The Royal Navy of Oman (RNO) has taken interim acceptance of its first Al-Ofouq-class patrol vessel from Singapore shipyard ST Marine. The ship, Al-Seeb (Z 20), was accepted on 31 March in a ceremony presided over by commander of the RNO, Rear Admiral Abdullah bin Khamis bin Abdullah al Raisi, at ST Marine's premises in Benoi. Al-Seeb is the first of four vessels ordered from the shipyard under a SGD880 million (USD640 million) contract awarded in April 2012 by Oman's Ministry of Defence. The RNO has said the Al-Ofouq programme would bolster the service's ability to deal with current and future maritime security issues. "Different types of illicit activities have been flourishing and as a result, the maritime security challenges are becoming considerable and challenging, including non-traditional security threats," said Commodore Khalifa bin Hamad Al-Qasmi, the RNO's Director General of Support, in his address to mark acceptance of the first ship. The commodore said that Oman, as a country that depended on safe and secure sea lines of communications (SLOCs), remained vulnerable to such emerging threats. "This undoubtedly indicates the urgent need for these ships to [enter] the fleet," he added. Al-Seeb is scheduled to depart Singapore for Oman at some time around May, after which it will conduct further sea trials before formal induction into the RNO. Al-Seeb is armed with a Oto Melara 76 mm Super Rapid gun system as a primary weapon and two Oto Melara 30 mm guns. The vessel is also equipped with two rigid-hull inflatable boats (RHIBs) which can perform tasks such as maritime interdiction and search-and-rescue (SAR). On the same day, a naming ceremony for the second-in-class ship was conducted. ndia and Oman are exploring options for improving bilateral naval co-operation, the Indian Ministry of Defence (MoD) said on 7 September.
The statement came while the Commander of the Royal Navy of Oman (RNO), Rear Admiral Abdullah bin Khasim bin Abdullah al-Raisi, is conducting an official visit to India, which concludes on 10 September.
Areas for potential enhanced co-operation being explored include training, the exchange of 'white' shipping information, and the bilateral biennial exercise 'Naseem Al Bahr', which takes place in the North Arabian Sea.

Australian shipbuilder Austal is preparing to launch the first of two high-speed support vessels (HSSVs) on order for the Royal Navy of Oman (RNO), the company announced on 16 October.
The vessel, bearing pennant number A10 with the name Al-Mubasher , is being delivered under a USD124.9 million contract awarded by Oman in March 2014. Construction began in August 2014 at Austal's shipyard in Henderson, Western Australia.
The two-ship programme is intended to bolster the RNO's sealift capabilities.
"Based on the proven Expeditionary Fast Transport platform, previously known as the Joint High Speed Vessel (JHSV), the HSSV offers a range of capabilities to support naval operations, including helicopter operations, rapid deployment of military personnel and cargo, search-and-rescue operations, [and] humanitarian aid and disaster relief missions", Austal said in a statement.
According to IHS Jane's Fighting Ships , the platform has an overall length of 72.5 m, an overall beam of 18.2 m, and a draught of 3.2 m. Powered by four MTU16 V 4000 M93L diesel engines, the platform has a top speed of 35 kt and a standard range of 2,150 n miles at 12.5 kt. The vessel can accommodate a crew of 69 with space for 250 civilian personnel, and has a military lift capacity of 350 tonnes.
The HSSV will be armed with one 20 mm gun as a primary weapon, and four 12.7 mm machine guns.
The platform, which features a catamaran design, will be launched during the week of 19 October, before undergoing final outfitting and sea trials, according to Austal. The vessel is scheduled for delivery in 2016.

Actuellement, l’armée du sultanat d’Oman disposent de 38 exemplaires du char Challenger 2, acquis auprès du Royaume-Uni au cours des années 1990. Seulement, comme ce dernier est armé d’un canon rayé L30A1, lequel incompatible avec les obus de 120 mm au standard Otan. Et cela risque de poser un problème à l’avenir dans la mesure où la British Army est la seule autre force à en être équipée.
D’où la volonté de Mascate de remplacer ses Challenger 2. Et selon l’hebdomadaire Der Spiegel, le sultanat serait intéressé par le char Leopard 2 de Krauss-Maffei Wegmann, allié au français Nexter. L’information a été confirmée par un parlementaire allemand.
Il est ainsi question d’un contrat portant sur 70 chars, pour un montant estimé à environ 2 milliards d’euros.
Cela étant, le Leopard 2 n’est pas le seul en piste : les autorités omanaises ont également contacté le groupe turc Otokar, qui développe le char Altay T1, sur la base du K2 Black Panther sud-coréen.
Le conseil fédéral de sécurité allemand (qui réunit la chancelière Angela Merkel et les 7 ministres concernés, dont celui de l’Économie) aurait donc autorisé l’envoi à Oman d’un Leopard 2 de la Bundeswehr pour des démonstrations.
En règle générale, l’Allemagne se refuse à vendre des armes à des pays ne respectant pas les droits de l’homme, situés dans des zones instables ou menaçant la sécurité d’Israël. Cependant, ces dernières années, certains contrats ont donné lieu à de vives polémiques outre-Rhin, notamment quand il a été question de livrer des chars Leopard 2 à l’Arabie Saoudite et au Qatar.
L’arrivée de Sigmar Gabriel au ministère de l’Économie, a marqué un nouveau tournant dans la politique allemande en matière d’exportations d’armes, ce responsable social-démocrate (SPD) ayant même dit trouver « honteux » de voir son pays se livrer à un tel commerce. Une telle approche, vivement critiquée à Paris, a ainsi mis dans l’embarras quelques industriels français ayant établi des coopérations avec leurs homologues d’outre-Rhin.
Quoi qu’il en soit, il semble que Sigmar Gabriel soit désormais plus souple, à en juger par la liste des licences d’exportations autorisées par le Conseil fédéral de sécurité. Ainsi, d’après Der Spiegel, ont été approuvées les ventes de 600 armes antichar à la Jordanie, de mitrailleuses au Liban et de 1.600 fusils Heckler&Koch à Oman.

The State Department has made a determination approving a possible Foreign Military Sale to Oman of TOW 2B missiles, related equipment and support. The estimated cost is $51 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on January 6, 2016.
The Government of Oman has requested a possible sale of:
Major Defense Equipment (MDE):
Four hundred (400) Tube-launched Optically-tracked wire guided (TOW) 2B Aero, Radio Frequency (RF) missiles (BGM-71F-3-RF) Seven (7) TOW 2B Aero, RF Missile (BGM-71F-3-RF) Fly-to-Buy Missiles. The estimated value of MDE is $51 million. The total estimated cost of this effort is $51 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been, and continues to be, an important force for political stability and economic progress in the Middle East.
The proposed sale of the TOW 2B Missiles and technical support will advance Oman’s efforts to develop an integrated ground defense capability. Oman will use this capability to strengthen its homeland defense and enhance interoperability with the U.S. and other allies. Oman will have no difficulty absorbing these missiles into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The principal contractor will be Raytheon Missile Systems, Tucson, Arizona.
There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require the U.S. Government or contractor representatives to travel to Oman for multiple periods for equipment de-processing/fielding, system checkout and new equipment training. There will be no more than three (3) contractor personnel in Oman at any one time and all efforts will take less than fourteen (14) weeks in total.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

Oman's plans to turn its new Duqm port into an international naval support centre made progress on 30 March, when the UK announced a multi-million pound joint venture (JV) that will "provide vital engineering work and support to the world's naval vessels".
The UK government indicated there will be a permanent Royal Navy presence at Duqm and the port will be used by the two Queen Elizabeth-class aircraft carriers, as well as other naval vessels. "A permanent presence at Duqm would enable the UK to shape the development of the naval facility to support future carrier capability and wider British maritime needs in the area," it said.
The development will be carried out by a JV of Babcock International, the UK's leading naval support services company, and the Oman Drydock Company (ODC). Operated by the South Korean company Daewoo Shipbuilding & Marine Engineering, ODC was established in 2006 to run the ship repair yard that was subsequently constructed at Duqm.
The port at Duqm is part of an ambitious project to turn a fishing village into a major logistics and business hub, which also includes the construction of a new airport and plans to build rail and pipelines to connect the port with other members of the Gulf Co-operation Council (GCC).
The Royal Navy of Oman (RMO) will reportedly have a base there, but satellite imagery of the port on 17 December 2015 showed no RMO vessels.
Captain Wim Aertbelien, the harbour master at Duqm, told Oman's HI Times newspaper in May 2015 that the new port was already being regularly used by foreign naval vessels.
"We have received 30 navy ships so far from America, Germany, Turkey, Greece, Netherlands, France, UK, and GCC countries," he said. "We have plenty of space to offer for the navy ships. We provide them with fresh water.

The RNOV Al Naasir was handed over at the company's facility in Perth on 8 September, four months after the first vessel - RNOV Al Mubshir - was delivered.
According to the company, RNOV Al Mubshir is currently operating in the Gulf of Oman and Arabian Sea. The two vessels were acquired under a contract valued at USD124.9 million that was signed in 2014, covering the design, construction, and integrated logistics support.
Designed to rapidly deploy personnel and cargo, as well as carry out search-and-rescue operations, the HSSV has a draft of just 3 m, a 900 m 2 vehicle deck, seating capacity for 260 troops, 395 tonne carrying capacity, and a helipad for one of Oman's NH-90 helicopters.
The delivery of the vessels came after Australian Minister for Defence Industry Christopher Pyne revealed that he is going to be supporting Austal's bid for a catamaran contract in the United Arab Emirates. Speaking at the Land Forces 2016 Conference in Adelaide on 7 September, Pyne revealed that the contract was worth in the region of AUD1 billion (USD767 million).
An Austal representative had not responded to a request for comment by the time of publication.
