Le Brésil construira 6 frégates FREMM et 4 sous-marins Scorpène

Citation :: Le quotidien brésilien Correio Braziliense a annoncé jeudi que le Brésil devrait construit un total de 6 frégates multi-missions FREMM, un projet commun franco-italien à la furtivité élevée, et un total de 4 sous-marins Scorpène (rebaptisé Marlin par les français, puisque les espagnols ne font pas partie de ce projet). Ce contrat ferait partie d’un grand "paquet" que le gouvernement brésilien devrait annoncer le 9 septembre.

L’annonce du Plan Stratégique de Défense devait être effectuée le 7 septembre, mais le gouvernement a préféré la retarder de quelques jours à cause de problèmes d’agenda pour certaines réunions préliminaires avec le président Lula.

En décembre prochain, le président français Nicolas Sarkozy devrait venir au Brésil pour signer les contrats de construction de 6 frégates FREMM et de 4 sous-marins Scorpène. La construction sera effectuée à l’Arsenal de Marinha do Rio de Janeiro (AMRJ), qui devra être entièrement modernisé pour pouvoir effectuer des travaaux de grande envergure. Construites sur place, les 6 FREMM ne couteront au Brésil que 3 milliards $ (2,1 milliards €). Construites en France, elles auraient couté plus de 4 milliards $ (2,8 milliards €).

La marine nationale et la marine italienne développent conjointement le programme FREMM et devraient recevoir un total de 27 frégates, 17 pour la France, 10 pour l’Italie.

Pour l’instant, seules 8 unités ont été commandées par la France, 6 en version ASM, 2 en version lutte contre la terre. Le contrat est évalué à 3,5 milliards €, avec des livraisons entre 2011 et 2015. L’Italie devrait recevoir 10 frégates, 6 ASM et 4 multi-missions.

FREMM signifie FRégate Européenne Multi-Missions.

C’est un navire multi-missions innovateur, conçu par DCNS et Fincantieri, pour effectuer des missions de lutte anti-aérienne, anti-sous-marine et anti-navires. Il peut effectuer des attaques loin à l’intérieur des terres avec ses missiles de croisière Scalp Naval, lancés depuis des lanceurs verticaux.

Brazil plans to build an aircraft carrier with a foreign partner as part of an effort to enhance its military readiness, Defense Minister Celso Amorim told reporters today.

“The idea is for it to be built in Brazil, probably based on an existing project,” Amorim told a group of foreign correspondents. Latin America’s largest country will require a new aircraft carrier within 15 years and will modernize its existing one in the meantime, Amorim said.

Brazil has stepped up spending on military equipment in recent years as it seeks to beef up its defense mostly of natural resources, from deep-sea oil to fresh water. “We are indeed a peaceful country, but no way will we be a defenseless country,” President Dilma Rousseff said last year.

In December the government chose Saab AB (SAABB) over Chicago-based Boeing Co (BA) and Paris-based Dassault Aviation SA (AM) to supply 36 jet fighters worth $4.5 billion. Until these are ready, Sweden may provide older model Gripens to the Brazilian Air Force, Amorim said.

European Aeronautic, Defence & Space Co. is carrying out a 1.9 billion-euro ($2.6 billion) order to supply Brazil with 50 helicopters. France’s DCNS SA and Brazil’s Construtora Norberto Odebrecht SA are building five submarines in Rio de Janeiro state, costing the government 9.6 billion reais through 2015, according to Defense Ministry data. One will be nuclear powered.

Citation :: Helibras begins deliveries of upgraded AS365 Panther K2 helicopters to the Brazilian Army

The first two upgraded AS365 Panther K2 rotorcraft will be delivered this month by Airbus Helicopters’ Helibras subsidiary to the Brazilian Army Aviation Command (AvEx), providing a modernized platform with more power, updated avionics and increased mission capability.

These deliveries follow the signature in Brasília of an amendment standardizing the modifications introduced to the helicopter’s enhanced configuration – which will be assessed by AvEx’s various battalions during mission operations. Should these evaluations prove favorable, Helibras will continue modernizing the remaining 32 AS365 K Panthers in the Brazilian Army’s inventory through 2021.

Helibras’ Panther K2 is the first helicopter to be fully certified in Brazil by the country’s Aerospace Technology and Science Department (DCTA). It is a landmark achievement for the Itajubá, Brazil-based Helibras, as this particular version has been developed entirely in Brazil.

Featuring state-of-the-art equipment and systems, the Panther K2 upgrade will enable Brazil’s AS365s to remain operational for another 25 years. The contract value for modernizing all 34 Panthers in Brazilian Army service is 347 million Brazilian reais.

“The modernization of military aircraft such as the Panther K2 is taking place in fleets with hi-tech assets and a high purchase value, be they fleets of helicopters, airplanes or ships,” said Helibras CEO Eduardo Marson, who sees the upgrading of the Panthers as a strategic step forward in his company’s expansion program.

“This upgrade effort allows Helibras to gain expertise in the key technologies offered in high-performance aircraft types such as the Dauphin family – on which the Panther military helicopter is based – and opens the way for the development of new projects through the company’s engineering center,” he added. “The Super Puma and Cougar helicopters are examples of this, and just by introducing a process whereby old parts are replaced by more modern systems, we are able to extend their service life for 25 years at least.”

Helibras Manufacturing Vice President Richard Marelli said the company’s engineering center was responsible for the Panther K2’s preliminary and detailed designs for the enhancement. “As part of the process, a team of engineers and mechanics received on-the-job training at Airbus Helicopters with a view toward specialization in major operations,” he continued. “The program also included training for pilots and instructors.”

The Panther K2 has been fitted with new Arriel 2C2CG engines that deliver 40 percent more power, new engine fairings, a new glass cockpit with a 4-axis autopilot, new wiring and a cable-cutting device. In addition to night vision goggle-compatibility, the helicopter also features a new altimeter and weather radar, the latest navigation and communication radios and a new tail rotor – significantly improving performance and safety. These changes provide a helicopter with greater range, more speed and reduced pilot workload.

The Panther K2 has capacity for one or two pilots and 10 troops, a maximum takeoff weight of 4,300 kg., and a top speed of 175 kts. – which is increased from 150 kts. prior to its upgrade.

De passage à Paris en novembre 2011, le ministre brésilien de la Défense, Celso Amorim, avait confié que son pays “commençait à penser au besoin de bâtir un porte-avions”.

Visiblement, Brasilia n’en finit pas de “commencer” à réfléchir au sujet de ce projet. Le 11 mars dernier, Celsio Amorim a de nouveau évoqué un “futur porte-avions” puisque le Brésil en aura besoin “dans 15 ans”. Ce qui laisse un peu de marge, mais pas trop non plus…

“Notre idée est qu’il soit construit au Brésil, probablement basé sur un modèle existant, dans le cadre d’un transfert de technologies, en coopération avec une entreprise étrangère”, a-t-il expliqué.

En clair, il s’agit de reproduire le même schéma qui prévaut pour la construction du premier sous-marin nucléaire d’attaque (SNA) destiné à la marine brésilienne. Dans le cadre d’un partenariat stratégique avec la France, le Brésil a obtenu un transfert technologique sans précédent à cette fin, avec DCNS aux manettes.

Dans le cas du porte-avions, peu de pays sont capables d’en construire. Outre les Etats-Unis, l’on compte notamment la France, le Royaume-Uni et, dans une moindre mesure, la Russie. L’on pourrait y inclure la Chine mais son seul et unique exemplaire n’est que l’ex-Varyag, acquis à l’Ukraine en 2000.

Et le choix du Brésil sera d’autant plus limité qu’actuellement, sa marine met en oeuvre le Sao Paulo, qui n’est autre que l’ancien porte-avions Foch de la Marine nationale. Sa configuration est dite CATOBAR (avec catapultes et brins d’arrêt), spécialité des industriels américains et français. A moins que Brasilia n’envisage un navire au format STOBAR (avec pont d’envol incliné)…

En outre, qui dit porte-avions dit aussi appareils capables d’y être embarqués. Comme les 18 A4 Skyhawk actuellement en service ne sont pas éternels (leur conception remonte aux années 1950), il faudra aussi les remplacer. Là encore, tout dépendra de la configuration retenue.

Si celle dite CATOBAR, seulement 3 appareils peuvent convenir : le Rafale M, le F-18 Super Hornet et le F-35C. A moins que Saab réussisse à mettre au point une version navalisée de son Gripen, avion de combat récemment retenu par Brasilia pour moderniser ses forces aériennes. Mais à vrai dire, l’on peut nourrir de sérieux doutes.

Quoi qu’il en soit, et même s’il est important pour le Brésil de disposer d’une marine puissante et moderne pour protéger et surveiller ses sites sites pétroliers off-shore, il n’en reste pas moins que l’acquisition d’un porte-avions et des appareils nécessaires sera soumise à de fortes contraintes financières. En clair, il n’est pas certain que Brasilia puisse se l’offrir. Du moins, pour le moment.

La mise au point de l'accord de production sous licence est en cours d'examen : les modalités de transfert des technologies restent à concerter. Le système anti-aérien portatif Igla-S est destiné à détruire des cibles aériennes de type différent volant à des basses altitudes. Il est très efficace dans la lutte contre les avions et les hélicoptères. Les systèmes anti-aériens portables, pris dans leur ensemble, sont une arme redoutable. Ainsi lors du séjour des troupes soviétiques en Afghanistan les Etats-Unis fournissaient aux moudjahidines le lance-missile sol-air portable Stinger qui a obligé les troupes soviétiques à changer la tactique d'utilisation des hélicoptères de combat. Si avant l'apparition des Stinger les hélicoptères Mi-8 volaient à une altitude maximale de 6 000 mètres, après ils ont dû descendre à des altitudes extrêmement basses de 30 à 60 mètres et utiliser le relief pour se cacher, note le directeur du Centre d'analyse des stratégies et des technologies Rouslan Poukhov :

« Cette arme s'est taillé une excellente réputation dans d'autres conflits aussi, notamment en 1995 lors du conflit entre le Pérou et l'Equateur. C'est la raison pour laquelle beaucoup veulent l'acheter. Pourtant les pays fabriquant des systèmes anti-aériens portables de bonne qualité ne sont pas nombreux. La Russie en fait partie. »

Il faut tout de même retenir l'expérience négative lors de la vente de ces armes. Ainsi la technologie de fabrication des systèmes Igla a été vendue aux Polonais qui ont organisé leur propre production de systèmes Grom, d'ailleurs pas seulement pour leurs propres besoins. Ils ont commencé à livrer les systèmes dans des pays tiers, plus particulièrement en Géorgie, alors que le contrat ne stipulait pas la réexportation des systèmes et leur transfert à des pays tiers sans l'accord de la Russie. En 2007 la Pologne a vendu à la Géorgie 30 systèmes Grom et 100 missiles, qui ont été utilisés en août 2008 lors du conflit armé en Abkhazie du Sud. Selon Rouslan Poukhov, dans le cas de l'Amérique latine on ne peut pas exclure que des systèmes air-sol portables se retrouvent dans les mains d'organisations terroristes :

« A l'époque des organisations terroristes existaient au Pérou où elles peuvent toujours réapparaître. Elles subsistent en Colombie. Au Brésil, il n'y en a pas, mais étant donné le très haut niveau de pauvreté dans le pays, les groupes criminels terroristes peuvent apparaître à tout instant et se procurer cette arme d'une façon ou d'une autre. »

Pourtant les systèmes Igla ont été vendus au Brésil et en 20 ans rien n'indique qu'ils se fussent retrouvés entre de mauvaises mains. Il n’existe aucune restriction internationale sur les ventes de systèmes anti-aériens portables. Néanmoins la Russie pratique son propre régime de vente. Tout acheteur doit signer un protocole autorisant les représentants de la Russie à venir contrôler sans préavis les lieux de stockage de ces armes. Cela pour être sûr que les systèmes demeurent sous le contrôle du gouvernement légitime et sont utilisés par les militaires.

Outre la fabrication sous licence des systèmes Igla, l'assemblage au Brésil des systèmes anti-aériens de courte et moyenne portée Pantsir-S1 est examiné. Tout dépendra du nombre de systèmes achetés par le Brésil. L’installation d’une ligne d'assemblage se justifiera si 25 ou 30 systèmes sont achetés. Des perspectives de développement de la coopération militaro-technique entre la Russie et le Brésil existent, en général, mais elles sont moins amples qu'avec le Venezuela. Le Brésil a déjà réalisé de gros achats d'armes en Italie et en France à l'intention de ses forces terrestres et navales. En plus, il a récemment opté pour l'avion suédois Gripen. Ainsi le processus de réarmement est, en gros, achevé. Ce qui n'exclut pas d'ailleurs une coopération éventuelle sur certains axes.

Citation :: Brazil seeks to boost defence exports to Africa

The Brazilian Minister of Defence Celso Amorim spent four days in Africa March 19-22 to strengthen bilateral defence ties with Angola, Mozambique, and South Africa.
Amorim announced that three Brazilian Air Force Embraer EMB-312 Tucano trainers would be donated to Mozambique and that Brazil would help finance the purchase of three EMB-314 Super Tucano advanced training and light attack aircraft. He also said Brazil was prepared to help modernise Mozambique's navy.
In South Africa, Amorim paid a visit to Denel Dynamics, which co-operates with Brazil's defence industry in the development of A-Darter short-range air-to-air missile. This will be used by the South African Air Force's Gripen C/D fighters and Brazil's future Gripen NG aircraft.

La Russie propose au Brésil de concevoir et de construire conjointement des chasseurs polyvalents de cinquième génération de type T-50, a déclaré lundi à RIA Novosti le directeur Service fédéral russe pour la coopération militaire et technique (FSVTS) Alexandre Fomine.
"Malheureusement, nous ne participons plus à l'appel d'offres pour la livraison de 36 chasseurs au Brésil. Toutefois, notre proposition à la partie brésilienne visant à mettre au point et construire conjointement des chasseurs polyvalents de cinquième génération de type T-50 reste en vigueur", a indiqué le responsable avant de partir pour le Salon d'armements FIDAE-2014 qui s'ouvre le 28 mars à Santiago (Chili).
Selon le responsable, la partie russe est prête à négocier avec les Brésiliens la création d'une entreprise mixte.
Il a rappelé que la Russie et le Brésil faisaient partie du BRICS, organisation dont les membres mettent au point un partenariat stratégique, notamment dans le domaine de la coopération militaire et technique.
Le Brésil a nommé le gagnant de l'appel d'offres pour 36 chasseurs lourds destinés à son armée de l'air, le contrat étant estimé à quatre milliards de dollars. Trois avions étaient en lice, le Rafale de Dassault Aviation, le F/A-18E/F Super Hornet de Boeing et le JAS-39 Gripen NG de Saab, le Su-35 de Sukhoï ne faisant pas partie de la liste. Finalement, c'est le JAS-39 Gripen NG de Saab qui a remporté l'appel d'offres.

Elbit Systems has been awarded a contract to supply a Hermes 900 unmanned air system to the Brazilian air force, with the equipment to be supplied within two months.

Elad Aharonson, general manager of Elbit's UAS Division, says the acquisition will enable the Brazilian air force to carry out joint flight operations using the new type and its in-service Hermes 450s. Both systems will be used to conduct security missions during the 2014 football World Cup, with the Hermes 900 to carry an undisclosed intelligence-gathering payload.

Elbit Systems

Already in service with the Israeli air force and several other nations, the Hermes 900 can be flown on long-endurance missions at an altitude of up to 30,000ft (9,150m), while carrying a wide range of payloads. The system can be operated in a highly autonomous mode, with automatic take-off and landing. Elbit's universal ground control station also allows users to operate joint missions with both Hermes models.

Confirmation of the new sale comes just over one month after Elbit chief executive Bezhalel Machlis announced at the Singapore air show that the company was poised to sign its eighth contract for the Hermes 900 with an undisclosed international customer.

CASCAVEL, Brazil --- Since Monday (March 24), the Brazilian Army can count on a modern and powerful tool for military operations including combat, defense, patrol and peacekeeping missions: the Guarani Armored Personnel Transport Vehicle (Viatura Blindada de Transporte de Pessoal, VBTP-MR).

The first batch of 13 vehicles was officially handed over to the 33rd Mechanized Infantry Battalion in Cascavel, in Western Paraná state, in a ceremony attended by the defense minister, Celso Amorim, and the Army commander, General Enzo Martins Peri.

Developed from research undertaken by different units of the Department of Science and Technology of the Army, the Guarani family of armored vehicles is being produced in partnership with the Italian multinational Iveco, which built an industrial facility for this purpose in the city of Sete Lagoas (Mato Grosso state). The intellectual property of the Guarani - which is planned to be exported – belongs to the Brazilian Army.

During the hand-over ceremony of the initial batch, Celso Amorim said that the service introduction of the Guarani "is a significant event and a new milestone in the re-equipping our Armed Forces." To the Minister of Defence, the technological quality and employability of new armored reinforces "the self-esteem of our military" and shows the "future vision" of the Nation.

Amorim said that the Guarani has a large military presence, which ensures a greater deterrent power, "able to deter threats to our territory and our riches." The minister also praised the fact that the project has been developed and produced in Brazil, since its export may result in payment of royalties to the Land Force. "I'm sure the Guarani will be a worldwide success," he said.

Technology

The Guarani will replace the Cascavel and Urutu families of armored vehicles that the military has operated for almost 40 years in the military. It is expected that another 86 vehicles to be delivered by the end of the year to the infantry battalions stationed in Foz do Iguaçu (PR), Apucarana (PR), Francisco Beltran (PR) and the Armored Instruction Center in Santa Maria (RS). "It is a modern and efficient vehicle, a milestone in the transformation process of our troops," said Gen. Carlos Bolivar, who is in charge of the Military Command South (CMS).

For army commander General Enzo Peri, the development of Guarani is a "winning design." The expectation is that over 20 years, 2,044 armored vehicles will be manufactured and delivered to the Land Forces.

With a capacity for 11 men - nine combat troops, a gunner and a driver - Guarani contains, in addition to air conditioning, a number of technological innovations: low thermal and radar signature, which makes its location by enemies more difficult; armored protection against armor-piercing and incendiary ammunition and antitank mines, GPS navigation, ABS brakes, night vision, a 383hp engine allowing a maximum speed of 100 km / h; a battlefield management system, and a system providing situational awareness.

The Guarani is also prepared for swimming, with rear propellers that provide amphibious capability. Its turrets can be equipped with 30mm cannon ammo, as well as .50 caliber and 7.62 mm machine guns. It is designed to engage air and ground targets.

Since 2013, the mechanized infantry battalions in the South and Midwest have received special training to operate the new armored vehicle.

Helibras has delivered the tenth and eleventh EC725 helicopters to Brazil’s armed forces, under its 2008 tri-service contract for 50 units.

Destined for the Brazilian air force, the tenth of the type to be produced by the Airbus Helicopters subsidiary is also the service’s fifth.

Additionally, it is the first example to be delivered in what Helibras describes as a “basic” configuration, and has a number of new components designed and produced in-country by the company, as it works to increase the local content on EC725s.

The eleventh example, meanwhile, is the fourth delivered to the nation’s army.

Although previous EC725s for Brazil were largely completed at Airbus Helicopters’ factory in Marignane, France, an increasing amount of work on the rotorcraft is being transferred to the Helibras plant at Itajubá.

So far, Brazilian defence forces have accumulated more than 4,370h using the in-service EC725 fleet, Helibras says.

Separately, on 22 April Brazil’s Avibras signed a contract covering the local development and production of rocket motors for the MBDA AM39 Exocet anti-ship missiles which will equip eight of the 16 EC725s to be operated by the Brazilian navy.

Fit tests using the munition have already been carried out in Marignane, and software and aeromechanical integration work is continuing at Helibras.

Flight tests of the Exocet-equipped rotorcraft will follow once the integration effort is completed.

"This is an unprecedented programme in Brazil. It will be the first EC725 to be equipped with [the] missile configuration we are developing here,” says Eduardo Marson, Helibras president. The company hopes the effort will present retrofit opportunities with other EC725 operators.

São Paulo-headquartered Avibras will develop an entirely new motor, using knowledge gained from its involvement in a programme to re-engine the Brazilian navy’s inventory of ship-launched Exocets.

WASHINGTON, May 6, 2014 – The State Department has made a determination approving a possible Foreign Military Sale to Brazil for AGM-84L Harpoon Block II Missiles and associated equipment, parts, training and logistical support for an estimated cost of $169 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on May 6, 2014.

The Government of Brazil has requested a possible sale of 16 AGM-84L Harpoon Block II Missiles, 4 CATM-84L Harpoon Block II Captive Air Training Missiles, containers, spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor representatives’ technical assistance, engineering and logistics support services, and other related elements of logistics support. The estimated cost is $169 million.

The proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of Brazil, which has been, and continues to be, an important force for regional stability and economic progress in South America.

The Brazilian Air Force (BrAF) is in the process of modernizing and upgrading its Anti-Surface Warfare capability on its P-3 aircraft. The modernization will enhance the BrAF P-3’s capabilities for its Counter-Transnational Organized Crime efforts, maritime border security, and protection of off-shore assets (fisheries, energy infrastructure, etc).

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors will be The Boeing Company in St. Louis, Missouri, and Delex Systems Incorporated in Vienna, Virginia. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Brazil.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Déployé en Atlantique avec la frégate La Fayette dans le cadre de la mission Jeanne d’Arc, le bâtiment de projection et de commandement Mistral a récemment mis en œuvre des véhicules blindés amphibies du type AAV-7. Ces engins, initialement développés par la firme américaine FMC pour le compte de l’US Marine Corps, a été acquis par un certain nombre de pays, dont le Brésil, qui l’utilise au profit de ses fusiliers-marins. C’est à l’occasion d’un exercice conjoint avec ces derniers que le BPC français a pu embarquer trois AAV-7, qu’il a mis en œuvre depuis son radier, habituellement occupés par ses engins de débarquement (EDAR et CTM). Les manœuvres avec entre les marines brésilienne et françaises, baptisées « Mistral de Braise », se sont déroulées le 28 et le 29 avril, en baie de Rio de Janeiro. Côté naval, le Mistral et le La Fayette étaient accompagnés de l’União, une frégate du type Niterói.

Trois C-295 de plus pour le Brésil !

Le Brésil va acquérir trois avions de transport supplémentaires C-295 d’Airbus Military. Ces appareils vont venir compléter les 12 appareils de ce type déjà en service au sein de la FAB. Cette commande est évaluée à 261 millions de dollars.

Par ailleurs, les C-295 brésiliens seront dotés de « winglets » et recevront une amélioration moteur qui permettra au C-295 d’allonger son rayon d’action de 320 kilomètres.

A propos du CN-295 :

Au début des années 1980, l'Espagne cherche un appareil complémentaire au C-212, le constructeur national CASA s'entend avec l'indonésien IPTN pour produire la version de base d'un appareil de transport tactique, les autres versions pouvant être produites nationalement. Le premier vol intervient le 11 novembre 1983 et l'avion entra en service dans l'Ejercito del Aire en 1988.
Le CN-235 reprend les éléments traditionnels du transport tactique : ailes et dérives hautes pour les protéger des projections venues des pistes non préparées, aile droite pour diminuer la vitesse d'approche, rampe de chargement à l'arrière. Le CN-235 peut ainsi transporter 51 combattants, 18 brancards ou 4 palettes.

En 1995, l'Espagne crée une version très modernisée, le C-295, pour compléter sa flotte. Le C-295 dispose d'une soute plus longue de 3 mètres, d'une nouvelle avionique, d'un train et d'une structure renforcés, de points d'emports sous les ailes et de moteurs Pratt & Whitney PW127G entraînant des hélices hexapales. Il peut ainsi transporter 71 combattants, 48 parachutistes, 24 civières ou 5 palettes. Il est également proposé en version Persuader pouvant accomplir des missions de chasse aux sous-marins. Le C-295 est vendu à une dizaine d'états, comme le Portugal, la Pologne, l'Algérie ou le Brésil.
Plus de 85 avions C295 sont en service aujourd’hui avec 14 opérateurs différents.

The Brazilian Air Force is in talks to purchase 20 U.S.-made anti-ship missiles, Brazil's G1 news website reported Friday. The deal, according to G1, is worth 170 million U.S. dollars, and involves 20 Harpoon missiles manufactured by U.S. company Boeing, including 16 AGM-84L Harpoon Block II missiles designed for attacking ships or above-water submarines, and another four intended for training.

"The acquisition of the missiles gives us the capability to neutralize surface seafaring targets, such as ships or even submarines that are not submerged," G1 cited the Brazilian Air Force as saying.

There was no mention of when the weapons would be delivered.

When notifying the U.S. Congress of the deal, the Pentagon was cited by G1 as saying that the weapons will help Brazil "in its cross-border crime fighting operations," as well as in border security and protection of maritime infrastructure and resources.

Boeing describes the Harpoon Block II as "capable of executing both land-strike and anti-ship missions," and its "500-pound blast warhead delivers lethal firepower against a wide variety of targets," according to Boeing website.

In 2005, Brazil purchased 12 secondhand P-3AM Orion aircraft from the United Arab Emirates capable of firing the missiles, and the first of them were delivered in 2011.

During a public unveiling of Embraer’s KC-390 final assembly site in Gavião Peixoto, Sao Paulo, company president Frederico Curado signed a firm order with the Brazilian air force for the supply of 28 production KC-390 tactical transport/tanker aircraft.

First delivery of production aircraft is expected at the end of 2016, with production under the contract running for 10 years.

In addition to the aircraft, the contract includes a comprehensive logistics support package covering spare parts and maintenance services.

Valued at R7.2 billion ($3.25 billion), the contract is dependent on additional documentation that is expected to be completed in about 90 days.

Addressing the public, Curado says the Brazilian Air Force’s KC-390 is a state-of-the-art aircraft and the largest aircraft ever designed and developed in the southern hemisphere.

He adds that he expects the KC-390 will be popular on the export market.

Curado says the KC-390´s multi-mission capability was a challenge, with the aircraft being designed for cargo and troop transport, cargo air drops, inflight refueling, search and rescue and firefighting missions.

“Brazil has had previous experience in multinational [aerospace] development programs, but this time around Brazil leads in the key engineering and in the project management areas,” he says.

“This is a fundamental partnership for Brazil,” said Brazilian President Dilma Rousseff, who attended the event.

Her message focused on the importance of the benefits to Brazil of exportable technology development programs like the KC-390.

Celso Amorim, Brazilian minister of defense, tells reporters, “This is the first firm order of the type and it paves the way for the conclusion of further firm sales for the program´s current industrial partners Argentina, Chile, Colombia, Portugal and the Czech Republic.”

“These countries have signed memorandum of understanding comprising potential demand for a further 32 KC-390s,” Amorim says.

Paulo Gastão Silva, Embraer vice president for the program, declines to say when the first prototype aircraft will be roll out, noting that the timing will be “technically driven”.

But Embraer President of Defence and Security Jackson Schneider tells reporters that the first flight will happen “late this year.”

Brig Gen Crepaldi Affonso, chief of air force programs, says two prototypes might end up being slightly different from the full production aircraft.

“It would be due to the continuing fine tuning of the specifications,” he says.

Operational assessments will be conducted by Air Force transport unit pilots using actual production aircraft, not prototypes, Affonso adds.

The prototypes are not set to be converted into full operational aircraft.

To be able to certify the KC-390 for Antarctic operations, one of its most demanding roles, comprehensive cold weather tests are to be held elsewhere, possibly Canada.

The KC-390 production hangars in Gavião Peixoto have more than 30,000m2of space.

Final assembly is to begin in June, with more than 1,500 Embraer employees working on the project. More than 50 Brazilian companies are currently contributing to the KC-390’s development.

Thales will provide its Integrated Electronic Stand-by Instrument (IESI) to modernise the Esquilo/Fennec helicopter fleet of the Brazilian Army. A total of 36 helicopters will be retrofitted with the Thales system with completion expected in 2018.

The first batch will be completed by 2014, whereby Thales’s IESI will be integrated into six initial helicopters by Helibras, the Brazilian subsidiary of Airbus Helicopter.

The Thales IESI performs three essential back-up functions: artificial horizon, altimeter and airspeed indicator, all in a single Line Replaceable Unit (LRU). Already flying onboard Sikorsky S-76D, the Thales IESI has also been selected by Airbus Helicopters for its range of light and medium-lift helicopters including the Ecureuil family, the EC135, EC145, EC155, EC175 and their military versions, including the modernised AS 365 K2 Super Pantera.

Thales’s IESI is perfectly suited for helicopter missions and performs well at low speed, low altitude and high turn rates. Resistance to High Intensity Radio Frequencies (HIRF), durability in humid, saline and high-vibration environments has been pushed to levels not previously reached by this kind of equipment. Together, these innovations ensure optimal operation in all types of circumstances and, in turn, the highest level of flight safety, reliability and low direct maintenance cost.

Thales’s IESI is also able to receive and control other functions such as Automatic Flight Control System (AFCS) back up, Radio Management System (RMS) back up, depending on customer requirements.

Le Brésil vient de signer un contrat avec l’équipementier israélien IAI pour la fourniture d’un troisième avion de ravitaillement B767 MMTT.

En mars 2013, le Brésil a choisi dans le cadre programme KC-X2 de remplacement des actuels ravitailleurs KC-137 « Stratoliner», le concept d’Israel Aerospace Industries (IAI) B767-300 Multi-Mission Tanker Transport (MMTT). Les vieux KC-137 (dérivés des B707) sont en service au sein de la FAB depuis 1986 depuis le 2e Escadron du Groupe Transport.

IAI B767-300MMTT :

Le concept d’IAI concernant le B767-300 MMTT permet à l’avion d’être configuré simultanément pour le ravitaillement en vol, le transport de fret, VIP, les passagers comme souhaité par l'opérateur. L’avion dispose également d’une porte cargo permettant le transport de palettes. Les sièges passagers et les consoles de guidage au ravitaillement en vol, peuvent être rapidement installées ou enlevées.

RIO DE JANEIRO: Brazil is building five submarines to patrol its massive coast, including one powered by an atomic reactor that would put it in the small club of countries with a nuclear sub.

The South American giant is in the process of exploring major oil fields off its shores that could make it one of the world's top petroleum exporters.

The new submarines aim to protect that resource, said the navy official coordinating the US$10-billion project, Gilberto Max Roffe Hirshfeld.

"The nuclear-propelled submarine is one of the weapons with the greatest power of dissuasion," he told AFP.

"Brazil has riches in its waters. It's our responsibility to have strong armed forces. Not to make war, but to avoid war. So that no one tries to take away our riches."

The new submarines, which will replace Brazil's aging fleet of five conventional subs, are being built at a sprawling 540,000-square-metre complex in Itaguai, just south of Rio de Janeiro.

The project is a joint venture between the navy, Brazilian construction firm Odebrecht and French state defense firm DCNS.

Brazil and France signed a deal for the project in 2008 under which DCNS is providing building materials and training while Brazil builds up its own submarine industry.

Brazil is developing the nuclear reactor and enriched uranium itself.

The first submarine, a conventional sub called SBR1, is 45-percent complete and scheduled to launch in 2017. The second is in the early stages of construction and is due to launch in 2019.

Work on the nuclear sub, SNBR, is supposed to start in 2017, with a launch target of 2025, the year the project wraps up.

Workers are assembling the submarines in a massive 38-metre-tall hangar, putting together the giant sheets of steel that will form the hulls.

When complete, the nuclear submarine will measure 100 metres long and weigh 6,000 tonnes. Its conventional cousins will be slightly smaller, at 75 metres and 2,000 tonnes.

Currently the only countries to design and build their own nuclear submarines are the permanent members of the United Nations Security Council -- Britain, China, France, Russia and the United States -- plus India, which has completed one and is in the process of building more.

Unlike conventional submarines, which run on electric or diesel engines and have to resurface every 12 to 24 hours to refuel, nuclear submarines run on atomic power and can stay immersed indefinitely.

They can also be outfitted to launch nuclear warheads -- though under Brazil's constitution and the Nuclear Non-Proliferation Treaty, the country is barred from developing atomic weapons.

Its five new submarines will be equipped with conventional torpedos.

Brazil's navy says the conventional submarines will patrol ports and other strategic points along the country's 8,500-kilometre coast.

The SNBR will patrol farther away, around the country's "pre-salt" deepwater oil reserves -- estimated at up to 35 billion barrels -- and the so-called Blue Amazon, a biodiverse area off the coast with minerals including gold, manganese and limestone.

According to the Stockholm International Peace Research Institute, Brazil had one of the world's 15 largest defense budgets in 2013, at US$31.5 billion.
