En janvier dernier, le président chinois, Xi Jinping, s’est rendu dans plusieurs pays du Moyen Orient pour y signer plusieurs contrats et y établir des partenariats stratégiques. Et cela afin de renforcer ainsi l’influence chinoise dans cette région, comme l’avait affirmé le « Document de la politique de la Chine à l’égard des pays arabes » publié quelques jours plus tôt par le gouvernement chinois.
Pour autant, Pékin se garde bien de prendre partie dans les conflits qui agitent cette partie du monde, même si Xi Jinping a apporté un soutien appuyé à son homologue égyptien, le maréchal al-Sissi. Cela étant, le président chinois a promis une enveloppe de 55 milliards de dollars à la Ligue arabe et profité de sa visite à Riyad pour sécuriser l’approvisionnement de son pays en pétrole saoudien. En outre, il a annoncé un accord prochain de libre-échange avec les monarchies du Golfe arabo-persique.
Dans le même temps, Xi Jiping s’est aussi mis d’accord avec Hassan Rohani, le président iranien, pour établir un partenariat stratégique et porter les échanges commerciaux entre les deux pays à 600 milliards de dollars sur 10 ans. Ainsi, tout le monde – ou presque – a été servi, malgré les rivalités entre l’Iran et les monarchies du Golfe.
Si la feuille de route du gouvernement chinois à l’égard des pays arabes insiste sur les aspects économiques, elle évoque aussi – mais succintement – les relations militaires que la Chine doit entretenir avec eux.
Il y est ainsi question « d’approfondir les échanges et la coopération militaires sino-arabes » en multipliant « les échanges de visites entre les dirigeants de l’armée », en approfondissant « la coopération en matière d’équipements militaires et de technologies spécifiques » et en organisant « des entraînements militaires conjoints. » En outre, le document parle de « continuer à soutenir les efforts des pays arabes dans le renforcement de la défense nationale et de l’armée dans le but de préserver la paix et la sécurité dans la région. »
Ainsi, c’est sous cet angle qu’il faut probablement voir la volonté de Pékin de renforcer ses liens militaires avec Damas.
« Les armées chinoise et syrienne ont traditionnellement une relation d’amitié et l’armée chinoise veut continuer à renforcer les échanges et la coopération avec l’armée syrienne », a en effet affirmé l’amiral Guan Youfei (photo), le chef de l’Office pour la coopération militaire internationale, à l’issue d’une rencontre avec Fahad Djassim al Freidj, le ministre syrien de la Défense.
L’amiral Guan, avance l’agence Chine Nouvelle, sans toutefois donner plus de détails, a évoqué la question de l’entraînement des personnels militaires avec le ministre syrien. Et les deux hommes sont « parvenus un consensus » sur la fourniture d’aide humanitaire par l’armée populaire de libération (APL).
Et, alors que la Chine n’a aucun intérêt à s’impliquer dans les opérations militaires en Syrie, l’amiral Guan aurait aussi rencontré un général russe dont l’identité n’a pas été précisée par l’agence de presse chinoise.

New Batch of Pilots Qualify for Aircraft Carrier Flight Certification (Source: People's Daily Online; posted August 23, 2016) After an effective ground-based training, a new batch of pilots has just received aircraft carrier flight certification. In order to earn the certification, these pilots successfully drove J-15 shipborne fighter planes to carry out interrupted carrier landings, and also managed ski-jump take-offs using the Liaoning aircraft carrier. The updated training system has noticeably shifted away from army-civilian cooperation and toward autonomous training conducted by the navy.
One of the pilots, Zhang Chao, sacrificed his life when practicing the carrier landing during training this April. After Zhang's death, the rest of the pilots pledged to work even harder in Zhang's honor. Within a relatively short period of time, they made the transition from ordinary pilots to shipborne fighter plane pilots.
The training of shipborne fighter plane pilots is a brand new endeavor that comes with inherent difficulties. Forced to contend with great risks and heavy tasks, the officers and soldiers of the aircraft carrier force must meet extremely high standards. Adhering to the strict discipline and scientific design of the training process is the only realistic path to success.
A maritime training session was held recently on the Liaoning. The session fully demonstrated the pilots' technical and tactical skills, in addition to testing their organization and command of the aircraft carrier.

China's investment in its aircraft carrier programme continues with the construction of a second Daguan-class auxiliary ship.
The first of class, Xu Xiake (pennant number 88), was introduced into service in 2011 and has accompanied the carrier Liaoning on all of its sea trials.
The Daguan-class ships are 196 m long, have a beam of 28 m, and an estimated full-load displacement of around 30,000 tonnes. The vessels have the appearance of a passenger ship and their primary function is to accompany an aircraft carrier during its sea trials and provide accommodation for up to 2,500 support personnel. The flight deck above the ships' aft superstructure is capable of operating a medium-sized helicopter such as the Super Frelon-derived Z-8, which can carry up to 27 passengers.

China’s newest KJ-500 airborne early warning and control (AEW&C) aircraft with Chengdu J-10 multi-role fighters taking part in military exercises in Tibet.
The KJ-500 AEW&C aircraft with J-10 fighters was spotted on the runway at Lhasa Gonggar Airport in Tibet Autonomous Region, China. Lhasa Gonggar Airport is one of the world’s highest dual-use airports. It provides important support for Tibet’s economic development and national security in China’s Southwestern region.
The AEW&C aircraft is equipped with the entire long-range surveillance radar system to search and monitor targets in air or sea, and it can command and guide its allied aircraft to perform combat missions.
With four turboprop engines, the KJ-500’s maximum takeoff weight is 77 tons. Its cruising speed is 550 km per hour, with a range of about 5,700 km.
According to reports, the KJ-500 joined the Chinese PLA Air Force in early 2015 and demonstrated excellent combat performance.

The first JL-10 supersonic training and light attack aircraft of People’s Liberation Army Air Force (PLAAF) was spotted during the PLAAF public day in Changchun.

The JL-10 (export name : L-15 Falcon) – is a Chinese supersonic training and light attack aircraft being developed by Nanchang-based Hongdu Aviation Industry Corporation (HAIG) to meet the Chinese People’s Liberation Army Air Force (PLAAF) and People’s Liberation Army Naval Air Force (PLANAF) lead-in fighter trainer (LIFT) requirements.
As designed, the JL-10 seats a crew of two – student and instructor or pilot and co-pilot depending on role. Overall length is 40 feet with a wingspan reaching 31 feet and height of 15.8 feet. Power is served through 2 x АI-322F Turbofan Aero Engines with Afterburner developed by Ukrainian company SE Ivchenko-Progress.

CHANGCHUN --- Twelve types of equipment of the PLA Air Force will be open to the public for the first time in September, organizer of the PLA Air Force Aviation Open Day said at a press conference in Changchun, northeast China’s Jilin Province on August 30, 2016.
The Bayi Aerobatic Team, Bayi Parachute Team and four flight demonstration teams of the Aviation University of the PLA Air Force will also perform during the PLA Air Force Aviation Open Day which starts on September 1.
The Open Day aims to demonstrate the PLA Air Force achievements in transformation, effectively enhance the public awareness and responsibility of aerospace safety, and inspire the society to support the construction of the PLA Air Force.
Over 30 types of equipment will be open to the public. More than 40 sets of equipment including H-6K bomber, KJ-500 Airborne Early Warning and Control System (AEW&C) aircraft, HQ-9 surface-to-air missile system and airborne infantry fighting vehicle will participate in the static display.
It is the first time for 12 types of equipment with high information level including the KJ-500 AEW&C aircraft and H-6K bomber to be open to the public.
The two-day activity is open to visitors from across the country.

China is developing a new-generation strategic bomber that will soon be presented to the public, China’s Air Force Commander Maj. Gen. Ma Xiaotian said. BEIJING (Sputnik) — According to Ma, the Chinese air force’s strike capabilities have significantly increased over time. “We are currently developing a new generation of strategic bombers, soon you will be able to see it,” Ma told the Global Times (Huanqiu Shibao) newspaper. Ma gave no additional details on the new bomber. Last year, China unveiled its Xian H-6K strategic bomber, a licensed copy of the Soviet Tu-16 aircraft. The H-6K is equipped with the DH-20 cruise missile, which gives the Chinese bomber the ability to hit targets located as far away as Australia.

China’s newest Chengdu J-20 heavy stealth fighter taking part in military drills in Tibet.
The new J-20 fifth-generation fighter was spotted on the runway of the airfield in Tibet. That was reported by Mike Yeo.
The Chengdu J-20 is a stealth, twinjet, fifth-generation fighter aircraft developed by China’s Chengdu Aerospace Corporation.
The Chengdu Aircraft Corporation is expected to have manufactured 12 J-20s for the People’s Liberation Army Air Force (PLAAF) by 2017. These fighters will then be shaken down before becoming operational by 2018.
It is a fifth-generation aircraft being built for the People’s Liberation Army Air Force (PLAAF). Its Nato reporting name is Black Eagle.
China’s J-20 platform has the potential to be a capable, long-range strike system in the Asia-Pacific region, with low rate initial production appearing to have begun as of January 2016.

Alors que l’US Air Force a lancé un nouveau programme de bombardier stratégique, le B-21, confié à Northrop-Grumman, et que la Russie en fait de même avec le PAK-DA, destiné à remplacer ses Tu-95 « Bear », peut-on imaginer la Chine ne fasse rien dans ce domaine? Évidemment non.
En juillet 2015, le quotidien officiel chinois China Daily avait publié une long paidoyer en faveur du développement d’un nouveau bombardier stratégique, devant remplacer les Xian H-6K – des copies du Tu-16 « Badger » soviétique – actuellement en service au sein de l’Armée populaire de libération (APL). Il fallait probablement y voir le signe que des travaux allant dans ce sens étaient déjà commencés…
En effet, et alors que, pour la première fois, un H-6K était accessible au public chinois à l’occasion du 70e anniversaire de l’école d’aviation du Nord-Est, connu pour être le « berceau » de la force aérienne de l’APL, le chef de cette dernière, le général Ma Xiaotian, a affirmé que la Chine est « en train de développer une nouvelle génération de bombardiers de longue portée et vous aurez bientôt l’occasion de le voir », sans donner plus de précision.
Quelles seront les caractéristiques de ce futur bombardier? En réalité, cela fait plusieurs mois que des bruits courent à son sujet. Il a ainsi été dit que cet avion, connu sous le nom de Xian H-20, serait subsonique et furtif. Mais rien n’est moins sûr, à en croire l’article de China Daily…
Certains experts misent en effet sur la vélocité de l’appareil pour pénétrer les défenses adverses à une vitesse supersonique, comme le Tu-160 russe, tandis d’autres estiment au contraire qu’il devra « avoir une survivabilité élevée et une longue distance de pénétration, ce qui exige un avion à faible visibilité. » Mais, a priori, on devrait être rapidement fixé.
Pour rappel, la Chine développe actuellement deux types d’avions furtifs : le J-20 et le J-31, ainsi qu’une arme hypersonique, le Wu-14. Pour le général Ma, l’ère des escadrons pléthoriques est terminée : les forces aériennes qu’ils commandent sont en effet entrée dans « une phase de transformation » visant à privilégier la « qualité à la quantité ».

La Chine s’active pour son futur bombardier stratégique !
Beijing, le commandant en chef de la Force aérienne de l'armée populaire de libération (PLAAF) le général Ma Xiaotian a confirmé dans une interview en fin de semaine, que la prochaine génération de bombardier longue portée est en cours d'élaboration.
La Chine a déjà amélioré sa capacité à frapper des cibles à longue distance avec l’arrivée en service du Xian H-6K. Mais ce dernier n’est qu’une amélioration d’un appareil dérivé du vieux Tupolev Tu-16. Le ministère de la Défense nationale de la République populaire de Chine prévoit de construire une nouvelle génération de bombardier furtif à longue portée. Ce futur appareil sera équivalent aux futurs PAK-DA russe et B-21 LRS-B américain.
Deux projets en préparation :
Pour la Chine, le concept de bombardier stratégique doit permettre d’atteindre une cible à 8.000 km sans ravitaillement avec une capacité de transporter une charge utile de plus de 10 tonnes de munitions air-sol.
Le Shenyang H-18
La Shenyang Aircraft Corporation une filiale de la China Aviation Industry Corporation (AVIC) semble préparer un projet de futur bombardier stratégique nommé H-18. Comme ses futurs homologues russe et américain, le Shenyang H-18 sera capable d’emporter des armes conventionnelles et nucléaires.
Le Xian H-20 :
La Xian Aircraft Corp prépare de son côté le H-20, un projet de bombardier stratégique qui ressemble étrangement au B-2 américain. Il semble que cette « copie » chinoise du bombardier conçue par Northrop-Grumman est le fait de la vente d’informations classifiées à la Chine d’un ingénieur du nom de Noshir Gowadia. Celui-ci avait en son temps été employé chez l’avionneur américain. Cette personne a été condamnée depuis à 32 ans de prison.
La Chine monte ne puissance :
On ne sait pas pour l’instant si ces deux projets de bombardier seront en concurrence pour venir équiper la PLAAF, ou si ils seront complémentaires. Mais le pays développe de nouveaux équipements militaires de pointe, y compris les sous-marins, porte-avions et des missiles antisatellites. Une montée en puissance qui commence sérieusement à inquiéter au niveau régional qu’à Washington. Et ceci d’autant plus, que la Chine adopte une approche particulièrement musclée en ce qui concerne les différends territoriaux en mer de Chine du Sud.

The People’s Liberation Army (PLA) Rocket Force had used the new DF-21D anti-ship ballistic missiles during military drills.
During military drills, a Rocket Force missile brigade carried out an exercise to test troops’ combat readiness in mountain forests, China Central Television reported in a military news program.
The Dongfeng-21D is an anti-ship ballistic missile developed by China Changfeng Mechanics and Electronics Technology Academy. The latest DF-21D was said to be the world’s first anti-ship ballistic missile (ASBM).
China last year for the first time displayed its Dongfeng-21D missile, the anti-ship ballistic missile described as the “carrier killer” which caused concern among US defence officials as it could blow up aircraft carriers from a distance of about 1,500 km to 1,700 kms.
Dongfeng-21D along with long and short range missiles were displayed at the country’s biggest military parade last year held to mark 70th anniversary of victory against Japan in WW-II.

China is developing a new wheeled self-propelled assault gun based o 8×8 chassis. The demonstrator of new self-propelled assault gun was spotted during the transportation.
The main role of this fire support vehicle is to support infantry with its firepower. It can engage enemy armor, buildings, field fortifications and other targets. Sometimes such vehicles are classified as assault guns or tank destroyers.

But he didn't reveal the bomber's performance indicators or R&D status. Global Times interviewed Fu Qianshao, an expert from the PLA Air Force, on September 4 about the performance requirements, technical solutions and other hot topics about this significant weapon.
The Chinese leaders have defined the PLA Air Force as strategic air force, for which developing the long-range strategic bomber is a necessary step.
How to define this bomber then? Fu Qianshao introduced to Global Times on September 4 that there are two types of bombers - tactical and strategic, the latter including medium-range and long-range ones.
At present only the U.S. and Russia have long-range strategic bombers, the former having B-52, B-1B and B-2 and the latter Tu-160 and Tu-95, and only China and Russia have medium-range strategic bombers, the former having H-6 series and the latter Tu-22M. Foreign media generally take H-6K as a medium-range and long-range strategic bomber, which they believe can reach the flying range of 8,000-9,000km when equipped with new engine and avionics system.
Some Chinese websites said that China's long-range strategic bomber "can make around-the-globe flight with 30-ton bomb load". According to Fu, no bomber today can fly around the globe without air refueling. The flying range of medium-range bomber is more than 6,000km and that of long-range ones is twice that long, about 12,000km with a bomb load of 20-30 tons. What is the technical solution for China's new-generation bomber then? Fu Qianshao held that based on China's current overall technical preparation, its long-range bomber may have four engines, and the engine to be used will probably be the turbofan-10 that's already applied in fighter jets, but there are two versions of turbofan-10, one with thrust augmentation and one without.
Therefore, three technical solutions may be created according to different performance requirements. The first solution stresses stealth performance instead of supersonic defense penetration, for which the turbofan-10 engine without thrust augmentation may be adopted. The second solution stresses supersonic defense penetration, for which turbofan-10 with thrust augmentation may be adopted. And the third solution is the combination of the previous two, "which is possible because we have technical preparations in all relevant fields".
Wang Yanan, a Chinese aviation expert, said in a previous interview that China should develop a strategic bomber similar to Tu-160. "Our new bomber should be capable of supersonic performance like Tu-160, but it should adopt fixed wing rather than variable sweep aerofoil because the latter is too complicated and isn't very useful in modern air combat."
He added, "I don't think we need a flying-wing bomber like B-2 because its development is a challenge for China, both technologically and economically. Why do we have to invest an astronomical amount of resources in developing the Chinese version of B-2, just for its good looks or the questionable stealth performance?”
According to Fu Qianshao, which technical solution to use and which performance to highlight eventually depend on military considerations.
Whichever technical indicator China decides to prioritize, it has the technical preparation for it, although the solution that combines supersonic and stealth performance is doubtlessly the most difficult, Fu said.
Fu said that in the past, Chinese bombers were considered 50 years inferior to those developed by western powers, but that referred to the early types of H-6, not the upgraded H-6K.
Once China's new-generation long-range bomber is successfully developed, it can bring China to the same high level as world military powers, even obtaining late-mover advantages in certain indicators as, after all, America's latest stealth bomber B-2 that's currently in service was developed many years ago.
In addition, another huge advantage China has is that it has an excellent R&D team, the experts in which have been developing all types of military aircraft in the past few decades.
Some analyst said that according to the tradition of Chinese military, public confirmation of an equipment project means that project has been in progress for some time and some results have been achieved.
Fu believed the long-range bomber project has been established and under way for quite some time now, but he said nothing about its progress.
He stressed that the development of long-range bomber doesn't mean existing bombers are completely out of date, and it's highly possible that two types of strategic bombers will serve in the PLA Air Force side by side.
The U.S., for example, has B-2, but B-52, which is a veteran now, is still the most widely and frequently used bomber.
In the future, the old and new strategic bombers can carry out different missions. While H-6K can reach surrounding countries if anything happens, long-range bomber will be able to fly farther to demonstrate China's resolve and will to defend its national sovereignty and maritime rights and interests.

Areas of the world riddled with natural disasters and cursed by the secondary effects of mother nature’s wrath demand a responsive force that thinks, trains and plans ahead.
An exercise bringing together those very forces from 18 nations’ military and government organizations kicked off Sept. 5, 2016 at 14th Military Circle, Chonburi Province, Thailand. ASEAN Exercise 16-3 commenced with a fitting demonstration of an earthquake-induced collapsed building Search and Rescue operation.
Helicopters from Japan, Russia, Singapore and Thailand roared toward the airfield, dispatching fast-rope rescue teams and airlifting casualties. Meanwhile, teams on the ground moved casualties from the “hot zone,” a simulated collapsing building, to the “warm zone,” the immediate safety of an open field, and triaged according to casualty condition.
Teams from the Indian Army, Japan Ground Self-Defense Force and Royal Thai Army moved casualties secured on backboards swiftly to the pickup zone or field hospital. It was a grand display of pre-planned, coordinated and rehearsed disaster response, reinforcing the pay-off of the very familiarity and training this exercise will focus on.
“This exercise is intended to foster cooperation and to share experience, information and skills among military medics of the ASEAN member states and plus countries, while fostering capabilities of military units in the region through joint humanitarian assistance and disaster relief operations,” said General Prawit Wongsuwon, Kingdom of Thailand Deputy Prime Minister and Minister of Defense, during the opening ceremony.
AEx 16-3 is an opportunity for different nations to apply and hone common standard operating procedures and diversify each other’s capabilities for the inevitable calamities of the volatile Indo-Asia-Pacific.
A U.S. contingent of approximately 25 personnel from U.S. Pacific Command; U.S. Army Pacific; U.S. Marine Corps Forces, Pacific and Pacific Air Forces will work alongside the other nations in both the command post and field training exercises conducting medical planning, air medical evacuation, military medicine and chemical/ biological/ radiological/ nuclear defense.
Approximately 2,000 personnel are participating in the exercise from the 10 ASEAN member states Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam and “plus” countries Australia, China, India, Japan, New Zealand, South Korea and Russia. “This is considered an important milestone of defense cooperation,” Wongsuwon lauded the ASEAN Defense Ministers Meeting Plus program, which, “which helps maintain peace, stability and security in the region.”
Humbling reminders of the significance of combined joint disaster response training come in the form of approximately 100 natural disasters on average each year in the Indo-Asia-Pacific. The China Aerospace Science and Industry Corporation (CASIC) has developed a new variant of its HQ-16 (Red Flag-16) self-propelled medium-range surface-to-air missile (SAM), according to imagery released by Chinese state television in early
(referred to by some as the HQ-16B) appears to have an improved rocket motor and revised wings, which sources say increase the missile's range to 70 km, up from the 40 km credited to the HQ-16, in service with the air defence units of the People's Liberation Army Ground Force (PLAGF).
In late September/early October 2011 official Chinese media reported that co-development between Russia and China of the HQ-16 had been completed and that the missile had reached operational capability within the Chinese army.

China’s Surface-to-Air Defense Missiles Get Major Upgrade

As part of a significant upgrade to the projectile, the China Aerospace Science and Industry Corporation (CASIC) has given the HQ-16 an improved motor and upgraded wings. These improvements give the model, the HQ-16B, a greater range.
While the original could strike targets roughly 25 miles away, the new variant can reach a distance of approximately 43 miles, according to sources speaking to IHS Jane’s.
The original model, unveiled in 2011, was the result of a cooperative effort between China and Russia, and is similar to the 9M38E missiles. China has seen a rapid increase in military capabilities over the last few years. This has been partially driven by a need to defend against aggression from the US and it Pacific allies. "Beijing’s arsenal of ballistic and cruise missiles has been growing steadily for decades as new systems were fielded in an array of ranges – short, medium and intercontinental," Bill Gertz wrote in an op-ed for Asia Times.
"Several long-range cruise missiles, capable of carrying nuclear or conventional payloads also are deployed."
One principal concern is the United States’ plan to deploy a Terminal High-Altitude Area Defense (THAAD) missile defense system to the Korean peninsula. While ostensibly meant to deter North Korea, the system has a range that could allow it to strike the Chinese mainland. "To develop suitable capabilities of missile defense is necessary for China to maintain national security and improve defense capabilities," Chinese Defense Ministry spokesman Sr. Col. Yang Yujun told reporters in July. "It is not targeting any other country or target, nor is it jeopardizing the international strategic equilibrium."

China's People's Liberation Army (PLA) has now equipped all of its ground force aviation units with advanced Changhe Aircraft Industries Corporation (CAIC) WZ-10 (also known as Z-10) attack helicopters, the China Military Online (ChinaMil) website reported on 8 September.
Several WZ-10s have been delivered to an aviation brigade of the PLA's 13th Group Army under the Western Theatre Command, meaning that all of the army's aviation units now have the aircraft, the website quoted the PLA's TV news channel as saying.
Moreover, Senior Colonel Xu Guolin, deputy chief of the PLA Army's Aviation Equipment Bureau, was quoted as saying that all of China's group armies will have at least one aviation brigade or regiment.
