Le président du Bundeswehverband (syndicat des soldats), André Wüstner, a exprimé ses frustrations dans une longue interview donnée au quotidien Die Welt (31/10). Dans laquelle il se plaint du décalage croissant entre les promesses et la réalité. Certes, M. Wüstner salue les efforts de sa ministre, Ursula von der Leyen, pour obtenir plus de moyens financiers et matériels, tout en clarifiant les processus complexe d’équipements et de commandes. «Mais la plupart des mesures annoncées ne le sont que sur le papier», précise-t-il en soulignant qu’au train actuel, il faudra des années avant de retrouver un niveau d’opérabilité qu’impose la situation actuelle.
Retards sur les vaisseaux MKS 180, les systèmes antimissiles ou encore les drones armés. Mais pas seulement : «Le contrat pour 100 Leopard 2 supplémentaires n’est toujours pas signé», précise-t-il en critiquant les nouvelles procédures de passation de contrat. «Le ministère est devenu extrêmement prudent, presque trop prudent. Je le comprends. Cependant, le contrat le meilleur et le plus longtemps négocié ne nous aide pas si les équipements dont nous avons urgemment besoin aujourd’hui arrivent dans dix ans», explique-t-il en demandant la mise en place de procédures d’achats accélérées pour les cinq prochaines années, «sinon, nous ne pourrons garantir notre engagement auprès de l’Otan et ailleurs», précise-t-il, avouant par exemple que les stocks de munitions de la Bundeswehr ne pourraient guère permettre plus de quelques jours de combats intensifs.
Alors que le Bundestag doit entériner les prévisions budgétaires, André Wüstner estime que le budget militaire doit connaître, non pas une augmentation de 36,6 milliards d’euros à 39 milliards d’euros d’ici à 2021, mais à 45 milliards d’euros. Evoquant le nouveau Livre blanc de la Défense, qui explique et justifie l’engagement renforcé de la Bundeswehr au niveau international, M. Wüstner critique clairement les partis en charge qui n’assument pas les orientations stratégiques choisies : «Beaucoup de soldats sont profondément déçus de voir que la coalition est trop lâche pour discuter de cela au Parlement. Pourquoi la politique ne veut-elle pas parler ouvertement de sa politique de sécurité, de ses stratégies et des raisons de notre engagement ? Ces questions obsèdent les soldats et ne renforcent pas leur confiance», ajoute-il en estimant qu’en matière de sécurité, le mutisme «n’est pas la bonne option».
MBDA Enforcer man-portable missile weapon to enter service with German army in 2024

According to information published by the "Soldat & Technik" website on February 11, 2022, the Enforcer shoulder launched guided missile weapon system designed and manufactured by the company MBDA will enter into service with the German army in 2024.

The missile manufacturer company MBDA will continue to conduct tests and field trials in collaboration with the German army. Enforcer has been under contract for Germany since December 2019. The contract will fulfill the German requirement for a lightweight, day/night, precision-guided weapon system with an effective range of more than 1,800 m. Resulting from a multinational MBDA development effort, Enforcer will complement the ‘Wirkmittel 90’ shoulder-launched unguided munitions capability in the German Army.
The development of the Enforcer started in 2014, and in January 2020, MBDA has announced a contract with the German army for the acquisition of Enforcer, a new man-portable guided missile weapon that can be used to destroy lightly armored static and moving targets, targets behind cover, and against targets at a long-range also in urban environments.
In December 2016, MBDA has announced successful tests with Enforcer. The firings with the Enforcer development prototype were conducted at ranges of between 1,000m to 2,000 m and confirmed expectations with regard to the weapon’s homing head, which guided the missile directly to the center of each of the intended targets.
The MBDA Enforcer is a man-portable guided missile weapon system fully designed and developed by the company MBDA. The weapon system consists of a single-use carbon-fiber launch tube weighing less than 9 kg, a missile that has a weight of less than 7 kg, and a sight system mounted on the left side of the launcher tube. It can be carried and operated by one soldier.
The launcher tube has a length of 1 m and a width of 110 mm, thanks to this size it can easily be transported by one man. The sight system of the Enforcer offers combat capabilities during day and night conditions.
The Enforcer missile has fire-and-forget capability which means that the missile does not require further guidance after launches such as illumination of the target or wire guidance, and can hit its target without the launcher being in line-of-sight of the target. The missile is also equipped with a lock-on before launch (LOBL), which is a capability of missile systems to lock-on to its target after being launched.
The Enforcer shoulder launched weapon system can engage targets within the range between 1,000 m and 2,000 m. It can be also used in enclosed spaces.

du F35 : oui car ils sont homologués à transporter de l'armement nucléaire comme la famille de missiles nucléaire US : B61 ...
qui aurait pensé voir les Allemands , un jour, acheter du matériel de guerre et des missiles nucléaires, avant ces 15 derniers jours ???

Bah moi en ce qui concerne le F-35 et ça n'a rien à voir avec le conflit ukrainien si un doute devait s'immiscer à ce sujet dans vos esprits puisque les Tornado devaient de toute façon être remplacés afin d'assurer les missions nucléaires OTAN de la Bundeswehr. Restons prudents et attendons patiemment que le contrat soit signé...
Jusqu'à récemment la définition des besoins de la Bundeswehr en avions de combat pour le replacement des Tornado "nucléaires" était de 30 F/A-18 Super Hornet, alors qu'il s'agirait désormais d'une commande de 35 F-35 pour effectuer cette mission, étonnant, non...

Aucun autre pays européen pourra suivre, ils vont se réarmer et faire peur….
Si le déséquilibre économique entre la France et l’Allemagne n’était pas aussi béant (on sait tous que l’Allemagne a tout fait pour couler l’industrie FR avec l’acquiescement des politiques FR) l’écart ne serait pas aussi flagrant .
Honnêtement une Allemagne avec 2% du PIB en armement ne présage rien de bon pour l’Europe.

Le taux de disponibilité des principaux matériels de la Bundeswehr était de 74% en octobre 2020, de 76% en mai 2021, et de 77% en octobre 2021, dont 71 % pour les véhicules de combat et 82% pour les véhicules de soutien. 11 systèmes d'armes, la plupart faisant partie des plus anciens, ont eu une disponibilité inférieure à 50%.
Celui des Eurofighter de la Luftwaffe était de près de 60% en juin 2020. En mai 2021, il se montait à près de 70% et même à 80% pendant quelques jours en décembre 2021...

La Bundeswehr veut s'équiper en "Lazarett-Züge" (trains médicalisés)
La Bundeswehr prévoirait d’acheter des trains ICE afin de les utiliser comme hôpitaux mobiles.
Au moins trois ICE 3 Neo pourraient être à la disposition des forces armées à cet effet à partir de 2025, comme le rapporte Bild am Sonntag qui cite le ministère de la Défense.
Le projet prévoit entre autres la mise en place de lits de soins intensifs dans les trains. Si nécessaire, les sièges dans les trains peuvent être échangés contre 30 lits de soins intensifs.
L’ICE pourrait également être utilisé pour transférer des patients civils placés en soins intensifs dans des situations de crise (catastrophe naturelle, épidémie). Pendant la pandémie de Covid, la Bundeswehr a utilisé des avions pour réaliser des EVASAN.
L'idée n'est pas nouvelle, des trains-hôpitaux étaient déjà utilisés pendant les deux Guerres mondiales pour évacuer rapidement les blessés du front. Récemment, en 2020, la ministre de la Défense de l'époque, Annegret Kramp-Karrenbauer, avait préconisé la mise en place de trains médicalisés pour évacuer des blessés de guerre ou des malades contaminés lors d'épidémies.

The Rheinmetall MAN Military Vehicles success story continues with the delivery of new logistical vehicles to the Bundeswehr (German army).

At a ceremony in Munich, Michael Wittlinger, Chairman of the Management Board of Rheinmetall MAN Military Vehicles GmbH, and Armin Papperger, Chairman of the Executive Board of Rheinmetall AG, together with the Head of the Land Support Division of the German federal procurement authority Bundesamt für Ausrüstung, Informationstechnik und Nutzung der Bundeswehr (BAAINBw), First Director at the BAAINBw Jan Gesau, officially handed over the key for the new generation of palletized load-handling system to the German Armed Forces – represented by the Commander of the Bundeswehr Logistics Command and General Bundeswehr Logistics, Major General Gerald Funke, Brigadier General Frank Schmitz, Head of the Planning Department at the Joint Support Service Command and Brigadier General Dr. Thomas Czirwitzky as representative of the German Army Office.
A further cause for celebration was the delivery of the 3,000th Unprotected Transport Vehicle, or UTF. The fact that the logistics vehicles are a showcase project in which politics, the armed forces and industry work together successfully was also expressed by the presence of other high-ranking visitors from politics, the Bundeswehr and partner companies. Among others, the Bavarian State Minister of the Interior, Joachim Herrmann, the Deputy Chairman of the Defence Committee of the German Bundestag, Henning Otte, as well as Karsten Klein MdB, Chairman of the Budget Committee, and Bernhard Loos MdB from the Economic Committee took part in the ceremony.
In June 2020 the Bundeswehr entered a framework agreement with Rheinmetall MAN Military Vehicle Systems (RMMV) for the supply of up to 4,000 palletized load-handling systems. The framework agreement runs until 2027. Known in German as “Wechselladersysteme”, or WLS, these palletized load-handling systems are mounted on RMMV’s successful family of HX military trucks ensuring high commonality to the already fielded Unprotected Transport Vehicles, or UTFs. The prime feature of the WLS is the hook loader, developed by the Hiab company. This means that the flatracks in use with the Bundeswehr can be picked up and set down on almost any terrain without the need for additional handling equipment. Alternatively, the vehicles can also transport an interchangeable flatbed or a container via the standardised 20-foot ISO interfaces.
A large share of the Bundeswehr’s WLS trucks feature a protected cabin. The protected WLS will substantially enhance the survivability, sustainment capability and tactical flexibility of the logistic formations of the German Federal Armed Forces.
The WLS is a critically important component of NATO’s Very High Joint Readiness Task Force VJTF 2023, which the Bundeswehr will be furnishing. In March of this year, instruction began for military drivers in the first protected WLS.
For several years now, the Unprotected Transport Vehicle family has been contributing to the operational effectiveness of the German Bundeswehr’s logistic formations. In July 2017 the Bundeswehr contracted with Rheinmetall MAN to supply its new “UTF mil gl in den Zuladungsklassen 5t und 15t” family of unprotected trucks capable of carrying payloads of 5 and 15 tonnes. "The UTF is a showpiece project that paved the way for new procurement methods," says Michael Wittlinger. "It was the first large-volume flexible framework agreement. Financed by the German government’s pandemic recovery package, additional vehicles were called-off and delivered. By the beginning of May, 3,000 vehicles had been transferred to the customer – almost a thousand more than envisaged in the original framework agreement for delivery by 2024. RMMV is therefore well ahead of schedule in this project.”
Armin Papperger also emphasised the high importance of the WLS and UTF for the company in his speech. "Both projects from the field of logistics vehicles are closely interwoven, not only from a technical point of view. They are among our lighthouse projects. WLS and UTF show how defence programmes can be carried out in an exemplary fashion. This success is the result of close cooperation built on mutual trust between the German parliament, the armed forces and the defence industry – for which great thanks are due to all those involved!"
A large portion of the value-added in the WLS and UTF projects – over 75 percent – is generated in Germany. In close coordination with the Bundeswehr, RMMV has boosted its UTF capacity to 1,000 vehicles per year. Against the background that logistical transport capacities are likely to increase further and more vehicles will be needed, the production capacity for the Bundeswehr will be further expanded. RMMV is also moving to greatly increase delivery capacity for WLS trucks. Rheinmetall MAN thus remains a strong, efficient and reliable partner of the Bundeswehr, capable of meeting its delivery commitments even under extremely difficult circumstances, as demonstrated during the coronavirus pandemic and the Ukraine crisis.
Both the WLS and UTF are based on RMMV’s robust HX vehicle family. Designed for military use right from the start, they display outstanding mobility even in tough terrain. The wide distribution of the HX vehicle family around the world brings major advantages when it comes to interoperability and logistics. Among other countries, the circle of user nations now includes the United Kingdom, Australia, New Zealand, Norway, Sweden, Austria, Hungary and Denmark. In cooperation with the armed forces of Germany and other partner nations, RMMV is eager to write new chapters in the success story surrounding the company’s tried-and-tested HX vehicles.

D'après un parlementaire siégeant au Bundestag, l'Allemagne devrait compter à termes 12 P-8A Poseidon alors que pour l'instant, seulement 5 appareils sont prévus. Cette augmentation du nombre d'avions PATMAR, si elle se confirme, devrait se faire dans le cadre des 100 milliards d'euros débloqués pour l'Armée allemande.
Le 28 septembre 2021, l'Allemagne commandait officiellement cinq avions de patrouille maritime P-8A Poseidon à Boeing. Ces avions doivent remplacer les derniers P-3C Orion lors de leur mise à la retraite en 2025. Le contrat est estimé à 1,4 milliards d'euros, avec une première livraison en 2024.
Depuis la guerre en Ukraine, l'Allemagne comprend qu'elle dispose d'un déficit en matière de Défense : elle manque de moyens pour un conflit de haute intensité. Le projet de 100 milliards d'euros pour justement refinancer l'Armée allemande doit permettre en partie l'achat de nouveaux matériels. Or, d'après Enak Ferlemann, membre du Bundestag au sein de l'Union chrétienne-démocrate (CDU), la base aérienne de l'aéronautique navale allemande de Nordholz (Basse-Saxe, Allemagne) doit s'attendre à accueillir sept P-8A Poseidon en plus des cinq déjà commandés. La base regroupe actuellement la flotte de P-3C Orion allemands (soit huit avions en janvier 2022). Les détails de ce bond capacitaire ne sont pas encore connus. Le journal allemand Nord 24 annonce déjà une première répartition du budget en faveur de la Luftwaffe :
16,6 milliards d'euros pour la Heer (Armée de Terre)
19,3 milliards d'euros pour la Marine
40,9 milliards d'euros pour la Luftwaffe (Armée de l'Air)
Pour l'instant, aucune information détaillée n'a filtré du gouvernement allemand ou du ministère de la Défense allemande. Ce potentiel achat de nouveaux avions PATMAR montre aussi que l'Allemagne s'est fortement rapprochée des États-Unis pour ses achats de matériels, comme l'achat récent de F-35 (plus d'infos ici). Cette politique s'accompagne aussi d'un éloignement sur certains projets européens de défense, comme ce fut le cas du Maritime Airborne Warfare System (MAWS) avec la France suite à l'achat des cinq P-8A Poseidon.

Teledyne FLIR Defense announced at Eurosatory that it is delivering 127 PackBot 525 unmanned ground vehicles (UGVs) to the German Army (Deutsches Heer).
Final shipments are expected to occur in July. Contract award and deliveries were facilitated through Teledyne FLIR’s partner, European Logistic Partners (ELP) of Wuppertal, Germany.
The Teledyne FLIR PackBot 525 is the most advanced model of the company’s signature ground robot, used by U.S. and international defense forces since 2001. Deployed in combat zones from the caves of Afghanistan to the IED-littered roads of Iraq, the rugged, 27 kg PackBot keeps operators safe while conducting a wide range of tasks, such as bomb disposal, close-in surveillance, and situations involving hostages or hazardous materials.
“This new delivery of unmanned assets will give Germany’s soldiers more than a hundred versatile UGVs, with upgraded features and technology to keep them from harm during dangerous missions,” said Tom Frost, general manager of Unmanned Ground Systems at Teledyne FLIR Defense. “PackBot is the world’s most trusted counter-IED robot, and this latest shipment adds to the German Army’s inventory of Teledyne FLIR unmanned ground vehicles.
“We’re proud to work with ELP and deepen our long-standing relationship with the German Army during this crucial and challenging time for European security,” Frost added.
“We are pleased to work with Teledyne FLIR to provide the best solutions to the German Army. Communication, coordination, and teamwork have been essential in making sure the program becomes the success it is today. These ground robots are vital to future security efforts within and outside of Germany,” said Simon Weiss, managing director at ELP.
Employed in 57 countries, PackBots have helped defeat more than 70,000 IEDs. The advanced UGV offers enhanced communications, a tablet-based controller, and a common architecture that allows users to quickly connect cameras and other attachments to suit different mission needs. Among its many features, PackBot accepts a wide variety of sensors to detect chemical, biological and nerve agents, radiation levels, and explosives.
