Work will be performed at Navy and Marine Corps installations located inside and outside the U.S. Work is expected to be completed in July 2021.
Fiscal 2016 operations and maintenance (Navy) funds in the amount of $119,504 are being obligated at time of award; all of which will expire at the end of the current fiscal year. These contracts were competitively procured via an electronic request for proposals; 12 offers were received.
The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity.

L'US Navy poursuit ses expérimentations sur les corvettes LCS (Litoral Combat Ship). L'US Navy a annoncé, le 25 juillet 2016, avoir effectué un tir de missile anti navires Harpoon Block IC depuis la corvette LCS 4 USS "Coronado" (Trimarant conçu par Austal). Ce tir a eu lieu dans le cadre de l'exercice RIMPAC. Plusieurs campagnes d'essais du missile norvégien NSM (Naval Strike Missile) sur une corvette LCS avaient déjà eu lieu en 2014 et début 2016.
Selon l'US Navy le tir a été succès car il a démontré la réussite de l'intégration du missile Harpoon sur LCS. Le missile et sa rampe de lancement ont été intégrés sur l'USS "Coronado", sur la plage avant entre le canon de 57 mm et le bloc passerelle, en moins de quatre mois. Le Harpoon est le missile anti navire standard de l'US Navy, employé sur la majorité de ses bâtiments (Croiseurs Ticonderoga et Destroyers Arleigh Burke Flight I et II).
Les LCS sont des bâtiments modulaires à bord desquels des "kits de missions" peuvent être intégrés pour la lutte au dessus de la surface, la lutte anti sous-marine ou la guerre des mines. Il existe deux concepts de LCS (Monocoque et Trimaran), mais dans les deux cas, il s'agit de bâtiments rapides et faiblement armés dans la mesure où ces navires sont censés agir sous la protection de bâtiments plus protégés. Mais le concept à ses limites et l'US Navy étudie aujourd'hui la possibilité d'intégrer des missiles sur ces bâtiments.

La montée du niveau des océans résultant du réchauffement climatique qui intensifie l'ampleur des ouragans et des inondations côtières menacera de plus en plus des bases militaires sur la côte est des Etats-Unis et dans le Golfe du Mexique, selon un rapport publié mercredi.
Les experts de l'ONG, "Union of Concerned Scientists" (UCS), ont analysé 18 installations militaires représentatives de plus de 120 bases côtières dans l'ensemble du pays pour évaluer l'impact du changement climatique sur leur fonctionnement au cours des prochaines décennies.
"D'ici 2050, la plupart de ces bases verront plus que décupler le nombre d'inondations par rapport à aujourd'hui", conclut Kristy Dahl, une scientifique de l'UCS et co-auteur de ce rapport intitulé: "les militaires américains sur la ligne de front de la montée des océans".
Avec une montée plus rapide des océans dans la seconde moitié du 21e siècle, les inondations résultant des marées pourraient être quasi quotidiennes pour certaines de ces bases, rendant des terrains inutilisables pour l'entraînement des troupes et la conduite d'essais de matériels.
Quatre des bases étudiées, dont la station aéronavale à Key West en Floride et le centre de recrutement du Corps des Marine en Caroline du Sud, pourraient perdre de 75 à 95% de leur terrain d'ici la fin du siècle, selon les projections de ces chercheurs.
Le rapport souligne que le Pentagone reconnaît déjà la sérieuse menace que représente le réchauffement climatique pour les installations militaires et insiste sur la nécessité de consacrer davantage de ressources et de mettre en place plus de systèmes de surveillance pour s'y préparer.
Mais en juin, la commission des attributions budgétaire de la Chambre des représentant à majorité républicaine, a adopter un amendement qui bloque les fonds du Pentagone destinés à la mise en oeuvre de sa stratégie d'adaptation au changement climatique, pointe le rapport.

Key Points The US and Singapore navies have successfully concluded a complex anti-submarine warfare exercise Exercise has significantly bolstered interoperability between the two services The US Navy (USN) and the Republic of Singapore Navy (RSN) have completed a series of exercises, including a complex anti-submarine warfare (ASW) drill that aim to further boost interoperability between the two navies.
These were conducted as part of the Singapore phase of the 'Cooperation Afloat Readiness and Training' ('CARAT') series of bilateral naval exercises between the USN and the armed forces of nine partner countries in south and Southeast Asia.
The Singapore leg of 'CARAT' 2016 was conducted over a period of two weeks from 19 July and involved at-sea phases in international waters of the South China Sea. Participating USN assets included a P-8A Poseidon maritime patrol aircraft and the Arleigh Buke-class guided-missile destroyers USS Stethem (DDG 63) and USS Spruance (DDG 111).
For the first time in the series, a ship anti-submarine warfare readiness/effectiveness measuring (SHAREM) exercise was included, said the USN.
"SHAREM measures how well surface ships and aircraft can detect and track submarines and provides the two navies the opportunity to share tactics and develop procedures for future joint operations", said the service in a statement issued on 'CARAT' 2016.
During a demonstration flight of the P-8A attended by IHS Jane's on 27 July over the Malacca Strait, crew members of the aircraft elaborated further on what the SHAREM entails.
"A part of it includes a component where signals from sonobuoys dropped by the P-8A are transmitted and interpreted by Singapore naval ships", said Lieutenant Morgan Williams from the US Navy's Patrol Squadron Five (VP-5), who is a tactical co-ordinator on board the demonstration flight.
"These signals are transmitted over the Link 11 serial data link system [in use by navies of the two countries] and include acoustic signatures that will help in the identification and location of submarines", she added.

USN to deploy search-and-rescue kits from P-8A aircraft by 2018

The US Navy (USN) plans to equip its fleet of P-8A Poseidon maritime patrol aircraft (MPA) with search-and-rescue (SAR) kits that can be air-dropped from the platform's stores bay by 2018.
The kit, which will include essential supplies such as a life raft, fresh water, radios and food rations, will augment the P-8A's capability as an effective SAR aircraft on top of it being a surveillance platform, said Commander Will Taraason from the USN's Patrol Squadron 5.
Cdr Taraason was the executive officer of P-8A demonstration flight over the Malacca Strait attended by IHS Jane's on 27 July.
Work is currently underway to integrate the kit on board the platform's stores management system, said the commander.

La marine américaine va baptiser l'un de ses navires au nom d'Harvey Milk, pionnier de la cause homosexuelle américaine assassiné en 1978 à San Francisco, a indiqué vendredi un responsable de la marine.
Harvey Milk a parfois été surnommé le "Martin Luther King gay" pour son rôle de catalyseur et d'organisateur dans la lutte contre les discriminations et pour le droit des homosexuels à vivre leur identité au grand jour.
Cet homme charismatique et courageux, assassiné un an après son élection au conseil municipal de San Francisco a inspiré en 2009 un film éponyme à Gus Van Sant.
Sean Penn, qui incarnait Harvey Milk, avait été oscarisé pour son rôle.
"Je peux confirmer que la marine a prévenu le Congrès de son intention de nommer un nouveau pétrolier ravitailleur d'escadre le USNS Harvey Milk", a déclaré vendredi un responsable de la marine sous couvert de l'anonymat, confirmant des informations du site USNI News.
Le préfixe USNS signifie que le bateau appartient à la marine américaine, mais qu'il s'agit d'un navire de soutien, doté en général d'un équipage civil, et non d'un navire de combat.
Selon USNI News, un site d'informations maritimes, l'actuel secrétaire américain à la marine (responsable civil de la marine) Ray Mabus veut donner aux futurs pétroliers ravitailleurs d'escadre américains les noms de hérauts des droits civiques américains.
Les personnalités ainsi honorées comprendront également Earl Warren, le magistrat de la Cour suprême qui a joué un rôle clef contre la ségrégation scolaire, le ministre de la Justice assassiné Robert Kennedy, ou l'abolitionniste noire Sojourner Truth.
Le premier des pétroliers de cette nouvelle classe a été nommé John Lewis, ancien compagnon de lutte de Martin Luther King et toujours représentant de la Georgie au Congrès.

The exercise, which took place in and around waters off Southern California over four weeks, was conducted as part of the US Pacific Fleet-hosted Rim of the Pacific ('RIMPAC') 2016 maritime exercise.
Partner services in the drill included the Royal Australian Navy (RAN), the Royal Canadian Navy (RCN), the German Armed Forces, the Japan Maritime Self-Defense Force (JMSDF), the Mexican Navy (Armada de México), and the Chilean Navy (Armada de Chile).
In its statement, the USN described the MCM drill as the service's "most complex mine warfare exercise" given the number of participating services, and the inaugural deployment of a Whidbey Island-class dock landing ship, USS Pearl Harbor (LSD 52), as a forward staging base for the multinational forces.
In addition to that MH-53E Sea Dragon helicopters - airborne mine countermeasures (AMCM) derivatives of the CH-53E Super Stallion - conducted deck landing qualifications on Pearl Harbor 's flight deck as part of the exercises.
"These firsts during 'RIMPAC' [Southern California] 2016 provided a distinct and unique environment and experience for participants", said the USN.
"What was great about this exercise is that the forces of multiple nations came together to execute a series of very complicated evolutions and did so in a seamless and timely manner", said Commander David Burke of the USN's Task Force 177.
In total the participating services detected and disposed a total of 77 mines over the course of 78 operational dives, 300 flight hours, and 77 autonomous underwater vehicle operations.
"RIMPAC' 2016 ran from 30 June to 4 August and involved 45 ships, five submarines, more than 200 aircraft, and 25,000 personnel from 27 countries.

Navy Announces Elimination of NWU Type I
WASHINGTON (NNS) -- Today, the Navy announced in NAVADMIN 174/16 that it will transition from the Navy Working Uniform (NWU) Type I to the NWU Type III as the service's primary shore working uniform beginning Oct. 1, 2016.
Over the next three years, Sailors may wear either the NWU Type I or III, but effective Oct. 1, 2019, all Sailors will be expected to wear the NWU Type III as their primary Working Uniform when ashore or in port.
While the Navy is developing an incremental regional fielding plan for the NWU Type III, this transition period will give Sailors time to prepare for the change and allow them to get maximum wear out of recently purchased NWU Type I uniforms.
"As the CNO and I travel to see Sailors deployed around the world, one of the issues they consistently want to talk about are uniforms," said Secretary of the Navy Ray Mabus. "They want uniforms that are comfortable, lightweight, breathable ... and they want fewer of them. We have heard the feedback and we are acting on it. As a direct result of Sailors' input, effective Oct. 1, we will transition from the NWU Type I to the NWU Type III as our primary shore working uniform."
This change is the first step in a multi-phased process that will streamline and consolidate the Navy's uniform requirements, and ultimately improve uniformity across the force. The Navy has listened to Sailors' feedback and is incorporating their desires to have a working uniform that is better fitting, more breathable and lighter weight.
NWU Type III will be issued to new accessions and recruits beginning Oct. 1, 2017.
Until further policy guidance is promulgated, black boots will be the standard boot worn in the United States and its territories with the NWU Type III. However, expeditionary forces in the United States or any forward deployed forces may wear the desert tan or coyote brown boots at the discretion of the unit commanding officer with the NWU Type III. Additionally, Sailors may wear the NWU Type I black fleece liner.
Sailors will be able to buy NWU Type III components for personal wear through Navy Exchange uniform stores and call centers once there is sufficient inventory on hand.
U.S. Fleet Forces Command (FFC) continues its multi-phase wear test of improved flame resistant variant (IFRV) working uniform components, for shipboard wear. FFC most recently conducted in-depth focus groups with fleet Sailors aimed at refining the design of the IFRV coverall. Additional feedback from the focus groups, subsequently validated by a senior level working group, resulted in the preliminary design of a more professional looking two-piece utility shipboard uniform that can be worn both at sea and operational support jobs ashore. Wear tests of the prototype two-piece variants are expected to occur in 2017.
Also announced in NAVADMIN 174/16: * The Navy will transition to the black Cold Weather Parka (CWP) starting Oct. 1, 2018, as outerwear with the Service and Service Dress Uniform. Navy All Weather Coat, Pea Coat and Reefer coat will become optional items. Mandatory wear date for the parka is Oct. 1, 2020. * Women, E7 and above, are now authorized to wear men's uniform khaki pants without the belt and buckle with the khaki over blouse. Gig-line issues prevent wear of the male slacks with the tuck-in shirt. * The rollout date of the male Service Dress Blue uniform at Recruit Training Command has been moved to Oct. 1, 2017, due to manufacturing delays. This change also aligns the uniform release with the introduction of the new E1-E6 Service Dress Whites. * Navy sweat shirt and pants logo has been replaced with silver reflective lettering "NAVY," which is similar to the logo on the Navy Physical Training Uniform shirt and shorts. The sweatshirt and pants are now available for purchase at Navy Exchange uniform centers. * Commands may now authorize the wear of a "Don't Tread on Me" and Reverse U.S. Flag patches on NWU Type II and Type III. * Approval for the replacement of the Special Warfare Combatant-craft Crewman (SWCC) insignia. Going forward, there will be three separate insignias to denote a Sailor's specific qualification level, which are SWCC basic, SWCC senior and SWCC master. The implementation date is Aug. 19, 2016, with a mandatory wear date of Oct. 1, 2016. * The Navy Uniform Matters Office is in the process of redesigning their website to enhance the dissemination and information regarding recent uniform changes. We expect the site to be running in the coming months.
The Navy continues to conduct a wear test of new women's khaki pants and is developing options to improve the sizing of women's khaki pants for E7 and above. We expect that the new women's khaki pants will be available for purchase in late 2017 or early 2018.
Enlisted clothing replacement allowance will be adjusted to cover costs of these uniform changes and requirements. However, by law, commissioned officers are currently entitled to a one-time uniform stipend ($400), paid at the beginning of their careers. An additional stipend cannot be granted without a change in law.

Graham “Boss” Cleveland, landing the Navy’s new Joint Strike Fighter aboard a moving aircraft carrier was a relief.
That relief came not because landing the Navy’s new fighter is more difficult – it comes with a program called Delta Flight Path that functions as a sort of cruise control for the aircraft, which can help to make that crucial step easier – but because this day has been a long time coming.
Cleveland, a landing signal officer who transitioned from the F/A-18C, was aboard for the first two phases of developmental testing of the F-35C Lightning II as the Navy commenced trials in 2014 and 2015. This week, he was at the controls for what’s expected to be the third and final phase of sea-based developmental testing as the Navy puts the aircraft through some of its most rigorous tests yet.
“It’s kind of something I’ve been working toward for quite some time,” Cleveland said.
Cleveland was among 12 pilots from Strike Fighter Squadron 101 “Grim Reapers,” a fleet replacement squadron based at Florida’s Eglin Air Force Base, to complete carrier qualifications as part of this round of testing. The Navy’s Patuxent River-based Air Test and Evaluation Squadron 23 will spend the next two to three weeks working through other capabilities, including taking off and landing with external simulated weapons and asymmetrical loading.
The F-35 is the military’s next generation fighter. The Navy’s jet is one of three variations, and includes greater internal fuel capability, larger wings and more robust landing gear for carrier settings. The single-engine stealth fighter will replace the Air Force’s A-10 and F-16, the Navy’s F/A-18 and the Marines’ AV-8B Harrier jets. (end of excerpt)

Asked about the notion of a "stealth tanker," Vice Admiral Mike Shoemaker said that "those two [concepts] don't go together." Speaking at the Center for Strategic and International Studies, he said the airframe's shape will, however, help with survivability of the successor programme to the Unmanned Carrier-Launched Aerial Surveillance and Strike (UCLASS) system.
"If there's a way to capitalise on existing designs in what we come to with what MQ-25 ends up being -- even though we've not said survivability is a key [performance] parameter this time around --there [are] ways to tank advantage of shapes already out there," he said.

Huntington Ingalls Industries announced that its Newport News Shipbuilding division has received a $52 million contract from the U.S. Navy for nuclear propulsion and complex modernization work on the aircraft carrier USS Harry S. Truman (CVN 75) as part of its planned incremental availability.

Fiscal 2016 research, development, test and evaluation (Navy) in the amount of $1,055,015 will be obligated at the time of award, and will not expire at the end of the current fiscal year.
This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1).

US Destroyer Intercepted at High Speed by Iranian Vessels Near Strait of Hormuz
According to US defense officials, the guided missile destroyer USS Nitze was intercepted by four Iranian vessels near the Strait of Hormuz on Tuesday. The American destroyer was operating in international waters alongside the USS Mason when officials say four Iranian Revolutionary Guard Corps vessels performed a "high-speed intercept" of the Nitze.
These sorts of unsafe and unprofessional actions can lead to escalation and miscalculation, which may necessitate additional defensive measures," said Cmdr. Bill Urban, public affairs officer for US Naval Forces Central Command, according to Stars and Stripes
"Commanding officers have an inherent obligation for self defense." He added that over the past year and a half, roughly 10 percent of Iran’s interactions with the US Navy were deemed unprofessional. The US destroyer allegedly attempted to make radio contact with the vessels, but received no response. Crewmembers then sounded the Nitze’s ship whistle, a naval signal meant to express that the ship is unclear about another vessel’s intentions. The destroyer then fired ten flares toward the Revolution Guard vessels, still without response.
According to the statement, the Revolutionary Guard forced the Nitze to change course in order to avoid a potential collision.
After coming within 300 yards of the Nitze, the Iranian vessels left. "We absolutely expect all maritime nations to act in a professional manner in accordance with international law," Urban said. "The US Navy continues to remain vigilant, and is trained to respond in a professional manner for all interactions." The incident is under investigation, and is reminiscent of the instance in January in which two US Navy patrol vessels drifted into Iranian waters in the Persian Gulf. Crewmembers were apprehended by the Revolutionary Guard and nearly sparked an international incident in the midst of the Iran nuclear negotiations.

En avril, l’USS Carl Vinson a été le premier porte-avions américains à accueillir à son bord un centre de commandement spécialement dédié aux drones, en particulier au programme MQ-XX, désormais connu sous le nom de MQ-25A Stingray.
En avril 2015, alors que le démonstrateur de drone de combat X-47B de Northrop Grumman venait de démontrer sa capacité à opérer depuis un porte-avions, le secrétaire à l’US Navy, Ray Mabus, avait prophétisé que l’avenir allait appartenir à des appareils de ce type étant donné que le F-35C serait le dernier avion de combat « traditionnel » à entrer en service.
Cependant, il faudra attendre encore pour voir les drones de combat s’imposer à bord des porte-avions américains. En effet, après avoir lancé le programme UCLASS (Unmanned Carrier-Launched Airborne Surveillance and Strike, ou MQ-XX) afin de développer un appareil capable de mener des missions ISR (Intelligence, Surveillance, Reconnaissance) et des frappes pour contrer les dispositifs de déni et d’interdiction d’accès (A2/AD), l’US Navy a changé d’option.
Ainsi, désormais, il est question que MQ-25A Stingray ait pour mission principale le ravitaillement en vol des chasseur-bombardiers embarqués. Ce qui n’était qu’un bruit de coursive au début de cette année a été confirmé à plusieurs reprises, ces dernière semaines, par des responsables de l’US Navy.
Cependant, tout ne semblait pas encore définitivement fixé. Mi-août, le patron de l’aéronavale américaine, le vice-amiral Mike Shoemaker, a souligné, lors d’une intervention devant le Center for Strategic and International Studies, la nécessité de trouver un « équilibre » dans la conception du Stingray pour que ce dernier soit capable de ravitailler d’autres appareils en vol et d’assurer des missions ISR.
Pour le ravitaillement en vol, le MQ-25 doit en effet emporter une grande capacité de carburant tandis que pour les missions ISR, il lui faut une grande endurance et une certaine envergure. Or, ces deux exigences ne sont pas compatibles. D’où le point d’équilibre évoqué par le vice-amiral Shoemaker, pour qui la furtivité n’est, par ailleurs, pas un critère de premier plan.
Cependant, l’amiral John Richardson, le chef des opérations de l’US Navy, a clarifié les choses dans un mémo daté du 24 août [.pdf]. Ainsi, écrit-il, les caractéristiques du MQ-25 Stingray devront avant toute chose répondre aux exigences du ravitaillement en vol, ce type de mission étant prioritaire. Après, il sera sans doute toujours possible de doter le drone d’une charge utile pour des vols ISR. En tout cas, il est acquis que la capacité de frappe est abandonnée.
Quoi qu’il en soit, l’US Navy veut aller vite car elle compte disposer de ses premiers MQ-25 Stingray d’ici 5 ans au plus tôt. Il s’agit ainsi de donner une allonge supplémentaire aux F/A-18 Super Hornet et aux F-35C dans la mesure où un porte-avions devra se tenir hors de portée de missiles anti-navires comme le DF-21 chinois.

The U.S. Navy's first littoral combat ship USS Freedom (LCS 1) experienced a casualty to one of the ship's main propulsion diesel engines (MPDE) on July 11 caused by a leak from the attached seawater pump mechanical seal that resulted in seawater entering the engine lube oil system.

“With the benefit of hindsight, it was clearly premature to include so many unproven technologies” on the vessel, from those needed to generate power and launch and land aircraft to its radar and elevators to move munitions, Frank Kendall said in an Aug. 23 memo addressed to Navy Secretary Ray Mabus and obtained by Bloomberg News.
The review comes three months before the carrier is scheduled to be delivered to the Navy. The Ford is being built by Huntington Ingalls Industries Inc., with advanced systems from a number of subcontractors, including Raytheon Co. and General Atomics.
The inclusion of unproven technologies was a decision “made long ago as part of a DoD-level initiative called ‘Transformation,’” Kendall wrote. The initiative, which also produced several failed space programs, came under Defense Secretary Donald Rumsfeld starting in 2001.
The Navy plans to deploy the Ford, designated CVN-78, for worldwide operations by 2021 after a series of maintenance and training exercises and completion of full-ship shock trials by fiscal 2018, so there is time to correct deficiencies before potential combat operations.
