- 3 more subs in 2015: Defense Minister
The Jakarta Post, Jakarta | Wed, 04/04/2012 4:38 PM
Purnomo Yusgiantoro: JP/Arief suhardiman Defense Minister Purnomo Yusgiantoro said Wednesday that Indonesia will have three more submarines in operation in 2015, with a total of five securing the country’s vast waters.
“Currently, we have two submarines and the three additional submarines are being ordered from South Korea. We expect to have them operational in 2015,” he said in Banten, as reported by Antara news agency.
Purnomo was speaking after receiving the honorary Hiu Kencana (Golden Shark) brevet on board the KRI Nanggala 402 on the Sunda Straits off Cilegon, Banten.
He said the five submarines would help strengthen Indonesia’s maritime security, in addition to warships.
Indonesia signed a US$1.1 billion contract with Daewoo Shipbuilding Marine Engineering for the three submarines on Dec. 20. The contract also involves state-owned shipyard PT PAL, which will build the third submarine.
Meanwhile, Navy chief of staff Adm. Soeparno expected one of the three new submarines would be operational by 2014.
“We hope that a total of five submarines will be ready to operate in 2015,” he said.
Soeparno accompanied the Indonesian Military (TNI) chief Adm. Agus Suhartono in presenting the honorary brevet to Purnomo, as well as to Army chief of staff Gen. Pramono Edhie Wibowo and National Police chief Gen. Timur Pradopo.
The brevet presentation was held during a military ceremony conducted at a depth of 45 meters below the surface of the sea in the Sunda Straits. (asa)

Eurocopter to supply six EC725 combat search and rescue helicopters to PT Dirgantara Indonesia for customization and delivery to Indonesian Air Force
A contract is signed today between Eurocopter and PT Dirgantara Indonesia/Indonesian Aerospace for the supply of six EC725. To be received in 2014, Indonesian Aerospace will customize and deliver these combat search and rescue configured helicopters to the Indonesian Air Force under a contract signed with the Indonesian Ministry of Defence last month.
The aircraft, for delivery from Eurocopter starting in 2014, will be shipped to Indonesian Aerospace's facility in Bandung, West Java, Indonesia, where they will be reassembled and customized before delivery to the Indonesian Air Force under a contract signed, between the Ministry of Defence and Indonesian Aerospace, on 12th March 2012. The EC725, a combat-proven multi-role helicopter in the 11-ton class, was selected by the Air Force in 2011 to meet its requirements for a Combat Search and Rescue capable helicopter fleet.
"The selection of the EC725 by the Air Force is a renewed demonstration of the confidence that the Indonesian Air Force has in the Super Puma family of helicopters and enables Eurocopter to further strengthen its long standing relationship with Indonesian Aerospace relating to the Super Puma family," said Olivier Lambert, Eurocopter’s Senior Vice President for Sales and Customer Relations.
The EC725, a member of Eurocopter's successful Super Puma/Cougar family, will further extend Indonesian Aerospace's involvement with the type. As well as building several SA330 Puma and AS332 Super Puma under license in Bandung for the Air Force, Indonesian Aerospace has held a contract with Eurocopter since 2008 for the manufacture of EC225 and EC725 tail booms and complete airframe assemblies.
"This contract for the EC725 will propel Indonesian Aerospace into a new era of co-operation with Eurocopter, enhancing the company's capabilities at the forefront of rotorcraft technology," stated Budi Santoso, President Director of Indonesian Aerospace.
The twin-engine EC725/EC225 rotary-wing aircraft family features high-performance navigation and mission systems, including a unique digital four-axis autopilot. Offering excellent flight autonomy, this powerful machine is also great for tactical transport as it has a large cabin with seating for 25 persons. As a result, the EC725 military version and its EC225 civilian/parapublic variant have become the reference for civil and military search and rescue, off-shore and passenger transport missions around the world.

- The Dutch caretaker government wants to sell tanks to Indonesia, even though a majority of parliament has spoken out against the plan.
On Tuesday, the Dutch daily de Volkskrant reported that, according to the government, there is nothing prohibiting the sale. Furthermore, the Defence Ministry desperately needs the 200 million euros that the sale of the tanks would raise. That money is necessary for the ministry to compensate for required budget cuts.
According to parliamentary rules, however, the sale of arms cannot be undertaken by caretaker governments without the explicit approval of the lower house and the senate.
A number of MPs had expressed concerns that selling tanks to Indonesia would be inappropriate given the country’s human rights record. The cabinet plans to inform parliament of its decision soon.

- Surveillance Systems Press Releases
Coastal Surveillance Solution for Indonesian Islands
Date: 12 Jun 2012 Kelvin Hughes Surveillance business have deployed two land-based radar coastal surveillance systems in Indonesia to monitor the waters around Tual a city in Maluku province located in Kei Islands, and Merauke a town considered to be one of the easternmost towns in Indonesia, located in Merauke Regency, Papua province, next to the Maro River.
The project will be delivered in partnership with PT. Warga Kusuma Jaya, and is part of a wider programme by the Government of Indonesia to implement a shore-based coastal surveillance system throughout the region.
The Indonesian island region is very demanding on radar design and is typically a heavy rain environment.
Kelvin Hughes’ Surveillance was engaged by PT. Warga Kusuma Jaya due to the ability of its high-grade SharpEye™solid state radar sensor, which outperforms other sensor technologies, especially in bad weather and sea clutter conditions.
The coastal surveillance solution includes the supply of the SBS-800-51 system a S-Band solid-state SharpEye™ radar transceiver and antenna, as well as the installation of the systems on radar masts on each island.
The SBS radar systems are fully remote controlled, designed for continuous operation and achieve extremely high range accuracy and target discrimination in range and azimuth.
A further differentiator of the SBS solid state radar solution is its full weather adaptability – the SharpEye™ system adapts automatically to changes in the weather and environmental conditions without the need for any operator intervention.
As part of the agreement, Kelvin Hughes will also provide performance training sessions to the integration company at both its headquarters in Essex, as well as locally in Indonesia.
Robert Kleist, business development director of coastal surveillance at Kelvin Hughes, said: “With over 60 Kelvin Hughes SharpEye™ solid state sensors installed in Coastal Surveillance and VTS applications worldwide, the solution has now become the new standard in coastal surveillance technology”.
“The Indonesian region is typically a heavy rain environment. Target discrimination and detection is therefore very difficult in heavy rain and high-sea state conditions or clutter”.
“SharpEye™ through its unique pulse sequences and Doppler processing is able to manage and reject the clutter leaving a clear radar picture, which meets the surveillance demands and provides full situational awareness for the Indonesian coastal authorities”. kelvinhughes.com

- Opposition to tank sale to Indonesia continues, cabinet to rethink
Friday 22 June 2012
A large majority of MPs remain opposed to the planned sale of surplus Leopard tanks to Indonesia in a €200m deal, the NRC reports on Friday.
The cabinet will now discuss the issue again, after MPs said during a debate they are not convinced that Indonesian democracy and human rights have been 'vastly improved', as claimed by foreign minister Uri Rosenthal.
'I have not heard one human rights expert say that exporting weapons is responsible,' GroenLinks MP Arjen El-Fassed is quoted as saying.
Ministers agreed earlier to sell the tanks to the former Dutch colony and use the cash to buy unmanned aircraft. The deal would also strengthen the relationship between the two countries, ministers said earlier.
Even though a majority of MPs oppose the deal, the cabinet can still decide to go ahead, NRC correspondent Huib Modderkolk said.
'It would be unusual but the cabinet has a lot riding on the deal going through,' he said. 'The defence ministry has to make cuts and can use the €200m.'

- Indonesia decides to buy Leopard tanks from Germany
JAKARTA, July 2 (Xinhua) -- Indonesia has decided to buy Leopard Main Battle Tanks (MBT) from Germany with delivery schedule to commence in October this year, a statement released by the Indonesian defense ministry said here on Monday.
Defense Deputy Minister Sjafrie Sjamsoeddin said that the decision to buy those tanks from Germany annulled government's initial plans to buy them from the Netherlands.
Sjafrie said that the Netherlandish government provided no certainty regarding Indonesia's proposal to buy the Leopard tanks from that country.
The plan to buy Leopard main battle tanks were related to the government's strategic plans to improve army forces' might for the period of 2012 to 2014.
Sjafrie said that an allocation of 280 million U.S. dollars has been set to procure those tanks.
He added that an initial delivery of 15 tanks from Germany would take place in October this year, followed with gradual delivery of up to 100 units until October 2014.

- Indonesian Air Force Signs Sales Contract for Second Batch of A-29 Super Tucanos
15:27 GMT, July 10, 2012 Farnborough, UK | The Indonesian Air Force has signed a commercial contract for a second batch of eight light attack and tactical training A-29 Super Tucano. The order also includes a flight simulator that will be used for instructing and training Indonesian pilots. In August 2012, Indonesia will receive the first four airplanes from the initial batch of eight aircraft ordered in November 2010. Deliveries of the second batch are scheduled for 2014.
“This decision shows the recognition given to the quality of the Super Tucano by the international market,” said Luiz Carlos Aguiar, President of Embraer Defense and Security. “We are pleased with the confidence expressed by the Indonesian Air Force, and we are confident that the performance of the Super Tucano will be effective and excellent in the missions for which it was chosen.”
The A-29 Super Tucano was selected by Indonesia to carry out a broad range of missions, including light attack, surveillance, aerial intercepts, and counter-insurgency. This acquisition is part of the modernization of the Indonesian Defence Force’s equipment for years 2009-2014. With more than 157,000 flight hours and over 23,000 combat hours, the A-29 Super Tucano makes excellent use of the most recent electronic, optical, infra-red and laser technologies, as well as secure radio communications with data-link, and an unparalleled weaponry capability, making it highly reliable and at a top-level cost/benefit ratio for a wide range of military missions, even operating from unpaved runways. defpro

INDONESIA is sending its front-line Sukhoi jet fighters to take part in Australia's largest air combat exercise later this month, signalling a new era of enhanced defence co-operation.
The Indonesian air force has never given the Australian Defence Force access to the Russian-made aircraft, which were built to compete with the United States' fourth generation jet fighters.
But four of the Sukhoi SU-30s will be flown to the Northern Territory to take part in Exercise Pitch Black 2012, which will include mock combat battles with Australian FA-18s in Australian and Indonesian airspace.
US jet fighters will take part in the exercise, which will run from July 27 to August 17 and will be commanded from Darwin and Tindal air bases.
John Farrell, a military analyst, said the decision to send the Sukhoi fighters to Australia would bring defence co-operation between the ADF and Indonesian military to an unprecedented level.
''Indonesia has never before been prepared to send its primary air defence asset to a foreign nation,'' Mr Farrell, who publishes the Australian & NZ Defender Magazine, said.
''The fact they are sending them to Australia indicates that Canberra and Jakarta have looked up and seen much greater threats around them,'' he said, referring to China and India.
''The Sukhoi [SU-30s] are Indonesia's most secret air defence asset … this shows a lot of trust towards Australia a decade after relations between the two defence forces were in deep freeze over East Timor.''
The decision is also a vote of confidence in the defence relationship after Indonesia expressed concern over US marines operating from a joint facility in Darwin.
The Indonesian Air Force spokesman, Colonel Agung Sasongko Jati, confirmed to the Herald the plan to send jets to Australia for Pitch Black.
He said the air force had needed to train its pilots in flying the new aircraft before they could deploy them in the joint exercise.
Indonesia's air force has been on a buying spree recently with the next-generation Russian-built Sukhoi jets. It already operates 10 Sukhoi-27s and four Sukhoi-30MK2 jets, and recently announced a new order for six Sukhoi-30MK2 fighters.
A joint communique issued after the July 3 meeting between Indonesia's President Susilo Bambang Yudhoyono and the Prime Minister, Julia Gillard, said that ''co-operation between Australian and Indonesian defence forces goes from strength to strength'' and encouraged senior defence officials in both countries to ''review existing security co-operation''.
Australia and Indonesia are negotiating to establish a Defence Co-operation Arrangement.
