability to provide the right response to unexpected events. It also sets out the Defence organisation’s perception of security and of how to deal with knowledge and innovation, taking into account the planned cutback measures.
The SKIA is to ensure that the right choices are made for future security in an ever-changing environment. The government wishes to maintain the added value of high quality and innovation in military contributions, particularly for conflicts with irregular opponents.
INNOVATION
Innovation of and by the Defence organisation remains a spearhead. There must therefore be room for new methods, processes and technologies. It must therefore also aim to enhance the competitive position of the Dutch economic top sectors of high-tech, water and chemicals (Maintenance Valley).
KNOWLEDGE
In addition, the SKIA guides the specific knowledge development required in this respect. Knowledge management within the Defence organisation will thus receive more structural attention and will be more strongly supervised. The Letter to Parliament on the future of the armed forces therefore contains no further cuts in the area of knowledge and technology development. This will create a stable financial footing for the development and maintenance of specific Defence–related knowledge, the priorities being the following areas of expertise:
• military operations in a complex and dynamic environment; • new technologies for Defence purposes; • cyber defence and cyber operations; • military use of space.
SPECIFIC CONSEQUENCES
In cooperation with the Ministry of Foreign Affairs, the Defence organisation will chart (possible) developments on the world stage and political decisions. This new strategic monitor also focuses on international threats to national security. This is done with the assistance of the Military Intelligence and Security Service, diplomats and external experts from knowledge institutions such as the Netherlands Institute of International Relations Clingendael and the Netherlands Organisation for Applied Scientific Research TNO.

On Wednesday 1 June, at the request of the Delfland District Water Control Board, the Royal Netherlands Army deployed a Raven mini-UAV (Unmanned Aerial Vehicle) to inspect the dikes of Maasland, Pijnacker and Schipluiden for cracks and other changes.
A Raven can be assembled ready for operation in just 5 minutes. “This type of aircraft can display an image of the ground from a maximum altitude of 3,500 metres and a distance of up to 10 kilometres,” explains Sergeant Major Frank Ostendorf. As the person responsible for the aircraft’s operational deployment, Ostendorf is aware how unusual this task was. "We are called upon quite frequently, but usually for classified missions. This was the first time that we carried out a dike inspection.”
CAMERA IMAGES
Delfland contains some 625 kilometres of polder dikes. 180 kilometres of this length consists mainly of peat, which makes it very vulnerable to drought. The deployment of the Raven is intended mainly to confirm, with the aid of camera images, the cracks and irregularities that had been observed from the ground and could point to landslips.
The unmanned aircraft was in operation until about 21.00 hrs. During next week as well, a Raven will be flying above Delfland and contributing to the prevention of a possible breach in the dikes.
The Raven team that is carrying out this task for Delfland District Water Control Board belongs to the 103 ISTAR battalion in 't Harde. This unit gathers, analyses and disseminates intelligence.

Dutch Air Force Jets Intercept Russian Planes
Two Royal Netherlands Air Force F-16 fighter jets have intercepted two Russian long-range Bear bombers, also known as Tupolev Tu-95MS, across the North Sea, according to the Dutch Defence Ministry. After being intercepted, the Russian bombers turned toward the west in the direction of UK airspace. The Defence Ministry said, "The quick reaction alert of the UK Royal Air Force took over the escort [once the Russians left Dutch airspace]." Intercepting incidents involving Russian planes have increased in the past few years with the latest that took place in late January and early March this year. Two armed F-16s from the Dutch Air Force are always on permanent standby to intercept unidentified aircraft. The Volkel and Leeuwarden airbases take charge of the quick reaction alert unit.

Yesterday saw the keel laying ceremony for the Royal Netherlands Navy Joint Support Ship (JSS) Karel Doorman at the Damen yard in Galatz, Romania. Further construction of the vessel will largely take place at Damen Shipyard Galatz, supervised by Damen Schelde Naval Shipbuilding (DSNS) whereas the final systems outfitting, commissioning and testing of the vessel and her systems will take place at DSNS in Vlissingen. The keel laying ceremony was performed by Rear Admiral K. Visser of the Royal Netherlands Navy. The JSS voyage to Vlissingen, the Netherlands , is planned for 28 June 2013, according to Dutch newspaper PZC. The vessel is expected to come into service in 2015. JSS The JSS measures 205 m in length and 30 m in breadth. Total displacement is 28,000 t, speed 18 knots. The vessel accommodates 180 crew and up to 120 non-listed persons, such as helicopter crew and medical teams. Further large areas for evacuees can be arranged. The JSS has 2000 lane m for transport of materiel, a helicopter deck with landing spots for operating two Chinooks simultaneously, and a hangar with a storage capacity of up to six helicopters. The JSS has the facilities for loading and unloading operations of material and goods in harbours, near the shore or at open or at sea : two Replenishment-At-Sea masts, an elevator and crane for up to 40 t, a roll on/roll off facility for vehicles, and a steel beach stern construction for accommodating cargo transfer via landing craft.

LM Allocates $107.5 Million for First Dutch F-35A
Lockheed Martin received yesterday over $107.5 million to produce the first F-35A for the Royal Netherlands Air Force (RNLAF). Hague is committed to fund two early production F-35, a decision made in April this year despite drastic cuts in the government budget. The order is part of the multi billion fixed price incentive contract for low rate initial production, (LOT IV) managed by the US Navy Navair command, Patuxent River, Md. The funding for the Dutch plane was provided as a modification to that contract. Most of the work will be performed in the USA (80 percent) with the remaining work done in the UK. According to the Pentagon announcement , the work will be completed in less than who years (by February 2013).

PALMDALE, Calif. | Northrop Grumman Corporation has delivered to prime contractor Lockheed Martin Company the first center fuselage of the F-35 Joint Strike Fighter for the Netherlands.
Northrop Grumman completed the center fuselage – the core structure around which the F-35 aircraft is built – at the company's manufacturing center in Palmdale, Calif. The unit now will travel to Lockheed Martin in Ft. Worth, Texas, where it will be integrated into an F-35A, a conventional takeoff and landing (CTOL) variant of the aircraft, for the Royal Netherlands Air Force.
As a principal and founding member of the F-35 industry team led by Lockheed Martin, Northrop Grumman is responsible for the design and production of center fuselages for all three variants of F-35 aircraft: CTOL, short takeoff, vertical landing (STOVL) and a carrier variant. This is the second such structure Northrop Grumman has constructed for an international customer. In December, the company delivered a STOVL variant for the United Kingdom.
"The completion of our second center fuselage for another international customer is evidence that the F-35 program is growing and maturing," said Duke Dufresne, sector vice president and general manager of the Strike and Surveillance Systems Division of Northrop Grumman's Aerospace Systems sector. "It's an important milestone and a sign of continued progress on the program."
In addition to producing the F-35 center fuselage, Northrop Grumman also designed and produces the aircraft's radar and other key avionics including electro-optical and communications subsystems; develops mission systems and mission-planning software; leads the team's development of pilot and maintenance training system courseware; and manages the team's use, support and maintenance of low-observable technologies.
To date, Northrop Grumman has delivered 48 center fuselages, all on schedule. Final assembly of all F-35 jets is performed by Lockheed Martin, a process that includes mating the center fuselage to an aft fuselage produced by BAE systems; and the forward fuselage, cockpit and wings produced by Lockheed Martin.
"When the aircraft is complete, the Royal Netherlands Air Force will have the most capable, most advanced multirole fighter in the world, and the product of our ongoing efforts to achieve maximum efficiency and affordability," said Mark Tucker, vice president and F-35 program manager for Northrop Grumman's Aerospace Systems sector. "With this delivery, Northrop Grumman continues to meet its cost and schedule commitments on the F-35 program."

KONGSBERG has signed a contract for supply of new Passive Sonar Processing Systems (PSPS) as part of the Sonar Suite Modification Project for the four Walrus class submarines of the Dutch Navy. The Passive Sonar Processing System (PSPS) is integrating hydrophone data from all the passive sonars aboard into one processing system. This PSPS integration technology has proven to produce more accurate target solutions in shorter time by utilizing the full potential of the sonar suite, and giving the sonar operators flexibility to use passive sonar data from any combination of sonars to solve their tasks. The PSPS to be delivered will take full advantage of the Sonar System Upgrade solutions that have been developed and are in production for the Norwegian Ula class submarines. “KONGSBERG has for more than 40 years developed and supplied submarine systems to Norwegian, German and Italian submarines. This contract for the Sonar Suite Modification Project to the Dutch Walrus class submarines was won in open international competition and again demonstrated KONGSBERG’s capability to meet Customer’s requirements in a flexible and cost effective way in a demanding submarine upgrade market. There exist in the world market a large number of submarines in need of a mid-life, or life extension, update. Les Sperwer néerlandais (UAV de Sagem)viennent d'être définitivement retirés des moyens opérationnels de l'armée néerlandaise,dans l'attente en mai 2012,des Scan Eagle de Boeing.Depuis leur entrée en service en 1999,les Sperwer néerlandais ont effectué 1.151 heures en 601 vols,dont 713 heures en 285 missions en Afganistan.Des 34 vecteurs aquis,11 ont été perdus,la plupart par accident,8 étaient encore opérationnels et les autres en entretien.Le dernier vol a eu lieu le 30 juin.Dans l'attente des Scan Eagle, l'intérim est assuré par 25 systèmes Raven de chacun 3 minidrones portables.(source Air&Cosmos-N°272)

Netherlands Navy Orders New Ship Simulator
The Royal Netherlands Navy has placed orders for a new ship simulator that enables crews to maintain their skills in a more cost-effective manner.
The Defence Materiel Organisation and CSC signed a contract for construction and maintenance of the simulator up to 2025.
The new Ship Handling Simulator provides an accurate representation of a real world scenario, simulating many different situations for training in manoeuvring and navigating new ships.
The simulator can be used to train up to six teams simultaneously, either separately or together, thus reducing costs.
Work on the simulator will begin this autumn and is scheduled for delivery in 2013.
