- Netherlands order 12 new Bushmaster 4x4 armoured personnel carrier from Thales.
A dozen life-saving Bushmasters are going into production in Bendigo for export to the Netherlands, after the country’s Ministry of Defence ordered new vehicles from Thales in Australia. The vehicles will complement the 86 Bushmasters previously purchase by the Dutch customer between 2006 and 2009, and will be delivered by the middle of 2016.
Chris Jenkins, CEO Thales in Australia said: “The Bushmaster has proven itself on operations with the Dutch military in Afghanistan, and is a vital component of their Light Brigade. This export order shows the Army’s continuing confidence in the Bushmaster and its ability to protect troops in theatre. The Bushmaster vehicle has repeatedly proven to safeguard personnel against mines and improvised explosive devices”.
The troop carrier variants will be fitted with additional composite armour, Remote Weapon Stations, and Thales’s market-leading SOTAS intercom system.
This contract, whose value remains confidential, follows other Bushmaster exports to Japan and Jamaica over the past 18 months, as well as other SOTAS exports to various countries worldwide.
The Thales Bushmaster is a highly mobile, ballistics, mine and improvised explosive device (IED) blast resistant Protected Mobility Vehicle (PMV). Bushmaster has an established family of modular armoured vehicles offering high levels of protected mobility for combat, combat support and combat service support troops across a diverse range of mission profiles including troop movement, command and control, engineer support and ambulance variants.
The Bushmaster armour-protected monocoque protects against the blast of claymore, anti-tank mines, anti-personnel mines, mortars, improvised explosive devices and has a range of ballistic protection kits.

The Netherlands Maritime Special Operations Force (NL-MARSOF) are planning to purchase a new carbine chambered in the non-NATO standard 7.62x35 mm (300 BLK), with a formal tender being launched by the Netherlands' Defence Material Organisation.
The tender is the first publicly known tender for the purchase of a 7.62x35 mm chambered rifle by any military.
In total, the Dutch naval commandos are looking to buy 195 select-fire carbines and 1.82 million 7.62x35 mm cartridges (1,345,000 ball, 244,000 subsonic, and 231,000 lead free frangible). Suppliers can apply to supply any combination of the small arms and rounds until 27 July.
NL-MARSOF is the Netherlands Marine Corps' elite unit, modelled after the British Special Boat Service (SBS), and divided into three squadrons: M Sqd (counter terrorism); C Sqd (sea operations); and T Sqd (training). A Special Operations Forces Support Group (SOFSG) provides logistic support and equipment.
The standard armament for the NL-MARSOF commandos is currently the short-barrelled German H&K HK416 carbine (chambered in the NATO-standard 5.56x45 mm round), which replaced the previously used Diemaco C8A1GD. It is possible to convert the HK416, or other AR-15 based rifles, to fire 7.62x35 mm ammunition by fitting a new upper receiver, barrel, and bolt.

WASHINGTON (Sputnik) — The Netherlands Ministry of Defense is buying Excalibur 1b precision-guided artillery ammunition from the Raytheon Company, the US defense giant announced in a press release on Monday. "When fired from the Dutch PzH 2000 artillery system, Excalibur can fly up to 50 kilometers, score a direct hit and deliver lethal effects in all types of weather and battlefield conditions," Raytheon's Excalibur Program Director Mark Hokeness said in the press release. The artillery munition, Raytheon explained, is equipped with GPS guidance to provide accurate, first-round effects capability at extended ranges. The US Army has determined Excalibur 1b is fully compatible with the PzH 2000, a self-propelled howitzer produced in Germany, the release said. Raytheon described Excalibur as a precision-guided, extended-range projectile that uses GPS guidance to provide accurate, first-round-effects capability in any environment.
It is already used by the US Army and Marines and several international military forces, the release said. Nearly 770 Excalibur rounds have been fired in combat and the munition consistently strikes less than two meters from a precisely-located target, Raytheon said. The Raytheon Company had 2014 sales of $23 billion and 61,000 employees worldwide. It is based in Waltham, Massachusetts and specializes in defense, civil government and cybersecurity markets throughout the world, according to the company’s web site.

The Dutch defence ministry is to acquire 14 new Boeing CH-47F transport helicopters, in an expansion of its existing rotorcraft capabilities.
Recognising the Chinook’s importance in missions such as deploying quick reaction forces and humanitarian assistance, the Dutch air force has decided to retire its 10 ageing CH-47Ds – which were delivered from 1995 – and upgrade its existing six F-model examples, which entered use from 2013.

The defence ministry initially explored the option of acquiring the new aircraft in its preferred CH-47F (NL) configuration, but the budget for this exceeded the available funds. As a result, it will buy the US Army’s F-model Chinook during the service’s second multi-year procurement phase, with aircraft to be in the common avionics architecture system standard. It intends to sign a letter of offer and acceptance during December, with the procurement to be completed via Washington’s Foreign Military Sales framework.
Following their delivery from 2019, the Dutch aircraft will receive some modifications in the USA to meet the nation’s operational demands and certification standards. These will include installing crash-protected seats in the cockpit and cabin, and a VHF radio to enable secure communications with ground forces. Self-protection and icing detection equipment, a fast rope insertion and extraction system and an emergency locator transmitter will also be provided, along with a piloting function for its forward-looking infrared system.
The Netherlands’ total budget for the acquisition is €915 million ($1 billion), which also includes the cost of modernising the current six CH-47Fs to the same standard.

En 2013, il avait été annoncé l’intégration de la 11e Brigade aéromobile néerlandaise (Luchtmobiele Brigade) au sein d’une unité de réaction rapide allemande, à savoir la Division Schnelle Kräfte (DSK).
Il était ainsi question de former une unité conjointe forte de plus de 13.000 hommes, dont 8.600 soldats de la Deutsches Heer, avec un état-major basé en Allemagne. Mais les choses n’en sont pas restées là.
En effet, les ministres de la Défense des deux pays, Mme Ursula von der Leyen pour l’Allemagne et Jeanine Hennis-Plasschaert pour les Pays-Bas, ont annoncé l’intégration de la 43e Brigade mécanisée néerlandaise au sein de 1ère Panzerdivision allemande.
Comme la Koninklijke Landmacht a sacrifié ses capacités en matière de chars lourd sur l’autel des restrictions budgétaires (ce qui a fait le « bonheur » de la Finlande qui pu acheter à moindre coût 100 Leopard 2), cette intégration sera un moyen de les retrouver a minima.
Ainsi, le Panzerbataillon 414 allemand sera dans le même temps intégré à cette 43e Brigade mécanisée, qui dépendra donc de la 1ère Panzerdivision.
Ce Panzerbataillon 414, qui restera en Allemagne (précisément à Bergen-Hohne) comptera une compagnie formée par des militaires néerlandais, qui utiliseront finalement les 16 chars Leopard 2A6 qui devaient être revendus. Ces derniers seront modernisés pour être portés au standard 2A7, c’est à dire celui qui est utilisé par la Deutsches Heer. En outre, les Pays-Bas pourraient louer 18 chars supplémentaires.
Un accord visant à entériner cette coopération devrait être signé prochainement. L’intégration des unités commencerait alors vers la fin de cette année, voire au début de 2016. L’objectif est que cette division germano-néerlandaise soit opérationnelle en 2019.
Détail qui a son importance : les futures missions des unités qui formeront cette division resteront « sous le contrôle de leurs institutions nationales respectives ».

(Source: Pratt & Whitney; issued Sept. 21, 2015) EAST HARTFORD, Conn. --- Pratt & Whitney has signed a depot activation contract with the Netherlands Ministry of Defense (MOD) to establish a Maintenance, Repair, Overhaul, & Upgrade (MRO&U) capability for the F135 engine which powers the F-35 Lightning II fighter aircraft.
This initial contract will include planning and management activities required for MRO&U activation in 2019. Follow-on contracts with P&W and the F-35 Joint Program Office are expected in support of the establishment of F135 depot capabilities, including, but not limited to, assembly, disassembly, cleaning, inspection and testing at the Logistics Center Woensdrecht. This past December, the U.S. Department of Defense (DoD) assigned the Netherlands as one of the European countries where the maintenance of the F135 engines will be carried out.
"We are pleased to have reached an agreement with the Netherlands MOD for depot activation support for the F135 engine," said Bennett Croswell, president, Pratt & Whitney Military Engines. "As we prepare for an increase in F135 engine production, we need partners who demonstrate the high levels of technical capabilities that are required to support the F135 internationally. The Netherlands MOD's participation in MRO&U will ensure we have robust sustainment capability in the European region."
Air Commodore Mario Verbeek, Commander of the Logistics Center Woensdrecht, welcomes the contract and looks forward to seeing the depot taking form in the years to come.
"After the Netherlands engine MRO&U assigned by the US DoD, the MRO&U standup contract is the next important step towards the Netherlands' goal to provide Pratt & Whitney and the F-35 operators with world class F135 MRO&U services by the end of 2019."
As one of the original nine partner nations for the F-35, the Netherlands is a key contributor to the development, production, and sustainment of the F-35 program. The current program of record for the Netherlands is for the procurement of at least 37 F-35A aircraft. The Dutch Parliament approved an order for eight Lockheed Martin F-35As in March 2015, confirming the aircraft as the official replacement for the F-16s currently in use by the Royal Netherlands Air Force. This lot of eight F-35s is scheduled for delivery in 2019.
Logistics Center Woensdrecht is responsible for the maintenance, logistics and program management of (weapon) systems for the Dutch Armed Forces. Systems include F-16 fighters, PC-7 training aircraft, Chinook, Apache, Cougar and NH90 helicopters, parts of aircraft (engines and electronics), communications systems (radio, satellite connections and radar equipment) as well as air traffic control equipment.
Pratt & Whitney is a world leader in the design, manufacture and service of aircraft engines and auxiliary power units. United Technologies Corp., based in Farmington, Connecticut, provides high-technology systems and services to the building and aerospace industries.

The Netherlands Defence Material Organisation (DMO) formally handed over the 28,000-ton Joint Logistic Support Ship (JSS) HNLMS Karel Doorman to the Royal Netherlands Navy (RNLN) on 24 September.
The ceremony marked the successful completion of the majority of the ship's sea acceptance test programme, a DMO spokesperson said. Karel Doorman will now start its work-up trajectory, with a view to achieving full operational readiness by mid-2016.
Built by Damen Schelde Naval Shipbuilding yard in Vlissingen under a contract signed in December 2009, Karel Doorman was laid down in June 2011 and launched in October 2012. Before completion the ship found itself in 2013 declared surplus to requirements under austerity-driven defence budget cuts. The decision was reversed by the Dutch government and it officially entered service with the RNLN on 24 April 2015.
Following commissioning, the ship embarked on a nine-week deployment to Norway, Canada, the United States, and the Dutch Antilles where it conducted warm weather trials, and underwater and magnetic signature testing under DMO supervision. In addition to the DMO's test programme, Karel Doorman was used for replenishment at sea operations throughout the nine weeks, transport of equipment to the Dutch Antilles, and successful trials with a Bell-Boeing MV-22 Osprey tiltrotor aircraft. It also participated in the annual 'Hurricane Exercise' ('HUREX 2015'), demonstrating the versatility and potential of the ship, the spokesperson said.
Prior to commissioning, in November 2014 the ship also completed a three-month deployment to West Africa to deliver aid to Ebola-struck countries. | |

"Maintaining a high availability rate through our award-winning sustainment program will also ensure the Sniper ATPs remain operational for warfighters." Under this contract, Lockheed Martin will provide sustainment support for the Royal Netherlands Air Force through a Performance-Based Logistics program. Depot repairs will be performed at the Warner Robins Air Logistics Complex through Lockheed Martin's partnership with the U.S. Government. Sniper ATP detects, identifies, automatically tracks and laser designates small tactical targets at long ranges. Weapons Belgium, Netherlands join NATO smart ammo purchasing group Brooks Tigner, Brussels - IHS Jane's Defence Weekly 07 October 2015 Belgium and the Netherlands have joined a Denmark-led group of allies that aims to jointly buy smart ammunition from the United States.
"I am convinced that successful co-operation in this area will, in time, lead to more co-operation in other areas," Belgian Defence Minister Steven Vandeput said on 8 October at the letter of intent signing at NATO headquarters. A formal memorandum of understanding could follow "very quickly".
The smart ammo initiative was launched at NATO's September 2014 summit in Wales.
The Czech Republic, Denmark, Greece, Norway, Portugal, and Spain are the other members of the group.

Ancien militaire des forces néerlandaises, Jitse Akse, 46 ans, est parti en Syrie il y a quelques mois pour combattre Daesh (État islamique ou EI) aux côtés des milices kurdes syriennes (YPG, Unités de protection du peuple) alors que ces dernières opposaient une résistance héroïque aux jihadistes à Kobané.
Revenu aux Pays-Bas en novembre dernier, Jitse Akse, marqué par son expérience en Bosnie où il a servi dans les rangs du « Dutchbat », le bataillon de casques bleus néerlandais accusé de n’avoir rien fait pour éviter le massacre de Srebrenica, a raconté son périple syrien lors de plusieurs entretiens accordés à la presse. Et c’est ainsi qu’il a admis avoir tué des combattants de Daesh.
Seulement, pour la justice néerlandaise, l’ex-militaire doit maintenant rendre des comptes et répondre de l’accusation de meurtre. Le 13 janvier dernier, il a ainsi été interpellé, dans des conditions apparemment musclées, à Arnhem. Puis il a été remis en liberté conditionnelle après avoir remis son passeport aux autorités.
Bien évidemment, il n’est pas concevable que Jitse Akse puisse être condamné sur la base de propos qu’il a tenus. Mais il tombe sous le coup des articles 101 et 102 du Code pénal néerlandais, lesquels interdisent à un ressortissant des Pays-Bas de participer à une guerre pour le compte d’une puissance étrangère. Il risque donc 15 ans de prison.
En effet, la justice batave établit une claire distinction entre le cas de Jitse Akse et les militaires néerlandais envoyés en Irak par le gouvernement pour entraîner les forces irakiennes et kurdes contre Daesh.
Au final, on se retrouve dans une situation assez ubuesque : un homme est poursuivi pour avoir pris les armes contre une organisation terroriste que son gouvernement combat, les Pays-Bas ayant engagé des F-16 en Irak.
Quoi qu’il en soit, cette affaire provoque un vif émoi dans l’opinion néerlandaise. Une page de soutien créée sur le réseau social Facebook a déjà rassemblé plus de 23.000 personnes tandis que des manifestions et des pétitions ont été organisées. L’assocation des vétérans de l’armée néerlandaise a même lancé une souscription pour payer les frais de justice que devra débourser Jitse Akse.
« Quand vous voyez ce qu’ils font… En tuant un combattant de l’EI, je sauve probablement des dizaines de vies », a fait valoir ce dernier, selon plusieurs quotidiens néerlandais.

Les forces néerlandaises sont engagées dans la coalition anti-Daesh (État islamique ou EI) depuis l’automne 2014. Mais elles ne peuvent intervenir qu’en Irak, notamment avec 6 avions F-16 basés en Jordanie. Depuis les attentats de Paris et de Saint-Denis, la France et les États-Unis ont demandé aux Pays-Bas d’étendre ses opérations militaires à la Syrie. Une requête jusqu’alors restée lettre-morte.
Les réticences néerlandaises pouvaient s’expliquer par l’absence d’un mandat des Nations unies autorisant une intervention militaire contre l’EI en Syrie. Sauf que la résolution 2249 adoptée par le Conseil de sécurité après les attaques du 13 novembre donne une plus grande marge de manoeuvre pour de telles opérations.
Quoi qu’il en soit, en décembre, La Haye avait mis en avant la division de sa classe politique sur une éventuelle extension de ses raids aériens en Syrie. Si élus de droite, dans leur ensemble, y étaient favorables, ceux de gauche, comme ceux du Parti travailliste (PvdA) – qui, par ailleurs, participe à la coalition gouvernementale emmenée par le libéral-démocrate Mark Rutte, étaient plus réservés.
Finalement, le PvdA a fini par adopter une position claire au sujet des frappes en Syrie. « Nous avons discuté de cette question aujourd’hui et décidé de soutenir les efforts visant à intensifier la lutte contre l’État islamique », a ainsi annoncé, ce 26 janvier, Michiel Selten, le porte-parole du Parti travailliste. « Il revient maintenant au gouvernement de présenter une proposition, que nous soutiendrons », a-t-il ajouté.
Lors d’une audition au Parlement, le général Tom Middendorp, le chef d’état-major des armées néerlandaises, avait plaidé pour une extension des opérations à la Syrie. « Il y a fort appel de la coalition internationale pour porter un coup contre l’EI. Bombarder en Irak, c’est un peu comme traiter les symptômes de la maladie et non la maladie elle-même », avait-il expliqué aux députés.

Bowing to US demands, the Dutch government announced Friday it will take part in US-led air strikes in Syria against the Islamic State group, extending its current air support mission over Iraq.
“In order to make the fight against ISIS in Iraq more efficient, it has been decided to carry out air strikes against ISIS in eastern Syria,” the foreign and defence ministries said in a statement.
Late last year in the wake of the November Paris attacks, the Dutch government received a request from allies the United States and France to broaden its campaign against the Islamic State (IS) jihadist group — also known by the acronym ISIS.
“The recent terrorist attacks in Paris, Istanbul and Jakarta clearly show that ISIS is a danger for our security and our way of life,” Dutch Prime Minister Mark Rutte told journalists Friday.
“We are going to deploy the F-16s above Syria, in particular to stop the pipeline leading from Syria into Iraq,” he said, referring to the movements of IS fighters.
The Netherlands is already participating in the coalition by carrying out air strikes in Iraq with four F-16 aircraft specializing in close air support of ground operations by Iraqi forces.
But it had insisted in the past that it would not extend the air strikes over Syria without a UN mandate.
But Rutte said Friday: “I do believe it is important as a coalition that we are active in the whole area.”
US air strikes in Iraq began in August 2014 after IS captured a swathe of territory in Iraq and Syria in a lightning offensive.
Washington and Arab allies broadened the strikes against IS in Syria a month later in September 2014, with the US also leading moves to build an international coalition of some 60 nations against the jihadists.
The F-16s “can really make an impact,” Rutte insisted, saying the planes will be “more effectively deployed… particularly hitting training centres and other facilities” in Syria which are helping IS fighters in Iraq.
The four Dutch F-16 jet fighters which have been pounding IS jihadists in Iraq since October 2014 would “remain active until July 1 over the enlarged zone,” the government statement said.
Dutch troops would also increase their support for training Iraqi and peshmerga forces, Rutte said.
‘Bombs not the whole solution’ “We are convinced that only a consistent approach can bring back stability in Iraq and Syria,” said Foreign Minister Bert Koenders.
But he insisted bombing was not the whole solution in such a “complex conflict” in Syria as President Bashar al-Assad battles to stay in power, fighting both IS and moderate opposition rebels backed by the West.
After weeks of dallying, the junior partner in the ruling coalition, the Labour Party (PvdA), Tuesday finally agreed to back an extension of air strikes into Syria, paving the way for approval from parliament.
High-stakes peace talks aimed at ending the brutal, five-year-old Syrian conflict which has left over 260,000 dead and created millions of refugees were due to start later Friday in Geneva.
But there was uncertainty whether the key groups would attend, even though the Syrian government delegation had arrived in the Swiss city.
France decided to launch air strikes against IS in the wake of the November 13 attacks which left 130 people dead, targeting the IS stronghold of Raqa.
Britain also joined in late last year, while Russian planes have been flying sorties over Syria since September.
