Dennis Ritchie: the giant whose shoulders we stand on

Linus Torvalds once said, in reference to the development of Linux, that he “had hoisted [himself] up on the shoulders of giants.” Among those giants, Dennis Ritchie (aka dmr) was likely the tallest. Ritchie, the creator of the C programming language and co-developer of the Unix operating system passed away on October 8 at the age of 70, leaving a legacy that casts a very long shadow.

I got my start with technology because of Ritchie's work on the Unix GENIE time-share system. It made it possible for my high school to time-share the PDP-11 at SUNY-Stony Brook—the same model computer that Ritchie, Kenneth Thompson and their team used to create Unix—and for me to write my first lines of code on a DECwriter II TTY terminal.

But Ritchie's C is even more important, in many ways, than Unix—it is the fundamental building block upon which much of what we consider to be the modern world was built.

Ritchie didn't invent the curly-bracket syntax—that came from Martin Richards' BCPL. But the C programming language, which he called “quirky, flawed, and an enormous success,” is the basis of nearly every programming and scripting tool, whether they use elements of C's syntax or not. Java, JavaScript, Objective C and Cocoa, Python, Perl, and PHP would not exist without dmr's C. Every bit of software that makes it possible for you to read this page has a trace of dmr's DNA in it.

By creating C, Ritchie gave birth to the concept of open systems. C was developed so they could port Unix to any computer, and so that programs written on one platform (and the skills used to develop them) could be easily transferred to another.

In that way, Ritchie has shaped our world in much more fundamental ways than Steve Jobs or Bill Gates have. What sets him apart from them is that he did it all not in a quest for wealth or fame, but just out of intellectual curiosity. Unix and C were the product of pure research—research that started as a side-project using equipment bought based on a promise that Ritchie and Thompson would develop a word processor.

Imagine what the world would be like if they had just stuck to that promise. What would your life be like without C or Unix? When was the first time your life was touched by dmr's work?

Depuis plusieurs jours, les Chinois s’interrogent sur leur "indifférence" après la diffusion d’une vidéo dans laquelle on peut voir une fillette, renversée par une voiture qui prend la fuite, laissée au milieu de la route et à côté de laquelle une douzaine de personnes passent sans réagir.

L’incident, filmé par une caméra de sécurité d'un marché de la ville de Fosham (voir la vidéo ci-dessous), remonte au 13 octobre dernier lorsqu’un van renverse et roule sur une petite fille de deux ans se prénommant Yueye. Après un court instant d’arrêt, le véhicule prend la fuite, roulant une nouvelle fois sur la victime.

Si l’accident s’est déroulé sans témoin, rapidement des passants apparaissent dans la rue et certains semblent même s’approcher du corps inanimé. Mais aucun ne prend la peine de vérifier si elle est encore en vie ni d’appeler des secours. Un deuxième véhicule passant dans la rue roule même une nouvelle fois sur Yueye sans même prendre la peine de l’éviter.

Dans un coma profond

Selon les estimations des médias locaux et de la police, entre 12 et 18 personnes seraient ainsi passées sans réagir à côté du corps de la petite fille avant qu’une femme ne le traine finalement sur le bas-côté et appelle les secours. Depuis, Yueye se trouve plongée dans un profond coma et les médecins craignent une mort cérébrale.

L’affaire fait depuis la une des médias chinois. Identifié grâce à la vidéo, le chauffard a de son côté été interpellé. Mais c’est avant tout les réactions des passants qui suscitent une polémique d’ampleur nationale. La vidéo, postée sur le site de partage de vidéo chinois Youku, a été vue près de 2 millions de fois et l’affaire est l’un des sujets les plus recherchés et discutés sur le moteur de recherche chinois Baidu.

Sur Sina Weibo, équivalent de Twitter en Chine, la mort de Yueye a suscité près de 5 millions de messages, et le site de micro-blogging a mis en place une page spéciale, accompagnée du "hashtag" "S’il vous plait mettons fin à l’indifférence".

Ça ne m’étonne pas du tout! Je reconnais bien la, la Chine! J'ai vécu un an a Shanghai, et j'ai vu ce genre de comportement, certes beaucoup moins grave mais tout de même!! En plein heure de pointe dans le métro un homme, costard cravate, propre sur lui, a quelques mètres de moi, tombe a terre, visiblement victime d'un malaise. Personne n'a bouger ou même faisait attention. J'etait moi même tétanisé car je ne savais pas quoi faire, vu que personne ne bougé, je me suis dit que ce serait mal vue si je l'aider. Je voyais qu'il commençais a vomir, mais la position de sa tête faisait qu'il ravalait son vomi. J'ai hésiter quelques secondes mais craignant qu'il s’étouffe, j'ai décider de me bouger, je l'ai trainer jusque contre une rambarde et l'ai mis en position assise. Peux être vexé qu'un étranger vienne en aide a un local, certains ce sont enfin bouger et l'on descendu a la station d’après en appelant les secours (enfin je présume).

Un pêcheur tunisien tué par la marine algérienne

(TAP) - Un bateau de pêche transportant à bord 10 pêcheurs tunisiens a été la cible de tirs de feu émanant d'une frégate de la marine nationale algérienne au niveau des frontières maritimes tuniso-algériennes.


Une source sécuritaire autorisée a déclaré à l'agence TAP que la station de contrôle et de surveillance de la garde côtière, située à Malloula, sur les frontières tuniso-algériennes, a reçu à 05H00 du matin, une communication émise par un bateau de pêche de type "Karkara", l'informant qu'une unité de la marine algérienne était à sa poursuite à 25 miles des eaux internationales et à l'Ouest de la ligne provisoire de délimitation des frontières maritimes tuniso-algériennes.

Selon la version avancée par l'équipage, le bateau de pêche tunisien se trouvait à 1 mile des eaux algériennes, indique des sources sécuritaires dans la région.

Une frégate de la marine nationale algérienne a lancé à l'équipage du bateau de pêche tunisien un appel pour qu'il l'accompagne à l'un des ports algériens, a ajouté la même source.

L'équipage a refusé d'obtempérer aux ordres et a rebroussé chemin vers les eaux territoriales tunisiennes, ce qui a poussé la frégate à le pourchasser, deux heures durant, avant d'ouvrir le feu, faisant ainsi un blessé parmi l'équipage, a précisé la même source.

La pourchasse s'est arrêtée à l'approche de trois vedettes des garde-côtes et de la marine nationale tunisienne à Tabarka, ce qui a poussé la frégate algérienne à s'arrêter.

Les garde-côtes ont transporté le marin pêcheur blessé à l'hôpital local de la région, où il a succombé à ses blessures. La victime est de nationalité tunisienne. Il est originaire du gouvernorat de Mahdia.

Une information judiciaire a été ouverte à cet effet et la brigade de recherche et d'investigation de Tabarka a pris en charge cette affaire pour déterminer les circonstances de l'incident.

Tunnels could hold first colony, it says

STAR CITY, Russia — The United States may have put the first man on the moon, but Russian scientists and space explorers are now gazing at a new goal — setting up a colony there.

The discovery of volcanic tunnels on the moon means they could provide a natural shelter for the first lunar colony, cosmonauts and scientists said this week.

Researchers have long suspected the moon's volcanic past left an underground network of lava tubes as its legacy, and 2008 images from Japan's Kaguya spacecraft showed a possible way down — a mysterious, yards-deep hole breaching the surface.

"This new discovery that the moon may be a rather porous body could significantly alter our approach to founding lunar bases," veteran spaceman Sergei Krikalyov, who heads Russia's Star City cosmonaut training center outside Moscow, said at a forum on the future of manned spaceflight.

"If it turns out that the moon has a number of caves that can provide some protection from radiation and meteor showers, it could be an even more interesting destination than previously thought," he said.

A slide-show image showing bunkerlike inflatable tents dotting the lunar landscape helped forum participants imagine the lunar bases.

"There wouldn't be any need to dig the lunar soil and build walls and ceilings," Krikalyov said.

"It would be enough to use an inflatable module with a hard outer shell to — roughly speaking — seal the cave.."

The first such lunar colonies could be built by 2030, estimated Boris Kryuchkov, the deputy science head at the training center.

As the world's space agencies debate where to fly beyond low-Earth orbit, including deep space missions to asteroids and Mars, the European Space Agency's head of human spaceflight programs said the moon also looked attractive.

"There is still a very strong focus on the moon. It could be a natural first to go there," Martin Zell said of the agency.

Argentine/présidentielle: Cristina Kirchner réélue


La présidente sortante argentine Cristina Kirchner a été réélue dimanche pour un nouveau mandat de quatre ans, annoncent les médias occidentaux.

Mme Kirchner a obtenu 53,42% des voix contre 17,18% des voix en faveur de son principal rival, le socialiste Hermes Binner, et 11,43% pour le radical Ricardo Alfonsin, selon les résultats officiels après dépouillement de 80,08% des bulletins.

Première femme présidente d'Argentine, Cristina Kirchner a pris ses fonctions le 10 décembre 2007 en remplaçant son époux, Nestor Kirchner. L'objectif de sa politique est de "trouver un synthèse entre le socialisme et le capitalisme". Lors de son premier mandat, les subventions aux couches pauvres de la société ont doublé.

Mme Kirchner figure sur la liste des femmes les plus puissantes du monde.

ATT en visite à Alger : De quoi a peur Abdelaziz Bouteflika?


Jusqu’à ces dernières semaines, Alger traitait comme un ennemi son voisin du sud, accusé de pactiser avec le terrorisme. Changement de style depuis l’arrivée des ex-combattants kadhafistes dans la zone de Ten Zawatten.

La visite qu'effectue, depuis lundi dernier, le président Amadou Toumani Touré en Algérie, à l'invitation de son homologue Abdelaziz Bouteflika, est à mettre au compte de ce qu'on pourrait appeler "l'effet Soumeylou Boubèye Maïga". Jusqu'à la nomination de celui-ci, en mars 2011, au poste de ministre des Affaires étrangères et de la Coopération internationale, les relations entre les deux pays étaient au plus bas. En juillet précédant, elles avaient même frôlé la rupture lorsque Alger et Nouakchott, dans une parfaite synchronisation, ont rappelé leurs ambassadeurs à Bamako pour montrer leur indignation devant l'élargissement par le Mali de quatre activistes d'AQMI qu'il avait fait prisonniers (dont deux Algériens et un Mauritanien réclamés par leurs gouvernements) pour sauver la vie et faire remettre en liberté le Français Pierre Camatte aux mains de l'organisation terroriste.

Autant cet arrangement a fait le bonheur de Nicolas Sarkozy, qui a effectué une escale improvisée à Bamako pour féliciter le président malien pour cet "heureux dénouement" autant il a suscité l'ire d'Alger qui a réagi par une violente campagne de presse accusant ATT et son entourage d'être les porteurs de valise bourrée de millions d'euros pour AQMI et d'être de connivence avec les réseaux de trafic de drogue qui écument le Sahara. En septembre qui a suivi, Alger tentera même de faire condamner nommément le Mali par les Nations Unies pour "complicité avec le terrorisme, notamment dans le versement de rançons qui ne font que renforcer ses capacités opérationnelles et prolonger son existence".

Alger ne s'arrêtera pas là. Elle va tenter, dans les mois qui suivirent, de rallumer les cendres de la rébellion touareg, en regroupant une poignée de jeunes Kidalois soi-disant pour "une évaluation de la mise en œuvre de l'accord d'Alger du 5 juillet 2006" à l'insu du gouvernement malien. Cette initiative fourbe sera désavouée non seulement par l'Alliance du 23 mai pour la Démocratie et le Changement, l'autre signataire dudit "Accord d'Alger " (rejeté, soit-dit en passant, par une large partie de l'opinion malienne) mais même par l'irréductible chien de guerre qu'était Ibrahima Bahanga.

Parallèlement, pour provoquer "une guerre des frontières" entre le Mali et elle, l'Algérie s'était mise à distribuer sa carte d'identité nationale à de nombreuses fractions vivant dans la zone limitrophe.

Le gouvernement malien, aux prises avec d'autres préoccupations, n'a jamais réagi -officiellement du moins - à ces provocations algériennes.

Les représailles viendront plus tard sous une forme économique. Le gouvernement algérien qui, à travers SIPEX, la branche internationale de la société d'Etat SONATRACH, détient 33,33 % du capital du consortium formé avec la firme italienne ENI (66,66 %) pour l’exploration et l'exploitation du site pétrolifère de Taoudennit (bloc 2) a entrepris de saborder cette opération en empêchant le matériel de forage loué à prix d'or au Mexique de transiter par le port d'Alger. Toute chose qui a pour double conséquence de renchérir le coût des travaux - le matériel devant désormais passer par Dakar et traverser tout le territoire malien pour arriver sur le site de Taoudennit - et retarder de plusieurs mois le forage tant attendu. ATT rêvait de voir le premier baril malien avant son départ de Koulouba, le 8 juin 2012 à midi. Il faut craindre que ce ne soit pas le cas.

Réputé être en bonne intelligence avec la nomenklatura algérienne depuis l'époque où il dirigeait les services secrets maliens sous Alpha Oumar Konaré, Soumeylou Boubèye Maïga a été porté à la tête de la diplomatie malienne, en remplacement du placide Moctar Ouane, pour normaliser et relancer les relations maliano-algériens. Sa deuxième visite hors du pays a été pour Alger après Ouagadougou où il était allé remettre à Blaise Compaoré une lettre de solidarité d'ATT lors des chaudes émeutes que le Burkina Faso a vécues. D'autres visites ont suivi et le résultat final est le séjour qu'effectue actuellement ATT chez Boutéflika.

Même programmé de longue date, ce déplacement est arrivé au mauvais moment pour le président malien : deux coopérants espagnols et une Italienne venaient d'être enlevés, près de Tindouf, en Algérie et le front Polisario, une fabrication algérienne dans le conflit géo-stratégique qui l'oppose au Maroc voisin - à cause de cette même localité de Tindouf qui a fait l'objet de "la guerre des sables" entre les deux pays en 1963 - n'a rien trouvé de mieux que d'alléguer que le rapt a été commis par AQMI à partir du territoire malien. Qu’elle a rapidement rallié son forfait accompli. D'où l'accueil à la canonnade réservée à la visite du président ATT par des journaux algériens.

Celle-ci peut-elle aboutir à la mise en place d'une coopération militaire et sécuritaire efficace comme les deux pays l'ont proclamé à maintes reprises lors de réunions d'états-majors auxquelles le Niger et la Mauritanie ont été partie prenante ?

Force est de constater que les bonnes résolutions couchées sur le papier n'ont jusqu'ici abouti à aucun résultat tangible. Au nombre de ces résolutions figure la création de patrouilles mixtes algéro-maliennes pour sécuriser l'espace frontalier commun. Rien n'a été fait. L'échange de renseignements, qui est le préalable à tout, laisse à désirer.

Pour prouver sa bonne foi à coopérer dans la lutte contre le terrorisme, le Mali a autorisé ses voisins à user du droit de suite sur son territoire. Le Niger en a usé deux fois au moins. La Mauritanie en use plus fréquemment, avec l'appui - on en fait peu cas - des forces armées maliennes. Seule l'Algérie, dans le quatuor constitué, s'abstient de traquer AQMI en territoire malien. Se contentant de psalmodier son vieux refrain d'un Mali terre d'asile pour les terroristes et trafiquants de tous bords.

L'arrivée, ces dernières semaines, d'ex-combattants kadhafistes dans la région de Ten Zawatten que se partagent l'Algérie, le Mali et le Niger, est-elle pour quelque chose dans l'invitation adressée à ATT par Bouteflika à le rencontrer chez lui après une longue bouderie? Il n'est pas interdit de le penser. Car la présence de ces hommes est plus inquiétante pour notre grand voisin du Nord que pour nous. Ils l'ont assez répété pour qu'on puisse les croire : ils n'ont aucune intention belliqueuse pour leur pays d'origine.

En revanche, laissés à eux-mêmes dans le désœuvrement et le manque, ils peuvent renforcer les capacités de AQMI et rendre cette organisation plus périlleuse pour la stabilité déjà très mal en point de l'Algérie.

China seeks military bases in Pakistan

ISLAMABAD - While Pakistan wants China to build a naval base at its southwestern seaport of Gwadar in Balochistan province, Beijing is more interested in setting up military bases either in the Federally Administered Tribal Areas (FATA) of Pakistan or in the Federally Administered Northern Areas (FANA) that border Xinjiang province.

The Chinese desire is meant to contain growing terrorist activities of Chinese rebels belonging to the al-Qaeda-linked East

Turkestan Islamic Movement (ETIM) that is also described as the Turkistani Islamic Party (TIP).

The Chinese Muslim rebels want the creation of an independent Islamic state and are allegedly being trained in the tribal areas of Pakistan. According to well-placed diplomatic circles in Islamabad, Beijing's wish for a military presence in Pakistan was discussed at length by the political and military leadership of both countries in recent months as China (which views the Uyghur separatist sentiment as a dire threat) has become ever-more concerned about Pakistan's tribal areas as a haven for radicals.

Beijing believes that similar to the United States military presence in Pakistan, a Chinese attendance would enable its military to effectively counter the Muslim separatists who have been operating from the tribal areas of Pakistan for almost a decade, carrying out cross-border terrorist activities in trouble-stricken Xinjiang province.

There have been three high-profile visits from Pakistan to China in recent months; the first by Foreign Minister Hina Rabbani Khar; the second by President Asif Ali Zardari and the third by the director general of the Inter-Services Intelligence, Lieutenant General Ahmed Shuja Pasha.

The Pakistani visits were reciprocated by the September 28 visits to Islamabad by Chinese Vice Premier Meng Jianzhu and Public Security Minister Meng Jianzhu. This was prompted by two bomb blasts in Kashgar city of Xinjiang province on July 30 and 31 in which 18 people were killed.

The explosions provoked senior government officials in Xinjiang to publicly claim for the first time in recent years that the attackers had been trained in explosives in ETIM/TIP camps run by Chinese separatists in the Waziristan tribal regions of Pakistan.

The Chinese allegation was described by many in the diplomatic circles of Islamabad as a clear sign of the growing impatience of Beijing with Islamabad's failure to control radical groups operating within its borders.

The Chinese charge was made on the basis of a confession by a Uyghur militant arrested by the Chinese authorities. Pakistan swiftly extended all possible cooperation to Beijing against the ETIM/TIP network. "Terrorists, extremists and separatists in Xinjiang province constitute an evil force," said an August 1 statement issued by the Pakistani Foreign Ministry after Chinese President Hu Jintao rang Zardari to express his grave concern over the growing activities of "terrorists" belonging to the Pakistan-based ETIM/TIP network.

In a subsequent video released on September 7, ETIM/TIP corroborated earlier Chinese claims that it was involved in attacks in Xinjiang in July.

The ETIM/TIP, run by natives of Xinjiang province, a Muslim-dominated region three times the size of France, is fighting against the settlement of China's majority Han ethnic group in the western province, describing its struggle as a freedom movement.

The ETIM/TIP maintains that the Chinese are a colonial force in Xinjiang province - which it refers to as Turkistan - and emphasizes Islam over ethnicity. Though the ETIM/TIP network on the Pakistan-Afghanistan border has been much weakened in recent years in the wake of the killing of many of its top leaders in US drone attacks, hardcore Uyghur militants are still shuttling between China and Pakistan, mainly because Xinjiang province shares a border with Pakistan.

The ETIM/TIP presence in Pakistan was first confirmed when one of its founding leaders, Hasan Mahsum alias Abu Muhammad al-Turkistan, was killed by Pakistani security forces in South Waziristan in October 2003.

The next one to be killed by the Americans in a drone attack was Memetiming Memeti alias Abdul Haq al-Turkistani, the ETIM/TIP chief, who was targeted in North Waziristan on February 15, 2010. Abdul Haq was succeeded by Abdul Shakoor Turkistani, a Chinese Uyghur, who is well known for his friendly terms with major Taliban groups in Waziristan.

He has taken control of overall command of Chinese and Uzbek militants in North Waziristan, due to his past association with the late Abdul Haq and late Tahir Yuldashev of the Islamic Movement of Uzbekistan.

Beijing believes that the Chinese rebels operating from the Pakistani tribal areas are well-connected to al-Qaeda, which not only trains them but also provides funding.

Thus, Pakistan and China, which have cooperated for a long time in the field of counter-terrorism, have intensified their efforts to nip the terrorism in the bud, especially after the Kashgar blasts.

In fact, it was in the aftermath of the May 2 US raid which killed al-Qaeda chief Osama bin Laden in his Abbottabad hideout that Islamabad started playing its China card aggressively, perhaps to caution Washington against pushing it too hard. Shortly after the Abbottabad raid, Pakistani Prime Minister Yousaf Raza Gillani traveled to Beijing.

Accompanying Defense Minister Ahmed Mukhtar had stated on May 21 that whatever requests for assistance the Pakistani side made, the Chinese government was more than happy to oblige, including agreeing to take over operations of the strategically positioned but underused port of Gwadar on the Arabian Sea on expiry of a contract with a Singaporean government company.

He disclosed that Pakistan had asked China to begin building a naval base at Gwadar, where Beijing funded and built the port. "We would be grateful to the Chinese government if a naval base is constructed at the site of Gwadar for Pakistan," he said in a statement. Mukhtar later told a British newspaper in an interview: "We have asked our Chinese brothers to please build a naval base at Gwadar port."

Knowledgeable Defense Ministry sources in Islamabad say that by having a Chinese naval base in the Gwadar area, Pakistan intends to counter-balance Indian naval forces.

However, diplomatic circles in Islamabad say Beijing, which has no military bases outside its territory and has often been vocal in criticizing American moves for operating such bases, first wants to establish military bases in Pakistan, which could be followed by the setting up of the naval base.

Therefore, Chinese Defense Minister Liang Guanglie promptly dismissed (on June 6) suggestions that Beijing was carving out a permanent naval presence in India's neighborhood.

Answering questions at the 10th Asia Security Summit, organized by the London-based International Institute for Strategic Studies, Liang disclaimed moves to build naval bases at Gwadar and at a Sri Lankan port. Emphasizing his credentials as a member of the Chinese State Council and Central Military Commission, he said:
We will have a very serious and careful study of an issue of such importance to the government and the military like the reported move for establishing naval bases in Pakistan and Sri Lanka. Indeed, we will have exact plans and set up a panel to discuss it if the move were for real. However, I haven't heard of it.


Asked by Manish Tewari, the Indian Congress party's spokesman, to spell out China's core interests in South Asia and the Indian Ocean area, Liang said:
The core interests include anything related to sovereignty, stability and form of government. China is now pursuing socialism. If there is any attempt to reject this path, it will touch upon China's core interests. Or, if there is any attempt to encourage any part of China to secede, that also touches upon China's core interests related to our land, sea or air. Then, anything that is related to China's national economic and social development also touches upon China's core interests.
The Chinese desire to have military bases in Pakistan is not a new one and has been discussed in the past.

An article published on the official website of the Chinese central government (www.gov.cn) on January 28, 2010, signaled that Beijing wanted to go the US way and set up military bases in overseas locations that would possibly include Pakistan. The obvious purpose would be to exert pressure on India as well as counter American influence in Pakistan and Afghanistan. The article stated:

Setting up overseas military bases is not an idea we have to shun; on the contrary, it is our right. It is baseless to say that we will not set up any military bases in future because we have never sent troops abroad. As for the military aspect, we should be able to conduct a retaliatory attack within the country or at the neighboring area of our potential enemies. We should also be able to put pressure on the overseas interests of potential enemies. With further development, China will be in great demand of military protection.
Analysts say although it might not be politically feasible for the Pakistani government to openly allow China to set up military bases on its soil, Islamabad might allow Beijing the use of its military facilities without any public announcement as a first step.

The Chinese demand to set up military bases in Pakistan has gained momentum at a time when the Indian military leadership is already raising a hue and cry over the alleged presence of People's Liberation Army (PLA) troops in the Pakistan-administered part of Kashmir as well as in the FANA, which was earlier called Gilgit and Baltistan.

In August 2009, the Pakistan government passed the Gilgit-Baltistan Empowerment and Self-Governance Order to grant self-rule to the people of the area and create an elected legislative assembly. Gilgit-Baltistan thus gained de facto province-like status without doing so constitutionally.

Gilgit Baltistan province borders Pakistan's Khyber Pukhtunkhwa province to the west, Afghanistan's Wakhan Corridor to the north, China to the east and northeast, Pakistan-administered Kashmir to the southwest, and Jammu Kashmir to the southeast.

Although the supposed Chinese military presence in Pakistan's northern areas of Gilgit Baltistan has been a matter of intense speculation in India, it was on October 5 that Indian army chief General V K Singh went public for the first time with the Indian establishment's assessment of the kind of Chinese presence in the northern areas of Pakistan. "Around 4,000 Chinese including troops of the People's Liberation Army are present in Pakistan-occupied Kashmir," Singh told journalists in New Delhi.

However, senior Foreign Office officials of Xinjiang told this writer during a briefing in Urumqi, the capital of the province, that the Indian army chief's claim was fallacious and must be based on some misunderstanding.

Despite the fact that diplomatic ties between China and India have improved in recent years, they are still at odds over territorial claims from both countries dating back to the India-China border war in 1962.

While India and Pakistan control Pakistan-administered Kashmir (Azad) and Jammu Kashmir states respectively, China claims part of northeastern Kashmir that it says is a part of Tibet. Therefore, Beijing is highly critical of India's support for the Tibetan spiritual leader, the Dalai Lama, who fled Tibet in 1959 and set up a government in exile in the northern Indian hill town of Dharmsala.

The Indian army chief was not the first senior military official to have talked about the alleged Chinese presence in the northern areas of Pakistan.

In April this year, Northern Army Commander Lieutenant General K T Parnaik, while addressing a seminar in Jammu and Kashmir, said that the Chinese footprint in Pakistan-administered Kashmir was increasing steadily and its troops were actually present along the line of control (LoC) that divides the disputed Kashmir area.

"The Chinese presence in Gilgit-Baltistan and the northern areas of Pakistan is increasing steadily. There are many who are concerned about the fact that if there was to be hostility between India and Pakistan, what would be the complicity of the Chinese. Not only are they in the neighborhood, but the fact is that they are actually present and stationed along the LoC," Parnaik said.

Zhang Xiaodi, the director general of the foreign affairs office in Urumqi, told this writer in a meeting on October 10 that there is no truth in the allegations leveled by Indian military officials. "There are only Chinese construction teams working in the northern areas of Pakistan on certain development projects being carried out by Pakistan and China jointly. The presence of People's Liberation Army troops there is out of question."

At the same time, there are those in the Pakistani Embassy in Beijing who view the Indian army chief's allegation against the backdrop of the Pakistan army's recent decision to include for the first time Chinese troops in military exercises along the border with the Indian states of Punjab and Rajasthan; the 101 Engineering Regiment of the PLA took part in exercises with their Pakistani counterparts in August this year.

Analysts say China's deepening strategic penetration of Pakistan and the joint plans to set up not only new oil pipelines and railroads but also naval and military bases, are enough to set alarm bells ringing in New Delhi and Washington. The repercussions are particularly stark for India because both Beijing and Islamabad refuse to accept the territorial status quo and lay claim to large tracts of Indian land that could come under Chinese sway once Beijing is allowed to establish military bases in Pakistan.

The fact that Gilgit and Baltistan is located in the Pakistani-administered part of Kashmir presents India with a two-front theater in the event of a war with either country. By deploying troops near the LoC and playing the Kashmir card against New Delhi, Beijing is clearly signaling that Kashmir is where the Sino-Pakistan nexus can squeeze India.
