Thales to supply mission suite for Indonesian PKR vessels
Thales announced the signing of a contract with the Dutch shipyard Damen Schelde Naval Shipbuilding for the delivery and installation of a full mission systems suite for the 2 PKR class vessels under construction for the Indonesian Navy.
Thales will supply the latest release of the TACTICOS Combat Management System; SMART-S Mk2 surveillance radar; STIR 1.2 Mk2 EO fire control system; KINGKLIP sonar; LINK-Y datalink, as well as its naval communication and navigation systems. The first delivery is scheduled for the end of 2014. The programme is scheduled to end in 2017.
Thales will also increase its existing industrial cooperation with the Republic of Indonesia, with PT LEN Industri, developing part of the Combat Management System software suite. In addition to software development, Thales will continue to involve the local industry in service support and will continue to develop its long-term partnership with the Indonesian industry on future programmes in both the military and civil sectors.
This contract brings the number of SMART-S Mk2 radars systems up to well over 50. With the first system under contract in 2003 and operational in 2006, this radar is the world-wide market leader in naval medium to long range surveillance radars.

Defence Minister David Johnston says Australia's handover of an old C-130 Hercules to Indonesia will go ahead, despite cooperation being suspended between the two countries.
The aircraft flew over Darwin this afternoon and has had its Australian markings removed.
The Hercules has been repainted with flags and symbols of the TNI - the Indonesian military.
Australia originally intended to hand over the plane to the Indonesians at a ceremony this week at Williamtown in New South Wales.
That ceremony had been postponed in light of revelations that Australia attempted to spy on Indonesian president Susilo Bambang Yudhoyono, his wife and senior ministers in 2009.
A spokesman for Senator Johnston says the C-130 handover will still go ahead.
He would not comment on whether another date had been set for the ceremony or if the aircraft is on its way to Indonesia.
Meanwhile, Indonesia's foreign minister says he has spoken to his Australian counterpart Julie Bishop about meeting to discuss rebuilding the two countries' relations.
Today Marty Natalegawa appeared before an Indonesian parliamentary commission that deals with foreign affairs.
Commission members want more details about a letter Prime Minister Tony Abbott wrote to the president vowing to never hurt Indonesia or the relationship again.
Dr Natalegawa says he is already looking to begin discussions.
"I've been already in touch with Minister Bishop to discuss about the first step, namely for the two of us to get together," he said.
He says a meeting is needed before protocols for future relations can be developed.
Indonesia says it will not restart cooperation on things like people smuggling until a new agreement is signed.

Le constructeur étatique PT Dirgantara Indonesia (PTDI) a remis son premier fuselage complet pour les hélicoptéres EC225/EC725, marquant ainsi une nouvelle étape dans la relation entre l’hélicopteriste et le groupe indonésien qui réalise l’assemblage final de la version indonésienne du Super Puma, le NAS332, depuis 30 ans. Le fuselage complet, qui réunit les parties supérieure et inférieure, a été assemblé à l’usine de Bandung à Java occidental. Il doit être livré à la chaîne d’assemblage d’Eurocopter à Marignane au mois de décembre pour intégration dans un EC225 (civil) ou EC725 (militaire), les deux machines partageant le même fuselage.
PTDI fournit les fuselages supérieur et inférieur ainsi que la poutre de queue de l’EC225/EC725 dans le cadre d’un contrat de 43 M$ signé en 2008 concernant les éléments pour 125 hélicoptères. Sur ce total, cinq fuselages supérieurs et 23 poutres de queue ont déjà été livrés. La livraison du premier fuselage complet marque le début d’une nouvelle phase dans ce partenariat puisque PTDI assure dorénavant l’intégration des deux parties de fuselage.
Le constructeur indonésien annonce par ailleurs son intention d’accélérer les cadences de production en réorganisant les équipes et en augmentant le nombre de postes de travail à Bandung. L’objectif pour 2014 est d’effectuer une livraison de poutre de queue toutes les trois semaines et un fuselage complet toutes les 10 semaines.
Signalons par ailleurs que PTDI est également partenaire de longue date d’Airbus Military, autre filiale d’EADS. Un partenariat qui porte notamment sur une participation de PTDI à la production du C295 ainsi que sur le développement du NC212i, une nouvelle version du bimoteur de transport Casa 212 qui devrait être assemblée en Indonésie.

TNI to buy 24 F-16 fighters from US
Air Force chief of staff Air Marshall Ida Bagus Putu Dunia said the Indonesian Air Force (TNI-AU) would purchase 24 F-16 fighter jets from the US to modernize the country’s primary weapons defense system (Alutsista).
“The procurement is a continuation of previous armament procurement programs,” he said at the commencement of 149 Air Force officers at Adi Soemarmo Air Force Base in Surakarta on Friday, as quoted by Antara news agency.
Putu Dunia said the first of the F-16 fighter jets would be procured in 2014.
“It is hoped that in 2014 we can outfit our air defense system with eight new F-16 fighter planes while the remainder will be procured in the following year,” he said.
Apart from F-16 fighters, the TNI-AU will also purchase a Hercules and CN2 9,000 aircraft and four radars.
“We will adjust to the TNI commander’s policy. We will get new aircraft and we are ready to deploy them at anytime on the command of our leaders,” said Putu Dunia.
He said the TNI-AU was entering a crucial phase of the 21st century; therefore, his body would modernize its primary weapons defense system and operational infrastructure.
“We will also improve doctrines and increase personnel skills to face the challenges of modern war,” said Putu Dunia. (ebf)

Defense Ministry looking to replace aging F-5 tiger fighter aircraft
Jakarta (ANTARA News) - The Indonesian Defense Ministry announced its plan to replace the F-5 Tiger fighter aircraft with the latest generation of jet fighters such as the Russian Sukhoi Su-35.
"We have received proposals from several jet fighter manufacturers for replacing the F-5 Tiger fighter aircraft. We are in the process of evaluating which jet fighter will best suit our requirements, whether the aircraft is from Russia, USA, or other countries," stated Defense Minister Purnomo Yusgiantoro, here on Tuesday.
Purnomo spoke about the plan after holding a meeting with Indonesian Military Commander General Moeldoko and Indonesian Air Force Chief of Staff Marshall Ida Bagus Putu Dunia, here on Tuesday.
The minister pointed out that they have at least 5 to 6 options of jet fighters to replace the aging F-5 Tiger fighter aircraft, which has been in service for over three decades.
He urged several officers to weigh all their available options to zero down upon which jet fighter meets the specifications to replace the "Tiger".
The minister hoped that the officers can arrive at a decision soon, so that the requisition plan can be included in Indonesias Strategic Plan II 2015 to 2020.
"I hope the finalized next-generation jet fighter is capable of carrying long-range missiles," Purnomo added.
Meanwhile, General Moeldoko remarked that the Indonesian Air Force has conducted a study on several jet fighters such as the Russian Sukhoi Su-35, the American F-15 Eagle and F-16 Fighting Falcon, and the Swedish Fighter SAAB JAS 39 Gripen.
"We are still evaluating the options. It depends on Indonesias financial position," Moeldoko stated.
Ida noted that the Indonesian Air Force is willing to have a squadron of 16 new jet fighters to replace the aging F-5 Tiger.
"We will follow the Strategic Plan. We will also revise the decision in line with the command of the Indonesian Military Commander and Defense Minister as well as taking into consideration the state finances," Ida claimed.
Marshall stated that the Air Force can substitute the old jet fighter in the Strategic Plan in order to defend Indonesian sovereignty.(*)

State-run naval shipbuilder PT PAL Indonesia is planning to collaborate with a foreign counterpart to carry out the repair and overhaul of one of Indonesia's two ageing Cakra Type 209/1300 attack submarines, it has been announced. A PT PAL official told IHS Jane's on 22 January that KRI Cakra (401) is scheduled later in 2014 to undergo a programme of maintenance and repair to address what was described as extensive corrosion. He added that a group of nominated foreign companies had been approached to undertake the work in collaboration with PT PAL. IHS Jane's understands that Germany's Thyssenkrupp Marine Systems (TKMS), whose subsidiary Howaldtswerke-Deutsche Werft (HDW) built the Cakra submarines in the late 1970s, is regarded as the partner of choice.

Plusieurs bases indonésiennes vont subir des modifications pour accueillir les Apache. Le contrat inclut également une formation des pilotes, pour un montant global de 600 millions de dollars. D’autres clients asiatiques pourraient émerger au cours des prochains mois. Taïwan, la Corée du Sud ou encore le Japon sont en discussion avec le constructeur Boeing. L’Inde a demandé quant à elle des compensations telles que des transferts de technologie et une partie de la production assurée sur le sol indien – Des clauses devenues indispensables pour la signature de méga-contrats avec plusieurs dizaines voire plusieurs centaines d’appareils.
Le AH-64E peut tirer des missiles Hellfire AGM-114 d’une portée de 12 kilomètres, particulièrement efficaces contre des positions fortes ou des blindés. En version de défense aérienne, il peut mettre en oeuvre des missiles air-air AIM-9 Sidewinder.

Nakhoda Ragman Corvettes Being Prepared for Indonesian Navy
Two of the three corvettes photographed at Barrow on 23rd January 2014 looking more like warships now that the Oto Melara 76mm gun main armament has been refitted.
The end of January saw the 19-tonne Oto Melara 76mm gun turrets being refitted to the Nakhoda Ragam class corvettes which have been stored in Barrow since 2007 as part of the preparations for their transfer to the Indonesian Navy.
The three corvettes KDB 'Nakhoda Ragam', KDB 'Bendhara Sakam' and KDB 'Jerambak' have been acquired by the Indonesian government from Brunei for the Indonesian Navy.
Brunei originally ordered the vessels in 1995, but refused to take delivery of the vessels in 2002, the contractual dispute was settled by arbitration in 2007 in favor of BAE systems and three ships where handed over to Brunei.
The three vessels where then moved to Barrow, where they have been maintained by James Fisher Marine Services, under contract to the German Lürssen shipyard, who had been contracted by Brunei, to build three Darussalam class OPV and four Ijtihad class corvettes for the Brunei Navy as a replacement for the non-delivered Nakhoda Ragam class corvettes.
It is understood that Indonesia has paid just a fifth of the original £600m value of the three vessels which are now expected to become operational with the Indonesian Navy during 2014.

Par La Voix de la Russie | L’Indonésie pourrait devenir un partenaire commercial de la Russie, en matière de la coopération militaire, en plus de la Chine et du Brésil. La Russie peut lui proposer ses avions Su-35. Selon le ministre de la Défense indonésien Purnomo Yusgiantoro, le chasseur russe serait l'un des candidats pour remplacer les vieux avions américains F-5 Tiger, en service au sein des forces militaires indonésiennes.
Il pourrait s’agit de 16 avions dans le cadre du plan stratégique de développement des forces militaires de l’Indonésie pour la période entre 2015-2020. Mais il y a aussi d’autres candidats au remplacement des vieux avions américains, selon le général Muldoko, le chef de l’armée indonésienne. Notamment les avions américains F-15, F-16 et des appareils suédois JAS-39 Gripen. Le gouvernement indonésien étudie actuellement 5 à 6 modèles de chasseurs étrangers.
Ce qui attire avant tout l'attention, c'est la variété des choix, à laquelle se retrouvent confrontées les autorités indonésiennes. Dans les années 1990, l’Indonésie a acheté 16 chasseurs F-5E/F d’occasion. A cette époque, ces avions étaient déjà considérés comme obsolètes (le F-5 ont effectué leur premier vol en 1959, le F-5E – en 1972), mais dans certains pays, ils continuent à utiliser ces appareils parce qu’ils ne coûtent pas cher et sont faciles à entretenir. D’ailleurs, en Indonésie, les F-5E étaient considérés comme « chasseurs polyvalents ».
Les forces militaires indonésiennes conservent d’ailleurs 11 chasseurs F-5E dans leur parc militaire. Ces avions qui font partie de l’armement de la 14eescadre de l’armée de l’air du pays, mais ont été mis en réserve en raison de l’usure de ces avions. Des chasseurs lourds polyvalents de grande portée sont proposés en remplacement (Su-35, F-15), ainsi que les avions monomoteurs lourds F-16 et les avions suédois légers Gripen. D’autres projets des fabricants européens et chinois sont également passés en revue.
La question sur l’utilisation technique de la 14e escadre n’a pas encore été résolue. On ignore quelles sont les sources de financement de ce réarmement des forces militaires de l’Indonésie. Actuellement, les Indonésiens utilisent déjà des avions F-16, et les chasseurs Su-27 et Su-30 font déjà partie de l’équipement de la 11eescadre des forces aériennes.
De toute évidence, la décision d'acheter des avions sera prise en fonction des raisons politiques et financières. Du point de vue militaire, l'acquisition d’un chasseur lourd moderne, comme le Su-35, ou les dernières versions modernisées du F-15, pourrait renforcer sérieusement la position de l’Indonésie en tant que nation insulaire, qui contrôle une large zone maritime et plusieurs îles qui ne possèdent pas d’infrastructure et des zones prévues pour les bases aériennes. Le chasseur Su-35 avec son grand rayon d’action et son radar qui permet de détecter des cibles à 400 kilomètres, aurait pu devenir l’avion le plus puissant dans la région (sans compter les Su-35 des forces aériennes chinois). Cet avion aurait pu permettre de résoudre les questions de la portée des frappes avec des armes de précision contre des cibles au sol.
Pour la Russie, la promotion de cet avion sur un nouveau marché pourrait être un succès pour la Russie, renforçant la position des Su-35 en tant qu’un produit d'exportation prometteur. Dans le même temps, on ne peut pas exclure que l’Indonésie se limite au remplacement des F-5E. Notamment par des chasseurs multifonction coréens FA-50, créés sur la base d’avion d’entraînement T-50 Golden Eagle, en suivant l’exemple de l’Iran. Actuellement l’Indonésie utilise déjà ces machines dans leur modifications de base et d’entraînement. Les Indonésiens décideront quels avions acheter en fonction de la situation militaire et politique dans la région. Le pays envisage-t-il de se réarmer, en suivant l’exemple de ses voisins ? Ou se limiter au soutien des possibilités minimales lui permettant de contrôler l'espace aérien et les troupes au sol ? Cette question ne trouve pas de réponse pour l’instant.

AMS Wins Electrical Package For Naval Frigate
System integrator Alewijnse Marine Systems is pleased to announce that in addition to having been awarded the contract for the complete electrical installation package for one Indonesian naval frigate, it has now also won the contract for a second identical vessel. Overall the contracts cover the provision of compIete electrical installation packages including platform automation and integrated bridge systems on twin, 105-metre SIGMA PKR 10514 Guided Missile Frigates. The first of these is already under construction for the Indonesian Navy (TNI AL) by Damen Schelde Naval Shipbuilding (DSNS) in the Netherlands and PT PAL (Persero) Shipyard in Indonesia.
The electrical installations for both vessels are being undertaken by Alewijnse Marine Systems and cover every stage of the process starting with design, engineering and systems integration, followed by the production of the panels and switchboards, installation of all systems, and commissioning. Alewijnse is also providing project and site management services at the two building locations. The contract for providing the complete platform automation system also covers design, engineering, programming, installation and commissioning, and Alewijnse is also responsible for the complete integrated bridge systems from design to final delivery.
Alewijnse Marine Systems integrated its engineers with those at Damen as work began on the first vessel and a team of engineers is now permanently based at the DSNS yard at Vlissingen, working on detailed engineering. This allows seamless planning, coordination and an overall optimised ship design.
“We’re very pleased that Damen chose us to collaborate with them on this project for these highly sophisticated vessels,” said Alewijnse CEO Dick Alewijnse. “Naval units depend completely on their electrical systems to operate and survive under the most hostile conditions and we are delighted that Damen selected us based on our engineering expertise and track record of completing projects on time and to budget.
“We first started working with DSNS in the naval shipbuilding sector in 2004; initially on the Dutch Holland class patrol vessels and more recently on the construction of the Joint Support Ship, in which we are currently fully involved. We are very proud that we have now been granted an even larger scope of supply, encompassing full vessel engineering, automation systems and integrated bridge systems.”
Alewijnse has become a significant supplier to the naval sector in recent years, developing extensive experience in this most demanding of all maritime sectors. The current Joint Support Ship and the recently completed Patrol Vessel contracts both included the installation of the full on-board ICT systems including the communications and radar masts, the latter in cooperation with Thales. Elsewhere Alewijnse Marine Nijmegen undertook the refit of navy support ship HNLMS Pelikaan as well as providing the engineering and installation supervision for hydrographic survey vessels operated by the Vietnamese and Thai governments, in partnership with Alewijnse Marine Galati. The group even has experience with submarines, having reconfigured a Walrus-class vessel of the Royal Netherlands Navy from rotating to static convertors.

JAKARTA — Indonesia’s defense authority is leaning toward a plan to purchase 16 of the latest generation of Russian twin-engine Sukhoi Su-35 multirole fighters to replace its F-5 Tigers.
The decision to purchase the Russian fighters came after a meeting between Defense Minister Purnomo Yusgiantoro and Indonesian military top brass, including Military Commander Gen. Moeldoko and Air Force Chief of Staff Marshal Ida Bagus Putu Dunia in mid-January.
Speaking to reporters, Yusgiantoro said they also considered other options to replace the aging Tigers beyond the Su-35 purchase.
Moeldoko said the Air Force will hold further evaluations of other fighters prior to making a final decision. Other fighters under evaluation are the Saab JAS 39 Gripen, Lockheed Martin F-16 Block 60, Boeing’s F-15 Silent Eagle and F/A-18 Super Hornet, and the Dassault Rafale.
An Air Force adviser — a retired three-star Air Force marshal — hinted that the American fighters would likely be preferable for Indonesia.
The adviser, however, said the Tiger replacement would not be decided in the near future, despite claims that Indonesia is ready to equip its Air Force with a squadron of new fighters.
The Indonesian Air Force operates six F-5Es and two South Korean T-50 Golden Eagle advanced supersonic trainers.
The Air Force is also equipped with 10 F-16A/Bs and a squadron of Su-27/30s.
During the first phase of the Indonesian Defense Strategic Plan, the Air Force has begun receiving 16 T-50s, with final delivery expected by the end of this year.
Debate has been rife in Indonesian defense circles over whether to buy Russian, European or US fighters. A final decision will be made after the presidential and legislative elections scheduled for October.
