Alla Louis Aldo Percy est inspecteur de police à l’île Maurice. Amine Khalid est lieutenant de l’infanterie de marine au Maroc. Tous deux ont passé trois mois à l’école des fusiliers-marins de Lorient pour suivre le module fusilier du cours EOFC (élève officier fusiliers commando). Trois mois de formation théorique et pratique aux côtés des élèves officiers sortis de l’Ecole Navale. « Nous recevons régulièrement des stagiaires étrangers, précise le capitaine de frégate Sébastien Houël commandant l’école des fusiliers-marins, ils viennent de plusieurs pays d’Afrique sub-saharienne, du Machrek, du Maghreb, de Djibouti ou du Moyen-Orient dans le cadre d’accords de coopération ou de la société Navfco. »


Des stagiaires qui sont soumis exactement aux mêmes conditions que les militaires français. « Il s’agit de les former aux techniques du combattant, détaille le lieutenant de vaisseau Jean-Yves Piasecki, responsable de la formation, topographie avec carte et boussole, y compris de nuit, méthode de raisonnement en situation de combat, navigation avec apprentissage du point et du repérage, formation physique avec des marches et des parcours aquatiques, du tir avec une formation d’instructeur spécialisé de tir de combat pour atteindre la qualification de directeur de tir ainsi que la santé avec un cours sur le secourisme de combat, la gestion du stress et du sommeil ou encore la psychologie ».

Augmenter l'interopérabilité

Une formation intense que Aldo, le mauricien, a beaucoup appréciée. « A Maurice, il n’y a pas d’armée, c’est la police qui s’occupe de l’ensemble des questions de sécurité. Pour ma part, je suis entré dans ce corps il y a 20 ans, et j’ai commencé par un cours d’infanterie avant d’intégrer un groupe d’intervention de type GIGN. Depuis quatre ans, j’ai intégré le corps des garde-côtes. La formation très maritime que j’ai reçu ici rentre donc parfaitement dans le quotidien de mon métier ». Amine Khalid, lui, est breveté commando dans l’armée royale marocaine. « J’ai été formé à mon poste de chef de groupe d’intervention par des officiers commandos français détachés à l’école de plongée d’Al-Hoceima. Je suis donc venu poursuivre ma formation ici, dans l’optique de mes futures missions, particulièrement dans le contre-terrorisme ou la lutte contre la piraterie. Le Maroc va notamment fournir des équipes de protection embarquées pour protéger les navires civils contre la menace pirate. » Les deux officiers saluent « la qualité de l’instruction » des formateurs français. « En plus de notre instruction personnelle, cela permet aussi de mieux se connaître, d’augmenter l’interopérabilité si nous sommes amenés à travailler à bord d’un bâtiment français. Une telle expérience facilite grandement la future communication entre les armées ».

Des échanges qui sont également appréciés du côté français. « Cela permet de multiplier les échanges d’expérience avec des conceptions parfois différentes des missions », souligne le commandant Houël. L’école des fusiliers-marins accueille une dizaine de stagiaires étrangers par an.

India's first-ever warship export order: an offshore patrol vessel to Mauritius

On Saturday, defence shipbuilder, Garden Reach Shipyard & Engineers (GRSE) will hand over to Mauritius a 1,300-tonne offshore patrol vessel (OPV) named “Barracuda”. This $58 million (Rs 365 crore) vessel is the first warship ordered by a foreign country from an Indian shipyard.

Meanwhile, GRSE is bidding to build two frigates for the Philippines Navy, for an estimated Rs 1,000 crore each. If GRSE wins that order --- for which major global shipyards are bidding, including Navantia of Spain, STX of France and Korean majors, Hyundai and Daewoo --- it would be the first time a warship designed and built in India is selected in an international tender.

India has gifted several warships to smaller Indian Ocean countries like Maldives, Seychelles and Mauritius. It has sold used vessels, such as a Sukanya-class OPV that now serves as the Sri Lankan navy’s flagship.

GRSE is also finalizing the design of a series of 140-tonne Fast Patrol Boats for the Vietnam Navy. New Delhi has offered a line of credit to Vietnam for that order.

Yet this is the first time an Indian shipyard has been commissioned to design and build a warship to specifications formulated by a buyer country. This marks an important first landmark in the Bharatiya Janata Party (BJP)-led government’s drive to increase defence exports.

According to figures tabled in parliament on November 28, India’s total defence exports were Rs 446.75 crore in 2012-13; 686.27 crore in 2013-14 and Rs 166.67 crore this year, up to Sept 2014. The export of the Barracuda would, therefore, be a significant success.

The need to support defence exports has been understood for some time, with the United Progressive Alliance government formulating a “Defence Exports Strategy” and simplifying the procedure for granting export sanctions.

The BJP’s election manifesto in 2014 pledged: “We will encourage domestic industry to have a larger share in design and production of military hardware and platforms for both domestic use and exports, in a competitive environment.”

Senior naval officers have long argued for exporting warships to friendly countries in the Indo-Pacific region. This, they said, would strengthen India’s security partnerships, while providing economy of scale to India’s warship builders and ancillary companies.

Amongst all three services, the navy has most decisively promoted indigenous warship design and construction. All 41 warships currently on order for the navy are being built in Indian shipyards.

“Building in India provides significant cost advantages like cheaper labour, when compared with most foreign shipyards”, points out GRSE chief, Rear Admiral AK Verma (Retired).

As an example of successful indigenization, Verma points to the Kamorta-class anti-submarine corvettes that GRSE is building. He says: “The challenge is not just to build warships in India, but to also increase the indigenous content of each vessel. In the Kamorta-class, we have brought the overall indigenous content to about 90 per cent.”

Several navy chiefs have lamented the relative failure to indigenize engines, weapons and sensors. Earlier this month, the navy chief, Admiral RK Dhowan estimated that the float component of our warships (i.e. the hull) was more than 95 per cent indigenous; the move component (engine and transmission) was sometimes just 60 per cent; while the high-tech fight component (weapons and sensors) was barely 35-40 per cent indigenous.

Even so, the Mauritius coast guard is said to be pleased with the performance of the Barracuda, which has completed a month of sea trials. The GRSE chief says the vessel delivered a top speed of 22.5 knots (42 kilometres per hour), against the customer’s requirement of 20 knots (37 kilometres per hour).

The Barracuda has been designed for the usual OPV tasks --- anti-piracy; anti-smuggling; anti-poaching and search and rescue --- as well as additional tasks specified by Mauritius. The additional capabilities include: pollution response; external fire fighting; and the movement by sea of troops.

The Barracuda will be handed over by Minister of State for Defence, Rao Inderjit Singh, to the Mauritius government at Kolkata on Saturday.

Mauritius Coast Guard commissions new patrol vessel

The CGS Valiant.Mauritius has commissioned into service its second patrol vessel, CGS Valiant, which was built by India’s Goa Shipyard Limited, during a ceremony in Port Louis.

It was commissioned into the Mauritius Coast Guard by Pravind Kumar Jugnauth, Prime Minister of Mauritius, on 16 August. The ceremony was also attended by dignitaries including the High Commissioner of India Abhay Thakur, Chairman and Managing Director of Goa Shipyard Shekhar Mital, and the Indian Navy’s representative Rear Admiral Surendra Ahuja.

In his address, Jugnauth said the acquisition of CGS Valiant was another milestone in enhancing the Coast Guard’s operational capabilities and improving maritime safety and security, especially in the combat against poaching of marine resources and maritime crime, including drug trafficking. The Mauritius government quoted Jugnauth as saying the commissioning of CGS Valiant is part of a three-pronged approach of detection, deterrence and interception.

Jugnauth noted that substantial progress has been made over the last few years to improve the country’s maritime security, and this has included the commissioning of the CGS Barracuda in March 2015; the induction in March 2016 of ten Fast Interceptor Boats; the commissioning of the third new Dornier 228 maritime surveillance aircraft in July 2016; the commissioning in December 2016 of the patrol vessel CGS Victory and two Chetak helicopters; and the forthcoming establishment of a new Coast Guard Headquarters at Fort William; upgrading the Coast Guard’s vessel repair facilities; and the construction of a dry docking facility.

Mital said that the induction of CGS Valiant would act as force multiplier for the Coast Guard, and pointed out that the vessel was delivered four months ahead of the contractual schedule of August 2017. The CGS Valiant was handed over at the beginning of May, and departed for Mauritius on the 24th of that month, arriving on 3 June.

The contract for the vessel was signed on 17 May 2014 and the keel laid on 22 may 2015, with the launch taking place on 2 February 2017.

The 50 metre long CGS Valiant is designed for coastal patrols, anti-piracy, search and rescue and counter smuggling and drug missions. It is fitted with a 30 mm CRN-91 cannon, 12.7 mm heavy machineguns and 7.62 mm machineguns. It has a top speed of 37 knots and endurance of seven days or 2 000 nautical miles at an economical cruising speed. It is powered by three MTU-F 16V4000 M90 diesel engines that drive three KAMEWA Type-71SII waterjets.

The patrol vessel displaces about 288 tons with a full load and has a crew of 36 – many of these were trained by the Indian Navy.

CGS Valiant is the second of two fast patrol vessels ordered from Goa Shipyard Limited, with CGS Victory having been handed over to the Mauritius National Coast Guard (NCG) in September 2016. The India Import-Export Bank helped fund the $41 million order.

L’île Maurice arme ses Do228MPA !



La paisible île Maurice vient de prendre une décision qui en surprendra plus d’un, son escadron d'avions maritimes (MAS) au service de la Garde côtière mauricienne a acheté des unités de mitrailleuses de 7,62 mm pour son avion de patrouille maritime HAL Do-228.

Le plus récent des trois Do-228 (MP-CG-4) a été spécialement conçu pour le MAS par HAL et est entré en service en 2016. Il est équipé d'un radar de surveillance israélien Elta EL/M-2022A. Deux autres Do228 (CG-1 et CG-3) ont été mis en service en 1990 et 2004 vont également être doté d’un armement de bord. Les Gardes Côtes mauriciens prévoient d’acheter un quatrième Do228MPA également doté d’armes de bord.

La recrudescence de mouvements islamistes en provenances de Syrie et l’augmentation de la piraterie et du trafic de stupéfiant dans la région obligent les paisibles mauriciens à réagir et à se munir d’une capacité de nuisance. L’équipement militaire des Dornier Do228 semble n’être qu’un début de réarmement dans la région.

Le Dornier Do228 :

Le Dornier Do228 est un biturbopropulseur construit par l’avionneur allemand Dornierde 1981 à 1998 dans l’usine de Oberpfaffenhofen. Dès 1986 une licence est accordée à l’avionneur indien HAL. Sur les 270 appareils réalisés, environ 190 sont encore en service dans le monde entier (en 2007). Il est surnommé "le camion du ciel" pour ses performances fulgurantes sur terrains courts voire inexistants. Le Do 228 est propulsé par deux turbopropulseurs Garrett AiResearch TPE 331-5 (racheté entre-temps par Honeywell) fournissant une puissance unitaire de décollage de 525 kW. À partir de la version Do 228-212, des moteurs plus puissants TPE 331-5-252D et TPE 331-10 fournissant une puissance unitaire de décollage de 579 kW furent disponibles.

En 2008 la société suisse RUAG Aviation a annoncé qu'il reprenait la production du Do 228 de nouvelle génération (NG) après la commande de six appareil par une compagnie asiatique. L'entreprise compte ensuite produire entre huit et dix appareil par an. Les ailes et le fuselage sont produits par HAL et l'assemblage final se fera dans l'ancienne usine Fairchild-Dornier à Pfaffenhofen en Allemagne.

Do228 for Mauritius Coast Guard  

On 13 September 2021, the Maritime Air Squadron (MAS) of the Mauritius Coast Guard officially inducted a new Hindustan Aeronautics Ltd (HAL) Do228-201 with the serial presented as MSN4059.

The aircraft, former Indian Navy Do228-201 IN231 (construction number 4059), is leased to the Mauritius Police Force (MPF) on a gratis basis for most probably one year. The aircraft will be used by the Coast Guard.

The High Commissioner of India to Mauritius, Smt Nandini K Singla, emphasised on the friendly ties and naval cooperation existing between Mauritius and India. She highlighted that the HAL Do228 has been leased to the MPF by the Indian Navy to support the current increased load of air operations. She also mentioned that in 2022, HAL shall be handing over a brand new Passenger Variant Dornier Do228 to Mauritius and this purchase has been facilitated by the Line of Credit under the Government of Mauritius.
