La Russie a procédé en avril aux premiers tirs de démonstration des missiles hypersoniques qui dotent les systèmes anti-aériens Pantsir, a annoncé lundi à RIA Novosti le directeur général du holding Systèmes à haute précision Alexandre Denissov.
La Russie a lancé les recherches dans le domaine des armes hypersoniques il y des dizaines d'années. Actuellement, pratiquement tous les systèmes de missiles sol-air sont dotés de missiles hypersoniques capables de voler à Mach 3-4. Les recherches sont menées en vue de porter la vitesse à Mach 5-7.
"Les travaux dans ce domaine ont substantiellement avancé et sont passés de la phase de mise au point à celle des essais réels. En avril, nous avons procédé aux tirs de démonstration qui se sont déroulés sur le polygone d'Achoulouk dans la région d'Astrakhan", a indiqué le responsable.
Selon lui, les missiles ont été tirés sur des cibles se déplaçant à une vitesse de 1.000 mètres par seconde.

"Nous sommes fiers que le rôle de pionnier parmi les systèmes de défense antiaérienne dans l'Arctique ait été attribué au système Pantsir S-1. Aujourd'hui, un détachement comprenant plusieurs systèmes de ce type est déployé dans les conditions extrêmes du nord et y effectue des tests d'aptitude au combat", a expliqué le responsable.
La nécessité d'adapter les Pantsir S-1 au climat arctique a été évoquée début 2014 par le vice-premier ministre russe Dmitri Rogozine.
Le système antiaérien de courte portée Pantsir-S1 est destiné à protéger les sites militaires et civils (centrales nucléaires, grandes usines, sites importants) ou à appuyer les systèmes sol-air de longue portée S-300 et S-400. Chaque véhicule doté du système Pantsir-S1 est capable de protéger un terrain dans un rayon de 20 km et à une altitude de 15 km.
Pantsir-S1 tire des missiles et des obus d'artillerie. Les missiles d'une portée de 20 kilomètres se déplacent à la vitesse de 1.300 mètres par seconde et sont capables de neutraliser les cibles aériennes les plus modernes (surtout les armes de haute précision). Les obus, d'une portée de 4 kilomètres, détruisent les cibles navales, terrestres ou aériennes à une altitude allant de 0 à 3 kilomètres. Le Pantsir-S est en mesure de frapper quatre cibles simultanément.

The fifth unit of Russian air defence missile units has received Iskander-M ballistic missile systems.
The Iskander-M tactical missile system was delivered to the Eastern MD (Milittary District) air-defence missile of Russian Armed Forces formation during a solemn ceremony at Kapustin Yar firing ground. The Iskander-M SS-26 Stone is a short range ballistic missile system developed and produced in Russia.
First Deputy Commander of the Eastern MD, Chief of Staff Lieutenant General Alexander Lapin and the Chief of missile and artillery troops of the Land Force Major General Mikhail Matveevsky, representatives of the defence industry took part in the ceremony.
This is the fifth missile formation and the second in Eastern MD, which has been fully equipped with modern guided missile system.
The Eastern MD missile formation received missile launchers, transporter loaders and command vehicles, life support and maintenance equipment, as well as an information center.
At the present time, crews started to practice their skills in operating guided missile systems at firing range located in the Astrakhan Region.
Trainings will finish in this September with combat exercise, after which all the formation personnel together with organic hardware will perform march by railroad transport to their permanent bases.
New Russian RS-28 Sarmat strategic intercontinental missile will be tested within two years.
Testing of Russia’s new Sarmat strategic intercontinental missile will begin within two years, the secretary to the commander of the Russian Strategic Missiles Forces said Tuesday, July 21, 2015. The RS-28 Sarmat, or Sarmatian is a future Russian liquid-fueled, MIRV-equipped, super-heavy thermonuclear intercontinental ballistic missile in development by the Makeyev Rocket Design Bureau from 2009, intended to replace the previous SS-18 Satan.
The third phase of experimental construction work is being completed today and just as the Missile Forces’ commander said not long ago, within the next one and a half or two years, we will move on to the definitive stage of testing this class of missile,” Igor Denisov told journalists.
The experimental constructive work on the new liquid-fueled Sarmat ICBM, which is to replace the Satan, began in 2011.
Earlier, a source in the defense industry told RIA Novosti that the Sarmat should enter into service between 2018 and 2020.
Sarmat’s characteristics are unknown, it is only known that the missile is to replace the world’s largest strategic missile Voyevoda (NATO reporting name – Satan). According to Borisov, the new rocker’s destructive payload will reach 10 tons.
In February 2014, a Russian military official announced the Sarmat was expected to be ready for deployment around 2020. In May that year another official source suggested that the program was being accelerated and that it would, in his opinion, constitute up to 100 percent of Russia's land-based nuclear arsenal by 2021.

Face au défi de rajeunissement du matériel militaire, le ministère russe de la Défense a mis en place une série de mesures pour rationaliser la coopération entre les forces armées et les industriels de la Défense. Une de ces mesures, et pas des moindres, est l’établissement du « Jour unifié ». C’est le jour spécifique consacré à la remise du matériel neuf et modernisé aux forces armées par les industriels.
Jusqu’alors, les constructeurs étaient libres de choisir la date de remise du matériel selon leur cadence de production planifiée pour l’année en cours. En réalité, les fabricants tardaient souvent jusqu’au mois de décembre, afin de réduire les frais de mise en service, rattraper le retard accumulé au cours de l’année et éventuellement corriger les problèmes au dernier moment. L’armée russe se trouvait alors avec un important volume de matériels, véhicules et équipements, à recevoir à la veille de la fin d’année.
Désormais, chaque trimestre, un jour spécial a été désigné et baptisé « Jour unifié », pour remettre à l’armée le matériel produit dans le courant du trimestre précédent selon la planification annuelle. Dans la première édition du « Jour unifié », le 17 avril 2015, supervisée par le haut commandant des forces armées, Vladimir Poutine en personne, une importante quantité de matériel destinée à l’armée de terre a été présentée par les industriels russes. Parmi lesquels 341 véhicules blindés, poids-lourds et engins spécialisés, dont 24 véhicules blindés de combat d’infanterie BMD-4M et véhicules blindés de transport de troupes BTR-MDM destinés aux troupes aéroportées, 10 VBTT BTR-82A, 10 véhicules blindés multirôles à roues Tigr-M, ainsi que 483 systèmes de parachutage de différents types, 5 drones légers Takhion, 1 900 postes de transmission, 70 000 armes et équipements et un radar de contre-batterie Zoopark-1M. Parmi les systèmes d’armes modernisés, figurent 60 chars de combat et pièces d’armement lourd, 36 lance-roquettes multiples 2B17M Tornado-G et 24 missiles balistiques.
L’édition qui clôt l’activité du deuxième trimestre, qui a eu lieu le 16 juillet dernier, a mis en évidence des problèmes de livraison. Si certains semblent liés aux sanctions économiques et à l’arrêt des fournitures en matériel militaire à la Russie, d’autres sont liés à une mauvaise organisation, voire à la fraude. Pour les premiers cas, le ministère reste très ouvert avec la mise en place du réseau des industriels pour pallier le manque d’approvisionnement en Occident et en Ukraine. Pour le cas de fautes dues aux fabricants russes, il n’hésite plus à appliquer des pénalités, voire même des ruptures de contrat. Le ministère des Finances, après analyse, a mis en lumière certains cas de détournement de fonds, où les dirigeants des usines détournaient une partie des sommes prévues par le contrat avec le ministère à des fins personnelles, comme l’octroi de prêts à taux zéro personnels, le remboursement de crédits ou le paiement de services de sociétés offshore étrangères. D’après le résultat des deux premiers trimestres 2015, le volume des contrats qui subissent du retard est estimé à 164 milliards de roubles (29 milliards de dollars). Néanmoins, lors de cette deuxième édition, plus de 4 500 engins blindés, véhicules divers et systèmes d’arme ont été remis aux forces armées par les industriels : parmi lesquels 34 véhicules concernent les unités de missiles stratégiques, 155 véhicules blindés pour les unités de chars, d’infanterie et les paras, 18 systèmes antiaériens S-300V4, 95 missiles antiaériens et 63 aéronefs tous types confondus.
La prochaine édition du « Jour unifié » sera fixée ultérieurement, sans doute dans le courant du mois d’octobre.
Dans deux communiqués de presse publiés le 16 juillet 2015, Sukhoï annonce la livraison à la Russie de lots de chasseurs Su-34 et Su-35S.
Selon Sukhoï, l'usine de Novosibirsk, qui produit le bombardier Su-34, tourne à plein régime. La livraison du Su-34 Fullback doit se poursuivre jusqu'en 2030. Selon certaines sources, une cinquantaine de Su-34 seraient actuellement en service dans l'armée de l'air russe.
Le Su-34 est un appareil biplace dérivé du Su-27 Flanker, spécialisé dans l'attaque au sol. Son développement a duré plus de 20 ans du fait d'un faible niveau de financement et d'un cahier des charges remanié à plusieurs reprises. Selon Sukhoï, le Su-34 a un rayon d'action de 4 000 km et peut emporter jusqu'à 8 tonnes de charge utile.
Le Su-35 est la dernière évolution du Su-27 Flanker. L'appareil dispose d'une nouvelle avionique et de nouveaux systèmes de combat. Sukhoï le qualifie de chasseur de "4ème génération ++". La capacité d'emport en carburant est 22% plus importante que pour le Su-27. La motorisation a également été modifiée et le Su-35 dispose de tuyères mobiles destinées à accroitre sa manoeuvrabilité.
En 2009, l'armée de l'air russe avait commandé 48 Su-35S devant être livrés avant la fin 2015. Un second lot de 48 appareils devant être livrés avant 2020 a également été évoqué.

During the latest Russian naval defense exhibition in the city of Sevastopol on the Crimean Peninsula,. Russian defense industry has showcased its new Platform-M combat robot which can be used both for patrolling and attacks.
According to its developer, Progress Scientific Research Technological Institute of Izhevsk, Platform-M can be used “for gathering intelligence, for discovering and eliminating stationary and mobile targets, for firepower support, for patrolling and for guarding important sites. The unit's weapons can be guided, it can carry out supportive tasks and it can destroy targets in automatic or semiautomatic control systems.”
It’s equipped with optical-electronic and radio reconnaissance locators, which enable the Russian robot to perform combat tasks during the night without unmasking itself. Platform-M is a universal platform that can be supplies “with a variety of defensive chassis and weaponry,” the developer added.
The Platform-M robot can perform tasks during the night and is armed with Kalashnikov assault rifle made in Izhevsk and four grenade launchers.
Russia’s armed forces have conducted war games with the participation of new Platform-M combat robots. In the course of the exercises by the Baltic Fleet, which took place in mid-June near Kaliningrad, the robotic combat platforms, armed with grenade launchers and Kalashnikov rifles, saw their first action, executing their military missions alongside their live colleagues.

Les ouvriers des chantiers navals de Saint-Nazaire souhaitent que les BPC Mistral qu'ils ont construits pour la Russie y soient livrés "le plus rapidement possible".
A l'heure actuelle, les frais de gardiennage et d'assurance des deux navires en question sont compris entre "un et un million et quelques euros" par mois, selon le patron du constructeur naval DCNS Hervé Guillou cité par Le Point.
Le premier des deux navires, le Vladivostok, devait être initialement remis à Moscou à la mi-novembre 2014, tandis que le second, le Sébastopol, devait théoriquement être livré à la Russie à l'automne 2015. Fin novembre dernier, Paris avait annoncé le report "jusqu'à nouvel ordre" de la livraison du Vladivostok, en raison de la situation en Ukraine.
Lundi 28 juillet, le président français François Hollande a promis de prendre "dans les prochaines semaines " sa décision sur la livraison à la Russie des porte-hélicoptères Mistral. Selon Jean-Claude Blanchard, conseiller municipal à Saint-Nazaire contacté par Sputnik, les autorités françaises semblent "ne pas savoir exactement ce qu'elles feront de ces bateaux".
"En France, nous allons de revirement en revirement. Notre ministre de la Défense assurait que les bateaux ne seraient pas remis à la Russie. Aujourd'hui on apprend que François Hollande prend quelques semaines de réflexion", indique M.Blanchard, membre du Front national.
D'après l'interlocuteur de l'agence, les ouvriers des chantiers navals et la population nazairienne "ne comprennent pas ces revirements".
"Je pense que François Hollande est complètement perdu en ce moment. Nous avons perdu des contrats à cause du boycott contre la Russie pour les agriculteurs, les agriculteurs ont perdu des exportations. Et ici, nous ne comprenons absolument pas ces revirements sans arrêt de la politique de M. Hollande sur les Mistral", indique-t-il.
"Ces bateaux ont été commandés par la Russie, ils ont été payés par la Russie, nous ne sommes pas en guerre contre la Russie. Donc, ici, nous souhaitons tous que ces bateaux soient livrés le plus rapidement possible", souligne le responsable.
Toujours selon lui, les éventuels travaux de démantèlement des deux navires coûteraient "vraiment trop cher" à la France.
"Et en plus, réduire à néant le travail de trois ans des salariés nazairiens, nous ne voyons pas de raisons", conclut M.Blanchard.

During the period of its stay in the Northern Fleet from November last year, the submarine successfully performed its submersion to the maximum depth and the check of its armament and technical means while carrying out live torpedo and missile launches in the Barents Sea, the spokesman said.

Une décision devait être prise dans « les prochaines semaines », avait affirmé, le 31 juillet, le président Hollande au sujet des deux Bâtiment de projection et de commandement (BPC) de type Mistral dont la livraison à la Russie fut suspendue jusqu’à « nouvel ordre » en novembre 2014.
Finalement, et comme l’avaient indiqué les médias russes, un accord a bel et bien été trouvé entre Paris et Moscou pour régler définitivement ce dossier.
En effet,un communiqué de l’Élysée diffusé ce 5 août a indiqué que François Hollande et son homologue russe, Vladimir Poutine, ont trouvé un compromis concernant ces deux navires.
Ainsi, selon le texte, la France aura « la pleine propriété et la libre disposition » des BPC Vladivostok et Sébastopol, actuellement à quai à Saint-Nazaire, où ils ont été assemblés par le chantier naval STX France.
Et la Russie sera « exclusivement et intégralement remboursée des sommes avancées au titre du contrat ». De plus, « les équipements russes qui ont été installés sur les bâtiments seront restitués ». Aucun montant n’a été précisé mais la somme de 1,2 milliards d’euros a été avancée par plusieurs sources russes.
En clair, cela veut dire que Paris aura le droit de revendre ces deux BPC à un autre client. La Marine nationale ne devrait pas en bénéficier : le Livre blanc sur la défense de 2013 et la Loi de programmation militaire (LPM) 2014-2019 fixe à 3 le nombre de navires de ce type qu’elle doit mettre en oeuvre. Or, elle dispose déjà des BPC Dixmude, Tonnerre et Mistral.
Les présidents français et russe « se sont félicités du climat de partenariat amical et ouvert qui a marqué les négociations » et « se sont accordés sur le fait que, désormais, ce dossier était clos », conclut le communiqué de l’Elysée.
Pour rappel, la Russie avait commandé deux BPC à la France en 2011 pour 1,2 milliard d’euros. Seulement, avec la crise en Ukraine, où Moscou est accusé de soutenir les séparatistes ukrainiens du Donbass, le président Hollande avait décidé d’ajourner la livraison du premier navire, qui aurait dû avoir lieu en novembre 2014.

The Russian military is planning to redeploy four armored trains which had been decommissioned on the order of a former defense minister, putting them back in service as a potentially useful tool in local conflicts as well as to aid with prompt railway repair operations, Izvestia newspaper reports. The four trains in question – Baikal, Terek, Amur and Don – were used in troop support missions in the North Caucasus from 2002 to 2009 as part of the specially formed division of the Russian Railway Troops. After the completion of the active phase of anti-terror operations in Chechnya, the Ministry of Defense, under the leadership of Anatoly Serdyukov, decided that the trains had expended their use. On the orders of Serdyukov, the arms on the train were dismantled and the cars were sent off to depots.
However, an anonymous source in the Ministry of Defense told Izvestia newspaper that the orders had not yet been implemented, following his sudden dismissal three years ago.
The new minister, Sergey Shoigu, who has personally witnessed the usefulness of the armored vehicles, reportedly decided to reverse Serdyukov’s orders, and has opted to return the trains to active service.
In service, the armored trains proved to be irreplaceable in their line of work, namely to offer a reliable escort for troops and provisions, but also for dismantling mines on the tracks as well as rebuilding damaged rails. Trained troops travelling aboard such a train are capable of restoring the rails within hours.
While the packaging of each particular armored train varies, all four trains bear common characteristics and have platforms dedicated to transporting heavy machinery such as tanks and infantry fighting vehicles.
Two train cars usually carry anti-aircraft twin-barreled auto cannons in addition to cars designed to protect infantry should it come under hostile fire. Some cars have special towers equipped with automatic grenade launchers and machine guns. Each of the trains carries at least one car-load full of construction materials.

New 11th Air Force and Air Defense Army established in Russia's Eastern Military District
Russia has established an Air Force and Air Defense Army in its Eastern Military District that will perform exercises in the Sea of Japan and the Pacific Ocean, press-secretary for the regional command, Col. Alexander Gordeyev, said Friday August 7.
The new air force army is equipped with Russia's latest aviation technology, including Su-35S, Su-30SM, and Su-30M-2 fighters, Mi-8AMTSH and Ka-52 helicopters, while the new air defense army is equiped with the anti-aircraft missile systems S-300, S-400, and Tor-M2U.
The reorganization was instigated to improve the effectiveness of the Russian military's command and control, as well as improving the organization of peacetime activities and troop-mobilization planning.
"The 11th Air Force and Air Defense Army was formed in the Eastern Military District. It is composed of formations and military units of the 3rd Air Force and Air Defense Command, stationed in the Far East and Eastern Siberia," Gordeyev was quoted as saying by the Russian Defense Ministry.
The airspace of eleven of Russia's federal subjects and more than 22 thousand kilometers (13.7 thousand miles) of its land and maritime borders fall under the new unit's responsibility.
"The pilots are performing combat training missions in the gulfs of the Seas of ??Okhotsk, Japan, Chukchi, and the East Siberian Sea, in the Pacific Ocean and in the Arctic zone of responsibility of the Eastern Military District", the Russian Defense Ministry said.
The Eastern Military District is one of the four operational strategic commands of the Russian Armed Forces. The district was formed by a Presidential Decree, signed in September 2010.

GAZ Group about to start mass production of Russian military's future Volk armored vehicle
The Volk ("Wolf") armored mobility vehicle is currently undergoing experimental tests at the Arzamas Machinery Plant, the company’s press office reported. The vehicle was ordered by the Russian Defense Ministry and developed by Military Industrial Company, a military division of the GAZ Group. The Volk has modular design which allows for various modules to be set up, depending on the purpose.
It is also equipped with independent hydro-pneumatic suspension with height adjustment.
The protection index of the new vehicle is higher than that of the Tiger armored vehicle which is currently in operation. The Volk also outperforms its predecessor in off-road performance. It designed to have up to 20 seats, two times more than the Tiger.
One of the Volk’s main features is its capability to be equipped with a combat module. Such a modification will be used strictly by the military and law enforcement agencies.
After all required tests are completed, mass production of the vehicle will start, the company said.
The Volk is one of the first Russian armored vehicles assembled only from domestic-produced parts and designs.
Currently, four different modifications of the vehicle have been developed: VPK-3927 (basic version with protected cabin and separate armored functional back module), VPK-39271 (with one integrated module), VPK-39272 (cargo and personnel transport version), and VPK-39273 (with extended transportation module).
The weight of the vehicle ranges from 7,500 to 11,500 kilograms (depending on the version and armor). The Volk can reach speeds of 120 kmh. It has an operational range of 1,000 kilometers. The vehicle can be armed with lethal weapon systems, anti-tank missile launchers, short-range air defense systems, and fire support weapons.

First production-standard Il-112V transport aircraft to be built in 2017

The first production-standard Ilyushin Il-112V transport aircraft is set to roll off the line at Voronezh Aircraft Plant in the first half of 2017, United Aircraft Corporation (UAC) announced on 10 August.
The announcement comes eight months after Russian state media disclosed that the defence ministry is to sign a production contract for the aircraft later in 2015, with two prototypes to be built in 2016.
With production of the assembly line now under way at the Voronezh Aircraft Plant, about 400 km south of Moscow, negotiations for a production contract for the twin-turboprop are now in their final stages, the plant's CEO Dmitry Prishvin reportedly said.
While the Voronezh Aircraft Plant will lead production, the manufacture of some of the aircraft's components will be shared with Aviakompozit, Aviastar-SP, Aviaagregat, and CAPO-Composite.
The Russian Air Force is expected to receive 62 Il-112V aircraft, with deliveries due to start in 2018.
The Il-112V has been a long and protracted programme for Russia, with Ilyushin having been selected to design the aircraft as a replacement for the Soviet-era Antonov An-26 'Curl' more than a decade ago. Having been selected in 2003, Ilyushin was deprived of funding in 2010 when the government cancelled the programme. In 2014 it was revived by Deputy Defence Minister Yury Borisov, who said it was needed along with the Antonov An-140 to replace the An-26.
The Il-112V will have an estimated payload of about 5 tonnes, a cruise speed of 300 kt, and a range of about 1,200 km.

Russia plans to form new 1st Tank Army and 20th Combined Army by December 1 The Russian Defense Ministry is in the process of creating new, expanded armies, said the Russian news agency TASS today, August 11. In addition to the 14th and 6th Air Force and Air Defense Armies created in the Western Military Disctrict, Russia is also forming the 1st Tank Army and the 20th combined army by December 1.
In the Western Military District the Russian Defense Ministry plans to create a new tank army by December 1 and another, 20th combined army, will in fact be formed anew. As a senior source at Russia’s General Staff told TASS earlier, most of the units that have been organic to the 20th combined army are being transferred to a newly-created tank army and will have to be replaced by new ones.
The 1st Tank Army will incorporate the Tamanskaya Mechanized Infantry Division and the Kantemirovskaya Tank Division, as well as the 27th Sevastopolskaya Mechanized Infantry Brigade and the 6th Tank Brigade.
"Reformatting the 20th Combined Army, which has been stripped of most of its combat units, is a more complex task," the source said. "At the moment it has incorporated the 9th tank brigade in Nizhny Novgorod. Other tank and mechanized infantry brigades for that army are being formed."
The 1st and 20th armies will have one reconnaissance and one air missile brigade, as well as a logistics brigade, missile and artillery units a helicopter regiment and other units, including reconnaissance and attack drone units. Both will be armed with new generation armoured vehicles - Armata platform-based tanks and the mechanized infantry combat vehicle Kurganets.
Another tank army will be formed near Moscow by December.
"This work is already in progress," a source at the General Staff said. "Research is underway into the locations of control centres and the combat potential and strength of the units. No official documents for creating a second tank army have been signed yet, though," the official added.
Earlier, Airborne Troops Commander Vladimir Shamanov said that on the basis of Russia’s paratroops a rapid reaction force was to be created. The force would have a dual capability of operating on its own or in combination with ground troops.
"We have plans for building up the strength of our airborne and airborne assault divisions to three regiments," Shamanov said. A source at the General Staff told TASS the strength of airborne troops would grow from 45,000 officers and men to 60,000.

Russia unloaded more military equipment in Arctic zone of country's Eastern Military District
Russia is progressing in the development of the military towns’ infrastructure on Cape Schmidt and Wrangel Island in the Arctic zone of Russia’s Eastern Military District, which will be completed in 2015. The "Abakan" ship transported a large batch of materials for construction to the Artic responsibility zone of the Eastern MD.
At the moment, the ship has finished disembarkment of goods on the Schmidt Cape and is reaching the Wrangel Island, the Russian Defense Ministry announces today.
The vessel will transport more than 4,500 tons of materials for construction military infrastructure on the Schmidt Cape and the Wrangel Island.
To protect Russia’s interests in the Arctic, the Joint Strategic Command was formed in 2014 in the polar zone on the basis of the Northern Fleet. Force groupings, combined in the Joint Task Force, have already been formed on the Novaya Zemlya, New Siberian Islands, Wrangel Island and Cape Schmidt. The "North" Joint Strategic Command responsibility area includes the North Pole. The Defence Ministry is building a total of 6 military towns in the Arctic, including on the Chukchi Sea coast and in the area of the Amderma settlement, which will make it possible to control the Northern Sea Route. Head of the Russian National Defence Control Centre Mikhail Mizintsev said previously that Russia is building in the Arctic 13 airfields, 1 aviation range and 10 positions of radar units and air guidance stations.
Russia’s President Vladimir Putin said previously that the formation of the Northern Fleet Joint Strategic Command has enhanced security in the Arctic, promoting modernisation of military infrastructure in this important for Russia region.
The Arctic Joint Strategic Command was launched on December 1, 2014. It was formed on the basis of the Northern Fleet. A Russian Defence Ministry source told TASS previously that a self-sufficient troops group would be formed in the region by 2018. It will comprise, in particular, an air force and antiaircraft defence army the creation of which was announced by Chief of the Russian General Staff Valery Gerasimov.
In addition, two separate motorised infantry brigades are being formed. The new command, based on the Northern Fleet and headquartered at Severomorsk, will acquire military, naval surface and strategic nuclear subsurface, air force and aerospace defence units, assets, and bases transferred from Russia's Western, Central, and Southern (but not Eastern) Military Districts, with which it will, importantly, be on a par. The creation of the new command was ordered by Russian President Vladimir Putin on 24 November. The Northern Fleet will be absorbed in its entirety into the command, together with substantial elements of the 1st Air Force and Air Defence Command.

Armour experts sceptical over T-14 'invisibility' claims

Armour specialists from both Russia and the United States are sceptical of recent claims made by the enterprise that produces Russia's new T-14 Armata MBT that the tank is essentially "invisible" to radar.
The claim was made by the director of the Nizhi-Tagil-based UralVagonZavod (UVZ) plant, Vyacheslav Khalitov, on Ekho Moskvy radio on 3 July.
"We essentially made the invisible tank," said Khalitov. He also elaborated on the tank's internal arrangement, stating that key "emitters" that normally make other tanks vulnerable to current-generation anti-armour weapons are fitted as far as possible into the interior of the Armata to reduce its infrared (IR) signature.
About the tank's own radar signature, Khalitov said the T-14's hull is coated with special radar-absorbing paint and other materials and appliqués that make it difficult to be detected.
However, US specialists with many years of experience in the design of current-generation armour and Russian experts on former Soviet programmes that were designed to reduce AFV signatures both expressed doubts.
A retired US army flag-rank officer who was involved at the senior levels of AFV development - including that of General Dynamics' M1 Abrams MBT - has analysed the T-14 design and other claims regarding its signature reduction and told IHS Jane's , "These claims would have to be proven. Placing heat-generating components 'deep inside' in the vehicle won't help; modern thermal technology is very sensitive and when the tank is moved, or a weapon is fired, or a person is exposed, the thermal signature will light up. Plus, no matter where the engine is, when an engine big enough to move a 40- to 50-ton tank is fired up, it will have a signature."
Russian specialists familiar with radar signature reduction techniques told IHS Jane's that "most of this kind of research in Russia has been performed with an eye towards application to aircraft - in order to reduce a signature as seen from another aircraft's radar set or a SAM [surface-to-air missile] radar station. This technology is not optimised for protecting ground targets from air-to-surface attacks.
"What you are trying to do in reducing a radar return for these scenarios is also very different," one said. "For airborne targets you are trying to reduce an RCS [radar cross-section] to make a lock-on more difficult. For ground targets you would be trying to make a tank indistinguishable from ground clutter. These two do not necessarily overlap in how you approach them."
In a radical departure from Soviet and Russian tank designs that date back to the Second World War, the T-14 has a modular internal arrangement that separates the crew from the tank's main gun and the ammunition storage compartment. This layout has been proven in tank designs developed by other nations to significantly enhance the survivability of the crew.
Noting the Russians had "finally separated ammo from people", the retired US Army officer said this was "something we did 40 years ago with the Abrams", but added, "The comments [from UVZ] about gun, ammo, and fire control are interesting. The Russians have lagged us forever in these areas. Some of that was doctrinal-based as the way they planned to fight a close battle based on mass and rapid firing at short range, where precision fire control was not so critical. As we saw in Gulf War One, we had almost a two-times range advantage over them.
"But I think some of the reason for the technology gap was/is because what we do in our industry is hard to design, build components for, and manufacture to a level of precision and robustness that a combat system requires."
In addition to its signature reduction modifications, the T-14's other self-protection features include a new-generation self-protection system that integrates its Malachit exploding dual-reactive armour with an active protection system, designated Afghanit, that employs a millimetre wave radar to track incoming anti-tank weapons and initiate countermeasures. The T-14 also relies on composite, layered armour similar to that used in the M1.

According to the Vedomosti newspaper citing defense and industry sources, the contract may amount to 100 billion rubles ($1.6 billion at current exchange rate).
Earlier this year, Russian media reported that the Sukhoi aircraft manufacturer, a subsidiary of UAC, was planning on transferring 14 Su-35S fighter jets to the Russian Defense Ministry this year.
According to military expert Konstantin Makienko cited by Vedomosti, this deal will be the largest one for the Russian Air Force since 2012, when it signed contracts for the delivery of 92 Su-34 bombers and 60 Su-30SM fighter jets.

"In this new product of the Sozvezdiye concern the parts and components will be renewed and upgraded in line with the import substitution policy requirements and a number of the system’s parameters improved. The range and data processing capabilities will be enhanced, types of modulation and algorithms of adaptation to jamming will be updated. Also, there will emerge special options for transmitting brief messages and video data," the source said. Future equipment will be compatible with various types of data transmission means depending on specific conditions: radio waves, wire, optical fiber lines and their combinations. "The system will automatically identify any communications disruptions in the channel and will be able to restore lost contact without operator interference. The high degree of automation will enable personnel to focus on combat tasks without being distracted to communication process technicalities," the source said. Earlier, the head of the Vysokotochnyie Kompleksy (High Precision Complexes) holding company, Alexander Denisov, said the Russian armed forces would have the Pantsir-SM complex at the end of 2016, early 2017 at the latest. The system will be armed with a new high-speed missile already tested at the Ashuluk test site. Pantsir-S1 was developed in 1994 for providing protection to small ground facilities from air strikes. It has been exported to a number of countries, such as Iraq, and the United Arab Emirates. Talks are in progress on their sale to Brazil.
