L'Inde: l'autre Puissance d'Asie
Les articles réguliers sur la Chine et ses avancées dans l’aéronautique civile et militaire ne doivent pas nous faire oublier que l’Asie compte d’autres puissances pour qui l’aéronautique est vitale.
C’est le cas du plus grand compétiteur asiatique de la Chine : l’Inde. Ce pays-continent dispose des capacités scientifiques et industrielles pour développer comme lui ses capacités de frappe.
Tout d’abord dans le domaine balistique l’Inde souhaite décupler ses capacités et sa volonté s’exprime dans les projets hautement symboliques que sont les missiles BRAHMOS et AGNI ; mais l’Inde a développé son propre chasseur, tout comme la Chine, et prépare la relève !
Grâce à l’apport technologique Russe, une joint venture a été créée entre les deux pays pour la mise au point et la commercialisation du missile de croisière BRAHMOS qui peut être de trois versions : sol-sol ou terre-mer, mer-mer ou air-mer (depuis un Su-30MKI). Une variante sous-marine est en cours de développement. Dans sa version navale, le BRAHMOS est supersonique (Mach 2, a une trajectoire rasante et une portée max de 300km (à comparer avec les capacités de l’exocet : missile subsonique Mach 0,9 et 180km de portée seulement). Récemment l’Inde a décidé d’investir 250 millions US$ pour développer une version du missile pouvant voler à Mach 5. On le voit ce missile donnera à la marine indienne et à ses forces armées en général des capacités de loin supérieures à ce que dispose toues les marines européennes et chinoise !
Le missile AGNI consiste lui en un missile balistique à capacité nucléaire (notez que le BRAHMOS pourrait être équipé lui aussi) initiale, de conception nationale. Il existe en trois versions : AGNI 1 DE 2500km de portée ; l’AGNI 2 de 3000km de portée théorique, et l’AGNI 3 (en développement) de 5000 km de portée à terme. Ces missiles représentent avec le missile de théâtre PRITHVI les vecteurs de la dissuasion nucléaire indienne.
Mais l’Inde ne sera jamais une puissance aéronautique complète si elle ne développe pas son aéronautique militaire, et le dernier appel d’offre international pour acquérir un chasseur de dernière génération (9 milliards US$) pourrait bien être le dernier du genre, et voir les russes remporter le marché assez logiquement. En effet l’Inde et la Russie veulent développer en commun un chasseur de 5ème génération : c’est l’objet de l’accord signé à Moscou en octobre 2007 pour le projet PAK FA (Future Tactical Aviation Aircraft Complex).
Contrairement au F-22 RAPTOR US le projet russo-indien prévoit un avion tant furtif qu’hyper manœuvrable via des tuyères mobiles développées pour le Su-27, ainsi qu’un radar et des missiles à longues portées. A noter que le radar disposera de capacité de brouillage (existant déjà sur des Mig 29 et qui pourrait exister sur le RAFALE cette information n’ayant jamais été confirmée). Le mariage entre le génie aéronautique russe et le génie électronique et informatique indien devrait donner un résultat très intéressant.
Mais ce projet en commun ne signifie pas que l’Inde ne sait pas construire de chasseur de manière autonome : elle a en effet développé par elle-même le LCA (LIGHT COMBAT AIRCRAFT) . La décision de développer ce projet fut prise en 1983 pour remplacer les Mig-21 et les caractéristiques techniques sont fixées en 1990. Le projet recevra l’appui de constructeurs européens comme DASSAULT, SAAB, et BAE, et son design montre que les ingénieurs indiens se sont inspirés du mirage 2000 et du F-18 pour les entrées d’air.
L’appareil sera à terme équipé d’un réacteur de conception nationale KAVERI GTX-35VS double flux de 8,5 tonnes de poussée (SNECMA SAFRAN fournissant les filtres et les régulateurs). Le radar doppler multi-cible est développé par HAL avec l’aide d’industriels étrangers, tout comme l’avionique (THOMSON-CSF aujourd’hui THALES) et une centrale inertielle fournie par l’américain HONEYWELL.
L’avion sera équipé de missile russe R-73 VYMPEL et du missile de conception nationale ASTRA.
Initialement prévu pour entrer en service en 1995 le LCA a fait son premier vol en 2001. Malgré le retard du projet et les difficultés de son développement, cet appareil donne aux industries indiennes des compétences et une expérience certaine au moins égale à ce que la Chine peut faire.
On le voit là encore, l’Inde entend développer ses compétences pour faire face à la Chine mais aussi pour s’installer pleinement à la table des grandes puissances. Notons que la Russie s’installe comme un acteur moteur de l’essor indien dans l’aéronautique.

Israel’s Derby missile is the weapon of choice for India’s Tejas fighter. A contract will be signed by March with Rafael Advanced Defence Systems Ltd to supply the air-to-air missile system to be fitted on some 200 jets, said P.S. Subramanya, director of India’s Aeronautical Development Agency, which is developing the light combat aircraft.

Indian Navy to Induct Additional Landing Platform Docks
The Indian Navy is planning to induct four landing platform docks (LPD) to its fleet to strengthen its amphibious warfare capabilities. "We are looking to add four more LPDs in our fleet to operate alongside INS Jalashwa, the only LPD currently in service," navy officials said. The Defence Ministry has already issued the request for information (RFI) and the warships will be procured under the 'buy and make' category, according to the Press Trust of India. The Indian shipyards, both private and public, would be required to form a partnership with foreign shipyards for the contract and the ships could be produced within the country. The 200m-long LPDs will be able to transport main battle tanks (MBTs), heavy trucks, armoured personnel vehicles, operations of heavy-lift helicopters and other heavy machinery. The warships will be equipped with a point missile defence system and a close-in weapon system to protect itself from enemy firing and aircraft whilst operating far away from Indian shores to support amphibious warfare. INS Jalashwa was bought from the US Navy in 2007 and is based under the Eastern Naval Command in Visakhapatnam, Andhra Pradesh, India.

India will deploy a naval Dornier-228 maritime reconnaissance aircraft in the Seychelles for two years to support the country's exclusive economic zone (EEZ) surveillance and anti-piracy patrols. The deployment is part of India's $5m military aid for the Seychelles and military assistance to Indian Ocean region (IOR) countries to counter China's moves into the region. The number of visits of Indian Navy warships to the region have also been increased to help anti-piracy operations, according to the Times of India. India has been conducting joint patrols with the Indonesian and Sri Lankan Navies and naval drills with Singapore and Oman to provide seaward security for international summits in Mozambique.

India plots first flight for Nirbhay cruise missile

India's Nirbhay subsonic cruise missile will make its first flight during 2012, with systems integration work under way, says Defence Research and Development Organisation (DRDO) chief V K Saraswat.
To be fired eventually from a variety of land, naval and air platforms, the Nirbhay is planned as a supplement to the larger Indian/Russian BrahMos supersonic cruise missile.
With a planned launch weight of around 1,000kg (2,200lb), the Nirbhay will use a terrain-following navigation system to reach its target at distances up to 1,000km (540nm). The weapon will carry multiple warheads, according to the DRDO.

Trials over, IAF may shortlist basic trainers
The Indian Air Force (IAF) has submitted its flight evaluation report for the basic trainer aircraft it seeks to acquire, a senior IAF official has confirmed on condition of anonymity. “The trials were completed by December, and the report has been submitted to the defence ministry,” he said. Five planes—the Hawker Beechcraft T-6C Texan II, the Grob G-120, the Korea Aerospace Industries (KAI) KT-1, the Pilatus PC-7 and EADS’ PZL-130 Orlik—are in the running for the deal. Three people with direct knowledge of the matter independently said that, out of the five competitors, three—the T-6C Texan II, the KT-1 and the PC-7—are likely to clear flight trials. The IAF is seeking to acquire 75 basic trainers, in a deal valued at nearly $1 billion (Rs.4,550 crore). They will replace the HAL HPT-32 Deepak trainer aircraft that were grounded in July-August 2009 after several crashes and engine failures. The Deepak trainers are manufactured by Hindustan Aeronautics Ltd (HAL). The IAF has been without a basic trainer since then and trainee pilots are training directly on the Stage-2 advanced jet trainer (AJT) Hawk-132. In 2004, India signed a contract with BAE Systems of the UK to acquire 66 AJTs, 24 of which were delivered in 2008. In July 2010, India signed a deal to acquire an additional 40 AJTs for the IAF and 17 for the navy. The IAF officer cited earlier said that, as per the procedure, the lowest bidder among the shortlisted competitors would be determined. Cost negotiations would begin after this. According to one of the people with direct knowledge of the matter, the final contract is likely to be signed by June, as the “IAF is in urgent need for basic trainers”. Doug J. Choi, regional manager, International Business Development, Asia/South America, KAI, said thus far the company had had no official communication with the IAF. Officials from Hawker Beechcraft and Pilatus could not be reached for comment, while the IAF spokesperson declined to comment on the matter.

Roll-Royce will not tender in a competition to re-engine the Indian air force's Sepecat Jaguar ground attack aircraft, following a request for proposals that calls for a completely new engine.
"The Indian government, air force and Hindustan Aeronautics have been informed that Rolls-Royce will not be responding to the RFP, and the reasons behind such a decision have been explained," the company says.
India's HAL-produced Jaguars are now powered by R-R Turbomeca Adour 811s. The UK engine maker had proposed upgrading these to the Adour 821 standard. However, the company says that in November 2010 the Indian government issued an RFP to itself and Honeywell calling for a new design.
The other alternative is Honeywell's F125, which is used on Taiwan's F-CK-1 Indigenous Defence Fighter. Honeywell has told the Indian air force that the F125 has the extra thrust needed to cope with HAL's upgrades and to increase the aircraft's strike capability.
The R-R decision could delay the upgrade programme because it creates a single bidder situation that is not allowed under Indian procurement policy.
R-R declines to provide more specifics on its decision not to bid, or on whether it could still propose an alternative to the Adour.
"From the outset of the competition, Rolls-Royce has offered an optimised cost-effective/low-risk Adour 'engine upgrade' to match the air force's technical and improved mission requirements," the company says.
"This upgrade would require minimum aircraft changes and would utilise the existing Adour infrastructure, production and manufacturing experience in HAL."

The Indian navy has issued requests for information for a medium-range maritime reconnaissance aircraft and nine twin-engined multi-role amphibians.
The first requirement foresees an aircraft capable of maritime patrol, anti-surface warfare, electronic intelligence and search and rescue. It must have two engines and be capable of all-weather operations.
Boeing confirms that it has proposed a variant of its 737-based P-8I for the role, and an industry source says Sweden's Saab has also pitched the Saab 2000 maritime patrol aircraft.
In regard to performance, the selected aircraft must be able to patrol for at least 4h while 740km (400nm) from its base carrying a "full mission configuration" with a minimum of two anti-ship missiles. The aircraft must also be capable of being refuelled while airborne.
The RFI calls for a radar capable of 360° coverage that can detect and track "surface vessels, ships, submarine periscopes and low flying aircraft/missiles against sea clutter".
In 2009, India cancelled a request for proposals for six medium-range maritime patrol aircraft to replace its 12 Britten-Norman Group BN-2 Islanders, which the navy hopes to begin retiring from around 2013. One of the aircraft competing in the earlier tender was a maritime patrol variant of the Embraer EMB-145. The Indian air force will soon receive three EMB-145s for the airborne early warning and control role.
The amphibian RFI calls for an aircraft with twin or multiple engines, preferably turboprops, equipped with full authority digital engine control and a range of at least 800nm. The aircraft must also be capable of short take-offs and landings from both the ocean surface and runways.
Other roles the aircraft will perform are supplying spare parts to naval units at sea, visual and radar surveillance of coastal areas and islands, and rapid response missions for humanitarian assistance. A cargo door capable of handling an inflatable rescue dingy is also required.
Notably, the RFI outlines an extensive electronic warfare suite, including forward-looking infrared sensor, sideways looking airborne radar, radar warning receiver and missile approach warning system.
Possible contenders for the amphibian requirement could include the Bombardier 415 and Beriev Be-200.
India is in the process of upgrading its maritime patrol capabilities. It will receive its first of eight P-8Is before January 2013 to replace its Tupolev Tu-142 turboprops. It also recently commissioned its second unmanned air vehicle squadron, which will operate Israel Aerospace Industries-supplied Herons and Searcher IIs over the northern Arabian Sea.
India faces a challenging maritime environment in the Arabian Sea, Indian Ocean and Bay of Bengal. Piracy is a problem in the Indian Ocean, while potential rival China has access to ports in countries such as Myanmar and Sri Lanka.
In May 2010, India's air force issued an RFI for amphibious aircraft for deployment in the Andaman and Nicobar islands.

It is the first of three aircraft that will incorporate the DRDO-developed surveillance equipment Conteúdo São José dos Campos, February 21, 2011 – Embraer presented the first of three EMB 145 Airborne Early Warning and Control (AEW&C) platforms, today, to representatives of the Indian government at a ceremony held at its headquarters in São José dos Campos, Brazil.
Based on the proven Embraer ERJ 145 regional jet, the aircraft features an in-flight refueling system, SATCOM capability, a significant increase in electrical and cooling capacities, and a comprehensive set of aerodynamic and structural changes. These improvements will allow the installation of the advanced electronic systems currently being developed by India’s Defence Research & Development Organisation (DRDO) under CABS (Centre for Airborne Systems) coordination.
Following its official presentation, the aircraft will start intensive ground and flight tests. The ferry flight to India is scheduled for the second semester of this year, where it will receive the equipment being developed by the DRDO.
“The smooth progress of such a complex program is strongly based on the good will and the high level of professionalism that both the Indian and Brazilian teams have demonstrated over the last two-and-a-half years. Given Embraer’s experience in the field of ISR aircraft and equipment, we believe that this jointly developed product will offer outstanding operational capability, and we look forward to its entry into service,” said Eduardo Bonini, Senior Vice President Operations & COO – Embraer Defense and Security.
Today, four Embraer Legacy 600 jets are operated by the Indian Air Force (IAF) for the transportation of Indian VIPs and foreign dignitaries, and a fifth Embraer Legacy 600 is in service with the Border Security Force (BSF), under India’s Home Ministry.

New Delhi: The Indian Air Force's Soviet-origin MiG series fighter aircraft inventory is slated for replacement by 2017, it was stated in the Rajya Sabha, the upper house of the Indian parliament, on Wednesday. This would include the upgraded MiG-21 Bis (Bison) fighters, which are still providing yeoman service with the IAF's fighter squadrons. The Soviet-era MiG-21 was the first truly supersonic fighter jet to be inducted into the IAF in 1963, by way of a counter to the much-touted F-104 Starfighters provided to Pakistan by the United States. It came into its own in the 1971 Bangladesh liberation war and to date continues to impress foreign air forces. Last it went up against the US Air Force's F-15s in simulated war games conducted under the aegis of Cope India at Gwalior. Operating in tandem with its Russian-designed latter day cousin, the Su-27, it turned out to be a formidable foe by the confession of USAF pilots.
This would be a tribute to its classic design. It has long been enshrined in the world's list of classic fighter designs. It was followed in later years by the MiG-23, MiG-25, MiG-27 and the MiG-29, each with its own specific role. At one point of time it is estimated the MiG series aircraft constituted over 75% of India's combat fleet. But now, with IAF going in for modern 4+generation fighters, the end of the entire MiG era, except for the latest MiG-29s, is in sight

With an eye on China, India steps up defence spending
Feb 28 (Reuters) - India increased annual defence spending by about 11.6 percent on Monday, aiming to overhaul the military to counter the rapidly growing capabilities of giant neighbour China. The hefty increase suggests the government plans to move ahead with some of a slew of planned defence acquisitions, analysts said, including a $10.5 billion fighter jet contract, one of the world's largest on offer. India, among a host of countries wary of China's economic and military heft, is also eyeing surveillance helicopters, transport aircraft and submarines to beef up defences in the air as well as in the Indian Ocean. Finance Minister Pranab Mukherjee, presenting the 2011-2012 budget to parliament, set the military budget at just over 1.64 trillion rupees ($36.28 billion), up from last year's 1.47 trillion rupees. Last year the increase was about 4 percent. "China is the real long-term challenge on the strategic horizon and India's security planning is geared toward it," said retired brigadier Gurmeet Kanwal who heads the government-funded Centre for Land Warfare Studies. China, which considers the U.S. military as its main rival, set its defence spending at $78 billion last year. It is expected to announce a defence budget for 2011 later this week ahead of an annual session of parliament. The core U.S. defense budget -- not including war funding -- was $530 billion in 2010. More than 40 percent of the Indian defence budget for 2011 will be spent on capital expenditure, Mukherjee said, while the rest will go toward maintaining one of the world's largest standing armed forces. "Needless to say, any further requirement for the country's defence would be met," he said seeking to assuage concerns that the rise in spending was short of the military's expectations. Old rival and neighbour Pakistan, which like India, also has nuclear weapons, is also a factor in India's defence planning.
DEALS Indian officials expect to conclude negotiations to buy 126 combat aircraft by the end of the current fiscal year, the country's largest-ever defence order. Saab's JAS-39 Gripen is competing with Boeing's F/A-18 Super Hornet, Dassault's Rafale, Lockheed's F-16 and Russia's MiG-35 to win the fighter contract which Indian officials said can eventually go up to 200 aircraft. Kanwal said the defence allocation was enough to proceed with the fighter aircraft deal, although it may not leave much room for other arms imports.

“The interceptor intercepted the ballistic missile at an altitude of 16km and blasted the missile (Prithvi) into pieces. It was a textbook launch and all the events and mission sequence took place as expected,” said ITR director SP Dash.
Dash termed the flight test as a major milestone in the history of the country’s ballistic missile defence programme.
Many scientists witnessed the flight test. VK Saraswat, scientific advisor to defence minister AK Antony, congratulated the DRDO scientists and staff for the successful operation.

The Indian Air Force (IAF) has raised a new squadron of Sukhoi-30 MKI fighter aircraft at Chabua Air Base to enhance its strike capabilities along the Chinese border in north-east India. The IAF plans to deploy four squadrons at the Chabua and Tezpur bases, which were earlier operating different types of the MiG-21 series fighter aircraft. An IAF spokesperson said this was the second Sukhoi squadron to be deployed in the north-eastern region after Tezpur Air Base. The first Sukhoi squadron in the north-east was raised at Tezpur in 2009, according to PTI. "The new squadron will get its full complement of 16 to 18 aircraft in the coming few months," the spokesperson added. The IAF presently operates over 125 Sukhois and is planning to induct a total of 280 such fighter aircraft this decade.

The Indian Air Force (IAF) is planning to install signal intelligence (SIGINT) systems on its medium-sized transport aircraft fleet to upgrade its surveillance capabilities. Signals intelligence is intelligence gathering by interception of signals involving communications intelligence (COMINT) or electronic intelligence (ELINT), or combinations of the two. While the proposed airborne SIGINT systems will be able to intercept electromagnetic emissions of modern ground and airborne radars, the aircraft should also be able to detect enemy countermeasures and intercept their communication signals, an IAF official said. The IAF has released a global request for information (RFI) for the acquisition process, according to DD India. The IAF transport aircraft fleet comprises Antonov-32, Ilyushin-76 and C-130J Super Hercules aircraft.

NEW DELHI - The Indian Air Force will buy 65 Light Combat Helicopters (LCH) from state-owned Hindustan Aeronautics Ltd. (HAL) for about $1.4 billion.
Under development since 2006, the LCH has undergone several test flights, and deliveries are scheduled by 2013-2014. The LCH is a two-engine, 5.5-ton helicopter and will carry air-to-air missiles, 20mm guns, unguided rockets and cluster bombs, grenade launchers and anti-radiation missiles. It will be used to kill UAVs and slow-moving aircraft, escort troop-carrying copters on special operations, destroy enemy air defenses, fight in urban environments, and blow up tanks and other vehicles. An Air Force official said the weight of the LCH has been reduced, although he declined to detail the service requirement. The total demand for the helos by the Air Force and Army is 179. The LCH will also be capable of high-altitude warfare since its operational ceiling will be 16,000 to 18,000 feet. The LCH is not a derivative of the homegrown Advanced Light Helicopter although it uses the same transmission and rotor systems. The helicopter will be equipped with missile warning systems, anti-missile countermeasures and night attack-capable cockpit displays. Its narrow fuselage will be stealthy, and its landing gear will be built to handle hard landings. The LCH carries a homegrown gyro-stabilized sighting system comprising a high-performance thermal imager and laser rangefinder with a four-kilometer detection range. The helicopter also will be armed with the Helina missile, a Nag derivative, with an extended range of seven kilometers to augment its air-to-ground capability. The Air Force is operating at just 74 percent of its helicopter requirements, as most of its helicopter fleet have reached their life expectancy, an Air Force officer said.

L'Inde a procédé vendredi matin à des tirs d'essai de deux missiles balistiques de courte portée pouvant transporter des ogives nucléaires, a annoncé l'agence IANS. Un missile balistique Dhanush a d'abord été tiré depuis un navire de la marine dans le Golfe du Bengale, suivi 45 minutes plus tard par le lancement d'un Prithvi-II, tiré depuis un polygone de l'Etat d'Orissa. "Les deux tirs se sont parfaitement déroulés et ont réussi à 100%", a déclaré le directeur du polygone S.P.Dash, cité par l'agence. Ces tirs d'essais indiens ont suivi de quelques heures celui d'un missile balistique pakistanais Hatf-2 Abdali. La portée des deux missiles, qu'il s'agisse de Prithvi-II ou de son équivalent maritime Dhanush, est de 350 kilomètres. Tous les deux sont capables de porter des charges allant jusqu'à 500 kg, nucléaires ou classiques.

Tous le monde s'étonne de ceci, l'avion ne semble non plus être une maquette loin de là, et le pont est un réel chantier personnellement j'ai pas d'informations sur un cas pareil
