| Rappel du premier message :L'Inde: l'autre Puissance d'Asie Les articles réguliers sur la Chine et ses avancées dans l’aéronautique civile et militaire ne doivent pas nous faire oublier que l’Asie compte d’autres puissances pour qui l’aéronautique est vitale. C’est le cas du plus grand compétiteur asiatique de la Chine : l’Inde. Ce pays-continent dispose des capacités scientifiques et industrielles pour développer comme lui ses capacités de frappe. Tout d’abord dans le domaine balistique l’Inde souhaite décupler ses capacités et sa volonté s’exprime dans les projets hautement symboliques que sont les missiles BRAHMOS et AGNI ; mais l’Inde a développé son propre chasseur, tout comme la Chine, et prépare la relève ! Grâce à l’apport technologique Russe, une joint venture a été créée entre les deux pays pour la mise au point et la commercialisation du missile de croisière BRAHMOS qui peut être de trois versions : sol-sol ou terre-mer, mer-mer ou air-mer (depuis un Su-30MKI). Une variante sous-marine est en cours de développement. Dans sa version navale, le BRAHMOS est supersonique (Mach 2, a une trajectoire rasante et une portée max de 300km (à comparer avec les capacités de l’exocet : missile subsonique Mach 0,9 et 180km de portée seulement). Récemment l’Inde a décidé d’investir 250 millions US$ pour développer une version du missile pouvant voler à Mach 5. On le voit ce missile donnera à la marine indienne et à ses forces armées en général des capacités de loin supérieures à ce que dispose toues les marines européennes et chinoise ! Le missile AGNI consiste lui en un missile balistique à capacité nucléaire (notez que le BRAHMOS pourrait être équipé lui aussi) initiale, de conception nationale. Il existe en trois versions : AGNI 1 DE 2500km de portée ; l’AGNI 2 de 3000km de portée théorique, et l’AGNI 3 (en développement) de 5000 km de portée à terme. Ces missiles représentent avec le missile de théâtre PRITHVI les vecteurs de la dissuasion nucléaire indienne. Mais l’Inde ne sera jamais une puissance aéronautique complète si elle ne développe pas son aéronautique militaire, et le dernier appel d’offre international pour acquérir un chasseur de dernière génération (9 milliards US$) pourrait bien être le dernier du genre, et voir les russes remporter le marché assez logiquement. En effet l’Inde et la Russie veulent développer en commun un chasseur de 5ème génération : c’est l’objet de l’accord signé à Moscou en octobre 2007 pour le projet PAK FA (Future Tactical Aviation Aircraft Complex). Contrairement au F-22 RAPTOR US le projet russo-indien prévoit un avion tant furtif qu’hyper manœuvrable via des tuyères mobiles développées pour le Su-27, ainsi qu’un radar et des missiles à longues portées. A noter que le radar disposera de capacité de brouillage (existant déjà sur des Mig 29 et qui pourrait exister sur le RAFALE cette information n’ayant jamais été confirmée). Le mariage entre le génie aéronautique russe et le génie électronique et informatique indien devrait donner un résultat très intéressant. Mais ce projet en commun ne signifie pas que l’Inde ne sait pas construire de chasseur de manière autonome : elle a en effet développé par elle-même le LCA (LIGHT COMBAT AIRCRAFT) . La décision de développer ce projet fut prise en 1983 pour remplacer les Mig-21 et les caractéristiques techniques sont fixées en 1990. Le projet recevra l’appui de constructeurs européens comme DASSAULT, SAAB, et BAE, et son design montre que les ingénieurs indiens se sont inspirés du mirage 2000 et du F-18 pour les entrées d’air. L’appareil sera à terme équipé d’un réacteur de conception nationale KAVERI GTX-35VS double flux de 8,5 tonnes de poussée (SNECMA SAFRAN fournissant les filtres et les régulateurs). Le radar doppler multi-cible est développé par HAL avec l’aide d’industriels étrangers, tout comme l’avionique (THOMSON-CSF aujourd’hui THALES) et une centrale inertielle fournie par l’américain HONEYWELL. L’avion sera équipé de missile russe R-73 VYMPEL et du missile de conception nationale ASTRA. Initialement prévu pour entrer en service en 1995 le LCA a fait son premier vol en 2001. Malgré le retard du projet et les difficultés de son développement, cet appareil donne aux industries indiennes des compétences et une expérience certaine au moins égale à ce que la Chine peut faire. On le voit là encore, l’Inde entend développer ses compétences pour faire face à la Chine mais aussi pour s’installer pleinement à la table des grandes puissances. Notons que la Russie s’installe comme un acteur moteur de l’essor indien dans l’aéronautique. Caractéristiques du LCA : Envergure : 8,2 mètres Longueur : 13,2 mètres Hauteur : 4,4 mètres Surface alaire : 37,5 m² Masse à vide : 5,5 tonnes Masse maximale : 12,5 tonnes Motorisation : Prototype : 1 General Electric F404-GE-F2J3 Avions de série : 1 TSEA GTX-35VS Vitesse maxi : Mach 1.6 Plafond : 15 000 mètres Rayon d'action : 1 000 km Armement fixe : 1 canon GSH-23 de 23 mm alimenté par 220 obus. Capacité carburant : 3 000 litres Facteur de charges : +9 / -3 G Charge utile : 4 tonnes L’Inde a développé une base industrielle reposant sur de nombreux acteurs, tant institutionnels que privés, lesquels sont encadrés par des instituts publics qui fédèrent leurs avancées. - Sukhoi-30MkIs increase night flying to enhance fighting capabilities
Be prepared to hear loud roars of fighter jets every night. The Indian Air Force’s (IAF) Sukhoi-30MkI air dominance fighters have just stepped up their night flying, and will continue to do so in the coming days.
This was disclosed to media persons by Wing Commander B Satish, commanding officer of the 30 Squadron (The Rhinos) at the IAF base at Lohegaon on Tuesday. The media visit had been organised as part of the Air Force Day celebrations, to be held on October 8 across the country.
Satish, who took over the squadron recently, said that night flying had been increased to further hone the flying capabilities of the pilots. The Pune IAF base is arguably the most important of all bases in the country as it has three fighter squadrons of Sukhoi-30MkIs (Squadrons 20, 30 and 31).
Satish said, “Night flying adds considerably to the physiological stress in a fighter pilot. But night time expertise is important to put down enemy airfields and fighter aircraft with pin-point accuracy.”
Not only are the Sukhois flying every night, but as many as eight Sukhois took part in war games last week assisted by a state-of-the-art AWACS (airborne warning and control system) aircraft from Agra, which specially flew down from Uttar Pradesh and went back the same night.
Explaining the exercise to media persons in the special briefing room, Squadron Leader Shanmukha said how four Sukhois ‘fought’ four Sukhois over the airspace covering
Pune-Ahmednagar-Solapur. Such exercises are extremely important in honing the fighting capabilities of pilots.
“Exercises such as these are followed by exhaustive de-briefing sessions, when mistakes are analysed threadbare. This is the only way we are able to improve our skills,” Shanmukha said.
Later, Flight Lieutenant Thakurdas explained the immense manoeuvrability of the Sukhoi jet when he showed media persons an aircraft from up close. Pointing to the special canards (small, additional wings near the cockpit) and the two nozzles in the rear of the aircraft, Thakurdas said that these helped the Sukhoi-30MkI turn 360 degrees like a helicopter in a split second. “This adds to the dominance of the aircraft in the air,” he said.
Finally, the journalists were taken inside the IAF managed air traffic control (ATC) room where three young Air Warriors with ear phones sat glued to their screens receiving and issuing instructions rapidly. Squadron Leader Johar told the media that the ATC works 24/7 and was fully controlled by the IAF.
“As the Pune air base is used by both civilian and military aircraft, our ATC team has to converse with both groups. The language used during the radio telephony is consistent with international standards,” Johar said. The Pune air base sees as many as 100 take-offs and landings every day of civilian and military aircraft.

Sea trails of upgraded aircraft-carrier set for 2012

Indian navy and Sevmash shipyard agree that it will be inappropriate to start testing at sea with “Vikramaditya” this November as earlier scheduled.
Russia and India agreed in 2004 to upgrade and sell the former Soviet aircraft-carrier “Admiral Gorshkov” to the Indian navy under the name “Vikramaditya.”
After years of delays and disagreements between the two countries on the final price tag, a 2010 agreement stipulated delivery of the modernized vessel for December 2012. But, first the Indian crew will take the vessel out in the Barents Sea for testing. That was supposed to happen this November.
New date for sea trail of the huge aircraft-carrier is now May 2012.
The vessel is now 85 percent ready, reports the portal of the Sevmash shipyard in Severodvinsk following delegation of inspections of the Joint Staff of the Indian Navy.

Now, SU-30 fighter squadron in Jodhpur
JODHPUR: State-of-the-art premier multirole fighters, SU-30 Squadron of IAF will be stationed at the Jodhpur air base from Sunday.
With this induction, strike capability of IAF in Rajasthan has gained far reaching advantage and the air defence of the country has become impregnable . The squadron taking on to the western skies with its lethal strike force, multirole function and weaponry carrying capability will give unassailable advantage to IAF in this sector, defence spokesperson Col S D Goswami said.
Sources said IAF Sukhois are getting closer to the Pakistan border for the first time.
"For the first time, India's frontline fighter aircraft, Sukhoi-30-MKI , will be based very close to the Indo-Pak border , only kilometres away, the at the Jodhpur air base. Jodhpur is a strategically important air base in Indo-pak border . The twin-engine Russianorigin Sukhois, which are now produced under licence in India, are one of the leading warplanes of the world," a retired air force officer said.
These fighters are set to become deadlier with the slated fitting of super-sonic cruise missile BrahMos under its belly, he said.
A Sukhoi-30-MKI flying at top speed of around two mach, about 2,450 kmph, will be able to reach the western border of India within few minutes of the take-off from Jodhpur.

IAF to induct Mi-17 V5 helicopters this month
The Indian Air Force will induct the first batch of Russian-built Mi-17 V5 helicopters by mid-October at the Bagdogra air base under the 156 helicopter unit, an IAF official said.
Press Trust of India has quoted the official as saying, "We are going to induct the first batch of Mi-17 V5s from Russia by the second week of the month, and by March next year we will have 26 of them."
The helicopters, part of deal signed with Russia in 2008 for 80 Mi-17 V5 helicopters, will be used for humanitarian and disaster relief missions and transport operations.
The IAF also has plans to induct 59 additional Mi-17 V5 helicopters to replace the older Mi-17 and Mi-8 variants.
Recently, IAF had deployed 19 Mi-17 IV helicopters into service, which were used during the UN missions in Congo and Sudan.

Le sous-marin Nerpa livré à l'Inde fin novembre
La Russie remettra fin novembre à l'Inde le sous-marin nucléaire Nerpa, théâtre d'un accident meurtrier lors d'essais en 2008, a annoncé mardi à RIA Novosti une source haut placée au sein du complexe militaro-industriel.
"Une commission d'Etat a tenu une réunion à l'issue de laquelle il a été décidé de remettre le Nerpa à l'Inde fin novembre prochain", a indiqué l'interlocuteur de l'agence.
Initialement, le Nerpa devait être loué à l'Inde en 2008, la livraison ayant toutefois été reportée suite à une série de problèmes techniques. Lors des premiers essais en mer en novembre 2008, l'actionnement involontaire du système anti-incendie à base de fréon, un gaz extrêmement toxique, a tué, à bord du Nerpa, vingt personnes, dont des militaires. Après les réparations nécessaires, le Nerpa a passé tous les tests avec succès, selon le ministère russe de la Défense.

- IAF to induct 214 fifth generation fighter jets
New Delhi: The Indian Air Force (IAF) will induct a total of 214 single and twin-seater variants of the advanced Fifth Generation Fighter Aircraft (FGFA) being developed jointly by India and Russia. The fighters are likely to be inducted by 2017.
"We are looking for 166 single seater and 48 twin-seater versions of the aircraft," IAF Chief Air Chief Marshal NAK Browne said in New Delhi.
He was asked to comment on the project which will be reviewed by India and Russia during Defence Minister AK Antony's meeting with his Russian counterpart AE Sardyukov in Moscow. [color:b468=#fff]The fighters, developed jointly by India and Russia, are likely to be inducted by 2017.
He said the contract was in the preliminary contract stage and was expected involve more efforts by two sides when it enters design phase next year.
"By 2012, negotiations will start for the design phase of the aircraft," he said.
The IAF Chief said India would also discuss basing air force, Hindustan Aeronautics limited (HAL) and DRDO teams in Russia to monitor the progress of the joint venture project.
He said by 2017 the first lot of the aircraft were expected to join the IAF and that will depend on the progress of tests and trials of the aircraft.
Commenting on the international commitments of the IAF, Browne said it will hold aerial wargames with the Royal Air Force of Oman (RAFO) from October 14 at the Jamnagar air base where the two sides will field their Jaguar deep penetration strike aircraft.
Asked about its plans to take part in Red Flag exercise held in the US, Browne said participating in such wargames involves a lot of effort as it was a trans-Atlantic affair.
He said the IAF will now go there in 2013 only. Red Flag is a US-led NATO exercise and India had taken part in it in 2008.
Need for tri-service aerospace command
The IAF also said there was a need for having a tri-service aerospace command to look after the military issues related to space.
"Time has come that we look into the realm of an aerospace command. It would be a joint command where all the three services have to put their hands together," IAF Chief said while addressing the annual Air Force Day press conference in Nedw Delhi.
All the three services have been talking about creating a joint command for management and creation of a space command to tackle military threats and utilising space-based capabilities.
Asked about the status of the dedicated satellite programmes for the IAF, Browne said, "Both the GSAT-7 and GSAT-7A satellites are delayed by a year. That is a delay from the ISRO part."
He said the payload and other systems to be launched with the satellite have been finalised.
On the functioning of the IAF space cell, Browne said the Integrated Defence Staff has come up with a Defence Space Vision and was the point of contact for all the three services.

Indian Navy seeks helicopter upgrades
The Indian Navy is to upgrade its fleet of Sea King and Kamov helicopters in a move to strengthen its helicopter force, according to Rear Admiral Sudhir Pillai, flag officer of Commanding Goa Area.
The Sea King is an anti-submarine warfare helicopter and the Kamov is an airborne early warnings helicopter.
The navy operates the TU-142 and IL-38 maritime surveillance aircraft, as well as the medium-range recce Dornier-228 aircraft for reconnaissance missions.

IAF to finalise trainer deal with Swiss Pilatus
The Indian Air Force (IAF) is likely to finalise a Rs18.5bn ($370m) deal with Swiss firm Pilatus for the supply of basic PC-7 turbo trainer aircraft by the end of this month to train its rookie pilots.
Press Trust of India has quoted the chief as saying that the new trainers would fulfil the gap created in the basic pilot training following the grounding of the Deepak HPT-32 trainer in 2009.
The low-wing tandem-seat PC-7 turbo trainer is based on Pilatus's piston-powered P-3 aircraft and is capable of performing all basic training functions that include aerobatics, instrument, tactical and night flying.

Decision on $ 10 bn MMRCA Deal Today
The Defence Acquisition Council will decide on Friday which company will be given India's over $10 billion Medium Multi-Role Combat Aircraft (MMRCA) deal. The race to supply for 126 fighter jets is between two European offerings - the French Rafale and the Eurofighter Typhoon, manufactured by a European consortium.
The Eurofighter and the Rafale are relatively new aircraft and according to the IAF state of art. The Eurofighter has entered service with six air forces in the last few years and the Rafale is in service with the French Air Force.
India urgently needs more fighters and the new planes will take 10 years to come, even after the deal is signed.
The IAF wants to begin induction of the MMRCA in its fleet by 2015, by when it will start phasing out the Soviet-era MiG series of fighter jets.
It is being termed as the biggest defence deal in the history of India, a deal worth 12 billion dollars for 126 multi-role fighter jets. Two European contenders have been shortlisted by the Defense Ministry for the significant purchase which will renovate the face of the Indian Air Force.
A deal that will restore the Indian Air Force's dwindling fleet and replace the aging Mig-21s and in the race for the historical deal - after two years of cut & thrust- there are two European competitors: France's Dassault Rafale & EADS Eurofighter Typhoon, both calling their jets the best and lobbying hard for the significant deal and confident of even getting one.

Report: Indian army could use Russian satellite navigation system
Moscow - India's military is considering using Russia's Glonass satellite system for navigation and targeting, a leading Russian newspaper reported Thursday.
Russian Defence Minister Anatoly Serdyukov offered Delhi access to the system during a recent meeting with his Indian counterpart Arackaparambil Kurien Antony, Kommersant newspaper wrote.
Glonass is a worldwide satellite navigation system similar to the US' GPS system. Russia placed its 24th Glonass satellite into orbit on Monday, upgrading the system to full worldwide coverage.
India could use Glonass for monitoring and controlling its own ballistic missiles and would avoid the cost of setting up its own worldwide satellite navigation network, the report said, citing a senior Russian army officer.
Russian army spokesmen have said that the Glonass system would allow guided missiles to strike targets anywhere on Earth with an error margin of less than one metre.
Antony was in Russia from Monday through Wednesday on a visit devoted primarily to talks on ongoing and future arms acquisitions from Moscow.
Topping India's Russian arms shopping list are a nuclear submarine, a retrofitted aircraft carrier and modern tanks.
Russia in 2010 sold some 3.5 billion dollars of weaponry and military equipment to India. A recently signed deal worth 1.5 billion dollars will deliver 29 MiG-29 fighter jets to India's navy by the end of 2012, according to news reports.

IAF to have radar system in mountains for better security
As a routine of the major security enhancement, the Indian Air Force (IAF) must demonstrate a formiable radar system in mountains and other places to make ways and establish fighter aircraft in Delhi and other urban areas for instant action to any visible attacks.
“I think by 2014, we must have an impressive radar network in the country. The most perilous part are the mountain places and that may involve a year more,” Airforce Chief Marshal NAK Browne announced here.
He informerd reporters on sidelines of Air Force Day parade here, “We have outlined plans which take care of the air defense of important metres, beginning from Delhi. This network is made up of radars early warning systems, missles with air bourne fighters inclusive.”
On acquiring the air space of Natural Capital Region (NCR) he emphasised, “Since Hindon is the nearest base, it is certainly going to be the correct area to establish the air defense figher”.
Further, he went on to say that the type of the aircraft expected here has not been discussed. “Whether it must be Sukhois or M-MRCA class of aircraft, the agrrement is not yet made but surely there would undoubtedly enchance air-defense fighter. On the incoming army exercise coded OP Sudarshan Shakti, he reiterated , “Members of the squad must be the strike cops i.e 21 corps from the Indian Army and the South Western Air Command (SWAC) from the IAF.

India clears $275 mn order for T-72 tank recovery vehicles
NEW DELHI: India on Thursday cleared a repeat order worth Rs.1,350 crore ($275 million) for 650 armoured recovery and repair vehicles for its 1,500 T-72 Ajeya main battle tanks.
The Cabinet Committee on Security, which met here under the chairmanship of Prime Minister Manmohan Singh, cleared the defence ministry's proposal and approved the orders to be placed with defence public sector undertaking Bharat Earth Movers Limited (BEML), according to government sources.
The defence PSU will build the armoured recovery and repair vehicles through technology transfer from Polish company Bumar, with which it had signed an agreement on this, the sources said.

| Les 3 Destroyers de la classe Kolkata en construction. Ces Destroyers devraient rejoindre la flotte indienne à partir de 2012. D'un Déplacement de ~7000T, les Kolkata recevront un électonique israléen et indien ... ainsi IAI livrera le Radar MF Star EL/M-2248 et le EL/M-2238 et Elbit se chargera du système de contre mesure. Israél s'occupera aussi de livrer les Barak II ( 64 lanceurs pour chaque unité ! ). Les autres moyens électroniques principalement le CMS et les moyens de guerre ASM vont être des produits locaux. Les Destroyers vont embarquer aussi 16 missiles Brahmos et pourront mettre en oeuvre 2 hélicos. _________________ | |
