US$150 million for submarine yard in Surabaya
Wahyoe Boediwardhana, The Jakarta Post, Surabaya | Archipelago | Mon, December 31 2012, 10:36 AM State-run shipyard company PT PAL Indonesia is commencing construction of a 2.5-hectare submarine works and repair facility in the Ujung dock area in Surabaya, East Java, after the government promised to provide US$150 million for the purpose.
During an inspection of warships by the ministry at the PT PAL docks on Friday, Deputy Defense Minister Lt. Gen. (ret.) Sjafrie Sjamsoedin said the submarine project should be completed in 21 months, or by September 2014.
The Indonesian Navy (TNI-AL) expects to have five submarines by 2016 and for the country to be able to produce and maintain its own submarines.
The company will make use of technology from South Korea and Germany at the facility.
The measure is part of the strategic plan for the domestic defense industry.
The government has earmarked Rp 7.9 trillion ($87 million) over the next five years, be it for PT PAL, state arms manufacturer PT Pindad or state-owned aircraft manufacturer PT Dirgantara Indonesia, as well as other private domestic companies to meet the Indonesian Military arms demand, Sjafrie told journalists after the inspection. Rp 1.2 trillion from 2011 until 2012 was assigned for the purpose.
The Defense Ministry has orders in for three tugboats and three 60-meter fast attack missile ships (KCR) from PT PAL and a 105-meter destroy escort (PKR), produced jointly by PT PAL and Damen Schelde Naval Shipbuilding of the Netherlands.
Three submarines are on order from Daewoo Shipbuilding and Marine Engineering in South Korea. Two will be built in South Korea and the third in Indonesia, upon completion of the aforementioned submarine works in Surabaya.
TNI-AL currently operates two submarines built at the Howaldtswerke shipyard in Kiel, Germany — the KRI Cakra 401 and KRI Nanggala 402.
The tugboats will be delivered to the Defense Ministry starting in April next year, while the 60-meter PKR will be delivered in December next year.
PT PAL managing director Mohammad Firmansyah Arifin said work would not begin on the 105-meter destroyer, jointly produced with the Netherlands, until the end of 2014, or early 2015.
“In 2013, we will send our experts to the Netherlands to design and plan the construction of the destroyer escort. They will be there for up to 10 months, after which production will commence,” said Arifin.
PT PAL Indonesia will send over 200 operatives (20 designers and at least 180 production experts) to South Korea, on the submarine project. They will be involved in every stage of construction for the two submarines from the design to the production process.
While the two submarines are being built in South Korea, PT PAL will recruit over 250 new staff and build the submarine facility for the production of the third submarine in Indonesia.
It is expected that by 2024, Indonesia will be able to produce its own submarines to meet the anticipated demand for 12 naval vessels. thejakartapost | |

- Indonesia to buy frigates from Britain
Jakarta, Jan 16 (IANS) In a bid to modernise its naval fleet, Indonesia will procure three frigates from Britain, the Indonesian defence minister said Wednesday.
Minister Purnomo Yusgiantoro conveyed Indonesia's intention to purchase the ships during his meeting with his British counterpart Philip Hammond, Xinhua reported.
"The agreement on the purchase of those ships was conducted on transfer-of-technology basis so as to enable Indonesia in producing that kind of ships in the future," Purnomo said.
An Indonesian team would be sent to Britain to examine the ship's specifications.
Defence Deputy Minister Sjafrie Sjamsoeddin said the meeting also discussed the issue of joint military exercises.
He said the frigates would not take a significant portion of the 81 trillion rupiah ($8.4 billion) from the budget allotted to finance procurement of military equipment this year.

TEMPO Interactive, Jakarta: The Indonesian Navy (TNI AL) will use C-705 missiles from China in its locally-made fast missile boats (KCR). According to plan, 16 KCR-40 warships manufactured in Batam by PT Palindo Marine will be equipped with the missiles.
"The contract had been signed, the missiles are expected to arrive in 2014," First Admiral Untung Suropati, Chief of Information Center for TNI AL, told Tempo on Monday, January 28.
In accordance with Law No.16/2012, the government will cooperate in technology transfer in the purchasing scheme. With the scheme, it is expected that three domestic factories: PT. Pindad, Lapan, and PT. Indonesian Aerospace, will be able to manufacture their own missiles.
Earlier, the Director General of Defense Potential at the Defense Ministry, Pos Batubara, said that he was negotiating a technology transfer contract with China's manufacturers. He ascertained that local producers will be involved in the process. "We hope to be able to produce the missile ourselves," he said.
Head of Defense Planning Division at the Ministry of Defense, Major General Ediwan Prabowo, said that a number of local manufacturers have started their involvement in arming KCR 40. "PT. Pindad had begun its involvement, but the percentage is still small," Ediwan stated.
Without mentioning China's missile procurement contract, Ediwan said that the cost to make the KCR 40 amounts to Rp 75 billion per unit. The entire fund was sourced using a domestic lending scheme.

Indra has been awarded the contracts to equip three of the Indonesian Navy's Type 209 submarines with its radar signal detection system and a Low Probability of Intercept radar (LPI) system. The value of this project, awarded by the shipbuilder Daewoo, is in excess of €10M.
The electronic defence system will enable the submarines to detect and analyze any radar signals there might be in their surroundings and identify the type of vessel, submarine or aircraft they correspond to.
It is a RESM (Radar Electronic Support Measurement) system based on broadband digital reception technology. This type of processing guarantees high sensitivity for the system, even in a dense electromagnetic environment, and extremely quick analysis capabilities.
The submarines will accordingly have a considerable advantage in terms of threat identification. The Spanish Navy has chosen this same technology for its S-80 submarine, as have its German and Italian counterparts for their U212A submarines.
This solution will operate in conjunction with Indra's Aries-S Low Probability of Intercept radar (LPI). It is a high-resolution system capable of detecting small targets. The low-level signal this radar uses makes it practically undetectable, so that it can “see without being seen”.

Two out of the six Sukhoi Su-30 MK2 jet fighters ordered by the Indonesian Air Force (TNI AU) arrived at Sultan Hasanuddin Air Force Base in Makassar late on Friday evening.
A spokesman from the base, Maj. Muliadi, said on Saturday the two jet fighters were part of an order of six Su-30 MK2s arriving in batches.
“The remaining four jet fighters will arrive in June and July,” he said.
The Russian-made jet fighters arrived onboard An-12-100 Ruslan strategic transport aircraft in disassembled condition and without engines. The engines are scheduled to arrive on Feb. 27 for the entire six jet fighters, totaling 12 engines.
In addition to the two jet fighters made by Komsomolsk-na Amure Aircraft Production Association (KNAPO), 17 technicians from the aircraft manufacturers will assemble the jet fighters.
Muliadi said the assembly process would take two weeks to complete, including test flights.
The Su-30 MK2 is a twin-engine, dual-seater jet fighter with a range of some 3,000 kilometers and is able to carry a payload of some eight tons.
As with previous shipments, the jet fighters do not come with weapons, other than internal cannons.
“The weapons will be purchased separately after the jet fighters are assembled, just like other batches,” Muliadi said.
Defense analysts have criticized the separate acquisition of the jet fighters, which do not include weapons such as bombs and missiles.
The government, however, said budget constraints had limited its ability to buy a complete package.
With the two jet fighters, now Indonesia has six single-seater Su-27 SKMs and six Su-30 MK2s.
The Su-27/30 jet fighters are known as “Flankers”.
By the end of this year, there will be 16 jet fighters of this type under the command of the 11th Squadron.
The fighters have been arriving in batches since 2003, starting with Su-27 SKM, which arrived at Iswahjudi Air Force Base in Madiun, East Java.
The home base of the fighters was then moved to Makassar in 2005, making the deliveries of the heavyweight jet fighters direct to Makassar since 2009, 2010 and 2013.
The government is currently improving its air force assets both in jet fighter and transport roles to augment and replace ageing aircraft.
Other than increasing the number of Flankers, the TNI AU is also expecting the delivery of 24 F-16 C/D Block 25, granted by the US. Indonesia will be responsible for bearing the cost of modernizing the lightweight, multi-role aircraft.
Indonesia currently has 10 F-16 A/B Block 15 OCUs, in the Third Squadron, which were acquired in 1989. These jet fighters will also undergo modernization.
In September, the TNI AU received four EMB-324 Super Tucano ground attack aircraft out of 16 ordered from Brazilian aircraft maker Embraer. Joining the 21st Squadron, the aircraft are a replacement for the legendary American-made Rockwell OV-10 Bronco.
Another new acquisition is the T-50 Golden Eagle lead-in fighter trainer (LIFT) aircraft from the Korean Aerospace Industry, to replace the British-made BAE Hawk Mk 53 in the 15th Squadron.
Indonesia will receive four C-130H Hercules heavy lift transport aircraft granted by Australia and will buy another six. Indonesia currently has two squadrons of Hercules, the 31st and 32nd.
Indonesia has also received two C-295 medium lift transport aircraft out of nine aircraft ordered from Spain-based Airbus Military in cooperation with state aircraft maker PT Dirgantara Indonesia, which will make the aircraft in Bandung. By James Hardy and Jon Grevatt 3/8/2013 Indonesia has reaffirmed its commitment to the joint Korean Fighter Xperiment/Indonesia Fighter Xperiment (KFX/IFX) combat aircraft programme after Seoul decided to delay the project by 18 months.
The Indonesian Ministry of Defence (MoD) released a statement on 4 March confirming that the South Korean Defense Acquisition Program Administration (DAPA) had delayed the next stage of a programme to develop a next-generation fighter aircraft.
The two countries signed an agreement in August 2012 to start a research and development (R&D) programme intended to produce an advanced multirole combat aircraft by 2020 at a dedicated facility in the central South Korean city of Daejeon, DAPA said at the time.
South Korea's Agency for Defence Development and manufacturer Korea Aerospace Industries (KAI) are leading the project with assistance from the Indonesian state-owned defence R&D agency and aviation company PT Dirgantara Indonesia (PTDI). DAPA said 130 scientists and engineers are involved in the programme: 100 from South Korea and 30 from Indonesia.
Under agreements signed in 2012, Indonesia will pay up to 20% of costs for the USD5 billion development programme, with the remaining 80% split 60:20 between the South Korean government and KAI.

- La marine indonésienne va pouvoir doubler sa force sous-marine avec la commande de 3 unités du type 209/1400 à la Corée du sud, la dernière devant être construite en Indonésie avec l’assistance coréenne. Début mars 2013, les trois frégates du type F2000 construites initialement en Grande-Bretagne pour le sultanat de Brunei ont été acquises. Le système Seawolf aurait été débarqué et pourrait être remplacé par des missiles VL Mica. Après avoir reçu les 2 dernières des 4 corvettes du type Sigma néerlandais, l’Indonésie a commandé une version améliorée en 2012 avec une option pour 2 autres. Le nombre de ses patrouilleurs lance-missiles a également augmenté avec l’achat à Brunei de 2 navires du type Waspada et la construction locale de 3 unités du type Clurit (le dernier, Beladau, a été mis en service le 25 janvier 2013). Le Klewang, prototype d’une série de 4 patrouilleurs lance-missiles très innovants avec coque trimaran et formes furtives, devait s’y ajouter, mais malheureusement ce bâtiment a été complètement détruit par un incendie le 28 septembre 2012, un mois à peine après son lancement.
Les missiles Harpoon des frégates du type Van Speijk, qui avaient dépassé leur date de péremption, ont été remplacés ou sont en passe de l’être par des SS-N-26 russes ou des C 802 chinois. Il faut enfin mentionner la mise en service des 2 derniers exemplaires des 5 transports de chalands de débarquement du type Tanjung Dalpele ; avec ces 5 bâtiments et les nombreux bâtiments de débarquement de chars (LST) qu’elle a achetés ou fait construire, l’Indonésie dispose d’une force amphibie non négligeable.

Southeast Asia’s largest economy has sharply increased its defense budget since 2010 as the military looks to bolster its capacity to protect shipping lanes, ports and maritime boundaries.
Indonesia is also wary of being left behind as China, Singapore, Vietnam, Thailand and other Asian nations ramp up defense spending.
Defense Minister Purnomo Yusgiantoro said Indonesia wanted to buy a full squadron of the Sukhoi fighter jets and the patrol boats.
He also warned delegates at a military conference that rapidly increasing military spending and stronger defense capabilities in the region could sow distrust and fuel rivalry.
“If this is not accompanied by enhanced transparency that improves trust and confidence, it could run the risk of an arms race that adversely impacts on peace and stability,” he said.
Another Indonesian military official said the plan was to buy as many as 16 more Russian Sukhoi fighter jets, 17 patrol vessels, three light frigates and an undisclosed number of tanks and missiles.
Indonesia also planned to upgrade a squadron of US-made F-16s. Indonesia already has more than 10 Sukhoi jets.
Last October, the Defense Ministry said it was set to buy 130 Leopard 2 tanks from Rheinmetall AG of Germany worth a total of $280 million.
Indonesia, a vast nation of islands with key sea lanes and 54,700 km of coast, has also ordered three submarines from South Korea to expand its fleet to five.
Defense spending in 2012 stood at Rp 72.5 trillion ($7.54 billion), up 30 percent from 2011. It is expected to rise to Rp 77.7 trillion in 2013.

Le premier avion d’entrainement KAI T-50 «Golden Eagle» destiné à la Force aérienne indonésienne a volé. L’Indonésie avait choisi et commandé en 2011, pour 400 millions de dollars, 16 appareils écoles de type T-50i (pour indonésie), auprès du constructeur sud-coréen Korea Aerospace Industries (KAI), faisant de ce pays le premier client export de cet avion. Le prix de vente avait été jugé excessivement bradé à l’époque et cette vente s’était effectuée suite à un accord entre la République de Corée du sud et l’Indonésie pour élargir la coopération économique et industrielle entre les deux nations. Les pilotes et les mécaniciens indonésiens vont débuter prochainement une formation sur le T-50, afin de pouvoir le réceptionné plus tard dans l’année. Les KAI T-50i vont remplacer les BAE Hawk Mk 53 en service depuis 30 ans au sein de l’escadron de formation 15.
Le KAI T-50 «Golden Eagle» est un appareil école non armé, alors que le modèle TA-50 dispose d’un radar de tir israélien Elta EL/M2032, mais fabriqué sous licence en Corée du Sud par Lignex. Le T-50 «Golden Eagle» largement dérivé du Lockheed-Martin F-16 «Fighting Falcon» et dispose de nombreuses similitudes, les ingénieurs de KAI se sont largement inspiré de la production sous licence des F-16 pour la ROKAF. La gamme T-50 dispose, par contre, d’une avionique entièrement coréenne, mais couplée à un certain nombre d’éléments, d’origine américaine comme le GPS fournit par Honeywell. Le plafond pratique est de 14.600 mètres (48.000ft) et la cellule est prévue pour une de durée de 8000 heures de vol. Question motorisation les deux versions sont dotées d’un General Electric F404-102 à double flux-produit sous licence par Samsung Techwin. Le T-50 atteint la vitesse maximale de Mach 1,4. A ce jour, trois pays ont commandés le T-50, L’Indonésie (16) et plus récemment les Philippines (12). La Corée dispose de 10 T-50B (patrouille acrobatique Black Eagle), 50T-50 et 22TA-50.
