Over 100 Russian Northern Fleet Ships, Subs Take Part in Barents Sea Drills

Over 100 military ships, nuclear and diesel submarines, as well as auxiliary vessels of the Russian Northern Fleet took part in large-scale exercises in the Barents Sea and its southern inlet, the White Sea, the fleet's press service said Saturday.

MOSCOW (Sputnik) — The Northern Fleet deployment training was taking place during the day, by the evening most of the ships, submarines, and auxiliary vessels, as well as units of the land and coastal forces, air defense divisions returned to places of permanent deployment, according to Capt. 2nd Class Andrei Luzik, the acting head of the Northern Fleet’s press service. Commander of the fleet, Vice-Admiral Nikolai Evmenov personally observed the sea deployment exercises.
"Land and coastal troops were raised on alarm. The personnel of the marine brigade and the separate motorized rifle brigade carried out a march to the areas of concentration of military equipment. The training involved more than 1,000 units of military vehicles," Luzik explained.

Servicemen of the 45th Air Force and Air Defense Army of the Northern Fleet also took part in the drills with more than 30 aircraft involved, the press service acting head noted. Anti-aircraft missile regiment of Kola Peninsula has been deployed in the designated area to defend the fleet from the aerial attack of the hypothetical aggressor, Luzik added.

Russian Long-Range Bombers Ramping Up Sortie Rate During Operation In Syria
(Source: TASS-Defense; published July 22, 2016)

Armée Russe / Armed Forces of the Russian Federation - Page 19 Tu2210

MOSCOW --- Russian Aerospace Force (RusAF) Tupolev Tu-22M3 (NATO reporting name: Backfire) supersonic long-range bombers have conducted as many as three group sorties in July as part of the ongoing operation against terrorist groups in Syria. In all probability, Russia’s top brass deemed it less expensive and safer to clobber the terrorists from Russian airspace than to return the large air task force to Khmeimim air base, according to the Gazeta.ru online hews portal.

The long-range bombers have operated mostly in the vicinity of Palmyra and the towns of al-Sukhnah, Arak and al-Taibah in Homs province. According to the Russian Defense Ministry, the video recorders have filmed the elimination of two control centers, manpower and sheltered vehicles of the Russia-banned Islamic State terrorist group this time round. To develop the targets, the military stepped up its intelligence, surveillance and reconnaissance (ISR) efforts.

ISR operations in the area, including the use of reconnaissance satellites, were redoubled to expedite the developing of terrorist targets and pinpoint them in a more accurate manner. The increased ISR operation tempo allowed revealing and engaging new targets in real time. The RusAF’s long-range bombers conducted their preceding air strikes against the Islamists on July 12 and 14. The Defense Ministry reported that the RusAF had increased its optempo against the targets of the terrorist groups operating in Syria.

Gazeta.ru’s source in the RusAF said in March after the withdrawal of the bulk of the Russian task force from Syria that the militants might become more active in mid-summer and the aircraft might have to return to Khmeimim AB to continue their operations out of it. However, it seems that the General Staff decided to use other tactics to fight the terrorists.

The bombers have started flying combat sorties from Russia instead of the tactical aircraft having to get back to Syria along with the associated problems, e.g. replenishment of their ammunition stockpile, petroleum, oil and lubricants (POL) and fuel and payment of the combat pay to the flying and ground crews on deployment.

Russian President Vladimir Putin said in spring that the operation in Syria required certain spending, but most of the money spent was the one of the Defense Ministry - around 33 billion rubles ($500 million) earmarked for combat training and exercises in 2015. "We have simply switched the resources over to the task force in Syria," the president explained then.

News came in early 2016 that the Defense Ministry’s budget faced a 5% reduction. Deputy Defense Minister Tatyana Shevtsova, who is charge of finance, explained that the reduction would not affect the armament acquisition program and personnel benefits, but the spending on repair, construction and logistics would be cut. Thus, the Defense Ministry must have concluded that it is cheaper to continue the air crews’ combat training in Russia and use long-range bombers as part of the training to accomplish combat missions without having to shell out for shipping the materiel to the hot spot and for the combat pay for the troops on a temporary duty assignment there.

In addition, considering that a helicopter was downed near Palmyra two weeks ago, it is dangerous to fight in the area’s airspace, and it is the targets in this area that the Tu-22M3s have been attacking over the past two weeks.

The official cost of a Tu-22M3 long-range bomber sortie from Russia to Syria is unknown. Apparently, it is a sum of the costs of the POL, the crews’ pay, navigation support, aircraft service life and weapons delivered.

Lt. Gen. Mikhail Oparin, former Long-Range Aviation commander, believes that the using of Tu-22M3s against targets in Syria is reasonable and well-thought-out, all the more so that operating out of our own airspace is easier. He noted that the supreme commander-in-chief’s concept of operation had to be known before a more accurate assessment can be made.

Presumably, the aircraft used now are the latest version. According to Lt. Gen. Oparin, gravity bombs delivered from an altitude of 10,000 m have a circular error probable (CEP) of 30-50 m at the most. To cap it all, you do not have to deploy warplanes, ammunition and, first and foremost, fuel to Syria.

Air attacks on Islamic State terrorists far away from Russia’s border are a natural way to use long-range aircraft in battle. As for the material costs, the air crews need flight and bombing training in peacetime anyway. While bombing the terrorists in Syria, they have been using up about the same flying life of the airframes and engines and the about same amount of avgas, ammunition and other materiel. The bomb load per plane increases considerably on combat sorties compared with training ones.

Nevertheless, the free-fall bombs used now are less expensive than air-launched long-range precision-guided missiles are.

Using the stockpile of gravity bombs and manufacturing more of them do not cost much, and the combat missions of the long-range bombers are just marginally more expensive than their training sorties. Thus, the costs of the fighting in Syria is just little pricier than ordinary combat training. Flying the bombers out of their home bases is cheaper, too, than providing logistic support for an air task force far away from home.

According to the Defense Ministry, Sukhoi Su-35 (Flanker-E) fighters deployed in Khmeimim AB have escorted the Tu-22M3s. The military re-emphasized that the international coalition had been notified of the time and transit corridors in advance to facilitate air safety. However, the long-range bombardment of the Islamic State in Syria out of Russian airspace benefit us in political terms as well, because in this case, the international community is not concerned about the return of the Russian military to the Middle East, according to the Gazeta.ru news portal. -

Russian troops launch aerostatic balloon over Ukraine’s border with Crimea

According to Oleg Slobodyan, Assistant Head of the State Border Guard Service, at about 9 a.m., Ukrainian border guards spotted an aerostatic balloon at the border line with Russian-annexed Crimea.

The device was spotted at the distance of approximately 1 kilometer from the border with Kherson region, southern Ukraine.

‘The object doesn’t move; perhaps, it was launched for means of video surveillance. It’s still up in the air’, Slobodyan said.

Russian Navy Creates Spetsnaz Units to Hunt for Enemy Saboteurs

wo special units are being created as a part of Russia's Naval Fleet which are designed to detect the enemy saboteurs in Russia's coastal and littoral waters as well as undertake reconnaissance in an enemy-controlled territory, izvestia.ru reported.

The newly created military units are being equipped with "Raptor" boats which can be used during the storm and develop speed up to 80 km/h. The soldiers will also use unmanned flying machines "Tachyon" which can detect the enemy at the depth of several meters.

"There are two new units being created now. One in the Pacific, the second in Crimea," a representative of the Russian Defense Ministry told the newspaper.

According to the spokesman, both squads are experimental, with their main task being to protect the coast from the enemy sabotage and deploy reconnaissance groups in an enemy-controlled territory.
As director of the Center for Strategic Study Ivan Konovalov told the newspaper, coastal and littoral waters have long been actively used by special forces around the world.

"To protect the entire coast is very difficult, so it is quite convenient to deploy unnoticed reconnaissance and sabotage groups to the territory controlled by the enemy and raid its coastal facilities," Konovalov said.

According to the expert, there are three similar groups in the US Navy equipped with special boats for operations in coastal and littoral zones. The UK armed forces also have so called SBS boat groups (Special Boat Service) which operate at the shore and undertake covert reconnaissance, intelligence gathering and other activities.

BTR-82A Armored Vehicles First Used During Russian Drills in Tajikistan

ussian troops used the BTR-82A armored personnel carriers for the first time during drills in Tajikistan, an aid to the commander of Russia's Central Military District said Tuesday.

MOSCOW (Sputnik) — There is a number of significant differences between the new BTR-82A and their predecessors, the commander noted. The armored vehicles’ firepower has been increased due to a 30-mm aircraft cannon being installed, while high angle barrel lifting allows for a more efficient attacks in mountainous areas.
“Soldiers stationed in Tajikistan as part of the 201st Military Base used the new BTR-82A for the first time during maneuvers in the foothills of the Eastern Pamirs,” Col. Yaroslav Roschupkin told reporters.

The motorized infantry troops managed to strike targets at a distance of 1.2 kilometers (0.75 miles) and 1.7 kilometers on complex terrain, Roschupkin added.

Russian Navy to Create Special Icebreaker Fleet to Protect Interests in Arctic

The Russian Navy will create a special group of icebreakers for the protection of islands along the country’s Arctic coast, the Russian Izvestia newspaper reports.

MOSCOW (Sputnik) – The new fleet of military icebreakers will also likely include ice-class ships capable of carrying artillery and missile weaponry, the newspaper said on Friday.

ast month, Rear Adm. Igor Zvarich, the Russian Navy's technical department chief, said that a new generation of Russia's diesel-electric icebreakers, the Ilya Muromets-class, could go into mass production.
Also in June, the lead icebreaker of Project 21180, the Ilya Muromets, was launched at the Admiralty Shipyards in St. Petersburg. It is the first icebreaker constructed for the Russian Navy in the last 45 years, according to the Russian Defense Ministry.

In 2013, Moscow announced a strategy to increase its presence in the Arctic and to boost the region's development by 2020. In 2015, Russian President Vladimir Putin approved a revised maritime doctrine prioritizing the protection of national interests in the Arctic.

The Arctic is considered a major source of hydrocarbons, minerals, fresh water and fish. The region's resources are a matter of interest for states bordering the area as well as Arctic Council members, including Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the United States.

Armée Russe / Armed Forces of the Russian Federation - Page 19 5382

Full speed ahead? Russia seeks to maintain momentum in shipbuilding programme

Alex Pape, London and Dr Lee Willett, London - IHS Jane's Navy International
03 August 2016

Today's very active Russian navy needs a future equipment programme that can deliver the right ships and submarines, at the right cost, at the right time. Alex Pape considers the sustainability of the navy's equipment plan in meeting this requirement
There is something going on in Russia, something that has been underway for six years or so.

In 2010, the story of the Russian Federation Navy was one of a lack of investment. New construction remained at a level not high enough to replace the ageing, Soviet-vintage fleet. Fast forward to 2016, however, and the Black Sea Fleet has received its first new submarine and frigate in more than 20 years. On the operational side, the US Navy (USN) is reporting the highest levels of submarine activity since the Cold War.

In short, this surge in capability was precipitated by a change of policy and a massive injection of funding. IHS Jane's Markets Forecast projections suggest that on the shipbuilding front, work has jumped from around USD2 billion per year in 2010 to around USD6 billion in 2016. This level of uplift may not be sustainable unless the underlying economy improves; nonetheless, funding looks set to remain substantially above the post-Cold War level.

This funding is supporting the delivery of a number of key programmes.

Below the surface
The lead boat in the new Project 955/955A Dolgoruky (Borey) nuclear-powered ballistic missile submarine (SSBN) class was commissioned in 2012 (having been laid down in 1996). Boats two and three were delivered in 2013 and 2014 respectively. These boats were laid down in 2004 and 2006, but funding and design issues slowed their progress. However, following a new agreement with builder Sevmash signed in 2012, activity has been increasing with one new boat started per year between 2012-16. Completion of the planned class of eight boats should occur by the early 2020s
