The proposed recertification program will allow the Royal Saudi Air Defense Forces to extend the shelf life of the PAC-2 missiles in its inventory for an additional twelve years.
The proposed recertification program will not alter the basic military balance in the region.
The principal contractor will be Raytheon Corporation in Andover, Massachusetts. The recertification process will be performed by Letterkenny Army Depot in Chambersburg, Pennsylvania. There are no known offset agreements proposed in connection with this potential sale
Implementation of this proposed sale will require one contractor representative to travel to the Missile Assembly Disassembly Facility in Jeddah, Saudi Arabia on an extended basis for missile assembly/disassembly support, system checkout, training and technical and logistics support.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Après les commandes des voisins et surtout la dernière commande d’avant hier pour le C4I je m’attendais plutôt à une commande THAAD ou PAC3…bizarre

Kingdom of Saudi Arabia (KSA) – Patriot Air Defense System with PAC-3 Enhancement

WASHINGTON, Oct 1, 2014 - The State Department has made a determination approving a possible Foreign Military Sale to the Kingdom of Saudi Arabia for a Patriot Air Defense System with PAC-3 enhancement and associated equipment, parts, training and logistical support for an estimated cost of $1.750 billion. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on September 30, 2014.
The Kingdom of Saudi Arabia has requested a possible sale of 202 Patriot Advanced Capability (PAC) -3 Missiles with containers, and 1 Guidance Enhanced Missile (GEM) Flight Test Target/Patriot as a Target. Also included are 2 PAC-3 Telemetry Kits, 6 Fire Solution Computers, 36 Launcher Station Modification Kits, 2 Missile Round Trainers, 2 PAC-3 Slings, 6 Patriot Automated Logistics Systems Kits, 6 Shorting Plugs, spare and repair parts, lot validation and range support, ground support equipment, repair and return, publications and technical documentation, personnel training and training equipment, Quality Assurance Team, U.S. Government and contractor technical and logistics support services, and other related elements of logistics and program support. The estimated cost is $1.750 billion.
The program will contribute to the foreign policy and national security of the United States by helping to improve the security of a partner which has been, and continues to be, an important force for political stability and economic progress in the Middle East.
The proposed sale will help replenish Saudi’s current Patriot missiles which are becoming obsolete and difficult to sustain due to age and the limited availability of repair parts. The purchase of PAC-3 missiles will support current and future defense missions and promote stability within the region. Saudi Arabia, which already has Patriot missiles in its inventory, will have no difficulty absorbing these additional missiles into its armed forces.
The proposed sale will not alter the basic military balance in the region.
The principal contractors will be Lockheed Martin Missiles and Fire Control in Dallas, Texas; and Raytheon Corporation in Tewksbury, Massachusetts. Although offsets are requested, they are unknown at this time and will be determined during negotiations between the KSA and contractor.
Implementation of this proposed program will require one U.S. contractor to travel to the Kingdom of Saudi Arabia for a period of three years for equipment fielding and system checkout.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

Le fils aîné du roi saoudien se rendra mardi aux Etats-Unis pour une visite officielle axée sur la coopération militaire, et rencontrera notamment le président Barack Obama, selon l'agence officielle SPA.

Le prince Mitab Ben Abdallah Ben Abdel Aziz est ministre de la Garde nationale, un corps d'élite de quelque 200 000 hommes chargé, entre autres, de combattre le "terrorisme".

Devant évoquer avec ses interlocuteurs américains "l'armement et la formation" de la Garde, il sera reçu par le président Obama et aura également des entretiens avec le secrétaire à la Défense Chuck Hagel et le chef d'état-major des armées américaines, le général Martin Dempsey, selon le programme de sa visite relayé par SPA.

L'Arabie saoudite, un allié de longue date de Washington dont les relations ont été mises à mal par les récentes ouvertures de l'administration Obama en direction de l'Iran, son rival régional, participe activement à la coalition internationale contre le groupe Etat islamique (EI) en Irak et en Syrie. Début octobre, les Etats-Unis ont annoncé leur intention de vendre des batteries de missiles Patriot à l'Arabie saoudite pour une valeur de 1,75 milliard de dollars.

La Garde nationale, considérée comme un pilier du régime saoudien, recrute notamment dans les tribus, toujours influentes dans ce pays conservateur. Elle compte entre 180 000 et 200 000 hommes, répartis dans des unités d'infanterie, des brigades mécanisées, des unités spéciales et une police militaire, selon des estimations. Elle a pour mission de soutenir le ministère de l'Intérieur en matière de sécurité intérieure, de lutter contre le "terrorisme" et de protéger des institutions vitales du royaume, premier exportateur de pétrole au monde, mais aussi d'assister, en cas de besoin, le ministère de la Défense.

On December 12, 2014, the U.S. Department of Defense announced the following contract award:
Lockheed Martin Corp., Mission Systems and Training, Baltimore, Maryland, is being awarded a $235,329,189 firm-fixed-price contract for MK 41 Vertical Launching System (VLS) electronic and mechanical modules and related equipment. The MK 41 VLS provides a missile launching system for CG 47 and DDG 51 class surface combatants, surface combatants of allied navies, and Aegis Ashore requirements for the Missile Defense Agency’s Ground Ballistic Missile Defense Program. This contract includes options which, if exercised, would bring the cumulative value of this contract to $356,794,617. This contract combines purchases for the U.S. Navy (69.5 percent) and the governments of Saudi Arabia (26.3 percent) and Norway (4.2 percent) under the Foreign Military Sales Program.

Lockheed Martin has provided its MK 41 Vertical Launching System to the U.S. Navy for more than 32 years. The combat-proven system has been deployed by the U.S. and 12 allied navies on 21 ship classes.

The Royal Saudi Navy currently does not have any surface vessel fitted with MK 41 VLS. The only Saudi vessels fitted with VLS cells are the Al Riyadh class frigates (FL-3000 type based on La Fayette class). But these French built vessels are fitted with a French VLS: The SYLVER launcher by DCNS.

In 2013, DCNS signed a fleet modernization contract for the Royal Saudi Navy including the ERAV contract which covers the maintenance of the 3 Al Riyadh class frigates delivered in the frame of the Sawari 2 programme.

Navy Recognition however learned from reliable sources that the Al Riyadh class frigates are not getting upgraded with MK 41 VLS.

One of the application of the Mk 41 VLS is for the Aegis Ashore programme, but Navy Recognition understands no such program is planned in the Kingdom of Saudi Arabia. The only logical explanation left is that Saudi Arabia is in the process of procuring a new class of U.S. made surface combatants.

Reuters and other U.S. media have been reporting since around 2011 that Saudi Arabia was evaluating both Lockheed Martin's LCS and General Dynamics' DDG-51 Destroyers. MK 41 VLS may be fitted on either type of vessel. (Likewise the French press have been reporting for the past few years that France's main shipyard DCNS is negotiating a large contract dubbed "Sawari 3". This contract may answer a different Royal Saudi Navy need however as in addition to 6 FREMM frigates, the contract is reported to involve 6 submarines.)

MK 41 VLS in details
The basic configuration is an eight-cell MK 41 VLS module that can be assembled in desired numbers to meet specific mission and hull requirements. MK 41 VLS is currently deployed in 13 different configurations, ranging from a single module with eight-cells to 16 modules with 122-cells. The basic module is available in three sizes: Strike, Tactical and Self-Defense. The Strike module is approximately 25 feet (7.6 meters) long and capable of launching the largest missiles such as those that support sea-based midcourse ballistic missile defense and long-range strike. The Tactical module is approximately 22 feet (6.7 meters) long and capable of accommodating the same missile types as the Strike, except for the Tomahawk land attack cruise missile and those missiles designed for a BMD role. The Self-Defense module,at just more than 17 feet (5.2meters),is ideal for meeting the mission requirements of offshore patrol vessels, corvettes, small frigates and amphibious ships

Using its experience with the U.S. Navy’s LCS shipbuilding program, Lockheed Martin describes its Multi-mission Combat Ship (MCS) as a next generation, multi-role combatant that addresses the maritime challenges facing today’s navies. By its use of both dynamic hull design/performance and leading edge technology to integrate system, sensor and weapons capabilities, the multi-mission combat ship provides the necessary maritime security and war fighting prowess. The adaptable design of MCS allows for insertion of partner navy- designated, fixed multi mission or modular systems, e.g., vertical launchers and/or surface-to-surface missile canisters, without major structural impact. It is also cost-effective to build, customize and maintain as it’s based on a producible and affordable design that already meets U.S. Navy standards.

While no LCS or MCS have been exported to date, General Dynamics' Arleigh Burke-class of guided missile destroyers (DDG-51 type) design has already been exported to two Asian navies (altough Japan's Kongo Class, and South Korea's KDX-III destroyers each received some modifications compared to DDG-51). A DDG-51 type vessel would answer a possible need from Saudi Arabia for a Ballistic Missile Defense (BMD) capable ship.

It won't be long until we all find out which type of vessel hides between this surprise MK 41 VLS FMS to the Kingdom of Saudi Arabia.

Contacted by Navy Recognition, Lockheed Martin didn't wish to comment on the FMS or the possible type of ship on which the MK 41 will be fitted. The Lockheed Martin representative referred us to the U.S. Navy who said they couldn't speak for the government of Saudi Arabia. The U.S. Navy referred us to the Saudi embassy in Washington D.C who did not reply to an e-mailed request for comment.

Selon nos informations, l'Arabie saoudite devrait acquérir auprès du Français DCNS une vingtaine de petits patrouilleurs côtiers - d'une trentaine de mètres - pour un montant d'environ 600 millions de dollars, MCO (maintien en condition opérationnelle) compris. Les discussions sont en courte finale. Il s'agit, en quelque sorte, d'un lot de consolation pour un contrat portant sur des frégates Fremm, qui est reporté.

Parallèlement, le contrat d'équipement de l'armée libanaise financé par l'Arabie saoudite devrait être finalisé prochainement.

Saudi Arabia is looking to offload its remaining Northrop F-5E/F Tiger II combat aircraft, according to a solicitation posted online on 18 December.

The proposed sale, details of which were posted on the AvBuyer website, will see the Kingdom divest itself of 79 F-5 aircraft that it procured in the 1970s and 1980s.

The solicitation said the invitation to tender needed to include a "2% bank guarantee of the actual bid value of the tender to be sent in a sealed envelope", adding that the opening date for all envelopes would be 20 February 2015.

ANALYSIS
The Royal Saudi Air Force (RSAF) has already retired from the service the last of the approximately 110 F-5E/F/RF-5E aircraft that it received under the US government's Peace Hawk programme, so this proposed sale will not impact upon its capabilities.

Northrop officials have estimated that there are still 800-1,500 F-5 aircraft in service today, of which only about 200-400 are believed to still be in flying condition. As such, the offer of 79 'new' aircraft onto the market will provide a rare and welcome opportunity for operators to replenish their fleets, whether with additional flying platforms or with platforms to be used for spares.

This Saudi offer is actually the second time that the Kingdom has offered its surplus F-5s for sale, with a previous offer for 55 aircraft having been made in 2009. At that time, interest was shown from the Republic of Central Equatoria (now part of South Sudan) and Singapore, although no sale to either nation was announced.

With most remaining F-5 users being in the developing world, it is not possible to list an accurate inventory of operators and numbers, or likely recipients of these Saudi aircraft. Whoever does receive them, however, should receive support from the original equipment manufacturer, Northrop, which in 2010 announced that it was teaming with RUAG Aviation and Astronautics to provide an F-5 Tiger and T-38 Talon support and sustainment programme.

At the time of the announcement at the Farnborough Airshow in 2010, Northrop executives said that, although 50 years old, the F-5 still has 20 years of operational life left in it.

La co-entreprise formée en 2013 par DCNS et Piriou a été choisie par le prince Salmane, le ministre de la Défense d'Arabie Saoudite et prince héritier de la dynastie saoudienne pour fabriquer entre 25 et 30 patrouilleurs de 30 mètres, selon nos informations. Soit un contrat estimé à 500 millions d'euros. En outre, une quinzaine de bateaux supplémentaires seraient en option. L'Arabie Saoudite et Kership vont négocier en 2015 le contrat.

Kership était en compétition contre les chantiers navals français Océa et CMN (Constructions mécanique de Normandie). Outre, des patrouilleurs de 30 mètres, l'Arabie Saoudite voudrait acheter des petits patrouilleurs de 12 mètres. L'Arabie Saoudite veut des cadences de livraison rapide pour protéger ses côtes et ses ports contre des attaques terroristes. En fin d'année, une source avait confié à La Tribune que le ministère de la défense saoudien allait se décider très rapidement après avoir eu l'injonction de consommer ses budgets.

A little noticed December contract award for the missile launchers used as part of the U.S. Navy’s Aegis Combat System gives hints to the direction of a potential $20 billion U.S. naval arms sale to Saudi Arabia.

Included in the initial $235 million award from Naval Sea Systems Command (NAVSEA) — with options to increase the award to $356.79 million — to Lockheed Martin for an unspecified number of MK 41 Vertical Launching Systems included a contract option to set aside 26.3 percent of the funds — or about $93.8 million of the $356.79 million — for Saudi Arabian VLS.

“The MK 41 VLS provides a missile launching system for [Ticonderoga-class guided missile cruisers (CG-47)] and [Arleigh Burke-class guided missile destroyer (DDG 51)] class surface combatants, surface combatants of allied navies, and Aegis Ashore requirements for the Missile Defense Agency’s Ground Ballistic Missile Defense Program,” read the Dec. 12 award announcement.

Saudi Arabia reportedly bought MBDA's Meteor air-to-air missiles for its Typhoon fighter aircraft

The Kingdom of Saudi Arabia and European missiles manufacturer MBDA have signed the first export contract of the Meteor active radar guided beyond-visual-range air-to-air missile (BVRAAM), for an estimated amount of $1 bn, reports today French newspaper La Tribune.


The Meteor missiles will be fitted on the 24 Eurofighter Typhoon fighter aircraft already delivered to the Royal Saudi Air Force, according to La Tribune.

The MBDA Meteor BVRAAM was initially developed by the UK, though Germany, Italy, Spain, France, and Sweden joined the project shortly thereafter. The missiles are designed for use aboard the Eurofighter Typhoon and Gripen C/D and will be used to counter long-range airborne threats well before they threaten the nation's borders.

MBDA's Meteor is an active radar guided beyond-visual-range air-to-air missile (BVRAAM) being developed by MBDA. Meteor will offer a multi-shot capability against long range manoeuvring targets in a heavy electronic countermeasures (ECM) environment with range in excess of 100 km.

Each $2.2 million missile measures about 12 feet in length and 7 inches in diameter, weighs 400 pounds, and carries a blast-fragmentation warhead (though details on the the size of the package remain scarce). Its throttle-able ducted rocket (read: ramjet engine) uses a boron-heavy propellant mix to reportedly achieve a threefold increase in its specific impulse (the measure of a rocket's force—propellant consumption per unit of time) and a 300 percent larger no-escape zone than today's best ramjets like America's AGM-168 JAASM

Lürssen démarre la construction de patrouilleurs pour l’Arabie saoudite

Le groupe allemand Lürssen a annoncé le lundi 26 janvier le démarrage de  la fabrication de patrouilleurs destinés à l’Arabie saoudite. Le contrat porte sur une centaine de navires destinés au ministère de l’Intérieur saoudien. Son montant est estimé à 1,4 milliard d’euros.

L’annonce du groupe Lürssen est la première confirmation officielle de l’entrée en vigueur de ce contrat. En février 2014, la presse allemande avait rapporté que le gouvernement allemand apportait sa garantie à la vente. Mais rien n’avait filtré depuis.

Selon Lürssen, la préfabrication des patrouilleurs a commencé en début d’année chez  Peene Werft, à Wolgast. Lürssen a racheté en mai 2013 ce chantier situé sur la Baltique, non loin de la frontière avec la Pologne, à la suite des difficultés financières de son ancien propriétaire P+S.

Ce n’est sans doute pas complètement un hasard. L’annonce de Lürssen est intervenue au lendemain d’informations parues dans le Bild am Sonntag faisant état d’un arrêt des livraisons d’armes allemandes à l’Arabie saoudite. Une décision qui aurait été prise par le Conseil fédéral de sécurité en raison « de l’instabilité de la région ».

Le groupe familial basé à Brême, spécialiste des petits navires militaires et des yachts de luxe, affirme qu’il n’a reçu aucun contrordre du gouvernement fédéral lui demandant de suspendre l’exécution du contrat.

« Nous nous en tenons à notre planning et nous nous réjouissons, avec la commande de ces patrouilleurs pour la garde-côte saoudienne, d’apporter une importante charge de travail à nos chantiers d’Allemagne du nord », a déclaré Oliver Grün, porte-parole de Lürssen, à l’agence de presse DPA.

Le chantier français Couach a indiqué au marin courant janvier qu’il gardait espoir de produire en sous-traitance les 79 intercepteurs de 15 mètres inclus dans le marché confié à Lürssen. Mais celui-ci aurait une préférence pour le chantier italien Fabio Buzzi Design.

Ce contrat est distinct de celui que la France négocie actuellement avec le ministère de la Défense saoudien. La coentreprise formée par DCNS et Piriou a été choisie pour livrer entre 25 et 30 patrouilleurs de 30 mètres. Soit un contrat estimé à 500 millions d'euros.

RIYADH // A Saudi military helicopter crashed during a night training exercise in the northeast of the kingdom late on Monday, killing its four-member crew.

The statement from the defence ministry, carried by the official Saudi Press Agency, did not offer a cause for the crash of the US-made Black Hawk helicopter in the Hafar Al Batin area – an area near the kingdom’s border with Iraq and Kuwait.

An investigation is under way.

The ministry identified those killed as Lt Col Ali Al Arfaj, First Lt Majid Al Fifeefi, First Lt Jadie Qablan and technician Raed Al Jahni.

Depuis 2010, DynCorp assure aussi le MCO des hélicoptères du Royal Saudi Land Forces Aviation Command (RSLFAC).

Le Saudi Arabian National Guard Aviation Command a été créé en 2006 mais ne disposait pas alors d'appareils. En octobre 2010, une FMS avait été autorisée par les autorités US, portant sur la vente de:
36 AH-64D Block III Apache
72 UH-60M Blackhawk
36 AH-6i (photo ci-dessus Boeing)
12 MD-530F
et sur la fourniture d'équipements annexes, ainsi que de prestations de formation et de soutien, d'une valeur de 25 milliards de dollars.

Les commandes effectives, à l'automne 2014, ont porté sur
12 MD-530 (fourni par Northrop Grumman via sa filiale Vinnell Arabia et en partenariat avec PAE, AAR Inc., QinetiQ North America etS3 Inc.),
12 AH-64E Apache,
24 AH-6i
et 24 UH-60M Black Hawk.

Les livraisons sont attendues dans les premiers mois de l'année en cours.

Autre bonne nouvelle pour DynCorp: une extension de contrat de maintenance aéronautique d'une année en Afghanistan:
"DynCorp International, Fort Worth, Texas, was awarded a $34,353,702 modification (P00072) to cost-plus-fixed-fee contract W58RGZ-13-C-0040 for aviation maintenance service for Operation Enduring Freedom. Fiscal 2015 operations and maintenance (Army) funds in the amount of $34,353,702 were obligated at the time of the award. Estimated completion date is Dec. 31, 2015. Work will be performed in Afghanistan. Army Contracting Command, Redstone Arsenal (Aviation), Redstone Arsenal, Alabama is the contracting activity. (Note: This contract was awarded Feb. 17, 2015.)"

Saudis Detail Eastern Fleet for US

ABU DHABI — The long-sought-after deal to upgrade and replace Saudi Arabia's Eastern Fleet has taken a major step forward, sources said, with the January delivery of a letter of request (LoR) to the US detailing Saudi wishes.
Rear Adm. Jim Shannon, head of the US Navy International Program Office, reportedly obtained the LoR during a visit to Saudi Arabia. The letter marks a major step forward after years of talks and negotiations with the Saudis, who have also strongly considered French proposals to replace their fleet.
The French hold the preponderance of contracts in support of the Saudi's western, or Red Sea, fleet. France and the US are considered the primary contenders for the Eastern Fleet contract, said to be worth as much as $16 billion or higher.

Several sources said the Saudi LoR did not list specific ship designs, but rather gave general guidelines. Among the highlights are:
• Four 3,500-ton frigate-like warships, armed with vertical launch systems (VLS), capable of anti-air warfare and speeds of 35 knots
• 12 1,150-ton corvette-like warships
• 24 or so smaller patrol craft
The deal would include MH-60R helicopters to operate from the frigates, along with support and training.
One condition is the shipbuilder would be the prime contractor.
The US Navy is reportedly working to define details of the LoR, including what air radar the Saudis want to fulfill the anti-air requirement. Sources said that while no specific radar is listed in the LoR, the only system that fits the requirement is the SPY-1F lightweight Aegis system from Lockheed Martin.
SPY-1F is fitted only to Norway's Fridtjof Nansen-class frigates. All other Aegis warships — US cruisers and destroyers, foreign ships including those from Spain, Korea, Japan and Australia — carry the heavier SPY-1D antenna. While there is a high degree of commonality between the two versions, the 1F features smaller antennas and less power, resulting in shorter range.
Lockheed Martin and Austal USA have offered versions of their littoral combat ships fitted with VLS and phased-array radars, including the SPY-1F, both for export and most recently for the US Navy's Small Surface Combatant (SSC) competition conducted in 2014. In the end, the US Navy chose to forego Aegis and VLS on its SSCs, now designated as frigates.
Other than the LCS/SSC/frigate designs, there are no other US projects that would fit the 3,500-ton parameters of the Saudi frigate.
Lockheed Martin in particular has doggedly been holding talks with the Saudis for years about adapting its LCS design to Saudi needs, probably a 118-meter version with a hull similar to the LCS 1 Freedom-class now under construction.
The LoR was transmitted to the US shortly before the Jan. 23 death of the Saudi monarch, King Abdullah. His successor, King Salman, however, was the defense minister at the time of the LoR's transmission, and sources here said the new regime continues to favor the Eastern Fleet plan.
It is not clear from the LoR where the ships are expected to be built, although the frigates would likely be built in the US.
The only other significant US design built in recent years for a foreign customer is the 500-ton Ambassador Mark III class of missile corvettes recently completed for Eqypt. Those four ships, intended to defend the Suez Canal, were built by VT Halter Marine in Pascagoula, Mississippi, but their details don't seem to fit the Saudi LoR.
