The proposed recertification program will allow the Royal Saudi Air Defense Forces to extend the shelf life of the PAC-2 missiles in its inventory for an additional twelve years.
The proposed recertification program will not alter the basic military balance in the region.
The principal contractor will be Raytheon Corporation in Andover, Massachusetts. The recertification process will be performed by Letterkenny Army Depot in Chambersburg, Pennsylvania. There are no known offset agreements proposed in connection with this potential sale
Implementation of this proposed sale will require one contractor representative to travel to the Missile Assembly Disassembly Facility in Jeddah, Saudi Arabia on an extended basis for missile assembly/disassembly support, system checkout, training and technical and logistics support.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Après les commandes des voisins et surtout la dernière commande d’avant hier pour le C4I je m’attendais plutôt à une commande THAAD ou PAC3…bizarre

Le petit chantier naval d'Arachon Couach serait proche d'obtenir une commande de Ryad pour livrer 34 patrouilleurs rapides. Soit un contrat estimé à 600 millions de dollars.


C'est un dossier très, très compliqué, qui au pire sent le soufre. Selon nos informations, ODAS, la société qui représente en Arabie Saoudite l'Etat français, aurait signé la semaine dernière pour le compte du chantier naval Couach avec le Foreign procurement department (service achat) du ministère de la Défense saoudien un contrat pour livrer 34 patrouilleurs de 30 mètres. Soit un contrat estimé à 600 millions de dollars. Ce document paraphé doit encore être avalisé par le ministre de la Défense, le prince Mohamed Bin Salman Bin Abdul Aziz Al Saoud, également vice-prince héritier du Royaume, qui était venu fin juin à Paris, puis le ministère des Finances.

En tout cas, le prince Salman avait confirmé lors de sa visite à Paris "l'engagement" de l'Arabie Saoudite à acquérir des patrouilleurs rapides pour sa marine, qui vont "venir compléter les capacités des gardes-côtes saoudiens, aujourd'hui confrontés à des menaces croissantes". Et de préciser que les discussions portaient actuellement sur "le prix" des bâtiments.

Un choix qui ne fait pas l'unanimité

Pour autant, ce contrat ne fait pas l'unanimité ni en Arabie Saoudite, notamment dans l'entourage du ministre de la Défense, ni en France où l'hôtel de Brienne et la direction générale de l'armement privilégiaient plutôt le ticket Piriou/DCNS, via la société commune Kership, voire Ocea. Le réseau mis en place pour ce dossier agace également beaucoup, semble-t-il, Paris. Chez ODAS, on justifie le choix de Couach par la volonté du patron de la marine saoudienne, le vice-amiral d'escadre Abdallah Bin Sultan Al Sultan, de signer avec le chantier naval basé à Arachon (Gironde), qui conçoit sous la marque Plascoa des patrouilleurs militaires et des vedettes de surveillance en matériaux composite.

Le choix de Couach, un petit chantier naval méconnu dans le domaine militaire, par le chef d'état-major de la marine saoudien peut surprendre. Il a de quoi. "Couach a-t-il la capacité à exécuter une telle commande et à en assumer les risques financiers?", s'interrogeait il y a quelque temps un industriel du secteur. Il semblerait que ODAS ait dû apporter des garanties financières dans le cadre de cette signature.

Livraison de patrouilleurs au Yémen

Créé en 1897, Couach était jusqu'ici plus connu pour ses yachts même si à partir des années 70, le chantier développe une gamme de vedettes de surveillance, puis de patrouilleurs, qui équipent les marines et administrations de plus de vingt pays dans le monde, selon la société. La société Nepteam, une holding qui a été créée notamment par l'ancien dirigeant de Converteam, Florent Battistella, et détenue par des investisseurs industriels girondins, est propriétaire de Couach.
Ironie du sort, en juillet 2014, Couach avait livré deux patrouilleur de 22 mètres, Plascoa 2200 Fast Patrol au Yémen pour équiper les gardes-côtes (Coast Guards) soucieux d'assurer des missions de surveillance côtières. Un modèle qui avait également déjà fait ses preuves auprès des douanes françaises. Couach avait auparavant déjà livré à Sanaa quatre patrouilleurs Plascoa de 15 mètres.

Also included are PAC-3 Telemetry Kits, PAC-3 Guidance Enhanced Missile (GEM) Flight Test Target/Patriot as a Target (PAAT) missiles, Fire Solution Computers, Launcher Modification Kits, PAC-3 Missile Round Trainers, PAC-3 Slings, Patriot Automated Logistics System (PALS) Kits, Shorting Plugs, spare and repair parts, lot validation and range support, support equipment, repair and return, publications and technical documentation, personnel training and training equipment, Quality Assurance Team, U.S. Government and contractor technical and logistics support services, and other related elements of logistics and program support. The estimated total cost is $5.4 billion.

The proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a partner which has been, and continues to be, an important force for political stability and economic progress in the Middle East.

The proposed sale will modernize and replenish Saudi Arabia’s current Patriot missile stockpile, which is becoming obsolete and difficult to sustain due to age and limited availability of repair parts. The purchase of the PAC-3 missiles will support current and future defense missions and promote stability within the region. Saudi Arabia, which already has Patriot missiles in its inventory, will have no difficulty absorbing these additional missiles into its armed forces.

The proposed sale will not alter the basic military balance in the region.

The principal contractors will be Lockheed Martin Missiles and Fire Control in Dallas, Texas; and Raytheon Corporation in Tewksbury, Massachusetts. Although offsets are requested, they are unknown at this time and will be determined during negotiations between Saudi Arabia and the contractor.

Implementation of this sale will require approximately thirty (30) U.S. Government and forty (40) contractor representatives to travel to Saudi Arabia for up to sixty (60) months for equipment de-processing, fielding, system checkout, training, and technical logistics support.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Saudi-led coalition deploys about 3,000 troops, APCs and main battle tanks in Yemen

A ground force of 2,800 pro-government troops, accompanied by main battle tanks and armored personnel carriers, pushed toward a Houthi-controlled military base in Yemen Monday August 3rd, as Saudi-led coalition airstrikes cleared their path. The Al-Anad military base, located just north of Yemen’s port city of Aden, is the main Houthi encampment in the country's south.



The pro-government troops deployed heavy armour supplied by their backers in the assault on Al-Anad base, some 60 kilometres (35 miles) north of Aden, military sources said. “The battle to retake Al-Anad base has begun,” a military source told AFP.


Hundreds of troops and militia equipped with tanks and armoured vehicles supplied by the coalition deployed around the base before Monday’s attack, their commander Fadhl Hassan said. Another source said Saudi-led warplanes were providing air cover for the loyalist forces, who launched the offensive from a mountainous region west of Al-Anad. The airbase, in the southern province of Lahj, housed US troops overseeing a drone war against Al-Qaeda in the Arabian Peninsula (AQAP) until shortly before Iran-backed Huthi rebels overran it in March. The insurgent advance, which took them all the way into the port city of Aden, forced President Abedrabbo Mansour Hadi and his internationally recognised government into exile in Saudi Arabia.

The Saudi-owned Al-Hayat newspaper said 1,500 troops, most of them from the United Arab Emirates, had reached Aden. The UAE is a member of the coalition which has carried out more than four months of air strikes targeting the rebels and their allies.

Images of Leclerc main battle tanks, which are operated by the UAE land forces and Presidential Guard strike force, BMP armored vehicles, and M-ATVs being offloaded at a port in the southern city of Aden appeared on social media Sunday. The equipment from the UAE was delivered from a forward operating base located off the coast of the Red Sea. The UAE Army currently uses almost 388 Leclerc MBTs, as well as Russia-made BMP-3 APCs.

Kings of both Saudi Arabia and Jordan will visit MAKS 2015 International Air Show and Defense Expo air show on the opening day.

Russia anticipates to strengthen its trade ties with customers from the Middle East at the upcoming MAKS 2015 International Air Show and Defense Expo, which will be held on August 25- 30 in the city of Zhukovsky outside Moscow, Defense News reported.

“The MAKS air show is likely to illustrate the Kremlin's real and emerging security partners in the Near and Far East,” Theodore Karasik, UAE-based geo-political expert, told Defense News.

Russia has already reached a historical milestone, profiting $13.2 billion in 2014 from the sales of military aircraft, mainly to China and India, and now expects to expand its trade connections with to Middle Eastern states like Saudi Arabia and Jordan, Karasik states.

Russian media has confirmed that kings of both Saudi Arabia and Jordan will visit the expo on the opening day on August 25.

Furthermore, Saudi Arabia is expected to strike a major trade deal at MAKS 2015 in Russia, in a deal to purchase cutting-edge Russian Ka-52K combat helicopters, defense analyst believes.

Russian newest yet-to-be-unveiled to public at large Ka-52K helicopter was designed specifically for Mistral class ships, which the Saudis have now expressed interest in purchasing. France broke the contract with Russia for the two Mistral ships after the conflict in Ukraine erupted.

A Boeing AH-64 Apache attack helicopter of the Saudi Arabian Armed Forces was shot down during combat operations over Yemen on 21 August, the Reuters news agency reported.
he helicopter came down in the Saudi border province of Jizan after reportedly being hit by Houthi ground forces. Although Saudi officials have confirmed that a helicopter was lost and its two crew members killed, they have said they are still investigating the cause of the crash.

The Apache helicopter is operated in a number of variants by three separate branches of the Saudi armed forces. According to IHS Jane's World Armies , the Royal Saudi Land Forces (RSLF) fields 12 AH-64A/D platforms, and is set to receive 36 of the latest standard AH-64Es (deliveries of which began in September 2014).

Surtout des AH64 le plus lourdement armee des helicos et aussi le plus cher. Reste a savoir comment il a ete shooter.

les houthis utilise le savoir faire des milices iraniennes dans la guérilla. comme l'exemple de l'utilisation du Hizb des missiles anti navire. d'abord il y'a un conflit, on en dort l'ennemie avec une restriction de l'utilisations des armes à valeur ajoutée, puis hop, dans un moment d'inadvertance, on sort une arme tactique pour faire tomber une cible importante.

l'ennemie se trouve perdu, et devient de plus en plus méfiant et donc lent dans son déploiement. voir ceci peut le pousser à faire sans hélico, alors que la guérilla en dispose juste de quelques une de ses armes.

la guerre anti houthi est d'abord une guerre ou la coalition n'a pas pu appliquer un total embargo sur le Yemen, et que que cette guerre implique des intervenant internationnaux (Russie, Chine,...). ça doit être surement un missiles Igla ou de ce genre, Israel a reconnue que le Hizb en dispose.

les houthis vue leurs adaptation physique et leurs endurance dans le désert, savent planqué un soldat de 50kg avec un Igla, en attente d'un hélico pendant des jours en parfaite autonomie.

German shipbuilding company Lürssen has subcontracted French Shipyard Couach to built 79 15-meters interceptor vessels for the coast guard of the Kingdom of Saudi Arabia (KSA). The information was first revealed by our colleagues from Le Marin, a French weekly newspaper specialized in maritime news.

According to Le Marin, the information was made official, Monday, August 24, by the French shipyard's management team during a staff meeting.

Plascoa, the military and security branch of Couach, enjoys a good reputation in the Middle East with vessels designed to sustain extreme temperatures in the summer: The shipyard already delivered over 60 naval vessels to KSA between 2001 and 2005, and more recently, it has delivered two patrol boats to the Yemen Coast Guard.

The subcontract awarded by Lürssen is linked to the large contract awarded by KSA Ministry of Interior estimated at 1.4 billion Euros for over 100 vessels, first rumored in the German press in Fenruary last year.

According to Le Marin, Couach will be in charge of the "Interceptor" part of the contract from A to Z: They will design, build and deliver the vessels. The interceptor design will be based on a 15-meters interceptor already delivered to KSA.

Le groupe allemand Lürssen a choisi le français Couach pour réaliser 79 intercepteurs de 15 mètres destinés à l’Arabie saoudite. L’information a été officialisée, lundi 24 août, par la direction du chantier naval girondin lors d’une réunion avec le personnel.
Quelques jours après avoir annoncé la signature d’un contrat de sous-traitance pour le constructeur néerlandais de yachts Vandutch marine, Couach s’offre un nouveau beau succès. Et trois à quatre années de travail garanties.
Le contrat de sous-traitance pour le compte de Lürssen était, pourtant, loin d’être gagné d’avance. Le chantier italien Fabio Buzzi Design avait, encore, au début de cette année la préférence du groupe allemand pour la construction des intercepteurs destinés aux gardes-côtes saoudiens.


Pas de quoi cependant doucher les espoirs de Couach qui savait bénéficier en Arabie saoudite d’une bonne notoriété construite notamment au travers de la livraison de 68 navires militaires dans le Royaume entre 2001 et 2005.
Ce marché de sous-traitance s’inscrit dans le cadre d’un marché de 1,4 milliard d’euros remporté par Lürssen. Celui-ci comprend, par ailleurs, la livraison de 146 patrouilleurs à l’Arabie saoudite. Le chantier allemand a annoncé en janvier 2015 le démarrage de la construction de ces navires, officialisant ainsi le contrat conclu avec les gardes-côtes saoudiens.
Le contrat de Couach porte sur la réalisation des intercepteurs depuis la conception jusqu’à la livraison. Le modèle ne serait pas entièrement nouveau mais serait dérivé d’un 15 mètres déjà livré à l’Arabie saoudite. La fabrication du premier exemplaire devrait commencer sous peu pour une mise à l’eau prévue dans le courant du second trimestre.
Entre les deux contrats de sous-traitance et la poursuite de la construction d’un yacht de 44 mètres dont la livraison est programmée pour la fin de l’année 2016, cela faisait longtemps que les 180 salariés du chantier n’avaient eu une telle visibilité sur l’avenir de l’entreprise. Mais, a priori, ils n’avaient jamais douté de son potentiel.
« Cela ne demandait qu’à repartir », lançait Didier, 29 ans chez Couach, à la sortie du chantier après la réunion avec la direction.

Yemeni army units allied to the Houthi militia fired a Scud ballistic missile toward southern Saudi Arabia on Wednesday but the Saudi military said that the missile was intercepted. Residents in Yemen's capital Sanaa reported hearing a big roar as the Scud was launched from near the city, followed by Saudi-led air strikes on a presidential palace and a military depot for rockets.


Brigadier General Sharaf Luqman, a spokesman for the Yemeni forces fighting alongside the Houthis, said the missile was aimed at an electricity station in Saudi Arabia's Jizan province.

The strike was "a response to the brutal Saudi aggression on Yemen," he told Saba, Yemen's Houthi-controled state news agency.

The Saudi military said in a statement it intercepted the missile, averting any damage, and directed air attacks against the source of fire in Yemen.

Saudi Arabia led an Arab military intervention against the Houthis beginning on March 26 to restore the Yemeni government ousted by the group and fend off what it sees as the creeping influence of the Shi'ite Muslim group's main ally, Iran.

A Scud missile had been launched at Saudi Arabia by Yemeni forces twice before during the five-month war but was shot down by American-provided Patriot missiles both times.

The Scud is a mobile, Soviet-made, short-range, tactical ballistic surface-to-surface missile system.

The warhead bay of the `Scud B' is 2.87 m long forming the nose section of the missile, and weighs 985 kg. It is believed that the first Russian design for `Scud B' was for a nuclear warhead with a yield of 50 kT, but this was later replaced with a selectable yield warhead covering from 5 to 70 kT.

The Scud missile has a maximum firing range from 180 to 700 km.

Boeing has signed an agreement with Saudia Aerospace Engineering Industries (SAEI) and Alsalam Aircraft Company to create the Saudi Rotorcraft Support Center in the Kingdom of Saudi Arabia. The joint venture will have locations in Riyadh and Jeddah providing comprehensive, in-country maintenance repair and overhaul support for Saudi Arabia’s diverse rotorcraft fleet.


“Boeing is always looking at innovative ways to offer our customers the highest level of service and support,” said Leanne Caret, president, Boeing’s Global Services & Support business. “The Saudi Rotorcraft Support Center builds upon our decades-long partnership with the Kingdom of Saudi Arabia. When it’s fully operational, the Saudi military will have a national asset that affordably enhances the readiness of their rotorcraft personnel and fleet.”
Through in-country cooperation, the companies are focused on expanding the Saudi workforce through creation of self-sustaining jobs, technical skills development for local workers and further involvement of the Saudi aerospace supply base.

“This collaboration brings together the expertise of three world-class companies to further strengthen the local industry in the Kingdom,” said Ahmed Jazzar, Boeing president in Saudi Arabia. “By engaging Saudi industry, we are developing new business opportunities that foster broader capabilities in Saudi Arabia.”

The joint venture will support the Kingdom’s commercial and defense rotorcraft platforms, including the Boeing-built AH-64 Apache, CH-47 Chinook and AH-6i.

“This project will strengthen and diversify the Saudi nationals’ skills and provide long-term investment in our company’s future workforce, contributing to the Kingdom goals of localization, economic growth and transfer of state-of-the art technology and know-how,” said Nader A. Khalawi, chief executive officer of SAEI. “Designed to meet the growing demand for support to the kingdom’s expanding fleet of military and civil helicopters, this is an in-country capability of which we can all be proud.”

“Alsalam takes pride in being part of this joint venture project which adds integrated state-of-the-art rotorcraft maintenance and support capabilities in the Kingdom of Saudi Arabia,” said Mohammed Fallatah, president and chief executive officer of Alsalam Aircraft Company. “The project will create more job opportunities to the Saudi nationals in this rapidly growing sector.”

Terms of the transaction were not disclosed. Formation of the joint venture is expected to occur in late 2015 or early 2016, subject to customary closing conditions and regulatory approvals.

he US Department of Defense (DoD) announced on 27 August that it had awarded a USD11.8 million contract to Science Applications International Corp for the delivery of "weapon systems support and sustainment" for Sikorsky MH-60R and MH-60S helicopters operated by Brazil, Denmark, Saudi Arabia and the United States.

The Obama administration has notified Congress informally that it wants to resupply Saudi Arabia with thousands of precision-guided munitions, according to two people familiar with the proposal.

The weapons that would be sold to the Saudis include Joint Direct Attack Munitions with GPS satellite guidance from Boeing Co., one of the U.S.’s most precise weapons, said the people, who asked not to be identified in advance of a formal notification. The first JDAMs for sale to the kingdom were approved in 2008. Also included would be a resupply of Raytheon Co.’s Paveway bombs that the company first sold to the Saudis in 2011.

With Saudi King Salman due to visit President Barack Obama at the White House on Friday, the U.S. has pledged to bolster the defenses of Saudi Arabia and other Sunni Arab nations after signing a nuclear accord with their Shiite rival Iran.

The package sent to lawmakers is aimed at replenishing existing weapons, including those used in Saudi airstrikes on Houthi rebels in Yemen, and it may presage more advanced systems to be proposed in coming months. (end of excerpt)
