Based on the number and variety of warships that the People's Liberation Army Navy (PLAN) is likely to have in commission by the year 2020, a new report says that China will have not only the largest but also the second-most capable blue-water navy in the world within the next four years.
Published in June by CNA's Center for Naval Analyses - a federally funded research and development centre serving the US Department of the Navy and other US defence agencies - the paper says that the total PLAN warship strength may exceed 270 vessels within the next four years.

Extending greetings to all soldiers and officers on behalf of the CPC Central Committee and the CMC, Xi urged the PLA army general command to ensure reform and rule of law to strengthen the armed forces under the new circumstances of information age.
The army general command was established late last year as part of the country's military and national defense reform.
Noting that the reform resulted in the readjustment and establishment of military units, Xi urged the army authorities to create a sound life and work environment for soldiers and officers.
"Our troops originated from army, developed on the basis of army, and have roots in the army," Xi said, hailing the army's "immortal and meritorious achievements" in realizing national independence and liberation; safeguarding state sovereignty, security and development interests; assisting economic and social construction; and ensuring the safety of people's lives.
According to Xi, developing a strong army is crucial to the building of a world-leading military as well as the Party and country's long-term stability. All members of the army should grasp the opportunity to play their part.
Major improvements and upgrading should be made in the army's management mode and fighting capability, Xi said, calling for a development strategy to this end.
He ordered the army to boost training with the same intensity of real combat, ensure combat readiness, and contribute more to the entire military's fighting capacity.
The army should intensify reforms in its scale and structure, among other aspects, Xi said.
Besides, the army should improve precise strikes, speedy responses, long-distance maneuvers, seizing key forts, and sabotage operations, he said.
The authority and enforcement of laws and regulations must be strengthened so that rule of law will be followed during the army's restructuring, according to Xi.
He also stressed "political guarantee" in the army's restructuring, requiring the army to "unswervingly adhere to the Party's absolute leadership over the armed forces, and obey the command of the CPC Central Committee and the CMC."
Moreover, Xi said anti-corruption campaign must be intensified to purify the troops' work style.
Fan Changlong and Xu Qiliang, vice chairmen of the CMC, participated in the inspection.

China’s navy has fired dozens of missiles and torpedoes during exercises in the East China Sea that come amid heightened maritime tensions in the region, underscoring Beijing’s determination to back up its sovereignty claims with force if needed.
That reported by Associated Press.
The live-fire drills that began Monday follow China’s strident rejection of an international arbitration panel’s ruling last month that invalidated Beijing’s claims to a vast swath of the South China Sea.
That led to days of angry statements from Beijing, followed by live-firing naval exercises in the South China Sea and the launch of regular aerial patrols in the area.
On Tuesday, the Defense Ministry said the East China Sea exercises were aimed at improving the “intensity, precision, stability and speed” of its military.
“An information technology-based war at sea is sudden, cruel and short, which requires fast transition to combat status, quick preparation and high assault efficiency,” the ministry said.
The drills include ships, submarines, aircraft and coast guard forces, illustrating China’s growing emphasis on integrated training under realistic conditions.
China’s navy has been closing the gap with its U.S. rival in both ship numbers and technology, including the deployment of advanced anti-ship missiles, nuclear submarines and the country’s first aircraft carrier. The original DF-21 ballistic missile is dated back to the 1980s. Its latest variant, the DF-21D was first unveiled in 2012. It evolved from the DF-21C. Externally these missiles and their launchers are very similar. Chinese sources claim that the DF-21D is an anti-ship ballistic missile. Furthermore that it is the first dedicated anti-ship ballistic missile in the world and the DF-21D is intended to engage large surface ships, such as US Navy’s aircraft carriers and their battle groups. It is claimed that this missiles reached initial operational capability in 2012.
The DF-21D is a solid-fuel ballistic missile. It has a range of over 2 000 km. Some sources claim that its maximum range is up to 3 000 km. It can reach targets in the Yellow Sea, Taiwan Straight and South China Sea.

Chinese defence minister Chang Wanquan has warned of "offshore security threats" and called on the military, police, and general population to prepare for mobilisation to defend national sovereignty and territorial integrity in the event of a "people's war at sea", Xinhua news agency reported on 2 August. The minister also called for "the recognition of the seriousness of the national security situation, especially the threat from the sea".
Chang's remarks were made after a UN tribunal ruled that Beijing's claim to 'historic rights' within most of the South China Sea has no legal basis. China rejected the court's decision.

DSIC launches second Type 052D destroyer

The Dalian Shipbuilding Industry Company (DSIC) launched its second Luyang III-class (Type 052D) destroyer on 3 August. The first vessel of its type to be built in Dalian is currently being fitted out and a third one is on the slipway.
Jiangnan Changxingdao, the principle construction yard for the Type 052D, launched its eighth such vessel on 28 July.
The continuing production of the Type 052D indicates the class will be larger than previously anticipated.
A recent CNA report on China's maritime power highlighted that the country already has more of these ships than Japan has Aegis destroyers.

China's third aircraft carrier likely to be fitted with catapults

A photograph has emerged on Chinese online forums showing that China's land-based aircraft carrier mock-up in Wuhan, Hubei Province, is undergoing modifications.
These are likely to reflect changes between China's first indigenous aircraft carrier, the Type 001A, which is currently being built at Dalian shipyard and the next one to be constructed, which is commonly referred to as the Type 002.
Most significantly the ski-jump section has been removed from the mock-up, reinforcing expectations that China's third carrier will be equipped with catapults.
Construction of China's third carrier is expected to take place at the Jiangnan Changxingdao shipyard near Shanghai. So far there has been no official confirmation of the programme nor visible evidence of the construction, but there has been considerable speculation that production of the initial modules is already in progress.
Satellite imagery of the Huangdicun Airbase, which supports China's J-15 carrier-based aircraft, reveals that construction of the facilities assessed to be catapults commenced in 2015. This is a further indication that future Chinese carriers will have a configuration for catapult-assisted take-off but arrested recovery (CATOBAR) operations.
The two systems being installed at Huangdicun are believed to be steam-powered and electromagnetic catapults. Installation of both suggests that a final decision on which system to adopt may not yet have been taken.
The latest unofficial images of the Type 001A carrier at Dalian show a ski-jump section designed for short take-off operations; similar to that on China's first carrier Liaoning .
Construction of the structure up to the flight deck is largely complete, with the final ski-jump module assembled and ready for installation.
The addition of modules to form the island should follow before the carrier's launch, which at the current rate of progress could take place before the end of 2016, although early 2017 is more likely.

The adaptive training courses of ground target strike of the Aviadarts international contest was held in Russia on Aug 2, local time.
The contest is part of the International Army Games 2016, and over 50 aircraft in 15 models from total of 48 flight crews from China, Russia, Kazakhstan and Belarus participated in the live-fire training.
This is so far the biggest training event in terms of number of aircraft, aircraft models and scale of this year’s Aviadarts contest.
The adaptive live-fire training is divided into four groups of fighters, bombers, long-range aviation and helicopters. All teams are required to get familiar with the airport, airspace, targets in the shooting range and other competition environment, and to verify flight equipment and understand flight procedures.
According to requirements of the event, all pilots should be 35 years old or younger. Advanced Russian-made Su-34, Su-35 fighter jets and Ka-52 helicopters will all demonstrate their performance and skills in the contest.
Two JH-7 fighter-bombers of the PLA Air Force attended the training in the bomber group, each of which was loaded with one aerial bomb and eight rocket projectiles as required in the contest. The two Chinese pilots Wang Xiaojun and Luo Feng took off and flew to the designated airspace at 15:12 on August 2, Moscow time (20:12 on August 2, Beijing time).
When they entered the target range, Wang and Luo begun to search the ground visually and bombed targets within the specified time. After the bombing task, they rapidly did a combat turn, and then built attack routes. Again, they completed another attack on ground targets by pulling up, diving and launching rocket projectiles.
“Rocket projectile is a non-guided weapon and thus pilot should operate the aircraft to attack small ground targets. This is more difficult than holding a pistol to hit the targets on the move. This task aims to test pilots’s capability to control the aircraft and the targeting accuracy,” said Luo.
All Chinese pilots participating in the contest have arrived in the competition area safe and sound at Dyagilevo air base in Ryazan Oblast of Russia on July 25, local time. They passed physical fitness test and completed lessons on air situation information and flight safety rules. They also finished preparatory activities including visiting the range along with teams from other countries.
According to Igor, director of the long-range aviation flight traffic center of Russian Air Force, “Chinese pilots are well-prepared and they have excellent performance especially in actual combat and ground strikes. Since the first Aviadarts contest held in 2014, we began to feel the high training level of the Chinese Air Force. Russian pilots can feel the pressure as they compete with their Chinese peers.”
After the end of the adaptive training, Aviadarts contest will enter the official race stage. The visual reconnaissance and aerobatics competition courses will be held on the morning of August 3 in Russia, local time.

Fourteen new Shaanxi Y-9 military transport aircraft spotted in China Aug 3, 2016
Photographs of the fourteen new Shaanxi Y-9 military transport aircraft at one of China’s military airfields, emerged on social media on 1 August.
Judging from the recently photos, there is no doubt that the Y-9 project has entered serial production.
According to Shanfei’s press release the Y-9 dual-purpose Tactical Transport Aircraft project has been restarted. Shanfei upper management acknowledged elements that caused the delay of this important project.
The Y-9 (Yun-9) is a medium-sized, medium-range turboprop multi-purpose transport aircraft designed and manufactured by Shaanxi Aircraft Corporation. Derived from the Y-8 (An-12 Cub) transport aircraft, the Y-9 features improved engines and modern avionics including a ‘glass’ cockpit, and is believed to be comparable to the U.S. Lockheed Martin C-130J in general performance.
China receives 24 Su-35 multifunctional 4++ generation fighters Aug 8, 2016
n 2015, 24 Su-35 fighters were sold to China under the first export contract, the CEO of Rostec, Sergey Chemezov, stated at a meeting with the President of the Russian Federation Vladimir Putin.
“The main business event that occurred last year in 2015 was the first export contract for Su-35 fighters signed by Rosoboronexport. We sold 24 fighters to China,” RIA News reports Sergey Chemezov’s statement. Thus, China has officially become the first foreign customer for Su-35s.
The Su-35 is a multifunctional 4++ generation fighter. The Su-35 is made based on Su-27/Su-30 fighters, and the “thirty-fifth” is a conceptually new fighter employing fifth-generation combat avionics.
KRET enterprises developed the Su-35 ” glass cockpit” indicators and a number of other avionics. In addition, the Concern’s specialists created the platformless INS capable of autonomously determining a fighter location without satellite navigation or communication with ground services.
It should also be mentioned that this latest navigation system was designed for use in the fifth-generation fighter PAK-FA. This points once again to the fact that the Su-35 comes close to the fifth-generation fighter in all of its features. It meets most of the requirements for fifth-generation aircraft’s, except for the stealth technology and the active phased antenna array (APAA).
Despite the lack of the APAA, the Su-35 radar system can detect targets at ranges of up to 400 km. These capabilities are provided by a new fighter radar control system with the phased array antenna Irbis, which is produced by the Ryazan State Instrument Enterprise, which is a part of KRET.
The important difference of the Su-35 over the Su-27 is the use of new high-power engines in the propulsion system. They were designed at NPO Saturn, a part of UEC, and are known as “117S”.
Presently, in service of the Russian VKS there are 48 Su-35 fighters. Under the current state arms program, Aerospace Forces shall receive 96 Su-35s before 2020.
Interest is being shown in the Russian fighter from abroad as well: some potential customers are Algeria, Egypt, Venezuela, and Vietnam. According to some expert opinions, the Su-35 is able to be a serious opponent to the F-15, the Eurofighter and the Rafale.

The term “terrorism” is defined as any proposition or activity — that, by means of violence, sabotage or threat, generates social panic, undermines public security, infringes on personal and property rights, and menaces government organs and international organizations — with the aim to realize certain political and ideological purposes.
That’s the definition China’s government now use to investigate terrorist threats and plots, using a new counterterrorism leading group and national intelligence center designed to streamline anti-terror work spanning multiple existing departments.

Air defence units fired more than 2,200 munitions, including guided missiles, high-explosive fragmentation trace and armor-piercing trace rounds, and engaged about 350 targets.
In total 70 military men participated in the contest.

China's People's Liberation Army (PLA) is likely to use the Type 96B main battle tank (MBT) as the pillar of its tank fleet, replacing most of its older models, the China Daily newspaper quoted military analysts as saying on 10 August.
Gao Zhuo, a Shanghai-based military observer who is in close contact with the PLA, told the paper that the "excellent capabilities of the Type 96B qualify it to be the backbone of China's tank force".
China's People's Liberation Army is likely to use the Type 96B MBT as the pillar of its tank fleet, according to a media report. (China Daily)
"The Type 96B is the strongest variant of the Type 96 family and is truly an advanced, third-generation MBT," said Gao, adding that the PLA will use it to replace obsolescent tank models such as the Type 59 and Type 69.
China North Industries Corporation (Norinco), one of the country's biggest military manufacturers, developed the Type 96B - a new variant of its Type 96 (ZTZ-96) MBT - in time to participate in this year's Masters of Automobile and Tank Hardware competition, also known as the Tank Biathlon, at the Alabino training range in Moscow.
The PLA sent several Type 96B MBTs to take part in the tank competition, which is regarded as the most watched event in the Russia-hosted International Army Games.
By the end of last year the Chinese military had more than 7,000 tanks in active service, including about 2,000 Type 96s and Type 96As as well as about 600 Type 99s and Type 99As, meaning that the majority of the PLA's armoured force is still equipped with tanks built several decades ago, China Daily quoted analysts as saying.
Huang Guozhi, senior editor at Modern Weaponry magazine, told the newspaper that despite the fact that the Type 99 MBTs are more advanced, their high price and limited production capacity make them "unrealistic for the PLA to purchase and deploy them on a large scale".

Industry Taiwan's AIDC and Leonardo consider trainer aircraft collaboration Jon Grevatt, Bangkok - IHS Jane's Defence Weekly 12 August 2016 Taiwan's Aerospace Industrial Development Corporation (AIDC) has held discussions with Italian group Leonardo-Finmeccanica about potential joint development of a trainer aircraft to meet a requirement in the Republic of China Air Force (RoCAF).
An AIDC official told IHS Jane's on 12 August that the two companies have held "negotiations and discussions" but that no agreement is yet in place on how - or if - to proceed. "Nothing is fixed yet," said the official.
The discussions are understood to be centred on the joint development of the Leonardo (Alenia Aermacchi) M-346 advanced jet trainer for Taiwan requirements. However, AIDC is aware of the potential controversy that such a collaborative programme could cause, given the Taiwan government's stated commitment to meet the RoCAF requirement with an indigenous platform.

Monday, 15 August 2016 China's 27th Type 056 Corvette (Jiangdao class) Huai'an Commissioned in PLAN East Sea Fleet A commissioning, naming and flag-presenting ceremony of the new Huai'an corvette (hull number 509) of the People's Liberation Army Navy (PLAN or Chinese Navy) was held solemnly at the Zhoushan Naval Base (located in China's Zhejiang province). The event means that the vessel is officially commissioned to the PLAN. Qujing is the twenty-seventh Type 056 Corvette (Jiangdao class) in the PLAN fleet.
PLA sends team for int'l jungle patrol competition in Brazil

KUNMING, Aug. 11 (ChinaMil) -- A 10-member team of the Chinese PLA departed on Wednesday from the Changshui International Airport in Kunming, capital city of Southwest China’s Yunnan province, for Brazil to participate in the Second International Jungle Patrol Competition.
Hosted by the Brazilian Army, the competition will be held at the Manaus jungle operation training center in the Amazon state of Brazil from August 15 to 26. The 19 participating teams are from 14 countries including China, the U.S., Germany, France and Colombia.
This year's Jungle Patrol Competition consists of more than 20 events of basic skills such as azimuth angle measurement at jungle open space, shooting from a flying helicopter, shooting from a moving boat, collective shooting and diving from a flying helicopter as well as seven events of patrol tactics including anti-smuggling, anti-illegal logging and annihilation operation.
The 10 members of the Chinese team are all from a brigade under the 14th Combined Corps of the PLA Army. They all have ever participated in international military competitions or major military exercises.
Before leaving for Brazil, they had completed intensive training on the professional skills at the simulated competition venues.
