Modified J-20 seen being prepared for maiden test flight
Images emerged on 20 February of a modified prototype Chengdu Aircraft Corporation (CAC) J-20 fifth-generation fighter undertaking high-speed taxi runs. These taxi runs are presumably prior to its maiden flight and suggest it may be a pre-production variant slated for formal testing by the People's Liberation Army Air Force (PLAAF). Photographs of the prototype first appeared on Chinese military web sites in December 2013 and January, although some of these images appeared to have been digitally altered. The prototype carries the bort number '2011' and shows modifications intended to improve engine performance, combat capability and stealth. Most noticeable are redesigned engine intakes featuring more of a sloped 'caret' design said to improve pressure distributions for the engine. The vertical stabilizers have been clipped in their outer aft corners and the main wheel doors and the internal weapons bay cover feature larger scalloping to aid low observability. The canopy also features a new brace. A new electronic targeting system is located below the nose and just aft the radar. This and the J-20's distributed infrared sensor system points indicate Chengdu's ambitions to give the J-20 an optical and infrared targeting and warning system similar to that of the Lockheed Martin F-35 Joint Strike Fighter. The new intake shape and electronic targeting system may also suggest multirole ambitions for the J-20, which has a larger internal weapons bay than the F-35. On 16 February China's Securities Times Online reported that a demonstrator version of the 15-ton thrust WS-15 turbofan, the J-20's expected engine, may be completed in 2014. Other sources note the WS-15 may not be ready for service entry until 2020 and indicate that continued difficulties in its development will lead to the adoption of Russian engines for initial J-20 production. If this is the case then the J-20 may be first powered by a version of the 13.5-ton thrust Saturn AL-31F-M1, with the 14.3-ton thrust AL-31-M2 or the 14.5-ton thrust Saturn 117S possible later options. In 2010 reports suggested that China was seeking the 117S turbofan for the J-20 but so far Russia has been reluctant to sell China this engine separately from the Sukhoi Su-35 fighter. Fitted with Russian engines initial production aircraft could emerge as early as 2015 for testing by the PLAAF, with service entry following in 2017 and initial operating capability (IOC) by 2019. Other sources have suggested that a tandem twin-seat 'J-20S' may also emerge in 2014, raising the possibility of an eventual dedicated fifth-generation strike fighter that could rival the Shenyang Aircraft Corporation's twin-seat fourth-generation J-16 attacker, now in testing. COMMENT Design refinements are an expected result of early aircraft prototype development although it is unclear whether these modifications represent the definitive pre-production standard for the J-20. If the reported production time-line holds, then CAC is on schedule to fulfill PLAAF General He Weirong's 9 November 2009 prediction that China's fourth-generation (fifth-generation in Western terminlogy) fighter could enter service in "8 to 10 years."

Second made in Ukraine Zubr class LCAC for Chinese Navy rushed for delivery following crisis According to eyewitnesses and pictures, on March 1st, 2014 in Feodosiya, Crimea, the second Zubr (project 1232.2) amphibious hovercraft for the Chinese Navy (PLAN) was rushed on its way to China ahead of schedule (before all trials were conducted). The obivous reason of this sudden move was to avoid any damage to the vessel in case the situation in Crimea deteriorated.
Currently the world’s largest hovercraft, development of Zubr landing ships started in the USSR in 1978, and the first serial ship joined Soviet Navy in 1988. Its carrying capacity is 3 main battle tanks with overall mass of 150 tons or 10 armored personnel carriers weighing up to 131 tons plus 140 marines, or 8 infantry fighting vehicles with mass up to 115 tons. If not carrying armor, Zubr is capable to accommodate 366 men.
In total, 14 Zubr-class ships have been launched; only two of them remain in inventory of Russian Navy. Five ships were decommissioned , two uncompleted, and five sold to Greece for the Hellenic Navy and where they are generally used in support of Special Forces. With the recent Chinese order, the total of Zubr-class ships to have been launched will reach 18.
Taiwan and its allies are concerned that these platforms may be used as part of Chinese offensive against Taiwan. According to sources, the banner displayed at the back of the Chinese built Zubr translates into "Reuniting the Motherland".

China conducts full-scale island assault exercise with massive amphibious vessels
East-Asia-Intel.com
For the first time, all of the PLA Navy’s three gigantic Type 071 Amphibious Transport Dock vessels were deployed last week in a large naval exercise in the tense South
China Sea, simulating in full an island-taking assault.
Chinese Type 071 Amphibious Transport Dock ship.
Also participating in the drill were PLAN’s destroyers, frigates, military helicopters and possibly submarines.
The Yuzhao-class Type 071 amphibious transport dock ships are the PLAN’s largest vessels, except for its lone aircraft carrier, the Liaoning.
With 20,000-ton displacement, each measures 689 feet long and 92 feet wide.
It can carry 15-20 amphibious assault vehicles and 500-800 troops, an ideal vessel for island taking operations.

China says 2014 military budget to rise 12.2 percent
BEIJING (Reuters) - China will increase military spending by 12.2 percent this year to 808.23 billion yuan, the government said on Wednesday, partly to beef up coastal and air defences and to develop more high-tech weapons. The government announced its spending plan for the 2.3 million-strong People's Liberation Army (PLA) at the opening of parliament's annual meeting. The increase builds on a nearly unbroken run of double-digit hikes in the defence budget for the past two decades. "We will comprehensively enhance the revolutionary nature of the Chinese armed forces, further modernise them and upgrade their performance, and continue to raise their deterrence and combat capabilities in the information age," Premier Li Keqiang told the largely rubber-stamp legislature. Li added that China would "strengthen research on national defence and the development of new- and high-technology weapons and equipment" and "enhance border, coastal and air defences". China's military spending is now second only to that of the United States, allowing Beijing to create a modern force that is projecting power deep into the disputed waters of the East and South China Seas. Much military spending takes place outside the budget, however, and many experts estimate real outlays are closer to $200 billion. The U.S. Defense Department's base budget for fiscal 2014 is $526.8 billion. At a time when Washington has stepped up its military presence in the region as part of a strategic "pivot" toward Asia, China is building new submarines, surface ships and anti-ship ballistic missiles, and has tested emerging technology aimed at destroying missiles in mid-air. It carried out the first test flight of a stealth fighter jet in 2011 and has put a refurbished aircraft carrier to sea. Nevertheless, experts say it could be decades before China's military is a match for America's armed forces. David Helvey, U.S. deputy assistant secretary of defense for East Asia, told a U.S. Senate committee hearing on Tuesday that the Pentagon was seeking to build "healthy" ties with China's military, but said Beijing needed to be more transparent about its armed forces buildup. "We remain concerned about a lack of transparency regarding China's growing military and its increasingly assertive behaviour in the maritime domain," Helvey said. China has repeatedly said the world has nothing to fear from its military spending, which it says is needed for legitimate defensive purposes. Its neighbours, however, have become increasingly nervous about Beijing's expanding military, and the latest double-digit rise could reinforce disquiet in the region. China and Japan have locked horns over uninhabited rocky islands each claims in the East China Sea. Beijing also claims 90 percent of the 3.5 million sq km (1.35 million sq mile) South China Sea, which is believed to be rich in oil and gas. The Philippines, Vietnam, Malaysia, Brunei and Taiwan claim parts of those waters. The United States last month said it was concerned that China's maritime claims in the South China Sea were an effort to gain creeping control of oceans in the Asia-Pacific region.

Test Flight Frequency of Y-20 Heavy-Duty Transport Aircraft Sets New Record
BEIJING --- The Y-20 heavy-duty transport aircraft is now still at the test flight stage, and its test flight frequency and time already set new records in the test flight history of China, according to Tang Changhong, chief designer of the Y-20 heavy-duty transport aircraft, on March 3, 2014 in Beijing.
Although the commissioning time for Y-20 cannot be disclosed, Tang Changhong said it is hoped that it can be commissioned as early as possible. However, it is important to ensure that there is no risk of failure at all in the aircraft test, and the aircraft can only be put into use under the very precise conditions. The test to date is going on very smoothly. He disclosed that the training of the test flight pilots for large transport aircraft is now underway.
Tang Changhong introduced that according to the current test flight status, all the expected goals have been achieved, and the original design goals for some limit requirements including flight height and flight speed, especially the requirements that the aircraft should possess good anti-bumping performance and be more comfortable have also been achieved.
The Y-20 heavy-duty transport aircraft is the new-generation military transport aircraft independently developed by the Xi'an Aircraft Industry Group under the Aviation Industry Corporation of China (AVIC). Its maximum take-off weight is estimated to be 220 tons, and its maximum payload is 66 tons, which is among the top ten world’s most powerful aircraft in transport capacity.
China declared to launch its large aircraft development project in March 2007. And the Y-20 took off for the first time from China’s Yanliang base at 14:00 on January 26, 2013 for a flight period of one hour. The successful first flight of the Y-20 marked that China has its own large aircraft.
According to the estimation from foreign media, China needs at least 300 Y-20 aircraft, and at the same time, China may also export the Y-20. In this regard, Tang Changhong said that Russia has made more than 800 IL-76 aircraft, and the number of large aircraft in the U.S. is also very large. But different countries have different national conditions, China’s civil and military aviation transport is just at its beginning stage; its perfect transport system is not yet built up, which is now far behind that of developed countries. “Therefore, I believe that through the hard-working, China will have a very big room for development in the future. We also hope to establish cooperation relations with other countries,” Tang said.
As for the guess that China will develop super large transport aircraft after developing the Y-20, Tang Changhong expressed that China currently has no such plan. He pointed out that from the design perspective, the emerge of large transport aircraft not only represents an aircraft model, but more importantly represents the accumulation of a batch of basic technologies, design capabilities and production capabilities. It is actually an upgrading of the industrial level, which will make more contributions to China.
When will the brother series of Y-20 be launched? Tang Changhong replied that: “The present main work is still to carry out the test flight on Y-20’s basic stability, the brother series is not yet considered. Some plans on China’s large transport aircraft are still under discussion, which cannot be disclosed.”
Tang Changhong expressed that Y-20 with a maximum payload of 66 tons and a maximum take-off weight of 220 tons is a very large heavy-duty transport aircraft. He took the example of the U.S. large aircraft’s application and said that the U.S. large transport aircraft have played very important roles in the national construction in the U.S. Therefore, China’s Y-20 not only aims at military application, but also more focuses on civil applications including construction material and equipment transportation, earthquake relief and emergency rescue.
“The performance of Y-20 is very high. It can adapt to relatively hard conditions and can land at small airports in mountain areas. In its design, the adverse weather conditions of frigid zone, high heat area and plateau as well as the runway situation are fully considered,” he said.
Tang Changhong, a Xi’an native, graduated from the major of aerodynamics at the Northwestern Polytechnical University in 1982. He successively participated in the development of the aircraft models including “Flying Leopard” fighter, Y7-200A, MPC-75 and AE-100, as well as the research on major pre-research subjects. He is now the chief designer of the First Aircraft Design Institute under the First Group Company of the AVIC and an academician of the Chinese Academy of Engineering (CAE).

Chinese marines get first taste of cold weather training
About 3,000 troops belonging to the People's Liberation Army Navy Marines (PLANM) were deployed together with their heavy equipment and vehicles to a training base in Inner Mongolia for winter warfare training, state media reported in late February. It was the first time a PLANM brigade had been dispatched to a northern military region for training, having previously been stationed and trained in the southern provinces. The PLANM consists of three brigades: two amphibious assault formations and a third that is largely used for garrison rotations in the South China Sea (SCS) islands. Traditionally the marine brigades have been trained to conduct assaults on the small reefs and islands in the disputed SCS and not used as regular land-based infantry (unlike the US Marine Corps). This exercise therefore is highly unusual but sets a useful precedent. Images broadcast by state media showed the marines (possibly from the 164th Marine Brigade ), embarking on transports along with their vehicles, which included the Type 05 family of amphibious assault vehicles. This includes an IFV variant with a 30 mm cannon known as the ZBD-05, an assault gun variant with a 105 mm gun (known as the ZTD-05), and a 122 mm self-propelled howitzer (SPH) variant called the PLZ-07B, which mates the chassis of the ZBD-05 with the turret from the Type 07 (also known as the PLZ-07) SPH. In recent years these have replaced the older amphibious vehicles such as the Type 63/63C light amphibious tank (based on the Soviet PT-76, later upgraded with a 105 mm turret) and Type 86B IFV (BMP-1 mod) families. The new vehicles provide the marines with organic fire support as well as full and uniform amphibious capabilities across mechanised infantry and armoured battalions. The decision to move the marines from their tropical bases in southern China to the -13 C0 temperatures of the Zhurihe Combined Tactics Training Base in Inner Mongolia is likely to have been based on a desire to improve the marines' mission package, moving away from limited and small scale actions in the SCS to more complex operations that might call for integration with the rest of the PLA. The training objectives at Zhurige appeared to be quite comprehensive, with the cold weather testing of the vehicles a priority along with training for rapid deployment and urban combat. These suggest that the marine brigade is being assessed for its capacity to operate outside its comfort zone, something that is very much in line with the new rigorous training regime that has been put into place by the new Chinese leadership under Xi Jinping. For the time being however, the PLANM brigades are not ready to be deployed as light infantry in the US model. They do not possess organic air assets (with the exception of a few helicopters) and compared to PLA regular units they have limited artillery capabilities. From a kit angle they are still very equipped to be the spear point of amphibious assaults, with regular forces taking over afterwards. However, training such as this recent exercise will likely pave the way for more interoperability exercises with the rest of the PLA. At Zhurihe the marines likely came up against the PLA's first dedicated opposing force (OPFOR) brigade, which was formed in January 2013 and would have tested the marines' abilities to fight a conventional battle against a mechanised foe on open terrain. It is unlikely that the marines will relinquish their more specialised roles, such as frogmen and amphibious reconnaissance however, but increased integration into a larger operational doctrine will only complement China's amphibious capabilities in the future.

F-35 Secrets in China's J-20?
A report by Bill Gertz in the Washington Free Beacon highlights the fruits of Chinese cyber espionage on the United States’ F-35 Lightning II. According to Gertz’s report, several features of the F-35 have begun showing up on the latest prototype of China’s J-20 stealth fighter. Take a look for yourself, but even with a perfunctory glance at the two aircraft’s exteriors, the similarities are apparent. U.S. intelligence agencies know that Chinese conducted major industrial espionage in 2007 and it is likely that F-35 research and development was hit.

PLAN commissions first Type 052D DDG, puts second on sea trials
China's People's Liberation Army Navy (PLAN) commissioned the first of its Luyang III (Type 052D)-class guided missile destroyers (DDG) at the Jiangnan Shipyard in Shanghai on 21 March. The vessel was handed over in a ceremony presided over by PLAN commander Admiral Wu Shengli, who described the vessel as an asset that will "greatly enhance the navy's fighting capabilities". Kunming , with pennant number 172, appears to be a development of the Luyang II (Type 052C)-class destroyer but feature several improvements in terms of design, weapons and sensors. The 7,500-tonne warship has a range of 4,500 n miles and can attain a top speed of 30 kt. It can accommodate a crew of 280 and carry up to two Harbin Zhi-9A Haitun or Kamov Ka-28 Helix helicopters on its flight deck. The Luyang III class incorporates an enhanced version of the indigenously developed Type 346 Dragon Eye active phased-array radar on its forward superstructure. The vessels have provisions for one bow-mounted sonar and towed array sensors each although further details on these are not yet available. The ships are armed with six Yu-7 324 mm torpedoes that can carry a 45 kg warhead over a range of 14 km. Aircraft persecution is achieved with 64 HHQ-9B vertical launching system (VLS) cells divided between the forward and aft sections of each boat. These are designed to fire 90 kg warheads up to a distance of 100 km. The Luyang III class's firepower is augmented with one H/PJ38 130 mm main gun and one Type 730 30 mm gun on each vessel. Shortly after the commissioning of Kunming , Chinese state media reported on 23 March that its sister ship Changsha , with pennant number 173, took to the waters of Zhoushan in eastern China to commence sea trials. Both vessels are expected to be based in the South Sea Fleet. The PLAN is expected to operate a fleet of 10 Luyang III-class DDGs.

Russia to give China more advanced submarine technology
Instead of providing the older Lada-class submarines to the People's Liberation Army Navy as requested by Beijing, Russia's president, Vladimir Putin, will likely authorize China to receive the more advanced Kalina-class submarine, reports the Voice of Russia, citing Vassily Kashin, a senior research fellow from the Moscow-based Center for Analysis of Strategies and Technologies.
Viktor Chirkov, the commander-in-chief of the Russian Navy, officially announced that the Kalina-class conventional submarine equipped with an advanced air-independent propulsion system will be developed and produced in the future on Mar. 20. "Russia is currently designing a fifth-generation conventional submarine, dubbed Project Kalina, which will be fitted with an air-independent propulsion (AIP) system," said Chirkov.
Authorities also declared that the construction of the older Lada-class submarine will be cancelled. The Lada-class, or Project 677, is a fourth-generation diesel-electric submarine based on the older Kilo-class submarine.
China was negotiating with Russia to purchase four Lada-class submarines from the Rubin Design Bureau based in St Petersburg. China hoped those submarines could be refitted with Chinese engines and an electronic fire-control system, according to the Canada-based Kanwa Defense Review.
As Russia remains isolated over its intervention in the Ukraine crisis, Moscow values China's position as one of its strategic partners, Kashin said. He added that the PLA Navy will benefit from the cancellation of the Lada-class as it will open a new door for China to gain more advanced technology from Russia to build its own submarine in the future. Meanwhile, China may be able to design its own fifth-generation conventional submarine with the help of Russia under this new concept, Kashin said.
