Le Brésil construira 6 frégates FREMM et 4 sous-marins Scorpène

Le quotidien brésilien Correio Braziliense a annoncé jeudi que le Brésil devrait construit un total de 6 frégates multi-missions FREMM, un projet commun franco-italien à la furtivité élevée, et un total de 4 sous-marins Scorpène (rebaptisé Marlin par les français, puisque les espagnols ne font pas partie de ce projet). Ce contrat ferait partie d’un grand "paquet" que le gouvernement brésilien devrait annoncer le 9 septembre.


L’annonce du Plan Stratégique de Défense devait être effectuée le 7 septembre, mais le gouvernement a préféré la retarder de quelques jours à cause de problèmes d’agenda pour certaines réunions préliminaires avec le président Lula.

En décembre prochain, le président français Nicolas Sarkozy devrait venir au Brésil pour signer les contrats de construction de 6 frégates FREMM et de 4 sous-marins Scorpène. La construction sera effectuée à l’Arsenal de Marinha do Rio de Janeiro (AMRJ), qui devra être entièrement modernisé pour pouvoir effectuer des travaaux de grande envergure. Construites sur place, les 6 FREMM ne couteront au Brésil que 3 milliards $ (2,1 milliards €). Construites en France, elles auraient couté plus de 4 milliards $ (2,8 milliards €).

La marine nationale et la marine italienne développent conjointement le programme FREMM et devraient recevoir un total de 27 frégates, 17 pour la France, 10 pour l’Italie.

Pour l’instant, seules 8 unités ont été commandées par la France, 6 en version ASM, 2 en version lutte contre la terre. Le contrat est évalué à 3,5 milliards €, avec des livraisons entre 2011 et 2015. L’Italie devrait recevoir 10 frégates, 6 ASM et 4 multi-missions.

FREMM signifie FRégate Européenne Multi-Missions.

C’est un navire multi-missions innovateur, conçu par DCNS et Fincantieri, pour effectuer des missions de lutte anti-aérienne, anti-sous-marine et anti-navires. Il peut effectuer des attaques loin à l’intérieur des terres avec ses missiles de croisière Scalp Naval, lancés depuis des lanceurs verticaux.

ANKARA --- Brazil and Turkey will strengthen bilateral cooperation in defense through the creation of five working groups to study partnerships in the naval, aeronautics, space, command and control and cyber defense fields.

The decision is the result of an official trip this week by Defense Minister Celso Amorim,

Over three days, Amorim and his entourage met with Turkish political, military and corporate executives in Ankara. The decision to create working groups was taken after talks between Amorim and the Minister of National Defence of Turkey, Ismet Yilmaz.

The groups will consist of civil and military representatives of both governments, and should also count on the participation of defense manufacturers from both countries. In the coming weeks, it is expected that dates should be agreed for inaugural technical meetings, which take place in Brazil and Turkey before the end of this year.

Defense cooperation with Turkey is based on the central idea that the two countries -- nations with similar levels of development, with no conflicts of interest and pursuing increasing participation in the international arena -- have much to gain from the development of common projects, both economically and strategically. "Our relationship has already achieved the status of strategic partnership. The defense industry of my country has carried out major projects and we are ready to cooperate," Ismet Yilmaz told Amorim during a meeting at the Defense Ministry in Ankara.

Joint projects

In the naval area, the teams will study the feasibility of exchanging information and the possible joint development of escort ships, like frigates and corvettes. Turkey has designed and built a corvette whose requirements and characteristics are of interest to Brazil. Brazil also has a local corvette design that served as the basis for the construction of a new class of Navy corvettes, the Barroso. This group will also discuss possible cooperation in fields such as sensors electronic warfare.

The aeronautics group will focus on aircraft, helicopters and unmanned aerial vehicle (UAVs) projects. Turkey has undertaken military attack helicopter and UAV projects using nationally-developed avionics, and also has experience in integrating and manufacturing parts and components of civil and military aircraft. Brazil, for its part, is also developing UAVs and, through Embraer, has extensive experience in the manufacture of both civil and military aircraft.

The idea is to discuss partnership opportunities in this segment, essentially for dual-use (civil and military) aircraft, including negotiations on Turkey’s plan, now in initial development, to develop a 5th-generation fighter. In this field, one of the possibilities to be studied is the assembly of Turkish helicopters in Brazil and of Brazilian aircraft in Turkey.

The space group will address the possibility of cooperation on launch systems and satellite (sensing and communications). Command and control will have a central focus on military communications (with possible civilian applications), through a technology called Software Defined Radio (SDR). Brazil is interested in developing this technology, which will, among other things, provide significant gains for direct communications between the Brazilian armed forces, thereby improving their performance, for example, in military operations.

The fifth group will address the area of cyber defense, based on the experience gained so far by the military forces of the two nations. Brazil will send a delegation to attend the International Cyber Warfare and Security that Turkey will organize in November in Ankara.

Other partnerships

Besides the creation of working groups, the two defense ministers also agreed to strengthen partnerships in other areas of defense. Amorim and Yilmaz, who was in Brazil on an official visit last year, agreed to increase cross-enrollment in military schools, so as to foster exchanges between officers and enlisted men of the two nations. "I consider it very important to strengthen this cooperation," said the Turkish minister.

Also discussed was the possibility of opening new spaces in courses in peacekeeping operations and combating terrorism, an area where Turkish forces have extensive experience.

Celso Amorim also held important meetings with some of the leading Turkish political leaders.

​São Paulo, Brazil, September 3, 2013 – Embraer Defense & Security held the delivery ceremony, today, for the first modernized A-1 (A-1M) fighter jet to the Brazilian Air Force (FAB) at its industrial plant in Gavião Peixoto, in outstate São Paulo. The event was attended by the Aeronautics Commander, Air Force General Juniti Saito, and officers from the FAB’s High Command. O A-1M program provides for refurbishing and modernizing 43 subsonic AMX jets, 16 of which are already at the Company’s facilities.

The A-1M jet has the capability of performing air-to-ground attack, bombing, tactical air support and reconnaissance missions. The modernized FAB airplanes will receive new systems for navigation, weaponry, oxygen generation, multimode radar, and electronic countermeasures. This equipment, along with structural refurbishment, will allow these jets to continue operating until 2025. According to the Embraer modernization program, the A-1Ms will receive systems that are similar to those that are also found on the F-5Ms and the A-29 Super Tucanos belonging to the FAB. This will assist with the adaptation period of the pilots and provides standardization with numerous operational advantages, such as improved fleet management policy, better output in terms of flight hours, and reduced maintenance and operating costs.

The program also includes providing briefing and debriefing stations that will be used for training and improving the proficiency of the pilots of the FAB squadrons, and make it possible to get better use of the equipment, reduce costs, and achieve greater effectiveness in mission planning and execution. Therefore, the FAB will then have a state-of-the-art attack aircraft, with the latest generation of avionics and embedded systems, which ensure the capability of fulfilling the mission of defending the sovereignty of Brazil’s air space with excellence.

“The A-1 fighter jets are fundamental elements for the defense of Brazil, including its territorial coastal waters. We have been very successful in using this aircraft on such highly complex operations as the Cruzex and Red Flag exercises. Its modernization presents a big gain in capability, along with adequate cost-benefit, and, once again, it shows the value of the Nation’s industry,” points out the Aeronautics Commander, Air Force General Juniti Saito.

“The delivery of the first A-1M marks another special moment in the long and successful history of relations between the FAB and Embraer,” said Luiz Carlos Aguiar, President of Embraer Defense & Security. “This aircraft will be very useful for maintaining the operational capability of the Brazilian Air Force.”

No dia 04 de setembro, o Comandante da Marinha, Almirante-de-Esquadra Julio Soares de Moura Neto, presidiu a cerimônia do corte da primeira chapa do segundo submarino convencional (SBR-2), que se chamará “Humaitá”. O SBR-2 faz parte do Programa de Desenvolvimento de Submarinos (PROSUB).

O evento, que ocorreu nas dependências da Nucleobrás Equipamentos Pesados (Nuclep), em Itaguaí (RJ), marca o início da construção do meio naval. Na cerimônia, equivalente ao batimento de quilha dos meios de superfície, o Comandante da Marinha acionou a Máquina de Corte Hidrojato ‘Flow’, iniciando o corte do primeiro elemento de alma da caverna nº 72, da subseção nº 10, da seção 2B do SBR-2.

Brazilian submarine construction program moves ahead

SEPTEMBER 17, 2013 — Brazil's shipbuilding ambitions are not confined to tankers and various vessels to support Petrobras's offshore activity. They also extend to nuclear submarine construction.

A reminder of this comes with news that the TTS Handling Systems AS subsidiary of Norway's TTS Group ASA has signed a NOK 130 million turnkey contract covering the design, manufacturing, transportation, installation and commissioning of an 8,000 ton shiplift for the Brazilian Navy.

Designed for the handling of submarines, the delivery also includes the provision of a 110 m long, 20 m wide platform together with its operational and control systems.

The equipment deliveries will be completed in 2015.

Though the TTS Group announcement does not say so, presumably the shiplift is destined for a new complex being built at Itaguaí, south of Rio de Janeiro, to support Brazil's $9.7 billion PROgrama de SUBmarinos (PROSUB) program and that will eventually include both a shipyard and a naval base.

Under the PROSUB program, Brazil is partnering with France's DCNS to aquire four modified Scorpene diesel-electric submarines, to be known as the Riachuelo-class, that will be built by a joint venture established by DCNS and its Brazilian partner Odebrecht.

The deal with DCNS will also see the French company deliver the non-nuclear elements of what will be Brazil's first nuclear submarine.

The Metal Structure Fabrication Unit (UFEM), a key part of Itaguaí complex, was inaugurated by Brazil's President Dilma Rousseff on March 1 this year. The shipyard part of the complex is expected to be completed by December 2014 and the naval base is scheduled for 2017. Fabrication of the first four conventional submarines is scheduled to be completed in 2015,with the boars set to be delivered for operation in 2017. The remaining three conventional submarines will be delivered at 18-month intervals. According to Brazil's Ministry of Defense, the first nuclear-powered submarine will be ready in 2023 and will then undergo sea trials for approximately two years before going into operation.

Essais en vol réussis pour l’EC 725 au Brésil



50 EC 725 ont été commandés par le Brésil.

Eurocopter a annoncé aujourd’hui que sa filiale brésilienne Hélibras a achevé avec succès une série de tests sur l’EC 725. L’appareil a réalisé six vols pour tester la mise en oeuvre d’un nouveau système de contre-mesures.

Ce système d’autoprotection est utilisé pour détecter et identifier les appareils grâce à la chaleur dégagée par les rotors. Eurocopter précise que le système a été développé directement par la firme brésilienne. Il répond ainsi aux exigences formulées par le client brésilien qui a commandé 50 appareils.

A ce jour, sept hélicoptères ont été livrés au Brésil après avoir été fabriqués en France. Un autre exemplaire doit être livré d’ici la fin de l’année. Dans le cadre du contrat signé avec Eurocopter, l’assemblage final des appareils suivants sera réalisé au Brésil.

Le système IFF TSC 2050 équipera les cinq E-99 de la force aérienne brésilienne.

Nouveau succès pour Thales dans le domaine des systèmes d'identification ami-ennemi (IFF). La division Communications & Security a été retenue par l'avionneur brésilien Embraer pour fournir les IFF qui équiperont les avions de combat A-1M (AMX) modernisés ainsi que les avions de guet aérien E-99, qui vont eux aussi faire l'objet d'un chantier de rénovation.

Il s'agit là du premier contrat signé par Thales pour équiper la force aérienne brésilienne avec des systèmes IFF. L'électroncien français avait en revanche déjà travaillé avec Embraer dans le cadre du programme EMB 145 AEW&C, destiné à l'Inde.

Au total, ces deux nouveaux contrats prévoient d'équiper 48 platefomes. Thales n'a pas souhaité dévoiler le montant de l'accord.

Pour l'AMX, Thales fournira son transpondeur IFF TSC 2030 de cockpit, tandis que c'est le TSC 2050 qui viendra prendre place dans la soute des E-99. Ces systèmes sont produits à Laval, sur le nouveau site "Saphir" inauguré par Thales le mois dernier (cf. A&C n°2376). Les livraisons doivent commencer avant la fin de cette année.

Le 3 octobre, l’armée de l’air brésilienne (FAB) a lancé avec succès ses premières bombes guidées par laser avec des munitions réelles après quatre années de développement.



Les tirs ont été effectués par des avions d’attaque au sol AMX A-1 munis de BAFG-230 (Bomba Aérea de Fins Gerais de 230 kg) et de Mk82 fabriquées aux USA depuis la base brésilienne de Santa Maria dans le Rio Grande do Sul.
Au total, neuf bombes ont été larguées durant la mission dont six inertes et trois actives. Toutes étaient équipées d’un adaptateur à guidage laser (LIZARD) qui transforme les armes en «bombes intelligentes».
« Ce fut un exercice réussi sur cette technologie. L’objectif a été atteint avec beaucoup plus de précision, même à une distance plus grande, » a déclaré un porte-parole de la FAB.

Le Brésil n’a toujours pas décidé lequel des avions de combat en compétition pour le remplacement de ses Northrop F-5 « Tiger II » serait choisi. Le Boeing F/A-18E/F Super Hornet semble aujourd’hui distancé suite aux révélations d’espionnage dans l’affaire Snowden. Reste deux compétiteurs sérieux : Saab avec le JAS-39 Gripen E et Dassault avec le Rafale F3.  

Les russes en embuscades :

Face à l’incertitude du choix brésilien, la Russie lance ce lundi une offensive de charme. La proposition russe concerne la production conjointe des chasseurs de cinquième génération T-50. Une importante délégation russe va tenter du 14 au 17 octobre de convaincre les brésiliens avec une série d’offres.

Les Russes sont prêts à proposer au Brésil, non seulement d'acheter des avions modernes Su-35, mais également de construire en commun le futur Sukhoi T-50. La Russie et le Brésil faisant partie du BRICS, organisation dont les membres mettent au point un partenariat stratégique, notamment dans le domaine de la coopération militaire et technique. 

Reste à savoir si le Brésil répondra favorablement à ces offres, lors de la première évaluation des différents compétiteurs, les modèles d’avions russes avaient été rapidement écartés pour des raisons techniques.

Russian defense minister due in Brazil for talks

Russian Defense Minister Sergei Shoigu will meet with Brazilian officials Wednesday following Brasilia’s decision to buy surface-to-air missile batteries from Moscow, the two sides said Tuesday.
The visit, a day after Shoigu was to hold top level meetings in nearby Peru, comes as Moscow has raised its profile throughout Latin America in recent years with strengthened military and trade ties.
Shoigu’s stop in Brazil also comes as President Dilma Rousseff is pressing for the release of a Brazilian biologist detained in Russia along with 29 other Greenpeace activists after protesting Arctic oil drilling.
Last February, Brazil agreed to open talks with Moscow on buying surface-to-air missile batteries during a visit in the Latin American country by Russian Prime Minister Dmitry Medvedev.
Last December, Brasilia also bought 12 Russian helicopters.
Meanwhile Rousseff last week directed her foreign minister to make high-level contact with Moscow to find a solution for Brazilian Greenpeace activist Ana Paula Maciel.
Maciel was one of 30 activists from 18 countries arrested by Russia in late September and charged with piracy after authorities said they had found “narcotic substances” on the Dutch-flagged Arctic Sunrise, used in their protest.
Greenpeace has denied the allegation as a “smear,” and the arrests have raised international protests.
Putin has said that the activists “of course are not pirates,” but his spokesman Dmitry Peskov later said the Kremlin strongman had expressed his personal opinion.
Brazil and Russia are both members of the BRICS group of emerging powers along with China, India and South Africa.
The BRICs five are to hold their next summit in Brazil next March.
In Peru Tuesday, Shoigu was to meet with President Ollanta Humala, as well as with his counterpart Pedro Cateriano, and to sign agreements on military and education cooperation at the army headquarters.

PLAN taskforce conducts joint maritime exercise with Brazilian Navy


RIO DE JANEIRO, October 28 (ChinaMil) -- The Navy of the Chinese People’s Liberation Army (PLAN) and the Brazilian Navy conducted the first joint maritime exercise on the morning of October 26, 2013, local time, in a sea area off the Port of Rio de Janeiro.
The guided missile destroyer “Lanzhou” and the guided missile frigate “Liuzhou” of the Chinese taskforce which is on the tour of visiting three South American countries sailed in the tough sea along with an Acre-class destroyer “Apa” and a Niteroi class frigate “Constituição” of the Brazilian Navy and arrived at the predetermined sea area. The two sides conducted exercise on the subjects of formation movement, maritime supply and so on.
The officers and men of the two sides adjusted the course and the speed according to performance characteristics of their own warships.
On the “Lanzhou” ship, two Brazilian observers carefully observed command and operational process of the warship and asked questions at times.
“The performances of the equipment of the two navies are different, so are the command modes. During the exercise, we exchanged views with each other, adapted to each other, and learnt from each other,” said Liu Ning, leader of the command group of the PLAN taskforce.
During the subject of collaborative air defense, the Chinese and Brazilian warships formed a half-moon-shaped air defense evacuation formation and remained in combat readiness on the sea. In the War Room, the reporters saw that many light spots glittered on the radar screen.

Upon the end of the exercise, the Chinese naval taskforce sailed southward for Buenos Aires, capital of Argentina, the last stop of its South America tour.

L’US Navy a notifié à Sikorsky un contrat de 86,7 millions de dollars pour la fourniture de deux hélicoptères S-70B destinés au Brésil, par le biais du programme FMS (Foreign Military Sales). Les deux appareils devraient être livrés au plus tard en juin 2017 et viendront compléter la flotte de la marine brésilienne, qui avait réceptionné ses deux premiers hélicoptères en août 2012, selon deux commandes passées en 2009 et 2011. Les S-70B Seahawk sont destinés aux missions de surveillance et de lutte anti-sous-marine et de lutte en surface.
