| Rappel du premier message :L'Inde: l'autre Puissance d'Asie Les articles réguliers sur la Chine et ses avancées dans l’aéronautique civile et militaire ne doivent pas nous faire oublier que l’Asie compte d’autres puissances pour qui l’aéronautique est vitale. C’est le cas du plus grand compétiteur asiatique de la Chine : l’Inde. Ce pays-continent dispose des capacités scientifiques et industrielles pour développer comme lui ses capacités de frappe. Tout d’abord dans le domaine balistique l’Inde souhaite décupler ses capacités et sa volonté s’exprime dans les projets hautement symboliques que sont les missiles BRAHMOS et AGNI ; mais l’Inde a développé son propre chasseur, tout comme la Chine, et prépare la relève ! Grâce à l’apport technologique Russe, une joint venture a été créée entre les deux pays pour la mise au point et la commercialisation du missile de croisière BRAHMOS qui peut être de trois versions : sol-sol ou terre-mer, mer-mer ou air-mer (depuis un Su-30MKI). Une variante sous-marine est en cours de développement. Dans sa version navale, le BRAHMOS est supersonique (Mach 2, a une trajectoire rasante et une portée max de 300km (à comparer avec les capacités de l’exocet : missile subsonique Mach 0,9 et 180km de portée seulement). Récemment l’Inde a décidé d’investir 250 millions US$ pour développer une version du missile pouvant voler à Mach 5. On le voit ce missile donnera à la marine indienne et à ses forces armées en général des capacités de loin supérieures à ce que dispose toues les marines européennes et chinoise ! Le missile AGNI consiste lui en un missile balistique à capacité nucléaire (notez que le BRAHMOS pourrait être équipé lui aussi) initiale, de conception nationale. Il existe en trois versions : AGNI 1 DE 2500km de portée ; l’AGNI 2 de 3000km de portée théorique, et l’AGNI 3 (en développement) de 5000 km de portée à terme. Ces missiles représentent avec le missile de théâtre PRITHVI les vecteurs de la dissuasion nucléaire indienne. Mais l’Inde ne sera jamais une puissance aéronautique complète si elle ne développe pas son aéronautique militaire, et le dernier appel d’offre international pour acquérir un chasseur de dernière génération (9 milliards US$) pourrait bien être le dernier du genre, et voir les russes remporter le marché assez logiquement. En effet l’Inde et la Russie veulent développer en commun un chasseur de 5ème génération : c’est l’objet de l’accord signé à Moscou en octobre 2007 pour le projet PAK FA (Future Tactical Aviation Aircraft Complex). Contrairement au F-22 RAPTOR US le projet russo-indien prévoit un avion tant furtif qu’hyper manœuvrable via des tuyères mobiles développées pour le Su-27, ainsi qu’un radar et des missiles à longues portées. A noter que le radar disposera de capacité de brouillage (existant déjà sur des Mig 29 et qui pourrait exister sur le RAFALE cette information n’ayant jamais été confirmée). Le mariage entre le génie aéronautique russe et le génie électronique et informatique indien devrait donner un résultat très intéressant. Mais ce projet en commun ne signifie pas que l’Inde ne sait pas construire de chasseur de manière autonome : elle a en effet développé par elle-même le LCA (LIGHT COMBAT AIRCRAFT) . La décision de développer ce projet fut prise en 1983 pour remplacer les Mig-21 et les caractéristiques techniques sont fixées en 1990. Le projet recevra l’appui de constructeurs européens comme DASSAULT, SAAB, et BAE, et son design montre que les ingénieurs indiens se sont inspirés du mirage 2000 et du F-18 pour les entrées d’air. L’appareil sera à terme équipé d’un réacteur de conception nationale KAVERI GTX-35VS double flux de 8,5 tonnes de poussée (SNECMA SAFRAN fournissant les filtres et les régulateurs). Le radar doppler multi-cible est développé par HAL avec l’aide d’industriels étrangers, tout comme l’avionique (THOMSON-CSF aujourd’hui THALES) et une centrale inertielle fournie par l’américain HONEYWELL. L’avion sera équipé de missile russe R-73 VYMPEL et du missile de conception nationale ASTRA. Initialement prévu pour entrer en service en 1995 le LCA a fait son premier vol en 2001. Malgré le retard du projet et les difficultés de son développement, cet appareil donne aux industries indiennes des compétences et une expérience certaine au moins égale à ce que la Chine peut faire. On le voit là encore, l’Inde entend développer ses compétences pour faire face à la Chine mais aussi pour s’installer pleinement à la table des grandes puissances. Notons que la Russie s’installe comme un acteur moteur de l’essor indien dans l’aéronautique. WASHINGTON, April 26, 2010 – The Defense Security Cooperation Agency notified Congress on April 23 of a possible Foreign Military Sale to India of 10 Boeing C-17 GLOBEMASTER III aircraft and associated equipment, parts, and logistical support for an estimated cost of $5.8 billion.
The Government of India (GOI) requests a possible sale of 10 Boeing C-17 GLOBEMASTER III aircraft, 45 F117-PW-100 engines (40 installed and 5 spare engines), 10 AN/ALE-47 Counter-Measures Dispensing Systems, 10 AN/AAR-47Missile Warning Systems, spare and repairs parts, repair and return, warranty, pyrotechnics, flares, other explosives, aircraft ferry and refueling support, crew armor, mission planning system software, communication equipment and support, personnel training and training equipment, publications and technical data, U.S. Government and contractor technical, engineering, and logistics support services, and other related elements of logistics support. The estimated cost is $5.8 billion.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to strengthen the U.S.-India strategic relationship and to improve the security of an important partner which continues to be an important force for political stability, peace, and economic progress in South Asia.
India will likely use these aircraft to replace its aging aircraft and associated supply chain with new and highly reliable aircraft. The acquisition of these C-17s will not present a new capability for the Indian Air Force, but will offer an increase in airlift capacity, reliability, and safety. The C-17 will increase the ability of the GOI to mobilize troops and equipment within the country and will enable India to provide significantly increased humanitarian assistance and disaster relief support within the region. Additionally, the C-17s will facilitate enhanced standardization with the United States. India will have no difficulty absorbing these aircraft into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractors will be The Boeing Company in Long Beach, California, and Pratt & Whitney Military Engines in East Hartford, Connecticut. Additional subcontractors may be needed depending on the exact nature of the contracting arrangements established. At this time, there are no known offset agreements proposed in connection with this potential sale.

- Indian Army issues RFI for new short range SAM system
07:25 GMT, May 5, 2010 The Indian Army has issued a Request for Inquiry (RFI) for procurement of new short range, surface-to-air missile system (SR-SAM) to replace the Soviet-era OSA-AK (SA-8 ) and SA-6 units, which are nothing but obsolete now.
A senior army official told 8ak, “The procurement of new SR-SAM was on the cards for a long time, but could not materialise due to certain formalities which should be completed by early 2011. The new SR-SAM will go a long way in securing the nation from aerial threats and enhance the defence capabilities of our armed forces,” he added.
As per the RFI, the Indian Army is looking for a 20-km range missile system with active and passive guidance, with the capacity to engage targets moving up to 500 metres/second, and including hovering targets, such as UAVs, aircrafts, choppers etc. It also wants to know, if the proposed a missile system by the bidder can be transported on both rail and road mobile launchers to all parts of the country.
The RFI also clarifies that the radar of the SRSAM system should be capable of tracking a number of targets simultaneously and should have Electronic Counter Counter-Measures (ECCM) to be able to support the electronic warfare environment. Taking a note on changing dimensions of war, the RFI states that the proposed system should be capable of operating in Nuclear, Biological and Chemical (NBC) warfare environment.

L'Armée de terre indienne a effectué lundi matin un tir d'essai de son missile balistique de moyenne portée Agni-2, a annoncé lundi l'agence Press Trust of India.
Le missile, long de 21 mètres et pesant 17 tonnes, a été tiré depuis le polygone de l'île de Wheeler (baie du Bengale). Selon l'agence, le tir a été réussi.

The Indian Air Force (IAF) will equip its Hindustan Piston Trainer-32 (HPT-32) aircraft with a parachute recovery system (PRS) for training its pilots. The PRS will improve the confidence of HPT-32 pilots, increase survivability during an emergency in the air and prevent the aircraft from crashing during training, according to The Hindu. During an airborne emergency, the pilot can pull a lever to open the parachute and bring down the aircraft safely. The IAF, which has selected two foreign vendors for the project, will begin equipping the airframes of 100 HPT-32s with parachutes once the final vendor is selected. The first PRS-fitted HPT-32 aircraft will take its first flight after at least three to four months. India’s decision to request the U.S. for sale of the Boeing C-17 strategic airlifter in a $5.8 billion deal has run into some concerns that the aircraft may be discontinued in the U.S. and hence Boeing may have difficulty in providing long term support.
Boeing to provide lifetime spares and maintenance support for India C-17 Globemaster purchase
Many analysts believe the U.S. Air Force and Marine Corps may go slow on future C-17 orders. The Obama administration is not keen to place orders for any more C-17s due to budgetary constraints. This is feared to eventually kill the program as its production line might have to be shut if there are insufficient orders.
In India too these concerns are echoing within the Indian Air Force which does not want to be in a situation where it has to ground the big and expensive aircraft for want of spares or other support for which it has to rely on Boeing.
In response to a questionnaire by Defenseworld.net, Brian J. Nelson, head of International Communications – India, Boeing Defense Space & Security, said “India will have access to everything it needs for its fleet of C-17s. Under the Globemaster Sustainment Parternship, there is lifetime support that includes spares and maintenance”.
When queried as to what was the next step in the C-17 Globemaster purchase by India, now that that U.S. Congress has been notified of the possible sale, Nelson said, “the submittal of the Letter of Acceptance to the Government of India is the next step towards finalizing the Foreign Military Sale.” The big and expensive C-17 strategic airlift aircraft is capable of carrying up to 170,000 pounds of cargo and land and take off from short airfields. It was selected by India to provide fast response time in disaster relief and anti-terrorist missions among others.

Prime Minister sees need for improved co-operation to speed up deliveries 06:59 GMT, May 28, 2010 defpro.com | Amid India’s recent positive news regarding its indigenous defence technology, such as the additional order for Arjun tanks, the Ministry of Defence and the country’s Defence Research and Development Organisation (DRDO) exchanged blows in a general dispute on the delays in procurement programmes. After the DRDO was criticised for various delays in defence projects, the organisation’s chief, V K Saraswat, defended the DRDO’s performance and pointed to alternative reasons for these delays.
In the presence of India’s Prime Minister, Manmohan Singh, the head of the DRDO recently made a strong statement calling for responsibility to be shared by all involved parties, the DRDO, the Armed Forces and private industry partners. He accused, in particular, the Armed Forces of preferring the procurement of existing, foreign solutions over indigenously developed and manufactured defence systems. “The services also must understand that while the temptation may be overwhelming to field proven, state-of-the-art imported systems, they (domestic industry) too have a role to play in the economic and industrial growth of the country. No foreign system can be customised to completely address our long term requirement,” he said, according to DD India.
Echoes from the other side of the divide
So far, the official response to this accusation has been rather low-key. Among the few reactions is a statement by a serving Lt.Gen., cited by 8ak, saying: “There may be merit in what the DRDO chief is saying in terms of dependence on weapons imports, but then it is because of the incompetence of Indian Defence PSUs [Public Sector Undertakings – Ed.] like DRDO, HAL etc. that the Armed Forces are forced to import military hardware to keep its inventory in shape.” The unnamed officer underlined his criticism by opening old wounds: “Had we not taken three decades to develop the Arjuns, there would have been no place for the Russian T-90s in the Army, as by now even the improved Mark-II version would have been developed. But for the DRDO to say that we should not import and wait for them to deliver is ridiculous if the security of the nation is threatened.” (See also http://tinyurl.com/35ejw69)
Referring to the DRDO chief’s statement, another unnamed IAF officer told the Indian news service: “The belief that the Armed Forces import because of the kickbacks involved has tarnished the forces’ reputation among the public. As a matter of fact, we import only because DRDO takes unacceptable time to develop military hardware. Therefore, by the time equipment is inducted into the forces the GSQRs [General Staff Qualitative Requirement – Ed.] on which the product is developed become irrelevant and the product obsolete as other nations develop more advanced technology.”
Instead of adding to the recriminations, government officials have mostly identified a general requirement to speed up development and called upon scientists and those in charge of research and development to improve their efforts and performance, in particular, in terms of time. The Prime Minister said during the National Technology Day on which DRDO’s Saraswat made his statement: “In many areas we have moved fast, but our competitors have often moved faster. It is a fact that our current level of self-reliance in defence R&D (research and development) is less than our capabilities and it needs to be stepped up significantly.” Urging the DRDO to work closely with the Armed Forces and industry, Manmohan Singh added: “We should be able to acknowledge and learn from our setbacks.”
The Prime Minister’s statement is in line with an earlier speech by the Indian Defence Minister, Shri AK Antony, at the 34th DRDO Directors’ Conference in February, which addresses and challenges the DRDO in a more direct way: “DRDO must not fritter away [government] resources and needs to do some ‘out-of-the-box’ thinking. On its part, DRDO will have to ensure that it retains its relevance in the face of an increased role for the private sector and fast-paced technological changes.” The defence minister added that the organisation “must also realise that it is not doing business in an age of monopoly and thus, needs to be open, receptive and to innovate in these changed times and circumstances.”
In a written statement to members of the Parliament of India early this month, the Defence Minister laid out the delays and increases of costs of prominent defence programmes. These include the Tejas light combat aircraft (4 years delay), the development of a naval light combat aircraft (more than 4 years delay), the Integrated Guided Missile Development Programme (more than 15 years delay) as well as the engine for the light combat aircraft (14 years delay). According to the Minister, “The reasons for delay in completion of the above projects and their cost escalation are due to technical / technological complexities; sanctions imposed by technologically advanced countries and various control regimes; the increase in scope of work in terms of creation of more infrastructure, test facilities and their maintenance; change/enhancement in user requirements during development; deviations/failures during testing; extended and long-drawn user trials; etc.”
DRDO in Transformation
A solution, however, to the obvious structural problems in Indian defence procurement seems difficult to identify and to implement. Being convinced that the DRDO has no choice but to be globally competitive, the Defence Minister announced a restructuring plan in mid-May to transform the DRDO “in form and substance” in an effort to create a greater Armed Forces-DRDO-industry interface.
The Defence Ministry’s statement explains: “The key measures include the establishment of a Defence Technology Commission with the Defence Minister as its Chairman, de-centralisation of DRDO management, making DRDO a leaner organisation by merging some of the DRDO laboratories with other public funded institutions with similar discipline, interest and administrative systems, engagement of an eminent Human Resource (HR) expert as consultant to revamp the entire HR structure of DRDO, and the establishment of a commercial arm of DRDO.”

L'industrie d'armement russe a remporté une importante commande de modernisation d'une partie des avions Su-30MKI construits en Inde sous licence russe, rapporte la livraison de juin de la revue India Today.
Ce projet sous le nom de code Super-30 prévoit entre autres l'installation sur 40 appareils Su de nouveaux radars, d'ordinateurs de bord, de systèmes électroniques de conduite du combat et de missiles de croisière supersoniques BrahMos.
Le montant de la commande n'est pas divulgué.
Le programme de modernisation a été approuvé par le Comité du gouvernement indien pour la sécurité. Conformément au programme, le bureau d'études russe Sukhoi lancera la modernisation des deux premiers exemplaires en 2010, qui devront revenir en Inde en 2012.
Dès 2015, les travaux de modernisation seront effectués par le constructeur indien de ces appareils, la société publique Hindustan Aeronautics Ltd (HAL).
Actuellement, l'armée de l'air indienne exploite une centaine de Su-30MKI, encore 170 seront construits sous licence au cours des dix prochaines années dans l'usine du HAL à Nasik (Maharastra). RIA Novosti | |

First flight of India’s Light Combat Aircraft (LCA) Limited Series Production (LSP) aircraft, LSP-4 took place at HAL, Bangalore airport today.

The aircraft took off at 1110 hrs and landed forty minutes later, becoming the 10th Tejas aircraft flying.
The aircraft flew to an altitude of 11 km and went supersonic touching 1.1 Mach speed.
A major milestone in the direction of releasing the Tejas for the IAF planned for December 2010 it was the first flight of a Tejas aircraft flying in the configuration that will be finally delivered to the Indian Air Force.
Speaking on the occasion, Mr PS Subramanyam, Director, Aeronautical Development Agency, Bangalore, said that the Tejas team is now heading to central India to carry out hot weather trials.
He expressed confidence that the aircraft would soon be flown by operational pilots of the defense services and he looked forward to that day.
Test Pilot Gp Capt Suneet Krishna, flew the aircraft with Test Director, Gp Capt D Chakravorty, guiding from the telemetry facility of National Flight Test Centre. The flight was also witnessed by ACNS (Air) at Naval HQ Cmde BS Prahar, NM.
The Indian Navy has a considerable stake in the programme, as they look to replace their Sea Harrier fleet, which is due to be phased out in due course.

- Indian SU-30 MKIs to excercise in France for the first time
An Indian Air Force contingent of 230 Air Warriors was flagged off from Air Force Station Bareilly by Air Marshal S Varthaman, Senior Air Staff Officer, Central Air Command at a formal ceremony today. The IAF contingent would be taking part in Exercise Garuda scheduled from 14 Jun to 25 Jun 2010, at Istres Air Base, France. The IAF assets taking part in exercise include 6 Sukhoi – 30 MKIs Air Dominance fighter aircraft , 3 Ilushin – 78 Flight Refueller Aircraft & 1 Ilushin – 76 Heavy Lift Transport Aircraft. The SU-30 MKIs would be taking part in an exercise in France for the first time. Earlier SU-30 KAs had participated. Also a team of Garud Special Forces would be taking part in Exercise Garuda for the first time.
SU-30 DEPARTING BAREILLY ON 07 JUNE 10 FOR EXERCISE GARUDA SCHEDULED IN FRANCE FROM 14-25 JUNE 2010 Addressing the contingent members at the flagging off ceremony Air Mshl Varthaman said “Indeed it is a proud & privileged honour for him to bid the team good flying & happy landings. We have prepared well for last 6 to 8 months and I am sure you will excel with your professionalism. So fly safe, fly well, make friends, win hearts & touch the sky with glory.”
At the Exercise Garuda the French Air Force would be participating with their Mirage 2000s & Rafael Aircraft. It should also be noted that the Republic of Singapore Air Force would also be participating in Ex-Garuda with their F-16 Block 52 Aircraft. Gp Capt J Mishra is the Team Leader under whose supervision the IAF contingent would perform in France. Gp Capt NN Sinha of IAF would be the Exercise Director, who would be planning, coordinating & executing different aspects of the flying & ground maneuvers at Ex Garuda. A joint exercise of this nature enhances mutual operational understanding. It also refines the procedural aspects and provides for tremendous learning experience, for all the participating Air Forces. It also enables the operators to understand each other’s capability. Exercise Garuda continues to enhance & cement the close military ties between the Indian and the French Air Forces.
