| Rappel du premier message :L'Inde: l'autre Puissance d'Asie Les articles réguliers sur la Chine et ses avancées dans l’aéronautique civile et militaire ne doivent pas nous faire oublier que l’Asie compte d’autres puissances pour qui l’aéronautique est vitale. C’est le cas du plus grand compétiteur asiatique de la Chine : l’Inde. Ce pays-continent dispose des capacités scientifiques et industrielles pour développer comme lui ses capacités de frappe. Tout d’abord dans le domaine balistique l’Inde souhaite décupler ses capacités et sa volonté s’exprime dans les projets hautement symboliques que sont les missiles BRAHMOS et AGNI ; mais l’Inde a développé son propre chasseur, tout comme la Chine, et prépare la relève ! Grâce à l’apport technologique Russe, une joint venture a été créée entre les deux pays pour la mise au point et la commercialisation du missile de croisière BRAHMOS qui peut être de trois versions : sol-sol ou terre-mer, mer-mer ou air-mer (depuis un Su-30MKI). Une variante sous-marine est en cours de développement. Dans sa version navale, le BRAHMOS est supersonique (Mach 2, a une trajectoire rasante et une portée max de 300km (à comparer avec les capacités de l’exocet : missile subsonique Mach 0,9 et 180km de portée seulement). Récemment l’Inde a décidé d’investir 250 millions US$ pour développer une version du missile pouvant voler à Mach 5. On le voit ce missile donnera à la marine indienne et à ses forces armées en général des capacités de loin supérieures à ce que dispose toues les marines européennes et chinoise ! Le missile AGNI consiste lui en un missile balistique à capacité nucléaire (notez que le BRAHMOS pourrait être équipé lui aussi) initiale, de conception nationale. Il existe en trois versions : AGNI 1 DE 2500km de portée ; l’AGNI 2 de 3000km de portée théorique, et l’AGNI 3 (en développement) de 5000 km de portée à terme. Ces missiles représentent avec le missile de théâtre PRITHVI les vecteurs de la dissuasion nucléaire indienne. Mais l’Inde ne sera jamais une puissance aéronautique complète si elle ne développe pas son aéronautique militaire, et le dernier appel d’offre international pour acquérir un chasseur de dernière génération (9 milliards US$) pourrait bien être le dernier du genre, et voir les russes remporter le marché assez logiquement. En effet l’Inde et la Russie veulent développer en commun un chasseur de 5ème génération : c’est l’objet de l’accord signé à Moscou en octobre 2007 pour le projet PAK FA (Future Tactical Aviation Aircraft Complex). Contrairement au F-22 RAPTOR US le projet russo-indien prévoit un avion tant furtif qu’hyper manœuvrable via des tuyères mobiles développées pour le Su-27, ainsi qu’un radar et des missiles à longues portées. A noter que le radar disposera de capacité de brouillage (existant déjà sur des Mig 29 et qui pourrait exister sur le RAFALE cette information n’ayant jamais été confirmée). Le mariage entre le génie aéronautique russe et le génie électronique et informatique indien devrait donner un résultat très intéressant. Mais ce projet en commun ne signifie pas que l’Inde ne sait pas construire de chasseur de manière autonome : elle a en effet développé par elle-même le LCA (LIGHT COMBAT AIRCRAFT) . La décision de développer ce projet fut prise en 1983 pour remplacer les Mig-21 et les caractéristiques techniques sont fixées en 1990. Le projet recevra l’appui de constructeurs européens comme DASSAULT, SAAB, et BAE, et son design montre que les ingénieurs indiens se sont inspirés du mirage 2000 et du F-18 pour les entrées d’air. L’appareil sera à terme équipé d’un réacteur de conception nationale KAVERI GTX-35VS double flux de 8,5 tonnes de poussée (SNECMA SAFRAN fournissant les filtres et les régulateurs). Le radar doppler multi-cible est développé par HAL avec l’aide d’industriels étrangers, tout comme l’avionique (THOMSON-CSF aujourd’hui THALES) et une centrale inertielle fournie par l’américain HONEYWELL. L’avion sera équipé de missile russe R-73 VYMPEL et du missile de conception nationale ASTRA. Initialement prévu pour entrer en service en 1995 le LCA a fait son premier vol en 2001. Malgré le retard du projet et les difficultés de son développement, cet appareil donne aux industries indiennes des compétences et une expérience certaine au moins égale à ce que la Chine peut faire. On le voit là encore, l’Inde entend développer ses compétences pour faire face à la Chine mais aussi pour s’installer pleinement à la table des grandes puissances. Notons que la Russie s’installe comme un acteur moteur de l’essor indien dans l’aéronautique. Capacité carburant : 3 000 litres Facteur de charges : +9 / -3 G Charge utile : 4 tonnes L’Inde a développé une base industrielle reposant sur de nombreux acteurs, tant institutionnels que privés, lesquels sont encadrés par des instituts publics qui fédèrent leurs avancées. India's defence ministry has issued a fresh request for information linked to its possible future purchase of six new in-flight refuelling aircraft, having put the brakes on a previous competition process late in 2009.
New Delhi confirms that it has issued the new request to potential suppliers, but declines to comment further on its requirements or potential procurement schedule.
Boeing says it has received the RFI and plans to participate, but adds that as "to what type we will be offering, that is still subject to internal discussions. The company has just received the RFI, and is studying it to determine India's requirements."
The US manufacturer already has the KC-767 tanker/transport based on its commercial 767 platform, but has also more recently given consideration to perhaps developing a variant of its larger 777 design.
The Indian air force now flies a fleet of Ilyushin Il-78MKI tankers and had received information on an improved version through a previous request for proposals for up to six new aircraft. EADS subsidiary Airbus Military had also supplied information on its Airbus A330-based multirole tanker transport as part of the contest, but the process was abandoned after India's finance ministry raised reservations about an acquisition.
India's military has a large fleet of Russian and Ukrainian-built aircraft, but closer ties with the USA in recent years have seen it place orders for Boeing P-8I maritime patrol aircraft and Lockheed Martin C-130J tactical transports.
New Delhi is already looking to further this co-operation, having submitted a letter of request to the US government in January for a possible purchase of up to 10 Boeing C-17 strategic transports _________________ | |

Successful flight trials of laser-guided bombs
Two flight trials were conducted today at Integrated Test Range, Chandipur to test the effectiveness of the guidance and control systems of laser-guided bombs. On-board systems in both the trials worked satisfactorily and the mission objectives have been met. Aeronautics Development Establishment (ADE), Bangalore has developed the guidance kit for 1000 lb, laser guided bombs. These are designed to improve accuracy of air-to-ground bombing by Indian Air Force. A number of tests have been performed both through simulation and flight tests over the last few years to reach the required performance levels. The bomb, once released, by the mother aircraft at appropriate range, will seek the target and home on to it very accurately and with high reliability. All the necessary on-board components are sourced from Indian industry. Another DRDO Lab, Instruments Research and Development Establishment, Dehradun has partnered ADE in this project.

| Récapitulons... au début c'était le Mig35 qui est favori, puis c'était le F-16IN, et maintenant c'est e Typhoon... Cet appel d'offres a trop duré et les indiens ont l'air d'apprécier tout ce tapage médiatique. |

| le F16IN n'a jamais été favori, pour la simple raison que la PAF en possède un responsable indien avait déclaré même que "un F16 n'abbat jamais de F16..." , je doute fort qu'ils prennent le MIG35 ils ont déjà fait le choix du MKI+brahmos et R77, et dans un avenir proche celui du SU35 ça sera un chasseur occidental sans doute _________________ "La stratégie est comme l'eau qui fuit les hauteurs et qui remplit les creux" SunTzu

10:20 GMT, February 2, 2010 As DD India reports, the Indian Navy will formally induct the Russian-made MiG-29K naval fighter jets for deployment on Admiral Gorshkov aircraft carrier on 19th February in Goa.
The first four of the 16 MiG-29Ks that India had bought from Russia in 2004 along with Gorshkov were delivered at the INS Hansa naval base in Goa on 4th December last.
"The formal induction ceremony has been fixed for February 19 at INS Hansa. The squadron has been named Black Panthers," a Navy spokesperson said in New Delhi on Tuesday.
The fighter jets that arrived in Goa in a knocked-down condition in a transport plane were re-assembled at INS Hansa, which also has a maintenance and training facility for the aircraft and its pilots.
"At present the Russian technicians and pilots are based in Goa to do the reassembling and training our technicians and pilots to take over maintenance and operations soon," he said.
After induction, the fighter jets would be operated temporarily from the shore-based facility at INS Hansa till the actual delivery of Gorshkov, rechristened as INS Vikramaditya, slated for 2012.
Under the USD 1.5 billion deal signed in March 2004 for the 45,000-tonne Kiev class Gorshkov and the MiG-29Ks, USD 974 million went towards the warship and USD 526 million for the fighter jets.
Of the 16 jets, 12 are MiG-29K single-seater fighters and the rest four are MiG-29KUB twin-seater trainers.
India is all set to ink another deal with Russia for 29 more MiG-29Ks for USD 1.2 billion in a bid to strengthen its naval aviation wing.
The MiG-29Ks flight operations on Gorshkov will be in the Short Take Off But Arrested Landing (STOBAR) configuration for which the ship is being re-modified at Sevmash yard in Russia.
To train Indian pilots for STOBAR operations, India has already set up the world's third shore-based training facility at INS Hansa.
The pilots were also sent to the US for deck landing training and on board a French aircraft carrier for operations training, apart from Russia for Qualified Flying Instructors' conversion training.
The aircraft has arrester gear on its tail to help hooking onto the arrestor wires on board the landing deck of the carrier.
It also has stronger landing gear to withstand the arrested landing on board the carriers, folding wings and rust-proofing to prevent corrosion.
Fitted with a fully digitised glass cockpit, improved engine protection against ingestion of foreign particles like birds, a multi-mode radar and increased range, the MiG-29Ks will also provide aerial cover to the carrier's battle group, acquire air superiority and destroy sea-borne and ground-based targets with guided high-precision weapons in all weather, day-and-night conditions.
India currently operates the Sea Harrier jump jets on board its solitary Centaur Class aircraft carrier, which celebrated its 50 years of naval service both in the Royal Navy as HMS Hermes and in the Indian Navy as INS Viraat.
Of the 30-odd Sea Harriers the Navy bought from Britain along with Viraat in late 1980s, only a dozen of them are left in service.

Les chasseurs Su-30MKI équipant les armées de l'Inde, de la Malaisie et de l'Algérie, pourraient être modernisés en vue de porter trois missiles de croisière russo-indien Brahmos, a annoncé jeudi le vice-président du constructeur aéronautique russe Irkout, Vladimir Saoutov.
"Le missile Brahmos est un engin puissant et lourd. Parallèlement à l'adaptation en cours du chasseur Su-30MKI pour sa version lourde, on élabore des modèles allégés du missile, pour permettre à l'avion d'en porter trois à la fois", a-t-il expliqué dans le cadre du salon aéronautique Singapore Airshow 2010.
Le programme de modernisation prévoit d'adapter une centaine de Su-30MKI aux missiles de croisière lourds Brahmos. Ce travail est réalisé par l'agence russe d'exportation d'armements Rosoboronexport, Sukhoi et des bureaux d'études russes.
Cette adaptation, a estimé l'expert, fera du chasseur un appareil unique du point de vue de ses performances opérationnelles. Les délégations militaires de Malaisie, d'Indonésie, de Chine, de Thaïlande et de Singapour, qui ont visité notre stand au salon, nous ont déjà demandé quand cet avion serait mis en vente, a indiqué M.Saoutov.
Les essais de vol de la version aérienne du missile supersonique russo-indien Brahmos, dont des tirs depuis le chasseur Su-30MKI, pourraient s'achever à la fin de 2012.
Les tests du premier missile conjoint remontent à la fin 2004. La version navale du missile a été adoptée par l'Inde en 2006 et sa version terrestre en juin 2007.
Les besoins des forces armées indiennes en missiles Brahmos, en mesure de porter une charge à une distance de 300 km, sont estimés par les experts à un millier d'unités pour les dix ans à venir, compte tenu de l'armée de l'air, de terre et de la marine de guerre. Le potentiel d'exportation du missile s'élèverait, selon les experts, à 2.000 unités.

After favouring the U.S. for its recent purchases of hi-tech military equipment, India has now turned to Russia, its old supplier, for the next generation fighter aircraft. PAK FA, Russia’s fifth generation fighter, which boasts of radar evasion characteristics, made its maiden flight only late last month. India inked an agreement with Russia for jointly developing this aircraft, but the time taken to complete the paperwork meant that 70 per cent of the plane was already developed by the Sukhoi Design Bureau. Now India has planned to enter the project mid-way. It will discuss the development schedule for the coming years and the number of aircraft it requires with Deputy Prime Minister and Russia’s India point man S.S. Sobyanin when he visits India by the middle of this month, senior government sources said. Though its force levels are depleting, the Indian Air Force wants to ensure that the replacements are world-class and the best in the region. The 250-plus Sukhoi-30 MKI fighter aircraft to be inducted gradually over the next decade fit the bill, and so will the 126 frontline multi-role fighter aircraft, which India plans to buy and for which six vendors are in the fray. PAK FA, billed as a competitor to F-22 Raptor, developed by the U.S., is expected go into mass production after at least five years. The striking feature of this aircraft is its stealth characteristics: radars will find it tough to spot it. It will also be able to take off from short airstrips and remain in the air for longer than the current fighters in the inventory of air forces around the world. What has attracted India to the project is the cost factor: it will be a lot cheaper to make than F-22. Australian Navy agrees to India assuming policing role in Indian Ocean
Port Blair (Andaman and Nicobar Islands), Feb 7 (ANI): Despite tensions rising in India over the racist attacks against Indian students Down Under, the Royal Australian Navy (RAN) has said that it is not against its Indian counterpart assuming a policing role in the Indian Ocean region.
The RAN wants to have joint operations to counter threats from terrorists, pirates and other criminals in the sea lanes. The RAN is participating in Exercise Milan hosted by India to bring together navies of the Asia-Pacific region to promote understanding and cooperation in the areas of common interest and safeguard sea lanes from poaching, piracy and terrorist activities, promote interoperability to the extent possible and engage in joint search and rescue and humanitarian operations.
Australia has sent the HMAS Glenelg to participate in Exercise Milan, which started on February 4.
"It is obvious for every country to jointly participate in exercise to counter piracy, criminal activity and terrorism," said Lieutenant Commander Shane Doolin, the commander of the ship.
"Milan is a good example where two navies learn from each other to operate in an emergency situation. The visit so far has been fantastic. We have been continuously supported to explore the environment here," he said.
"We are part of Indian Ocean nations and this exercise is a joint nation exercise witnessing participation of 13 navies in order to provide joint task force to counter threats appearing in the sea lanes," said Lieutenant Commander Shane Doolin.
He added: "We are all partners in the Indian Ocean and in reality this exercise focus' on providing humanitarian assistance and disaster relier relief as quick as possible," he said.
The HMAS Glenelg is a next-generation ship with a crew of 25 members. The offshore patrol vessel is a newly-built ship having state of art satellite navigation system that enables the ship position to be determined with great accuracy.
Lieutenant Commander Shane Doolin said the Indian Navy has experience of combating piracy in the Gulf of Aden and the Australian Navy has maritime experience, which they can use to work together to solve the problems.
Milan 2010 will will also provide opportunities to promote understanding and camaraderie amongst the navies of the Asia-Pacific region and encourages ship visits, social interactions and cultural presentations by the participating countries.

13:32 GMT, February 8, 2010 The fourth flight of the Indian long range missile AGNI-3 with a range capability of 3500 km was tested successfully by Defence Research and Development Organisation (DRDO) at 10:50 this morning from the Wheeler Island, in the Bay of Bengal off the coast of Odisha. The AGNI-3 Missile tested for the full range, hit the target with pin-point accuracy and met all the mission objectives. Two down range ships located near the target tracked and witnessed the Missile reaching the target accurately.
The marker pen like AGNI-3 Missile is 17 meters long and 2 metres in diameter. The Missile is a two stage solid propellant system with a pay load capability of 1.5 tons. During the course of flight the Missile reached a peak height of 350 km and re-entered into the atmosphere successfully tolerating the skin temperatures of nearly 3000 degree Celsius.
The missile is equipped with a state of the art computer system, navigated with a most advanced Navigation system and guided with an innovative guidance scheme. The Navigation system used for guidance is first of its kind. Number of Radars and electro optical tracking systems along the coast of Odisha have monitored the path of the Missile and evaluated all the parameters in realtime.
The launch is part of the pre-induction trial. Indian Army (the user) has carried out the total launch operations guided by the DRDO scientists. Now the Missile system will be fully inducted into the armed forces.
Mission Director Sri Avinash Chander and Project Director Dr V.G. Sekaran have guided and controlled the complete Missile integration and launch activities. Scientific Advisor to Defence Minister and Director General, DRDO Dr V.K. Saraswat have over seen the total launch operations.
Dr V.K. Saraswat and Sri Avinash Chander congratulated all the Scientists and employees of DRDO and the industry partners.

India's Indigenous Light Combat Helicopter Ready for First Flight The first indigenously made light combat helicopter (LCH) in India has successfully completed its first ground run, and will now take its first flight in February 2010. NEW DELHI, Feb 11 (APP) India will acquire six additional C-130J ‘Hercules’ transport aircraft from the United States to build up its transport fleet. We are expecting to receive a Letter of Request (LOR) soon from the Indian government for additional C-130Js.” Lockheed’s India head Roger Rose said, The IAF will have now 12 such transport aircraft. Earlier, India had ordered for six Lockheed Martin-built C-130Js worth around USD one billion. The IAF operates a fleet of IL-76 heavy-lift and An-32 transport aircraft. It decided to purchase the C-130Js for carrying medium loads of around 15-20 tonnes. The first such aircraft will be inducted in first quarter of 2011. Rose said the company was doing offsets worth around USD 300 million for the contract. Media reports quoting Roger Rose said the paramilitary and special forces including the Border Security Force have shown interest, adding “we see a market for selling around 50 C-130Js in India”. Meanwhile, Indian Defence Minister A K Antony while addressing an Asian Security Conference organised by Institute of Defence Studies and Analyses here said India was closely watching the Chinese military build-up and taking all necessary measures to shape its response. “We are carrying out continuous appraisals of its (China’s) military capabilities. At the same time, we are also taking all necessary measures to shape our responses,” he said. “We only seek to build an effective deterrent capability to safeguard ourselves. The recent successful test of Agni-II needs to be seen in this context. It is not aimed against any particular nation,” he said. The Indian Air Force (IAF) has ordered an additional 750 Akash medium-range surface-to-air missiles (SAMs) comprsing six squadrons from Bharat Electronics Ltd (BEL) at a cost of $925 million, Indian defence minister AK Antony announced today.
IAF orders 750 DRDO developed Akash SAMs
"A decision to place this fresh order with BEL was taken after the IAF expressed satisfaction with the performance of the Akash missiles that are deployed in two squadrons," defence minister AK Antony said.
"The first order for 250 missiles was placed last year on a pilot basis. The IAF has decided to deploy the weapon in more squadrons for optimal use," Antony said after inaugurating the digital flight control computer facility at BEL here.
BEL chairman and managing director Ashwani Kumar Datt said that the first order was worth Rs 12.21 billion.
Designed and developed by the state-run Defence Research and Development Organisation (DRDO), the Akash missile defence system is part of the country's integrated guided missile development programme.
"The missile can target an enemy aircraft up to 30 km away, at altitudes up to 18,000 meters and can be fired from both tracked and wheeled platforms," Datt told reporters on the margins of the function.
