Six Corvettes to Cost $1,5 Billions
Tuesday, 5 June 2012
By Ümit Enginsoy, Hürriyet Daily News
The Defense Industry Executive Committee is expected to meet early next month to choose between two top Turkish shipyards, RMK Makina and Dearsan A.S., to build the last six corvettes in the multibillion dollar program to build eight new corvettes, dubbed the Milgem, a senior procurement official said over the weekend.
Members of Turkey’s top decision-making body on defense procurement include Prime Minister Recep Tayyip Erdoğan, Defense Minister İsmet Yılmaz, Chief of General Staff Gen. Necdet Özel and the committee’s secretary, Murad Bayar, the head of the Undersecretariat for Defense Industries. The committee usually meets three times a year on major procurement programs.
The first and second ships under Turkey’s Milgem program have already been built by military shipyards, and the rest of the ships will be constructed by a private shipyard. The TCG Heybeliada, the first of the Milgem ships, has entered service in the Navy and the TSC Büyükada, the second, has been put to sea.
The private shipyard to be selected at the meeting, believed to be set for July 4 if no change is made to the schedule, is due to build the rest of the corvettes for nearly $1.5 billion.
The Milgem program is the first national project for Turkey to construct warships. Corvettes are the smallest warships, while the largest warships in the inventory of the Turkish Navy are frigates.
After the Milgem project is finished, Turkey is due to design, develop and construct its first national frigate, the TF2000 in the 2020s.
“The Milgem has been very useful from the point of design, development and construction of a national ship, and we are going to build on this experience to obtain the capability to build bigger warships,” the procurement official said.
The Milgem program will end at eight ships and later the TF2000 will be launched.
Turkey also will hold talks next week with Qatar on constructing a corvette for the Gulf country.
“We can produce 70 or 80 percent of all the needs in the Navy. The sole exception is submarines and engines, and we are moving with concrete steps on that,” the official said.
Turkey presently can also produce a New Type Patrol Boat, Coast Guard Research and Rescue Boat and Tank Landing Ships, the procurement official said.
Separately, a submarine deal worth 2 billion euros between SSM and Germany’s HDW shipyards for the joint manufacture of six modern U-214 diesel platforms for the Turkish Navy formally took effect in July 2010. “This will be the last submarine we will be building with someone else,” the procurement official said.
In a less orthodox project, Ankara has plans to a buy a landing platform dock, or LPD, a vessel that looks like a helicopter carrier and can transport up to a battalion-sized unit (more than 1,000 soldiers) long distances. Turkey plans to use this ship for NATO-related missions to carry troops or refugees.
According to the size and capabilities, the Turkish LPD will cost between $500 million and $1 billion.
Presently, the Turkish Navy has nearly 49,000 personnel and 75 aircraft, 17 frigates, seven corvettes, 14 submarines and 27 fast missile boats.

Turkish submarine completes record dive
Preveze, a Turkish Preveze Class submarine completed a 32 day diving mission in Libya last year, the Defense Ministry declared over the weekend.
In a report outlining its 2011 activities the ministry claimed Preveze stayed submerged underwater for 32 straight days, the longest time a Turkish submarine has spent underwater according to the ministry. “TGC Preveze realized its longest diving time in Turkish naval history,” the report said.
The craft was on duty in Libya at the time as part of NATO activities.
Preveze class submarines were first produced in 1994 under the license of German Howaldtswerke Deutsche Werft shipyard and they are originally U-Boot-Class 209 submarines. These submarines can normally stay underwater for up to 21 days in theory and usually do not exceed that duration in practice.
The submarines are used as a strategic asset with their capacity to disappear from satellite surveillance and appear at sea surface unexpectedly. The extension of duration increases a submarine’s threat rate.
Turkey is currently building six U-214 submarines from the same German shipyard. New submarines will have air independent propulsion (AIP) systems that allow them to remain underwater for almost 50 days.

Turkish authorities are gearing up next month to announce their pick for Turkey’s critical Long-Range Air and Missile Defense Systems. Russian, Chinese, American and European companies are in the running. Raytheon, Lockheed Martin, Eurosam, Rosoboronexport and CP-MİEC are all among the contenders
Turkish authorities are likely to announce their choice for a critical weapons system worth over $4 billion in early July, a senior procurement official said June 8.
The decision is in regards to the Long-Range Air and Missile Defense Systems, or T-Loramids, which American, European, Russian and Chinese companies are vying for.
The committee behind the decision is comprised of Prime Minister Recep Tayyip Erdoğan, Defense Minister İsmet Yılmaz, Chief of the Turkish General Staff Gen. Necdet Özel, and Murad Bayar, head of the Undersecretariat for Defense Industries.
Competitors include U.S. partners Raytheon and Lockheed Martin with their Patriot-based system, Eurosam with its SAMP/T Aster 30, Russia’s Rosoboronexport, which markets the country’s S-300 and S-400 systems, and China’s CPMIEC (China Precision Machinery Import and Export Corporation), offering its HQ-9.
“We definitely expect a decision this time. The program was delayed since 2009,” said a business official. “We should see at least a shortlist of some of the companies.”
Russian and Chinese systems
Many Western officials and experts say the Russian and the Chinese systems are not compatible with NATO systems. Their potential eventual victory might inadvertently provide them with access to classified NATO information, and as a result may compromise NATO’s procedures.
But despite the criticism, Turkey has ruled against expelling the Chinese and Russian options, saying there is no need to exclude them from the Turkish competition.
After selecting a company the committee would then select a national commercial shipyard to manufacture three to eight of the Milgem national corvettes in the $1.5 billion program.
Candidates for the shipyard are RMK Marine, owned by the Koç conglomerate, and Dearsan A.Ş. The first two corvettes were built at a military shipyard. The first corvette, the TCG Heybeliada, has already entered service in the Navy, and the second, the TCG Büyükada, has been sent out to sea for tests.

“The Milgem has been very useful from the point of design, development and construction of a national ship, and we are going to build on this experience to obtain the capability of building bigger warships,” the procurement official said.
