(BRUXELLES2) La pression des armateurs a joué. Le ministre de la Défense, Hans Hillen, a accepte de revoir les tarifs de la protection des navires par les militaires de la Marine dans les zones à risques de l’Océan indien.

Trop cher, les Marines ?

Même s’ils reconnaissaient que la présence de fusiliers-marins à bord de leurs navires est la « meilleure garantie pour la sécurité du transport des marchandises dans les zones où sévissent les pirates », les armateurs estimaient que ce service (public) était beaucoup plus cher que celui de sociétés privées et qu’elle nuisait à la « compétitivité » du pavillon néerlandais. La contribution des armateurs pour ces équipes de détachement de protection des navires (VPD) sera ainsi réduite de 8.300 euros à 5.000 euros par jour. Ce qui met la facture « pour 14 jours de navigation, à 70.000 euros au lieu de 116.000 euros », a ainsi expliqué le Ministre dans une lettre envoyée aux armateurs et aux députés de la 2e chambre.

Cinq VPD déployés dans les trois derniers mois

Rappelons que les Pays-Bas n’ont pas autorisé les gardes armés privés à bord de navires battant leur pavillon préférant mettre à disposition des militaires pour les trajets sensibles. Selon un dernier bilan dressé par le ministre, la Défense a reçu dans ces trois derniers mois 17 demandes de la marine marchande. Une demande ne répondait pas aux critères établis : il s’agissait d’une demande d’assistance préventive sur une route bien en dehors de la zone où opèrent les pirates somaliens. 5 seulement ont donc été suivies d’un déploiement effectif de commandos marines à bord de ces navires : le Vos Shine, de Singapour à Malte (du 11 avril au 5 mai) ; le Talisman, de Jebel Ali à Singapour (du 10 au 31 mai) ; le Tern de Singapour à Bahrein (du 6 au 20 juin) ; le Target de Sjarjah à Abu Zenima et retour (du 16 juin au 11 juillet) ; le Tern à nouveau, de Bahrein à Singapour (du 25 juin au 7 juillet). Cinq demandes ont été retirées parce que les propriétaires ont indiqué que le coût d’un VPD trop élevé étaient. Quatre autres demandes n’étaient pas retenues parce que le temps entre la réception de la demande et le début du déploiement de la VPD était trop court. Restaient ainsi 7 demandes correspondant en fait à cinq déploiements.

Une demande inférieure aux prévisions

La demande d’accompagnement est, en fait, inférieure à ce qui était prévu. Le budget de la défense pour 2012 prévoyait ainsi 23,4 millions d’euros pour le déploiement de VPD, dont 11,3 millions € pris en charge par les armateurs. Mais ce budget n’a pour l’instant été utilisé qu’à hauteur de 3,8 millions €, dont la moitié (1,6 millions) réglée par les armateurs. La Haye envisage ainsi le déploiement de 175 équipes VPD en 2013. Un chiffre à relater à la taille de la marine marchande néerlandais (1160 navires).

En mai 2010, les députés de la Chambre basse du Parlement néerlandais votèrent la suspension de la participation de leur pays au programme Joint Strike Fighter (F-35), qu’il avait rejoint en 2002 après avoir notamment écarté le Rafale et l’Eurofighter pour remplacer les F-16 de la Koninklijke Luchtmacht.

A l’époque, cette fronde parlementaire avait eu lieu dans un climat politique incertain – le gouvernement d’alors était démissionnaire -, et un contexte économique marqué par le crise et la nécessité de réaliser de nouvelles économies. Et, d’où le vote des députés, motivé par les dérapages financiers du programme F-35, dans lequel les Pays-Bas avaient déjà investi, à l’époque, plus de 800 millions d’euros.

Seulement, cette motion fit long feu. Et le gouvernement soutenu par la majorité issue des élections générales de juin 2010 a maintenu la commande néerlandaise de F-35, en cours de développement chez Lockheed-Martin.

Depuis, la facture du programme JSF a augmenté de 4,3%, selon une évaluation faite en 2011 (soit une hausse de 163% par rapport aux plans initiaux du Pentagone) et le coût d’une heure de vol pour cet appareil a été estimé à près de 32.000 dollars alors qu’il n’est « seulement » de 22.749 dollars pour un F-16.

Aussi, le ministre néerlandais de la Défense, Hans Hillen, a récemment laissé entendre que les Pays-Bas pourraient réduire leur commande initiale de 85 F-35 et évoqué une gestion commune de ce programme avec la Norvège et le Danemark.

Cela étant, pour se permettre d’acheter les appareils de Lockheed-Martin, la Koninklijke Luchtmacht devra se serrer la ceinture. Selon un plan confidentiel dévoilé par la presse néerlandaise, il est ainsi question de femer une base aérienne, en l’occurrence celle de Leeuwarden, et de réduire une nouvelle fois la flotte de F-16 de 62 à 42 unités, les avions devenus en trop pouvant ensuite être revendus à la Roumanie, qui souhaite moderniser sa flotte aérienne et mettre au rencart ses MiG-21.

Mais pour l’instant, les jeux ne sont pas faits et il faudra attendre les élections générales de septembre pour voir si ce plan sera ou non confirmé. En attendant, les députés de la Chambre basse ont une nouvelle fois voté, le 5 juillet dernier, une motion contre ce projet d’achat de F-35, avec 77 voix contre 71, estimant que les coûts sont trop importants et les performances de l’appareil incertaines. Et de préférer l’achat « sur étagère » d’un modèle déjà existant.

Cependant, cette motion est non contraignante. Autrement dit, le gouvernement néerlandais n’est pas tenu d’en prendre compte. Mais, à la différence de ce qu’il s’est passé il y a deux ans, et alors que le premier des deux prototypes du F-35 sera livré en septembre, le ministre de la Défense a qualifié ce vote de signal « fort » et assuré qu’une réflexion va être menée, avec le lancement d’une « enquête indépendante » concernant les coûts qu’auraient à supporter les contribuables bataves dans le cas d’une sortie des Pays-Bas du programme JSF. Ses conclusions sont attendues en octobre, voire en novembre prochain.

The Karel Doorman-class frigate HrMs Van Speijk has become the first of the four M frigates in Dutch and Belgian naval service to receive a new mast as part of the IP-MF mid-life refit programme.

The Royal Netherlands Navy (RNLN) ship commenced sea trials in June after emerging from the Marinebedrijf yard in Den Helder with its distinctive mast, which incorporate Thales Nederland's Seastar active-phased array radar (APAR).

BNS Leopold I , the first of the two frigates operated by the Belgian Maritime Component, is undergoing its year-long refit in Den Helder; HrMs Van Amstel is scheduled to start IP-MF work in the fourth quarter of 2012; and the final ship, BNS Louise-Marie , is expected to complete its modernisation in 2014.

The IP-MF programme includes electronic and software upgrades to the combat management system and the installation of new navigation, tactical datalink and identification friend-or-foe systems. The flight deck and hangar are being strengthened and enlarged respectively to allow the NH90 NATO Frigate Helicopter to be embarked.

However, the most prominent feature is the new mast and its non-rotating Seastar APAR for surface surveillance, which automatically detects and tracks asymmetric threats and small objects.

Un bâtiment de la Marine royale des Pays-Bas a contribué lundi à la libération de l'équipage d'un boutre somalien détourné par des pirates dans le Golfe d'Aden, a annoncé mardi l'Otan dans un communiqué.

"Le 13 août à l'aube, l'équipage du (navire de transport de troupes) Rotterdam a interrompu les activités d'un groupe de pirates présumés avant qu'ils ne puissent lancer une attaque sur un navire marchand", a indiqué l'Otan dans un communiqué.

Plusieurs suspects ont été interpellés et l'équipage du boutre est sain et sauf, a ajouté l'Alliance atlantique, sans autres précisions.

Le boutre était aux mains de pirates et avait été repéré plusieurs jours auparavant par différentes unités participant à l'opération de lutte contre la piraterie "Ocean Shield" de l'Otan, dont le transporteur de troupes Rotterdam. L'opération a été réalisée en commun avec la Force de l'UE contre la piraterie Atalante.

Après avoir fortement augmenté au début des années 2000, les attaques réussies de navires marchands sont devenues moins fréquentes : 28 au premier semestre 2011, trois au second et cinq depuis janvier, selon les statistiques d'Atalante. Sept navires, avec quelque 213 membres d'équipage, sont actuellement sous le contrôle des pirates, contre respectivement 20 et 550 il y a un an.

Parallèlement, le nombre des pirates interpellés s'est accru et 1.009 sont actuellement détenus, en attente de jugement ou condamnés, dans 20 pays.

Mais il y a encore du chemin à faire pour contrer un sentiment du en plus prégnant dans l’opinion publique qui considère que quitte à faire des économies, autant le faire sur la Défense, le lieu idéal pour exercer la pression. La campagne électorale est démarrée ; le renouvellement anticipé du Parlement est prévu en septembre. Et peu de partis politiques (sauf les libéraux du VVD) n’ont pas leur petite idée pour économiser sur la défense.

Le JSF sous la loupe des comptables

(BRUXELLES2) Le nouvel avion de combat américain JSF / F35 que les Pays-Bas doivent acquérir va faire l’objet d’un examen à la loupe par la Cour des comptes nationale. Plus exactement, les comptables néerlandais vont examiner les conséquences financières d’un arrêt de la participation au développement de cet avion de combat. Les Pays-Bas ont prévu de commander 85 exemplaires de cet avion. Mais seuls deux d’entre eux ont, pour l’instant, été commandés « fermes ». Le premier fait en ce moment, très discrètement, l’objet d’essais sur une base du Texas, à Fort Worth.

Certes une majorité parlementaire s’est exprimée, début juillet, pour l’arrêt du programme. Les travaillistes du PvDA ont fait basculé les partis opposés à cet achat; après avoir tergiversé durant des années : « contre » au début, « pour » ensuite l’achat du premier appareil d’essai, quand ils étaient en coalition avec les chrétiens-démocrates, puis à nouveau « contre » lors de l’achat du deuxième appareil. Mais le gouvernement minoritaire (libéraux du VVD et chrétiens-démocrates du CDA) n’a, pour l’instant, pas entendu renoncer à cet équipement qui doit venir relayer un F-16 en fin de vie et dont l’industrie néerlandaise aéronautique attend des retombées importantes (environ 1200 personnes travaillent sur le programme). Les premiers appareils achetés ont couté 158 millions d’euros (contre 98 millions d’euros prévus au départ). Et le budget néerlandais a déjà investi 800 millions d’euros dans le programme.

La question est donc cruciale. Faut-il arrêter ce programme et perdre ainsi non seulement l’investissement réalisé et les retombées futures, sans compter qu’il faudra bien budgéter le remplacement des F-16 ? Ou faut-il continuer malgré tout, à un moment clé, quand la Défense néerlandaise doit économiser 1 milliards d’euros sur 4 ans, voire plus (si d’autres plans de restriction budgétaire sont engagés dans le futur), et mettre à la porte 12.000 de ses « employés »… ? Cette question que les Néerlandais se posent, nombre de cours des comptes dans la plupart des pays européens devraient se poser…

07:12 GMT, October 10, 2012 "As commander, you want only one thing: that your troops are fully trained and have the most advanced equipment for the mission," Dutch Air Force Commander Lieutenant-General Sander Schnitger said today at Gilze-Rijen air base.

The Defence Materiél Organization handed over during a ceremony there two new CH-47F Chinook transport helicopters to the Air Force.

It is the first of six new aircraft on order, which will ultimately bring the total number of Chinooks in service to 17. Two replace helicopters lost during the mission in Afghanistan. The remaining four will strengthen the existing fleet of 11 CH-47Ds.

ADVANCED

In the Chinook F, the Air Force has a high-tech workhorse that meets all requirements. The new acquisition means, according to Gen. Schnitger, a huge improvement for the entire helicopter fleet. "Where quality equipment is crucial to meet operational goals, our future air power will be ready."

SAFER

Besides the color scheme - gray instead of green - and airframe maintenance, the differences between the F and D models are operational and technical nature. For example, the new version has an improved cockpit.

Using a digital automatic flight system allows the pilot even more precise and safer flying under difficult conditions, such as operating in a dusty or sandy environment. De 'F'

The F can also better sense its surroundings, in particular in the dark, thanks to better mapping. They are also equipped with 5 so-called “fast rope” positions.

EXTINGUISH

Crisis management operations in recent years have shown the importance of medium-heavy transport helicopters. There was a severe shortage of these types of aircraft, as was internationally recognized. TRAINING

For training purposes, the Air Force stationed three helicopters at Fort Hood, in the U.S. state of Texas. In addition, the School of Air-Ground Cooperation in Schaarsbergen has an excellent facility for training with the Chinook-F.

This includes a mock-up of the helicopter, mounted at a height of 10 meters, which is used by trainees to practice specific aspects of the mission, such as fast-roping, so fewer flight hours required.

The Ministry of Foreign Affairs and various NATO partners also use the mock-up for specific training of military and civilian personnel.

Air Force Ambitions Higher Than Budget

The tasks and deployment of the Royal Netherlands Air Force should be reconsidered. Fundamental decisions are needed that will affect the armed forces as a whole. The Netherlands Court of Audit came to these conclusions after investigating three options to replace the F-16 fighter aircraft.

If the government continues its current policy of testing the Joint Strike Fighter with the Americans and preparing the Ministry of Defence for the arrival of the JSF, the air force's ambitions cannot be achieved within the current budget. Procuring fewer JSFs would be less expensive but would require a reconsideration of the ambitions. This could lead to new expectations of the new fighter aircraft's capabilities, the number of aircraft needed and the Netherlands' participation in international operations.

If, by contrast, the government accedes to the House of Representatives' wishes to take all necessary steps to withdraw from the JSF programme, there would also be far-reaching consequences for the armed forces as a whole. If military aircraft were purchased 'off the shelf' at a later date, it would be necessary to operate the ageing F-16 aircraft for longer at higher cost and with reduced deployability.

The Court of Audit's investigation of the cost of withdrawing from the JSF programme also found that withdrawing from the test phase only would be largely disadvantageous to the Netherlands and therefore should not be the first choice.

The investment budget reserved by the Ministry of Defence is not adequate to replace the current number of F-16 aircraft (68), never mind to procure the planned number of JSFs (85). Decisions must therefore be taken on the composition and capability of the Royal Netherlands Air Force or on the available budget.

The operational capability objectives are relevant as the Netherlands must inform NATO in 2014 of its F-16s' deployment capability in the period 2014-2019.

The Court of Audit's report, Cost of withdrawing from the Joint Strike Fighter programme, published on 25 October 2012, was prepared at the request of the Minister of Defence after the House of Representatives had submitted a motion in July 2012 calling on the government to take all necessary steps to withdraw from the JSF programme.

The Netherlands has already spent €1.2 billion on the JSF
The Netherlands has already spent €1.2 billion of the €1.7 billion it had reserved for the preparation, development and testing of the JSF. The expenditure includes the procurement of two test aircraft.

In its report, the Court of Audit notes that a decision on the procurement of JSFs must be taken soon because, as a partner country, the Netherlands must order the aircraft by 2015 at the latest in accordance with the production agreements made with the US and the aircraft manufacturer, Lockheed Martin.

Continuing the current international partnership as a member of the JSF programme would have functional benefits. Partner countries would have compatible aircraft, systems and operational concepts. But there would also be risks: the organisation and aircraft would be more complex, more delays might be incurred and the cost of the JSF aircraft might rise further.

Longer deployment of F-16: higher costs
The F-16 fighter aircraft will be replaced in stages. The Ministry of Defence initially intended to replace them in 2016-2024. Setbacks in the development and testing of the JSF have delayed the availability of the JSF by three years. Operating the F-16 with guaranteed technical quality for this period will cost €334 million, according to the minister. A delay of five years would cost at least an additional €180 million.

Such a delay might arise if the Netherlands withdraws from the test phase or from the JSF programme as a whole and later decides to procure a replacement American or European aircraft. In the meantime, the ageing F-16s will not be deployable on all missions and in all circumstances.

The Court of Audit had warned in 2011 that the ministry's ambitions were not in step with the available funding, the number of pilots and the number of F-16s. Operating an ageing fleet of fighter aircraft for longer would place even more pressure on the ambitions.

Response of the minister: opt for fewer JSF aircraft
In his response to the audit, the Minister of Defence favoured the procurement of the JSF and recognised that the armed forces' ambitions would need to be reconsidered. He thought 56 JSF aircraft could be deployed responsibly on fewer and shorter missions. The minister did not refer to the option of withdrawing from the JSF programme. The Court of Audit thinks the minister should explain what the new total of 56 JSF aircraft means for the air force, the operational objectives of the armed forces in general and thus for the Netherlands' participation in NATO.

Capital expenditure budget
The Ministry of Defence will have to apply half its total capital expenditure budget for seven years to order 68 JSF aircraft and for nine years to order 85 aircraft. Given this budgetary impact, it seems inevitable that fundamental decisions will have to be taken on other weapons systems, which might also affect the navy and the army.

In June, the Ministry of Defence estimated the cost of 85 JSFs at €8 billion. It had reserved no more than €4.5 billion to replace the F-16s. Of this sum, €4.05 billion is still available. (ends)



Cost of Withdrawing from the Joint Strike Force Programme

At the request of the Minister of Defence, the Netherlands Court of Audit has investigated three policy options concerning the Joint Strike Fighter (JSF). We investigated the costs and consequences of the government: 1) continuing the current policy of partnership in the JSF programme; 2) continuing the current policy but no longer participating in the test phase of the JSF programme; 3) completely ending the Netherlands' involvement in the JSF programme and buying an aircraft 'off the shelf'. We investigated these policy options as to their functionality, timing and cost.

Conclusions
The government initially decided to participate in the JSF programme in order to achieve the deployability objectives set at the time for the Royal Netherlands Air Force.

We found that two of the three options (option 1 and option 3) would force the Ministry of Defence to take fundamental decisions on the composition and capability of the air force and possibly of other parts of the armed forces. Such decisions would probably affect the functionality of the Dutch defence organisation.

To resolve the conflicts between budget, capability and ambition, the minister needs to reconsider the current operational deployability objectives of the air force and possibly of other defence units, also in the context of NATO, for example in the form of closer operational collaboration with other countries, or reconsider the budgetary implications.

-- Option 1
If the current policy is continued without alteration, the air force will have an aircraft that the Ministry of Defence believes has highly desirable functionality. This option also harbours inherent risks, though, regarding timing and cost.

Unaltered continuation of the current policy also runs into the problem of lack of financial resources to replace the F-16. The resources, currently €4.05 billion, are inadequate to procure either 85 or 68 aircraft. If fewer fighter aircraft were procured, the air force would have to reconsider its operational deployability objectives.

-- Option 2
We do not consider withdrawal from the test phase (IOT&E) to be an appropriate option. It would produce only disadvantages for the state, both functionally and regarding timing and cost.

--Option 3
In view of the functionality, timing and cost consequences, withdrawing from the JSF programme and procuring another aircraft 'off the shelf' would be rational only if the air force's current operational deployability objectives were reconsidered.

Recommendations
We recommend that our findings and conclusions on the three policy options be taken into consideration in the decision-making on the JSF. If the minister can procure far fewer JSFs with the available resources, we believe he should reconsider the ambitions set for the air force. This might lead to new expectations of the capabilities the Netherlands requires of the aircraft that will replace the F-16, the number of aircraft needed and the air force's participation in international operations.

Response
In his response to the audit, the Minister of Defence favoured the procurement of the JSF and recognised that the armed forces' ambitions would need to be reconsidered. He thought 56 JSF aircraft could be deployed responsibly on fewer and shorter missions. The minister did not refer to the option of withdrawing from the JSF programme.

Court of Audit's afterword
The minister chiefly confirmed our conclusion that the Ministry of Defence needs to take fundamental decisions on the composition and capability of the Royal Netherlands Air Force. If 56 JSFs were procured, the operational objectives of the armed forces, and thus the Netherlands' contribution to NATO, would have to be reconsidered.
