Les deux pilotes ont réussi à s'éjecter. L'un d'eux, qui avait des blessures mineures, a été transporté à l'hôpital pour y subir des examens. L'autre pilote serait mort mais les causes de son décès ne sont pas encore connues.

The US Air Force has awarded Lockheed Martin a $13.3 million contract to continue integrating its AGM-158 joint air-to-surface standoff missile (JASSM) on Finland’s Boeing F/A-18C/D Hornet fighters.
Under the contract, awarded in November 2013 but announced by Lockheed on 10 January, the company will provide windtunnel-related work, software development, logistics support and engineering documentation, the company says.
The work is scheduled to be completed by the third quarter of 2016 and will lead to airworthiness work at the US Navy's NAS Patuxent River site in Maryland, followed by flight tests at the Naval Air Warfare Center Weapons Division at China Lake in California.

The effort to supply Finland with the 900kg (2,000lb)-class missiles, which have a range of more than 200nm (370km) and can carry a 450kg warhead, is a joint project among the US Air Force, US Navy, Lockheed and the Finnish air force.
Finland requested US permission in 2011 to acquire 70 of the cruise missiles, plus two test vehicles and related support and equipment at a cost of $255 million.
Though Lockheed has not received a contract to produce or deliver the missiles, it has now received three Finnish integration-related contracts since 2012 under the US Foreign Military Sales programme.
The first, announced in December 2012, was a $5.1 million deal for software development integration. Then in June 2013 Lockheed announced it won a $34.2 million contract for similar work plus test missiles, engineering documentation, tooling, process development and equipment.
News of the latest contract came one day after Lockheed announced the USAF placed a $449 million order last December for 340 JASSMs and 100 extended range JASSM-ERs, which have a range of more than 500nm.
Lockheed has also won international sales contracts for the weapon with Australia, which will also deploy them on its F/A-18s.
The weapons are shipped overseas in containers and stored in the boxes until they are needed, says Lockheed. They have a “shelf life” of 20 years, the company adds.
The AGM-158 achieved initial operational capability with the USAF in 2003, but was beset early on by problems with the warhead fuze.
Lockheed says it addressed those problems and that JASSMs now have a 96% reliability rate.
The USAF, which can deploy the type from a range of its aircraft, has said it will need 4,900 of the weapons. Lockheed has delivered 1,400 already, and now has contracts for 600 more, the company says. http://www.flightglobal.com | |

The used Leopard 2A6 main battle tanks that will now be acquired were modernized between 2000 and 2006 and their performance is considerably better than the performance of the main battle tanks now in use by the Finnish Army. The new main battle tanks have greater fire-power, better developed ballistic protection and a system for the leader to independently act in the dark as well as an inside splinter protection.
The main battle tank acquisition also includes spare parts for ten years, inside simulators, maintenance simulators, special tools and testing equipment as well as ammunition.
The Leopard 2A4 main battle tanks that the Finnish Defence Forces use today will continue to be in operative use and be used by the reserve until the end of their life cycle. They will also be used for driver's training and as spare parts for the new main battle tanks. _________________ | |

The mainstream daily Helsingin Sanomat reports that Defence Minister Carl Haglund announced a 90-million euro defence acquisition in Washington Thursday.
According to Helsingin Sanomat, Finland plans to purchase hundreds of Stinger anti-air missiles from the United States. The paper reported that Finnish Defence Minister Carl Haglund announced the 90-million euro deal during talks with US Secretary of Defence Chuck Hagel.
Haglund reportedly described the missiles’ price tag as “extremely competitive” and said that a decision would be signed Friday or Monday. However the deal is so pricey that it must first be cleared by the cabinet’s monetary policy committee – most likely next week.
Singer missiles are shoulder-launched short-range surface-to-air ordnances that can be used to bring down helicopters or unmanned drones. The Stingers will be used to replace Finland’s current arsenal of Russian-made missiles. According to the paper, some of the missiles will be re-purposed with new parts.

HELSINKI — Higher demands being placed on the Finnish military’s cost-reduction programs are driving the Armed Forces Command (AFC) to emphasize the acquisition of secondhand equipment.
Five years of austerity-driven economic policies have stalled Finland’s defense budget at US $3.82 billion, equivalent to less than 1.5 percent of gross domestic product, one of the lowest ratios of military spending in the European Union.
Moreover, the savings in operating costs sought by the government since 2008 is straining the AFC’s ability to allocate the customary one-third of its budget to procurement. Against this backdrop, the AFC has adjusted its procurement policy to pursue high-quality secondhand equipment.
Prime Minister Jyrki Katainen’s six-party administration will strive to protect spending in the defense budget, said Defense Minister Carl Haglund, but projects targeting new savings and lower operational costs are set to continue.
The spending challenges were flagged in the Defense Ministry’s Finnish Security And Defense Policy report presented to the national parliament, the Eduskunta, in December 2012. The report warned that Finland’s capability to defend its entire territory would suffer unless the annual budget is bolstered after 2016.
“It is important that we maintain a defense capability to repel any armed aggression. Based on our estimates, the need for additional financing required to maintain our defense capability will amount to €50 million [US $68.5 million] in 2016 and by 2020, it will have risen progressively to €150 million a year on top of index-based increases,” Haglund said.
If defense budget levels remain, Haglund said, by the 2020s, the armed forces would no longer be able to defend all of Finland.
The AFC intends to channel savings from secondhand material replacement projects into programs that support the acquisition of more critical, higher-priority defense equipment and systems.
This prioritization was evident in the $274 million deal with the Netherlands, completed on Jan. 16, which included the purchase of 100 secondhand Leopard 2A6 main battle tanks.
The procurement forms part of a running program to upgrade the Army’s armored battlefield units between 2015 and 2019.
The acquisition includes munitions, simulators, training and a 10-year supply of spare parts. The tank fleet already includes about 98 older Leopard 2A4 tanks acquired from Germany between 2002 and 2009.
The decision to opt for quality secondhand tanks rather than buying new equipment reflects the economic realities under which the armed forces operate, and the need to find high-value solutions at the best possible prices, said Col. Jukka Valkeajärvi, head of the Infantry Inspection Unit.
“The 2A6 model was selected based on the good price we negotiated, and because this newer version delivers far superior performance capabilities than the older 2A4 model,” he said.
“We are essentially talking about two completely different tanks. In plain speak, the 2A4 tank can be classified as quite good, but its performance is not quite what it should be to meet today’s tasks. The 2A6 model is a 21st century tank,” Valkeajärvi said.
The Leopard 2A6 tanks being acquired from the Netherlands are armed with the Rheinmetall 120mm L55 smoothbore gun, which is the longer version of the L44 deployed on the Leopard 2A5.
The Dutch Army Leopards are available because the government in 2011 decided to reduce spending by $24.6 billion. Within this cost-cutting framework, the Dutch military was instructed to find $870 million in material and operational savings. As a result, the Army’s entire Leopard 2A6 fleet is being retired.
In a similar but smaller acquisition dating to December, the armed forces purchased M270 multiple launch rocket system (MLRS) launchers from Denmark in a deal valued at $7 million. The MLRS, a self-propelled armored rocket and missile-firing platform with a crew of three, comprises M270 launchers loaded with 12 rockets packaged in two six-rocket pods. The contract includes training.
The Finnish armed forces plan to deploy the M270s in a driver-training role, catering to regular soldiers and conscripts. The acquisition underscores the opportunities, under the framework of Nordic cooperation, to obtain important defense materials in a cost-efficient manner, said Poul Hollman, a Berlin-based political analyst.
“We will see more secondhand equipment acquisitions like the Dutch and Danish deals by Finland’s defense organization as it reduces procurement costs. It seems certain that, in the future, Finland will increasingly engage in big-ticket item purchases as part of multinational programs where cost savings can be guaranteed. Where it can get value, it will buy high-grade secondhand equipment, seeing this as a smarter use of the tighter funds available to defense,” Hollman said.
A series of heavy capital outlays on critical modern systems costing more than $3.5 billion since 2006 is also driving the AFC’s push to procure cheaper secondhand gear, said the Eduskunta’s House Speaker, Eero Heinäluoma.
“We are spending $800 million on the new Norwegian-American NATO standard NASAMS radar surveillance and missile system,” he said. “A further $200 million will be spent on various NATO-standard missiles for the Air Force’s F/A-18 Hornets.
“All these aircraft will have reached the end of their midlife-cycle upgrade in 2015-2016 at a capital cost of $2.3 billion. We are faced with the decision around 2020 on the future of the F/A-18 and what might replace it.”
One cost-efficient option for Finland may be a partnership with Sweden to acquire the next-generation Gripen-E fighter jet, Heinäluoma said.
“Huge savings could be obtained by choosing the Gripen option, especially if we had a Nordic scenario where Sweden, Finland and perhaps even Denmark operated the same type of aircraft and shared in the acquisition and life-cycle maintenance costs,” he said http://www.defensenews.com | |

Patria has completed the upgrade of the Finnish Navy's Ruama-class fast attack boats, it was announced on 17 March.
The company had been modernising the four vessels since 2010 under a EUR70 million (USD97.4 million) upgrade programme. Saab, Western Shipyard, Kongsberg Maritime, Furuno Finland, Ab Marinel, and Valmarine also contributed to the project as subcontractors to Patria. A ceremony marking the completion of the work took place on 17 March at the Finnish Navy's Archipelago Sea Naval Command in Turku. The upgrade programme entailed fitting a new sensor, electronics, and decoy suite for the vessels, including: Rheinmetall MASS decoys; Saab's 9LV Mk 4 combat management system; the Simrad ST2400 variable depth sonar; the Ericsson Sea Giraffe radar; Bofors Electronic's 9LV 225 fire control radar; and a Furono navigation radar, a Patria spokesperson confirmed to IHS Jane's on 19 March.

L’armée finlandaise n’achètera finalement pas de missiles MGM-140 ATacMS à Lockheed Martin. La raison est budgétaire selon les autorités finlandaies. Le contrat s’élèvait à plus d’une centaine de millions d’euros. La portée des MGM-140 est de 300 kilomètres. Pourtant, il y a huit ans, la Finlande a déjà acheté aux Pays-Bas 22 lanceurs MLRS pour un montant de 45 millions d’euros. 40 millions d’euros ont depuis été dépensés pour assurer la compatibilité des MLRS avec les missiles conçus par Lockheed Martin. 100 véhicules ont également été livrés à l’armée finlandaise. Mais aucun missile MGM-140 pour le moment. Jusqu’à présent, le sytème des lanceurs a ainsi pu être utilisé uniquement pour des tirs d’entraînement de roquettes. Au sein de l’armée américaine, le système ATacMS a été utilisé pour la première fois en Irak lors de l’opération Desert Storm. 32 missiles avaient été tirés depuis des M270 MLRS. Au cours de l’opération Iraqi Freedom, 450 missiles ont été tirés par l’US Army.

President Sauli Niinistö, the commander-in-chief of the Finnish Defence Forces, has in an interview with YLE confirmed that fighter jets of the Finnish Air Force were unable to respond to the violations of Finnish airspace by two Russian aircraft on 20 May.
Savon Sanomat on Saturday wrote that the jets were not on standby due to attempts to reduce the backlog of overtime and were only able to respond to the violations four hours after the detection.
“The resources of the Defence Forces are evidently scarce,” Niinistö commented to YLE.
A few hours after the intrusions, also a third Russian aircraft was detected approaching the southern coast of Finland, but it was intercepted by two jets deployed by the Karelia Air Command.
Niinistö said to YLE that he is unaware of any incidents where Finnish aircraft have violated the airspace of Russia. “On the other hand, we don't have to fly along such a narrow lane on a daily basis with several aircraft as Russia has to in order to get to Kaliningrad,” he reminded.
The Finnish Ministry of Defence has declined to deny or confirm the reports about the preparedness of the Hornet fleet, STT reports.
In addition, Niinistö on Saturday commented on the ongoing debate over Nato membership in Finland. “We haven't really considered the fact that Finland's accession to Nato would double the land border of Russia with Nato. We would account for approximately half of the border,” he highlighted.

If the fleet is replaced with new jets, it will cost an estimated 6 billion euros. How its replaced will also signal Finland's future defence strategy: whether to go solo, join forces with Sweden, or enter the NATO alliance.
The Ministry of Defence has commissioned a working group to investigate what type of air defence system Finland needs in the future. Replacing the aging Hornet fighter fleet will cost an estimated 6 billion euros. Owing to the hefty price tag, the working group is also looking to see whether its possible to upgrade the existing fleet, which has been in service since 1995.
"Technical developments need to be taken into account as do the changing needs of our defence environment, which is what we're investigating," says Lauri Puranen, who is responsible for Ministry of Defence acquisitions.
"A 30-year old Formula 1 car can't survive in this world, and we need to find out if a 30-year old fighter jet can," says Puranen.
The preliminary working group will not take a stand on the type or number of planes that should be purchased. To provide some context, neighbour Norway recently chose a new generation of F-35 Hornets. In Finland, the new version of the familiar fighter jet family seems to be favoured -- in spite of their very high price tag. The new fighter jets would be the most expensive defence acquisition in the next decade and take place in about 2030.
According to the Defence Forces, the brand of the current fleet does not affect future decision-making.
"When it's time to leave the Hornets, we are not tied to them or anyone else for that matter," says General Jarmo Lindberg, Commander of the Finnish Defence Forces.
After the preliminary report, decision-makers will also have to decide whether Finnish air defence will be carried out solo, by joining forces with neighbour Sweden, or entering into the NATO alliance.
According to Lindberg, Finnish airspace will only be protected by Finns using their own fleet
