This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of an important partner which has been, and continues to be, an important force for political stability and economic progress in the Middle East.
The proposed recertification program will allow the Royal Saudi Air Defense Forces to extend the shelf life of the PAC-2 missiles in its inventory for an additional twelve years.
The proposed recertification program will not alter the basic military balance in the region.
The principal contractor will be Raytheon Corporation in Andover, Massachusetts. The recertification process will be performed by Letterkenny Army Depot in Chambersburg, Pennsylvania. There are no known offset agreements proposed in connection with this potential sale
Implementation of this proposed sale will require one contractor representative to travel to the Missile Assembly Disassembly Facility in Jeddah, Saudi Arabia on an extended basis for missile assembly/disassembly support, system checkout, training and technical and logistics support.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

U.S. executives and government delegates said they had not seen any signs of a chill in U.S. ties to Saudi military officials after Saudi intelligence chief Prince Bandar bin Sultan last month said the kingdom was hoping to make a major shift away from the United States.

Saudi Arabia is continuing to evaluate a range of options for the naval modernisation programme, including purchases of up to 12 of Lockheed's steel monohull Littoral Combat Ship (LCS) or the larger DDG-51 destroyer built by General Dynamics Corp , executives said.

General Dynamics declined comment.

The number of ships would depend on whether Saudi Arabia opted for the smaller or larger of the hull forms, they said.

The Saudi Naval Expansion Program II, or SNEP programme, has been under discussion for years, but U.S. industry and government officials say the effort has picked up some fresh momentum in recent months. Earlier estimates had put the value of the programme at around $20 billion (£12.41 billion).

Dewar said proposals submitted to Saudi officials by the U.S. government also included Lockheed's Aegis combat system, an MH-60R helicopter it builds with Sikorsky Aircraft, a unit of United Technologies Corp , and a fast missile craft it designed with VT Halter Marine, a unit of ST Engineering.

He said no decisions had been made on the programme.

Paul Lemmo, Lockheed senior vice president for corporate strategy and business development, told Reuters in a separate interview at the air show that the LCS ship was one of the options still being evaluated by Saudi Arabia.

The USS Freedom, the first LCS ship built by Lockheed, this week picked up supplies in Brunei and joined the relief effort in the Philippines after completing a deployment in Singapore.

The U.S. Navy had planned to buy 52 of the faster, more agile warships, but may scale back that order due to mounting budget pressures, which makes any possible foreign orders that much more important for Lockheed.

Australia's Austal builds a different aluminium-hulled trimaran version of the LCS ship, but the Saudi government is not looking at possible purchases of that model at this time, U.S. officials said.

The U.S. LCS ships were designed to carry interchangeable mission packages or "modules" for the Navy, but Lemmo said Saudi Arabia and other potential foreign buyers all wanted permanent weapons capabilities built into the ship.

He said Lockheed had proposed outfitting the ship with a lighter version of the Aegis combat system that would carry vertical missile launchers and the Aegis SPY-1F radar that Norway installed on five frigates for Norway.

That is a smaller radar with less range than the Lockheed SPY-1D radar that is installed on the DDG-51 destroyers built by General Dynamics.

Lemmo said Saudi was still evaluating if it needed larger ships that could carry the large missile defence system, or a larger number of smaller, multi-mission ships.

He said the smaller LCS ships could be outfitted with vertical launch systems that could fire smaller missiles, including the SM-2 missiles.

No comment was immediately available from the Pentagon's Defense Security Cooperation Agency, which oversees major foreign arms sales.

Armements: Moscou et Riyad négocient des contrats pour 12 mds USD

La Russie et l'Arabie saoudite négocient un paquet d'accords d'un montant total d'au moins 12 milliards de dollars, a annoncé vendredi à RIA Novosti Mikhaïl Zavaliy, le chef de la délégation de l'exportateur d'armements russe Rosoboronexport au 13e Salon aéronautique international de Dubaï.
"Nous continuons à travailler sérieusement avec  l'Arabie saoudite qui a reçu une série de nos propositions. Nous poursuivons les négociations avec la délégation saoudienne", a déclaré M. Zavaliy.
Lors du Salon, la délégation de Rosoboronexport a évoqué la coopération technico-militaire avec les représentants de certains pays, dont les Emirats arabes unis, l'Arabie saoudite, l'Inde, la Jordanie et l'Algérie.
Le Salon aéronautique de Dubaï se tient tous les deux ans depuis 1989 sous le patronage du ministère émirati de la Défense. Cette année, il a réuni 23 organisations russes, dont le holding russe de hautes technologies Rostec, l'Agence russe d'exportation d'armements (Rosoboronexport), le groupe aéronautique Oboronprom, les avionneurs Sukhoi et MiG, le motoriste Saliout.

 Deuxième volet de la France au Moyen-Orient, l'Arabie Saoudite. Après avoir fait chou blanc depuis 1995, Paris tente de reconquérir Ryad. Deux contrats majeurs sont en jeu pour les groupes français : Sawari 3 (frégates et sous-marins) pour au moins 10 milliards d'euros et Mark 3 (Air Défense) pour 4 milliards.

 Les Français sont de retour en Arabie Saoudite. Car entre Ryad et Paris, les relations sont aujourd'hui au beau fixe. "Il y a actuellement d'excellentes relations politiques entre l'Arabie Saoudite et la France", confirme un industriel français de l'armement. Le ministre de la Défense, Jean-Yves le Drian, n'y est pas étranger. Il a déjà effectué trois visites depuis mai 2012 dans le royaume, dont la dernière date de début octobre. Surtout les prises de positions de la diplomatie française dans la région (Syrie, Iran notamment) ont permis de réchauffer les relations très fraîches entre ces deux pays lors de la présidence de Nicolas Sarkozy.

Et selon des sources concordantes, les deux pays ont récemment entamé des négociations sur le projet de vente de six frégates multimissions FREMM et de cinq à six sous-marins dans le cadre du programme Sawari 3. Un mégacontrat estimé à 10 milliards d'euros minimum - certains évoquent même des montants faramineux entre 15 et 20 milliards d'euros. Il fait tourner les têtes des principaux groupes concernés par ce projet DCNS, Thales, le missilier MBDA et l'hélicoptériste Eurocopter (EADS). C'est ODAS, en tant que maître d'œuvre, qui négocie pour le compte de l'Etat et des industriels avec Ryad. Bref, du lourd, du très lourd pour la France.

Une visite de François Hollande début 2014

Après avoir été repoussée à plusieurs reprises, la visite de François Hollande en Arabie Saoudite, est maintenant prévue fin 2013, voire au début 2014 en janvier ou février - la décision est encore en attente, l'agenda est compliqué. Elle pourrait provoquer un peu après ce voyage, voire pendant - mais ce n'est pas la coutume à Ryad - la signature d'un protocole d'accord (MoU) liant les deux pays sur Sawari 3, explique-t-on à "La Tribune". Le Chef de l'Etat a déjà fait en novembre 2012 une brève escale en Arabie Saoudite à Jeddah où il s'est entretenu avec le roi Abdallah.

C'est principalement le programme Sawari 3 qui sera poussé lors de la visite présidentielle, selon nos informations. Les groupes concernés tablent sur une conclusion rapide une fois le MoU signé. "Dans les six mois", espère une source proche du dossier. Et cette fois, "les industriels concernés sont unis" pour ce projet, explique-t-elle. "Il n'y a pas de snipers pour le faire dérailler". Pas comme pour le programme Mark 3 (Air defence de très courte portée) où Thales et MBDA/EADS se sont déchirés.

Ryad veut des sous-marins

Pour la France, c'est le contrat qui compte le plus actuellement en Arabie Saoudite, et au-delà... même si une commande de Rafale au Qatar et aux Emirats Arabes Unis fait également partie des objectifs prioritaires de Paris. On évoque pour l'Arabie Saoudite six frégates multimissions FREMM - dont trois exemplaires  pourraient être prélevées sur la commande nationale de onze FREMM destinée à la marine - et cinq à six sous-marins. Les frégates serviront en grande partie à patrouiller dans les eaux de la Mer rouge.

L'armée saoudienne, qui n'a jamais été équipée en sous-marins en dépit de plusieurs projets avortés, souhaite aujourd'hui créer une force sous-marine installée sur plusieurs bases. D'où les montants faramineux évoqués en raison des très nombreux travaux d'infrastructures. Sans oublier la formation des sous-mariniers. Très proche actuellement de l'Egypte, Ryad pourrait également faire appel à l'armée égyptienne bien entraînée pour utiliser ses équipements (Air, Mer, Terre) en cas de conflit contre l'Iran.

L'Allemagne, qui est également en embuscade pour ce mégacontrat, pourrait devoir renoncer en raison de son refus de livrer des armes à un Etat susceptible de remettre en cause la sécurité d'Israël. Une vente de chars Leopard 2A7 a été annulée sous la pression politique en Allemagne.

Un signal fort de Ryad pour la France

Un tel contrat s'il était signé entre la France et l'Arabie Saoudite serait un signal fort vis-à-vis de Paris, dont la ligne diplomatique (Syrie, Iran) est très appréciée à Ryad, et structurant pour la plupart des groupes d'armement français. Le prince héritier saoudien Salmane ben Abdel Aziz, qui est également ministre de la Défense, avait évoqué début octobre à Jeddah avec Jean-Yves Le Drian "les moyens de renforcer les relations bilatérales" ainsi que "les développements sur les scènes régionale et internationale".

Le contrat Sawari 3 pourrait compenser la faiblesse du budget de la défense français. Surtout les industriels tricolores reprendraient enfin pied en Arabie Saoudite où il ont été évincés peu à peu des forces armées, notamment dans l'armée de l'air. Ryad, autrefois vache à lait de l'industrie de défense française, était ces dernières années devenue une terre de mirages pour les groupes tricolores, qui allaient de frustrations en déceptions.

LEX, premier grand contrat depuis 1995

"La France n'a signé aucun grand contrat depuis 1995 depuis LEX (Life extension Sawari I, ndlr)", déplore un industriel. Et encore, il considère ce contrat modeste par rapport aux commandes engrangées par les Etats-Unis, la Grande-Bretagne et l'Allemagne. "Ils ont raflé tous les contrats", poursuit-il. L'Arabie est le premier pays demandeur de matériels allemands  (plus d'un milliard d'euros de demandes d'autorisations export pour 2012, selon le rapport fédéral sur les exportations d'armement). C'est notamment le contrat de sécurité des frontières qui explique en très large partie ce montant. Enfin, la Grande-Bretagne a vendu 72 Eurofighter Typhoon après avoir éjecté Dassault Aviation du royaume avec le Tornado.

La roue semble avoir tourné depuis la signature à la fin de l'été du contrat LEX, qui porte sur la modernisation de quatre frégates de classe Al Medinah et de deux pétroliers ravitailleurs de classe Boraida, mis en service en 1985-1986. Et l'Arabie Saoudite est plus considérée aujourd'hui comme une terre de reconquête. Ce que confirme un autre industriel tricolore. "Il faut reconquérir les parts de marché en Arabie Saoudite", explique-t-il.

Mark 3 toujours en attente

Un autre contrat est actuellement en attente de signature. Il s'agit du programme de défense aérienne (Mark 3), qui a été négocié avec Thales en vue de renouveler le système de défense aérienne Crotale (Air defence) du royaume. Au total, le contrat s'élèverait à 4 milliards d'euros, dont 2,5 milliards pour la première tranche. Le processus de signature par le ministre de la Défense saoudien (Moda), Salmane ben Abdelaziz Al Saoud, qui était imminent au début de l'automne, semble aujourd'hui au mieux un peu ralenti.

Pourquoi ? Selon des sources concordantes, le prince Bandar ben Sultan ben Abdelaziz Al Saoud, chef des services de renseignements, est en train d'effectuer un audit sur toutes les négociations en cours et les contrats à la signature. "Ils sont en train de revoir leur politique d'acquisition pour optimiser leurs achats", assure un industriel. Notamment en raison de leurs relations actuelles très fraîches avec les États-Unis, précise-t-il.

Le baroud d'honneur de MBDA/EADS ?

D'autres raisons complémentaires sont aussi évoquées pour expliquer cette absence de signature. Ce contrat ferait toujours l'objet d'une guerre franco-française en coulisse entre MBDA/EADS et Thales, d'un côté, et saoudo-saoudiennes d'un autre côté, assurent plusieurs connaisseurs de ce pays. Le missilier européen a toutefois déjà obtenu un contrat de 150 millions d'euros portant sur la livraison de missiles surface-air VL-Mica, un système de défense aérienne terrestre de courte portée, pour équiper la Garde nationale.

Mais la rencontre entre Jean-Yves Le Drian et le vice-ministre de la Défense saoudien, le prince Salman Bin Sultan Bin Abdelaziz Al Saoud, dimanche dernier lors du salon aéronautique, semble avoir été rassurante sur ce projet, selon nos informations. Le président François Hollande aimerait remercier le roi Abdallah lors de sa prochaine visite en Arabie Saoudite de la signature de Mark 3. D'où l'optimisme de l'Elysée pour ce programme.

Des satellites d'observation ?

DCNS a déjà obtenu un autre contrat de 150 millions d'euros pour la modernisation des frégates Sawari 2 dans le cadre d'un accord-cadre global. Un trépied qui lui a permis d'entamer les négociations sur Sawari 3.

Enfin, Paris négocie également avec Ryad des hélicoptères et de deux satellites d'observation, proposés conjointement comme aux Emirats Arabes Unis par Astrium et Thales Alenia Space. La filiale spatiale de Thales pourrait être cette fois le maître d'oeuvre de ce programme, selon nos informations. Les deux industriels proposeraient un satellite de type Pléiades, à l'image de leur récent succès à Abu Dhabi.

Et les Etats-Unis ?

Le royaume wahhabite, principal allié arabe des Etats-Unis, accuse Washington d'inaction dans la crise syrienne et s'inquiète de la main tendue par Barack Obama à l'Iran. Ryad reproche aussi à Washington d'avoir, par faiblesse, laissé Israël poursuivre sa politique de colonies de peuplement en Cisjordanie occupée, au détriment des Palestiniens. D'où les relations fraiches entre les partenaires.

Pour autant, tout ceci est relativisé avec le pragmatisme de Ryad. L'Arabie Saoudite a récemment saisi le Congrès américain d'une demande d'exportation pour plusieurs milliers de missiles et munitions de précision de toutes sortes, destinées à équiper ses F-15SA. Montant total estimé : environ 6,8 milliards de dollars. En mars 2012, Ryad avait commandé 84 F-15SA supplémentaires et avait demandé à moderniser en décembre 2011 70 F-15S en F-15SA. Soit près de 30 milliards de dollars. Sans oublier tout le reste Patriot, 36 hélicoptères AH-6i et 70 autres AH-64D...

Saudi Arabia 'plans to buy German submarines'

A German newspaper has reported that Saudi Arabia plans to buy submarines from Germany. The news could intensify discussion on weapons exports during the current coalition negotiations in Berlin.

The German weekly Bild am Sonntag said on Sunday that Saudi Arabia wanted to purchase five German Type 209 submarines for 12 billion euros ($16.5 billion). The paper said that in the long term, the kingdom was interested in buying altogether 25 of the vessels.

The newspaper said it had information that the German chancellery had in the summer already signaled a willingness to examine such requests from Saudi Arabia "favorably" as soon as a new government was in place.

The submarines would be constructed by the Howaldtswerke-Deutsche Werft (HDW) and the Nordseewerke Emden, both shipbuilding companies located in the north of Germany, according to the report.

Disputed issue

The report could fuel controversy during coalition negotiations between Chancellor Angela Merkel's conservative CDU/CSU bloc and the Social Democrats, as weapons exports to crisis regions are a disputed issue between the parties.

The Social Democrats would like to see stricter regulations, while the conservatives consider thepresent rules on exports to be adequate. Currently, the Federal Security Council, made up of the chancellor and eight ministers, has to approve any arms export.

Some lawmakers in Germany see Saudi Arabia as an inappropriate recipient for arms, saying that human rights are not sufficiently respected in the kingdom.

Saudi Arabia also sent tanks and troops to help put down recent protests in Bahrain in 2011.

The paper said a government spokeswoman refused to comment on what she called "possible individual cases of arms exports."

The company ThyssenKrupp, to which the two shipyards belong, said there was "no project involving submarines for Saudi Arabia," but refused to say whether preliminary talks on such an order had been held.

Je crois que les 12MM c'est pour les 25 sous-marins pas juste pour les 5 comme laisse penser l'article, et même comme ca ca reste cher pour ce que c'est, ca reste des U-209 quand même, c'est à dire avec une génération de retard, et probablement deux lors de la livraison.

qui va piloter tous ces sous-marins et frégates, des soldats en CDD ?

Je me posais la même question , je comprend plus rien . A part si ils font appel a des pakpak ou je ne sais quoi mais c'est impossible sa aussi , ou ils vont trouver les ressources humaines pour piloter 25 sous marins , plus les autres achats , les avions de chasses qui s’achètent par centaines etc etc ...? Meme l'US Navy ne pourrait pas engloutir 25 soum et autant d'avions de chasses ...
Moi je pense personnellement que ce sont juste des effets d'annonce pour mettre la pression sur l'Iran et leur montrer les capacités "d'achat" de l'AS . Je ne voit que sa .

Sa s'étale sur des années ces programmes, ils auront largement le temps.. Il y a une saoudisation de l'armée saoudienne en marche depuis la venue du roi Abdallah..

The Royal Saudi Air Force (RSAF) is to equip its new Boeing F-15SA (Saudi Advanced) Eagle combat aircraft with a disorientation recovery function capability, the US Department of Defense (DoD) disclosed on 27 November.

Boeing has been awarded a USD15.5 million contract to fit the system, which is designed to automatically recover the aircraft should the pilot lose situational awareness. While details of the particular system to be fitted to the F-15SA have not been disclosed, similar technologies work by recovering the aircraft into straight and level flight once the pilot releases the throttle and control column.

The RSAF has lost a number of aircraft in recent months, including two F-15S (Saudi) Eagle fighters. While the causes have not been disclosed, this DoD contract suggests that pilot disorientation may have been a factor in at least some of the losses.

Boeing is under contract to modify 70 F-15S aircraft to F-15SA standard (although only 68 now remain in the inventory due to attrition). The part Boeing-owned Alsalam Aircraft Company near Riyadh has already begun building the wing sets for these remanufactured aircraft, with the entire conversion process expected to be complete by 2019.

In addition to the remanufactured platforms, 84 new-build F-15SA aircraft will also be delivered (the first three of which have been built and are under test). New aircraft deliveries to Saudi Arabia are scheduled to begin in 2015 and to conclude by 2019.

The F-15SA is already the most advanced variant of the Eagle built to date, incorporating additional weapon stations, an enhanced electronic warfare suite, a digital large area display 'glass' cockpit, fly-by-wire controls, an infrared search-and-track (IRST) system, and an active electronically scanned array (AESA) radar. It is also equipped with the more powerful General Electric F110-GE-129.

D’après un Saoudien très bien informé sur un autre forum ou je suis inscrit , toutes les infos sortit sur la presse allemande qui parlent de 25 sous marins , 3.4 milliards de dollars avec les allemands sont fausses , même l'info de 5 sous marins 209 allemands est fausse . Même chose pour les avions de chasses .  
C’était louche de toute façon

dans ce cas vaut mieux croire les allemands que les arabes

Arotech's Training and Simulation Division has secured a contract for supply of its MILO range force options simulators to the Saudi Arabian Defense Forces.

Under the terms of $2.9m firm fixed-price contract, the company's MILO force options business unit will manufacture and deliver a total of seven custom-designed virtual weapons training simulators, for installation at regional readiness centres across the country.

Each of the seven systems has a multi-screen 24 lane MILO-based application, designed to offer a virtual firing range for pistol and rifle marksmanship training missions.

Arotech Training and Simulation Division executive vice-president Kurt Flosky said the strategic investment in internal product development of MILO range's core capabilities and its configurable multiscreen applications have enabled the company to successfully compete and win in a growing international market
Our MILO range solution was well-positioned to satisfy the stringent Saudi Arabian requirements and has continually proven itself to be the best solution for a vast array of global training applications," Flosky said.

Arotech MILO range business unit general manager, Robert McCue, said: "This competitive award validates our leadership role in the dual-purpose simulator market, to provide multi-lane and multi-screen virtual firing range solutions on top of the interactive video and CGI force option training capabilities that MILO range systems are known for."

The MILO range is a multi-tiered series of simulation training products, designed to provide realistic force and firearms training for military, law enforcement and public safety agencies worldwide.

Initial deliveries under the contract are scheduled to commence in first quarter of 2014, and will continue in phases through to the third quarter of 2014, until all systems are installed and on-site training is complete.
