Indonesia should make a decision on a mid-life upgrade for its Lockheed Martin F-16A/Bs in 2011 or 2012, but could also buy an additional batch of six Block 50/52 fighters.
If the upgrade takes place it will extend the service life of the Indonesian air force's current F-16s from 4,000 to 8,000 flight hours, and make them as capable as new-build models, says an industry source. An upgrade to all 10 aircraft is likely to cost around $150 million.
Modernisation work would take one year per aircraft, with the work to be conducted in Indonesia using kits provided by Lockheed, according to details revealed at the tri-service Indo Defence Expo & Forum in Jakarta. The air force also wants to acquire Falcon Star and Falcon Up upgrades for its current fighters.
In addition, Lockheed is pushing for Indonesia to purchase six more F-16s in the Block 50/52 configuration to give it a full squadron of 16 operational aircraft.
Another option, albeit less likely, would be for the nation to replace its current F-16s with ex-US Air National Guard Block 50/52 airframes. However, these would have a remaining service life of only 1,500h each and be less compatible with the US Air Force's support system for the type.
Indonesia is also in discussions with Lockheed about a possible service life extension programme for its C-130B/H transports, although the fighter upgrade has the higher priority.
A decision to upgrade both types would be consistent with the nation's plans to modernise its military. In October, defence minister Purnomo Yusgiantoro said about 150 trillion Indonesian rupiah ($16.8 billion) is needed over the next five years to support the process.
Indonesia's F-16s and C-130s are a legacy of the Cold War, when Washington considered the nation a key ally. That changed when a US arms embargo was imposed in 1992 after Indonesian soldiers killed East Timorese pro-independence demonstrators. The restrictions were tightened in 1999 after a brutal crackdown in an unsuccessful attempt to prevent East Timor's independence.
The embargo resulted in the grounding of most of the nation's F-16s until it was lifted in 2005 when Washington began to view Indonesia as a model of a majority-Muslim country that is also a secular democracy.

Indonesia plans to buy eight Embraer EMB-314 Super Tucano light attack turboprops, and could eventually double its order - the first for the Brazilian type in the Asia-Pacific region.
"Air force headquarters has decided to replace our Rockwell OV-10 Broncos with as many as 16 Super Tucanos," says Indonesian air force operational commander Yushan Sayuti, according to a report by the country's official Antara news agency.
The first Super Tucanos will arrive in 2012 under the initial order, which also includes ground-support stations and a logistics package. Several other types were considered for the requirement, such as the Korea Aerospace Industries KT-1. Eleven of these are in air force service as trainers, says Flightglobal's MiliCAS database.
"The Super Tucano has been chosen to replace the Broncos because of its flexibility to perform a broad range of missions, including light attack, surveillance, air-to-air interception and counter insurgency," says Embraer. MiliCAS lists Indonesia's active OV-10 fleet at just two aircraft.
The EMB-314 can operate from unpaved runways with a variety of armaments, including its two wing-housed 12.7mm machine guns. Other weapons can include conventional and laser-guided bombs, plus rocket pods and air-to-air missiles. The aircraft also carries an electro-optical/infrared sensor, laser designator and secure radios with datalinks.
The type can also be used as a trainer, thanks to its advanced avionics fit, and its low-speed performance means it can also perform surveillance tasks.
The counter-insurgency mission is important to Indonesia, which at various times in its 60-year history has contended with rebel movements in outlying provinces. Broncos provided air support during Indonesia's invasion of East Timor in 1975, and were used extensively against Timorese rebels in the 1970s and 1990s prior to Timor Leste's independence in 2002.
In addition, a simmering independence struggle in the country's West Papua province sometimes erupts into fighting.
The Super Tucano is operated by the air forces of Brazil, Chile, Colombia, the Dominican Republic and Ecuador, with the type having now logged over 100,000 flight hourse. - Citation :

Jakarta has earmarked $65 million for new medium utility helicopters, but the Indonesian defence ministry has yet to receive the funds.
The army plans to use the money to buy a batch of six medium utility helicopters, according to an industry source speaking at the tri-service Indo Defence Expo & Forum in Jakarta. A second batch of eight aircraft would be purchased later.
Previous reports have suggested that Indonesia's total requirement could be for 24 new utility helicopters; enough to be divided into two squadrons.
The army has yet to select a type, but has said in the past that it wants a helicopter that can perform both utility and attack roles. However, the industry source says the first role has taken on a greater priority recently.
Several helicopter manufacturers were present at the Jakarta show, including AgustaWestland, Eurocopter and Indonesian Aerospace (IAe).
Possible contenders for the requirement include AgustaWestland's AW139, the Eurocopter-promoted NH Industries NH90, and the Bell 412EP, put forward by the US manufacturer and IAe. _________________ | |

ARINC to Upgrade Indonesian C-130B Aircraft
ARINC Engineering Services has received a $63.7m contract to upgrade five C-130B transport aircraft of the Indonesian Air Force. Under the contract, ARINC will carry out structural and electronic modifications to upgrade the 30-year-old C-130B airframes with more advanced capabilities and technology. ARINC will perform the work with selected subcontractors on site at customer facilities in Indonesia. The upgrade work will begin in early 2011 and will take 32 to 36 months to complete. In July 2010, ARINC won a US Air Force foreign military sales (FMS) contract to perform programmed depot maintenance on a C-130H transport used by Indonesia for disaster relief and humanitarian aid.

The US Government has granted approval to destroy six US-built Indonesian warships, which are more than 30 years old, Indonesian Navy chief of staff Admiral Soeparno confirmed. The warships will be replaced by procuring new ones through local production or jointly producing on the condition of technology transfer, according to Bernama. RI expecting F-16 jets from US
The Indonesian Military (TNI) has accepted an offer for a grant from the US government in the form of two F-16A/B Fighting Falcon jets, a top military commander says. "The agreement is still in progress. It has been followed up by the Defense Ministry. We are now waiting for confirmation from the US regarding the grant agreement," TNI commander Admiral Agus Suhartono said Tuesday, as quoted by Antara. Agus said the TNI planned to procure six F-16 jets, with more sophisticated technology, from the US by 2014.
"This will be cheaper should we accept the grant," Agus said.
He said the two F-16A/B Fighting Falcon jets could be upgraded to equal the state-of-the-art F16 C/D Block 52 jets.
"Should we upgrade their avionics and weapons systems, the granted F-16 jets would still be reliable fighters to deter any threat," he said. thejakartapost | |

Indonesia to get Brunei patrol ships
BRUNEI plans to grant Indonesia patrol vessels KDB Waspada and KDB Pejuang for military training as part of efforts to promote the expansion of defence ties.
Deputy Minister of Defence Dato Paduka Hj Mustappa Hj Sirat said yesterday that various programmes on Brunei-Indonesia defence ties would be carried out.
"KDB Waspada and KDB Pejuang are still in operation, possibly in April ...these will be delivered to Indonesia to be used as (military) training vessel for the Indonesian Navy (TNI AL)," Dato Paduka Hj Mustappa told The Brunei Times prior to joining a morning walk with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Indonesia President Susilo Bambang Yudhoyono at the Tasek Lama Recreational Park.
Maintenance checks and operation trainings need to be done before the vessels are handed over to Indonesia, he said.
His Majesty's Government and Indonesia signed a Memorandum of Understanding (MoU) on Defence Cooperation on April 10, 2003. The MoU was recently ratified by Indonesia's parliament.
"There will be a joint committee to discuss how to further expand the defence cooperation between the two," he said.
Brunei and Indonesia are also planning to carry out joint training for its military forces as well as their special forces.
Moreover, there is a plan to send Brunei's military personnel to study at the Defence University in Indonesia this year.
Asked how many military personnel Brunei is expected to send, Dato Paduka Hj Mustappa said, "We need to look at their qualifications."
Indonesia's Vice Minister of Defence Lieutenant General TNI (Rtd) Sjafrie Sjamsoeddin said five slots would be open for Bruneians to pursue a degree at Indonesia's Defence University. "In conclusion, this year we will take the opportunity to implement various cooperation that we need to carry out," Sjafrie said.
Meanwhile, number of programmes that both parties have implemented are exchange visits of top-notch military officers as well as attending courses at the National Resilience Institute (Lemhanas) in Jakarta, and Brunei's Joint Staff Course and Executive Development Programme.
He went on to say that this year the Royal Brunei Armed Forces (RBAF) will be celebrating its 50th anniversary. Part of activities lined up for the celebrations are the Brunei International Defence Exhibition (BRIDEX), the Brunei International Tattoo and the Fleet Review.
Indonesia's Sjafrie said President Yudhoyono would instruct the TNI Army Chief to actively participate in the Golden Jubilee of the RBAF and order the Indonesia Minister of Defense to take part in BRIDEX. The Brunei Times

(AFP) LONDON — Britain is in talks with Indonesia on the possible sale of Eurofighter Typhoon aircraft despite concerns over Jakarta's human rights record, The Times newspaper reported Thursday. Indonesia informally approached Britain over the potential acquisition of up to 24 jets. The previous Labour government banned defence exports to the country in 1999 amid claims it had used British-made planes to bomb civilians. The sale would be worth around 5 billion pounds ($8.1 billion dollars, 5.8 billion euros) in total, the paper said, but would be hugely controversial in light of current concern over the source of weapons being used against Arab rebels. British military company BAE Systems has separately offered to upgrade Indonesia's fleet of Hawk jets, it said. Gerald Howarth, a British defence minister, will discuss the potential sale when he attends a defence summit in Jakarta later this month, the Times said. "I fully expect that to be the case," Howarth told the paper. "Typhoon is on their agenda. Their interest shows the extent of interest by countries around the world in what is one of the most sophisticated aircraft anywhere." Human rights group Amnesty International accuses Indonesia of rights violations including police torture and a restricted media. Former Prime Minister Tony Blair's Labour government blocked the sale of jets after it was claimed that Indonesia's Hawk fleet had bombed East Timor rebels. Indonesian air force bolsters airlift capability with 737s By Greg Waldron
Indonesia's air force has obtained two used Boeing 737-400s from the nation's flag carrier Garuda.
The two aircraft will be used for VIP and troop transport missions, says Garuda. They will not be modified from their current configuration.
A memorandum of understanding for the deal was signed last November, with the aircraft handed over in early March. The carrier declines to reveal how much the air force paid for the twinjets.
Maintenance of the aircraft will be the responsibility of both Garuda and the air force. Flightglobal's ACAS database records that Garuda's six wholly owned 737-400s were delivered in 1993 and have an average of around 43,000h of flying time each.
The Indonesian air force is working to upgrade its airlift capability. In January, Annapolis-based Arinc Engineering Services won a $63.7 million contract to modernise five Indonesian air force Lockheed Martin C-130B transports. | |

It will assess the aircraft based on its "operation requirements, technical specifications [and] logistics support", says air force chief Air Chief Marshal Imam Sufaat.
Apart from the C-27Js, the service is also reportedly considering the Airbus Military C-295 that is licence-produced in Bandung by state-owned Indonesian Aerospace.
"We also need a middle transport fleet. This could be met with the procurement of C-27J Spartans. A CN-235 has the capacity to transport about three tonnes of load while a Spartan is able to carry a load of up to 10 tonnes," the air force chief adds.
The service is focused on the purchase of transport aircraft due to an anticipated increase of military operations in the next five years, he adds.
Alenia is waiting for the air force to provide information on the number of aircraft needed and delivery schedule before it offers its aircraft.
"Indonesia has a need for transport aircraft. Of course this is of interest for Alenia Aeronautica, as we believe that the C-27J tactical transport aircraft can meet these requirements. We believe that their requirement could be quite urgent: air mobility is certainly crucial for a country like Indonesia," adds the Finmeccanica subsidiary.
In addition to Fokker F-27s and CN-235s, the Indonesian air force also operates de Havilland Canada DHC-5s, Lockheed Martin C-130 Hercules and Lockheed L-100s, Fokker F-28s and Airbus Military C-212s for its military airlift and transport.
The C-27J is operated or has been ordered by several air forces around the world, including Bulgaria, Ghana, Greece, Italy, Lithuania, Morocco, Romania and Slovakia. The US Air Force and US Army also operate the type as the Joint Cargo Aircraft.
India has issued a request for information for 16 medium military transport aircraft, to which Alenia has responded. Taiwan is also looking to buy the C-27J as well. | |

Eurofighters were grounded in several countries last year due to problems with ejector seats after a crash killed a Saudi pilot.

As tu une idée de la configuration des Milgem commandé?
Oui, c'est le plus grand contrat pour la défense turque jusqu'à maintenant, 2 milliards $ d'un coup, alors qu'on prévoyait de vendre 1,5 milliards d'armement pour cette année. On a déjà atteint cette somme. Les configurations dépendrons des demandes de Jakarta, je penche plus vers la lutte anti-sous-marine, anti-navire.. @Viper: Oui, c'est le premier contrat export du Milgem, enfin le premier protocole. Les autres pays qui s'intéresse sont: - Canada - Ukraine - Pakistan - Bangladesh - Un pays d'Amérique du Sud |

Indonesia set to purchase 16 T-50 jets

April 11, 2011 | Indonesia will buy 16 T-50 Golden Eagle trainers from Korea next year to beef up the country’s Air Force capabilities, an Indonesian newspaper reported yesterday.
Quoting Indonesian Air Force chief of staff Marshall Imam Sufaat, the newspaper Seputar Indonesia reported that the military will form a squadron with 16 T-50 jets.
Built by Korea Aerospace Industries, the T-50 Golden Eagles are Korea’s first indigenous supersonic jets and one of the world’s few supersonic trainers.
Seoul has tried to find buyers for the advanced jets, but no progress was made due to its expensive price tag. Seoul and Jakarta have been negotiating the sales since last year.
Reports were made in Korea last month that the long-cherished deal to sell the jets to Indonesia was virtually in the bag. Indonesia will purchase 16 aircraft for a total price of $400 million, a Blue House official was quoted as saying. The Ministry of National Defense said yesterday that it has no new information about the deal’s progress, adding that the final decision is yet to be informed from Jakarta.
