- Five Companies To Bid for Turk Utility Helo Deal
ANKARA — Five international helicopter manufacturers will compete in a Turkish program for the acquisition of four utility helicopters for the country’s Coast Guard, with an option to buy two more. Turkey’s procurement agency, the Undersecretariat for Defense Industries (SSM), announced March 11 that five companies had obtained the requests for proposal, traditionally a sign to make an offer for the tender. The potential bidders are Airbus Helicopters (formerly Eurocopter) and Airbus Helicopters Deutschland (formerly Eurocopter Deutschland); NH Industries; AgustaWestland; Sikorsky; and Bell Helicopter Textron. The contract involves four helicopters, spare parts, ground support, training, technical assistance/support and two optional helicopters and related goods and services. Bidders should also include industrial participation and offset terms in their bids, due June 16. Turkish Prime Minister Recep Tayyip Erdogan announced Feb. 21 that his government and US helicopter manufacturer Sikorsky Aircraft had signed a long-dormant $3.5 billion contract to co-produce an initial batch of 109 utility helicopters. Penning the deal had been delayed since last May. Sikorsky proposed the T-70, a Turkish version of its S-70 Black Hawk International., which is used by dozens of militaries, including Turkey’s. With follow-on orders of the T-70, more than 600 could be built at a cost of more than $20 billion, defense analysts said. Most helicopters in the first batch will go to the military, with the Gendarmerie receiving the largest portion, and the Army, Navy, Air Force and special operations command each getting their share.

- Turkish Milgem and LPD naval projects allegedly rigged
Turkish opposition parliamentary deputies have submitted motions to the Turkish government over allegations of rigging Turkey's Milli Gemi/National Ship (Milgem) corvette programme and Landing Platform Dockship (LPD) tenders. The allegations stem from leaked audio recordings on 4 March, suggested to be of Turkish Prime Minister Recep Tayyip Erdogan instructing the owner of Sedef Shipbuilding, Metin Kalkavan, on how to engineer the cancellation and reopening of the Milgem programme, while advising him over competitive pricing for the LPD programe. On 5 March, Erdogan confirmed the authenticity of two separate phone conversations said to have taken place in April and September 2013. In the April 2013 recording, Erdogan appears to ask Kalkavan to lodge a complaint with the Prime Ministry Inspection Board that the correct procedures in the Milgem competition had not been carried out. This is despite the fact that Kalkavan appears to tell Erdogan that Sedef Shipbuilding did not even apply to officially take part in the tender. Erdogan justified his phone conversation by saying that Sedef Shipbuilding had been sidelined during the tender, and Kalkavan had appealed to him. But, if genuine, the recording shows that Erdogan also instructed Kalkavan to apply for the bid. On 26 September 2013, the Executive Committee (EC) of the Turkish Undersecretariat for Defence Industries cancelled its contract with RMK Marine, a subsidiary of Koc Holding, for the series production of six follow-on Milgem corvettes, worth about USD2 billion. The decision came after the Prime Ministry Inspection Board concluded that the tender violated the rules of the competition and was not in the public's interest. The inspection office initiated an investigation into the Milgem tender after receiving a tip-off from Sedef Shipbuilding - IHS Janes learnt - that Sedef Shipbuildinghad not been invited to the tender. However, this was two years after the Milgem contract was awarded to RMK Marine in 2011. Press reports at the time linked the inspectors' probe into the Milgem contract negotiations with RMK Marine to a possible Turkish government reaction against Koç Holding after one of its hotels in Istanbul sheltered anti-government figures in May 2013. In a 27 December 2013 meeting of the EC, almost three months after the Milgem tender was cancelled, Kalkavan's Sedef Shipbuilding company was selected for the USD1.1 billion LPD project. As a result of the recordings, opposition deputies have submitted motions in the Turkish parliament asking the government to clarify allegations that Erdogan instructed Kalkavan to engineer the Milgem tender. In addition, Sezgin Tanrikulu, a deputy from the main opposition Republican People's Party (CHP), stated on 6 March that the price of the LPD project suddenly rose from EUR800 million (USD1.1 billion) to EUR1.2 billion due to a last-minute change made on the configuration of the vessel. Tanrikulu asked the government whether the LPD programme was reconfigured to allow it to stage operations for the short take-off and vertical landing (STOVL) F-35B Joint Strike Fighter, despite the fact that Turkey would not buy this model. Turkey has officially announced that it will procure 100 conventional take-off and landing (CTOL) F-35A aircraft. In addition, he questioned why the LPD project was configured with a ski jump. Tanrikulu also asked whether the cost of the project was increased to donate around EUR200 million to a charitable foundation, the Service for Youth and Education Foundation of Turkey (TÜRGEV), of which Erdogan's son Bilal is a board member.

(LMGI), Clifton, N.J., has been awarded a not-to-exceed $75,281,878 firm-fixed-price, time and material, undefinitized contract award for ALQ-211(V)-9 Advanced Integrated Defensive Electronic Warfare System (AIDEWS) pod acquisition. The contractor will provide 21 ALQ-211(V)-9 AIDEWS pods, associated support services, support equipment, countermeasures dispensing system integration and spares in support of the Turkish Air Force F-16D Block 50 program. Work will be performed at Clifton, N.J., and is expected to be complete May 2017. This award is the result of a source-directed, sole-source acquisition and is 100 percent foreign military sales for Turkey. - Turkey Hopes Sikorsky Deal Boosts Local Industry, Exports
ANKARA — Turkey’s procurement authorities are hoping that a recently signed US $3.5 billion contract with US helicopter maker Sikorsky will not only earn the local industry critical capabilities and support the country’s indigenous helicopter program, but also bring in more than $1 billion in revenue through exports. “This is a win-win deal. The contractors’ gains may be financial or corporate, but we hope ours will be financial and strategic,” said one senior procurement official familiar with the program. The contract, signed Feb. 21, involves the co-production in Turkey of an initial batch of 109 T-70 Black Hawk utility helicopters, the Turkish version of Sikorsky Aircraft’s S-70 Black Hawk International. Turkey’s procurement agency, the Undersecretariat for Defense Industries (SSM), said the total production figure will eventually reach 300. “For every helicopter to be produced in Turkey, another will be exported,” SSM said in a statement. That makes 300 helicopters for Turkey and 300 for other countries. “I doubt if there will be such a large international demand for the Turkish-made Black Hawks,” one London-based Turkey specialist said. “But I am sure the Turks are right about the capabilities they are hoping to earn.” Under the program, Tusas Turkish Aerospace Industries (TAI) will be the prime contractor, and Sikorsky and Turkish companies Aselsan, Tusas Turkish Engine Industries (TEI) and Alp Havacilik will be subcontractors. Military electronics specialist Aselsan is Turkey’s largest defense company, and Alp Havacilik is an aviation concern owned 50 percent by Sikorsky. Alp will produce the landing gear. TEI will produce in Turkey the T-700 engine for the Black Hawk, under license from General Electric. Aselsan will design, develop and produce glass cockpit avionics for the Turkish utility helicopter. That cockpit will be used in all Black Hawks to be sold to foreign markets, except for the US Army. SSM officials said Turkish industry will get 67 percent work share, and earn $1.4 billion over 30 years. Turkey in 2011 selected Sikorsky as its partner company to lead production of the country’s next-generation utility helicopter. Sikorsky defeated Italian-British Westland. The S-70 Black Hawk International is used by dozens of militaries, including Turkey. AgustaWestland was competing with its TUHP 149, the Turkish version of its newly developed A-149. In May, Turkey’s procurement office said Turkey “had come very close to signing a $3.5 billion contract with Sikorsky Aircraft for the co-production of scores of utility helicopters.” But penning the deal had since been delayed as top Turkish procurement managers accused “US corporate and other bureaucracy” for factors that caused delays. Most helicopters in the first batch will go to the military, with the Gendarmerie receiving the largest portion, and the Army, Navy, Air Force and the special forces command each getting their share. The remaining machines will go to the Security Directorate, meaning the police forces, and to the government’s Firefighting Department. According to the production timetable, the first helicopter will be delivered to the Firefighting Department 55 months after the program takes effect. Two months later, in the 57th month, the Turkish Land Forces will get its first T-70. “This program is unprecedented in Sikorsky’s 90-year history,” Sikorsky President Mick Maurer said in a news release March 4. “We have signed contracts that collectively will raise our already strong supplier and customer relationships in Turkey to levels that we expect will endure for decades. “We are very pleased that these agreements also will potentially open additional markets for the world’s leading utility military helicopter while strengthening Turkish industry’s position as a world-class aerospace provider,” Maurer said.

L'armée turque a abattu dimanche un avion de chasse syrien qui avait pénétré dans l'espace aérien de la Turquie, a déclaré le Premier ministre turc, Recep Tayyip Erdogan. "Un avion syrien a violé notre espace aérien. Nos F-16 ont décollé et frappé cet avion. Pourquoi ? Parce que si vous violez mon espace aérien, notre gifle après cela sera forte", a-t-il expliqué à ses partisans réunis pour un rassemblement électoral dans le nord-ouest de la Turquie en vue du scrutin municipal du 30 mars.
L'état-major de l'armée turque a précisé que l'un de ses centres de contrôle avait repéré deux MiG-23 syriens vers 13h00 (11h00 GMT) et qu'il leur avait adressé des mises en garde à quatre reprises alors qu'ils s'étaient approchés de la frontière turque. L'un de ces avions est entré dans l'espace aérien de la Turquie au niveau de Yayladagi, à l'est du poste-frontière de Kassab, a poursuivi l'état-major turc. Un F-16 turc a tiré un missile contre l'avion syrien, qui s'est écrasé en Syrie à environ 1.200 mètres de la frontière. Cet affrontement s'est produit dans le même secteur où, en septembre, des avions de chasse turcs ont abattu un hélicoptère syrien entré dans l'espace aérien de la Turquie.
Le pilote s'est éjecté
D'après des opposants syriens, l'incident s'est produit à proximité d'un secteur où se déroulent des combats entre des rebelles syriens et les forces gouvernementales de Bachar al Assad pour le contrôle du poste-frontière de Kassab entre les deux pays. La Syrie a condamné une "agression flagrante" et affirmé que l'avion avait été abattu par la Turquie alors qu'il pourchassait des rebelles en territoire syrien.
Elle a précisé que le pilote était parvenu à s'éjecter de l'appareil avant qu'il ne percute le sol. Un peu plus tôt dans la journée, une source militaire citée par la télévision d'Etat syrienne a déclaré que le pilote était parvenu à s'éjecter de l'appareil. L'Observatoire syrien des droits de l'homme (OSDH) rapporte que, selon les premières informations à sa disposition, l'avion s'est écrasé du côté syrien de la frontière.
Combats intenses dans la région de Kassab
L'OSDH a fait état de combats intenses pour le troisième jour consécutif dans le secteur de Kassab. Selon l'Observatoire, les rebelles se sont emparés du poste-frontière mais les forces gouvernementales, qui contrôlent toujours le village voisin de Kassab, tentent de riposter en bénéficiant d'un appui aérien. L'OSDH rapporte aussi que les rebelles ont lancé une autre attaque dimanche dans la province de Lattaquié contre le village de Solas, à environ 25 km au sud de Kassab. La province côtière de Lattaquié est un bastion de la minorité alaouite dont est issu le président syrien.
A Alep, la grande ville du nord de la Syrie, les rebelles affirment s'être emparés d'un ancien commissariat de police en lisière de la citadelle médiévale. Ils disent avoir aussi progressé dans le quartier de Layramoun et sur une colline proche dominant la grande route à la sortie nord-ouest de la ville.

CLIFTON, N.J., March 20, 2014 – Exelis (NYSE: XLS) has received an award totaling more than $36 million to provide electronic warfare (EW) equipment, spares and support services to the Turkish Air Force. When fully definitized, the contract could be valued at up to $80 million. Under the foreign military sales contract issued by the Warner Robins Air Logistics Center at Robins Air Force Base, Ga., Exelis will supply Turkey with Advanced Integrated Defensive Electronic Warfare Suite (AIDEWS) systems to protect its F-16 fighter jets from a range of advanced and evolving electronic threats.
Exelis will supply Turkey with the pod variant of the AIDEWS system, the ALQ-211(V)9, which is carried externally rather than installed into the aircraft like its internal counterpart, the ALQ-211(V)4. Though the two variants offer similar capabilities and interchangeable components, the pod offers greater flexibility, as it can be installed or removed based on mission requirements. Exelis previously supplied 30 ALQ-211(V)4 systems to Turkey under a separate contract in 2009. “AIDEWS will enable Turkey to stay ahead of sophisticated emerging threats,” said Joe Rambala, vice president and general manager of the Exelis integrated electronic warfare systems business. “The contract furthers our electronic warfare strategic growth platform, as we continue to provide advanced, affordable and reliable solutions for U.S. and allied forces.”
Exelis has been producing mission-enabling EW technologies for the U.S. and global allies for more than 50 years. Along with tactical aircraft systems like AIDEWS, Exelis also provides advanced EW capabilities for large, strategic long-range aircraft including the B-1B and B-52, as well as special operations MH-47, MH-60 and AH-64D Apache helicopters.
Exelis Electronic Systems (ES) is the lead division for the company’s electronic warfare strategic growth platform and provides advanced and integrated EW solutions to protect and enable customers to perform their critical missions. Just over a week ago the Barbados Turkish Maritime Task Group departed Turkish Naval Base Golcuk to start its circumnavigation of Africa.
The task force comprises the frigates F-495 TCG Gediz, F-245 TCG Orucreis, the corvette F-511 TCG Heybeliada and the replenishment tanker A-595 TCG Yarbay Kudret Gungor Bosphorus Naval News reported.
South Africa is penned is as a definite for the group with SA Navy fleet headquarters at Simon’s town a port of call . The Denel Overberg Test Range will host the visitors for missile firing exercises in May.
Also on the task group’s mission list is maritime security and boarding training with the SA Navy in Simon’s town as well as in Lagos, Nigeria; Pointe-Noire, Congo; Luanda, Angola and Mombasa, Kenya.
Orucreis is also scheduled to take part in the Obangame Express Exercise from April 19 to 21. This is a US Naval Forces Africa at sea maritime exercise aimed at bettering co-operation among participating countries to increase maritime safety and security in the Gulf of Guinea. Its focus is maritime interdiction as well as boarding, search and seizure operations.
During the 102 day deployment the task force will navigate the African continent from west to east making 40 port visits in 28 countries. Exercises will be conducted with a number of African navies during the deployment.
It also marks the first crossing of the Cape of Good Hope by Turkish ships in 148 years. All told the mission is expected to log around 15 000 nautical miles during the deployment.
This deployment is not just a navigational and training exercise around Africa. It is also a powerful application of Turkish soft power to Africa the publication said. During the last decade Turkey realised there is more to Africa than the Mediterranean countries where Turkey had links for centuries. With the discovery of sub-Saharan Africa Turkish entrepreneurs started to do business with these countries. They were followed quickly by missions of Turkish Foreign Ministry and flights from Turkish Airlines.
As with the Italian Navy (Marina Militare) task group which did a similar voyage starting in November last year, the Turkish maritime group will also have representatives from a number of Turkish defence companies aboard who will use the vessels as a floating showcase for their products and use port visits to actively market them to local navies and defence forces.

Chinese firm China Precision Machinery Export-Import Corp. (CPMIEC) has made its first public statement on Turkey’s $3.4 billion long-range air and missile defense system, claiming that the finalization of the tender “is almost done.”
Wu Yang, the coordinator of the project, spoke at DIMDEX 2014 International Maritime Defence Exhibition in Doha, saying: “It’s almost done. We are also approaching the end in the evaluation of Turkey’s requests.”
In September 2013, NATO member Turkey chose CPMIEC, a firm that has been sanctioned by Washington, to co-produce the system, rejecting rival bids from Russian, United States, French and Italian firms.
With its provisional decision, Ankara approved the lowest offer despite worries about the Chinese system’s ultimate compatibility with NATO-owned early warning assets.
Following reactions from the West, Turkey had extended the deadline for missile system tender offers by three more months despite provisionally awarding the deal to China.
NATO and the United States have repeatedly conveyed to Ankara that a Chinese missile defense system will not be interoperable with NATO systems, even as Turkey has claimed that the proposed system will be compatible with existing systems.
