Exercice de défense aérienne multinationale est organisé périodiquement dans la soi-disant «Initiative 5 + 5" , un accord de 2004 qui a opposé les pays de la Méditerranée occidentale à promouvoir la coopération en matière de politique de sécurité et de défense, telles que la surveillance maritime , la formation, la défense civile, de recherche et de sauvetage, la surveillance et la défense de l'espace aérien .
En particulier, au cours de la circaète - qui a été lancé aujourd'hui par le commandement des opérations aérienne à Poggio Renatico , dans la province de Ferrare - sera simulé procédures d'interception avec la chasse et des avions de transport .
L'objectif, en bref, est de promouvoir l'adoption de procédures communes et de former en un commandement conjoint responsable - dans les pays concernés - les opérations aériennes.
Procédures communes à adopter aussi par les structures de commandement et de radars de contrôle et de surveillance, ainsi que les pilotes et le personnel des bases de l'armée de l'air en cas de manipulation soi-disant "Renegade", ou des avions civils arrivant ou transitant espace aérien national de la dont la conduite est potentiellement dangereux pour la sécurité nationale en raison d'une possible attaque terroriste.
The “Circaete 2014”, a multinational air defense exercise, was carried out on October 28th and 29th under the lead of the Italian Command of Air Operations (Poggio Renatico, Ferrara). This periodic exercise falls within the so called “Initiative 5+5”, an agreement signed in 2004 by Nations of the western Mediterranean sea, with the intent of enhancing cooperation on topics pertaining to common defense and security, such as maritime surveillance, training, civil protection, search and rescue and, as in this case, airspace surveillance and defense.
This year the exercise is led by the Italian Air Force, involving assets and personnel from other seven Nations (Algeria, France, Libya, Morocco, Portugal, Spain and Tunisia). The aim of the exercise is to foster the adoption of shared procedures and to train the Commands in charge with Air Operations, as well as the C2 and radar surveillance structures, the pilots and air defense bases, to cope with “Renegade” threats, i.e. civilian aircraft flying into a national airspace, suspected of being under control of terrorists, thus posing a threat to the national security.
“Flexible and highly technological assets, professionalism, standardized and certain procedures and rules of engagement, a univocal chain of command: these are the essential tools for an effective response towards any threats coming from the sky” said the Chief of the Italian Air Force, Lt. General Pasquale Preziosa, who is responsible for the national air space defense and surveillance towards the Italian Government. “The recent air alerts proved the air defense and security system both necessary and effective: in case of an alert, we have an organization able to provide an immediate intervention to keep the population safe. Each time we take off, even during training missions as these or under NATO control, we provide security and are a credible deterrent for those thinking to reach our home”.
The Italian Air Force, which planned and led the event, took part with various assets: the entire operation has been supervised by the Command of Air Operations in Poggio Renatico (Ferrara), where representatives of the participating Nations, together with the Italian Air Force personnel, directed the exercise. Three IT.A.F. air bases (4th Wing in Grosseto, 36th Wing in Gioia del Colle and 37th Wing in Trapani) were the focuses of the exercise, with their assigned Eurofighters taking off in just a few minutes from receiving the order to “scramble”, i.e. immediate take-off after an alert, to intercept and escort a suspect “Renegade” aircraft outside of the national air space or towards a designated airfield. A transport aircraft of the 31st Wing (Ciampino) played the role of the “Renegade”, flying across the air spaces of Italy, France, Libya and Tunisia during the exercise. All flight activity took place within specific training areas and routes, defined together with all the participating countries and with the civilian Air Traffic Management agencies.
