Indonesia T-50 fighter jet crashes, 2 pilots killed
Dec 20, 2015

A T-50 Golden Eagle fighter jet, similar to those recently delivered to the Philippine Air Force (PAF), crashed in Indonesia killing two pilots, local media reported.

Video circulating on social media showed a fighter plane performing manoeuvres in the skies above Yogyakarta before spiralling toward the ground at speed and disappearing from view.

Seconds later a thick, dark plume of smoke rose beyond the horizon, as people in the video can be heard screaming.

Indonesian air force spokesman Dwi Badarmanto confirmed a T-50 Golden Eagle fighter plane had crashed during a demonstration.

“Two pilots died,” he told news website Detik.

It remains unclear if anyone on the ground was killed or injured.

A major military air show had been underway this weekend in Yogyakarta.

In June, a Hercules C-130 crashed into a residential neighbourhood in Medan, the largest city on Sumatra island, killing 142 people and causing widespread destruction.

On Nov. 27, the PAF received two FA-50 fighter/trainer jets from South Korea as part of its modernization program. The FA-50 and T-50 are variants of the same military aircraft manufactured by the Korea Aerospace Industries.

Key Points

•KRI Spica has arrived home and been inducted into the Indonesian Navy's military sealift command
•The OSV will enhance Indonesia's ability to survey and map its archipelago's vast territorial waters

The Indonesian Navy (Tentara Nasional Indonesia - Angkatan Laut, or TNI-AL) has conducted a welcoming ceremony for the second of two French-built offshore support vessels (OSVs) and inducted the platform into the service's Military Sealift Command (KOLINLAMIL).

KRI Spica , given pennant number 934, was inducted in a ceremony presided over by TNI-AL chief-of-staff Admiral Ade Supandi at the KOLINLAMIL headquarters in Tanjung Priok, North Jakarta, on 21 December, according to a statement released by the TNI-AL the following day.

The OSVs were built by French shipbuilder OCEA under a USD100 million contract signed in 2013. First-of-class KRI Rigel (933) was commissioned on 11 March 2015 at Les Sables d'Olonne, France, where Spica was commissioned on 17 October 2015.

According to IHS Jane's Fighting Ships , the platform has an overall length of 58 m and an overall beam of 9.4 m. Powered by two MTU 8V 400 M53 diesel engines driving two fixed-pitch propellers, the platform is seaworthy up to Sea State Six and has a top speed of 14 kt and a standard range of 4,400 n miles at 12 kt.

Spica 's survey equipment is similar to those onboard its sister ship. These include Kongsberg's EA 600 single-beam echo sounder and the company's EM 2040 and EM 302 multibeam systems. The platform is also equipped with Kongsberg GeoAcoustics' Sonar 2094 side-scan sonar system for underwater mapping.

The vessel's AUV capability is provided by Kongsberg Maritime's Hugin 1000, which can undertake high-speed survey missions at depths of up to 1,000 m. Spica is also equipped with an Ocean Modules' V8 ROV with a manipulator arm for collecting underwater samples.

Freire shipyard lays keel for Indonesian Navy's training ship

Ridzwan Rahmat, Singapore - IHS Jane's Navy International
31 January 2016

Spanish shipbuilder Construcciones Navales Paulino Freire has laid down the keel for a 111-m training ship on order for the Indonesian Navy (Tentara Nasional Indonesia - Angkatan Laut, or TNI-AL).

The 111-m vessel was laid down on 27 January in Vigo, Spain in a ceremony attended by senior members of the Indonesian defence ministry and the navy, the TNI-AL said in a statement released two days later.

The new training vessel, which is yet to be named, will replace the TNI-AL's 823-tonne, three-masted sail training vessel KRI Dewaruci , which is currently in service. According to IHS Jane's Fighting Ships , the 58-m Dewaruci was launched in January 1953 by German shipbuilder HC Stülcken & Sohn, and was commissioned by the TNI-AL in July the same year. The ship can take up to about 70 cadets per training mission.

According to specifications provided by the TNI-AL, Dewaruci 's replacement will feature improved carrying capacity of up to 120 cadets per training mission and have about 3,350 m 2 of sail area. The ship is currently scheduled for delivery in July 2017.

The new training ship with improved carrying capacity is being ordered amid an increase in the TNI-AL's training needs. The service anticipate the delivery of several new platforms in 2017, including two SIGMA 10514 Perusak Kawal Rudal (PKR) guided-missile frigates and the first of three Chang Bogo-class Type 209/1200 submarines.

SINGAPORE --- Finmeccanica, through its Airborne and Space Systems Division, has signed with Singapore-based prime contractor Aptronics PTE Ltd to provide its SEER radar warning receiver for the Indonesian Air Force. SEER is a self-protection system which detects and identifies potential radar threats and alerts the pilot.

SEER will be installed on a number of Mk.209 Hawk light multirole fighter aircraft used by the Indonesian Air Force, providing improved security protection for pilots. The contract covers an initial batch of aircraft for current operations with an option to provide further systems in future.

This result follows another recent success for the technology with the selection of the SG200-D radar warning receiver, a UK-specific variant from the SEER family of products, to provide an ongoing radar warning capability for the RAF’s fleet of Puma and Chinook helicopters. The SEER was also widely praised after it was trialled at the recent NATO tactical leadership programme. Integrated onto two Czech Air Force L-159 Advanced Light Combat Aircraft in under three hours, the system identified air, land and sea-based threats at significant ranges with a high degree of accuracy, operating with 100% reliability during the exercise.

As Europe’s leader in electronic warfare, Finmeccanica supports every SEER system with a range of operational support services from a team of dedicated experts (Electronic Warfare Operational Support – EWOS). The SEER system’s small-footprint, low-weight and power characteristics ensure its suitability for aircraft of new or upgrade programmes, including fixed and rotary wing aircraft and remotely piloted aerial systems.

Finmeccanica is among the top ten global players in Aerospace, Defence and Security and Italy’s main industrial company. As a single entity from January 2016, organised into business Divisions, Finmeccanica operates in the most competitive international markets by leveraging its areas of technology and product leadership. Listed on the Milan Stock Exchange, at 31 December 2014, Finmeccanica recorded restated consolidated revenues of 12.8 billion Euros and has a significant industrial presence in Italy, the UK and the U.S.

The Indonesian Army (Tentara Nasional Indonesia - Angkatan Darat, or TNI-AD) has signed a contract for three fixed-wing surveillance and reconnaissance UAVs known as the Rajawali-330.

The platform is based on UMS SKELDAR's F-330 fixed-wing surveillance UAV and is being co-developed under licence by Indonesian defence equipment manufacturer PT Bhinneka Dwi Persada (BDP).

"The contract was awarded in December 2015", said Christeven Bong, PT BDP's executive engineer, in an interview with IHS Jane's at the Singapore Airshow 2016 on 16 February. "The contract includes three operational UAVs with associated sensors, three training UAVs, and related command-and-control components such as operator consoles," said Bong. He has however declined to reveal the value of the contract, citing confidentiality issues.

The Rajawali-330 has an overall length of 2.27 m, a height of 0.9 m, and a wingspan of 3.3 m. It has a maximum take-off weight of 21.5 kg and can carry a maximum payload of 10 kg. Powered by a single piston engine, the Rajawali-330 has a top speed of 70 kt and a cruise speed of 43 kt. At maximum payload, the UAV has endurance in excess of eight hours.

The platforms to be delivered to the TNI-AD will each carry one electro-optical/infrared camera for day and night surveillance, one hyperspectral camera, and one mapping camera with Light Detection and Ranging (LIDAR) capabilities.

According to the company, the first platform will be delivered at the end of March 2016 with subsequent deliveries made by the end of the year.

Indonesian maritime security agency (Badan Keamanan Laut, or BAKAMLA) has shortlisted the Rajawali-350 rotor-wing UAV to meet its shipborne UAV requirement, Indonesian defence equipment manufacturer PT Bhinneka Dwi Persada (PT BDP) told IHS Jane's at the Singapore Airshow 2016.

The Rajawali-350 is based on UMS SKELDAR's vertical take-off and landing (VTOL) remotely piloted aircraft system known as the R-350. The system is being marketed under a partnership between PT DBP and UMS SKELDAR that was signed in December 2015.

"Should the Rajawali-350 be selected, we will be working with UMS SKELDAR to manufacture the UAV under licence at our premises in Cipinang, East Jakarta", said Christeven Bong, an executive engineer at PT DBP. BAKAMLA has indicated a requirement for three rotor-wing UAVs to bolster its maritime surveillance and search-and-rescue capabilities.

According to specifications provided by the company, the Rajawali-350 can take a maximum payload of 30 kg and features an endurance level of in excess of 4 hours. The platform is powered by a single turboshaft power plant and has a maximum level speed of 78 kt (145km/h). "The UAV can be equipped with air-droppable SAR pods, electro-optical and infra-red cameras for SAR and maritime surveillance missions", said Bong.

The BAKAMLA is expected to award a tender for the three UAVs by mid-2016.

Armée Indonésienne / Indonesian National Armed Forces / Tentara Nasional Indonesia - Page 19 Indone10

South Korean shipbuilder Daewoo Shipbuilding and Marine Engineering (DSME) has launched the first of three Type 209/1400 diesel-electric submarines (SSK) on order for the Indonesian Navy (Tentara Nasional Indonesia - Angkatan Laut, or TNI-AL).

The boat was launched on 24 March at DSME's Okpo shipyard in a ceremony attended by Indonesian defence minister Ryamizard Ryacudu and TNI-AL chief Admiral Ade Supandi. TNI-AL sources have confirmed to IHS Jane's that the submarine has been given the pennant number 403.

The vessel is part of a KRW1.3 trillion (USD1.1 billion) contract signed between DSME and the Indonesian Defence Ministry in December 2011. Under the contract the first and second vessels are to be built in South Korea, while the third boat will be produced at Indonesian state-owned shipbuilder PT PAL's premises in Surabaya in a technology transfer arrangement.

According to specifications provided by DSME the Indonesian Type 209, which displaces 1,400 tonnes dived, has a top speed of 21 kt and a maximum operating range of approximately 10,000 n miles at 10 kt while surfaced. The submarine has been designed for a range of missions, including anti-surface warfare (ASuW), anti-submarine warfare (ASW), mine laying, and special forces operations, said DSME in a statement on the launch.

The first boat will now undergo sea trials in South Korean waters and is currently scheduled for delivery by March 2017.

Work on the second vessel has begun and all

Indonesia to deploy 5 F-16s to Natuna island in South China Sea
Apr 1, 2016

Armée Indonésienne / Indonesian National Armed Forces / Tentara Nasional Indonesia - Page 19 Indone10

Indonesia will deploy U.S.-made F-16 fighter jets to the Natuna islands to ward off “thieves”, the defense minister said less than two weeks after Chinese coast guard vessels clashed with an Indonesian boat in the area.

The move is part of a military buildup on islands overlooking the South China Sea that will see a refurbished runway and a new port constructed, Ryamizard Ryacudu said in an interview on Thursday with Bloomberg News. The military will, or has already, stationed marines, air force special force units, an army battalion, three frigates, a new radar system and drones, he said.

The planned stationing of five F-16s reflects a new level of Indonesian concern about territorial disputes in the South China Sea that are pitting Beijing against several of its Southeast Asian neighbors. Indonesia is not a claimant, but the clash with the Chinese coast guard last month over the detention of a Chinese fishing boat showed the potential for it to be drawn into conflict.

Airbus Helicopters advances Panther MBe deliveries

Airbus Helicopters will accelerate deliveries of its AS565 MBe Panther anti-submarine warfare rotorcraft following requests from the Indonesian and Mexican navies – its sole customers for the new variant.

Initial examples were due to be handed over to the services in mid-2017, but this has now advanced to late-2016, says the manufacturer.

Airbus says this has been enabled thanks to changes to the production process which have cut lead times by 30% for final assembly and flight-line operations. This saved “several months” on the first serial aircraft, which conducted its maiden flight in November.

Final assembly has shifted from a static production line to a takt flow line and Airbus Helicopters says it has implemented an integrated team to tackle issues much earlier in the build process.

The first production aircraft is undergoing avionics and mission systems testing in Marignane, France, with qualification expected during the summer.

Airbus Helicopters has 21 Panther MBes on order – 11 for Indonesia and 10 for Mexico, dating from November and June 2014, respectively.

The latest variant of the long-running platform, the MBe gains uprated 1,129shp (842kW) Turbomeca Arriel 2N engines, which offer a 15% power increase over the 2C models they replace and lift maximum take-off weight by 200kg (441lb) to 4.5t.

Earlier editions of the manufacturer’s product literature had suggested a certification target of late 2013 for the AS565 MBe.

Indonesia Shifting More Defense Resources to South China Sea

By Forecast International -April 13, 2016

In a sign of Indonesia’s increased focus on its economic interests in the country’s Natuna Islands region, the Indonesian Air Force (Tentara Nasional Indonesia – Angkatan Udara, or TNI-AU) is readying the deployment of four units of its Korps Pasukan Khas (PASKHAS) special forces ground corps to the largest of the island cluster, Pulau Natuna Besar.

The units being deployed to the island will be equipped with the Rheinmetall-produced Oerlikon Skyshield air defense (AD) system, a modular system that includes a 35mm automatic cannon. Moreover, the TNI-AU has also placed a funding request for the acquisition of additional medium-range AD systems for deployment on Pulau Natuna Besar, as well as facilities capable of accommodating up to eight fighter aircraft at Ranai air base on Riau Island.

Earlier, in September 2015, Defense Minister Ryamizard Ryacudu announced that the TNI-AU would be deploying 2,000 additional personnel, plus unmanned aerial vehicles (UAVs), to the Natuna Islands region, while in February the armed forces (TNI) followed up this statement by announcing plans to locate the Indonesian Navy’s third submarine base on Pulau Natuna Besar.

The shifting posture toward the Natuna Islands and increased military presence in the region are indicative of worries in Jakarta about China’s bold claims in the South China Sea.

China has laid a broad claim to the vast body of the South China Sea under its “Nine-Dash Line” (revised more broadly in 2014 to 10 dashes), which encompasses some 90 percent of the 3.5-million-square-kilometer body of water. In an effort to shift the debate over ownership of the waters and various fishing rights, undersea energy fields, islands, outcroppings and shoals from a de jure one to a de facto reality, the People’s Liberation Army (PLA) has begun deploying its advanced HQ-9 surface-to-air AD systems on Woody Island after previously stationing its J-11 combat aircraft (a Chinese spinoff of the Su-27) on the island.

While Indonesia has no claims drawing it into the various South China Sea territorial spats, it has nonetheless borne witness to the aggressive nature of China’s stance in the region.

On March 19, a maritime incident occurred when a 300-ton Chinese fishing vessel – Kway Fey – was seized by the Indonesian Ministry of Fishery and Marine Affairs (KKP) for fishing within Indonesia’s exclusive economic zone (EEZ). While the KKP vessel Hiu was towing the fishing boat back to base, a Chinese Coast Guard vessel arrived and rammed the Kway Fey, forcing it to stop in waters on the edge of Indonesia’s 12-nautical-mile sea territory off Pulau Natuna Besar. During this time, a second Chinese Coast Guard vessel appeared on the scene, forcing Indonesian officers on the Kway Fey to abandon the boat and allow Chinese Coast Guard personnel to commandeer the ship and sail it out of Indonesian waters.

Indonesia has generally had sound relations with Beijing in the past, and even conducted its first joint military exercise with the PLA in June 2011. But the latest incident was a reminder to Indonesian officials of just how aggressively China acts in a region Beijing views as its own territorial waters. China’s southernmost dash claim in the South China Sea runs up against the Natuna Islands and thus will continue to spawn disagreements over fishing rights between the two regional actors.

With the South China Sea home to vital shipping lanes through which $5.3 trillion worth of global trade transits, the stakes for the region – and the international community at large – are high.

Indonesia’s growing frustration over China’s maritime assertiveness – and its current inability to respond through maritime law enforcement or military means – is even higher.

DSA 2016: Indonesia selects Type 730 CIWS for KCR-60M attack craft
Ridzwan Rahmat, Kuala Lumpur - IHS Jane's Defence Weekly
18 April 2016

Points
Indonesia has selected a Chinese-made close-in weapon system for two of its three KCR-60M-class ships
Contract signals a growing adoption of Chinese-made weapons on Indonesian naval platforms
The Indonesian Navy (Tentara Nasional Indonesia - Angkatan Laut, or TNI-AL) has selected the Chinese-developed Type 730 close-in weapon system (CIWS) for the first two of three KCR-60M-class missile attack craft, an industry source told IHS Jane's at the DSA 2016 exhibition in Kuala Lumpur on 18 April and this was corroborated with TNI-AL contacts that are close to the matter.

The vessels, KRI Sampari (628) and KRI Tombak (629) will each be fitted with one stern-facing Type 730 turret that will replace two 20 mm guns currently mounted on the platforms. Sampari and Tombak are currently scheduled to undergo a refit, which will include the installation of these weapons, at PT PAL's premises in Surabaya in September 2016.

The Type 730 CIWS is a radar-guided, seven-barrelled Gatling gun-style system that provides a defensive capability against anti-ship missiles and precision-guided munitions. Variants of the weapons are currently in use with a number of People's Liberation Army Navy (PLAN) warships including the Type 051C (Luzhou), Type 052B (Luyang I), and Type 052C (Luyang II) destroyer classes, and the Type 054A Jiangkai II-class guided-missile frigates.

Also scheduled for the refit in September is the installation of a Chinese-developed combat management system (CMS) that will be linked to the platform's 57 mm main gun, CIWS and missile launcher systems. The TNI-AL has decided to deploy the Chinese-made C-705 surface-to-surface missiles on the service's KCR-60M platform.
