The Indonesian government has formally proposed a fiscal year (FY) 2020 defence budget of IDR127.4 trillion (USD8.9 billion). According to budgetary documents published by the Ministry of Finance (MoF), the defence budget represents a 16% increase over the 2019 allocation of IDR109.6 trillion.
The documents state that the 2020 defence budget, which amounts to about 5% of total government expenditure in the year, will be used to support procurement efforts in line with the country's Minimum Essential Force (MEF) military modernisation programme.
"In FY 2020 the Ministry of Defence will continue strategic priority programmes and activities in order to support MEF fulfilment," said the MoF.

Indonesia has selected the Bofors 57 Mk3 naval gun system from BAE Systems for four vessels in the KCR-60M class.
A contract for the weapon systems has been signed with state-owned shipbuilder PT PAL, which will be involved in the weapon's installation.
The Indonesian Navy (Tentara Nasional Indonesia - Angkatan Laut: TNI-AL) operates a class of four KCR-60M-class fast attack craft. The fifth and sixth vessels in the class are under construction at PT PAL's premises in Surabaya.
Citing information provided by a TNI-AL source, Jane's first reported in February 2018 that the country has selected the Bofors 57 Mk3 naval gun system for the KCR-60M.
The plan then was to install the gun system on the programme's first-of-class, KRI Sampari (628), for initial evaluation purposes. However, information from PT PAL and BAE Systems now confirm that the weapons will instead be installed on the third-in-class, KRI Halasan (630); fourth-in-class, Kerambit ; and fifth- and sixth-in-class, both of which have yet to be named.
The Bofors 57 Mk3 can handle up to 120 ready-to-fire rounds, with rate of fire of 4 rds/s. It has a maximum range of 17,000 m and can be loaded with the 57 mm Bofors 3P (pre-fragmented, programmable, proximity-fused) ammunition from BAE Systems, which enables the weapon to engage a numbers of threats, including shore targets, aircraft, and anti-ship missiles. The first unit is scheduled for delivery to Indonesia in 2020, while the final unit will be handed over in 2021.
On Halasan and Kerambit , the BAE Systems solution will replace older Bofors 40 mm cannons installed in the primary position. These ageing weapons were salvaged from the decommissioned landing ship tank (LST) vessel, KRI Teluk Semangka , as an interim measure to provide the KCR-60M vessels with a naval gunfire support capability.

The Indonesian Air Force (TNI-AU) has conducted demonstration flights of the CH-4 Cai Hong medium altitude high endurance unmanned combat aerial vehicle (MALE UCAV) made by China Aerospace Science and Technology Corporation.
At least two (2) CH-4 UAVs arrived in Surabaya, Indonesia on 30 August 2019 for a series of demonstration flights, and later on joined in combined military exercises with the Indonesian Armed Forces (TNI) dubbed “Dharma Yudha 2019” from 9 to 12 September 2019 in Situbondo, East Java.
During the exercises, the CH-4 UAV were controlled from Surabaya, and conducted bombing runs from 15,000 feet in Situbondo exercise area with high precision.
The TNI-AU has plans to acquire up to six (6) new unmanned combat aerial vehicles (UCAV) as part of the Strategic Plan Second Stage

Damen Shipyards Group and its partner PT PAL have completed the installation of combat systems to the first of the Indonesian Ministry of Defence’s series of SIGMA 10514 Perusak Kawal Rudal (PKR) guided missile frigates, the KRI Raden Eddy Martadinata. The combat systems installation project’s successful conclusion was marked by a small handover ceremony on the 4th of December at Surabaya.
The PKR frigates are constructed via a collaborative modular process operating simultaneously at Damen Schelde Naval Shipbuilding (DSNS) in the Netherlands and PT PAL shipyard in Indonesia. With this method, Damen is able to construct high quality vessels anywhere in the world. This also enables Damen to fulfil its contractual commitment to the Indonesian Ministry of Defence to deliver an extensive knowledge and technology transfer programme.
This combat installation and testing phase of PKR construction forms part of this transfer programme, with Damen providing training for the vessel’s crew in the operation and maintenance of all systems installed. This has proven to be a success, says Colonel Dwi Cahyo Kuncoro, DANSATGAS (head of the Indonesian Ministry of Defence’s SATGAS team supervising the project): “There has been a very smooth cooperation with Damen and the PT Pal shipyard, both with the construction of the ship and during the installation and testing of combat systems.”
The combat system sea acceptance trials were carried out over a three-week period. During this trail the electronic warfare suite was tested by Thales. This consists of two main systems, an electronic support measure (passive radar receiver), which enables the vessel to record and interpret the various radar signals it receives from the operational environment and an electronic counter measure system – mostly referred to as jammer. These two systems work together with the combat management system – the centre point in the entire web, in order to perform electronic warfare operations.
This was followed by structural firing tests and the alignment of the ship’s sensors and the ship’s guns, done with the support of Rheinmetall to make sure the sensors and weapons are “looking in the same direction”. Exocet surface to surface missile launching system was tested by MBDA France.
The testing of the anti-air warfare (AAW) and anti-surface warfare (ASuW) functional changes, were the last tests in the schedule. This comprises detecting and tracking surface and air targets, measuring the pointing accuracy of the guns at various heights and distances and to evaluate engagements of air and surface targets with various weapon systems. It also included the trials of the degaussing system, used to control the ship’s magnetic signature.
Jeffrey Vader, Project Director DSNS said, “The results of the combat systems installation and testing have been hugely successful. As with the construction of the vessel, we have completed this phase both on time and on budget. We are now looking forward to getting underway with the installation and testing of the combat systems on the second vessel.”
The second vessel is scheduled to undergo the same installations and testing up to February 2020, and is expected to be completed at the end of April.

Bell, a subsidiary of Textron, announced in a 4 December statement that the handover of the latest rotorcraft also marked the 70th overall aircraft delivery from Bell to PTDI.
Under the contract, Bell is delivering the nine helicopters to PTDI, which will perform customisation work before final delivery to the TNI-AD. In a separate statement PTDI said it will arm each of the helicopters with "sophisticated weaponry", including a Gatling-type gun from US-based company Dillon Aero.
In 2016 Bell and PTDI had signed an extension to the original industrial and commercial agreement signed in 2012, enabling the two companies to expand their support and services in Indonesia to Bell helicopter operators

Recently, the Indonesian Minister of Defense explained to France that his country wanted to arm itself to counter the Chinese threat. According to some sources, Jakarta is interested in buying up to 4 Scorpene submarines and 2 Gowind corvettes.
According to concordant sources, Indonesia is interested in purchasing up to four Scorpene submarines armed with Exocet SM39 missile and two 2,500-ton Gowind corvettes (Naval Group). The visit to Paris on Monday of the Minister of Defense of Indonesia, Prabowo Subianto, an ex-general reputed to be Francophile, was deemed constructive even if we must remain very cautious at this stage.
These purchases could be made through an intergovernmental agreement between France and Indonesia, which wishes to go quickly. For the record, in 10 years, Paris has sold 1.36 billion euros in military equipment to Jakarta, with a peak in 2013 (480 million euros). That year, MBDA had sold a very short-range surface-to-air weapon system (Mistral 3) for more than 200 million euros and Nexter had placed 37 Caesar systems (115 million euros). The three-colour groups can rely on the strategic partnership signed in 2011 between France and Indonesia.
Regarding the Scorpene submarines already sold in India and Malaysia, Indonesia has two French proposals: one relating to the sale of two submarines and the other to the acquisition of four models carried out as part of a technology transfer (ToT) with the Indonesian group PT PAL. A working group has already been set up between Naval Group and the Indonesian Navy.

Italian defence group Leonardo has signed a contract with Indonesian company PT Len Industri (Persero) to provide an RAT 31DL/M long-range, 3D air-defence radar system for the Indonesian Air Force (Tentara Nasional Indonesia - Angkatan Udara: TNI-AU).
The TNI-AU will operate the L-band, solid-state, phased array radar system to strengthen Indonesia's air defences, said the company in a 21 January statement, without providing any details about the value of the contract or the delivery schedule.
Leonardo said PT Len Industri will supply local components, infrastructure support, and expert radar maintenance, adding that "for this contract and future programmes in [the] country Leonardo and PT Len Industri plan a joint production of radars in Indonesia".
The latest developments came after Leonardo announced in November 2019 at the Defense & Security exhibition in Bangkok that it would provide a RAT31 DL radar system to the Royal Thai Air Force.
According to Leonardo, the RAT 31 DL/M, which has an effective range of more than 470 km, has already been acquired by the Austrian, German, and Italian air forces in addition to the air force of an undisclosed northern African country.

Selon la presse indonésienne, douze canons automoteurs de 155 mm CAESAR sont arrivés le 31 janvier à Jakarta, premier lot d’une commande pour 18 unités supplémentaires actée en février 2017 par l’Indonésie.
Acheminés par le cargo norvégien Hoegh Jeddah, ces CAESAR 6×6 viennent s’ajouter aux 37 exemplaires acquis en 2012 auprès du groupe Nexter pour 115M€ et depuis lors entrés en service au sein de l’armée de terre indonésienne (TNI AD).
Hormis les 18 systèmes d’artillerie, ce second contrat évalué à 60M€ inclut le système de conduite de tir FINDART, des simulateurs CAESAR pour la formation et plus de 50 véhicules auxiliaires assemblés en Indonésie par le partenaire local de Nexter, PT Pindad.
Ces unités complémentaires permettront à l’Indonésie d’équiper un troisième bataillon d’artillerie en appui de l’une des divisions du Commandement stratégique de l’armée de terre (KOSTRAD). Chacun de ces bataillons comporte trois batteries de six CAESAR, le dernier des 55 exemplaires indonésiens étant destiné à la formation et à l’entraînement.
Outre l’Indonésie, le canon CAESAR a pour l’instant été vendu à la France, la Thaïlande, l’Arabie Saoudite et au Danemark dans sa version 8×8. En accord avec la LPM 2019-2025, la France devrait prochainement entériner l’acquisition de 32 nouveaux CAESAR 6×6 pour atteindre une cible totale de 109 unités. À ce titre, le PLF 2020 contient une ligne budgétaire consacrée aux travaux préparatoires à l’acquisition de ce complément.

Indonesia has taken delivery of the fifth and final C-130H Hercules transport aircraft ordered from Australia in July 2013.
The aircraft was formally inducted into the Indonesian Air Force (Tentara Nasional Indonesia - Angkatan Udara: TNI-AU) in a ceremony held on 15 February at the Abdul Rachman Saleh airbase in Malang, East Java.

The aircraft, with tail number A-1338, will be operated by Skadron Udara 32 (Aviation Squadron 32), which is headquartered at the airbase.
In 2012 Australia approved the donation of four ex-Royal Australian Air Force (RAAF) C-130Hs to the TNI-AU, with all of the aircraft being handed over to the TNI-AU by early 2017 after undergoing maintenance work.

L’Indonésie modernise ses anciens F-16 !
La Force aérienne indonésienne a effectué le vol inaugural d'un premier avion de combat Lockheed Martin F-16A amélioré. Le projet implique Lockheed, des techniciens de l'armée de l'air et un entrepreneur local Indonesian Aerospace.
Ce premier F-16A modernisé fait partie d’un lot de huit appareils monoplaces et quatre biplace F-16 Block15 OCU livré de 1989 à 1990 dans la cadre du plan « Peace Bima-Sena I ».
Cette modernisation à pour but d’amener ces 12 appareils quasiment au même standard que le second lot de 24 F-16 C/D Block 32 livré de 2015 à 2017 avec le plan « Peace Bima-Sena II ».
La modernisation :
L'armée de l'air indonésienne (Tentara Nasional Indonesia-Angkatan Udara) confirme que la durée de vie va passer à 8’000 heures, contre 4 ‘000 actuellement. La mise à niveau inclut les principaux systèmes et composants suivants : lanceurs LAU-129A / A, récepteurs d'alerte radar ALR-69, radios ARC-164/186, contrôle de tir amélioré étendu (EEFC) 213 Systèmes de gestion de guerre électronique, Systèmes de distribution de contre-mesures ALE-47, dispositifs à cartouche activée / Dispositifs actionnés par propulseur (CAD / PAD), modernisation de la liaison de données, amélioration des systèmes de localisation de position (EPLRS), LN-260). Adaptation des logiciels de ciblage pour nacelle AN/AAQ-33 SNIPER.

L’Indonésie semble confirmer l’achat de Su-35 !
En janvier 2018, Jakarta avait annoncé la finalisation de sa commande portant sur 11 avions de combat Sukhoi Su-35 « Flanker-E ». La signature du contrat devrait intervenir d’ici quelques mois. Le contrat est estimé à 1,14 milliard de dollars. Mais c’était sans compter sur les pressions américaines dans le cadre Grâce de la loi sur les sanctions (CAATSA) en vertu de laquelle Washington cherche à pénaliser les clients de la défense Russe.
Pressions américaines :
L’année dernière, Washington avait fait pression sur l'Indonésie sur l'achat des Su-35. Le pays avait semble-t-il bloqué les discussions avec les russes en raison de plusieurs facteurs, notamment l'élection présidentielle indonésienne tenue en avril de la même année, des problèmes de financement et d'échanges compensés et des préoccupations à Jakarta concernant la législation américaine CAATSA.
Qu’en est-il aujourd’hui ?
L’Indonésie a démenti le 16 mars dernier, les informations des médias selon lesquelles Jakarta, sous la pression des États-Unis, a abandonné un accord pour acheter 11 des combattants de fabrication russe.
Du côté russe, on déclare : "Il n'y a pas d'annulation officielle de l'ordre indonésien pour les Su-35". Nous n'avons reçu aucun document sur la question et nous n'en avons pas été informés. « La Russie confirme que l'Indonésie souhaitait toujours acquérir les Su-35 ».
Rappel :
Le ministère indonésien de la Défense (MoD) a choisi le Sukhoi Su-35 «Flanker-E » pour remplacer les actuels Northrop F-5E Tiger II de la Force aérienne. Ce programme représente la première commande à l'exportation du Su-35 russe. A l’origine, Jakarta avait exprimé son intérêt pour 16 Su-35, mais cette exigence a été réduite faute de moyens financiers suffisants.
Le Sukhoi Su-35 " Flanker-E " :
Le Su-35 est un appareil de la génération 4++. Les caractéristiques de l'avion comprennent une nouvelle avionique numérique avec fusion des données, un nouveau réseau d'antennes radar progressive avec une longue portée de détection et de cibles aériennes. Son noyau est le système de gestion de l'information (SGI), qui intègre les sous-systèmes fonctionnels, logiques, d'information et de logiciels en un complexe unique qui assure l'interaction entre l'équipage et l'équipement. L'IMS comprend deux ordinateurs centraux numériques, dispositifs de commutation et de l'information. Le pilote dispose de deux écrans MFI affichage multi-fonctions de 9x12 pouces et une résolution de 1400x1050 pixels.
Le noyau du Su-35 dispose de deux doubles radars en bande X en réseau, à antennes progressives Irbis-E, soit un N-12 à l’avant et un N-011 dans la queue arrière. A l’avant le N-12 est monté sur une unité de commande hydraulique à deux étapes (en azimut et en rouleau). Le dispositif d'antenne scanne par un faisceau électronique dans l'azimut et l'angle d'élévation dans les secteurs non inférieure à 60°. L'unité d'entraînement en deux étapes électro-hydraulique tourne en outre l'antenne par des moyens mécaniques à 60 ° en azimut et 120 ° en roulis. Ainsi, en utilisant la commande électronique et mécanique tour supplémentaire de l'antenne, l'angle de braquage maximal du faisceau peut atteindre 120 °. Le radar Irbis-E détecte les cibles aériennes jusqu’à une portée maximale de 400 km. Le tout avec une nouvelle génération d'optique frontale.
La durée de vie de la cellule est de 6’000 heures de vol, soit un cycle de vie de 30 années d'exploitation. La durée de vie assignée des moteurs AL-117S dérivé de l’AL-31F avec poussée vectorielle est de 4’000 heures.

The Indonesian Navy (Tentara Nasional Indonesia – Angkatan Laut: TNI-AL) plans to upgrade the Exocet MM40 Block 2 anti-ship missiles on its KRI Usman-Harun (pennant number 359) multirole corvette/light frigate once the vessel’s mission systems are modernised.
Speaking to Jane’s on 18 March on condition of anonymity, two industry sources said the MBDA missiles will be upgraded to the longer-range Block 3 variant, adding that the vessel will also be equipped with MBDA’s VL (vertical launch) MICA short-range surface-to-air missiles. According to Jane’s Fighting Ships, Usman-Harun is already capable of firing the VL MICA but has yet to be armed with the weapon.
The revelation comes after Thales and PT Len Industri signed a contract on 10 March to modernise the mission systems on the warship, which entered service in August 2014 after being purchased from Brunei.
In a statement issued that same day Thales said that the upgrade work on the 95 m-long Bung Tomo-class frigate, which was formerly known as Bendahara Sakam, will include the installation of the TACTICOS combat management system, the SMART-S Mk2 air-and-surface surveillance radar, the STIR EO Mk2 radar and electro-optical fire-control system, and the Vigile Mk2 tactical multi-purpose R-ESM (radar - electronic support measures) system.
The upgrade work on Usman-Harun's mission systems is expected to be completed by the end of 2023 and will considerably extend the service life of the frigate, the company said at the time, pointing out that these new systems have already been installed on the TNI-AL’s Raden Eddy Martadinata (SIGMA 10514)-class frigates, thus “enabling consistency in operations for the navy”.
Modernisation of the two other corvettes of the class – KRI Bung Tomo (357) and KRI John Lie (358) – are expected to be funded once the USD60 million modernisation work on Usman Harun is completed, said the industry sources.
